Kurzfassung: Missing from much of the scholarship on 18th century British politics is recognition of the extensive participation of aristocratic women. Fortunately, as a literate and self-conscious group, these women created and preserved vast manuscript collections now available to historians. In Sacred to Female Patriotism, Judith S. Lewis taps into these sources to demonstrate how the social and political worlds of Georgian Britain interacted to give women an influential voice in politics that was previously unimagined. The result is a lively, powerful, and important story that challenges many

Kurzfassung: Korea faces two challenges in the twenty-first century: unification and globalization. Both entail problems of economic, political and cultural integration. In the past, Koreans successfully 'unified' in various forms, and 'globalized' in many ways. This book is a study of the theme of globalization, addressing various aspects of Korea's integration into the global community from a social scientific or humanistic perspective. This investigation begins with a focus on contemporary South and North Korea: the 'globalized' southern daily life, South Korean labour as a global player, the southern d

Kurzfassung: The book is a critical examination of affirmative action, a form of preferential development often used to address the situation of disadvantaged groups. It uses a trans-global approach, as opposed to the comparative approach, to examine the relationship between affirmative action, ethnic conflict and the role of the state in Fiji, Malaysia and South Africa. While affirmative action has noble goals, there are often intervening political and ideological factors in the form of ethno-nationalism and elite interests, amongst others, which potentially undermine fair distribution of affirmative action resources. The book examines the affirmative action philosophies and programs of the three countries and raises pertinent questions about whether affirmative action has led to equality, social justice, harmony and political stability and explores future possibilities

Kurzfassung: "French and Australian collaborative research in the humanities and the social sciences in the South Pacific has grown and intensified significantly over the past two decades, beginning with the international symposium Changing Identities in the Pacific at the Dawn of the Twenty-First Century held at the Australian Embassy in Paris in 1997 ... In April 2006, another French-government sponsored international symposium, AGORA (Ateliers Gouvernance et Recherche Appliquée) was held at IRD (Institut de Recherche pour le Développement), Noumea, New Caledonia, major themes being governance and economic development, again bringing together Francophone and Anglophone scholars from France and the Pacific region. This was followed in October 2009 by two conjoint Francophone/Anglophone conferences, held at the IRD Centre in Noumea, Stability, Security and Development in Oceania, preceded by AGORA-2, an international conference on Anglophone research in the humanities and the social sciences in the Francophone Pacific, sponsored by the French Government and the Government of New Caledonia. The first of these conferences was sponsored by the French Fonds Pacifique and the State, Society and Governance Program at The Australian National University. An edited selection of presentations from this symposium constitutes the present volume."--Preface.

Kurzfassung: Japan’s Failed Revolution: Koizumi and the Politics of Economic Reform asks why, despite all the high expectations, the Japanese public’s desire for economic reform, and leadership of a majority coalition in a parliamentary democracy, the reformer Prime Minister Koizumi has not achieved the economic reforms expected of him since he surprisingly attained power over a year ago. To unravel this ‘puzzle’, Aurelia George Mulgan eschews the simplicities of both cultural and rational choice explanations and systematically tests the propositions in the comparative literature on ‘failed reform’. The result is one of the best books ever written about contemporary Japanese politics. It explains how, despite British-style parliamentary institutions, Japan’s very ‘un-Westminster’ traditional policymaking process involving the ruling party and the bureaucracy’s structure and linkage has stymied and will probably continue to stymie even a sincere and active Prime Minister’s best reform intentions

Kurzfassung: The Chinese economy is undergoing profound change in policy and structure. The change is necessary to increase the value of growth to the Chinese community, and to sustain growth into the future. The changes are so comprehensive and profound that they represent a new model of Chinese economic growth. This book describes the replacement of an old uninhibited investment expansion model of growth, by transition to modern economic growth and provides insights into recent changes and where they are likely to lead. These include requirements for building the new institutions including its public finances for future growth, adjustments in its savings, industry and agriculture, changes in its demographic structure, business environment, and pattern of rural-urban migration, prospects for 'green growth', its energy policy trilemma and the climate change mitigation strategy, and changes for China's interaction with the international economy through its overseas investment and trade in high tech products. China's adoption of a new model of economic growth is of immense importance to people in China and everywhere. This book is an early attempt to take a close look at many of the features of the new model. (publisher's website)

Kurzfassung: Manhood and American Political Culture in the Cold War explores the meaning of anxiety as expressed through the political and cultural language of the early cold war era. Cuordileone shows how the preoccupation with the soft, malleable American character reflected not only anti-Communism but acute anxieties about manhood and sexuality. Reading major figures like Arthur Schlesinger Jr., Adlai Stevenson, Joseph McCarthy, Norman Mailer, JFK, and many lesser known public figures, Cuordileone reveals how the era's cult of toughness shaped the political dynamics of the time and inspired a reinventio

Kurzfassung: Examine how a community of support in Nineteenth-Century Paris became a blueprint for modern sexual identity! A unique social history, Pederasts and Others: Urban Culture and Sexual Identity in Nineteenth-Century Paris is a valuable addition to the growing field of gay and lesbian studies. Kurzfassung: "Papua New Guinea's general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country's worst election ever, in 2002 (in which elections in six of the country's 109 electorates were declared to be 'failed elections'), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a 'whole-of-government' approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates."--Citation url: http://press.anu.edu.au/titles/state-society-and-governance-in-melanesia/election-2007

Kurzfassung: When it came in September 1975, Papua New Guinea's independence was marked by both anxiety and elation. In the euphoric aftermath, decolonisation was declared a triumph and immediate events seemed to justify that confidence. By the 1990s, however, events had taken a turn for the worse and there were doubts about the capacity of PNG to function. This history presents the full story of the 'trial separation' of Australia and Papua New Guinea, concluding that -- given the intertwined history, geography and economies of the two neighbours -- the decolonisation project of 'independence' is still a work in progress.

Kurzfassung: A racially-weighted Constitution, promulgated by decree in 1990, divided the country and invited international condemnation, and the economy suffered from the collapse of institutions of good governance. In 1995, an independent Constitution Review Commision appointed by the Fijian parliament, recommended wide-ranging changes to the Constitution. Its report formed the basis of a new Constitution promulgated, after wide-ranging consultation and debate, in 1997. Two years later, Fiji held a general election under it. This collection of essays looks at the politics and dynamics of that momentous event, and the role of key individuals and institutions in producing an outcome that, a year later, plunged Fiji into its first major crisis of the twenty-first century. The essays look at some of the key political and development issues on the eve of the crisis, but the relevance to the current debates about the nature and meaning of politics in Fiji remains. All the contributors are recognised and longstanding specialists in their fields

Kurzfassung: This book offers a new approach to the extraordinary story of Timor-Leste. The Indonesian invasion of the former Portuguese colony in 1975 was widely considered to have permanently crushed the Timorese independence movement. Initial international condemnation of the invasion was quickly replaced by widespread acceptance of Indonesian sovereignty. But inside Timor-Leste various resistance networks maintained their struggle, against all odds. Twenty-four years later, the Timorese were allowed to choose their political future and the new country of Timor-Leste came into being in 2002. This book presents freedom in Timor-Leste as an accomplishment of networked governance, arguing that weak networks are capable of controlling strong tyrannies. Yet, as events in Timor-Leste since independence show, the nodes of networks of freedom can themselves become nodes of tyranny. The authors argue that constant renewal of liberation networks is critical for peace with justice - feminist networks for the liberation of women, preventive diplomacy networks for liberation of victims of war, village development networks, civil society networks. Constant renewal of the separation of powers is also necessary. A case is made for a different way of seeing the separation of powers as constitutive of the republican ideal of freedom as non-domination. The book is also a critique of realism as a theory of international affairs and of the limits of reforming tyranny through the centralised agency of a state sovereign. Reversal of Indonesia's 1975 invasion of Timor-Leste was an implausible accomplishment. Among the things that achieved it was principled engagement with Indonesia and its democracy movement by the Timor resistance. Unprincipled engagement by Australia and the United States in particular allowed the 1975 invasion to occur. The book argues that when the international community regulates tyranny responsively, with principled engagement, there is hope for a domestic politics of nonviolent transformation for freedom and justice. John Braithwaite and Hilary Charlesworth work in the Centre for International Justice and Governance, Regulatory Institutions Network, The Australian National University. Adérito Soares is the Anti-Corruption Commissioner for Timor-Leste

Kurzfassung: Max Weber laid the foundations for the meaning of 'charisma' in modern secular usage. This new volume argues for the importance of the 'charismatic principle' in history, economics and society. This volume brings together a number of contributors at the cross section between economics, theology, sociology and politics in order to set a research agenda for the following issues:What does it means to have a 'charism'? How does it work in society? How might one distinguish a 'charism' from a talent? Are 'charism's given only to "special" people, or are they also present in ordinary people? Is a 'c

Kurzfassung: "In the early decades of the 19th century, Indigenous Australians suffered devastating losses at the hands of British colonists, who largely ignored their sovereignty and even their humanity. At the same time, however, a new wave of Christian humanitarians were arriving in the colonies, troubled by Aboriginal suffering and arguing that colonists had obligations towards the people they had dispossessed. These white philanthropists raised questions which have shaped Australian society ever since. Did Indigenous Australians have rights to land, rationing, education and cultural survival? If so, how should these be guaranteed, and what would people have to give up in return? Would charity and paternalism lead to effective government or dismal failure - to a powerful defence of an oppressed people, or to new forms of oppression? In Good Faith? paints a vivid picture of life on Australia's first missions and protectorate stations, examining the tensions between charity and rights, empathy and imperialism, as well as the intimacy, dependence, resentment and obligations that developed between missionary philanthropists and the people they tried to protect and control."--Publisher's description.

Kurzfassung: This study is principally concerned with the ethical dimensions of identity management technology - electronic surveillance, the mining of personal data, and profiling - in the context of transnational crime and global terrorism. The ethical challenge at the heart of this study is to establish an acceptable and sustainable equilibrium between two central moral values in contemporary liberal democracies, namely, security and privacy. Both values are essential to individual liberty, but they come into conflict in times when civil order is threatened, as has been the case from late in the twentieth century, with the advent of global terrorism and trans-national crime. We seek to articulate legally sustainable, politically possible, and technologically feasible, global ethical standards for identity management technology and policies in liberal democracies in the contemporary global security context. Although the standards in question are to be understood as global ethical standards potentially to be adopted not only by the United States, but also by the European Union, India, Australasia, and other contemporary liberal democratic states, we take as our primary focus the tensions that have arisen between the United States and the European Union

Kurzfassung: Before television, radio, and later the internet came to dominate the coverage of Australian politics, the Canberra Press Gallery existed in a world far removed from today's 24-hour news cycle, spin doctors and carefully scripted sound bites. This historical memoir of a career reporting from The Wedding Cake of Old Parliament House offers a rare insider's perspective on both how the gallery once operated and its place in the Australian body politic. Using some of the biggest political developments of the past fifty years as a backdrop, Inside the Canberra Press Gallery - Life in the Wedding Cake of Old Parliament House sheds light on the inner workings of an institution critical to the health of our parliamentary democracy. Rob Chalmers (1929-2011) entered the Federal Parliamentary Press Gallery in 1951 as a twenty-one-year-old reporter for the now-defunct Sydney Daily Mirror and would retire from political commentary 60 years later - an unprecedented career span in Australian political history. No parliamentary figure - politician, bureaucrat or journalist - can match Chalmers' experience, from his first Question Time on 7 March 1951 until, desperately ill, he reluctantly retired from editing the iconic newsletter Inside Canberra sixty years, four months and eighteen days later. As well as being considered a shrewd political analyst, Chalmers was a much-loved member of the gallery and a past president of the National Press Club. Rob Chalmers used to boast that he had outlasted 11 prime ministers; and a 12th, Julia Gillard described him as 'one of the greats' of Australian political journalism upon his passing. Rob Chalmers is survived by his wife Gloria and two children from a previous marriage, Susan and Rob jnr

Kurzfassung: "This collection of the writings and speeches of one of Fiji's greatest statesmen, the late Mr AD Patel, points to a different future which, if allowed to come to fruition, would have spared Fiji the fate it later encountered in its postcolonial journey. As a leader, Mr Patel was unmatchable in intellect and oratorical brilliance, glimpses of which we see in this volume. Dr Lal deserves to be congratulated for his patience and perseverance in completing this project. This book will find an honoured place among others on Fiji's complex and contested modern history."

Kurzfassung: "The chapters of the volume bring new theoretical analyses and empirical data to bear on a continuing discussion about the variety of ways in which Indigenous people in Australia have been engaged in the colonial and post-colonial economy. Contributions cover settler capitalism, concepts of property on the frontier, Torres Strait Islanders in the mainland economy, the pastoral industry in the Kimberley, doggers in the Western Desert, bean and pea picking on the South Coast of New South Wales, attitudes to employment in general in western New South Wales, relations of Aboriginal people to mining in the Pilbara, and relations with the uranium mine and Kakadu National Park in the Top End. The chapters also contribute to discussions about theoretical and analytical frameworks relevant to these kinds of contexts and bring critical perspectives to bear on current issues of development."--Publisher's description.

Kurzfassung: "Power's monograph asserts the need for the reform of Australian governance and charts Australia's fitful progress towards a republican future. Along the way he sketches a framework for constitutional reform, mindful of the strengths and weaknesses of the current system of government and the contest of ideas about the role and configuration of Australian Heads of State. Long a frustrated Australian republican, Power contends that the republican log jam is due in significant part to a lack of respect shown by the republican policy community to the contribution long made to good governance by monarchical heads of state. This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of 'fiducial governance' aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state."--Publisher's description.

Kurzfassung: "East Timor's violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia's survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence. In this major study, David Connery examines how the Australian Government--at the political and bureaucratic levels--developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity."--Publisher's description.

Kurzfassung: "Following a bloody civil war, peace consolidated slowly and sequentially in Bougainville. That sequence was of both a top-down architecture of credible commitment in a formal peace process and layer upon layer of bottom-up reconciliation. Reconciliation was based on indigenous traditions of peacemaking. It also drew on Christian traditions of reconciliation, on training in restorative justice principles and on innovation in womens' peacebuilding. Peacekeepers opened safe spaces for reconciliation, but it was locals who shaped and owned the peace. There is much to learn from this distinctively indigenous peace architecture. It is a far cry from the norms of a 'liberal peace' or a 'realist peace'. The authors describe it as a hybrid 'restorative peace' in which 'mothers of the land' and then male combatants linked arms in creative ways. A danger to Bougainville's peace is weakness of international commitment to honour the result of a forthcoming independence referendum that is one central plank of the peace deal"--Publisher's description.

Kurzfassung: The situation of Norfolk Island, as a territory of the Commonwealth of Australia, is one of the historical anomalies in governance, which has persisted since 1914. It reflects the direct historical linkages between the British Crown and those Norfolk Islanders who were descendants of Pitcairn Islanders of Mutiny on the Bounty fame. Yet, once Federation was in the wind, the British Government, against the expressed wishes of the Norfolk Island community, sought to divest itself of all responsibility for Norfolk Island. There is a curiously 'Yes Minister' quality about the negotiations which lead to the final take-over by Australia, and the appointment of the first Commonwealth Administrator of Norfolk Island. The direct involvement of Atlee Hunt, then Secretary of the Department of External Affairs, eventually ensured the appointment of Michael Vincent Murphy. In order to achieve this end, Hunt had to fend off other applicants who were busy ingratiating themselves with the Minister for External Affairs Patrick McMahon Glynn and the then Prime Minister Joseph Cook. This is essentially a study of the relationships between governors, politicians, public servants and community leaders during the years which followed the take-over of Norfolk Island, and of the struggle of one Norfolk Islander, Charles Chase Ray Nobbs, against Australian administrative authority

Kurzfassung: Numerous issues face Pacific states trying to find their way in the early 21st century. Countries are striving to secure the benefits of modernisation. Governance, law and order are needed to reach such a goal, but development cannot be at the price of culture or the environment. The question of how to develop and maintain sound legal systems and legal rules whilst maintaining the unique cultural heritages within the Pacific is a challenge with no easy answer. This interdisciplinary collection locates issues of law and governance within the particular socio-political context of the Pacific island region, presenting sociological, anthropological and political insights alongside jurisprudential analysis. Key issues including corruption, the role of customary law in modern legal systems, the place of human rights in the Pacific, environmental issues and the structure of the state are explored from a variety of perspectives

Kurzfassung: Indonesia suffered an explosion of religious violence, ethnic violence, separatist violence, terrorism, and violence by criminal gangs, the security forces and militias in the late 1990s and early 2000s. By 2002 Indonesia had the worst terrorism problem of any nation. All these forms of violence have now fallen dramatically. How was this accomplished? What drove the rise and the fall of violence? Anomie theory is deployed to explain these developments. Sudden institutional change at the time of the Asian financial crisis and the fall of President Suharto meant the rules of the game were up for grabs. Valerie Braithwaite's motivational postures theory is used to explain the gaming of the rules and the disengagement from authority that occurred in that era. Ultimately resistance to Suharto laid a foundation for commitment to a revised, more democratic, institutional order. The peacebuilding that occurred was not based on the high-integrity truth-seeking and reconciliation that was the normative preference of these authors. Rather it was based on non-truth, sometimes lies, and yet substantial reconciliation. This poses a challenge to restorative justice theories of peacebuilding

Kurzfassung: "Radical Spaces explores the rise of popular radicalism in London between 1790 and 1845 through key sites of radical assembly: the prison, the tavern and the radical theatre. Access to spaces in which to meet, agitate and debate provided those excluded from the formal arenas of the political nation-the great majority of the population-a crucial voice in the public sphere. Radical Spaces utilises both textual and visual public records, private correspondence and the secret service reports from the files of the Home Office to shed new light on the rise of plebeian radicalism in the metropolis. It brings the gendered nature of such sites to the fore, finding women where none were thought to gather, and reveals that despite the diversity in these spaces, there existed a dynamic and symbiotic relationship between radical culture and the sites in which it operated. These venues were both shaped by and helped to shape the political identity of a generation of radical men and women who envisioned a new social and political order for Britain."--Publisher's description.

Kurzfassung: Economics, Keynes once wrote, can be a 'very dangerous science'. Sometimes, though, it can be moulded to further the common good though it might need a leap in mental outlook, a whole new zeitgeist to be able do do. This book is about a transformation in Australian economists' thought and ideas during the interwar period. It focuses upon the interplay between economic ideas, players and policy sometimes in the public arena. In a decade marked by depression, recovery and international political turbulence Australian economists moved from a classical orthodox economic position to that of a cautious Keynesianism by 1939. We look at how a small collective of economists tried to influence policy-making in the nineteen-thirties. Economists felt obliged to seek changes to the parameters as economic conditions altered but, more importantly, as their insights about economic management changed. There are three related themes that underscore this book. Firstly, the professionalisation of Australian economics took a gigantic leap in this period, aided in part, by the adverse circumstances confronting the economy but also by the aspirations economists held for their discipline. A second theme relates to the rather unflattering reputation foisted upon interwar economists after 1945. That transition underlies a third theme of this book, namely, how Australian economists were emboldened by Keynes's General Theory to confidently push for greater management of economic activity. By 1939 Australian economists conceptualized from a new theoretic framework and from one which they advanced comment and policy advice. This book therefore will rehabilitate the works of Australian interwar economists, arguing that they not only had an enviable international reputation but also facilitated the acceptance of Keynes's General Theory among policymakers before most of their counterparts elsewhere

Kurzfassung: "Indonesia's President Soeharto led one of the most durable and effective authoritarian regimes of the second half of the twentieth century. Yet his rule ended in ignominy, and much of the turbulence and corruption of the subsequent years was blamed on his legacy. More than a decade after Soeharto's resignation, Indonesia is a consolidating democracy and the time has come to reconsider the place of his regime in modern Indonesian history, and its lasting impact. This book begins this task by bringing together a collection of leading experts on Indonesia to examine Soeharto and his legacy from diverse perspectives. In presenting their analyses, these authors pay tribute to Harold Crouch, an Australian political scientist who remains one of the greatest chroniclers of the Soeharto regime and its aftermath."--Publisher's description.

Kurzfassung: This edited collection examines Commonwealth administration under the leadership Prime Minister Kevin Rudd from 2007-2010. This was a remarkable period in Australian history: Rudd's government was elected in 2007 with an ambitious program for change. However, as the chapters in this book demonstrate, these ambitions were thwarted by a range of factors, not the least being Rudd's failure to press ahead when he confronted 'road blocks' such the ETS or managing his massive agenda which constantly elevated issues to 'first order priority'. Although he started his term with stratospheric approval ratings, only two years later his support had collapsed and on 24 July 2010 he became the first sitting Prime Minister to be removed by his own Party before the expiry of his first term. In this book, expert contributors consider the Rudd Government's policy, institutional and political legacy. The 14 chapters are organized into four sections, outlining the issues and agendas that guided Rudd's government, changes to the institutions of state such as the public service and parliament, followed by discussions of key issues and policies that marked Rudd's term in office. The final section examines Rudd's leadership and reflects on the personal foibles and political factors that brought his Prime Ministership undone. The Rudd Government has been produced by the ANZSOG Institute for Governance at the University of Canberra. It is the tenth in a series of books on successive Commonwealth administrations. Each volume has provided a chronicle and commentary of major events, policies and issues that have dominated successive administrations since 1983. As with previous volumes in the series, contributors have been drawn from a range of universities and other organisations

Focussing on immigration and citizenship policy in Australia and New Zealand, the contributions to this volume explore how history and memory are implicated in policy making and political debate, and what processes of remembering and forgetting are utilised by political leaders when formulating and defending policy decisions. These essays are important not only because of the reputation and position of the various contributors, but because they are incredibly 'content rich' and brimming with new ideas."--Publisher's description.

Kurzfassung: 'Consultation' has become something of a mantra in contemporary governance. Governments well understand that policy occurs in a highly contestable environment in which there are multiple, and often competing interests. They well recognise the political imperative to 'engage' stakeholders in order to manage potential conflict and, hopefully, obtain acceptance for their policies and programs. As a result, politicians and public officials frequently emphasise the need for consultation as an essential element of the deliberative processes underpinning the development of policy or the implementation of programs and services. But, moving beyond the rhetoric of consultation and engagement, how well is it done? In this monograph, Professor Jenny Stewart maps out the principal approaches used by governments to consult with and engage affected communities of interest. Stewart critically assesses the available literature and draws directly upon the experiences of political actors, bureaucrats and community sector organisations in order to identify the 'good, bad, and the ugly' of engagement. Through a judicious use of selected case studies, Stewart distils the essential dilemmas and contradictions inherent in many consultation strategies and highlights their relative strengths and weaknesses. This monograph is a probing and dispassionate analysis of the rationales, methodologies and outcomes of consultation and engagement. It is not intended to be a 'cookbook' or a 'how to' manual for those consulting or the consulted. Nevertheless, there is much here for the policy practitioner, the researcher and members of those 'communities of interest' who might, one day, find themselves the target of engagement

Kurzfassung: The world and China's place in it have been transformed over the past year. The pressures for change have come from the most severe global financial crisis ever. The crisis has accelerated China's emergence as a great power. But China and its global partners have yet to think or work through the consequences of its new position for the governance of world affairs. China's New Place in a World in Crisis discusses and provides in-depth analysis of the following questions. How have China's growth prospects been affected by the global crisis? How will the crisis and China's response to it impact China's major domestic issues, such as industrialisation, urbanisation and the reform of the state-owned sector of the economy? How will the crisis and the international community's response to it affect the rapidly emerging new international order? What will be China's, and other major developing countries', new role? Can China and the world find a way of breaking the nexus between economic growth and environmental sustainability -- especially on the issue of climate change?

Kurzfassung: "Australia's strategic depiction of China has assumed increased importance as it attempts to harmonise economic interests (focusing on China) with security interests (primarily the United States). In this period of strategic transition, how Australia incorporates the rise of China into its existing security commitment under ANZUS has become a delicate issue. This investigation follows the intriguing evolution of the Howard Government's depictions of China, and reveals a complex and calculated strategy that successfully transformed a potentially volatile conflict of interests into a functional foreign policy."--Publisher's description.

Kurzfassung: "Of the many challenges in public sector management, few are as complex as the management of whistleblowing. Because it can lead to the discovery and rectification of wrongdoing, public interest whistleblowing is widely acknowledged as being positive for organisations and for society at large. However, the conflicts and reprisal risks often associated with whistleblowing also support a widespread belief that every whistleblower is destined to suffer, and nothing can be done to protect them from reprisals. Even if they did it once, sensible employees are often seen as unlikely to ever blow the whistle a second time around. The extensive research in this book reveals a more complex and, fortunately, more positive picture. The product of one of the world's most comprehensive research projects on whistleblowing, evidence from over 8,000 public servants in over 100 federal, state and local government agencies shows that whistleblowers can and do survive, and that often their role is highly valued. Public sector managers face significant challenges in better managing and protecting whistleblowers. There is great variation between the many public agencies making the effort, and the many agencies where the outcomes -- for managers and whistleblowers alike -- are still likely to be grim. This book is compulsory reading for all public sector managers who wish to turn this negative trend around, and for anyone interested in public accountability generally."--Publisher's description.

Kurzfassung: "In 2006, the Council of the Canberra Branch of the AIIA initiated a lecture series of former secretaries of the Australian Department of Foreign Affairs and Trade. The Canberra branch benefited from the fact that a number of the former secretaries had remained resident in Canberra and continued to be members of the AIIA. It was thought that this was too good an opportunity to miss and so the lecture series was formulated. In the end we have been very fortunate to obtain the participation of five of the eight living former secretaries. Over the period May to November 2006, presentations were made to members of AIIA at the national headquarters, Stephen House, Canberra. The series covers the watershed amalgamation of the Department of Foreign Affairs with the Department of Trade in 1987. A number of the speakers also provided some fascinating insights into major foreign policy issues that occurred over this momentous period in world history, which included the end of the Cold War, continuing problems in the Middle East, developments in Indonesia and the South Pacific and the rise of China."--Provided by publisher.

Kurzfassung: "The Prosperous Justice Party (PKS) is the most interesting phenomenon in contemporary Indonesian politics. Not only is it growing rapidly in membership and electoral support, it is also bringing a new and markedly different approach to Islamic politics, one which has no precedent in Indonesian history. Yon Machmudi has rendered us a valuable service. In this book, he provides a thoughtful and authoritative context for viewing PKS. He critiques the existing categorisations for Indonesian Islam and points to their inadequacy when describing the PKS and the campus-based Tarbiyah movement from which it sprang. He reworks the santri typology, dividing it into convergent, radical and global substreams. This offers new possibilities for explaining the PKS phenomenon and assists in differentiating between various types of Islamic revivalism in contemporary Indonesia. It also allows a more understanding of the accommodatory stance which PKS has towards the state and other political forces."--Publisher's description.

Kurzfassung: "May 19, 2000. Fiji's democratically elected multiracial government is hijacked by a group of armed gunmen led by George Speight, and held hostage for fifty days. Suva, the capital, is torched and looted as Speight's supporters gather on the lawns of the parliamentary complex, dancing, cooking food, celebrating the purported abrogation of the constitution that brought the People's Coalition government to power. The country is plunged into darkness yet again, enduring the pain of three coups in a period of just thirteen years. The process of healing and reconciliation, symbolised by the enactment of a new Constitution, unanimously approved by Parliament and blessed by the powerful Great Council of Chiefs, lies discarded, as winds of ethnic chauvinism sweep through the countryside, damaging the fragile fabric of multiculturalism that was carefully constructed by so many over many years. The economy is on the brink of collapse, investor confidence has vanished, and the best and the brightest are seeking succour on other shores. Fiji falls victim, yet again, to the prejudice and greed of a section of its people. This book gathers together a handful of memoirs of those tragic events in Fiji."--Publisher's description.

Kurzfassung: "Centrelink was established in 1997 as part of the Howard government's bold experiment in re-framing social policy and re-shaping service delivery. Centrelink was the embodiment of a key tenet of the Howard vision for public service: a specialised service delivery 'provider' agency separated from the policy functions of the 'purchaser'. Carved out of a monolithic Department of Social Security, Centrelink was established along 'business lines' operating 320 service centres and delivering payments to 10 million Australians. Although enjoying 'monopoly provider' status, the organisation was required to deliver services to many different clients on behalf of its 'purchasing departments' (up to 25 in total) under the terms of quasi-contractual service agreements. It was meant to demonstrate a greater level of both transparency and accountability for the administration of payments amounting to over $60 billion of Commonwealth expenditure. For many years there was a real 'buzz' around the Centrelink experiment and staff and clients were generally enthusiastic about the transformation. However, after around eight years, the experiment was reined in and Centrelink was placed under closer ministerial direction and under a new managing department. The experiment continues, but its trajectory reflects the different pressures impacting on such dedicated 'services delivery agencies'."--Publisher's description.

Standards of behaviour at these times, including processes of decision-making, are important to our democratic system. They protect the apolitical and professional nature of the public service ensuring it is well placed to serve whichever party wins the ensuing election, and they ensure the incoming government has maximum capacity to pursue its mandate without being unduly constrained by decisions taken immediately before the election. Guidance has long been available to public servants working for the Australian Government, but has not been so widely known at State and local government levels. This monograph provides guidance on appropriate professional standards for those working at all levels of government in Australia (and New Zealand).
