    Kurzfassung: Since the publication of its latest Power Development Plan (PDP) in 2020 (PDP 2018 Revision 1), Thailand has considerably increased its emissions reductions objectives, announcing a net zero greenhouse gas emissions target for 2065 and carbon neutrality for 2050. As the power sector is a large part of the country's emissions, and because it has a key role to play in decarbonising other sectors, meeting these targets is possible only if the power sector is decarbonising too. This report hence analyses how Thailand can achieve its clean electricity transition, by comparing the planned trajectory of the PDP with the emissions targets, and providing an assessment of the gaps. Building upon the current PDP, this report analyses how the Thai power system can decrease its emissions to meet the targets by increasing the amount of wind and solar PV in its system, and how it can integrate these variable renewable energy sources efficiently. This report concludes work area one of the joint work programme among the Electricity Generating Authority of Thailand (EGAT), the Ministry of Energy of Thailand and the International Energy Agency (IEA), and has benefited from data and input from the Thai counterparts. The analysis is based on a PLEXOS model of the Thai power system that has been developed by the IEA in cooperation with EGAT.

    Kurzfassung: The People’s Republic of China (“China”) officially launched its national emissions trading system (ETS) in 2017, and it will come into operation in 2021. Initially covering the power sector, which accounts for over 40% of China’s energy-related CO2 emissions, the ETS is set to subsequently be expanded to other energy-intensive sectors. China’s national ETS could be an important market-based instrument to help the country meet its recently enhanced climate goals to have CO2 emissions peak before 2030 and achieve carbon neutrality before 2060. This report explores how China’s ETS can spur emissions reductions from electricity generation and support power sector transformation. It builds on understanding of power sector development and policy trends and relies on in-depth national and provincial scenario modelling of China’s power system from 2020 to 2035. This study also analyses how the ETS’s output- and rate-based design affects overall power sector emissions, technologies and costs, and regional distribution. Finally, it recommends ways China’s ETS can play a stronger role in incentivising cost-effective and structural power sector decarbonisation to support the country’s long-term climate ambitions.

    Kurzfassung: Air pollution has emerged as one of India’s gravest social and environmental problems in recent years. At the same time, the country is experiencing signs of a warming climate with potentially devastating effects in the long term. Energy-related fuel combustion is at the heart of both crises. It is a main source of three major air pollutants, NOX, SO2 and PM2.5, and the largest contributor to India’s CO2 emissions. In many locations, concentrations of particulate matter persistently exceed recommended national and international standards with severe implications for public health. In 2019 alone, India experienced an estimated 1.2 million air pollution-related premature deaths. At the same time, India’s growing economy is driving CO2 emissions, which increased by more than 55% in the last decade, and are expected to rise by 50% to 2040. Today’s energy choices matter for future development, as they have direct and far-reaching implications for the lives of a growing population. Energy-related air pollutants and CO2 emissions often arise from the same sources, therefore the adoption of an integrated approach to tackle both can deliver important co-benefits. This report shows that well designed, coherent policy packages can deliver such synergies if properly implemented. In order to demonstrate co-benefit potential, it provides quantitative analysis that presents the ways in which flagship energy policies can contribute to both air pollution reduction and climate change mitigation in tandem. Four key sectors are assessed for this purpose: captive power plants, industrial energy efficiency, road transport electrification and expanded access to clean cooking. Policy frameworks that accommodate these synergies will provide a more impactful response and deliver durable benefits to the most pressing national health and environmental challenges, while offering great potential for India’s contribution in the global fight against climate change.

    Kurzfassung: Tackling methane emissions from fossil fuel operations represents one of the best near-term opportunities for limiting the worse effects of climate change because of its short-lived nature in the atmosphere and the large scope for cost-effective abatement, particularly in the oil and gas sector. This report explores practical measures that governments and companies can take to secure a 75% reduction in methane emissions from fossil fuel operations as envisioned in the IEA’s Net Zero by 2050 Roadmap. Building on the estimates of emissions and abatement options in the IEA Methane Tracker and our Regulatory Roadmap and Toolkit, we quantify the potential impact of a range of measures, including policy and regulatory action, voluntary industry initiatives and improvements in transparency of emissions data. By identifying the different measures and approaches that can limit methane emissions, this analysis aims to provide insights and guidance for decision-makers in the lead-up to COP26 and beyond.
