    Abstract: "In 1918, as Europe's continental empires were violently replaced with a patchwork of nominally post-imperial nation-states, elites in Poland drew on the global language of civilization to launch a state-building mission in the non-ethnically Polish, nationally contested, and war-torn region of Volhynia. By following eastward in the footsteps of border guards, military settlers, provincial administrators, regional activists, health professionals, urban planners, teachers, and academics, the work traces how a colorful cast of characters adapted the prevailing language of European imperialism while simultaneously rejecting the very idea that they could act imperialistically in an historically Polish borderland. Their tension-ridden approaches were never static. Some Polish nationalists declared that they alone could act as benign civilizational conduits in mainly Ukrainian villages and predominantly Jewish towns, while others attempted to craft a regional identity. But by the eve of the Second World War, the province had become a testing ground for visions of demographic transformation that favoured antisemitic schemes of Jewish emigration and the forced assimilation of non-Polish Slavs. Throughout, doubts about the national strength of local Poles, competitions between diverse groups of self-declared civilizers, and mounting anxieties about the rise of Nazi Germany and the Soviet Union, meant that Volhynia served as an arena for redefining the precise contours of the modern Polish nation. Rather than simply a successor state embroiled in the quintessentially east European problem of "national minorities," Poland was a place where people engaged with the concept of civilization, recasting its meaning in conceptual spaces between empire and nation-state

    Abstract: Why have American policies failed to reduce the racial inequalities still pervasive throughout the nation? Has President Barack Obama defined new political approaches to race that might spur unity and progress? This book examines the enduring divisions of American racial politics and how these conflicts have been shaped by distinct political alliances and their competing race policies. Combining historical knowledge with a detailed exploration of such issues as housing, employment, criminal justice, multiracial census categories, immigration, voting in majority-minority districts, and school vouchers, the authors assess the significance of President Obama's election to the White House and the prospects for achieving constructive racial policies for America's future. Offering a fresh perspective on the networks of governing institutions, political groups, and political actors that influence the structure of American racial politics, they identify three distinct periods of opposing racial policy coalitions in American history. The authors investigate how today's alliances pit color-blind and race-conscious approaches against one another, contributing to political polarization and distorted policymaking.     Abstract: "Richard Alba argues that the social cleavages that separate Americans into distinct, unequal ethno-racial groups could narrow dramatically in the coming decades. During the mid-twentieth century, the dominant position of the United States in the postwar world economy led to a rapid expansion of education and labor opportunities. As a result of their newfound access to training and jobs, many ethnic and religious outsiders, among them Jews and Italians, finally gained full acceptance as members of the mainstream. Alba proposes that this large-scale assimilation of white ethnics was a result of "non-zero-sum mobility," which he defines as the social ascent of members of disadvantaged groups that can take place without affecting the life chances of those who are already members of the established majority." "Alba shows that non-zero-sum mobility could play out positively in the future as the baby-boom generation retires, opening up the higher rungs of the labor market. Because of the changing demography of the country, many fewer whites will be coming of age than will be retiring. Hence the opportunity exists for members of other groups to move up. However, Alba cautions, this demographic shift will only benefit disadvantaged American minorities if they are provided with access to education and training.     Abstract: How did thousands of Chinese migrants end up working alongside African Americans in Louisiana after the Civil War? With the answer to this question and stories of these workers, Coolies and Cane advances a view of emancipation that moves beyond U.S. borders and the black-white racial dynamic. Tracing the source of Asian labor to the sugar plantations of the Caribbean, Moon-Ho Jung argues that the racial stereotypes of "coolies" played a pivotal role in reconstructing concepts of race, nation, and citizenship in the United States. Jung examines how the Chinese appeared in major U.S. political debates on race, labor, and immigration between the 1830s and 1880s. He finds that white conceptions of "coolies" were articulated in many, often contradictory, ways. These laborers could mark the progress of freedom; they could remind Southerners of the barbarism of slavery. Welcomed and rejected as neither black nor white, "coolies" emerged recurrently as both the salvation of the fracturing and reuniting nation and a threat to American civilization. Based on extensive archival research, this study makes sense of these contradictions to reveal how American impulses to recruit and exclude Chinese labor enabled and justified a series of historical transitions: from slave-trade laws to racially coded immigration laws, from a slaveholding nation to a "nation of immigrants," and from a continental empire of manifest destiny to a liberating empire across the seas.     Abstract: The ideology of the American dream--the faith that an individual can attain success and virtue through strenuous effort--is the very soul of the American nation. According to Jennifer Hochschild, we have failed to face up to what that dream requires of our society, and yet we possess no other central belief that can save the United States from chaos. In this compassionate but frightening book, Hochschild attributes our national distress to the ways in which whites and African Americans have come to view their own and each other's opportunities. By examining the hopes and fears of whites and especially of blacks of various social classes, Hochschild demonstrates that America's only unifying vision may soon vanish in the face of racial conflict and discontent. Hochschild combines survey data and vivid anecdote to clarify several paradoxes. Since the 1960s white Americans have seen African Americans as having better and better chances to achieve the dream. At the same time middle-class blacks, by now one-third of the African American population, have become increasingly frustrated personally and anxious about the progress of their race. Most poor blacks, however, cling with astonishing strength to the notion that they and their families can succeed--despite their terrible, perhaps worsening, living conditions. Meanwhile, a tiny number of the estranged poor, who have completely given up on the American dream or any other faith, threaten the social fabric of the black community and the very lives of their fellow blacks. Hochschild probes these patterns and gives them historical depth by comparing the experience of today's African Americans to that of white ethnic immigrants at the turn of the century. She concludes by claiming that America's only alternative to the social disaster of intensified racial conflict lies in the inclusiveness, optimism, discipline, and high-mindedness of the American dream at its best.
