    Kurzfassung: "French and Australian collaborative research in the humanities and the social sciences in the South Pacific has grown and intensified significantly over the past two decades, beginning with the international symposium Changing Identities in the Pacific at the Dawn of the Twenty-First Century held at the Australian Embassy in Paris in 1997 ... In April 2006, another French-government sponsored international symposium, AGORA (Ateliers Gouvernance et Recherche Appliquée) was held at IRD (Institut de Recherche pour le Développement), Noumea, New Caledonia, major themes being governance and economic development, again bringing together Francophone and Anglophone scholars from France and the Pacific region. This was followed in October 2009 by two conjoint Francophone/Anglophone conferences, held at the IRD Centre in Noumea, Stability, Security and Development in Oceania, preceded by AGORA-2, an international conference on Anglophone research in the humanities and the social sciences in the Francophone Pacific, sponsored by the French Government and the Government of New Caledonia. The first of these conferences was sponsored by the French Fonds Pacifique and the State, Society and Governance Program at The Australian National University.     Kurzfassung: During the Second World War, Australia maintained a super-secret organisation, the Diplomatic (or 'D') Special Section, dedicated to breaking Japanese diplomatic codes. The Section has remained officially secret as successive Australian Governments have consistently refused to admit that Australia ever intercepted diplomatic communications, even in war-time. This book recounts the history of the Special Section and describes its code-breaking activities. It was a small but very select organisation, whose 'technical' members came from the worlds of Classics and Mathematics. It concentrated on lower-grade Japanese diplomatic codes and cyphers, such as J-19 (FUJI), LA and GEAM. However, towards the end of the war it also worked on some Soviet messages, evidently contributing to the effort to track down intelligence leakages from Australia to the Soviet Union. This volume has been produced primarily as a result of painstaking efforts by David Sissons, who served in the Section for a brief period in 1945. From the 1980s through to his death in 2006, Sissons devoted much of his time as an academic in the Department of International Relations at ANU to compiling as much information as possible about the history and activities of the Section through correspondence with his former colleagues and through locating a report on Japanese diplomatic codes and cyphers which had been written by members of the Section in 1946. Selections of this correspondence, along with the 1946 report, are reproduced in this volume. They comprise a unique historical record, immensely useful to scholars and practitioners concerned with the science of cryptography as well as historians of the cryptological aspects of the war in the Pacific.

    Kurzfassung: A racially-weighted Constitution, promulgated by decree in 1990, divided the country and invited international condemnation, and the economy suffered from the collapse of institutions of good governance. In 1995, an independent Constitution Review Commision appointed by the Fijian parliament, recommended wide-ranging changes to the Constitution. Its report formed the basis of a new Constitution promulgated, after wide-ranging consultation and debate, in 1997. Two years later, Fiji held a general election under it. This collection of essays looks at the politics and dynamics of that momentous event, and the role of key individuals and institutions in producing an outcome that, a year later, plunged Fiji into its first major crisis of the twenty-first century. The essays look at some of the key political and development issues on the eve of the crisis, but the relevance to the current debates about the nature and meaning of politics in Fiji remains. All the contributors are recognised and longstanding specialists in their fields

    Kurzfassung: This book offers a new approach to the extraordinary story of Timor-Leste. The Indonesian invasion of the former Portuguese colony in 1975 was widely considered to have permanently crushed the Timorese independence movement. Initial international condemnation of the invasion was quickly replaced by widespread acceptance of Indonesian sovereignty. But inside Timor-Leste various resistance networks maintained their struggle, against all odds. Twenty-four years later, the Timorese were allowed to choose their political future and the new country of Timor-Leste came into being in 2002. This book presents freedom in Timor-Leste as an accomplishment of networked governance, arguing that weak networks are capable of controlling strong tyrannies. Yet, as events in Timor-Leste since independence show, the nodes of networks of freedom can themselves become nodes of tyranny. The authors argue that constant renewal of liberation networks is critical for peace with justice - feminist networks for the liberation of women, preventive diplomacy networks for liberation of victims of war, village development networks, civil society networks. Constant renewal of the separation of powers is also necessary. A case is made for a different way of seeing the separation of powers as constitutive of the republican ideal of freedom as non-domination. The book is also a critique of realism as a theory of international affairs and of the limits of reforming tyranny through the centralised agency of a state sovereign. Reversal of Indonesia's 1975 invasion of Timor-Leste was an implausible accomplishment. Among the things that achieved it was principled engagement with Indonesia and its democracy movement by the Timor resistance. Unprincipled engagement by Australia and the United States in particular allowed the 1975 invasion to occur. The book argues that when the international community regulates tyranny responsively, with principled engagement, there is hope for a domestic politics of nonviolent transformation for freedom and justice. This guide focuses on: the processes needed for public employees and employees of public contractors to be able to report concerns about wrongdoing in public agencies and programs; and managerial responsibilities for the support, protection and management of those who make disclosures about wrongdoing, as part of an integrated management approach. The guide is designed to assist with the special systems needed for managing 'public interest' whistleblowing-where the suspected or alleged wrongdoing affects more than the personal or private interests of the person making the disclosure. Using some of the biggest political developments of the past fifty years as a backdrop, Inside the Canberra Press Gallery - Life in the Wedding Cake of Old Parliament House sheds light on the inner workings of an institution critical to the health of our parliamentary democracy. Rob Chalmers (1929-2011) entered the Federal Parliamentary Press Gallery in 1951 as a twenty-one-year-old reporter for the now-defunct Sydney Daily Mirror and would retire from political commentary 60 years later - an unprecedented career span in Australian political history. No parliamentary figure - politician, bureaucrat or journalist - can match Chalmers' experience, from his first Question Time on 7 March 1951 until, desperately ill, he reluctantly retired from editing the iconic newsletter Inside Canberra sixty years, four months and eighteen days later. As well as being considered a shrewd political analyst, Chalmers was a much-loved member of the gallery and a past president of the National Press Club. Rob Chalmers used to boast that he had outlasted 11 prime ministers; and a 12th, Julia Gillard described him as 'one of the greats' of Australian political journalism upon his passing.     Kurzfassung: "East Timor's violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia's survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence.     Kurzfassung: This collection of essays arose from a conference held to mark the silver anniversary of the Australian Sex Discrimination Act (1984). The collection has two aims: first; to honour the contributions of both the spirited individuals who valiantly fought for the enactment of the legislation against the odds, and those who championed the new law once it was passed; secondly, to present a stock-take of the Act within the changed socio-political environment of the 21st century. The contributors present clear-eyed appraisals of the legislation, in addition to considering new forms of legal regulation, such as Equality Act, and the significance of a Human Rights Act. The introduction of a proactive model, which would impose positive duties on organisations, is explored as an alternative to the existing individual complaint-based model of legislation. The contributors also pay attention to the international human rights framework, particularly the Convention on the Elimination of all Forms of Discrimination against Women and the UN Declaration on the Rights of Indigenous People. The essays are illuminated by recourse to a rich vein of historical and contemporary literature. Regard is also paid to the comparative experience of other jurisdictions, particularly the UK and Canada

    Kurzfassung: The situation of Norfolk Island, as a territory of the Commonwealth of Australia, is one of the historical anomalies in governance, which has persisted since 1914. It reflects the direct historical linkages between the British Crown and those Norfolk Islanders who were descendants of Pitcairn Islanders of Mutiny on the Bounty fame. Yet, once Federation was in the wind, the British Government, against the expressed wishes of the Norfolk Island community, sought to divest itself of all responsibility for Norfolk Island. There is a curiously 'Yes Minister' quality about the negotiations which lead to the final take-over by Australia, and the appointment of the first Commonwealth Administrator of Norfolk Island. The direct involvement of Atlee Hunt, then Secretary of the Department of External Affairs, eventually ensured the appointment of Michael Vincent Murphy. In order to achieve this end, Hunt had to fend off other applicants who were busy ingratiating themselves with the Minister for External Affairs Patrick McMahon Glynn and the then Prime Minister Joseph Cook. This is essentially a study of the relationships between governors, politicians, public servants and community leaders during the years which followed the take-over of Norfolk Island, and of the struggle of one Norfolk Islander, Charles Chase Ray Nobbs, against Australian administrative authority

    Kurzfassung: Grappling with uncertainties is at the heart of investigating serious crime. At a time when such crime is becoming more complex and resources are increasingly stretched, this book draws together research and practice perspectives to review fruitful approaches to uncertainties and to chart the way forward. Scene setting chapters describe the consequences of globalisation and the spread of sophisticated information technologies (Sue Wilkinson), as well as advances in understanding and managing uncertainty (Michael Smithson). Ways of enhancing responses from statistics (Robyn Attewell), risk analysis (Richard Jarrett and Mark Westcott) and the psychology of decision making (Mark Kebbell, Damon Muller and Kirsty Martin) follow. These are complemented by insights from law (the Hon. Tim Carmody SC), politics (the Hon. Carmen Lawrence) and business (Neil Fargher), which all have significant intersections with policing.     Kurzfassung: Economics, Keynes once wrote, can be a 'very dangerous science'. Sometimes, though, it can be moulded to further the common good though it might need a leap in mental outlook, a whole new zeitgeist to be able do do. This book is about a transformation in Australian economists' thought and ideas during the interwar period. It focuses upon the interplay between economic ideas, players and policy sometimes in the public arena. In a decade marked by depression, recovery and international political turbulence Australian economists moved from a classical orthodox economic position to that of a cautious Keynesianism by 1939. We look at how a small collective of economists tried to influence policy-making in the nineteen-thirties. Economists felt obliged to seek changes to the parameters as economic conditions altered but, more importantly, as their insights about economic management changed. There are three related themes that underscore this book. Firstly, the professionalisation of Australian economics took a gigantic leap in this period, aided in part, by the adverse circumstances confronting the economy but also by the aspirations economists held for their discipline. A second theme relates to the rather unflattering reputation foisted upon interwar economists after 1945. That transition underlies a third theme of this book, namely, how Australian economists were emboldened by Keynes's General Theory to confidently push for greater management of economic activity. By 1939 Australian economists conceptualized from a new theoretic framework and from one which they advanced comment and policy advice. This book therefore will rehabilitate the works of Australian interwar economists, arguing that they not only had an enviable international reputation but also facilitated the acceptance of Keynes's General Theory among policymakers before most of their counterparts elsewhere

    Kurzfassung: This edited collection examines Commonwealth administration under the leadership Prime Minister Kevin Rudd from 2007-2010. This was a remarkable period in Australian history: Rudd's government was elected in 2007 with an ambitious program for change. However, as the chapters in this book demonstrate, these ambitions were thwarted by a range of factors, not the least being Rudd's failure to press ahead when he confronted 'road blocks' such the ETS or managing his massive agenda which constantly elevated issues to 'first order priority'. Although he started his term with stratospheric approval ratings, only two years later his support had collapsed and on 24 July 2010 he became the first sitting Prime Minister to be removed by his own Party before the expiry of his first term. In this book, expert contributors consider the Rudd Government's policy, institutional and political legacy. The 14 chapters are organized into four sections, outlining the issues and agendas that guided Rudd's government, changes to the institutions of state such as the public service and parliament, followed by discussions of key issues and policies that marked Rudd's term in office. The final section examines Rudd's leadership and reflects on the personal foibles and political factors that brought his Prime Ministership undone. The Rudd Government has been produced by the ANZSOG Institute for Governance at the University of Canberra. It is the tenth in a series of books on successive Commonwealth administrations. Each volume has provided a chronicle and commentary of major events, policies and issues that have dominated successive administrations since 1983. As with previous volumes in the series, contributors have been drawn from a range of universities and other organisations

    Kurzfassung: 'Consultation' has become something of a mantra in contemporary governance. Governments well understand that policy occurs in a highly contestable environment in which there are multiple, and often competing interests. They well recognise the political imperative to 'engage' stakeholders in order to manage potential conflict and, hopefully, obtain acceptance for their policies and programs. As a result, politicians and public officials frequently emphasise the need for consultation as an essential element of the deliberative processes underpinning the development of policy or the implementation of programs and services. But, moving beyond the rhetoric of consultation and engagement, how well is it done? In this monograph, Professor Jenny Stewart maps out the principal approaches used by governments to consult with and engage affected communities of interest. Stewart critically assesses the available literature and draws directly upon the experiences of political actors, bureaucrats and community sector organisations in order to identify the 'good, bad, and the ugly' of engagement. Through a judicious use of selected case studies, Stewart distils the essential dilemmas and contradictions inherent in many consultation strategies and highlights their relative strengths and weaknesses. This monograph is a probing and dispassionate analysis of the rationales, methodologies and outcomes of consultation and engagement. It is not intended to be a 'cookbook' or a 'how to' manual for those consulting or the consulted. Nevertheless, there is much here for the policy practitioner, the researcher and members of those 'communities of interest' who might, one day, find themselves the target of engagement

    Kurzfassung: "Research over the past decade in health, employment, life expectancy, child mortality, and household income has confirmed that Indigenous Australians are still Australia's most disadvantaged group. Those residing in communities in regional and remote Australia are further disadvantaged because of the limited formal economic opportunities there. In these areas mining developments may be the major--and sometimes the only--contributors to regional economic development. However Indigenous communities have gained only relatively limited long-term economic development benefits from mining activity on land that they own or over which they have property rights of varying significance. Furthermore, while Indigenous people may place high value on realising particular non-economic benefits from mining agreements, there may be only limited capacity to deliver such benefits. This collection of papers focuses on three large, ongoing mining operations in Queensland, Western Australia and the Northern Territory under two statutory regimes--the Aboriginal Land Rights (Northern Territory) Act 1976 and the Native Title Act 1993. The authors outline the institutional basis to greater industry involvement while describing and analysing the best practice principles that can be utilised both by companies and Indigenous community organisations"--Publisher's description.

Because it can lead to the discovery and rectification of wrongdoing, public interest whistleblowing is widely acknowledged as being positive for organisations and for society at large. However, the conflicts and reprisal risks often associated with whistleblowing also support a widespread belief that every whistleblower is destined to suffer, and nothing can be done to protect them from reprisals. Even if they did it once, sensible employees are often seen as unlikely to ever blow the whistle a second time around. The extensive research in this book reveals a more complex and, fortunately, more positive picture. The product of one of the world's most comprehensive research projects on whistleblowing, evidence from over 8,000 public servants in over 100 federal, state and local government agencies shows that whistleblowers can and do survive, and that often their role is highly valued. Public sector managers face significant challenges in better managing and protecting whistleblowers.     Kurzfassung: "In 2006, the Council of the Canberra Branch of the AIIA initiated a lecture series of former secretaries of the Australian Department of Foreign Affairs and Trade. The Canberra branch benefited from the fact that a number of the former secretaries had remained resident in Canberra and continued to be members of the AIIA. It was thought that this was too good an opportunity to miss and so the lecture series was formulated. In the end we have been very fortunate to obtain the participation of five of the eight living former secretaries. Over the period May to November 2006, presentations were made to members of AIIA at the national headquarters, Stephen House, Canberra. The series covers the watershed amalgamation of the Department of Foreign Affairs with the Department of Trade in 1987.     Kurzfassung: "This book explores Australia's prospective cyber-warfare requirements and challenges. It describes the current state of planning and thinking within the Australian Defence Force with respect to Network Centric Warfare, and discusses the vulnerabilities that accompany the use by Defence of the National Information Infrastructure (NII), as well as Defences responsibility for the protection of the NII. It notes the multitude of agencies concerned in various ways with information security, and argues that mechanisms are required to enhance coordination between them. It also argues that Australia has been laggard with respect to the development of offensive cyber-warfare plans and capabilities. Finally, it proposes the establishment of an Australian Cyber-warfare Centre responsible for the planning and conduct of both the defensive and offensive dimensions of cyber-warfare, for developing doctrine and operational concepts, and for identifying new capability requirements. It argues that the matter is urgent in order to ensure that Australia will have the necessary capabilities for conducting technically and strategically sophisticated cyber-warfare activities by the 2020s. The Foreword has been contributed by the Hon. Kim C.     Kurzfassung: "Centrelink was established in 1997 as part of the Howard government's bold experiment in re-framing social policy and re-shaping service delivery. Centrelink was the embodiment of a key tenet of the Howard vision for public service: a specialised service delivery 'provider' agency separated from the policy functions of the 'purchaser'. Carved out of a monolithic Department of Social Security, Centrelink was established along 'business lines' operating 320 service centres and delivering payments to 10 million Australians. Although enjoying 'monopoly provider' status, the organisation was required to deliver services to many different clients on behalf of its 'purchasing departments' (up to 25 in total) under the terms of quasi-contractual service agreements. It was meant to demonstrate a greater level of both transparency and accountability for the administration of payments amounting to over $60 billion of Commonwealth expenditure. For many years there was a real 'buzz' around the Centrelink experiment and staff and clients were generally enthusiastic about the transformation. However, after around eight years, the experiment was reined in and Centrelink was placed under closer ministerial direction and under a new managing department. The experiment continues, but its trajectory reflects the different pressures impacting on such dedicated 'services delivery agencies'."--Publisher's description.

    Kurzfassung: "Almost 90 years on from his death, this is the first book-length collection of the writings of Robert Hamilton Mathews. It has been a long wait for the Australian-born surveyor who began his career as an anthropologist at the age of 52 with the 1893 publication of a brief paper on New South Wales rock art. Apart from a few short booklets, Mathews book of 1905, Ethnological Notes on the Aboriginal Tribes of New South Wales and Victoria, was his only work of anthropology to be published as a freestanding volume. A reprint of a long article published the previous year, it was a modest tome in that age of doorstopper monographs - 'little more than a pamphlet' according to Mathews' friend, the British folklorist E.S. Hartland. There was certainly an expectation that a writer so prolific as Mathews would disseminate his work in a substantial book. As Arnold van Gennep, the Parisian anthropologist, pointed out to him, 'your publications are for the most part overlooked because they are scattered amongst a mass of periodicals and it is a very difficult matter to have them all at one time in hand ... '. Van Gennep recommended that Mathews immediately arrange for their 'publication in 2 or 3 volumes' - advice endorsed by Hartland who was enlisted to work with Mathews ornithologist son Gregory, then living in England, to place a manuscript with a London publisher (see Correspondence, this volume). But these efforts were unsuccessful and R.H. Mathews died in 1918 without ever publishing his magnum opus."--Provided by publisher.
