    Abstract: This open access book explains how leading business organizations attempt to achieve the responsible and ethical use of artificial intelligence (AI) and other advanced information technologies. These technologies can produce tremendous insights and benefits. But they can also invade privacy, perpetuate bias, and otherwise injure people and society. To use these technologies successfully, organizations need to implement them responsibly and ethically. The question is: how to do this? Data ethics management, and this book, provide some answers. The authors interviewed and surveyed data ethics managers at leading companies. They asked why these experts see data ethics as important and how they seek to achieve it. This book conveys the results of that research on a concise, accessible way. Much of the existing writing on data and AI ethics focuses either on macro-level ethical principles, or on micro-level product design and tooling. The interviews showed that companies need a third component: data ethics management. This third element consists of the management structures, processes, training and substantive benchmarks that companies use to operationalize their high-level ethical principles and to guide and hold accountable their developers. Data ethics management is the connective tissue makes ethical principles real. It is the focus of this book. This book should be of use to organizations that wish to improve their own data ethics management efforts, legislators and policymakers who hope to build on existing management practices, scholars who study beyond compliance business behavior, and members of the public who want to understand better the threats that AI poses and how to reduce them.

    Abstract: As computational power, the volume of available data, IT systems’ autonomy, and the human-like capabilities of machines increase, robots and AI systems have substantial and growing implications for the law and raise a host of challenges to current legal doctrines. The main question to be answered is whether the foundations and general principles of private law and criminal law offer a functional and adaptive legal framework for the “autonomous systems” phenomena. The main purpose of this book is to identify and explore possible trajectories for the development of civil and criminal liability; for our understanding of the attribution link to autonomous systems; and, in particular, for the punishment of unlawful conduct in connection with their operation. AI decision-making processes – including judicial sentencing – also warrant close attention in this regard.     Abstract: Based on a deliberative democracy, this book uses a hermeneutic-critical methodology to study bibliographical sources and practical issues in order to analyse the possibilities, limits and consequences of the digital transformation of democracy.     Abstract: Simultaneous Localization and Mapping (SLAM) has been a long-standing research problem in robotics. It describes the problem of a robot mapping an unknown environment, while simultaneously localizing in it with the help of the incomplete map. This book describes a technique called Switchable Constraints. Switchable Constraints help to increase the robustness of SLAM against data association errors and in particular against false positive loop closure detections. Such false positive loop closure detections can occur when the robot erroneously assumes it re-observed a landmark it has already mapped or when the appearance of the observed surroundings is very similar to the appearance of other places in the map. Ambiguous observations and appearances are very common in human-made environments such as office floors or suburban streets, making robustness against spurious observations a key challenge in SLAM. The book summarizes the foundations of factor graph-based SLAM techniques. It explains the problem of data association errors before introducing the novel idea of Switchable Constraints. We present a mathematical derivation and probabilistic interpretation of Switchable Constraints along with evaluations on different datasets. The book shows that Switchable Constraints are applicable beyond SLAM problems and demonstrates the efficacy of this technique to improve the quality of satellite-based localization in urban environments, where multipath and non-line-of-sight situations are common error sources.

Researchers have made many efforts to provide models of voter aggregation, and one of the best results of these efforts is the aggregation of votes based on the policy of data envelopment analysis.     Abstract: This book addresses many applications of artificial intelligence in robotics, namely AI using visual and motional input. Robotic technology has made significant contributions to daily living, industrial uses, and medicinal applications. Machine learning, in particular, is critical for intelligent robots or unmanned/autonomous systems such as UAVs, UGVs, UUVs, cooperative robots, and so on. Humans are distinguished from animals by capacities such as receiving visual information, adjusting to uncertain circumstances, and making decisions to take action in a complex system. Significant progress has been made in robotics toward human-like intelligence; yet, there are still numerous unresolved issues. Deep learning, reinforcement learning, real-time learning, swarm intelligence, and other developing approaches such as tiny-ML have been developed in recent decades and used in robotics. Artificial intelligence is being integrated into robots in order to develop advanced robotics capable of performing multiple tasks and learning new things with a better perception of the environment, allowing robots to perform critical tasks with human-like vision to detect or recognize various objects. Intelligent robots have been successfully constructed using machine learning and deep learning AI technology. Robotics performance is improving as higher quality, and more precise machine learning processes are used to train computer vision models to recognize different things and carry out operations correctly with the desired outcome. We believe that the increasing demands and challenges offered by real-world robotic applications encourage academic research in both artificial intelligence and robotics. A Fuzzy Logic-based system consists of three basic modules: Fuzzifier, Inference Engine and Defuzzifier. The Inference Engine applies fuzzy rules over the defined fuzzy sets and produces outputs based on linguistic information. The Defuzzifier, converts fuzzy values into crisp values. The use of Fuzzy Logic in software systems constitutes a compelling and active research area in recent years, especially due to the increased interest in artificial intelligence.     Abstract: This book contains papers from the International Conference on Extreme Learning Machine 2021, which was held in virtual on December 15–16, 2021. Extreme learning machines (ELM) aims to enable pervasive learning and pervasive intelligence. As advocated by ELM theories, it is exciting to see the convergence of machine learning and biological learning from the long-term point of view. ELM may be one of the fundamental `learning particles’ filling the gaps between machine learning and biological learning (of which activation functions are even unknown). ELM represents a suite of (machine and biological) learning techniques in which hidden neurons need not be tuned: inherited from their ancestors or randomly generated. ELM learning theories show that effective learning algorithms can be derived based on randomly generated hidden neurons (biological neurons, artificial neurons, wavelets, Fourier series, etc.) as long as they are nonlinear piecewise continuous, independent of training data and application environments. Increasingly, evidence from neuroscience suggests that similar principles apply in biological learning systems. ELM theories and algorithms argue that “random hidden neurons” capture an essential aspect of biological learning mechanisms as well as the intuitive sense that the efficiency of biological learning need not rely on computing power of neurons. ELM theories thus hint at possible reasons why the brain is more intelligent and effective than current computers. This conference provides a forum for academics, researchers, and engineers to share and exchange R&D experience on both theoretical studies and practical applications of the ELM technique and brain learning. This book covers theories, algorithms, and applications of ELM. It gives readers a glance of the most recent advances of ELM.

Social welfare functions are originally used in economics to quantify income welfare, jointly considering average and inequality to arrive at better measures of welfare than average alone. Wishing the readers to find opportunities for their problems of interest, this book introduces research results of social welfare functions applied in five different engineering applications, defining welfare metrics pertaining to the characteristics of the application. The “energy welfare” in wireless sensor network measures richness of distributed sensors in energy. The “preparedness welfare” in emergency medical services quantifies the preparedness level of an entire service area by aggregating preparedness levels of individual zones. The “preference welfare” in intelligent shared environments represents the opinions of real people for groups. The “resource welfare” in multi-robot task allocation quantifies the efficiency of utilizing distributed resources across robots. The “utility welfare” in complex cyber-physical systems quantifies the impact of local resource sharing decisions on the broader task communities.

    Abstract: Both legal scholars and computer scientists will be curious to know how the gap between law and computing can be bridged. The law, and also jurisprudence, is based on language, and is mainly textual. Every syntactic system has its semantic range, and so does language, which in law achieves a high degree of professional precision. The use of visualisations is a syntactic supplement and opens up a new understanding of legal forms. This understanding was reinforced by the paradigm shift from textual law to legal informatics, in which visual formal notations are decisive. The authors have been dealing with visualisation approaches for a long time and summarise them here for discussion. In this book, a multiphase transformation from the legal domain to computer code is explored. The authors consider law enforcement by computer. The target view is that legal machines are legal actors that are capable of triggering institutional facts. In the visualisation of statutory law, an approach called Structural Legal Visualisation is presented. Specifically, the visualisation of legal meaning is linked with tertium comparationis, the third part of the comparison. In a legal documentation system, representing one legal source with multiple documents is viewed as a granularity problem. The authors propose to supplement legislative documents ex ante with explicit logic-oriented information in the form of a mini thesaurus. In contrast to so-called strong relations such as synonymy, antonymy and hypernymy/hyponymy, one should consider weak relations: (1) dialectical relations, a term of dialectical antithesis; (2) context relations; and (3) metaphorical relations, which means the use of metaphors for terms. The chapters trace topics such as the distinction between knowledge visualisation and knowledge representation, the visualisation of Hans Kelsen’s Pure Theory of Law, the separation of law and legal science, legal subsumption, legal relations, legal machines, encapsulation, compliance, transparency, standard cases and hard cases.

    Abstract: This book gives a comprehensive overview of the state of Artificial Intelligence (AI), especially machine learning (ML) applications in public service delivery in Estonia, discussing the manifold ethical and legal issues that arise under both European and Estonian law. The European Union has outlined how it will use big data, machine learning, and AI to tackle a number of inherently social problems, including poverty, climate change, social inequality and criminality. The contributors of this book argue that the developments in AI must take place in an appropriate legal and ethical framework and they make recommendations to ensure that harm and human rights violations are avoided.
