    Abstract: "Space is now a congested, contested, and competitive environment. Space systems must become more resilient to potential adversary actions and system failures, but changes to space systems are costly. To provide a complete look at resilience and possibly realize some benefit at lower cost, the Air Force asked RAND to identify non-materiel means--doctrine, organization, training, leadership and education, personnel, facilities, and policy--to enhance space resilience over the near and far terms.The authors developed implementation options to improve resilience based on a notional space protection operational concept: enhancing the capability of space operators to respond, in a timely and effective manner, to adversary counterspace actions. Operators need actionable information, appropriate organization and tactics, and dynamic command and control, supported by appropriate tools and decision aids, relevant training and exercises, and qualified personnel brought into the career field. The authors also recommend that Air Force Space Command develop a formal, end-to-end, space protection concept of operations (CONOPS) that captures all elements needed to improve resilience. In addition, the CONOPS could potentially follow the tenet of centralized control and decentralized execution in certain situations, such as when responding to adversary counterspace actions. For the near-term options, the rough order of magnitude (ROM) nonrecurring engineering (NRE) cost of implementation is estimated to be between $2.5 million and $3.6 million. For the far-term options, the ROM NRE cost is estimated to be between $109 million and $166 million, with the ROM recurring cost between $4 million and $5.4 million per year"--Publisher's description

This report examines the reasons for this, with the goal of identifying potential policy responses. The authors analyzed data from multiple sources on Air Force eligibility, youths' intention to serve, accessions, retention, and promotion. A key finding is that African Americans and Hispanics are underrepresented in the Air Force compared with the nation's population mainly because they meet Air Force officer eligibility requirements at lower rates (e.g., they are much less likely than whites to have a college degree). Another reason for lower representation of minorities and women among senior leaders is that, once in the military, women and minorities are less likely to choose career fields that give them the highest potential to become senior leaders. In addition, female officers have lower retention rates than male officers, and the reasons for this are not clear. Finally, the authors comprehensively examined the Air Force promotion system and found no evidence to suggest it treats women and minorities differently than white men with similar records. The authors recommend that the Air Force should seek comparable quality across ethnic/minority groups in the accession processes, since competitiveness even at this stage is a predictor of promotion success. This report proposes a more enterprise-oriented approach to measuring ACS manpower requirements by synthesizing combatant commander operational plans, Defense Planning Scenarios, functional area deployment rules, and subject-matter expert input. Using these new expeditionary metrics to assess the capacity of the current ACS manpower mix to support expeditionary operations, this report finds that there are imbalances among its career fields relative to expeditionary demands. To address these imbalances, it develops and assesses several rebalanced manpower mixes and finds that the USAF can achieve more expeditionary ACS capacity than it currently has by realigning manpower, and it can realize substantial savings by reducing end strength and substituting civilian billets for military billets

Even with the drawdown of troops from Iraq in 2011, some service members are returning from deployment experiencing difficulties handling stress, mental health problems, or deficits caused by a traumatic brain injury (TBI). In response to these challenges, the U.S. Department of Defense (DoD) has implemented numerous programs to support service members and their families in these areas. In 2009, the Assistant Secretary of Defense for Health Affairs asked the RAND National Defense Research Institute to develop a comprehensive catalog of existing programs sponsored or funded by DoD to support psychological health and care for TBI, to create tools to support ongoing assessment and evaluation of the DoD portfolio of programs, and to conduct evaluations of a subset of these programs. This report describes RAND's assessment of an Air Force program, Airman Resilience Training (ART), a psychoeducational program designed to improve airmen's reactions to stress during and after deployment and to increase the use of mental health services when needed. ART was initiated in November 2010, replacing a previous program named Landing Gear, which had been in place since April 2008. The RAND study took place from August 2011 through November 2011.     Abstract: As currently planned, the F-35 Joint Strike Fighter is the most costly aircraft acquisition program in Defense Department history. One approach to ensuring program affordability could be to increase the number of Primary Aerospace Vehicles Authorized (PAA) per combat-coded squadron, with a resulting reduction in the number of F-35 combat-coded squadrons. RAND explored the impact of increasing the PAA per squadron, adjusting the mix of PAA across the Active and Reserve Components, and adjusting the percentage of the Active Component PAA assigned to home-station locations in the continental United States. Researchers considered 28 beddown alternatives, with a maximum of 36 PAA per squadron, and determined that all beddowns could satisfy surge deployment requirements and most could also satisfy rotational requirements within specified deploy-to-dwell ratios. Increasing squadron size was determined to significantly reduce (a) the flying costs necessary to achieve pilot absorption requirements, (b) maintenance manpower requirements, and (c) total support equipment procurement costs, while little additional infrastructure capacity would be required under any of the 28 basing alternatives considered. Additional analysis suggested that assignment policy would have more effect on leader development than either squadron size or the active-reserve mix

The authors describe the various types of expenditures required to maintain bases and military units overseas and estimate current costs using official data and econometric modeling. They provide a cost model of overseas presence for policymakers to weigh alternative posture options. Their main findings are that while it does cost more to maintain force structures and installations overseas rather than in the United States, the total cost of doing so for the Air Force's current overseas posture is small relative to the Air Force's overall budget

To achieve this mission, USAFA provides cadets with both military training and a four-year college education similar to that offered at civilian institutions. Unlike at civilian institutions, however, USAFA academic classes are taught by a mix of active-duty military officers and civilian professors. Since civilians were formally incorporated onto the faculty at USAFA in the early 1990s, there has been continued debate over the best mix of military and civilian faculty needed to achieve the academy's mission. Furthermore, the Air Force currently faces difficulty in meeting USAFA faculty requirements for officers with advanced academic degrees, often resulting in understaffed departments. Funding for temporary faculty to fill these positions is also declining. A RAND study sought to help address these issues by examining the impact of potential changes to the current military-civilian academic faculty composition in five areas of importance to USAFA's mission and the broader U.S. Air Force: (1) cadets' officership development, (2) cadets' academic development, (3) cost, (4) staffing challenges, and (5) officer career development (i.e., how degree attainment and teaching tours at USAFA affect the career paths of active-duty military personnel at different points in their careers).     Abstract: The U.S. Air Force is facing a number of challenges as a result of the current defense budget downturn along with the uncertainty of its timing and magnitude. RAND examined the challenge of modernizing the Air Force's aircraft fleet while trying to sustain the industrial base with limited funding. Complicating this challenge is that the pattern of Air Force spending has shifted dramatically away from new aircraft procurement, and a competitor with significant technical and economic capability has emerged. There is a need for careful strategic management of investment choices--and this goes beyond just aircraft. The Air Force will first need to define its capability priorities that fit within budget constraints, then use those priorities to shape a budget strategy. RAND considered six budget strategies for aircraft procurement: from a new high-tech fleet to sustaining and modifying the existing one. Each strategy under a constrained spending future results in challenges and issues for the industrial base. The Air Force will need to help mitigate industrial base problems that result from their chosen budget strategy--but some issues may be beyond their control. There are lessons from foreign acquisitions that the Air Force can leverage to avoid pitfalls. Most importantly, shortfalls in both industry and government skill bases can cause significant problems later during execution. But the need to accommodate different service requirements in a single design or common design family can lead to greater program complexity, increased technical risk, and common functionality or increased weight in excess of that needed for some variants, potentially leading to higher overall cost, despite these efficiencies. To help Air Force leaders (and acquisition decisionmakers in general) select an appropriate acquisition strategy for future combat aircraft, this report analyzes the costs and savings of joint aircraft acquisition programs. The project team examined whether historical joint aircraft programs have saved LCC compared with single-service programs. In addition, the project team assessed whether JSF is on track to achieving the joint savings originally anticipated at the beginning of full-scale development. Also examined were the implications of joint fighter programs for the health of the industrial base and for operational and strategic risk

The U.S. Air Force (USAF) has prioritized the reinvigoration and strengthening of its nuclear enterprise. However, there are inherent challenges to sustaining the capabilities of nuclear systems of systems. Perhaps the most pressing challenge currently facing the Air Force nuclear enterprise is sustaining the mission in the face of budgetary constraints. This report proposes possibilities for addressing this challenge. Coordination is key to this approach. Individual platforms must work together seamlessly for the nuclear system of systems to perform successfully. Any slippage in one system may cause schedule delays and increased costs for all other systems working in concert. This report outlines a double-layered framework for managing nuclear sustainment. This framework consists first of a set of sustainment plans for each system that follow a common format. The second layer, an overarching Air Force Nuclear Architecture and Mission Sustainment Plan, pulls together salient information from the individual, system-level plans to compile a master schedule for long-term mission sustainment. This framework should strengthen future nuclear deterrence capabilities through better planning and programming for the sustainment of these missions in the present

To help inform Air Force decisionmaking with regard to sustainment sourcing, RAND Project AIR FORCE researchers explored and adapted lessons from the transaction cost accounting literature. The result is a powerful economic-based framework that has three primary benefits when it comes to addressing sustainment planning challenges: It is a repeatable, analytically driven decision tool that does not require large amounts of data; it considers repair source decisionmaking in the context of the broader Air Force enterprise; and it is potentially applicable to other aspects of sustainment planning, such as managing government-mandated repair sourcing mixes and informing other Air Force sustainment community responsibilities. This report demonstrates how the framework can be used to select among depot maintenance strategies by applying it to the F-35 Joint Strike Fighter, the largest acquisition program in U.S. Department of Defense history. Although the U.S. government will retain the capability to perform the range of depot-level repairs for the F-35, 40 percent of the workload -- known as "above core" -- can be considered for sourcing to an organic Air Force facility, another military service's facility, a foreign partner, or the private sector.     Abstract: This report evaluates the economic wisdom of relying primarily on expendable weapons, such as cruise missiles, to conduct air-to-ground strike missions. Focusing solely on cost, the author examined the U.S. historical use of air-to-ground attack during and since the Vietnam War, looking, among other things, at the length of each conflict and the weapons expended. Only if the United States is confident that all possible conflicts over the system lifetime can be ended in a total of less than about ten days is exclusive reliance on expendable assets prudent. Expendable weapons do have some important operational advantages, but if the United States wishes to maintain the capability to wage air war efficiently for more than a few days, reusable platforms are an important part of an efficient force mix

    Abstract: Legal mandates for airspace modernization, certification requirements, and minimum aircraft capability and equipment standards aim to improve the efficiency and safety of air traffic, particularly within the world's busiest airspace. Mandates drive changes in technical and operational standards, but they can also deny access to premium altitudes, routing, and even airports for noncompliant aircraft. Aircraft modernization ensures continued access to fuel-efficient cruising altitudes and congested airspace, but these future benefits require an upfront investment in avionics upgrade programs. In a fiscally constrained environment, such decisions must take into account the quantifiable future costs that would be avoided by upgrades, weighed against the costs of modernization. Building on 2009 RAND work examining the cost-effectiveness of modernizing the U.S. Air Force's KC-10 aerial refueling tanker, this study extended the analysis to the C-5, C-17, C-130, and KC-135 fleets, evaluating the cost-effectiveness of modernizing these aircraft for compliance with forthcoming communication, navigation, and surveillance/air traffic management mandates. It found that, overall, the Air Force operates these aircraft in regions where some important future mandates will not be met without modernization, but the cost-effectiveness of upgrades depends to a great extent on fuel prices and the characteristics of missions conducted by each aircraft type

    Abstract: One of the more challenging goals in programming is to link Air Force budget program element investments to operationally relevant capability metrics, then to use these metrics to assess any risk incurred by a proposed program objective memorandum (POM). Previous RAND Project AIR FORCE work developed a set of metrics and framework of analysis for capabilities-based programming and assessment of risks of expeditionary combat support. Because of the success of that work, the RAND Corporation was asked to apply and to extend (as needed) this capabilities based approach to the depot maintenance business areas, specifically focusing on depot purchased equipment maintenance (DPEM) as a first step, and to do so with a methodology that is broadly applicable. DPEM comprises numerous depot-level maintenance and inspection activities on capital assets, as well as storage and other supporting activities that span numerous program elements, budget programs, and appropriations. It funds the bulk of the work done at the Air Force depots that does not involve the repair of spares or the work on modification programs. This report presents an analysis of how to better program for DPEM
