    Abstract: Local governments--especially cities and municipalities--in developing countries will be at the forefront of confronting and mitigating the impacts of climate change, and they need substantial financing to address this challenge. However, they often lack the fiscal resources for such investments. To address this financing gap, they will need to utilize a variety of financing sources and instruments. This joint publication of the World Bank and the UN Capital Development Fund aims to help cities and local governments better understand the various climate finance instruments and sources available to them, including intergovernmental fiscal transfers, own-source revenues, municipal borrowing (loans and bonds), public-private partnerships and credit-enhancement instruments such as guarantees. It provides information on each of these instruments - organized in a conceptual framework -- and highlights international experience and 18 case studies on their use from around the world. The report also recommends various actions that cities, local and national governments and development partners can take to increase access to these instruments to help meet climate investment needs in cities

    Abstract: Jumpstarting sustained and inclusive growth is the only way to improve the living conditions of the Gambians. Heightened global and regional uncertainties coupled with vulnerability climate shocks cloud the economic outlook, making efforts to improve the living conditions of the Gambians more challenging. The tightening of financing conditions has led to higher borrowing costs, exacerbating debt vulnerability although increased grants financing helped mitigate fiscal risks while supporting economic activity. The Gambia needs to maintain prudent macro-fiscal policies to build fiscal space, enhance its capacity to absorb shocks, especially in the context of the end of the debt deferral and overlapping external shocks. Fiscal consolidation efforts started in 2023 should be maintained with accelerated revenue collection measures and rationalization of public spending, while preserving much-needed public services provision, investment, and pro-poor spending. Structural issues such as reliance on low-value added tourism, limited private sector development, and low productivity continue to affect the Gambia growth potential, calling and new growth model to enable economic opportunities for all Gambians

    Abstract: Citizen engagement is critical to achieving an effective devolution process. The success of devolution in delivering good quality services in Kenya is inextricably linked to the extent to which counties provide their citizens with adequate information on budgets and service delivery performance, empower them to participate and contribute to decision-making, and are held accountable. For a decade, counties in Kenya have been translating into action the legal principles on transparency, accountability, and public participation as enshrined in the Constitution of Kenya 2010. Although this has not been an easy task, counties have made notable progress, establishing systems, structures, processes, and practices for meaningful citizen engagement. One of the innovative practices adopted is participatory budgeting.     Abstract: Monitoring and Evaluation (M and E) is considered a necessary function of modern management systems, given that it addresses the requirements of accountability on one hand and the need to determine the results of implemented policies and learning outcomes on the other. In the field of innovation policy, M and E is particularly critical to enable policy learning and adaptation policy learning and adaption given the uncertain nature of innovation processes and outcomes. M and E of innovation policy interventions tends to be complex owing to a range of issues on both the governance and technical levels. The Korea experience presents an innovation policy M and E mechanism that has kept learning, evolving, and adapting to increasingly sophisticated policy practices and that, over the decades, has responded dynamically to the needs of business innovation in the country. The analysis demonstrates that Korea is a practical example for developing countries not only because of how successfully it has managed to achieve certain M and E objectives but also because of its "imperfection" and how it operated in a reality with limitations and constraints. The review of Korea's experience and international practices offer useful takeaways for developing countries on how to address the M and E challenges, especially those in governance and in capacity and resources

    Abstract: Papua New Guinea has abundant resources in the form of oil and mineral wealth. But a complex set of factors, including systemic gender inequality, underinvestment in non-extractive sectors, and fragility compounded by vulnerability to disasters caused by natural hazards act as barriers to sustainable and inclusive growth of the country. This Country Program Evaluation (CPE) report assesses the relevance and effectiveness of World Bank Group support to Papua New Guinea between fiscal year FY08 and FY23. It assesses the Bank Group's development effectiveness in addressing the above three core themes, namely: (i) lack of investment in Papua New Guinea's non-extractive sectors and their poor performance, (ii) the economic exclusion of women and gender-based violence (GBV) issues associated with it, and (iii) unmitigated risks of disaster from natural hazards, and violence, and conflict. The report answers three specific questions. The first explores the extent to which the Bank Group adapted its engagement in line with key constraints, including in relation to development partners, changes in country context, and lessons from experience. The second focuses on the results of Bank Group support and explanatory factors for results under each them, answered by applying a gender lens where relevant. The third question explores the extent to which the Bank Group successfully identified and addressed conflict, violence, and disaster from natural hazards risks. The report offers key lessons to inform the World Bank Group's future engagement with the country: (i) Data gaps need to be addressed to inform sound policy making and effective programming in Papua New Guinea. (ii) Declining governance quality and increasing bilateral aid will require the World Bank to reassess how it supports key policy reforms to achieve development impact, including through using DPOs. (iii) The Bank Group could elevate its impact on gender equality and GBV by shifting from a project-centric approach to a strategic country engagement approach. (iv) The negative effects that compound and interrelated risks pose to achieving development aims need to be addressed more comprehensively

    Abstract: Europe's risk profile and projected climate change impacts, concentration of population, and aging infrastructure and assets call for urgent action to improve resilience. While European countries are taking major steps in enhancing disaster and climate resilience, catastrophic events reveal blind spots in critical sectors that provide emergency response services. Recent disaster events revealed significant knowledge gaps and the need to better understand the risks faced by critical sectors and what actions countries can take to systematically, yet efficiently, mitigate and manage these risks. This report helps close some of these gaps by providing guidance to decision-makers and practitioners on how to make focused and smart investments to increase the disaster and climate resilience of critical sectors. First, to inform EU-wide policy discussion and knowledge base, it highlights hotspots where assets emergency response buildings such as fire stations and emergency coordination centers were destroyed or severely damaged, along with ambulances, fire trucks, and search and rescue vehicles. Focused and smart investments are needed to strengthen and adapt critical sectors in Europe to disaster and climate risks

Financing and investments alone cannot solve these problems in a global context of higher debt and scarce resources. Now more than ever, clients are demanding innovative ideas and successful experiences from other countries to tackle the ongoing and emerging global crises, regain the development progress of past decades and move faster towards achieving the Sustainable Development Goals. At the same time, recent breakthroughs in technology, including the rapid advances in artificial intelligence, offer enormous potential to revolutionize development work. Policymakers and practitioners across the globe are poised to benefit from new tools to innovate, act based on evidence and accelerate the transformation of new ideas into development outcomes that improve lives of the poor. This paper articulates the strategic direction of the Knowledge Compact for Action, which seeks to empower all WBG clients, public and private, by systematically making the latest development knowledge available to respond more effectively to increasingly complex development challenges. The Compact seizes the opportunity of the digital revolution, bringing together the wealth of data analytics, research and best practices accumulated by the WBG over decades and combining this knowledge with the WBG's proven mix of public-private finance to power learning and innovative solutions. This includes capturing the tacit knowledge embedded in operations for policymakers and development practitioners to easily access lessons of development successes and failures in other countries. Ultimately, the Compact aims to take knowledge to a new level, placing it front and center of the WBG's work to end extreme poverty and boost shared prosperity on a livable planet

    Abstract: The Armenia public sector accountability survey is instrumental in addressing the disparities between de jure laws and regulations and de facto practices and seeks to fill existing knowledge gaps and inform further definition and implementation of the government's anticorruption initiatives. The survey was implemented by the Corruption Prevention Commission (CPC) and the World Bank. It aimed to: (i) provide a comprehensive assessment of the patterns and determinants of integrity risks, and how they can impact productivity and performance in the public administration in Armenia; (ii) understand the perceptions of Armenian public servants regarding ongoing anticorruption initiatives, their awareness of integrity risks, and the needs for further interventions; and (iii) generate evidence, support and inform further definition of reforms and anticorruption initiatives that help address and counter weak integrity practices in the public sector in Armenia. By highlighting the disparities between de jure laws and de facto practices, particularly in terms of integrity within the public sector, this survey aimed to serve as a cornerstone for informing effective implementation in targeted interventions and bridging the gap between policy intentions and actual practices within Armenia's governance. The Armenia public sector accountability survey was aimed at public servants in selected public entities in Armenia, including central ministries and agencies, regional governments, and selected municipalities across the country. The analysis of the survey findings is anchored in the government production function conceptual framework and adjusted to explicitly take into account the drivers and consequences of corruption

    Abstract: This report presents the findings of the Vital Signs Profile (VSP) assessment conducted by the World Bank and the Primary Health Care Performance Initiative (PHCPI) in collaboration with Fiji's Ministry of Health and Medical Services (MHMS). The VSP provides an opportunity to assess the state of the primary health care (PHC) system in Fiji, highlighting areas of strength and challenges through the lens of the PHCPI framework. The framework organizes various domains and subdomains of primary health care using a logic model approach that encompasses the traditional inputs and outputs of PHC systems and emphasizes the capacity and processes of PHC service delivery and performance. Notably, while PHCPI recognizes the role of social determinants of health and intersectoral health promotion and prevention efforts as important factors influencing population health, the VSP is primarily focused on aspects of health service delivery.     Abstract: In response to the growing recognition that measuring inputs, such as climate finance, is not enough to capture the impacts of investments, the World Bank Group developed the Resilience Rating System (RRS). Developed over a two-year, multi-sectoral consultative process through close collaboration with internal and external actors, the RRS methodology aims to guide investment decisions and improve climate resilience in project design and outcomes. The methodology report is publicly available. The RRS evaluates and rates investment projects from C to A+, based on their resilience attributes in two complementary dimensions. The resilience of rating considers a project's design, reflecting the confidence that it will achieve its expected objectives and maximize development benefits in the face of climate and disaster risks. The resilience through rating considers a project's outcomes and reflects its contribution to improving climate resilience in the broader community, sector and systems, and to driving transformational adaptation. Combining the two dimension ratings provides an overall project rating, from CC to A+A+

    Abstract: The impacts of climatic shocks are already being felt across Europe and are bound to intensify in line with further climate change. Even rapid and far-reaching progress on decarbonization cannot avoid the extent of climate change that is already locked in due to past emissions. These trends call for urgent climate adaptation investment strategies that can prepare countries for a wide range of climate hazards and their complex impacts across communities and economic sectors. However, formulating concrete investment strategies can be challenging as adaptation needs are vast and difficult to estimate. To overcome this challenge, this report reviews evidence-based prioritization and costing approaches and illustrates their application in a series of case studies. These approaches can support policy makers in identifying bankable and effective adaptation investments, raising and allocating adequate financing, and thus ultimately facilitating more effective climate change adaptation across Europe

    Abstract: The program on climate smart livestock (PCSL), jointly implemented by the International Livestock Research Institute (ILRI), the German Agency for International Cooperation (GIZ), and the World Bank, aims to ensure that key actors in the livestock sector increasingly include climate-change adaptation and mitigation in their farming practices, sector strategies and investment projects. Building on lessons learned through the implementation of PCSL, the objectives of this guidance note are to: (1) enable project task teams from the World Bank and other institutions to enhance and track project contributions to climate-smart livestock outcomes; and (2) improve the capacity of project teams to leverage existing products and tools to support climate-smart livestock development. This guidance note can contribute to increasing the level of climate ambition (including through Paris Alignment) and to guiding investments from the World Bank and other International Financial Institutions (IFIs) towards more sustainable livestock portfolios. The note covers the three objectives of CSL: productivity enhancement, adaptation to climate change, and mitigation of greenhouse gas (GHG) emissions and other environmental impacts. Chapter 1 gives introduction. In chapter 2, each objective is described, and methodological elements are provided for assessing CSL performance, including relevant indicators. The next chapters provide guidance along the project cycle, starting with project preparation and then moving to implementation stage and evaluation. The annexes provide practical examples and templates to assist project teams in incorporating CSL into their practices

    Abstract: This report is part of a World Bank review of state-owned enterprise (SOE) governance practices in the Middle East and North Africa (MENA) region. The focus on governance is motivated by research pointing to good governance as an important precondition for successful and sustainable SOE reform. This report summarizes findings of six SOE governance reviews of Djibouti, Egypt, Jordan, Morocco, Oman, and Tunisia, while also drawing on other regional studies. The six country reports, as well as this cross-cutting report, concentrate on the core dimensions of corporate governance of SOEs as identified in the Organization for Economic Co-operation and Development (OECD) Guidelines for Corporate Governance of SOEs, and the World Bank's Integrated SOE Framework (iSOEF).     Abstract: Evaluation Insight Notes (EIN) offer new insights from existing evidence on important strategic and operational issues. This EIN draws on Independent Evaluation Group evidence to identify lessons for addressing institutional capacity development needs in Sub-Saharan Africa. Institutions shape how countries foster poverty reduction, support sustainable growth, and respond during crises. World Bank projects and country partnerships operating in challenging contexts in Sub-Saharan Africa routinely integrate and show results in institutional capacity development. Addressing institutional challenges in these and similar contexts involves multiple organizations and is like running through a labyrinth because of the need for quick decisions, unclear processes, shifting objectives, and trial and error. The cases reviewed for this EIN consistently supported institutional reforms in a variety of challenging contexts with, for example, compromised financial systems, corruption, and civil conflict. To help navigate institutional capacity development, this Evaluation Insight Note (EIN) answers the question: How can the World Bank help address institutional capacity development needs in Sub-Saharan Africa based on the body of work of the Independent Evaluation Group (IEG) from 2008 to 2022 Although an overall framework has not been defined to guide institutional capacity, the World Bank has often usefully diagnosed and addressed institutional capacity development needs by applying the Institutional Change Assessment Method. Using this method helps harness four elements that can enhance both the process and the results of institutional capacity development: (i) Routine integration of institutional capacity development in World Bank projects provides multiple entry points for enhancing processes of institutional change. (ii) Interventions with better institutional capacity development results tend to have higher outcome ratings. This implies that analyses from the Institutional Change Assessment Method can be used to adapt country portfolios in a way that improves outcome ratings. (iii) Because strengthening the ownership of interest groups is the most important dimension of institutional change in World Bank projects and country programs, its prioritization can help enhance results. (iv) Support for commitment, coordination, and cooperation helps improve institutional capacity development processes. The data span 14 countries from different regions, populations of concern (IDPs, refugees, hosts), and accommodation types (in camps, out of camps). Over a fifth of the global population displaced before the start of the pandemic is represented in this database, allowing for direct comparison and aggregation of results across countries and subgroups. The report also brings a policy lens to the analysis. By examining the role of existing labor market and education policies in the hosting country using newly available information from a cross country, up-to-date policy database, the data yield important insights. In addition, the report examinesaid financing trends using disbursement-level data from OECD's Creditor Reporting System (CRS) and a labor-intensive keyword search approach to teaseout disbursements that are intended for displaced populations. The rest of the report is organized as follows. Section 2 describes the data used in this exercise, including the samples, the harmonization process, and the resulting database. Section 3 presents the key results on the welfare impact of the forcibly displaced and their hosts during the pandemic and ensuing crises. Where relevant and possible, theresults are linked to preexisting sectoral polices that were in place in hosting countries before the pandemic. Section 4 discusses the recent trend in official development assistance (ODA) intended for displaced populations. The report concludes with adiscussion of the results and a set of forward-looking policy recommendations, focusing on inclusive social policies and sustainable financing aimedat promoting self-reliance among the displaced, and on lessons learned for data collection and harmonization following this unprecedented endeavor

    Abstract: The Country Policy and Institutional Assessment (CPIA) for Africa is an annual diagnostic tool for Sub-Saharan African countries that are eligible for financing from the International Development Association (IDA), the part of the World Bank that helps the world's poorest countries. The CPIA Africa 2023 report provides an assessment of the quality of policies and institutions in all 39 IDA-eligible countries in Sub-Saharan Africa for calendar year 2022. The average overall CPIA score for Sub-Saharan Africa remained unchanged at 3.1 in 2022. Economic and social resilience continues to be tested in all countries in Sub-Saharan Africa amid tight global credit markets, as institutional capacity for restoring stability and delivering sustained growth remains a challenge. Such resilience is also fundamental to responding to global climate change and the expected market shifts as the world economy transitions to green energy. The recovery of economic activity in the region following the slowdown caused by COVID-19 has been multispeed, with wide variation across countries. Global events that diverted attention away from longer-term development priorities marked 2022. Inflation was the predominant form in which international pressures translated to domestic economies in Sub-Saharan Africa, resulting in stress on social policies and government budgets, on account of divergent responses by governments and private sector competition. In some countries, this has led to significant stress on debt sustainability, highlighting the importance of debt management, budgetary oversight, and financial soundness. An opportunity for regrouping on policy reforms arose in the second half of 2022, as gas prices declined after a mild European winter and China lifted health-related restrictions. Despite global economic challenges, more countries in Sub-Saharan Africa saw improvements in their overall CPIA scores compared to the previous year. In Western and Central Africa (AFW), the overall score increased for eight countries-Benin, Cabo Verde, Cote d'Ivoire, The Gambia, Guinea, Guinea-Bissau, the Republic of Congo, and Togo. The overall score increased for four countries in Eastern and Southern Africa (AFE)-Burundi, the Democratic Republic of Congo, Mozambique, and Zambia. In contrast, the overall score decreased for eight countries-Chad, the Comoros, Eritrea, Ethiopia, Ghana, Malawi, Sao Tome and Principe, and Sudan. The countries with improved scores made notable advancements in the economic management, policies for social inclusion, and governance clusters. Conversely, the countries with declining scores faced economic management and governance challenges. For the most part, the countries that received downgrades were positioned toward the lower end of the scale, while the upgraded countries generally had overall scores above 3, indicating a growing divergence in scores across the region in 2022

But Cote d'Ivoire now has an opportunity to put its growth on a more sustainable path, both realizing the aspirations of a growing population and better adapting to the growing impacts of climate change. Climate change impacts are already affecting Cote d'Ivoire, as temperatures increase, rainfall and other weather events become more extreme and less predictable, and sea levels rise. This World Bank Group Country Climate and Development Report (CCDR) shows negative impacts from climate change will reduce economic performance and over proportionally impact the poor. The report examines specific opportunities in energy, agriculture, and land use as well as urban development and interconnectivity that could render the country's development more sustainable and inclusive, raising standards of living while increasing resilience in face of climate change. Dealing with a changing climate is a national imperative, where choices need to be made for the structural transformation of the economy, transitioning from outdoor low-earning sectors such as agriculture to more value-added industrial and service activities

    Abstract: This note synthesizes multiple reports produced under World Bank support to the Government of Armenia (GoA) in undertaking landscape restoration opportunities assessment and provides a detailed overview of opportunities and challenges in the forestry sector. Armenia is a forest-poor country; only 11.2 percent of the territory (334,100 hectares (ha) is forested, which is concentrated in three marzes: Tavush and Lori in the north and Syunik in the south. The predominant forest type is naturally grown broad-leaved mountain forest with a small area of pine forest. Estimates on the state of the forests, their extent, quality, health, and harvested volumes vary widely depending on the data sources and methodology used. Based on wood consumption data, harvesting volumes must be much higher than officially reported, while forest growth is lower than the current official estimates. These divergences, combined with limited silvicultural management and exacerbated by fires and uncontrolled grazing, mean that sustainable forest use is clearly far from guaranteed. The note has been developed through a consultative process and is expected to inform all relevant stakeholders on the status of the forest sector and opportunities to further improve it. The objective of this note is to strengthen the dialogue with Armenia on the forest sector considering the ongoing reforms and to explore how the country can reverse landscape degradation and increase its contribution to post-pandemic economic recovery

    Abstract: The private sector has a critical role to play in addressing climate change by investing in low-carbon technologies, developing new technologies, and building climate resilience into its investments and operations. Private sector financing will also be critical for meeting the needs for global finance flows, but climate finance from the private sector has been very low. One reason for this is that most countries lack a conducive enabling environment for the private sector to engage in climate action. This evaluation assesses the World Bank Group's efforts to improve the enabling environment for private sector climate action (EEPSCA). The evaluation defines the private sector enabling environment for climate action as the set of policies (laws and regulations), incentives, standards, information, and institutions that encourage or facilitate the private sector to invest or behave in ways that reduce greenhouse gas emissions or adapt to the current or anticipated impacts of climate change. The private sector includes large, medium, and small firms; domestic and international financiers; and smallholder farmers or other producers. The evaluation assesses the relevance and effectiveness of Bank Group support to EEPSCA and aims to identify lessons applicable to the World Bank and the International Finance Corporation to inform implementation of the Bank Group Climate Change Action Plan 2021 and subsequent Bank Group climate activities. The evaluation also aims to inform discussions on the evolution road map, which considers further increasing the prominence of the role the Bank Group plays on global public goods, such as climate change

    Abstract: Despite widespread awareness on the benefits of cloud computing, authorities in most of the World Bank's client countries have not explored the opportunity of adopting cloud computing solutions. Task teams are finding it difficult to provide relevant advice to the counterparts and address their concerns. Most authorities have identified risks of moving to cloud computing: Will their data be safe? Will they have sovereign control over access to data stored offshore? Will privacy be protected? These risks are real. Due to an inadequate assessment framework to identify and assess these risks, the typical response of most client governments is to develop a government's cloud (G-Cloud or GovCloud). This seems logical for more sensitive or mission critical data. However, this is not enough. Adopting a hybrid cloud model, which leverages the cloud services from the private sector to work in conjunction with the G-Cloud can offer immense opportunities to save costs, improve security, enhance performance, and strengthen resilience in a post COVID-19 world. However, client governments need guidance to change their policy response on cloud computing - from the risk-avoidance to the one of risk-management. This note provides guidance on institutional and procurement arrangements and risk mitigation methodology for acquiring and managing public cloud solutions using a whole-of-government approach

    Abstract: Bulgaria has traditionally adhered to fiscal discipline and prudent fiscal policy since the introduction of its currency board arrangement in mid-1997. After a gradual decline in the 2000s, public debt has remained among the lowest in the European Union (EU), hovering in a narrow band between 17 and 29 percent of gross domestic product (GDP) for the last 10 years. The low level of public debt has been supported by relatively low fiscal deficits or even surpluses in some years. This has helped the fiscal system absorb recent shocks relatively unscathed and provided sufficient fiscal space to address emerging crises and limit the scarring on economic activity, the labor market, and incomes. This report provides fresh evidence on Bulgaria's fiscal landscape and some of the key issues that fiscal policy may need to address going forward. To start with, the report looks at opportunities to increase revenue collection with two special focuses - the value-added tax (VAT) compliance gap and health taxes (excises on tobacco and alcohol products). Social spending effectiveness in reducing headline poverty and child poverty in particular also requires urgent attention from policy makers. An updated fiscal incidence analysis shows that Bulgaria's fiscal system has a limited impact on overall poverty; neither is it effective in addressing child poverty, as it reduces it by just 0.3 percentage points

This core diagnostic tool aims to help countries prioritize the most impactful actions to boost resilience and adaptation and reduce GHG emissions, while delivering on broader development and sustainability objectives. CCDRs now cover 56 percent of the population of low- and middle-income countries (LICs and MICs) and 73 percent of their gross domestic product (GDP). The second set of CCDRs also includes one high-income country (HIC), Romania. A main addition of the CCDRs published since COP27 relates to tropical forests, a key dimension of the global climate change challenge. The first set of CCDRs covered only 10 percent of the world's tropical forests, but the addition of key forested countries-including Brazil, the Democratic Republic of Congo, Indonesia, and the Republic of Congo-increases coverage to 56 percent. Many CCDRs (including Romania and Turkiye) also discuss the role of non-tropical forests for resilience and emission reduction. This second summary report builds on the first report published ahead of COP27. Although it is important to caveat the differences in scenarios and ambition, modeling framework, and scope of analysis, this report provides aggregated results that can help governments, private sector investors, citizens, and development partners prioritize the most impactful climate actions. It confirms-with more granularity and stronger evidence, based on more countries-key findings from the first summary report; but it also discusses new issues, such as deforestation and land degradation. It aims to inform global priorities, including the World Bank's Evolution Roadmap and Global Challenge Programs (GCP), as well as other global initiatives

    Abstract: The Dominican Republic has made significant progress in boosting economic growth and reducing poverty, but it still faces challenges to achieve inclusive and equitable development, increase productivity, and improve the competitiveness and sustainability of primary sectors like agriculture, water, tourism, and energy. The National Development Strategy (NDS) and the National Multi-Year Public Sector Plan (NPSP) aim to address development and climate challenges and promote a green, inclusive and resilient future. The DR is highly vulnerable to climate change, which is likely to compound existing development challenges. By 2050, climate change impacts are expected to decrease labor productivity and affect health, crop yields, tourism, infrastructure capital, and natural ecosystems such as forests and coastal areas. Climate change also poses risks to the financial system such as the banking sector's heightened credit exposure to tropical cyclones and droughts. Although the DR has a small carbon footprint, the country's GHG emissions have been rising, mainly in the energy, waste, and agricultural sectors. Fostering a low-carbon growth path can support the country's climate change goals while bringing important development co-benefits. The Dominican Republic CCDR employs a version of the MANAGE model. This CCDR further extends the model to incorporate the path of emissions from key sectors (transport, energy, AFOLU), and to incorporate DR-specific climate damage functions to introduce the impact of climate change on the economy

    Abstract: The lack of land connectivity among the Caribbean Island nations and the growing significance of the tourism sector as a key economic pillar have underscored the importance of improved air connectivity for economic growth and shared prosperity in the region. On average, tourism's contribution to the gross domestic product (GDP) for the region rose from 12 percent in 2011 to 15.2 percent in 2017, accounting for 4.3 percent of the jobs (CIA, The World FactBook). Almost half these contributions can be traced to capital investments in the travel and tourism industry, while one-third is linked to tourism-related service industries. Overall, Caribbean origin and destination air passenger traffic grew by 50 percent between 2007 and 2017, from approximately 40 million to nearly 60 million passengers annually. However, intra-regional passenger traffic remained flat and declined in some countries, including in Grenada, Dominica, and Saint Lucia.     Abstract: Global growth is projected to slow significantly in 2023 as continued monetary tightening constrains the credit supply. Tanzania's economy has performed relatively well despite a challenging external environment. The government recognizes that a dynamic private sector fueled both by domestic and international investment is crucial to increase productivity, accelerate job creation, and support more inclusive and resilient growth. Tanzania has several macroeconomic advantages that could support a successful transition to middle-income status. Tanzania's most urgent reform priorities include measures to improve efficiency and effectiveness of expenditure programs and boost tax-revenue mobilization. The government should assess and regulate budget transfers to state-owned enterprises to ensure their sustainability. An analysis of the implementation capacity of ministries with low expenditure execution rates could inform efforts to improve procurement systems and strengthen monitoring and evaluation. The government should adjust VAT, corporate income tax, and excise tax rates to increase revenue mobilization, and excise taxes on tobacco should be reevaluated to balance revenue and public health objectives. Strengthening taxation on wealthier households is vital to improve the equity of the tax system. Reinforcing the tax administration's auditing capacity will be necessary to boost collection efficiency and enhance distributional equity, and registration thresholds should also be adjusted to broaden the tax base. The Commitment to Equity (CEQ) methodology could be used to assess the impact of proposed fiscal policy changes on household income, poverty, and inequality

    Abstract: Corruption poses a significant threat to development and has a disproportionate impact on the poor and most vulnerable. Government agencies struggle to identify fraud and corruption in public expenditures. Risk assessments usually rely on manual analysis and follow-up on specific complaints or anecdotes which requires substantial resources. Assessments are often limited in scope and ineffective, failing to generate the evidence needed to build strong cases. The World Bank developed the Governance Risk Assessment System (GRAS), a tool that uses advanced data analytics to improve the detection of risks of fraud, corruption, and collusion in government contracting. GRAS increases the efficiency and effectiveness of audits and investigations by identifying a wide range of risk patterns. GRAS makes use of public data and is based on a robust and comprehensive conceptual framework which draws on insights from experienced practitioners and sound academic research. This report presents GRAS's main features, examples of GRAS implementation, and outlines the steps government agencies can take in applying GRAS in their countries. GRAS was developed in Brazil, where it has been piloted in four subnational governments and has helped to investigate fraud, corruption, and collusion in public procurement. Concrete results include the identification of over 850 suppliers with strong indication of collusive behavior, 450 suppliers likely registered under strawmen, 500 cases of conflict of interests involving suppliers owned by public servants, and about 4500 companies with connections to political campaigns, among other examples

Chapter 1 of the report describes the components, concepts, and desired outcomes of building regulatory frameworks. Chapter 2 explains the evolution of the building regulation environment in Sub-Saharan Africa and the region-specific hazards and risks that the regulatory environment must respond to. Chapter 3 presents data on the building regulatory environment for each country in the region. It covers all aspects of the building regulatory cycle: from the legally adopted building regulations that exist, to what they cover, to the implementation of regulations through compliance and enforcement mechanisms. Chapter 4 offers guidance on how to improve and update building regulatory frameworks.     Abstract: Between 1993 and 2013, Mozambique became one of the fastest-growing economies in Sub-Saharan Africa boosting incomes and living standards. Political and macroeconomic stability provided the foundation for robust growth led by a rebounding agricultural sector and significant donor support. Growth, however, decelerated beginning in 2016 in the face of low commodity prices, a hidden debt crisis, and natural disasters. In FY18, Mozambique was formally classified as a fragile country. The Covid-19 pandemic further eroded growth. In light of the country's evolving context, this Country Program Evaluation (CPE) reviews the World Bank Group's engagement in Mozambique over the period FY08 into FY21. The CPE assesses the extent to which the Bank Group's support was relevant to Mozambique's main development challenges and drivers of fragility as well as how Bank Group support evolved and adapted over time. The evaluation delves into four themes that are relevant to Mozambique's pursuit of the Bank Group's Twin Goals of Poverty Reduction and Shared Prosperity: (i) low agricultural productivity; (ii) unequal access to basic services; (iii) weak institutions and governance; and (iv) vulnerability to climate change and natural disasters.     Abstract: This Country Climate and Development Report (CCDR) proposes that Benin focuses on building a resilient economy, with investment and policy options primarily targeted at adapting to climate change risks. The dependence of Benin's economic structure on agriculture and informal employment makes its development path highly vulnerable to climate change in the absence of proper adaptation. The government and the private sector need to be better prepared to deal with climate change -- building adequate institutions and governance structures will be crucial. While all sectors will have to become more resilient, this is especially urgent for agriculture and land use, urban and network infrastructure, and human development (education, health). Mitigation efforts should focus on avoiding carbon lock-ins and reducing deforestation. Investing in renewable energy whilst expanding the population's access to electricity should be a priority for Benin. A higher share of renewable energy can bring about co-benefits for other sectors (agriculture, water, transport, and forestry). To maintain its growth trajectory, Benin needs to pay special attention to its most vulnerable people, including women. To protect the poor and vulnerable the just transition should focus on reconciling development and climate goals while addressing inequality (income and gender related), and spatial exclusion

Chapter 3 analyzes the state of GovTech reforms per pillar in FCS and illustrates these with selected examples.     Abstract: The potential benefits from supporting early childhood development range from healthy development to a greater capacity to learn and increased productivity in adulthood. Despite undertaking various preschool education reforms and initiatives, issues of access and quality remain and continue to grow. The Malaysia Education Blueprint (2013-2025) set a target to achieve universal preschool enrollment by 2020, and Malaysia, along with many other developing countries, has yet to achieve this. Findings from the World Bank's preschool survey and stakeholder interviews carried out for this report point to a range of issues, such as a lack of preschool seat availability in certain areas, low awareness among parents on the benefits of sending their children to preschools, affordability of preschool expenses, low teacher quality, and concerns over the overlapping roles between the multiple ministries and agencies that oversee ECCE in Malaysia. This review is carried out in collaboration with the Ministry of Education (MOE) and is a comprehensive assessment of Malaysia's current preschool education landscape. The review aims to identify the gaps between the targets and aspirations set by MOE and the government under various policy documents and the outcomes to date. It also aims to deep-dive into the underlying reasons for these gaps, and seek solutions to close them and achieve the aspirations. This report synthesizes the findings from research, analysis, and stakeholder engagement activities, and is organized by a framework of targets, pillars, and enablers

    Abstract: Additionality is a core feature of private sector development finance institutions (DFIs). It is the unique contribution that a DFI or a multilateral/ bilateral bank brings to a private investment project that is not offered by commercial sources of finance. The key idea is that the investment project should add value without crowding out private sector activity. Identifying and articulating project additionality is particularly important in middle- income countries (MICs) since financial markets in MICs are more developed, and private investment far exceeds official development assistance. This evaluation report examines the relevance and effectiveness of IFC's approach to additionality in MICs and seeks to explain the factors that contribute to or constrain its realization. While the evaluation focuses on IFC's additionality on the level of the project, it also applies the lens of country and sector context to draw additional learning. Thus, it considers whether additionality can occur beyond the level of a single project-for example, at the country and sector level. Both at the project level and beyond the project, the evaluation derives lessons and offers recommendations on how IFC can further strengthen its additionality

    Abstract: Sustainable debt is loan or bond financing that helps mitigate or address a specific environmental or social concern or achieve positive environmental or social outcomes. The term environmental, social, and governance (ESG) investing, often used interchangeably with sustainable investing, denotes an investment approach wherein investors apply nonfinancial factors related to ESG issues in their investment analysis to identify risks and opportunities. The practice of ESG investing began in the 1960s as socially responsible investing, with investors excluding stocks or entire industries from their portfolios to avoid investing in morally questionable businesses. In recent years, ESG investing has garnered tremendous interest because of the recognition of environmental and social risks to the global economy; the urgency that the Paris Agreement and the 2030 agenda for sustainable development have created; and the resulting impetus to finance initiatives that help limit global warming, environmental degradation, and various social problems. Investors use a variety of strategies, including negative or exclusionary screening, positive screening, integration of ESG considerations, thematic and impact investing, and active ownership and stewardship, to incorporate ESG considerations into their investment processes. Climate change, resource scarcity, and demographic and social change feature prominently in several investment strategies.     Abstract: The world needs more urgent and ambitious action to address climate change. Seventy-one countries have pledged to reach net-zero emissions by midcentury. Nevertheless, achieving decarbonization and adapting to climate change will require fundamental changes in the production of goods and services by firms and the consumption patterns and behavior of citizens. Climate change poses difficult challenges for policy makers, and three particular challenges make the open government principles of transparency, participation, and accountability especially important. First, countries often face the political challenge of credibly committing to climate action over the long term, in that they must commit to action over multiple electoral cycles if the private sector, households, communities, and public entities are to adopt new technologies and change behavior. Second, climate change requires coordination between government and nongovernment actors, as there will be winners and losers along the way and governments will need to work toward consensus to balance the outcomes. Third, governments have to translate promises into climate action. The principles of open government can be especially useful in tackling all three challenges by harnessing and ensuring citizen trust in government and in the legitimacy of climate-directed policy decisions. This note will show how the use of open government principles and mechanisms can make a notable contribution to climate change action. It provides examples of such measures as well as an inventory of existing good practices and tools, which can serve as a source of inspiration for policy makers and citizens alike

    Abstract: This legal analysis provides an assessment of Ghana's key legal and regulatory frameworks for the priorities highlighted in Ghana's Nationally Determined Contributions (NDCs) and Ghana's climate agenda more generally. The assessment includes an analysis of gaps or inconsistencies between the Government's stated climate plans and commitments and existing national policy and legislation, with a view to evaluating the ability of existing legal frameworks to support Ghana's delivery of its climate commitments and policy goals. The analysis focuses on four key sectors: water; agriculture, forestry, and other land use (AFOLU); energy; and transport. In addition, the legal analysis research team identified broader elements of the legal enabling environment in Ghana that are essential to the effective implementation of Ghana's NDC and the achievement of Ghana's climate policy goals; these elements include the country's constitution, law-making and rulemaking processes, administrative and judicial enforcement mechanisms, environmental and social impact assessment laws and regulations, and the legal frameworks to mobilize public and private finance. The analysis proposes general and sector-specific recommendations to better align existing national policy and legislation with the Government's national and international climate change commitments. The purpose, scope, and analytical framework for this legal analysis are presented in Chapter 1 and Annex I

While adopting new technologies benefits the credit reporting industry, unintended negative outcomes of these technologies from ethics and human rights perspectives must also be considered. The white paper begins with a brief introductory section, followed in section 2 with a discussion of technology use in credit reporting, with a special focus on the key disruptive technologies being increasingly adopted by the industry.     Abstract: This evaluation assesses the quality of the World Bank's early response to the COVID-19 crisis and the initial steps toward recovery, focusing on the health and social response. It concentrates on the relief stage and support to restructure systems in the first 15 months of the pandemic (February 1, 2020, to April 30, 2021) in 106 countries. A parallel Independent Evaluation Group evaluation looks at the World Bank Group support to address the economic implications of the pandemic. To assess the quality of the response, the evaluation is guided by a theory of action that synthesizes evidence in three dimensions: relevance of support to the needs of countries; implementation, learning, and adjustment; and operational policy and partnerships to support smooth responses in countries. As the response is ongoing, the evaluation does not assess effectiveness but considers early results and pathways that are expected to lead to outcomes. The findings from the evaluation inform four recommendations for ensuring stronger future preparedness: (i) Use the World Bank's crisis recovery efforts to strengthen the resilience of essential health and education. (ii) Apply a gender equality lens to health and social crisis response actions across sectors. (iii) Help countries strengthen regional cooperation and crisis response capacities for public health preparedness. (iv) Build on the COVID-19 experience to strengthen the World Bank's internal crisis preparedness so that it has the tools and procedures ready to respond in future emergencies

    Abstract: The objective of this paper is to develop guidance for host countries on assessing and choosing their approach to participation in Cooperative Approaches of Article 6 of the Paris Agreement. The main audience is government officials in charge of Article 6 in potential host countries. Decisions on Article 6 engagement for host countries could happen on three levels: (i) High-level ("strategic"): the overall decision on whether to participate. This answers the question, "under what conditions would it be beneficial to participate in Article 6?"; (ii) Mid-level ("tactical"): the overall decision on how to participate. This would address key considerations for host countries once they have decided to participate in Article 6, both to minimize risks and to maximize opportunities (for example, using international versus domestic standards, bilateral versus multi-lateral cooperation, detailed approaches to minimizing overselling risks)?"; (iii) Low-level ("operational/technical"): the choices on implementing the various strategic and tactical decisions. This answers the question, "what specific tools, practices and steps are necessary to participate?" (for example, choice of registry, detailed project cycle, requirements to ensure environmental integrity, options for reporting). This paper addresses the first two levels only, while the operational decisions will be addressed in other Article 6 Approach Papers and related guidance. After presenting some fundamental concepts related to Article 6 in section 2, sections 3 and 4 explain the considerations for the strategic and tactical decisions about participation in Article 6. Section 5 then focuses on the chronological process and steps to make these decisions. This paper builds on and references other Article 6 Approach Papers, Partnership for Market Readiness (PMR) work on developing Article 6 participation guidance for selected countries, and the experience of the Carbon Initiative for Development (Ci-Dev)'s Standardized Crediting Framework

    Abstract: Transport is a priority action area under the World Bank's Climate Change Action Plan. Climate action in the transport sector is essential as the sector emits approximately 24 percent of the global total of energy-related carbon emissions and, without aggressive measures, the World Bank expects emissions from transport to grow 60 percent by 2050. This EIN was guided by the overall question: How has the World Bank been approaching transport decarbonization To answer this question, the note uses existing evidence from the self-evaluation system of the World Bank, including Implementation Completion and Results Reports prepared by the project teams and the associated Independent Evaluation Group (IEG) validations, relevant information from other project documents, literature from policy and academic sources, advisory services and analytics, country strategies, and existing IEG evaluations. This systematic review provided the basis for four main insights into the current patterns of World Bank work on transport decarbonization and the identification of a range of potential actions to exploit opportunities for decarbonization: (i) The World Bank has steadily increased the number of projects with decarbonization content, especially in low income countries, and has recently put together a strong knowledge base on transport decarbonization. (ii) Nevertheless, transport decarbonization in World Bank lending remains timid against the needed contributions to the Climate Change Action Plan. (iii) Country-specific decarbonization diagnostics and analytical work has been limited, and transport decarbonization seldom makes it onto the World Bank's strategic country agenda. (iv) The World Bank has rarely measured transport decarbonization directly

    Abstract: Lesotho witnessed poverty reduction prior to the Coronavirus (COVID-19) pandemic and the subsequent shocks, but the pace was slow, and poverty remained widespread. The World Bank Group (WBG)'s partnership with Lesotho is fully aligned with the country's development vision articulated in the second National Strategic Development (NSDP II) and key findings of its 2021 Mid-Term Review. The overall objective of the proposed CPF FY2023-2027 is to support Lesotho in building a sustainable and resilient economy in a post-COVID environment by promoting a private sector driven, export-oriented economy for job creation supported by an enabling, efficient and effective public sector. The CPF consists of three high-level outcomes (HLOs) -increased employment in the private sector, improved human capital outcomes and improved climate resilience with seven objectives under the HLOs. There are two foundational themes (governance and government capacity, and macroeconomic and fiscal sustainability) and three approaches (gender, digitalization, and lagging-region approach) that cut across the CPF. The CPF is scheduled to be finalized with the new government by early 2023

    Abstract: Croatia's high degree of municipal fragmentation has been consistently recognized as a weakness and one of the main problems of its intergovernmental fiscal system. The report argues that the problem of fragmentation is in essence a problem of capacity. The objective of this report is to review international experiences and lessons in the promotion of local government mergers and municipal associations to inform efforts to advance institutional reform in Croatia and address the problem of low local government capacity. The report is organized into six sections. The first section is introduction, the second section reviews the fragmented territorial administrative structure in Croatia, and the third is devoted to unpacking the concept of local government units (LGU) capacity. The fourth section focuses on relevant international experience related to municipal fragmentation and capacity deficiencies, and the fifth examines incentive measures for Intermunicipal Cooperation (IMC) and the creation of associations or commonwealths.     Abstract: Integrating climate and development is a pillar of the World Bank Group's (WBG) Climate Change Action Plan 2021-25. To advance its implementation, the WBG has launched the Country Climate and Development Report (CCDR). This new, core diagnostic tool analyzes how a country's development goals can be achieved in the context of adapting to, and mitigating against, climate change. As such, the Pakistan CCDR provides analysis and policy recommendations on how to harmonize the country's efforts to achieve further economic growth and lower poverty rates, on the one hand, with the pursuit of a climate-resilient, low-carbon, and equitable development path, on the other. In light of the devastating 2022 heatwaves and floods and the country's vulnerability profile, the CCDR puts a strong emphasis on the need for building long-term resilience. Further, it explores pathways for Pakistan to achieve deep decarbonization by 2050, and eventually reach net-zero emissions by 2070 without undermining its development ambitions. It also provides assessment on technical, financial and institutional and governance frameworks needed for these climate transitions. Most importantly, it attempts to capture the centrality of people in climate policies by assessing how climate risks affect lives and livelihoods, and ways in which governments can build resilience and address poverty, distributional and job impact of climate change and climate actions. Lastly, it sheds lights on ways for Pakistan to galvanize cooperation between public and private sectors and support from international communities

    Abstract: Serbia needs to transition to a greener growth model for internal and external reasons. Internally, Serbia's economy is still characterized by low energy and resource productivity, with significant impacts on health and the environment. As a candidate country for EU membership, Serbia also needs to react to external influences by aligning domestic policies with the EU's energy, environment, and climate legislation, while avoiding negative impacts of the EU's planned Carbon Border Adjustment Mechanism (CBAM). This report draws from a rich analysis to provide recommendations on how the transition to greener and more resilient growth in Serbia can begin. First, environmental fiscal reforms are needed to incentivize the adoption of more environmentally friendly technologies. The implementation of carbon pricing will also enable Serbia to proactively prepare for the upcoming EU CBAM. The proceeds of carbon pricing should be reinvested in innovation and education to further accelerate the green transition. Second, institutional frameworks need to be strengthened to support the government in delivering on reforms. Third, sector-specific reforms will need to address important challenges like energy efficiency, air pollution, waste management, water, and wastewater. Importantly, the transition needs to be based on a coherent and adaptive roadmap, which mitigates the risks of 'brown' growth, protects those adversely impacted, and ensures an equitable distribution of the benefits of increased growth

    Abstract: Iraq's economy is rebounding thanks to rising oil output and a recovery in domestic economic activity after the pandemic. Higher government oil revenues, driven by increased export prices and quantities, have significantly strengthened the fiscal position and international reserves. Without deeper structural reforms and economic diversification, Iraq's extreme oil dependence leaves it vulnerable to commodity price volatility. Persistent high oil prices bode well for the economic outlook, but global demand is expected to gradually weaken. Downside risks to the economic outlook relate to further weakening of global demand, insecurity and political instability, and renewed inflationary pressures. Vulnerabilities could further be amplified by intensifying climate change shocks both in physical and financial terms. Furthermore, Iraq's dependence on oil leaves it vulnerable to new economic risks amid the global transition towards a decarbonized world. A new government was confirmed into office in October 2022, marking a new opportunity to implement reforms towards economic diversification, tackling longstanding structural challenges and addressing climate challenges

    Abstract: Climate change poses major risks for development in the Philippines. Climate shocks, whether in the form of extreme weather events or slow-onset trends, will hamper economic activities, damage infrastructure, and induce deep social disruptions. Adaptation to the risks of climate change, including both extreme events and slow-onset problems, is thus critical for the Philippines. Policy inaction would impose substantial economic and human costs, especially for the poor. Adaptation cannot eliminate the costs of climate change, but it can substantially reduce them. Many adaptation responses also contribute to mitigation; conversely, many mitigation measures generate local co-benefits, such as reduced air pollution. Although the Philippines is a relatively low emitter of greenhouse gas (GHG), it can contribute to global mitigation efforts through an energy transition, including a shift away from coal. The investment costs of such adaptation measures and an energy transition are substantial but not out of reach. The Philippines Country Climate and Development Report (CCDR) comprehensively analyzes how climate change will affect the country's ability to meet its development goals and pursue green, resilient, and inclusive development. The CCDR helps identify opportunities for climate action by both the public and private sectors and prioritizes the most urgent development challenges impacted by climate change in the Philippines

    Abstract: In Jordan, natural resource scarcity and import dependence mean pronounced climate change impacts are inevitable and adapting to climate change is a pressing development priority. A new World Bank diagnostic tool, The Country Climate and Development Report explores the linkages between climate and development and identifies priority actions to build resilience and reduce carbon emissions, while supporting economic growth and reducing poverty. The report indicates that Jordan's trajectory in meeting its climate and development goals will be largely determined by policy and investment choices in five strategic sectors - water, energy, agriculture, transport and urban development. The transformation of those sectors towards a resilient and low carbon path would need to be closely coordinated along two nexuses to maximize co-benefits and to reduce potentially negative socio-economic impacts: the water-energy-food security nexus, in a context of extreme water scarcity and pressing adaptation needs, and the urban-transport-energy nexus, which is at the core of the shift towards a low-carbon growth path. Jordan will need to use a combination of avenues to leverage financing for priority climate action. Selected policy reforms to improve the management of public investment in key sectors, attract and leverage private sector financing, incentivize end-users and change behaviors, and ensure greater engagement of the financial sector will all be essential for the achievement of Jordan's climate priorities. Equally important will be the identification of additional financing for priority investments, without which the country's climate commitments may remain out of reach

    Abstract: Like most countries in the world, Vietnam is increasingly seeing its development affected by climate change. With a coastline of 3,260 kilometers that includes major cities and production sites, Vietnam is highly exposed to sea-level rise. Climate change impacts on the Vietnamese economy and national welfare are already significant-about 3.2 percent of gross domestic product (GDP) in 2020-and they are expected to escalate rapidly even if greater efforts are made to mitigate future climate change around the world. Vietnam has historically had very low greenhouse gas (GHG) emissions, but over the past two decades, it has seen some of the fastest emissions growth rates in the world. From 2000 to 2015, as GDP per capita increased from USD 390 to USD 2,000, per capita emissions more than quadrupled. Vietnam's GHG emissions are associated with toxic air pollution in many of its cities today, with implications for health and labor productivity. At the UN Climate Change Conference in Glasgow in November 2021 (COP26), the Prime Minister made several commitments, including an ambitious target of reducing emissions to net zero by 2050. Vietnam's increased attention to climate change and the environment reflects the growing economic costs of resource depletion and climate impacts, which have already started to harm trade and investment- two key drivers of the nation's robust growth and job creation in recent decades. Vietnam now faces critical questions about how to respond to climate change: How intensively should it work to adapt to previous and predicted damages caused by climate change, given the uncertainty of global mitigation efforts? How much will it cost to reduce GHG emissions? How can the private sector be mobilized to help achieve Vietnam's climate goals? Are there trade-offs between adaptation and mitigation investments? Are there trade-offs between economic growth, poverty reduction, and climate action, and how can they be managed? Which sectors and regions should be prioritized? What are the distributional implications of a low-carbon, climate-resilient growth path? The Vietnam Country and Climate Development Report (CCDR) investigates these questions. One of the first in a series of country-level diagnostics produced by the World Bank Group (WBG) under its 2021-2025 Climate Change Action Plan, the CCDR examines the adaptation and mitigation challenges faced by Vietnam.     Abstract: The success of ID projects goes beyond technology-people need to understand and trust the ID system, and governments require information to monitor, evaluate, and improve implementation. If a system is poorly designed and does not reflect the needs and views of the communities it is intended to serve, this can lead to inefficient solutions, trust deficits, low adoption, and exclusion of marginalized groups. Systematic engagement can help improve outcomes for both government and population by fostering confidence and providing early identification of potential problems. The importance of developing ID systems based on inclusion, trust, accountability, and transparency has been recognized by the international community in the Principles on Identification for Sustainable Development. This guidance note aims to inform practitioners undertaking civil registration and ID system projects about the benefits and importance of proactively and meaningfully engaging with civil society organizations (CSOs). Practitioners will also be equipped with leading practice tools and resources to effectively engage CSOs from design to deployment. The information contained in this note is intended to complement World Bank frameworks on stakeholder engagement, which explain how to consult intended beneficiaries and adversely affected populations as part of the planning, design, and implementation of ID projects. This discussion focuses on the specifics of engaging with CSOs, following the request for further guidance formulated by CSOs and ID authorities themselves; these organizations act as an important intermediary to provide a voice to communities and segments of the population that lack a platform or sufficient organization to influence public decisions

Reducing emissions can be done without comprising development: taken together, CCDR low-carbon development strategies reduce emissions by 70%, without significant impact on growth, provided that policies are well designed and financing is available.     Abstract: This Country Climate and Development Report aims to support Malawi's efforts to achieve its development goals within a changing climate by quantifying the impacts of climate change on the economy and highlighting key policies and interventions that are needed to strengthen climate resilience. The analysis includes climate modeling across multiple scenarios to account for the inherent uncertainty in climate projections; and sector-by-sector analysis and assessment of economywide impacts to identify the biggest impacts. It examines Malawi's current policy landscape and identifies needed reforms; considers how Malawi can best protect its most vulnerable households; and considers how the country can finance its ambitious development and climate agenda, including the key role of the private sector. The analysis shows that climate change will impose large costs on the economy and on already vulnerable households. If Malawi stays on its current low-growth development trajectory, climate change could reduce GDP by 3-9 percent in 2030, 6-20 percent in 2040, and 8-16 percent by 2050). The analysis also clearly demonstrates that development, as set out in Malawi's Vision 2063, provides a strong basis for strengthening resilience to climate impacts. If Malawi was to accelerate implementation of policies and programs envisioned in the Vision 2063 the development trajectory would shift to a higher growth path and climate change impacts would be significantly reduced. But the Vision 2063 development path will not be enough and building greater resilience to climate change will require doing different things and doing things differently. With additional adaptation measures, the analysis shows that not only is the impact of climate change on GDP much smaller, GDP is higher with climate change and adaptation when compared to the counterfactual with no climate impacts; losses range from -1 to 3 percent in 2030 and 2040, and 1 to 4 percent in 2050
