    Abstract: The proposed book presents the cutting-edge research on the urban development of three cities: Shanghai, Hong Kong, and Singapore. By comparing their responses to the COVID-19 pandemic from an international political economic perspective, this book examines the commonalities and differences in urban governance in these three widely recognized and well-developed Asian cities with outward-oriented economies through the lens of world-systems theory and related theories of historicism. These cities are all generally considered to be under authoritarian regimes, but there are substantial differences in their social systems, rules of law and justice, and administrative structures. In the context of globalization, the cities are competing on a more even playing field. In addition, city governments worldwide are increasingly pursuing growth, land markets, urban regeneration, and large-scale public projects. With the advent of globalization, urban development is gradually changing from the past crude model of spatial expansion and land finance to a more refined model of socioeconomic development driven by industrial upgrading and enhanced consumption. However, cities’ political and economic contexts and governance systems vary greatly. Unsurprisingly, given their differences, the three cities of Shanghai, Hong Kong, and Singapore demonstrated varied responses to the COVID-19 pandemic. This book discusses the efforts of these governments to address and reduce the spread of COVID-19 as well as how national responses to the pandemic outbreak were influenced by global dynamics, geopolitics, and each nation’s particular historical context.

    Abstract: The book investigates commercial banking, covering the European framework, the Anglo-Saxon systems, and the Asian area in a comparative approach in trying to answer the following questions: Which is the commercial banking business model of the future? What do we expect a bank to be and to do in the new economic and social reality? How might banking supervision over commercial banks as well as market competition change? The book showcases how three factors or driving forces influence the future of commercial banking: i) fintech innovations (such as artificial intelligence, cryptocurrencies, blockchain, algorithmic trading, machine learning and electronic payments, to name a few), ii) covid-19 measures, and iii) SDG policy priorities. Geared toward academics, scholars and students of banking and financial services, the book will explore how these three factors have different weight in the different legal contexts. Marco Bodellini is a Senior Research Scientist in sustainable finance at the ADA chair in financial law and inclusive finance at the University of Luxembourg, House for Sustainable Governance and Markets, and a Lecturer in banking and financial law at the University of Bergamo. His main areas of research include bank crisis and resolution, corporate governance of financial institutions, systemic risk and financial stability, shadow banking and investment funds, fintech, and sustainable finance.     Abstract: This open access book aims to emphasize the potential for Japan, Europe and Indo-Pacific countries including the US to respond to shared domestic and international challenges on finding joint ways to uphold and develop the liberal international order (LIO) in the Asian Pacific region and the world. It explores how these countries and the region (the EU) can work together to promote solidarity and cooperation to advance democratic standards and rules-based norms globally. The US understands the LIO in a political sense and centers its focus on democracy, aiming to build a coalition of democracies opposed to China and Russia which represent a kind of authoritarian axis. The US aims both to defend the LIO and respond to the China challenge and to build a coalition of countries that will do both. In contrast European countries aim at defending the “rules-based order”—a term preferred because they fear that the concept of the LIO might alienate or antagonize non-democratic countries. They face a dilemma between working with China to reform the LIO or, in seeking to defend it from China, excluding China. Germany and France differ regarding whether to play a passive or active role in the Indo-Pacific, the former choosing to preserve peace and stability for continued exports, and, until recently, doing little to contribute to security. Its views echo those of the ASEAN countries, which are unable or unwilling to take an active role in protecting the LIO. On the contrary France, along with the UK, actively carries out presence operations in the Indo-Pacific. Rather than upholding US dominance, France supports a multipolar order that will also reduce China’s influence in the region, with France acting as a balancing power and offering an alternative to the choice between China and the United States. Japan and India show interest in European views with the former leaning more toward its allies, the US and AUKUS, and the latter seeing Europe less as an alternative to the status quo and more as a complement of QUAD. This book concludes that the US needs to build coalitions rather than forcing allies and neighbors to choose sides, while Japan, Asian countries, and Europeans should more actively reform the LIO

    Abstract: Sustainable (public and private) finance is closely interlinked with the Sustainable Development Goals (SDGs). The latter focus on enhancing the protection of both social and environmental assets at the local and global level, from the real economy and everyday life to financial markets and public policies, thereby laying the groundwork for a transition. Global sustainability challenges – including climate change, natural resource depletion, and rising inequality – are affecting the commercial environment and real economy in a way that presents both risks and opportunities for the private and public financial sectors. On the one hand, policymakers and investors (including banks and pensions funds) are increasingly recognizing the environment’s implications for the financial sector through both physical and transitional risks, producing impacts on financial services and products, not to mention corporate governance. On the other hand, governments and European and international institutions are aware of their sustainability-related responsibilities and the consequences of their actions. Both regulate and supervise financial markets but also use their budgetary and tax policies (e.g. carbon tax) and their participation in financial markets (e.g. green bonds and development banks) to overcome sustainability challenges. Therefore, the objective of this book is to help readers understand how private and public financial systems can be modified to create better value for society through sustainable approaches and initiatives such as the integration of environmental, social, and governance (ESG) factors in investment, procurement, and budgeting.

    Abstract: Die Arbeit untersucht rechtsvergleichend Verfahrenseinstellung unter Auflagen bei der Sanktionierung von Unternehmen als bedeutsamen Teilaspekt eines Unternehmenssanktionsrechts in den Vereinigten Staaten von Amerika und in Deutschland und leistet mit ihren Ergebnissen einen Beitrag zur Reform des Verbandssanktionenrechts in Deutschland. Im US-amerikanischen Recht wertet die Arbeit sämtliche knapp 600 deferred prosecution agreements und non-prosecution agreements aus, die Unternehmen und Staatsanwälte zwischen den Jahren 1992 und 2020 zur Verfahrenseinstellung vereinbart haben. Im deutschen Recht liegt der Schwerpunkt auf der Untersuchung der Möglichkeit der Verfahrenseinstellung unter Auflagen im geltenden Ordnungswidrigkeitenrecht sowie im Verbandssanktionengesetz-E, das in der 19. Legislaturperiode als erster Gesetzentwurf einer Bundesregierung zum Unternehmenssanktionsrecht in den Bundestag eingebracht wurde. Auch wird beleuchtet, welche Auswirkungen eine Verfahrenseinstellung unter Auflagen in den Vereinigten Staaten und in Deutschland als Erstverfolgerstaat auf ein Straf- bzw. Sanktionsverfahren wegen desselben Sachverhalts in der jeweils anderen Rechtsordnung als Zweitverfolgerstaat hätte. Die gewonnen Erkenntnisse werden einem Gesetzesvorschlag zugeführt. Die Autorin Raphaela Queck studierte Rechtswissenschaft in Heidelberg, Santiago de Chile, Münster und Berlin. Im Anschluss war sie als Rechtsanwältin in Berlin mit Spezialisierung im Wirtschaftsstrafrecht tätig. Seit 2021 arbeitet sie als Referentin im Bundesministerium für Wirtschaft und Klimaschutz in Berlin.

    Abstract: Around 100 central banks currently research or develop their own central bank digital currency (further CBDC). Two projects recently moved into the production phase. The introduction of CBDC by at least one major central bank in the coming years seems unavoidable, which would form a tipping point. CBDC would then enter the mainstream of the banking sector. This trend requires assessing CBDC projects broader than the central banks do. This chapter considers concerns regarding the introduction of CBDC and its design criteria. Addressing those issues at an early stage allows us to mitigate them. The most obvious concern concerns the central bank money's public security in the era of growing cyber threats. The other evident concern concerns privacy. However, one particular angle of discussions on CBDC does not get enough attention – sustainability. This chapter assesses whether and how current CBDC projects include sustainability, public security, and privacy. It then addresses areas worth further development to increase the implementation of sustainability by the central banks. Finally, this chapter reconstructs a design of CBDC that would be most desired from the perspective of sustainability, public security, and privacy, showing how taking those perspectives into consideration influences social acceptance of CBDC

The Cambodian case shows that financial development of low- and middle-income countries is promoted mutually by dollarization and that policies to separate the two are necessary to curb dollarization.     Abstract: Populist rage, ideological fracture, economic and technological shocks, war, and an international system studded with catastrophic risk - the early decades of the twenty-first century may be the most revolutionary period in modern history. But it is not the first. Humans have lived, and thrived, through more than one great realignment. What are these revolutions, and how can they help us to understand our fraught world? In this major work, Fareed Zakaria masterfully investigates the eras and movements that have shaken norms while shaping the modern world. Three such periods hold profound lessons for today. First, in the seventeenth-century Netherlands, a fascinating series of transformations made that tiny land the richest in the world - and created politics as we know it today. Next, the French Revolution, an explosive era that devoured its ideological children and left a bloody legacy that haunts us today. Finally, the mother of all revolutions, the Industrial Revolution, which catapulted Great Britain and the US to global dominance and created the modern world.     Abstract: Den EU-Binnenmarkt zu schützen ist fundamentale Grundvoraussetzung für die Existenz und den Fortbestand der Europäischen Union. Im Lichte dessen wurde am 14. Dezember 2022 die VO 2560/2022 zur Regulierung verzerrender drittstaatlicher Subventionen auf dem EU-Binnenmarkt erlassen. Sie trat im Januar 2023 in Kraft. Das neue Regelungsregime ist dabei ein Novum; überwindet es bisherige klassische dogmatische Grenzen auf EU-Ebene, verbindet klassisch kartellrechtliche Elemente, Elemente des EU-Beihilferechts, des EU-Vergaberechts und des EU-Außenwirtschaftsrechts mit dem Ziel, den EU-Binnenmarkt robuster gegenüber Verzerrungen durch drittstaatliche Subventionen zu machen. Die vorliegende Untersuchung macht es sich zur Aufgabe, die neue Verordnung umfassend auf ihre Rechtmäßigkeit im Sinne der aufzuzeigenden Problemstellung hin zu untersuchen.     Abstract: Minimizing the adverse social and economic consequences of the energy transition is an important social aspiration. It is the essence of the "just transition," the connective tissue that binds together climate goals with social outcomes centered around jobs. This policy note proposes the first iteration of a just transition policy framework built around three interrelated and mutually reinforcing pillars. These include: (i) a system for determining a hierarchy of priorities for activities, sectors, or groups that are to be compensated for the negative impacts they suffer from the transition to a low-carbon economy or supported because they contribute directly to a more equitable sharing of the costs and opportunities from the transition; (ii) a fiscal transfer mechanism to allocate public funds consistent with these priorities; and (iii) financial flows enablers, a set of instruments or policy interventions to facilitate private financial flows to activities or projects that are deemed to contribute to a more just transition. The assessment provides seven key takeaways for consideration by competent authorities to strengthen further the EU just transition policy framework going forward. These are: (i) narrowing the scope of the framework by focusing on social support and/or land restoration, while encouraging private sector funding for economic revitalization projects; (ii) enhancing data collection on social impact assessment to better understand the negative effects of climate transition initiatives and prevent "social washing"; (iii) embedding just transition considerations in sustainability regulations by including relevant indicators and metrics; (iv) providing guidance on assessing just transition-related risks for financial firms in prioritized regions and sectors; (v) clarifying supervisory expectations for financial firms regarding just transition-related litigation and liability risk; (vi) encouraging the development of financial instruments for the just transition; and (vii) maximizing the role of multilateral development banks in de-risking just transition projects, especially in member countries with limited resources and capacity

    Abstract: Water is a critical natural resource, a global public good, and an essential service. Water security is central for countries to achieve long-term development objectives in the current context of climate change, including protecting infrastructure assets, safeguarding agricultural production, producing sustainable energy, and protecting vulnerable populations. However, water resources are under severe stress and water services delivery is deficient due to underinvestment in the sector. Current levels of global investment in water are inadequate to meet the water sustainable development goals (SDGs) and address climate impacts. Large, coordinated flows of public, concessional, and private capital are needed to compensate for decades of underinvestment in the water sector, and to meet present and future challenges. Governments have a leading role to play in establishing the enabling conditions and necessary reforms to facilitate a greater flow of public and private finance for required water sector investments. International financial institutions and multilateral development banks need to support these efforts, together with other stakeholders, at the country level. The private sector, in addition to being a key user of water resources and a beneficiary of water services, has an important role to play in providing financing, innovative approaches, and expertise, as well as absorbing risk, with aligned incentives for achieving targets and efficiency levels. The World Bank Group recognizes the water-climate-food-energy nexus and the importance of a water secure world for all. The World Bank Group's scaling up finance for water strategic framework outlines actions and priorities for national governments, the World Bank Group, and other development partners to improve the planning and mobilization of funding and financing for water sector investments, and to promote efficiency in spending.     Abstract: Using a policy change in the Netherlands in 2012 that made it easier and less costly for firms to employ high-skilled short-stay non-European Union workers and a matched employer-employee data, this paper shows that firms in high-skill industries respond by both employing a higher share of non-European Union immigrants and increasing the total amount of offshoring to non-European Union countries. With reduced costs of hiring short-stay non-European Union workers, small firms hire and fire more non-European Union workers in a given year. Many of these workers return to their home countries, establishing direct connections that boost offshoring to firms in the Netherlands. By contrast, large firms absorb some of the workers leaving the small firms. These workers also establish connections between their host and origin countries, boosting offshoring

    Abstract: This paper studies the relationship between participation in global value chains, worker routine task intensity, and within-country wage inequality. It uses unique survey data from 47 countries across the development spectrum to calculate worker-level, country-specific routine task intensity and combines them with sectoral measures of backward and forward global value chains participation. Higher global value chains participation is associated with more routine-intensive work, specifically among offshorable occupations, especially in countries at lower development levels. The results by broad sectors contrast sharply: higher global value chains participation is linked to a higher routine task intensity in offshorable occupations in the industry but a lower routine task intensity in non-offshorable occupations in business services. Higher worker-level routine task intensity is strongly associated with lower wages, so global value chains participation indirectly widens the within-country wage inequality through this routine task intensity channel. At the same time, global value chains participation directly contributes to reduced wage inequality, except for the richest countries. Overall, this analysis finds that global value chains participation reduces wage inequality in most low- and middle-income countries that receive offshored jobs but widens wage inequality in high-income countries that offshore jobs

    Abstract: In this open access book, Mikael Hard tells a story of how people around the world challenged the production techniques and products brought by globalization. Retaining their autonomy and freedom, creative individuals selectively adopted or rejected modern gadgets, tools, and machines. In standard historical narratives, globalization is portrayed as an unstoppable force that flattens all obstacles in its path. Modern technology is also seen as inexorable: in the nineteenth century, steamships, telegraph lines, and Gatling guns are said to have paved the way for colonialism and other forms of dominating people and societies. Later, shipping containers and computer networks purportedly pulled the planet deeper into a maelstrom of capitalism. Hard discusses instances that push back against these narratives. For example, in Soviet times, inhabitants of Samarkand, Uzbekistan, preferred to remain inand expandtheir own mud-brick houses rather than move into prefabricated, concrete residential buildings. Similarly, nineteenth-century Sumatran carpenters ignored the saws brought to them by missionariesand chose to chop down trees with their arch-bladed adzes. And people in colonial India successfully competed with capitalist-run Caribbean sugar plantations, continuing to produce their own muscovado and sell it to local consumers. This book invites readers to view the history of technology and material culture through the lens of diversity. Based on research funded by the European Research Council and conducted in the Global South, Microhistories of Technology: Making the World shows that the spread of modern technologies did not erase artisanal production methods and traditional tools

    Abstract: The Scaling Up to Phase Down approach is a contribution by the World Bank to the ongoing debate on how to accelerate energy transition in low- and middle-income countries (LICs and MICs)-as called for by the 2015 Paris Agreement on climate change-while simultaneously widening access to the reliable and affordable energy that underpins countries' development goals. The approach is intended to be a bridge between the challenges facing World Bank clients who are seeking to transition their power sectors and the development partners supporting their efforts. The energy transition is the process of shifting the global energy system away from the consumption of fossil fuels and toward low-carbon technologies in order to support international goals of limiting climate change. In the next decade, much of this transition will first occur in the power sector because solutions using newer technologies have the potential to become cost competitive with appropriate interventions, and also because the power sector is a powerful pathway for decarbonizing other sectors-most notably transport, buildings, and industry. The power sector is therefore the focus of this report. The power sector transition will advance energy efficiency and decarbonize the energy supply by expanding renewable energy and strengthening electricity networks in order to integrate renewable energy, demand-side management, and end-use electrification. In LICs and MICs, this transition aims to meet the rapidly growing demand for energy in a way that supports inclusive development consistent with net-zero global emissions by mid-century, and builds resilience to the changing climate. A just transition in the power sector should address the needs of workers and communities who are affected by the shift away from fossil fuels; provide modern energy access to millions of people; and protect vulnerable customers from unaffordable energy prices. For the first time, the World Bank has outlined a vision for how the international community can support LICs and MICs to overcome critical barriers that are paralyzing the power sector transition. Drawing on findings of the first set of Country Climate and Development Reports produced by the World Bank, and decades of engagement with energy sector development, this approach distills understanding of the unique challenges that LICs and MICs face in undertaking this transition at the scale and pace required to meet their development and climate needs. The approach may help both World Bank clients and development partners in preparing a roadmap to catalyze and sustain a virtuous cycle that unleashes urgently needed investment in power sector transition. Chapter 1 explains that the capital-intensive nature of clean energy investments, combined with the lack of access to affordable capital, have a disproportionate and distorting effect on the power sector transitions of LICs and MICs. Even where renewable energy has the potential to provide a more affordable energy supply and improve energy security and health, the up-front capital costs that must be borne leave LICs and MICs locked into using costly fossil fuels. Chapter 2 discusses additional barriers to the scaling up of clean energy and the concomitant phasing down of coal. The commitment of governments will be essential in order to foster the policies, regulations, and institutions needed to prepare a pipeline of projects that can attract private capital. This chapter argues that concessional finance is essential in order to overcome the barriers to investments of private capital at the necessary levels. Chapter 3 discusses how public and concessional support must be deployed with a disciplined approach in order to scale up clean energy and energy efficiency. Chapter 4 explains the need to phase down the use of unabated coal, and the instruments to do so in a manner that manages losses and protects the most vulnerable. Chapter 5 concludes the paper with a discussion of how larger and sustained volumes of concessional capital could be more effectively structured within country-based programmatic approaches and technology demonstration partnerships in order to scale up the financial resources and political momentum for transitioning the power sector

    Abstract: This report seeks to support the GoTL in its efforts to build an Adaptive Social Protection (ASP) system. It aims at enhancing knowledge and understanding of ASP and assessing the country's current capacity to provide agile responses to shocks and building resilience. The ASP assessment follows the framework by Bowen and others (2020) which outlined four building blocks essential for effective ASP: i) Institutional arrangements and partnerships; ii) Program design and delivery systems; iii) Data and information systems; and iv) Finance. A 'traffic light' scorecard is used to summarize the status of each building block and identify specific recommendations to strengthen that specific area. The assessment categorizes the overall Social Protection system, each building block, and each dimension, as 'nascent,' 'emerging,' or 'established.' The book responds to three pressing research questions. First, it analyses how fictional texts, plays, images, films, and autobiographical accounts mediate forms of knowledge about migration. Second, it identifies the ways in which specific media approaches and aesthetic practices influence people’s ideas about and awareness of migratory experiences in a globalized world. Finally, it delineates how historical perspectives help us compare epistemological approaches to migration in the nineteenth, twentieth, and early twenty-first centuries, and how these approaches affect the way critics and the public responded to and thought about different forms of (forced) migration.     Abstract: Norwegian egalitarianism refers to the social, political, and cultural practices that promote equality, autonomy, and social justice in Norwegian society. This edited book critically explores the contradictions and paradoxes that challenge the notion of contemporary Norway as an egalitarian society. Through different vantage points, the chapters in this book address how Norwegian egalitarianism is both reproduced and undermined through different practices and institutions in Norwegian society. As such, the book explores the impact of key societal processes, such as globalization, liberalization, and immigration, and argue that Norwegian egalitarianism must be treated as a changing cultural and political phenomenon informed by both normative ideals and political realities. The book aims to encourage new debates about Norwegian egalitarianism, including its trajectories and usefulness as a concept for analyzing change and continuity in Norwegian society

Researchers from across the academic spectrum assembled to discuss climate change. What made it special was that everyone held their lecture as if it took place in an imagined year 2051. The theatre collective Büro Grandezza had released an open call for contributions to a conference in Munich. Almost 50 researchers wrote papers on climate narratives, geoengineering, coastal adaptation and other topics. This particular framework allowed them to break out of the constraints of the current discourse without neglecting methodology or thematic sharpness.
