    Abstract: The Unfinished Politics of Race argues that the past few decades have seen important transformations in the politics of race. Contending that existing accounts have focused narrowly on the mainstream political sphere, this study argues that there is a need to explore the role of race more widely. By exploring the mainstream as well as transitional and alternative spheres of political mobilisation the authors stress the need to link the analysis of both local and national processes in order to make sense of the changing contours of racialised politics. The underlying concern of this study is to outline both a theoretical frame for an analysis of racial politics, and detailed empirical accounts of different arenas of political mobilisation. By exploring the unfinished politics of race, this study provides a timely reminder that the position of racial and ethnic minorities in political institutions remains deeply contested.

    Abstract: "Between November 3rd, 2020 and January 20th 2021, the United States experienced a combination of events that will be remembered as a tragic episode in American history. In the midst of a devastating pandemic, one President was soundly defeated and another sworn in; the first one refused to accept the results of the election while the second calmly took the reins of a government that was struggling to cope with the pandemic and the resulting economic crisis. In the midst of all this, the country was shaken by an attempted coup and by an attendant riot.1 Although it may not turn out that this political and institutional shock "changed everything," it certainly marked the peak -or the nadir - of what will surely be remembered as a "critical juncture"2 in American history.     Abstract: This book explores the main challenges against multiculturalism. It aims to examine whether liberalism and multiculturalism are reconcilable, and what are the limits of liberal democratic interventions in illiberal affairs of minority cultures within democracy. In the process, this book addresses three questions: whether multiculturalism is bad for democracy, whether multiculturalism is bad for women, and whether multiculturalism contributes to terrorism. Just, Reasonable Multiculturalism argues that liberalism and multiculturalism are reconcilable if a fair balance is struck between individual rights and group rights. Raphael Cohen-Almagor contends that reasonable multiculturalism can be achieved via mechanisms of deliberate democracy, compromise and, when necessary, coercion. Placing necessary checks on groups that discriminate against vulnerable third parties, the approach insists on the protection of basic human rights as well as on exit rights for individuals if and when they wish to leave their cultural groups

    Abstract: A devastating challenge to the idea of communism as a 'great leveller', this extraordinarily original, rigorous, and ambitious book debunks Marxism-inspired accounts of its equalitarian consequences. It is the first study systematically to link the genesis of the 'bourgeoisie-cum-middle class' - Imperial, Soviet, and post-communist - to Tzarist estate institutions which distinguished between nobility, clergy, the urban merchants and meshchane, and peasants. It demonstrates how the pre-communist bourgeoisie, particularly the merchant and urban commercial strata but also the high human capital aristocracy and clergy, survived and adapted in Soviet Russia. Under both Tzarism and communism, the estate system engendered an educated, autonomous bourgeoisie and professional class, along with an oppositional public sphere, and persistent social cleavages that continue to plague democratic consensus. This book also shows how the middle class, conventionally bracketed under one generic umbrella, is often two-pronged in nature - one originating among the educated estates of feudal orders, and the other fabricated as part of state-induced modernization

    Abstract: "This volume presents the first systematic comparative analysis of national traditions of local democracy across the developed world, as well as their origins and evolution. It reveals how inclusive local institutions that integrate national and local governance make democracy work better. Across most of the developed world, early forms of the national state entrenched the local power of elites. In Anglo-American and Swiss democracies, state formation imposed enduring tensions with local civic governance. In contrast, inclusive, integrative local institutions in Northern Europe enabled close links with central government around common local and national agendas, producing better governance and fuller democracy to the present day. Through comparative analysis, the authors demonstrate how institutions for local governance and the participation of civil society differ widely among developed democracies, and how local democracy relates to national democracy. The resulting insights fundamentally recast our understanding of how to build and maintain more effective democracies"--

    Abstract: The EU is many things: a civilization ideal to emulate, an anchor of geopolitical stabilization, a generous donor and a historical lesson on cooperation across nations. A fixer of national governance problems, however, it is not. In this book, Mungiu-Pippidi investigates the efficacy of the European Union's promotion of good governance through its funding and conditionalities both within EU proper and in the developing world. The evidence assembled shows that the idea of European power to transform the quality of governance is largely a myth. From Greece to Egypt and from Kosovo to Turkey, EU interventions in favour of good governance and anti-corruption policy have failed so far to trigger the domestic political dynamic needed to ensure sustainable change. Mungiu-Pippidi explores how we can better bridge the gap between the Europe of treaties and the reality of governance in Europe and beyond. This book will interest students and scholars of comparative politics, European politics, and development studies, particularly those examining governance and corruption.

    Abstract: The 2016 US election highlighted the potential for foreign governments to employ social media for strategic advantages, but the particular mechanisms through which social media affect international politics are underdeveloped. This Element shows that the populace often seeks to navigate complex issues of foreign policy through social media, which can amplify information and tilt the balance of support on these issues. In this context, the open media environment of a democracy is particularly susceptible to foreign influence whereas the comparatively closed media environment of a non-democracy provides efficient ways for these governments to promote regime survival.

    Abstract: "There is one country in the world which is everybody's dream: Switzerland. The small Alpine Republic is universally perceived as the world's highest achievement in democracy, human rights, the rule of law and economic competitiveness. The end results of such achievements, of course, are prosperity and happiness, for which Switzerland also leads in global charts. Legend has it that some inner Swiss qualities have fashioned this miracle; perhaps some deeply engrained virtue that the nation of clock makers possesses has spilled over into their splendid governance. Once achieved, the only other thing needed was protection from outside influence so that they could develop peacefully, which the Swiss then managed by means of their famous neutrality. The Swiss seem exceptional in having solved the main problem that nobody else, or only very few, have managed to solve and which is the kernel of the state building challenge of our time. That solution is impartiality of the state to private interest, with the resulting capacity of balancing between various ethnic, religious or economic groups so as to ensure ethical universalism as the norm - in other words everybody is treated equally and fairly. Building a Switzerland in Bosnia - or Iraq - has been many a reformer's dream but ultimately all have failed"--

    Abstract: One of the greatest challenges in the twenty-first century is to address large, deep, and historic deficits in human development. Democracy at Work explores a crucial question: how does democracy, with all of its messy, contested, and, time-consuming features, advance well-being and improve citizens' lives? Professors Brian Wampler, Natasha Borges Sugiyama, and Michael Touchton argue that differences in the local robustness of three democratic pathways - participatory institutions, rights-based social programs, and inclusive state capacity - best explain the variation in how democratic governments improve well-being. Using novel data from Brazil and innovative analytic techniques, the authors show that participatory institutions permit citizens to express voice and exercise vote, inclusive social programs promote citizenship rights and access to public resources, and more capable local states use public resources according to democratic principles of rights protections and equal access. The analysis uncovers how democracy works to advance capabilities related to poverty, health, women's empowerment, and education.

    Abstract: Since the 1980 military coup in Turkey, much of the history and politics of the country can be described as a struggle between democracy and authoritarianism. In this accessible account of the country's politics, society and economics, the authors delve into the causes and processes of what has been called a democratic 'backsliding'. In order to explore this, Yeşim Arat and Şevket Pamuk, two of Turkey's leading social scientists, focus on the mutual distrust between the secular and Islamist groups. They argue that the attempts by a secular coalition to circumscribe the Islamists in power had a boomerang effect. The Islamists struck back first in self-defence, then in pursuit of authoritarian power. With chapters on urbanization, Kurdish nationalism, women's movements, economic development and foreign relations, this book offers a comprehensive and lively examination of contemporary Turkey and its role on the global stage

Because no populist leader had occupied the White House in 150 years, there were many questions about what to expect. Marshaling the long-standing expertise of leading specialists of populism elsewhere in the world, this book provides the first systematic, comparative analysis of the prospects for US democracy under Trump, considering the two regions - Europe and Latin America - that have had the most ample recent experiences with populist chief executives. Chapters analyze the conditions under which populism slides into illiberal or authoritarian rule and in so doing derive well-grounded insights and scenarios for the US case, as well as a more general cross-national framework. The book makes an original argument about the likely resilience of US democracy and its institutions

    Abstract: Political interest is the strongest predictor of 'good citizenship', yet hardly anything is known about it. For the first time in over three decades, here is a study explaining what political interest is, where it comes from, and why it matters. Providing the most thorough description available of political interest in four Western democracies this study analyzes large household panel data sets rarely used in political science to explain how interest develops in people's lives. In an accessible manner, the book's analytical approach pushes applied social scientists to consider how panel data can be used to better understand political behavior. It does so in a way that doesn't gloss over complexities, and explains them in straightforward language. Advanced statistical methods are presented informally, accompanied by graphical illustrations that require no prior knowledge to understand the methods used

    Abstract: Combining international political theory and EU studies, Richard Bellamy provides an original account of the democratic legitimacy of international organisations. He proposes a new interpretation of the EU's democratic failings and how they might be addressed. Drawing on the republican theory of freedom as non-domination, Bellamy proposes a way to combine national popular sovereignty with the pursuit of fair and equitable relations of non-domination among states and their citizens. Applying this approach to the EU, Bellamy shows that its democratic failings lie not with the democratic deficit at the EU level but with a democratic disconnect at the member state level. Rather than shifting democratic authority to the European Parliament, this book argues that the EU needs to reconnect with the different 'demoi' of the member states by empowering national parliaments in the EU policy-making process.

    Abstract: At a time when the legitimacy of democracies is in question, calls to improve the quality of public debate and deliberative democracy are sweeping the social sciences. Yet, real deliberation lies far from the deliberative ideal. Theorists have argued that linguistic and cultural differences foster inequality and impede democratic deliberation. In this empirical study, the author presents the collective practices of political translation, which help multilingual and culturally diverse groups work together more democratically than homogeneous groups. Political translation, distinct from linguistic translation, is a set of disruptive and communicative practices developed by activists and grassroots community organizers in order to address inequities hindering democratic deliberation and to entreat powerful groups to work together more inclusively with disempowered groups. Based on ten years of fieldwork, Political Translation provides the first systematic comparative study of deliberation under conditions of linguistic difference and cultural misunderstandings

    Abstract: Social thinkers have criticized Latin American development as incomplete, backward, and anti-modern.     Abstract: Non-elected actors, such as non-governmental organizations and celebrity activists, present themselves as representatives of others to audiences of decision-makers, such as state leaders, the European Union, the United Nations, and the World Trade Organization. These actors are increasingly included in the deliberation and decision-making processes of such institutions. To take one well-known example, the non-governmental organization, Oxfam, presses decision-makers and governments for fair trade rules on behalf of the world's poor. What entitles such 'self-appointed representatives' to speak and act for the poor? As The Economist asked, 'Who elected Oxfam?'. Montanaro claims that such actors can, and should, be conceptualized as representatives, and that they can - though do not always - represent others in a manner that we can recognize as democratic. However, in order to do so, we must stretch our imaginations beyond the standard normative framework of elections

    Abstract: Are politics local? Why? Where? When? How do we measure local versus national politics? And what are the effects? This book provides answers to these questions, within an explicitly comparative framework, including both advanced and developing democracies. It does so by using a statistically-based and graphical account of party nationalization, providing methodology and data for legislative elections covering scores of parties across dozens of countries. The book divides party nationalization into two dimensions - static and dynamic - to capture different aspects of localism, both with important implications for representation. Static nationalization measures the consistency in a party's support across the country and thus shows whether parties are able to encompass local concerns into their platforms. Dynamic nationalization, in turn, measures the consistency among the districts in over-time change in electoral results, under the presumption that where districts differ in their electoral responses, local factors must drive politics. Each of the two dimensions, in sum, considers representation from the perspective of the mix of national versus local politics

    Abstract: Globalization has reconfigured both the external institutional framework and the intrinsic operating mechanisms of capitalism. The global triumph of capitalism implies the embracing of the market by the state in all its variants, and that global capitalism is not confined to the shell of nation-state democracy. Guoguang Wu provides a theoretical framework of global capitalism for specialists in political economy, political science, economics and international relations, for graduate and undergraduate courses on globalization, capitalism, development and democracy, as well as for the public who are interested in globalization. Wu examines the new institutional features of global capitalism and how they reframe movements of capital, labor and consumption. He explores how globalization has created a chain of connection in which capital depends on effective authoritarianism, while democracy depends on capital. Ultimately, he argues that the emerging state-market nexus has fundamentally shaken the existing institutional systems, harming democracy in the process.

    Abstract: The Paradox of Traditional Chiefs in Democratic Africa shows that unelected traditional leaders can facilitate democratic responsiveness. Ironically, chiefs' undemocratic character gives them a capacity to organize responses to rural problems that elected politicians and state institutions lack. This is the paradox of traditional chiefs in democratic Africa: elected politicians can only effectively respond to rural constituents through institutions constructed and maintained by local leaders who are not worried about electoral terms. Furthermore, the critical role played by chiefs in brokering local development projects forces us to reassess how we understand the basis of their political influence during elections. The book examines the effects of traditional leaders on the electoral connection in Africa through a multi-method approach that combines qualitative research, surveys, and experiments, with particular attention to the Zambian case.

    Abstract: Through a case study of community organizing in the global city of London and an examination of the legacy of Saul Alinsky around the world, this book develops a constructive account of the relationship between religious diversity, democratic citizenship, and economic and political accountability. Based on an in-depth, ethnographic study, Part I identifies and depicts a consociational, populist and post-secular vision of democratic citizenship by reflecting on the different strands of thought and practice that feed into and help constitute community organizing. Particular attention is given to how organizing mediates the relationship between Christianity, Islam and Judaism and those without a religious commitment in order to forge a common life. Part II then unpacks the implications of this vision for how we respond to the spheres in which citizenship is enacted, namely, civil society, the sovereign nation-state, and the globalized economy.     Abstract: This book re-evaluates Almond, Verba, and Pye's original ideas about the shape of a civic culture that supports democracy. Marshaling a massive amount of cross-national, longitudinal public opinion data from the World Values Survey Association, the authors demonstrate multiple manifestations of a deep shift in the mass attitudes and behaviors that undergird democracy. The chapters in this book show that in dozens of countries around the world, citizens have turned away from allegiance toward a decidedly 'assertive' posture to politics: they have become more distrustful of electoral politics, institutions, and representatives and are more ready to confront elites with demands from below. Most importantly, societies that have advanced the most in the transition from an allegiant to an assertive model of citizenship are better-performing democracies - in terms of both accountable and effective governance.

Why is it acceptable for parties to try to win elections by promising to make certain groups of people better off, but unacceptable - and illegal - to pay people for their votes? Why do parties often lavish benefits on loyal voters, whose support they can count on anyway, rather than on responsive swing voters? Why is vote buying and machine politics common in today's developing democracies but a thing of the past in most of today's advanced democracies? This book develops a theory of broker-mediated distribution to answer these questions, testing the theory with research from four developing democracies, and reviews a rich secondary literature on countries in all world regions. The authors deploy normative theory to evaluate whether clientelism, pork-barrel politics, and other non-programmatic distributive strategies can be justified on the grounds that they promote efficiency, redistribution, or voter participation

    Abstract: Drawing on extensive field work in Nicaragua and Argentina, as well as public opinion and elite data, Leslie E. Anderson's Social Capital in Developing Democracies explores the contribution of social capital to the process of democratization and the limits of that contribution. Anderson finds that in Nicaragua, strong, positive, bridging social capital has enhanced democratization while in Argentina the legacy of Peronism has created bonding and non-democratic social capital that perpetually undermines the development of democracy. Faced with the reality of an anti-democratic form of social capital, Anderson suggests that Argentine democracy is developing on the basis of an alternative resource – institutional capital. Anderson concludes that social capital can and does enhance democracy under historical conditions that have created horizontal ties among citizens, but that social capital can also undermine democratization where historical conditions have created vertical ties with leaders and suspicion or non-cooperation among citizens

    Abstract: The diffusion of markets and democracy around the world was a defining feature of the late twentieth century. Many social scientists view this economic and political liberalization as the product of independent choices by national governments. This book argues that policy and political changes were influenced heavily by prior actions of external actors: not just other governments, but international organizations and communities of experts.     Abstract: Firmly rooting its argument in democratic and economic theory, the book argues that a more democratic distribution of communicative power within the public sphere and a structure that provides safeguards against abuse of media power provide two of three primary arguments for ownership dispersal. It also shows that dispersal is likely to result in more owners who will reasonably pursue socially valuable journalistic or creative objectives rather than a socially dysfunctional focus on the 'bottom line'. The middle chapters answer those agents, including the Federal Communication Commission, who favor 'deregulation' and who argue that existing or foreseeable ownership concentration is not a problem. The final chapter evaluates the constitutionality and desirability of various policy responses to concentration, including strict limits on media mergers

    Abstract: In recent years anthropology has rediscovered its interest in politics. Building on the findings of this research, this book, first published in 2007, analyses the relationship between culture and politics, with special attention to democracy, nationalism, the state and political violence. Beginning with scenes from an unruly early 1980s election campaign in Sri Lanka, it covers issues from rural policing in north India to slum housing in Delhi, presenting arguments about secularism and pluralism, and the ambiguous energies released by electoral democracy across the subcontinent. It ends by discussing feminist peace activists in Sri Lanka, struggling to sustain a window of shared humanity after two decades of war. Bringing together and linking the themes of democracy, identity and conflict, this important new study shows how anthropology can take a central role in understanding other people's politics, especially the issues that seem to have divided the world since 9/11

    Abstract: Building on a survey of media institutions in eighteen West European and North American democracies, Hallin and Mancini identify the principal dimensions of variation in media systems and the political variables which have shaped their evolution. They go on to identify three major models of media system development (the Polarized Pluralist, Democratic Corporatist and Liberal models) to explain why the media have played a different role in politics in each of these systems, and to explore the forces of change that are currently transforming them. It provides a key theoretical statement about the relation between media and political systems, a key statement about the methodology of comparative analysis in political communication and a clear overview of the variety of media institutions that have developed in the West, understood within their political and historical context.

    Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity

    Abstract: Government interventions in media markets are often criticized for preventing audiences from getting the media products they want. A free press is often asserted to be essential for democracy. The first point is incorrect and the second is inadequate as a policy guide. Part I of this book shows that unique aspects of media products prevent markets from providing for audience desires. Part II shows that four prominent, but different, theories of democracy lead to different conceptions of good journalistic practice, media policy, and proper constitutional principles. Part II makes clear that the choice among democratic theories is crucial for understanding what should be meant by free press. Part III explores international free trade in media products. Contrary to the dominant American position, it shows that Parts I and II's economic and democratic theory justify deviations from free trade in media products

    Abstract: There is widespread concern that the growth of the Internet is exacerbating inequalities between the information rich and poor. Digital Divide examines access and use of the Internet in 179 nations world-wide. A global divide is evident between industrialized and developing societies. A social divide is apparent between rich and poor within each nation. Within the online community, evidence for a democratic divide is emerging between those who do and do not use Internet resources to engage and participate in public life. Part I outlines the theoretical debate between cyber-optimists who see the Internet as the great leveler. Part II examines the virtual political system and the way that representative institutions have responded to new opportunities on the Internet. Part III analyzes how the public has responded to these opportunities in Europe and the United States and develops the civic engagement model to explain patterns of participation via the Internet.

    Abstract: This 2001 book charts the evolution of clientelist practices in several western European countries. Through the historical and comparative analysis of countries as diverse as Sweden and Greece, England and Spain, France and Italy, Iceland and the Netherlands, the authors study both the 'supply-side' - the institutional context in which party leaders devise and implement their political strategies - and the 'demand-side' - the degree of 'empowerment' of civil society - of clientelism. This approach contends that clientelism is a particular mix of particularism and universalism, in which interests are aggregated at the level of the individual and his family 'particularism', but in which all interests can potentially find expression and accommodation 'universalism'. In contrast, 'consociationalism' and 'corporatism' are systems of interest representation in which interests are aggregated at the level of 'social pillar' or the functional association 'universalism', but in which not all interests can find representation and accommodation 'particularism'

    Abstract: This book presents a systematic overview and assessment of the impacts of politics on the media, and of the media on politics, in authoritarian, transitional and democratic regimes in Russia, Spain, Hungary, Chile, Italy, Great Britain, Germany, Japan, the Netherlands, and the United States. Its analysis of the interactions between macro- and micro-level factors incorporates the disciplinary perspectives of political science, mass communications, sociology and social psychology. These essays show that media's effects on politics are the product of often complex and contingent interactions among various causal factors, including media technologies, the structure of the media market, the legal and regulatory framework, the nature of basic political institutions, and the characteristics of individual citizens.     Abstract: Unlike political or economic institutions, social movements have an elusive power, but one that is no less real. From the French and American revolutions through the democratic and workers' movements of the nineteenth century to the totalitarian movements of today, movements exercise a fleeting but powerful influence on politics and society. This study surveys the history of the social movement, puts forward a theory of collective action to explain its surges and declines, and offers an interpretation of the power of movement that emphasises its effects on personal lives, policy reforms and political culture. While covering cultural, organisational and personal sources of movements' power, the book emphasises the rise and fall of social movements as part of political struggle and as the outcome of changes in political opportunity structure

    Abstract: Much literature on non-Western traditions celebrates the renaissance of indigenous cultures. Others have been more critical of this renaissance, especially with respect to its political implications. This study analyses the assertion of 'tradition' by indigenous elites, looking especially at the way it is used to differentiate 'the West' from the 'non-West'. This is important to contemporary discussion about the validity of democracy outside the West and problems concerning universalism and relativism. The discussion of Fiji focuses on constitutional development and the traditionalist emphasis on chiefly legitimacy. The rise of the Pro-Democracy Movement in Tonga is considered against the background of a conservative political order that has so far resisted pressure for reform. The move to universal suffrage in Western Samoa is seen not as a rejection of traditional ways in favour of democratic norms, but as a means of preserving important aspects of traditional culture

    Abstract: Matthew Arnold's Culture and Anarchy (1869) is one of the most celebrated works of social criticism ever written.     Abstract: Most of the independent nations of the twentieth century have been racked by political disorder and social instability. Ireland is one of the few to have successfully established a stable democratic order. In this book, Jeffrey Prager examines the first decade of Irish independence in order to explain how the Republic of Ireland achieved democracy. In so doing, he provides a deeper understanding of the Irish case while shedding light on the process of democratic consolidation in modern state-building.     Abstract: Existing theories of the nature of the state in Western capitalist democracies have been mostly propounded from one of three major theoretical perspectives, each emphasising a particular aspect of the state: the 'pluralist', which emphasises its democratic aspect: the 'managerial', which emphasises its bureaucratic elements: and the 'class', which focuses on its capitalistic aspect. Each of these theoretical perspectives has contributed something to our understanding of the state, but each also has its limitations. In this book, Alford and Friedland evaluate the strengths and weaknesses of each perspective and present a new, synthetic framework for a more comprehensive theory of the state. Impartially reviewing the major historical and empirical works within each theoretical tradition, they reveal how empirical study has been shaped by theoretical assumptions. They agree that each perspective has a distinctive 'power' to understand part of the reality of the modern state, although it is powerless to explain other parts. In each case, the part that can be explained is the perspective's 'home domain', or the aspect of the state that it emphasises, while other aspects are either rejected or reinterpreted. The authors argue that the state cannot be adequately understood unless full account is taken of each of these home domains, and they suggest how the contributions of each perspective to the explanation of its own domain can be integrated into a new, and more powerful, theory
