    Kurzfassung: In the context of massive environmental problems in Southeast Asia, the countries in the region have decided {u2013} at least in some instances {u2013} to create regimes to solve these problems jointly. This empirical observation is surprising, given the Southeast Asian countries{u2019} general reluctance to regional cooperation, the governance and budgetary constraints that are typical for developing countries and the huge heterogeneity of the involved countries in terms of environmental vulnerability, economic capacity and hegemonic power. This book analyzes the creation and effectiveness of two environmental regimes, one on transboundary haze pollution and a second on resource management of the Mekong. It will be shown that regime creation is extremely problematic and strategies to overcome conflicting actor constellations are mostly lacking

    Kurzfassung: Annotation For more than nine decades, the International Labour Organization (ILO) has been responsible for setting up, monitoring, and implementing international labour standards in order to ensure that workers around the globe enjoy minimum social protection and workers' rights. Lars Thomann examines the ILO's wide ranging efforts to achieve compliance with international labour standards adopted by the organization and ratified by its member states. The author draws on different compliance schools of various strands of international relations theory and discusses them against the background of the ILO's compliance efforts in general and regarding the abolition of forced labour in particular. He shows that even though the ILO has experience in bringing about compliance given its seniority and is in many cases successful in doing so, it is not well equipped to deal with persistent cases of non-compliance. The book is valuable reading for researchers and students in the field of social sciences, as well as for practitioners working on international labour standards

As with other cases of privatisation around the world, the city{u2019}s government argued there was no alternative in a context of public debts and economic restructuring. Drawing on post-structuralist theory, the analysis presented here steps outside the parameters of this neat, straightforward explanation. It problematises the {u2018}hard facts{u2019} upon which the decision was apparently made, presenting instead an account in which facts can be political constructions shaped by normative assumptions and political strategies. A politics of inevitability in 1990s Berlin is revealed; one characterised by depoliticisation, expert-dominated policy processes and centred upon the perceived necessities of urban governance in the global economy. It seems that underdevelopment and conflict go hand in hand. Underdevelopment most often implies large streams of development aid channeled into countries at war.     Kurzfassung: Mainstream liberal narratives have often depicted politics as a matter of power and competing interests, disregarding emotions or conceiving them as threats to a rational and well-ordered society. In the last decades, however, this viewpoint has been increasingly challenged by a number of scholars researching on the complex and multidimensional role of emotions in politics. This edited collection aims at providing a concise but comprehensive introduction to this area of research. The essays contained in this volume focus on a single case, the Obama phenomenon, illustrating empirically how the variable 'emotions' can enrich political analysis. Taken together, the essays reflect the plurality of approaches available to the study of politics and emotions and thus contribute to the cutting-edge debates on this fascinating topic.

    Kurzfassung: The paper introduces to the theoretical and practical dimensions of decentralization in an accessible and systematic way. On the example of the reform process for the Yemeni Urban Water Supply and Sanitation (UWSS), it links the theoretical, conceptual, and methodological aspects of decentralization to empiric problems. Against the background of the increasing water scarcity in Yemen, a reform process for the Urban Water Supply and Sanitation (UWSS) was initiated in 1997. The main elements of the reforms were decentralization, corporatization, commercialization, community participation, financial sustainability, private sector integration, and separation between service delivery, executive, and regulatory functions. Since the start of the reform process UWSS services have progressively been decentralized and the over-centralized National Water and Sanitation Authority (NWSA) has been gradually replaced by a system of UWSS utilities. In 2000 the first local corporation (LC) for UWSS was established in Sanaa and, to date, fifteen LCs, seventeen LC branches, and eleven Autonomous Water Supply and Sanitation Utilities (AUWSSU) are responsible for UWSS services for 95% of the urban population. The UWSS reforms are well underway and are showing results in terms of expanded service delivery and improved performance. However, there are several issues that need to be observed in order to consolidate the on-going decentralization and to produce the targeted outcomes. Furthermore, UWSS needs to respond to high population growth and water scarcity, freshwater availability in Yemen is one of the lowest in the world. Capacity building needs to be extended and more ownership and authority should be decentralized.

    Kurzfassung: Among other influences, a specific set of factors, which are related to the belligerents, any third parties that intervene, or both of them, determine whether a conflict is likely to see mediation efforts in the first place and ultimately the prospects for successful mediation outcomes. However, although there is an extensive body of literature, previous research has rarely addressed the interaction between these actors in conflict and mediation attempts, i.e., how both belligerents and/or mediating parties are tied to each other and how they coordinate an intervention. In order to address these shortcomings, Tobias Böhmelt examines four interrelated, albeit different issues of actors interaction in international mediation as a tool for settling conflicts peacefully. The book will be of interest to students and scholars of political science and international relations with an emphasis on conflict resolution as well as for practitioners of third-party conflict resolution methods.

    Kurzfassung: This book deals with education systems and the change observed within them alongside changes in the wider political economy. The research is conducted by way of a comparative case study of England and Germany. Extending the VoC approach, not only vocational education and training but also school education and higher education are analysed. The point of departure is the puzzling fact that the current reforms of the education systems of both countries are departing from the paths predicted by the VoC approach. The thesis thus argues against institutional path-dependency in the two countries, and in favour of an ideational approach based on discursive institutionalism.     Kurzfassung: Values are central concepts across all social sciences. Communication and media research, however, has not systematically contributed to the field. Merja Mahrt addresses questions on the relationship between mediated value patterns and values of the audience. What role do values play in selective exposure? How are genre and channel preferences intertwined with individual values? What changes does the drastic expansion of a media system bring about? The author analyzes large-scale representative surveys, covering German media users from 1986 to 2007. She finds patterns linking social and materialist values with preferences and usages of print and electronic media. Implications for the role of values in behavior and in media planning are discussed.
