    Abstract: The authors combine an empirical model of external intervention with a theoretical model of civil war duration. Their empirical model of intervention allows them to analyze civil war duration using "expected" rather than "actual" external intervention as an explanatory variable in the duration model.     Abstract: Pigou's conjecture was that under costly taxation public expenditures should not reach the point where marginal benefits equal marginal costs. In the treatment here, public expenditures (and environmental protection) may provide public goods for consumption but also collective inputs for production.
