    Abstract: Labor Migration in Asia: COVID-19 Impacts, Challenges, and Policy Responses analyzes labor migration trends in Asia and puts them in the context of economic and policy developments as well as the changes caused by the coronavirus disease (COVID-19) pandemic. It provides an overview of the labor migration trends to and from different Asian economies and looks at policy settings in major origin and destination economies of labor migrants. Chapter 1 reviews the recent regional trends, including evidence on the impact of the pandemic on flows and remittances. Chapter 2 looks at the available data on migrant job losses and COVID-19 infections, as well as policy responses to the pandemic in the key areas of access to health, occupational safety and health, housing, social protection, and the resumption of labor migration. Chapter 3 focuses on the return and reintegration challenges and policy responses in the wake of the pandemic. This report draws on the discussions that took place at the “11th ADBI-OECD-ILO Roundtable on Labor Migration: Impacts of COVID-19 Pandemic and Building Back Better,” held virtually in April 2021. The event, co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, and the International Labour Organization, brought together regional experts and policy makers. The report provides up-to-date comparative statistics on labor migration flows in, to, and from Asia. Two statistical annexes offer detailed economy fact sheets and coverage of intra-Asia and cross-regional migration flows.

    Abstract: This report documents the increase in labor migration in Asia and looks at how finance and technology can aid its positive impact on home countries. As diasporas increase, governments have reached out to citizens abroad to provide them with financial instruments. Remittance channels have long been consolidated, but financial technology is changing the ways in which migrants remit—reducing fees and opening opportunities for new actors. One occupation driving labor migration, and incurring its own challenges, is work in information technology (IT). This report examines some of the latest developments in financial products and technology aimed at labor migrants from and in Asia, and discerns the factors determining the success of mobile IT workers from India. The four chapters in this report draw on issues raised and discussed during the Seventh Roundtable on Labor Migration in Asia: Finance and Technology to Increase the Positive Impact of Migration on Home Countries, held in Manila on 18–19 January 2017. The event brought together regional experts and policy makers and was co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, the International Labour Organization, and the Asian Development Bank. The report’s introductory chapter reviews recent regional migration trends. Two statistical annexes provide an overview of migration flows within Asia and between Asia and other regions.

    Abstract: Since 2011 an annual Roundtable on Labor Migration in Asia has been organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development (OECD), and, since 2013, the International Labour Organization. The fourth edition of the event, held in January 2014 and titled “Building Human Capital across Borders,” focused on the critical role of human capital both in bolstering migrants’ employment opportunities in foreign countries and in helping them to reintegrate, with new skills and work experiences, after returning. This report, an outcome of the roundtable, captures key trends in migration in Asia and highlights the challenges of building, and benefi ting from, human capital through the migration process.
