Drawing on ten illustrative case studies and unique new data gathered via an OECD questionnaire on agri-environmental policy organisations' experiences with digital tools, this report explores opportunities to improve current agricultural and agri-environmental policies, and to deliver new, digitally enabled and information-rich policy approaches. It also considers challenges that organisations may face to make greater use of digital tools for policy, as well as new risks which increased use of digital tools may bring. The report provides practical advice on how policy makers can address challenges and mitigate risks to ensure digital opportunities for policy are realised in practice. Finally, the report briefly considers the broader regulatory and policy environment underpinning digitalisation of the agriculture sector, with the view to ensuring that use of digital tools for agricultural and agri-environmental policy remains coherent with the digitalisation of agriculture more generally.

L’objectif de la présente Ligne directrice est de décrire les procédures utilisées pour évaluer le potentiel d’irritation oculaire que présente un produit chimique testé en se fondant sur sa capacité́ à réduire la fonction de barrière de modèles d’épithélium cornéen humain (ECh) utilisés dans le TIO Vitrigel. Il est connu que les produits chimiques irritants pour l’œil détruisent d’abord le film lacrymal et la fonction de barrière de l’épithélium cornéen, avant d’induire la mort des cellules épithéliales et, enfin, une dégénérescence du stroma et la mort des cellules endothéliales, ce qui provoque une opacité cornéenne. Pour cette raison, les changements de la fonction de barrière de l’épithélium constituent un effet mesuré pertinent pour détecter l’irritation oculaire. Dans le test d’irritation oculaire Vitrigel, les changements dans le temps de la valeur de la résistance électrique transépithéliale (Transepithelial Electrical Resistance – TEER) révèlent une perte de la fonction de barrière de l’épithélium cornéen suite à l’exposition à un produit chimique testé. Cette situation s’apparente aux lésions observées sur la cornée de lapin après exposition à un produit chimique testé et qui constituent un mode d’action important dans le processus de lésion de l’épithélium cornéen et d’irritation oculaire. Le test d’irritation oculaire (TIO) Vitrigel peut être utilisé dans un champ d’application limité aux produits chimiques ayant un pH 〉 5.0 (sur la base d’une préparation à 2,5 % (p/v)).

    Abstract: Kazakhstan has put in place a well-structured legal and institutional framework for preparing Public Private Partnerships (PPPs) at both the national and regional levels. The government has prioritised PPPs as a delivery mode for both economic and social infrastructure. The central emphasis on PPPs had a strong impact at the regional level with a large number of relatively small projects signed in the past years. At the national level the impact has been modest mostly due to financing challenges. In terms of priority areas for reform, the report outlines capacity building (particularly during the project preparation phase), the need to promote quality over quantity of PPPs, strengthening the methods used to guide the choice of delivery mode, and transparency and accounting of contingent liabilities

    Abstract: The purpose of the test is to measure the capacity of a chemical to activate or inhibit the transcription of a genetic construct (THb/ZIP-GFP X. laevis eleutheroembryos) either by binding to the thyroid hormone receptor or by modifying the amount of thyroid hormone available for transcription. The test is based on the use of a transgenic frog (possessing the genetic construction THb/ZIP-GFP) of the species X. laevis. GFP is a fluorescent protein that can be used to affirm the presence of the substance and to follow its action. This test is based on the quantification of fluorescence, and thus of the GFP protein, throughout the eleutheroembryo exposed to a test chemical. Indeed, if the fluorescence is 〉 12% by including the highest concentration of the test, the test is considered positive. Organisms are exposed in chemically inert cell culture plates (6 wells). Each well contains ten organisms in solution. In a run, 20 organisms are exposed to each test concentration. Tadpoles are exposed to the test chemical at NF stage 45 for a duration of 72 hours. A positive result of the XETA test indicates in vivo that a substance induces damage to the receptor and metabolization of the thyroid hormone. A negative result indicates that, under test conditions, the test substance does not induce detectable damage to the thyroid and its functioning.

    Abstract: The nuclear sector has in recent years been placing increasing attention on the need to better understand variations between cost estimates for the decommissioning of nuclear power plants, as well as the relationship between estimated and actual costs, and the apparent escalation of these costs. Building on previous work by the Nuclear Energy Agency, Cost Benchmarking for Nuclear Power Plant Decommissioning examines approaches and methods for the benchmarking of nuclear power plant decommissioning costs. Particular focus is given to identifying key factors, drivers and constraints to implementing cost benchmarking. These factors are addressed from a broad range of perspectives in order to develop a roadmap for implementation that will garner sufficiently broad support from a wide base of interested stakeholders. The report also identifies a number of perceived barriers that may impede the implementation of benchmarking for decommissioning. Co-ordinated efforts and further analysis will be needed to help remove these barriers.

La OCDE examina las estructuras administrativas nacionales y de cooperación para ofrecer guías al sistema de educación superior en aspectos como la relevancia de las estrategias nacionales existentes, el financiamiento público para las instituciones, la regulación y el aseguramiento externo de la calidad, la equidad social y la innovación de los modelos educativos. Las recomendaciones clave están relacionadas con necesidades como: determinar las responsabilidades sobre las políticas de educación superior y su gestión entre niveles de gobierno; desarrollar una interpretación más responsable de la autonomía universitaria; diseñar y aplicar mecanismos más transparentes y sostenibles del financiamiento público; fortalecer la regulación de la oferta educativa del sector privado al ampliar la cobertura del aseguramiento externo de la calidad en todo el sistema, así como mejorar las medidas públicas para apoyar la equidad (acceso y finalización exitosa). Con los resultados aquí expuestos se tiene el propósito de ofrecer información útil para el Plan Nacional de Desarrollo del nuevo gobierno y su Programa de Educación Sectorial correspondiente. Este informe complementa además otro proyecto más específico titulado Educación superior en México. Resultados y relevancia para el mercado laboral.

The model distinguishes conventional, plug-in hybrid, battery-electric and fuel cell cars. It looks at the privately-owned as well as company car fleets and considers non-monetary factors for vehicle choice. Among these are personal preferences, the availability of recharging infrastructure for electric vehicles, and policy incentives such as subsidies or preferential vehicle use rights. The methodology and the data used for this new passenger car fleet model are described in detail.

    Abstract: This report builds on the OECD Well-being Framework and applies a new perspective that analyses synergies and trade-offs between climate change mitigation and broader goals such as health, education, jobs, as well as wider environmental quality and the resources needed to sustain our livelihoods through time. This report takes an explicitly political economy approach to the low-emissions transitions needed across five economic sectors (electricity, heavy industry, residential, surface transport, and agriculture) that are responsible for more than 60% of global greenhouse gas emissions. Synergies between emissions reduction and broader well-being objectives, such as reduced air pollution and improved health, increase the incentives for early mitigation action. At the same time, the impact of climate policies on issues such as the affordability of energy and jobs need to be taken into account to counter growing economic and social inequalities within and between countries. The report argues that reframing climate policies using a well-being lens is necessary for making visible such synergies and trade-offs; allowing decision-makers to increase the former and anticipate, manage and minimise the latter. This requires us to rethink societal goals in terms of well-being, reframe our measures of progress and refocus policy-making accordingly.

    Abstract: Global natural gas demand is growing strongly, supported by abundant and diversified sources of supply. Liquefied natural gas (LNG) remains a key enabler of international trade development with double-digit growth three years in a row, and with future growth potential supported by another wave of investment decisions in LNG export facilities throughout the world. Much of the growth in LNG consumption is occurring in countries where LNG competes with other sources of natural gas and fuels, meaning LNG importers want more flexibility. The development of LNG spot trading, the growing share of destination-free supply contracts, and the rise of portfolio players as key buyers are all signs that the LNG market is responding to these increasing demands. The International Energy Agency’s fourth edition of the Global Gas Security Review provides a detailed overview of these recent global market trends as well as specific regional analyses for major importing markets. This year’s report focuses on three topics. It first provides an update on LNG market flexibility metrics based on a detailed assessment of recent contractual activity. It analyses the evolution of flexibility in LNG supply procured by traditional Asian buyers for their domestic markets, and how this flexibility could contribute to improving security of supply for fast-growing markets elsewhere in Asia. Finally, this year’s report includes a focus on north-western Europe’s gas security challenges as a major source of domestic supply (the Groningen field in the Netherlands) is phased out.

    Abstract: This article presents the main findings of two OECD Surveys of Senior Budget and Health Officials conducted in the Latin American and Caribbean region. The surveys help to understand the approaches to budgeting, and take account of the prominent role of agents in the health system across the region, including social health insurance agencies and subnational governments. The focus, however, is on the application of performance-orientated reforms to budgeting, and the extent to which countries in the region have adopted such reforms to improve the efficiency of health expenditure to achieve universal health coverage. The findings point to the use of performance and results-based budgeting in the region, along with new models of provider payment systems integrating performance measures.

    Abstract: In light of the many discussions advocating the use of pay-for-performance and performance budgeting, this paper argues that discouraging experience with both approaches should temper expectations that performance measurement can be a reform that will make health care systems more "sustainable" or even more efficient. The link between sustainability and efficiency is tenuous, and attention to performance is not new. Measurement's accuracy tends to be overstated and its costs understated or ignored. Nor does it easily lead to changed behaviour. Yet some measurement is useful for managing any complex activity. In particular, there are situations in which measures are more accurate and the proper responses to shortfalls are generally agreed. Policymakers should look for those conditions and encourage the more limited, targeted improvement that measures then can make possible.

    Abstract: In this article we give a presentation of the Norwegian quality based financing (QBF) mechanism and our experiences with this financing mechanism. The article outlines the main features of the Norwegian health care system, and its financing mechanisms. We then focus in on the QBF with a description of the system and the main considerations on which the system is based. We give a short theoretical framework on how to design quality based financing systems, and show how the consequences can vary depending on the design of the system. The Norwegian system has been evaluated, and the main findings of this evaluation is discussed together with some tentative predictions about the future developments.

    Abstract: BEPS Action 5 is one of the four BEPS minimum standards which all Inclusive Framework members have committed to implement. One part of the Action 5 minimum standard relates to preferential tax regimes where a peer review is undertaken to identify features of such regimes that can facilitate base erosion and profit shifting, and therefore have the potential to unfairly impact the tax base of other jurisdictions. This progress report is an update to the 2015 BEPS Action 5 report and the 2017 Progress Report. It contains the results of review of all BEPS Inclusive Framework members’ preferential tax regimes that have been identified since the BEPS Project. The results are reported as at January 2019. In addition, the Inclusive Framework agreed on a new standard for substantial activities requirements for no or only nominal tax jurisdictions. This report includes the details of this new standard and the other work on additions to and revisions of the harmful tax practices framework. Finally it contains next steps for the work on harmful tax practices.

    Abstract: The Sami have lived for time immemorial in an area that today extends across the Kola Peninsula in Russia, northern Finland, northern Norway's coast and inland, and the northern half of Sweden. The Sami play an important role in these northern economies thanks to their use of land, their involvement in reindeer husbandry, agriculture/farming and food production, and connection with the region’s tourism industry. However, in Sweden, as in the other states where the Sami live, the connections with regional development are often inconsistent and weak, and could do more to support the preservation and promotion of Sami culture and create new employment and business opportunities. This study, together with the OECD’s broader thematic work on this topic, provides actionable recommendations on how to better include the Sami and other Indigenous Peoples in regional development strategies, learning from and incorporating their own perspectives on sustainable development in the process.

Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Saudi Arabia.

    Abstract: This report presents the objectives, methodology, procedures and main findings of the OECD project "Strengthening public finance capacity for green investments in the EECCA countries". Between 2016-19, the project aimed to help set the partner countries (Kazakhstan, Kyrgyzstan and Moldova) on a sustainable path of development by reducing the energy and carbon intensity of their economies. Working with the relevant ministry in each country, the project designed public investment programmes in line with good international practices. These programmes sought to address key objectives of the countries' environmental and climate-related policies. The Clean Public Transport Programmes focus specifically on reducing air pollution and greenhouse gas emissions from the target sector, primarily in large urban areas. They aim to demonstrate how to use scarce public funds to encourage private sector investment in projects that generate significant environmental and socio-economic benefits alike.

Progressing towards a more inclusive society will require a broad and vigorous reform agenda. First, the country’s healthcare system requires systemic reform to widen its coverage, reduce Paraguayans’ vulnerability in the face of health risks and increase the efficiency of health service provision. Second, the social protection system needs to overcome its fragmentation and become more effective in delivering the right services and risk management tools to citizens according to their needs. In particular, the pension system requires reforms to increase its coverage and become more equitable and more sustainable. Third, the quality and the inclusiveness of its education and training system need to be strengthened to generate the skills the economy needs, and provide opportunities to all. Based on the analysis and recommendations undertaken in Volumes 1 and 2 of this Multi-dimensional country review, this report identifies key areas for action and presents targeted action plans to kick-start reform. The report also provides a dashboard of monitoring indicators to support the reform agenda in the country.

    Abstract: The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review. This review commends Sweden for its consistently generous levels of official development assistance and its global development leadership on peace and conflict prevention, environmental sustainability and gender equality. It also welcomes Sweden’s strong focus on and comprehensive toolbox for leaving no one behind. The review suggests that Sweden could benefit from consolidating its development co-operation policy framework and further enhancing the connections between its country, regional and thematic co-operation strategies.

    Abstract: Canada has not only the largest in terms of numbers, but also the most elaborate and longest-standing skilled labour migration system in the OECD. Largely as a result of many decades of managed labour migration, more than one in five people in Canada is foreign-born, one of the highest shares in the OECD. 60% of Canada’s foreign-born population are highly educated, the highest share OECD-wide. The recent introduction of Express Entry, a two-step selection system based on an initial pre-sreening of suitable candidates who enter a pool by Expression of Interest and subsequent selection of the most skilled candidates from the pool, has further enhanced the competitive edge of the selection system relative to other countries. It also ensures that those with the skills to succeed are admitted to Canada in a quick and efficient way. Core to Canada's success is not only the elaborate selection system itself, but also the innovation and infrastructure around it, which ensures constant testing, monitoring and adaptation of its parameters. This includes a comprehensive and constantly improving data infrastructure, coupled with the capacity to analyse it, and swift policy reaction to new evidence and emerging challenges.

The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Chile.

    Abstract: Do teachers spend more time on actual teaching and learning in a typical lesson compared to previous years? Do they feel prepared to teach when they start teaching? What sort of continuous professional development programmes do they participate in and how does it impact their practice? This report looks first at how teachers apply their knowledge and skills in the classroom in the form of teaching practices, with an accompanying assessment of the demographic makeup of those classrooms and the school climate to provide context on learning environments. The volume then assesses the ways in which teachers acquired their knowledge and skills during their early education and training, as well as the steps they take to develop them through continuous professional development over the course of their career. Based on the voice of teachers and school leaders, the report offers a series of policy orientations to help strengthen the knowledge and skills of the teaching workforce to support its professionalism. The OECD Teaching and Learning International Survey (TALIS) is the largest international survey asking teachers and school leaders about their working conditions and learning environments, and provides a barometer of the profession every five years. Results from the 2018 cycle explore and examine the various dimensions of teacher and school leader professionalism across education systems.

    Abstract: BEPS Action 5 is one of the four BEPS minimum standards which all Inclusive Framework members have committed to implement. One part of the Action 5 minimum standard is the transparency framework for compulsory spontaneous exchange of information on certain tax rulings which, in the absence of transparency, could give rise to BEPS concerns. Over 135 jurisdictions have joined the Inclusive Framework and take part in the peer review to assess their compliance with the transparency framework. Specific terms of reference and a methodology have been agreed for the peer reviews to assess a jurisdiction’s implementation of the minimum standard. The review of the transparency framework assesses jurisdictions against the terms of reference which focus on five key elements: i) information gathering process, ii) exchange of information, iii) confidentiality of the information received; iv) statistics on the exchanges on rulings; and v) transparency on certain aspects of intellectual property regimes. Recommendations are issued where improvements are needed to meet the minimum standard. This report reflects the outcome of the annual peer review of the implementation of the Action 5 minimum standard and covers 112 jurisdictions. It assesses implementation for the 1 January - 31 December 2018 period.

    Abstract: The in vitro macromolecular test method is a biochemical in vitro test method that can be used to identify chemicals (substances and mixtures) that have the potential to induce serious eye damage as well as chemicals not requiring classification for eye irritation or serious eye damage. The in vitro macromolecular test method contains a macromolecular reagent composed of a mixture of proteins, glycoproteins, carbohydrates, lipids and low molecular weight components, that when rehydrated forms a complex macromolecular matrix which mimics the highly ordered structure of the transparent cornea. Corneal opacity is described as the most important driver for classification of eye hazard. Test chemicals producing protein denaturation, unfolding and changes in conformation will lead to the disruption and disaggregation of the highly organised macromolecular reagent matrix, and produce turbidity of the macromolecular reagent. Such phenomena is quantified, by measuring the changes in light scattering (at a wavelength of 405 nm using a spectrometer), which is compared to the standard curve established in parallel by measuring the increase in OD produced by a set of calibration substances.
