    Abstract: This book examines the radical changes in social and political landscape of the Upper Guinea Coast region over the past 30 years as a result of civil wars, post-war interventions by international, humanitarian agencies and peacekeeping missions, as well as a regional public health crisis (Ebola epidemic). The emphasis on ‘crises’ in this book draws attention to the intense socio-transformations in the region over the last three decades. Contemporary crises and changes in the region provoke a challenge to accepted ways of understanding and imagining socio-political life in the region - whether at the level of subnational and national communities, or international and regional structures of interest, such as refugees, weapon trafficking, cross-border military incursions, regional security, and transnational epidemics. This book explores and transcends the central explanatory tropes that have oriented research on the region and re-evaluates them in the light of the contemporary structural dynamics of crises, changes and continuities

    Abstract: This book builds upon an inter-disciplinary body of literature to detail the centrality of European colonialism and imperialism in the constitution of modern international relations. A critical historical analysis that challenges conventional assumptions about the evolution and expansion of international society, it addresses the interconnections between the European and non-European sides of that history. Pearcey argues that features of European expansion were guided by a discourse on civilization, one that subsumed the uncivilized Other within the boundaries of the civilized Self. Doing so, civilization enabled a process of “exclusion by inclusion”, whereby many of the world’s indigenous peoples were gradually excluded from the “international” by being subsumed within the “domestic.” Challenging conventional assumptions about the evolution and expansion of international society, especially those of the English School, this book contributes to central debates in International Relations theory

    Abstract: How does a nation become a great power? A global order was emerging in the nineteenth century, one in which all nations were included. This book explores the multiple legal grounds of Meiji Japan's assertion of sovereign statehood within that order: natural law, treaty law, international administrative law, and the laws of war. Contrary to arguments that Japan was victimized by 'unequal' treaties, or that Japan was required to meet a 'standard of civilization' before it could participate in international society, Howland argues that the Westernizing Japanese state was a player from the start. In the midst of contradictions between law and imperialism, Japan expressed state will and legal acumen as an equal of the Western powers - international incidents in Japanese waters, disputes with foreign powers on Japanese territory, and the prosecution of interstate war. As a member of international administrative unions, Japan worked with fellow members to manage technical systems such as the telegraph and the post. As a member of organizations such as the International Law Association and as a leader at the Hague Peace Conferences, Japan helped to expand international law. By 1907, Japan was the first non-western state to join the ranks of the great powers

    Abstract: This book explores the ways in which democracies can win counterinsurgencies when they implement a proper strategy. At a time when the USA is retrenching from two bungled foreign wars that involved deadly insurgent uprisings, this is a particularly important argument. Succumbing to the trauma of those engagements and drawing the wrong conclusions about counterinsurgency can only lead to further defeat in the future. Rather than assuming that counterinsurgency is ineffective, it is crucial to understand that a conventional response to an insurgent challenge is likely to fail. Counterinsurgency must be applied from the beginning, and if done properly can be highly effective, even when used by democratic regimes. In fact, because such regimes are often wealthier; have more experience at institution-building and functional governance; are more pluralistic in nature and therefore enjoy higher levels of legitimacy than do autocracies, democracies may have considerable advantages in counterinsurgency warfare. Rather than give up in despair, democracies should learn to leverage these advantages and implement them against future insurgencies

    Abstract: This book argues that Latin America must confront two main challenges: greater innovation to increase productivity, and greater inclusion to incorporate more of the population into the benefits of economic growth. These two tasks are interrelated, and both require greater institutional capacity to facilitate both innovation and inclusion. Most countries in Latin America are struggling to escape what economists label “the middle income trap.” While much if not all of the region has emerged from low income status, neither growth nor productivity has increased sufficiently to enable Latin America to narrow the gap separating it from the world’s most developed economies. Although income inequality has diminished across much of the region in recent years, social vulnerability remains widespread and institutional weaknesses continue to plague efforts to achieve equitable development. This volume identifies lessons that can be learned and adapted from experiences within the region and in East Asia, where the middle income trap has largely been avoided. This book is the result of a collaborative project undertaken by American University’s Center for Latin American & Latino Studies (CLALS) and the Corporation for Latin American Studies (CIEPLAN) in Chile, with financial support from the Inter-American Development Bank’s Office of Strategic Planning and Development Effectiveness
    Abstract: This book argues that Latin America must confront two main challenges: greater innovation to increase productivity, and greater inclusion to incorporate more of the population into the benefits of economic growth. These two tasks are interrelated, and both require greater institutional capacity to facilitate both innovation and inclusion. Most countries in Latin America are struggling to escape what economists label 'the middle income trap.' While much if not all of the region has emerged from low income status, neither growth nor productivity has increased sufficiently to enable Latin America to narrow the gap separating it from the world's most developed economies. Although income inequality has diminished across much of the region in recent years, social vulnerability remains widespread and institutional weaknesses continue to plague efforts to achieve equitable development. This volume identifies lessons that can be learned and adapted from experiences within the region and in East Asia, where the middle income trap has largely been avoided.This book is the result of a collaborative project undertaken by American University's Center for Latin American Latino Studies (CLALS) and the Corporation for Latin American Studies (CIEPLAN) in Chile, with financial support from the Inter-American Development Bank's Office of Strategic Planning and Development Effectiveness. Alejandro Foxley is the president and co-founder of CIEPLAN, a think tank based in Santiago, Chile, and the author or editor of over 15 books on economics, economic development, and democracy. Foxley previously served in the Republic of Chile as Minister of Foreign Affairs (2006-2009), Senator (1998-2006), and Minister of Finance (1990-1994), during which time he concurrently served as a governor of the Inter-American Development Bank and the World Bank.Barbara Stallings is the William R. Rhodes Research Professor at the Watson Institute for International and Public Affairs at Brown University, USA, where she previously served as director. She is also the editor of Studies in Comparative International Development, and a 2013-2014 Research Fellow at American University's Center for Latin American Latino Studies (CLALS), USA. Stallings has a PhD in economics from Cambridge University, UK, and a PhD in political science from Stanford University, USA. She is author or editor of 12 books and numerous book chapters and articles.

    Abstract: This book seeks to understand the politics of deservingness for future Social Security reforms through an interpretive policy analysis of the 2005 Social Security privatization debates. What does it mean for politics and policymaking that Social Security recipients are widely viewed as deserving of the benefits they receive? In the 2005 privatization debates, Congress framed Social Security in exclusively positive terms, often in opposition to welfare, and imagined their own beloved family members as recipients. Advocates for private accounts sought to navigate the politics of deservingness by dividing the “we” of social insurance to a “me” of private investment and a “them” of individual rate of return in order to justify the introduction of private accounts into Social Security. Fiscal stress on the program will likely bring Social Security to the policy agenda soon. Understanding the politics of deservingness will be central to navigating those debates. Susanne N. Stephanie Schütze is Associate Professor for Anthropology with a specialization in gender and migration studies at the Lateinamerika-Institut of Freie Universität Berlin, Germany. She has conducted research on political culture, social movements, and migration in diverse contexts and in various regions: the Mexican states of Guerrero and Michoacán, Mexico City, Chicago, and recently in Brazil.

    Abstract: This book presents a challenging view of the adoption and co-option of multiculturalism in Latin America from six scholars with extensive experience of grassroots movements and intellectual debates. It raises serious questions of theory, method, and interpretation for both social scientists and policymakers on the basis of cases in Mexico, Brazil, Argentina, Bolivia, and Ecuador. Multicultural policies have enabled people to recover the land of their ancestors, administer justice in accordance with their traditions, provide recognition as full citizens of the nation, and promote affirmative action to enable them to take the place in society which is theirs by right. The message of this book is that while the multicultural response has done much to raise the symbolic recognition of indigenous and Afro-descendant peoples nationally and internationally, its application calls for a profound, intersectional reappraisal in spheres such as land, gender, institutional design, and equal opportunities. Written by scholars with long-term and in-depth engagement in Latin America, the chapters show that multicultural theories and policies, which assume racial and cultural boundaries to be clear-cut, overlook the pervasive reality of racial and cultural mixture and place excessive confidence in the goodwill of identity politics

    Abstract: This edited volume is based on a highly original survey carried out between November 2011 and June 2012 among a panel of 6,000 voters. The panel was interviewed on 12 separate occasions about how and why they made their voting choices. The book focuses on how electoral choices are made and how these choices evolve during the short time-span of an election campaign. The analysis of the 2012 electoral result shows more than ever that voting choices are the fruit of interweaving timelines: the long term period that characterizes voters’ predispositions and their predictions of a possible scenario; the shorter period of time during which the campaign unfolds where those predispositions are either confirmed, called into question, or undone; and the moment when the final choice is made. This is the first time the electoral decision-making process during a French Presidential election has been systematically studied

    Abstract: This book considers the status of constitutional literacy in the United States along with ways to assess and improve it.The author argues that pervasive constitutional illiteracy is a problem for both law enforcement agencies and for ordinary citizens. Based on the author’s decades of teaching in law enforcement agencies around the country, this book argues for the moral and pragmatic value of constitutional literacy and its application in twenty-first century society

    Abstract: This book examines domestic extremism and what is popularly referred to as radicalization. The fear of domestic extremism has been used to dismantle democracy and erect national security states throughout North America, Western Europe, and beyond. Yet, despite the enormous costs citizens have paid in the name of security, society has become less secure and less safe. In many respects, this situation has resulted from the misapprehension of the conditions that make the emergence of this threat probable. Kowalski focuses on the micro social relations and structures that make radicalization probable. As demonstrated through an analysis of the so-called Toronto 18-an extremist group arrested in June of 2006 for activities that contravened the Canadian Anti-Terrorism Act (ATA)-macro social relations and structures served a significant role in creating the conditions through which the process of radicalization became probable. If a comprehensive understanding of the processes of radicalization are to be reached and effective counter-terrorism policies developed, then the consideration this book provides of greater macro social relations and structures that make the emergence of extremist subjectivities probable is needed

    Abstract: This book examines the effectiveness and consistency of EU democracy promotion in its Eastern neighbourhood between 1991 and 2014. It concludes that the EU’s democratization role in this region was, not surprisingly, weak within this time period. However, this weak role only took shape under four domestic and transnational conditions: (a) a higher cost-benefit balance of rule transfer, (b) a lower structural difficulty a given country would need to overcome on its way towards a democratic regime, (c) increased levels of authority distribution across branches of power, and (d) a higher extent of democratic diffusion resulting from regional interactions. In those countries where these domestic and transnational conditions were present, as in Moldova, Ukraine, and Georgia, the EU’s democratizing influence was in causal terms only the tip of the iceberg. Most variation in regime dynamics remains to be explained by domestic and transnational contexts

    Abstract: This book is a study of pragmatic conservatism, an underappreciated tradition in modern American political thought, whose origins can be located in the ideas of Edmund Burke. Beginning with an exegesis of Burke's thought, it goes on to show how three twentieth-century thinkers who are not generally recognized as conservatives-Walter Lippmann, Reinhold Niebuhr, and Peter Viereck-carried on the Burkean tradition and adapted it to American democracy. Pragmatic conservatives posit that people, sinful by nature, require guidance from traditions that embody enduring truths wrought by past experience. Yet they also welcome incremental reform driven by established elites, judiciously departing from precedent when necessary. Mindful that truth is never absolute, they eschew ideology and caution against both bold political enterprises and stubborn apologies for the status quo. The book concludes by contrasting this more nuanced brand of conservatism with the radical version that emerged in the wake of the post-war Buckley revolution

    Abstract: This book examines the politics of policing in Greater China, including mainland China, Taiwan, Hong Kong, and Macao. As the author shows, police ideological indoctrination is strongest in mainland China, followed by Hong Kong, and Taiwan, where the police is under increasing political stress, in the aftermath of rising public protests and socio-political movements. Macao’s police, on the other hand, is far less politicized and indoctrinated than their mainland Chinese counterpart.     Abstract: This book traces the development of the discourse used by the pro-life movement since the 1970s, and its relationship to public policy efforts at the state and federal level. The pro-life movement’s successes, both in legislative efforts to limit access to abortion as well changing the public’s perception of the pro-life movement, is surprising given American’s continued support of some level of access to abortion. Using a multi-method approach, the authors argue that these successes are a result of a dynamic and responsive movement, which has adapted both its discourse and public policy efforts since Roe v. Wade. With the Hobby Lobby ruling in 2014, the movement has successfully created its newest strategy, integrating claims of religious liberty to protect individuals and corporate entities. The book’s examination of the pro-life strategy highlights its current and future impact on human rights, reproductive rights, and right-wing politics

    Abstract: This book investigates the theme of global transitions with a cross-regional comparative study of two areas experiencing change over the past three decades: Southeast Asia and the Middle East and North Africa (MENA). Political transitions in Asia have been the subject of interest in academic and policy-making communities recently as there are encouraging signs of democratization in countries that exhibit elements of authoritarianism. In those countries with relatively open political systems, transitions to democracy have been complete - albeit messy, flawed, and highly contested. In contrast, countries of the MENA region that have been gripped by revolts in recent years find themselves in the midst of chaotic and uncontrollable transitions. Why are there such differences between these regions? What, if anything, can be learned and applied from the transitions in Southeast Asia? These questions are answered here as Asia’s experience is contrasted with the Arab revolts and the struggle of the different countries in the MENA region to fashion a new social contract between states and citizens

La Oroya has been named one of the most polluted places on the planet by the US Blacksmith Institute. Residents face the dilemma of whether to defend their health or to preserve job stability at the local smelter, the main source of toxic pollution in town. Valencia unpacks this paradoxical human rights trade-off. This context, shaped by social, historical, political, and economic factors, increases people’s vulnerabilities and decreases their ability to choose, resulting in residents' trading off their right to health in order to work. This book shows the deep connection of this local dilemma to the country’s national paradox, arising out of Peru's vision of natural resource extraction as the main path to secure economic growth for the entire country at the expense of some groups

    Abstract: This book analyzes the Group of Twenty (G20) since the 2008 financial crisis. The latter event undermined conventional wisdom and governance norms, constituting a more contested international economic regime. G20 leaders sought a cooperative response to the 2008 crisis through the forum, aware of their interdependence and the growing economic importance of key developing states. They agreed new norms of financial governance based on macroprudential regulation, the Basel III Accords, and enhanced multilateral cooperation. They prioritized G20 cooperation for achieving international economic stability and growth. Differences exist over causes and effects of the crisis, including on the merits of economic austerity or fiscal stimulus strategies; on responsibility for and solutions to international economic imbalances; and concerns about monetary policies and “currency wars”. Despite claims from skeptics that G20 cooperation is declining, this book argues its importance for international relations and as a hub of global governance networks

    Abstract: This book examines early modern social contract theories within European representations of the Americas in the 16th and 17th century. Despite addressing the Americas only marginally, social contract theories transformed American social imaginaries prevalent at the time into Aboriginality, allowing for the emergence of the idea of civilization and the possibility for diverse discourses of Aboriginalism leading to excluding and discriminatory forms of subjectivity, citizenship, and politics. What appears then is a form of Aboriginalism pitting the American/Aboriginal other against the nascent idea of civilization. The legacy of this political construction of difference is essential to contemporary politics in settler societies. The author shows the intellectual processes behind this assignation and its role in modern political theory, still bearing consequences today. The way one conceives of citizenship and sovereignty underlies some of the difficulties settler societies have in accommodating Indigenous claims for recognition and self-government

And Harley Earl’s 1955 Chevrolet Bel Air is a dreamy expressionist sculpture, but with a practical 265 cubic inch V-8 underneath. Not that American beauty has been uniformly pragmatic. The 1950s are reconsidered for having temporarily facilitated a relaxation of the liberal survival priorities, and the creations of painter Jackson Pollock and jazz virtuoso Ornette Coleman are evaluated for their resistance to the pressures of pragmatism.     Abstract: This book traces a dialectic relationship between “politics” and “antipolitics,” the first, as used here, being akin to philosophy as an activity of open inquiry, plural democracy, and truth-finding, and the latter in the realm of ideology, technocracy, and presupposed certainties. It returns back to the emergence of a New Left movement in the 1960s in order to follow the history of this relationship since then. It addresses contemporary debates by looking to the fall of the Berlin Wall and the Soviet Bloc, and asking in the wake of that: what is a revolution? Finally, it draws on these analyses to examine the age of terrorism after the tragedy of September 11, 2001, and resounds with a call to pursue democracy and real politics in the face of new forms of antipolitics

    Abstract: This book explores Cicero’s moral and political philosophy with great attention to his life and thought as a whole. The author “thinks through” Cicero with a close reading of his most important philosophical writings. Nicgorski often resolves apparent tensions in Cicero’s thought that have posed obstacles to the appreciation of his practical philosophy. Some of the major tensions confronted are those between his Academic skepticism and apparent Stoicism, between his commitment to philosophy and to politics, rhetoric and oratory, and between his attachment to Greek philosophy and his profound engagement in Roman culture. Moreover, the key theme within Cicero’s writings is his intended recovery, within his Roman context, of both the Socratic focus on great questions of practical philosophy and Socratic skepticism. Cicero’s recovery of Socratic political philosophy in Roman garb is then the basis for recovery of Cicero as a notable political thinker relevant to our time and its problems

    Abstract: This book provides substantiation to claims of favoritism in public procurement in Turkey in the twenty-first century. Through an analysis of nearly fifty thousand high value contracts between 2004 and 2011, the study indicates that the AKP majority government has used public procurement as an influential tool to increase its electoral success, build its own elites, and finance politics. The use of public procurement for rent creation and distribution is found to be particularly extensive in the construction and services sectors-namely in the TOKİ projects and municipal procurements. In addition, this book demonstrates how the more than 150 legal amendments to the new Public Procurement Law in Turkey, drafted with the pull of the European Union-International Monetary Fund-World Bank nexus, have increased the use of less competitive procurement methods and discretion in awarding contracts. Relying on empirical research, this timely book provides careful, quantitative analysis of datasets in its contentions of favoritism in Turkey’s public procurement process

    Abstract: This book is an examination of the manner in which American presidents respond to pandemics and other public health crises. Skidmore argues that presidential performance in dealing with emergencies and pandemics varies, but those who are informed, focused, and confident that government can work are most likely to be successful. As an example, Gerald Ford’s “Swine Flu program” is widely derided as incompetent and politically motivated. Closer examination, however, suggests the contrary, demonstrating the potential of government to act quickly and effectively against public health emergencies, even when facing formidable obstacles. The American government has a mixed record ranging from excellent to unacceptable, even counterproductive, in dealing with emergency threats to life and health. Despite ideological arguments to the contrary, however, governments are important to effective responses, and in the American setting, presidential action is essential

    Abstract: This book provides an introductory survey of Montesquieu's economic ideas and a fresh examination of the longstanding controversy over the meaning and purpose of Montesquieu's The Spirit of the Laws. No one doubts that Montesquieu helped to formulate the core liberal ideals at the heart of the development of liberal republican traditions on both the European and American continents. Yet, questions remain about Montesquieu's political intentions. In particular, the view of Montesquieu as a conscious proponent of commercial modernity has come under increasing scrutiny. While not ignoring recent scholarly challenges, Bibby moves the debate forward by uncovering the many hidden connections between commerce, liberty, and religion inThe Spirit of the Laws. A failure to make these connections, Bibby argues, has led to significant interpretative errors. This book attempts to eliminate one source of the confusion which continues to cloud Montesquieu's political philosophy in obscurity. Andrew Scott Bibby is Interim Director of the Center for Constitutional Studies, Utah Valley University, USA.     Abstract: This book presents a reassessment of the fundamental principles of the Tea Party movement. The Tea Party movement is largely associated with those who want a severely limited federal government spending far fewer taxpayer dollars. What gets less attention are the underlying Tea Party sentiments that, the book argues, are not so much false as they are terribly dated in light of the current national landscape. Such sentiments include prioritizing self-reliance, viewing politics as a “dirty business,” considering “free enterprise” unassailable, and believing the earth to be man’s possession. Brown skillfully and thoughtfully breaks from partisan considerations to get at the root of the movement, arguing that too many Tea Partiers are living in a world of their own, which, given so many pressing problems in the world, amounts to what Brown calls “sentimental mischief.”

Johnston believed that both the liberal tradition of political thought and the realist tradition of international thought had contributed much to humanity’s store of political wisdom, but that each had limitations that could most easily be recognized by its encounter with the other. His method of accomplishing this task was to examine the liberal conception of political life in general and international political life in particular and then to explore the realist critique of the liberal view, particularly as it was expressed by three great twentieth-century realist thinkers, all of whom were, in their various ways, skeptical of liberal assumptions: Reinhold Niebuhr, Hans Morgenthau, and E. H. Carr. In doing so, Johnston reveals the power of the realist outlook, but also the areas in which it remains insufficient, and insufficient particularly where it underestimates the complexity and prudence that liberalism is capable of displaying. There have been studies of both liberalism and realism, but no other work has put them into conversation with each other in the way that this book does

Critics, however, remain unimpressed. They charge the administration with strategic incoherence and weak leadership. Stepping away from ideological and theoretical commitments, Shively applies a simple framework for grand strategy, one that also deepens our systematic understanding. After untangling a complex history and narrating three cases of tumult in 2009, 2011, and 2014, Shively characterizes Obama’s grand strategy as “pragmatic internationalism” and argues that it was a promising but poorly implemented approach.     Abstract: After decades of stable and seemingly semi-permanent single-party dominance, Japanese politics have gone through fundamental changes since the early 1990s. Government ministries have been reorganised, prime ministerial powers strengthened, and rules for electing the lower house of parliament overhauled. Furthermore, frequent formation, merger, splintering and disappearance of new parties have continued for more than two decades. How do citizens make sense of politics amidst such rapid shifts? The authors address this question by focusing on attitudinal and behavioural changes and continuities with respect to political ideology. They explore what issues citizens associate with ideological terms, where they perceive various parties on a conservative-progressive dimension, and to what extent ideology affects their vote choice. Results of new surveys are also presented to shed light on distinctions between different ideological labels and profiles of radical right supporters. In addition, all topics are discussed with an eye to identifying divergent patterns between older and younger generations

    Abstract: This book carries out a comparative study of the US response to popular uprisings in the Middle East as an evaluation of President Barack Obama’s foreign policy commitments. In 2009, Obama publicly pledged “a new beginning in US-Muslim relations,” causing eager expectation of a clear shift in US foreign policy after the election of the 44th president of the United States. However, the achievement of such a shift was made particularly difficult by the existence of multiple, and sometimes conflicting, US interests in the region which influenced the Obama administration’s response to the popular uprisings in five Muslim-majority countries: Egypt, Bahrain, Yemen, Libya, and Syria.
