Using ethnographic case material, the author critically examines both the theoretical assumptions guiding this approach and its empirical outcomes when put into practice. Building on existing work in conflict transformation and the ethnography of international assistance in Central Asia, the book sheds light on Western attempts to transform the post-socialist societies of Central Asia and provides fresh empirical data on and insights into irrigation practices, social institutions, and state and identity formation in the Ferghana Valley. The book provides a novel and innovative approach to the study of development assistance and peace-building. It will be of interest to researchers in the field of Central Asian Studies, post-Soviet Studies, Development and Peace and Conflict Studies.

    Abstract: There has been great interest and investment in reforming scientific institutions throughout the post-Soviet world. To date however, no thorough analysis of the role of organized intellectual activity in the region is available. Through careful historical and ethnographic research and the extensive use of local scholarly works, this book provides a persuasive and careful analysis of the production of knowledge in Central Asia. The author demonstrates that classical theories of scientific revolution or science and society are inadequate for understanding the science project in Central Asia. Instead, a critical understanding of local science is more appropriate. In the region, the professional and political ethos of Marxismâ??Leninism was incorporated into the logic of science on the periphery of the Soviet empire. Local academics assimilated, negotiated and resisted its priorities in their work. Similarly, after the end of Soviet rule, they interacted with the new post-Soviet "logic of the market"and democratic ethos of science in an effort to refashion a new science for their new society. The scientists' work to establish themselves "between Marx and the market" is therefore creating new political economies of knowledge at the periphery of the scientific world system.

    Abstract: Much of the former Soviet bloc has become a destination for new Chinese migrants. Throughout Russia, Eastern Europe and Central Asia, Chinese migrants are engaged in entrepreneurial activities, primarily as petty merchants of consumer goods in unsteady economies. This book situates these migrants within the broader context of Chinese globalization and China's economic "rise." It traces the origins of Chinese migration into the region, as well as the conditions that have allowed migrants to thrive. Furthermore, it discusses the perception that Chinese globalization is purely economic and explores the relationship among petty merchants, labourers and institutional investors. Finally, by examining the movement of China's minorities into Central Asia, this book challenges the ethnic construct of new "Chinese" migration.

    Abstract: Kazakhstan is emerging as the most dynamic economic and political actor in Central Asia. It is the second largest country of the former Soviet Union, after the Russian Federation, and has rich natural resources, particularly oil, which is being exploited through massive US investment. Kazakhstan has an impressive record of economic growth under the leadership of President Nursultan Nazarbaev, and has ambitions to project itself as a modern, wealthy civic state, with a developed market economy. At the same time, Kazakhstan is one of the most ethnically diverse countries in the region, with very substantial non-Kazakh and non-Muslim minorities. Its political regime has used elements of political clientelism and neo-traditional practices to bolster its rule. Drawing from extensive ethnographic research, interviews, and archival materials this book traces the development of national identity and statehood in Kazakhstan, focusing in particular on the attempts to build a national state. It argues that Russification and Sovietization were not simply 'top-down' processes, that they provide considerable scope for local initiatives, and that Soviet ethnically-based affirmative action policies have had a lasting impact on ethnic elite formation and the rise of a distinct brand of national consciousness.

    Abstract: This is the first book to deal comprehensively with the history, anthropology and recent social and economic development of the Pamiri people in Gorno-Badakhshan, Eastern Tajikistan since Olufsen and Schulz published their monographs on the Pamirs in 1904 and 1914. After the collapse of the Soviet Union, such high mountain areas were more or less forgotten and people would have suffered severely from their isolation if an Aga Khan Foundation project in 1993-4 had not afforded broader support. A picture of an almost surrealistic world: Pamiri income and living conditions after 1991 dropped to the level of a poor Sahelian country, and former scientists, university professors and engineers found themselves using ox-ploughs to plant potatoes and wheat for survival. In contrast to this, a literacy rate of 100% and excellent skills have proved to be an enormous human capital resource for economic recovery, resulting in agricultural production, which during Soviet times had never occurred.
