Abstract: Citizenship and Management in Public Administration is an exciting journey into the nexus between two separate but close worlds: citizenship orientations and citizenship behavior as reflected in political science theory on one hand, and organizational sciences, work studies, management, and public administration on the other. The authors have combined theoretical thinking with empirical findings to support their theories, and the data presented has been collected over almost a decade of field studies and surveys of public organizations. Dealing with the nature and meaning of citizenship, this book looks at behavior and involvement in modern public worksites. The interdisciplinary studies are all concerned with achieving better integration of the theories and ideas on citizenship and bureaucracies, which are more frequently treated as independent domains in the social sciences. However, the authors suggest that they are closely related and should be analyzed in relation to one another. This unique book will appeal to academics of management and organizational behavior, public administration and those involved in researching the not-for-profit, or third, sector

Abstract: It is only relatively recently that economists have begun to realise the importance of learning and study the impact it can have on social outcomes. This book provides an in-depth experimental analysis of current models and methods of adaptive learning in economics. It focuses on environments in which there is little information available, thus promoting the use of basic psychological concepts to model behaviour. The author describes in detail and compares, via simulations, a large number of behavioural models, ranging from early psychological concepts to recently proposed rules. He also reports on a number of experiments using novel designs and highly sophisticated cutting-edge statistical techniques for data analysis. A separate chapter exhaustively deals with the use of measures of predictive success and shows how to avoid common pitfalls when comparing different learning models. Significantly, the author is able to identify serious flaws in current modelling techniques which will undoubtedly improve existing experimental methodology and inspire the search for new and better models to accurately measure the learning process. This book makes a valuable contribution to our understanding of how uncertainty is implemented in economic experiments and to behavioural theory in general. It will prove a valuable companion for academics of game theory, experimental economics and economic learning

Abstract: The Olympic Games is a unique event centering global interest on its host city. The financing of the Games has changed dramatically since Munich (1972) and economic interests and effects are increasingly paramount. It is therefore an anomaly that accurate economic analysis and comparison is not readily available. This is the most detailed study on the economic implications of recent and future Olympic Games over four decades. Holger Preuss analyses the most important issues surrounding the hosting of the Olympics, and its wider economic effects, including: * financial gigantism of the Olympic Games * commercialisation and its control * problems associated with achieving the Olympic requirements and standards * the economic legacy of Olympic Games * the feasibility of developing countries staging future Olympic Games * detailed post Olympic analysis of financial figures * conclusions on the economic related achievements of respective Organising Committees. Academics and researchers of sports economics, international economics, international business and competition will all find this fascinating book of great value. The rigorous and authoritative analysis ensures valuable information will be available for future bid cities, and in a wider context, any city planning to bid for a major sporting event. It will also appeal to those interested in the broader context of the Olympic Games and concerned by their commercialisation and gigantism

Abstract: In one of the first attempts to link the expanding field of leadership studies with classic works in political theory, Kenneth Ruscio places the study of political leadership squarely within the field of democratic thought and argues that claims about the legitimate duties and responsibilities of leaders depend upon claims about principles of democracy. It is impossible to imagine effective democracies without effective leaders. Yet leaders are often seen as the problem democratic governance is designed to solve, not the solution. Through a careful but lively critique of some of the classic works in modern democratic thought - from Machiavelli to Locke and from The Federalist Papers to Rawls - The Leadership Dilemma in Modern Democracy explains what is meant by effective political leadership in a system and culture of government where the power and discretion of leaders are severely limited. A compelling and provocative study, this volume will be of interest to scholars of leadership studies, political scientists, democratic theorists, and all those interested in concepts of democracy and the challenges faced by leaders

Abstract: Organisational politics raises important theoretical and practical questions: what obligations of loyalty do I have to my organisation, or to friends and colleagues? How honest should I be in what I say and in the impressions I give? This path-breaking book confronts these and other such questions. In doing so, it examines dilemmas that many people face daily. The book suggests that there is no routine or automatic way to approach such issues, but that widely accepted ethical principles can often help us deal with them, if we bear in mind some basic points about people's behaviour in organisations. The book avoids undue technicality. Although informed by philosophical discussions of abstract ethics, its argument is based on detailed and systematic analysis of examples in organisational settings. The focus is on addressing ethical issues of practical importance for people who work in organisations. The book will especially interest scholars involved with research and teaching in business ethics, and other areas of applied ethics. Practitioners in management will also find that the book addresses many real concerns. Academics in a number of other areas ranging from general management to moral philosophy and social theory may also find points to consider

Abstract: Edward Huizenga explores how knowledge and service intensive companies can thrive on innovation and entrepreneurship in the ICT sector. He applies new theoretical insights from strategy and organisation theory, and includes case studies of 30 European service companies. These case studies address the key innovation issues and present answers as to why a constant search for innovation improves firms' competitive position. The key success factors are identified together with those differences that define the frontrunners who are able to turn new ideas into profit. With its mix of academic insights, managerial practices and implementations, this book benchmarks company performance in innovation and develops new theoretical strategy insights including; resource-based ideas; firm's innovation styles; strategic timing; the customer's involvement and the management implications. Innovation Management in the ICT Sector is aimed at, and will be of value to, a readership of academics in the area of strategic management, organisation and innovation, policymakers involved in innovation and economic growth at all levels of government as well as managers in the ICT sector

Abstract: In a shrinking and increasingly globalised world, it is vital for any entrepreneur to carefully select the location at which production or other economic activities will occur. This book provides a theoretical and empirical analysis of entrepreneurial behaviour in a spatial context, and links it to important new fields in economics such as endogenous growth theory, the new economic geography and evolutionary theory. Although most of the literature to date has failed to study the geographic element of entrepreneurship, this book redresses the balance by examining the spatial variation in entrepreneurial activity and the implications of this for regional policy. The authors provide an in-depth analysis of the role of the entrepreneur in fostering economic development, document the most important recent theoretical and empirical developments, and explain the reasons why some regions grow whereas others stagnate. They also present a number of empirical analyses including case studies from the manufacturing and ICT sectors, as well as an examination of the role of university-based knowledge transfer and entrepreneurial behaviour. Throughout the book, the role of knowledge, knowledge transmission and knowledge spillovers are considered as they relate to entrepreneurial activity and location decisions. This book presents many important new findings on the relationship between entrepreneurship, agglomeration and economic growth. It will make a substantial addition to the literature and will be essential reading for regional economists, geographers, business and management analysts, and development practitioners and policymakers

Abstract: This book studies the dynamics of alliance group formation in technology-based networks. The author attempts to develop the concept of alliance blocks from a social network perspective, and explores the relationship between alliance block membership and innovative performance in a changing technological environment. The book demonstrates that as an alliance network grows, the likelihood of alliance block formation also increases. The author presents evidence that pursuing a block membership strategy favourably affects innovative performance. This is true for conditions of both cumulative and disruptive technological change. However, over time the technology profiles of alliance block members tend to become more similar, which can eventually lead to a reduction in innovative activity. She also reveals that, when compared to their non-member counterparts, firms in alliance blocks are likely to apply for more patents, hold more central positions in the network, have larger revenues and undertake more R&D intensive research. In addition, they are also inclined to originate from an Asian background. This is the first book to propose a well-developed theoretical framework, supported by empirical evidence, to explain alliance block formation processes and their effect on innovative performance. As such, it fills a substantial gap in the literature on competitive rivalry among alliances, an increasingly important area of research. It will be essential reading for academics and practitioners in the fields of industrial organization, strategic management, technological alliances, competition and innovation studies

    DDC: 368.3/7/0094
    Keywords: Annuities ; Pensions
Abstract: On the premise that pension provision in Europe will dramatically change over the next few decades, this book concentrates on the funded component of pension wealth, and specifically on annuities - financial products that, on the basis of actuarial equivalence, allow the conversion of wealth into a lifelong stream of income. Developing an Annuity Market in Europe provides an analysis of how longevity and return risks are dealt with, besides considering key features from both household and insurance company perspectives. It takes account of the fact that annuity markets are expected to attract much interest in future years given the prospective cuts in public pension expenditure. In order to fill the gap between shrinking pensions and desired retirement consumption, the authors argue, annuities must be well regulated and supplied with financially attractive products. These conditions hardly exist today: thin markets and scant interest prevail, information is incomplete and imperfect, products show significant disparities. The contributors to this book explore the causes of present malfunctioning and examine the changes that may give annuities a new and vital function, which, along with greater competition and greater regulation may significantly alter the present scene of pension finance. Finally, the book offers an overview of regulatory issues including transparency, prudential provisions, appropriate levels of guarantees, and administrative costs. This important and timely book will be invaluable to anyone interested in annuities, from practitioners through to students, researchers and academics concerned in financial or public economics

Abstract: Human Capital, Trade and Public Policy in Rapidly Growing Economies argues that only two centuries ago, no society had ever enjoyed sustained growth in living standards. The contributors to this book aim to discover why the world today exhibits a predilection for perpetual self-improvement. In particular, the book focuses on the forces underlying long-lasting growth in East Asia's Newly Industrialized Countries (NICs). Drawing from the experiences of Hong Kong, South Korea, Singapore and Taiwan, it questions whether public policy can contribute to removing barriers towards accumulation of wealth, and if so, what development policy should be put in place to remedy the existing distortions or market failure problems. Theoretical and empirical analyses are also used to broach other important issues, such as: * Why do some economies experience growth while others decline? * What are the major determinants of long-term growth and development? * Is human capital the main driving force? * Does international trade play a crucial role? This book will appeal to those with an interest in development and public policy

This important collection brings together nineteen of his essays on topics in the history of macroeconomics. It begins with a paper on Adam Smith and ends with a discussion of the implications of Newclassical economists' ideas on the role of economic ideas in conditioning agents' activities. Other chapters deal with the major themes developed by monetary economists in the intervening years. Two of the essays appear in their current form for the first time, and several others are reprinted from difficult-to-obtain sources. They should be of interest not just to historians of economic thought, but also to economists more generally

Abstract: Monetarism is dead! Central bankers are all Wicksellians now! They target low inflation rates, with no regard to monetary aggregates whatsoever, by acting upon short-term real rates of interest. This is the New Consensus in monetary economics, or simply the New Keynesian Synthesis. Yet, this synthesis still hinges on variants of the long-run vertical Phillips curve originally proposed by Milton Friedman, the father of old-line monetarism. Contributors to the volume question this New Consensus. While they agree that the money supply should be conceived as endogenous, they carefully examine the procedures pursued by central banks, the monetary policy transmission mechanisms suggested by central bankers themselves, and the assumptions imbedded in the New Consensus. They propose alternative analyses that clearly demonstrate the limits of modern central banking and point to the possible instability of monetary economies. Heterodox and orthodox monetary macroeconomists alike will find this illuminating book of great interest

Keywords: Agriculture Economic aspects ; Globalization ; International trade
Abstract: Agriculture in the New Global Economy examines the extent to which the political economy of agriculture and the food chain is being transformed by globalisation. This book highlights the important changes that have taken place in the agriculture and food system with the spread of globalisation to this traditionally local sector. Structural change and emerging technologies have contributed to this transformation, which has extended to the political environment in which agriculture operates. The authors identify four paradigms that have characterised the governance of agriculture: a traditional dependent-agriculture paradigm; a neo-liberal competitive paradigm; a multifunctional paradigm; and an emergent globalised-production paradigm. The tensions among these paradigms are developed with reference to evidence from the United States and Canada, the EU, Australia, Japan and the Global South. The book analyses the controversy over genetic modification of foodcrops, developments in agricultural trade policy at the multilateral and regional levels, changing national food policy systems, and emerging global governance arrangements for the sector. Illustrating contemporary policy debates using both theoretical perspectives and empirical evidence, this book will appeal to academics, researchers and students specialising in political science, environmental studies, agricultural economics, management and food policy. The book will also be of interest to government practitioners in agriculture and environment departments as well as international organisations such as the EU, FAO and WTO

Abstract: This book argues that the shift in general equilibrium theory, from its early long-period to the modern very-short-period versions, has had very important consequences which are insufficiently appreciated by large parts of the economics profession. This shift has produced new difficulties, and has undermined central tenets of neoclassical macroeconomic theory (such as the negative dependence of aggregate investment on the interest rate, or the existence of a downward-sloping demand curve for labour) which had their basis in the long-period versions where capital was treated as a single factor. According to the author, what makes it difficult to appreciate these consequences is the current imperfect grasp of the long-period method (an approach common to classical and to the first generations of neoclassical economists, but nowadays often confused with steady-growth analysis). The origins of this problem date back to the 1930s, and to this day still obscure the history and the logic of the neoclassical approach. The book explains the analytical differences between long-period, steady-growth, and short-period general equilibrium analyses, and proves that on this basis considerable clarification can be achieved, not only in many aspects of the history of economic theory, but also in fundamental issues in the theories of value, distribution, capital, investment, employment and money. For example, the reasons for the disagreements in the 'Cambridge controversies' over capital theory become very apparent. This stimulating critique on the present state of economic theory will appeal to academics and researchers with an interest in macroeconomics, the history of economic thought, and the theory of value and distribution. It will also enlighten and inform anyone wanting to understand the reasons behind the current dissatisfaction with neoclassical economics

Abstract: Taiwan, once one of the world's leading manufacturing economies, is now transforming into a service economy, with an emphasis on knowledge-based services. This metamorphosis has not been easy. As well as major changes in the industrial sector, human resource and policy development have been required, the experiences and implications of which are addressed in this book. Although Taiwan is only in the initial stage of transition from a material- or capital-based economy to a knowledge-based economy, the process has already provided valuable lessons to be learnt. The ramification of transformations in manufacturing, agriculture, finance, services, and the information technology industry are examined and discussed. Tain-Jy Chen and Joseph S. Lee go on to reveal the problems and difficulties that Taiwan has encountered in creating itself a new knowledge based economy, including its outmoded service sector, the inability of businesses to pursue global production and services, and the lack of capacity to create knowledge and to innovate. Providing a discernible insight into the transformation of one of the most prominent newly industrialized countries into a knowledge-based economy, this book will greatly appeal to academics, researchers, and those with a specific interest in knowledge management or Asian economies, as well as to economic analysts

Abstract: Korea has played, and will increasingly play, an important role in the future development of the South East Asian region, including the expansion of regional economic cooperation and interregional trade. Indeed Korea has been a leading proponent of the idea of ASEAN+3. Clearer understanding of this economy, its major contemporary policy and reform issues and its future, are of particular interest from both regional and global perspectives. A remarkable recovery of the post-crisis Korean economy occurred, but questions over its sustainability remain. Korea, therefore, stands at an important economic crossroads. This opportune book draws upon the knowledge of a wide range of experienced Korean economists and specialists to cover in detail many specific sectors and policy areas, ranging from the key reform sectors - financial, corporate, and public and the labour market, to that of monetary and exchange rate policies. The role and contribution of the 'new economy' is also examined along with developments in Korea's trade and foreign direct investment, free trade agreement policy, inter-Korean economic relations, and the core ingredients of a 'new' growth and economic development paradigm. Scholars and researchers of comparative economics as well as more specifically contemporary Korean and Asian economic, development and financial studies will find this book of great interest

Abstract: Modern liberalism asserts the transcendental, autonomous self's 'natural rights' against others' moralistic and political preferences, and regards the economist's utilitarian social welfare theory as instrumental to the achievement of 'social justice'. Timothy Roth argues that the liberal enterprise ignores Kant's 'two points of view', confuses Kantian autonomy with moral and political license, mistakes utilitarian impersonality for impartiality, and takes no account of the indeterminacy of social welfare theory's fundamental theoretical constructs. In contrast, the author shows that Kant's 'two points of view' inform the conservative's constitutive political position and animate the consequence-detached, explicitly normative work of the conservative, constitutional political economist. He shows that, unlike modern liberalism, conservatism is grounded in Kant's 'two points of view', that utilitarian social welfare theory cannot be instrumental to the achievement of social justice, and that constitutional political economy is conservative economics. Economists interested in political economy, methodological issues, social welfare theory, public choice theory, or the moral foundations of economics will find much of interest in this thought-provoking volume. Abstract: This remarkable book outlines the historical framework and the main concepts of the literature on industrial districts. It illustrates a new approach to the study of industrial development, based on well-known industrial districts analysis. Giacomo Becattini has written an authoritative volume which, starting with the theory of districts, explores key aspects of contemporary capitalism. The book concludes that industrial districts are not a provisory phenomenon but a variant of the capitalist mode of production, where financial relationships are relatively less important, and inter-human ones play an unusually important role. Such is the basis for their specific competitive advantage. Academics, politicians and students interested in local development and also industrial development will find much to learn in Industrial Districts, as will industrial geographers and historians of industry and of economic thought

Abstract: Foreign investment has surged across emerging markets. This unique comparative study presents the first systematic evidence on the entry mode, business environment and their interrelationships in emerging markets. It integrates strategic management and economic policy analysis, and provides new insights for both business managers and government policymakers. The book investigates foreign direct investment (FDI) strategies in four important emerging economies: Egypt, India, South Africa and Vietnam. These countries liberalized their economies in the 1990s with the intention of attracting greater FDI inflows. This book assesses whether they have been successful in achieving this goal. The authors adopt a comparative perspective, and use a large enterprise survey plus three individual case studies in each country. They investigate the strategies of foreign direct investors, focusing on the relationship between the investment climate, the mode of entry (acquisition, greenfield or joint venture), company performance, and spillovers to the host economy. The book outlines how the interactions between international businesses and the local policy environment influence the entry strategies of firms. Academics and researchers with an interest in international business, emerging markets, economic development and strategic management will find this book informative and insightful

Abstract: Before the 1990s, China's telecommunications sector was a lacklustre monopoly featured by poor-quality service and inadequate capacity. Today the country boasts a dynamic telecommunications industry with the world's largest communications network and user-base with over 460 million telephone subscribers. China's accession to the WTO in 2001 has opened this huge developing telecommunications market to foreign participation and investment. The authors examine the singularity of the Chinese experience in building up its extensive telecommunications network in merely a decade, by reviewing China's national industrial policies and institutional reforms within the industry. The reader will find in this volume a unique and in-depth analysis of the interplay between political and economic forces amidst the industry's structural overhaul and regulatory reforms. The accounts of industrial features and market conditions are enriched with up-to-date data, which are extremely useful for appreciating the development and prospects for this fast-growing market, set against the backdrop of China's accession to the WTO. Scholars of China or Asian studies and researchers of information-communications industry and Asian/China studies will find this work of great interest, as will governmental policymakers, both in China and beyond. For foreign business practitioners eyeing this market, this volume provides a helpful guide to understand China's various interests and public welfare considerations that motivate changes in policies towards foreign investment and participation

Abstract: Although it has been previously accepted that Hong Kong, Japan, Korea, Singapore, and Taiwan have achieved the 'economic miracle' of maintaining high economic growth for several decades prior to the Asian financial crisis, recent literature has now cast doubt upon this economic supposed success. Attempting to overcome methodological limitations and underlying assumptions of other studies, The Growth Process in East Asian Manufacturing Industries re-examines the role of total factor productivity (TFP) growth and aims to identify the sources of output growth in these East Asian economies. Chia-Hung Sun aims to explain how TFP growth differs from technological progress, and demonstrates why this study favours the use of the varying coefficients frontier model rather than the conventional scholastic frontier approach. He goes on to statistically test whether manufacturing industries in East Asia homogeneously applied the best practice production technology, and investigates the TFP growth slowdown in East Asian manufacturing sectors. Potential links between technological progress (or technological efficiency change) and structural transformation are considered, and the growth in high-tech and low-tech industries are compared. Using sensitivity tests to consolidate the findings of this study and a comparison with earlier TFP studies for each of the five economies analysed, this book will be a valuable point of reference for economists, researchers and policymakers specialising in Asian economies. Advanced undergraduate and post-graduate students in economic development and economic growth will also find the book of great interest

Abstract: Agricultural Policy Reform and the WTO provides insights into the effects of the Uruguay Round WTO agreement on agricultural policy and global markets, and considers what is at stake in the Doha Development Agenda Round. The contributors to the book deal with a broad range of topics, including the evolution of domestic and trade policies in the last ten years across developed and developing countries and proposals made in the agricultural negotiation regarding market access, export subsidies and domestic support; new issues emergent in agricultural trade negotiations are also explored, including: * interaction between national regulatory systems and the deepening integration of the international trade regime * intellectual property rights protection * food safety * quality regulations * antidumping trade protection. Finally, the future of international trade relations is discussed, in particular the implications of enforcing domestic regulations to comply with international rules. This rich collection of research and analysis will be invaluable to researchers, academics and policymakers with an interest in agricultural policy analysis and international economics

Abstract: This book provides a comprehensive overview of the important topic of standards, which remains a vastly under-researched field of empirical inquiry. It presents a variety of interesting empirical analyses which reveal the driving forces and the economic impacts of standardization both in the manufacturing and the service sector. The author begins by providing a detailed outline of the various types of standards and their possible economic impacts. Before providing empirical validation of the theoretical arguments, he discusses the influence of standards within the regulatory system. Among the other actors in the standardization process, the author focuses in particular on the role of the firm, which acts as the main impetus for the development and implementation of new standards. He also examines the fundamental link between technical change and standardization, to assess whether this relationship is a virtuous or vicious cycle. In this context, the impact of intellectual property rights within standardization is also highlighted. Another significant aspect is the consequences of standards for trade and their role in fostering or inhibiting international trade flows. Finally, the author investigates the effect on macroeconomic growth where, especially in the new economy, formal standards are a crucial source of codified and publicly available knowledge. The analysis is based on extensive microeconomic, sectoral and macroeconomic data, which allows the author to compare the various economic impacts of standards and derive important policy conclusions. This book is a comprehensive and scholarly treatment of the economics of standards which will undoubtedly inspire further research in the field. It will be required reading for industrial economists, R&D managers and policymakers involved with innovation and trade policy

Abstract: This book reveals the key importance, in terms of international competitiveness, of firms' capability to adapt to, and develop, new technologies. At the same time, the authors argue that the sheer complexity of emerging technologies is such that the knowledge involved in their creation is likely to be dispersed and distributed between many individuals and over numerous locations. The authors argue that even if one assumes that the internal knowledge base is of strategic importance to many companies, most of the knowledge used by the majority of companies is developed outside the company. Since much knowledge is tacit in nature, the location of companies and their different departments become vital in accessing such knowledge, and there are strong reasons to believe that spillover effects are geographically bounded. Hence, it may often be of strategic importance to companies and their competitiveness to be represented in the 'right' industrial clusters. This book highlights a number of issues at the leading edge of both research and policy making, such as knowledge generation/production, knowledge distribution/transfer, knowledge spillovers, learning, knowledge management, information logistics, industrial clusters, industrial networks and regional innovation systems. This book will appeal to academics and researchers of knowledge management, technology and innovation and industrial organisation. Policy makers and planners in international organisations, national and regional governments - in particular those dealing with R&D policies, industrial policies and regional policies - will also find much to engage them

Abstract: Collecting Nobel Laureate William S. Vickrey's articles on macroeconomic theory and policy written towards the end of his career, this volume demonstrates his enduring commitment to full employment and price stability, and his rejection of conventional macroeconomic theorizing. William Vickrey never lost hope that sensible macroeconomic policy could be understood and implemented, a faith inspired by his humanistic vision of a better world for all and his belief that common sense would ultimately prevail. Advocating sensible economic policies, this collection will offer much of value to heterodox and orthodox economists, graduate economics students and also policymakers
