    Abstract: Why do communities form militias to defend themselves against violence during civil war? Using original interviews with former combatants and civilians and archival material from extensive fieldwork in Mozambique, Corinna Jentzsch's Violent Resistance explains the timing, location and process through which communities form militias. Jentzsch shows that local military stalemates characterized by ongoing violence allow civilians to form militias that fight alongside the government against rebels. Militias spread only to communities in which elites are relatively unified, preventing elites from coopting militias for private gains. Crucially, militias that build on preexisting social conventions are able to resonate with the people and empower them to regain agency over their lives. Jentzsch's innovative study brings conceptual clarity to the militia phenomenon and helps us understand how wartime civilian agency, violent resistance, and the rise of third actors beyond governments and rebels affect the dynamics of civil war, on the African continent and beyond.

    Abstract: There are so many roadblocks in Central Africa that it is hard to find a road that does not have one. Based on research in the Democratic Republic of Congo (DRC) and the Central African Republic (CAR), Peer Schouten maps more than a thousand of these roadblocks to show how communities, rebels and state security forces forge resistance and power out of control over these narrow points of passage. Schouten reveals the connections between these roadblocks in Central Africa and global supply chains, tracking the flow of multinational corporations and UN agencies alike through them, to show how they encapsulate a form of power, which thrives under conditions of supply chain capitalism. In doing so, he develops a new lens through which to understand what drives state formation and conflict in the region, offering a radical alternative to explanations that foreground control over minerals, territory or population as key drivers of Central Africa's violent history

    Abstract: Amidst ongoing wars and insecurities, female fighters, politicians and activists of the Kurdish Freedom Movement are building a new political system that centres gender equality. Since the Rojava Revolution, the international focus has been especially on female fighters, a gaze that has often been essentialising and objectifying, brushing over a much more complex history of violence and resistance. Going beyond Orientalist tropes of the female freedom fighter, and the movement's own narrative of the 'free woman', Isabel Käser looks at personal trajectories and everyday processes of becoming a militant in this movement. Based on in-depth ethnographic research in Turkey and Iraqi Kurdistan, with women politicians, martyr mothers and female fighters, she looks at how norms around gender and sexuality have been rewritten and how new meanings and practices have been assigned to women in the quest for Kurdish self-determination. Her book complicates prevailing notions of gender and war and creates a more nuanced understanding of the everyday embodied epistemologies of violence, conflict and resistance

    Abstract: Public opinion polls have become increasingly prominent during elections, but how they affect voting behaviour remains uncertain. In this work, we estimate the effects of poll exposure using an experimental design in which we randomly assign the availability of polls to participants in simulated election campaigns. We draw upon results from ten independent experiments conducted across six countries on four continents (Argentina, Australia, Canada, New Zealand, the United Kingdom, and the United States) to examine how polls affect the amount of information individuals seek and the votes that they cast. We further assess how poll effects differ according to individual-level factors, such as partisanship and political sophistication, and the content included in polls and how it is presented. Our work provides a comprehensive assessment of the power of polls and the implications for poll reporting in contemporary elections

    Abstract: The tensions between democracy and justice have long preoccupied political theorists. Institutions that are procedurally democratic do not necessarily make substantively just decisions. Democratizing Global Justice shows that democracy and justice can be mutually reinforcing in global governance - a domain where both are conspicuously lacking - and indeed that global justice requires global democratization. This novel reconceptualization of the problematic relationship between global democracy and global justice emphasises the role of inclusive deliberative processes. These processes can empower the agents necessary to determine what justice should mean and how it should be implemented in any given context. Key agents include citizens and the global poor; and not just the states but also international organizations and advocacy groups active in global governance. The argument is informed by and applied to the decision process leading to adoption of the Sustainable Development Goals, and climate governance inasmuch as it takes on questions of climate justice

    Abstract: The Nordic Model was originally understood as a compromise between Western and Soviet systems. The Soviet Union has been gone for a generation, but the Nordic Model survives. Much of this has to do with the Model's change from an economic to a largely cultural model. In particular the Model has come to emphasize human (especially women's) rights; environmental consciousness; and cultural innovation. While these each contain an element of fantasy, they retain sufficient substance to provide encouragement to 'progressive' circles in the United States, United Kingdom, and other countries. Important in its own right, the Nordic Model provides a fascinating case study of the transmission of goods and ideas between different regions, and the ability of a small and out of the way region to maintain its own identity in a globalized world

    Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Abstract: This Element seeks to make sense of Southeast Asia's numerous armed conflicts. It makes four contributions. First, this study provides a typology, distinguishing between revolutionary, secessionist, and communal conflicts. The first two are types of insurgencies, while the latter are ethnic conflicts. Second, this study emphasizes the importance of ethnicity in shaping conflict dynamics. This is true even for revolutionary conflicts, which at first glance may appear unrelated to ethnicity. A third contribution relates to broad conflict trends. Revolutionary and secessionist conflicts feature broad historical arcs, with clear peaks and declines, while communal conflicts occur more sporadically. The fourth contribution ties these points together by focusing on conflict management. Just as ethnicity shapes conflicts, ethnic leaders and traditions can also promote peace. Cultural mechanisms are especially important for managing communal conflicts, the lone type not declining in Southeast Asia

    Abstract: The 2016 US election highlighted the potential for foreign governments to employ social media for strategic advantages, but the particular mechanisms through which social media affect international politics are underdeveloped.     Abstract: Focusing on the rising support for the populist right in Eastern Europe, this book examines how anger and resentment towards minorities is being utilized in politics. Bustikova details the process by which the acquisition of political power and demand for rights by ascendant minority groups precipitates a backlash of mobilization from the radical right. However, this book also argues that prejudice against minorities is not a sentiment exclusive to right-wing voters and is not the root cause of increasing support for the radical right. Rather, this study reveals variation in how minorities are accommodated by the government and explains the electoral successes and failures of radical right parties. By examining the capitalization on these feelings of discontent towards politically assertive minorities and with the governmental policies that yield to their demands, Bustikova exposes volatile, zeitgeist-dependent conditions under which once fringe right-wing parties have risen to prominent but precarious positions of power.

    Abstract: Drawing on evolutionary epistemology, process ontology, and a social-cognition approach, this book suggests cognitive evolution, an evolutionary-constructivist social and normative theory of change and stability of international social orders. It argues that practices and their background knowledge survive preferentially, communities of practice serve as their vehicle, and social orders evolve. As an evolutionary theory of world ordering, which does not borrow from the natural sciences, it explains why certain configurations of practices organize and govern social orders epistemically and normatively, and why and how these configurations evolve from one social order to another. Suggesting a multiple and overlapping international social orders' approach, the book uses three running cases of contested orders - Europe's contemporary social order, the cyberspace order, and the corporate order - to illustrate the theory. Based on the concepts of common humanity and epistemological security, the author also submits a normative theory of better practices and of bounded progress.

    Abstract: Riots, strikes, and protests broke out in the streets of Shanghai and Bombay (renamed Mumbai in 1995), with impressive frequency during the twentieth century. Many of the landmark protests and social movements had close connections with the neighborhoods, workplaces, and civic space of each city. By the late twentieth century, as the political geography of each city changed rapidly with the commodification of urban land, so too did the patterns of political contention. Using a comparative historical lens, Frazier chronicles the political biographies of these two metropolises and leading centers of manufacturing and finance. Debates over ideology, citizenship, and political representation took material form through clashes over housing, jobs, police violence, public space, among much else, in the lived experience of urban residents. Frazier puts contemporary debates over informal housing, eviction of inner-city residents, scarcities of manufacturing jobs, and questions of unequal citizenship in an illuminating historical context.

It identifies endgame as a definable phase in negotiation, with specific characteristics, as the parties involved sense that the end is in sight and decide whether or not they want to reach it.     Abstract: Many treatments of the twentieth-century Latin American left assume a movement populated mainly by affluent urban youth whose naïve dreams of revolution collapsed under the weight of their own elitism, racism, sexism, and sectarian dogmas.     Abstract: Scientific Cosmology and International Orders shows how scientific ideas have transformed international politics since 1550. Allan argues that cosmological concepts arising from Western science made possible the shift from a sixteenth century order premised upon divine providence to the present order centred on economic growth. As states and other international associations used scientific ideas to solve problems, they slowly reconfigured ideas about how the world works, humanity's place in the universe, and the meaning of progress. The book demonstrates the rise of scientific ideas across three cases: natural philosophy in balance of power politics, 1550-1815; geology and Darwinism in British colonial policy and international colonial orders, 1860-1950; and cybernetic-systems thinking and economics in the World Bank and American liberal order, 1945-2015. Together, the cases trace the emergence of economic growth as a central end of states from its origins in colonial doctrines of development and balance of power thinking about improvement.

    Abstract: Over the past decade, DR Congo and South Africa have attracted global attention for high rates of sexual and gender-based violence. Why is it that courts in eastern DR Congo have offered a robust judicial response, prioritizing gender crimes despite considerable logistical challenges, whilst courts in South Africa, home to a far stronger legal infrastructure and human rights record, have failed to provide justice to victims of similar crimes? Lake shows that state fragility in DR Congo has created openings for human rights NGOs to influence legal processes in ways that have proved impossible in countries like South Africa, where the state is stronger. Yet exploiting opportunities presented by state fragility to pursue narrow human rights goals invites a host of new challenges. Strong NGOs and Weak States documents the promises and pitfalls of human rights and rule of law advocacy undertaken by NGOs in strong and weak states alike

    Abstract: Political parties in the United States and Britain used clientelism and patronage to govern throughout the nineteenth century. By the twentieth century, however, parties in both countries shifted to programmatic competition. This book argues that capitalists were critical to this shift. Businesses developed new forms of corporate management and capitalist organization, and found clientelism inimical to economic development. Drawing on extensive archival research in the United States and Britain, this book shows how national business organizations pushed parties to adopt programmatic reforms, including administrative capacities and policy-centered campaigns. Parties then shifted from reliance on clientelism as a governing strategy in elections, policy distribution, and bureaucracy. They built modern party organizations and techniques of interest mediation and accommodation. This book provides a novel theory of capitalist interests against clientelism, and argues for a more rigorous understanding of the relationship between capitalism and political development

    Abstract: "Bringing armed conflicts to an end is difficult; restoring a lasting peace can be considerably harder. Reclaiming Everyday Peace addresses the effectiveness and impact of local level interventions on communities affected by war. Using an innovative methodology to generate participatory numbers, Pamina Firchow finds that communities saturated with external interventions after war do not have substantive higher levels of peacefulness according to community-defined indicators of peace than those with lower levels of interventions. These findings suggest that current international peacebuilding efforts are not very effective at achieving peace by local standards because disproportionate attention is paid to reconstruction, governance and development assistance with little attention paid to community ties and healing. Firchow argues that a more bottom up approach to measuring the effectiveness of peacebuilding is required.     Abstract: Why has violence spiked in Latin America's contemporary democracies? What explains its temporal and spatial variation? Analyzing the region's uneven homicide levels, this book maps out a theoretical agenda focusing on three intersecting factors: the changing geography of transnational illicit political economies; the varied capacity and complicity of state institutions tasked with providing law and order; and organizational competition to control illicit territorial enclaves. These three factors inform the emergence of 'homicidal ecologies' (subnational regions most susceptible to violence) in Latin America. After focusing on the contemporary causes of homicidal violence, the book analyzes the comparative historical origins of weak and complicit public security forces and the rare moments in which successful institutional reform takes place. Regional trends in Latin America are evaluated, followed by original case studies of Central America, which claims among the highest homicide rates in the world.

    Abstract: This book uses an intersectional approach to analyze the impact of the experience of race on Afro-Brazilian political behavior in the cities of Salvador, São Paulo, and Rio de Janeiro. Using a theoretical framework that takes into account racial group attachment and the experience of racial discrimination, it seeks to explain Afro-Brazilian political behavior with a focus on affirmative action policy and Law 10.639 (requiring that African and Afro-Brazilian history be taught in schools). It fills an important gap in studies of Afro-Brazilian underrepresentation by using an intersectional framework to examine the perspectives of everyday citizens.     Abstract: Cultural Evolution argues that people's values and behavior are shaped by the degree to which survival is secure; it was precarious for most of history, which encouraged heavy emphasis on group solidarity, rejection of outsiders, and obedience to strong leaders. For under extreme scarcity, xenophobia is realistic: if there is just enough land to support one tribe and another tribe tries to claim it, survival may literally be a choice between Us and Them. Conversely, high levels of existential security encourage openness to change, diversity, and new ideas. The unprecedented prosperity and security of the postwar era brought cultural change, the environmentalist movement, and the spread of democracy. But in recent decades, diminishing job security and rising inequality have led to an authoritarian reaction. Evidence from more than 100 countries demonstrates that people's motivations and behavior reflect the extent to which they take survival for granted - and that modernization changes them in roughly predictable ways. This book explains the rise of environmentalist parties, gender equality, and same-sex marriage through a new, empirically-tested version of modernization theory

    Abstract: American violence is schizophrenic. On the one hand, many Americans support the creation of a powerful bureaucracy of coercion made up of police and military forces in order to provide public security. At the same time, many of those citizens also demand the private right to protect their own families, home, and property. This book diagnoses this schizophrenia as a product of a distinctive institutional history, in which private forms of violence - vigilantes, private detectives, mercenary gunfighters - emerged in concert with the creation of new public and state forms of violence such as police departments or the National Guard. This dual public and private face of American violence resulted from the upending of a tradition of republican governance, in which public security had been indistinguishable from private effort, by the nineteenth-century social transformations of the Civil War and the Market Revolution

    Abstract: This ambitious book provides a new framework for analysing global international society (GIS). In doing so, it also links the English School's approach more closely to classical sociology, constructivism, liberal institutionalism, realism and postcolonialism. It retells the expansion of international society story to explain why the differences among states are as important as their similarities in understanding the structure and dynamics of contemporary GIS. Drawing on differentiation theory, it sets out four ideal-type models for international society. In Politics Beyond Black and White, Lauren D. Davenport examines the ascendance of multiracial identities and their implications for American society and the political landscape. Amassing unprecedented evidence, this book systematically investigates how race is constructed and how it influences political behavior. Professor Davenport shows that biracials' identities are the product of family, interpersonal interactions, environment, and, most compellingly, gender stereotypes and social class. These identities, in turn, shape attitudes across a range of political issues, from affirmative action to same-sex marriage, and multiracial identifiers are shown to be culturally and politically progressive. But the book also reveals lingering prejudices against race-mixing, and that intermarriage and identification are highly correlated with economic prosperity. Overall findings suggest that multiracialism is poised to dismantle some racial boundaries, while reinforcing others.

    Abstract: Rwanda and Bosnia both experienced mass violence in the early 1990s. Less than ten years later, Rwandans surprisingly elected the world's highest level of women to parliament. In Bosnia, women launched thousands of community organizations that became spaces for informal political participation. The political mobilization of women in both countries complicates the popular image of women as merely the victims and spoils of war. Through a close examination of these cases, Marie E. Berry unpacks the puzzling relationship between war and women's political mobilization. Drawing from over 260 interviews with women in both countries, she argues that war can reconfigure gendered power relations by precipitating demographic, economic, and cultural shifts. In the aftermath, however, many of the gains women made were set back. This book offers an entirely new view of women and war and includes concrete suggestions for policy makers, development organizations, and activists supporting women's rights

    Abstract: There has been a long history of idealism concerning the potential of economic and political developments in Africa, the latest iteration of which emerged around the time of the 2007-8 global financial crisis. Here, Clive Gabay takes a historical approach to questions concerning change and international order as these apply to Africa in Western imaginaries. Challenging traditional postcolonial accounts that see the West imagine itself as superior to Africa, he argues that the centrality of racial anxieties concerning white supremacy make Africa appear, at moments of Western crisis, as the saviour of Western ideals, specifically democracy, bureaucracy, and neoclassical economic order. Uncommonly, this book turns its lens as much inwards as outwards, interrogating how changing attitudes to Africa over the course of the twentieth and early twenty-first centuries correspond to shifting anxieties concerning whiteness, and the growing hope that Africa will be the place where the historical genius of whiteness might be saved and perpetuated.

    Abstract: At a time when the legitimacy of democracies is in question, calls to improve the quality of public debate and deliberative democracy are sweeping the social sciences. Yet, real deliberation lies far from the deliberative ideal. Theorists have argued that linguistic and cultural differences foster inequality and impede democratic deliberation. In this empirical study, the author presents the collective practices of political translation, which help multilingual and culturally diverse groups work together more democratically than homogeneous groups. Political translation, distinct from linguistic translation, is a set of disruptive and communicative practices developed by activists and grassroots community organizers in order to address inequities hindering democratic deliberation and to entreat powerful groups to work together more inclusively with disempowered groups. Based on ten years of fieldwork, Political Translation provides the first systematic comparative study of deliberation under conditions of linguistic difference and cultural misunderstandings.

    Abstract: Since the US-led invasion and occupation of Iraq in 2003, the challenges of sectarianism and militarism have weighed heavily on the women of Iraq. In this book, Zahra Ali foregrounds a wide-range of interviews with a variety of women involved in women's rights activism, showing how everyday life and intellectual life has developed since the US-led invasion. In addition to this, Ali offers detailed historical research of social, economic and political contexts since the formation of the Iraqi state in the 1920s. Through a transnational and postcolonial feminist approach, this book also considers the ways in which gender norms and practices, Iraqi feminist discourses, and activisms are shaped and developed through state politics, competing nationalisms, religious, tribal and sectarian dynamics, wars, and economic sanctions. The result is a vivid account of the everyday life in today's Iraq and an exceptional analysis of the future of Iraqi feminisms

    Abstract: The push for independence in African nations was ultimately an incomplete process, with the people often left to wrestle with a partial, imperfect legacy. Rather than settle for liberation in name alone, the people engaged in an ongoing struggle for meaningful freedom. Phyllis Taoua shows how the idea of freedom in Africa today evolved from this complex history. With a pan-African, interdisciplinary approach, she synthesizes the most significant issues into a clear, compelling narrative. Tracing the evolution of a conversation about freedom since the 1960s, she defines three types and shows how they are interdependent. Taoua investigates their importance in key areas of narrative interest: the intimate self, gender identity, the nation, global capital, and the spiritual realm. Allowing us to hear the voices of African artists and activists, this compelling study makes sense of their struggle and the broad importance of the idea of freedom in contemporary African culture

    Abstract: To what extent are global rule-of-law norms, which external actors promote in post-conflict states, localized? Who decides whether global standards or local particularities prevail? This book offers a new approach to the debate about how the dilemma between the diffusion of global norms and their localization is dealt with in global politics. Studying the promotion of children's rights, access to public information, and an international commission against impunity in Guatemala, Lisbeth Zimmermann demonstrates that rule-of-law promotion triggers domestic contestation and thereby changes the approach taken by external actors, and ultimately the manner in which global norms are translated. However, the leeway in local translation is determined by the precision of global norms. Based on an innovative theoretical approach and an in-depth study of rule-of-law translation, Zimmermann argues for a shift in norm promotion from context sensitivity to democratic appropriation, speaking to scholars of international relations, peacebuilding, democratization studies, international law, and political theory.

    Abstract: This book considers the diverse forms of mass mobilization and contentious politics that emerged during the Egyptian Revolution of 2011 and its aftermath. Drawing on a catalogue of more than 8,000 protest events, as well as interviews, video footage and still photographs, Neil Ketchley provides the first systematic account of how Egyptians banded together to overthrow Husni Mubarak, and how old regime forces engineered a return to authoritarian rule. Eschewing top-down, structuralist and culturalist explanations, the author shows that the causes and consequences of Mubarak's ousting can only be understood by paying close attention to the evolving dynamics of contentious politics witnessed in Egypt since 2011. Setting these events within a larger social and political context, Ketchley sheds new light on the trajectories and legacies of the Arab Spring, as well as recurring patterns of contentious collective action found in the Middle East and beyond.

    Abstract: Why does religion become a fault line of communal violence in some pluralistic countries and not others? Under what conditions will religious identity - as opposed to other salient ethnic cleavages - become the spark that ignites communal violence? Contemporary world politics since 9/11 is increasingly marked by intra-state communal clashes in which religious identity is the main fault line. Yet, violence erupts only in some religiously pluralistic countries, and only in some parts of those countries. This study argues that prominent theories in the study of civil conflict cannot adequately account for the variation in subnational identity-based violence. Examining this variation in the context of Nigeria's pluralistic north-central region, this book finds support for a new theory of power-sharing. It finds that communities are less likely to fall prey to a divisive narrative of religious difference where local leaders informally agreed to abide by an inclusive, local government power-sharing arrangement.

    Abstract: Violence in Latin America and the Caribbean is no longer perpetrated primarily by states against their citizens, but by a variety of state and non-state actors struggling to control resources, territories, and populations. This book examines violence at the subnational level to illuminate how practices of violence are embedded within subnational configurations of space and clientelistic networks. In societies shaped by centuries of violence and exclusion, inequality and marginalization prevail at the same time that democratization and neoliberalism have decentralized power to regional and local levels, where democratic and authoritarian practices coexist. Within subnational arenas, unique configurations - of historical legacies, economic structures, identities, institutions, actors, and clientelistic networks - result in particular patterns of violence and vulnerability that are often strikingly different from what is portrayed by aggregate national-level statistics. The chapters of this book examine critical cases from across the region, drawing on new primary data collected in the field to analyze how a range of political actors and institutions shape people's lives and to connect structural and physical forms of violence.

    Abstract: This book offers an innovative perspective on the ever-widening gap between the poor and the state in Latin American politics. It presents a comprehensive analysis of the main social movement that mobilized the poor and unemployed people of Argentina to end neoliberalism and to attain incorporation into a more inclusive and equal society. The piquetero (picketer) movement is the largest movement of unemployed people in the world. This movement has transformed Argentine politics to the extent of becoming part of the governing coalition for more than a decade. Rossi argues that the movement has been part of a long-term struggle by the poor for socio-political participation in the polity after having been excluded by authoritarian regimes and neoliberal reforms. He conceptualizes this process as a wave of incorporation, exploring the characteristics of this major redefinition of politics in Latin America

    Abstract: Statements of resolve - in which leaders indicate that their country is committed to a position and will not back down - are a fixture of international conflict. However, scholars have not agreed on how much these statements affect conflict outcomes or which conditions give them coercive credibility. Statements of Resolve argues that an important and underappreciated factor influencing the impact of resolved statements is the ability to follow through. Roseanne W. McManus explains how adversaries analyze a leader's ability to follow through on statements and shows that perceptions of the ability to follow through are influenced not only by military capabilities but also by less obvious domestic political conditions. Through rigorous statistical tests based on quantitative coding of US presidential statements and case studies of three Cold War conflicts, this book shows that resolved statements can effectively coerce adversaries, but only when a sufficient physical and political ability is present

    Abstract: Today, many people agree that the EU lacks solidarity and needs a social dimension. This debate is not new, but until now the notion of a 'social Europe' remained vague and elusive. To make progress, we need a coherent conception of the reasons behind, and the agenda for, not a 'social Europe', but a new idea: a European Social Union. We must motivate, define, and demarcate an appropriate notion of European solidarity. We must also understand the legal and political obstacles, and how these can be tacked. In short, we need unequivocal answers to questions of why, what, and how: on that basis, we can define a clear-cut normative and institutional concept. That is the remit of this book: it provides an in-depth interdisciplinary examination of the rationale and the feasibility of a European Social Union. Outstanding scholars and top-level practitioners reflect on obstacles and solutions, from an economic, social, philosophical, legal, and political perspective.

    Abstract: In the spring of 2006, millions of Latinos across the country participated in the largest civil rights demonstrations in American history. In this timely and highly anticipated book, Chris Zepeda-Millán analyzes the background, course, and impacts of this unprecedented wave of protests, highlighting their unique local, national, and demographic dynamics. He finds that because of the particular ways the issue of immigrant illegality was racialized, federally proposed anti-immigrant legislation (H.R. 4437) helped transform Latinos' sense of latent group membership into the racial group consciousness that incited their engagement in large-scale collective action. Zepeda-Millán shows how nativist policy threats against disenfranchised undocumented immigrants can provoke a political backlash - on the streets and at the ballot box - from not only 'people without papers', but also naturalized and US-born citizens. Latino Mass Mobilization is an important intervention into contemporary debates regarding immigration policy, social movements, and racial politics in the United States.

    Abstract: This book explains why conflicts in Africa are sometimes ethnic and sometimes religious, and why a conflict might change from ethnic to religious even as the opponents remain fixed. Conflicts in the region are often viewed as either 'tribal' or 'Muslim-Christian', seemingly rooted in deep-seated ethnic or religious hatreds. Yet, as this book explains, those labels emerge as a function of political mobilization. It argues that ethnicity and religion inspire distinct passions among individuals, and that political leaders exploit those passions to achieve their own strategic goals when the institutions of the state break down. To support this argument, the book relies on a novel experiment conducted in Côte d'Ivoire and Ghana to demonstrate that individual preferences change in ethnic and religious contexts. It then uses case illustrations from Côte d'Ivoire, Nigeria, and Sudan to highlight the strategic choices of leaders that ultimately shape the frames of conflict

Mobilising across borders, diasporas emerge to challenge such governments. This book offers an in-depth examination of the internal politics of transnational mobilisation. Studying Rwandan and Zimbabwean exiles, it exposes the power, interests, and unexpected agendas behind mobilisation, revealing the surprising and ambivalent role played by outsiders. Far from being passive victims waiting for humanitarian assistance, refugees engage actively in political struggle. From Rwandans resisting their repatriation, to Zimbabweans preventing arms shipments, political exiles have diverse aims and tactics. Conversely, the governments they face also deploy a range of transnational strategies, and those that purport to help them often do so with hidden agendas. This shifting political landscape reveals the centrality of transnationalism within global politics, the historical and political contingency of diasporas, and the precarious agency of refugees.

    Abstract: Equality is a key concept in our moral and political vocabulary. There is wide agreement on its instrumental value and its favourable impact on many aspects of society, but less certainty over whether it has a non-instrumental or intrinsic value that can be demonstrated. In this project, Shlomi Segall explores and defends the view that it does. He argues that the value of equality is not reducible to a concern we might have for the worse off, or to ensuring that individuals do not fall into poverty and destitution; instead he claims that undeserved inequalities, wherever and whenever we might find them, are bad in themselves. Assessing the strength of competing accounts, such as sufficientarianism and prioritarianism, he brings together for the first time discussions of the moral value of equality with luck- or responsibility-sensitive accounts of distributive justice. His book will interest readers in political and moral philosophy

    Abstract: Political revolutions, economic meltdowns, mass ideological conversions and collective innovation adoptions occur often, but when they do happen, they tend to be the least expected. Based on the paradigm of 'leading from the periphery', this groundbreaking analysis offers an explanation for such spontaneity and apparent lack of leadership in contentious collective action. Contrary to existing theories, the author argues that network effects in collective action originating from marginal leaders can benefit from a total lack of communication. Such network effects persist in isolated islands of contention instead of overarching action cascades, and are shown to escalate in globally dispersed, but locally concentrated networks of contention. This is a trait that can empower marginal leaders and set forth social dynamics distinct from those originating in the limelight. Leading from the Periphery and Network Collective Action provides evidence from two Middle Eastern uprisings, as well as behavioral experiments of collective risk-taking in social networks

    Abstract: Vast changes in technologies and geopolitics have produced a wholesale shift in the way states and other powerful entities think about the production and retention of popular loyalties. Strategic communication has embraced these changes as stakes increase and the techniques of information management become more pervasive. These shifts in strategic communications impact free speech as major players, in a global context, rhetorically embrace a world of transparency, all the while increasing surveillance and modes of control, turning altered media technologies and traditional media doctrines to their advantage. This book exposes the anxieties of loss of control, on the one hand, and the missed opportunities for greater freedom, on the other. 'New' strategic communication arises from the vast torrents of information that cross borders and uproot old forms of regulation.
