Pointing out the limitations of Kant's cosmopolitanism through a novel contextual account of Perpetual Peace, Transnational Cosmopolitanism shows how these limits remain in neo-Kantian scholarship. Inés Valdez's framework overcomes these limitations in a methodologically unique way, taking Du Bois's writings and his coalitional political action both as text that should inform our theorization and normative insights. The cosmopolitanism proposed in this work is an original contribution that questions the contemporary currency of Kant's canonical approach and enlists overlooked resources to radicalize, democratize, and transnationalize cosmopolitanism.

    Abstract: Riots, strikes, and protests broke out in the streets of Shanghai and Bombay (renamed Mumbai in 1995), with impressive frequency during the twentieth century. Many of the landmark protests and social movements had close connections with the neighborhoods, workplaces, and civic space of each city. By the late twentieth century, as the political geography of each city changed rapidly with the commodification of urban land, so too did the patterns of political contention. Using a comparative historical lens, Frazier chronicles the political biographies of these two metropolises and leading centers of manufacturing and finance. Debates over ideology, citizenship, and political representation took material form through clashes over housing, jobs, police violence, public space, among much else, in the lived experience of urban residents. Frazier puts contemporary debates over informal housing, eviction of inner-city residents, scarcities of manufacturing jobs, and questions of unequal citizenship in an illuminating historical context.

It identifies endgame as a definable phase in negotiation, with specific characteristics, as the parties involved sense that the end is in sight and decide whether or not they want to reach it.     Abstract: Drawing on evolutionary epistemology, process ontology, and a social-cognition approach, this book suggests cognitive evolution, an evolutionary-constructivist social and normative theory of change and stability of international social orders. It argues that practices and their background knowledge survive preferentially, communities of practice serve as their vehicle, and social orders evolve. As an evolutionary theory of world ordering, which does not borrow from the natural sciences, it explains why certain configurations of practices organize and govern social orders epistemically and normatively, and why and how these configurations evolve from one social order to another. Suggesting a multiple and overlapping international social orders' approach, the book uses three running cases of contested orders - Europe's contemporary social order, the cyberspace order, and the corporate order - to illustrate the theory. Based on the concepts of common humanity and epistemological security, the author also submits a normative theory of better practices and of bounded progress.

Analyzing the region's uneven homicide levels, this book maps out a theoretical agenda focusing on three intersecting factors: the changing geography of transnational illicit political economies; the varied capacity and complicity of state institutions tasked with providing law and order; and organizational competition to control illicit territorial enclaves. These three factors inform the emergence of 'homicidal ecologies' (subnational regions most susceptible to violence) in Latin America. After focusing on the contemporary causes of homicidal violence, the book analyzes the comparative historical origins of weak and complicit public security forces and the rare moments in which successful institutional reform takes place.     Abstract: At a time when the legitimacy of democracies is in question, calls to improve the quality of public debate and deliberative democracy are sweeping the social sciences. Yet, real deliberation lies far from the deliberative ideal. Theorists have argued that linguistic and cultural differences foster inequality and impede democratic deliberation. In this empirical study, the author presents the collective practices of political translation, which help multilingual and culturally diverse groups work together more democratically than homogeneous groups. Political translation, distinct from linguistic translation, is a set of disruptive and communicative practices developed by activists and grassroots community organizers in order to address inequities hindering democratic deliberation and to entreat powerful groups to work together more inclusively with disempowered groups. Based on ten years of fieldwork, Political Translation provides the first systematic comparative study of deliberation under conditions of linguistic difference and cultural misunderstandings.

In Politics Beyond Black and White, Lauren D. Davenport examines the ascendance of multiracial identities and their implications for American society and the political landscape. Amassing unprecedented evidence, this book systematically investigates how race is constructed and how it influences political behavior. Professor Davenport shows that biracials' identities are the product of family, interpersonal interactions, environment, and, most compellingly, gender stereotypes and social class. These identities, in turn, shape attitudes across a range of political issues, from affirmative action to same-sex marriage, and multiracial identifiers are shown to be culturally and politically progressive. But the book also reveals lingering prejudices against race-mixing, and that intermarriage and identification are highly correlated with economic prosperity. Overall findings suggest that multiracialism is poised to dismantle some racial boundaries, while reinforcing others.

    Abstract: Why does religion become a fault line of communal violence in some pluralistic countries and not others? Under what conditions will religious identity - as opposed to other salient ethnic cleavages - become the spark that ignites communal violence? Contemporary world politics since 9/11 is increasingly marked by intra-state communal clashes in which religious identity is the main fault line. Yet, violence erupts only in some religiously pluralistic countries, and only in some parts of those countries. This study argues that prominent theories in the study of civil conflict cannot adequately account for the variation in subnational identity-based violence. Examining this variation in the context of Nigeria's pluralistic north-central region, this book finds support for a new theory of power-sharing. It finds that communities are less likely to fall prey to a divisive narrative of religious difference where local leaders informally agreed to abide by an inclusive, local government power-sharing arrangement.

Within subnational arenas, unique configurations - of historical legacies, economic structures, identities, institutions, actors, and clientelistic networks - result in particular patterns of violence and vulnerability that are often strikingly different from what is portrayed by aggregate national-level statistics. The chapters of this book examine critical cases from across the region, drawing on new primary data collected in the field to analyze how a range of political actors and institutions shape people's lives and to connect structural and physical forms of violence.

    Abstract: 'Throws light on the role of several key agents in bringing to an end one of the darkest episodes in post-independence African history.' Ebenezer Obadare, University of Kansas Until the 1990s, conflict resolution and peacemaking fell to states, the UN and other intergovernmental organizations. In recent times it is non-armed, non-state actors who have had a pivotal role in seeking to resolve civil wars in Africa. This book examines, for the first time, through an examination of the Liberian Civil War in particular, how non-state actors have impacted upon peace processes. The Liberian Civil War was the first post-Cold War intra-state conflict in West Africa and exemplified the "new wars" breaking out on the continent. The peace process that followed showed how future peacemaking processes might evolve, being not only the first in which a regional economic grouping had a role - in this case ECOWAS - but also involving non-state religious and diaspora actors. Religious actors, initiators of the Liberian peace process, were mediators, dialogue facilitators, watchdogs and trustees of the entire peace process. Although their efforts were mainly influenced by the desire to fulfil the divine mandate to "tend to the flock", they were also able to regain some of the societal influence that organized religion, especially Christianity, enjoyed during the 158 years of minority Americo-Liberian rule. Diaspora actors' roles ranged from being founders and sponsors of warring factions to providing succour to Liberians back home through remittances and engaging in the peace process. Babatunde T.     Abstract: This book examines security in three cities that suffer from chronic violence: Rio de Janeiro, Brazil; Medellin, Colombia; and Kingston, Jamaica. In each, democratic states contend with subnational armed groups that dominate territory and play important roles in politics even as they contribute to fear and insecurity. Through a nested three-city six-neighborhood analysis of the role of criminal groups in governance, this research provides a deep understanding of the impact of crime on political experience. Neighborhoods controlled by different types of armed actors, operating in the same institutional context, build alliances with state officials and participate in political life through the structures created by these armed actors. The data demonstrate the effects criminal dominance can have on security, civil society, elections, and policymaking. Far from reflecting a breakdown of order, varying types of criminal groups generate different local lived political experiences.

Studying Rwandan and Zimbabwean exiles, it exposes the power, interests, and unexpected agendas behind mobilisation, revealing the surprising and ambivalent role played by outsiders. Far from being passive victims waiting for humanitarian assistance, refugees engage actively in political struggle. From Rwandans resisting their repatriation, to Zimbabweans preventing arms shipments, political exiles have diverse aims and tactics. Conversely, the governments they face also deploy a range of transnational strategies, and those that purport to help them often do so with hidden agendas. This shifting political landscape reveals the centrality of transnationalism within global politics, the historical and political contingency of diasporas, and the precarious agency of refugees.

Social revolutions have been rare but undeniably of enormous importance in modern world history. States and Social Revolutions provides a new frame of reference for analyzing the causes, the conflicts, and the outcomes of such revolutions. It develops a rigorous, comparative historical analysis of three major cases: the French Revolution of 1787 through the early 1800s, the Russian Revolution of 1917 through the 1930s, and the Chinese Revolution of 1911 through the 1960s. Believing that existing theories of revolution, both Marxist and non-Marxist, are inadequate to explain the actual historical patterns of revolutions, Skocpol urges us to adopt fresh perspectives. Above all, she maintains that states conceived as administrative and coercive organizations potentially autonomous from class controls and interests must be made central to explanations of revolutions.

    Abstract: Do Evangelical activists control the Republican Party? Do secular activists control the Democratic Party? In Godless Democrats and Pious Republicans, Ryan Claassen carefully assesses the way campaign activists represent religious and non-religious groups in American political parties dating back to the 1960s. By providing a new theoretical framework for investigating the connections between macro social and political trends, the results challenge a conventional wisdom in which recently mobilized religious and Secular extremists captured the parties and created a God gap. The new approach reveals that very basic social and demographic trends matter far more than previously recognized and that mobilization matters far less. The God gap in voting is real, but it was not created by Christian Right mobilization efforts and a Secular backlash. Where others see culture wars and captured parties, Claassen finds many religious divisions in American politics are artifacts of basic social changes. This very basic insight leads to many profoundly different conclusions about the motivations of religious and non-religious activists and voters.

    Abstract: The twenty-first century has seen a further dramatic increase in the use of quantitative knowledge for governing social life after its explosion in the 1980s. Indicators and rankings play an increasing role in the way governmental and non-governmental organizations distribute attention, make decisions, and allocate scarce resources. Quantitative knowledge promises to be more objective and straightforward as well as more transparent and open for public debate than qualitative knowledge, thus producing more democratic decision-making. However, we know little about the social processes through which this knowledge is constituted nor its effects. Understanding how such numeric knowledge is produced and used is increasingly important as proliferating technologies of quantification alter modes of knowing in subtle and often unrecognized ways. This book explores the implications of the global multiplication of indicators as a specific technology of numeric knowledge production used in governance.

    Abstract: Making sense of Saudi Arabia is crucially important today. The kingdom's western province contains the heart of Islam, and it is the United States' closest Arab ally and the largest producer of oil in the world. However, the country is undergoing rapid change: its aged leadership is ceding power to a new generation, and its society, dominated by young people, is restive. Saudi Arabia has long remained closed to foreign scholars, with a select few academics allowed into the kingdom over the past decade. This book presents the fruits of their research as well as those of the most prominent Saudi academics in the field.     Abstract: Toby Matthiesen traces the politics of the Shia in the Eastern Province of Saudi Arabia from the nineteenth century until the present day. This book outlines the difficult experiences of being Shia in a Wahhabi state, and casts new light on how the Shia have mobilised politically to change their position. Shia petitioned the rulers, joined secular opposition parties and founded Islamist movements. Most Saudi Shia opposition activists profited from an amnesty in 1993 and subsequently found a place in civil society and the public sphere. However, since 2011 a new Shia protest movement has again challenged the state. The Other Saudis shows how exclusionary state practices created an internal Other and how sectarian discrimination has strengthened Shia communal identities. The book is based on little-known Arabic sources, extensive fieldwork in Saudi Arabia and interviews with key activists. Of immense geopolitical importance, the oil-rich Eastern Province is a crucial but little known factor in regional politics and Gulf security.

    Abstract: The civil rights movement and immigration reform transformed American politics in the mid-1960s. Demographic diversity and identity politics raised the challenge of e pluribus unum anew, and multiculturalism emerged as a new ideological response to this dilemma. This book uses national public opinion data and public opinion data from Los Angeles to compare ethnic differences in patriotism and ethnic identity and ethnic differences in support for multicultural norms and group-conscious policies. The authors find evidence of strong patriotism among all groups and the classic pattern of assimilation among the new wave of immigrants. They argue that there is a consensus in rejecting harder forms of multiculturalism that insist on group rights but also a widespread acceptance of softer forms that are tolerant of cultural differences and do not challenge norms, such as by insisting on the primacy of English.

    Abstract: This book re-evaluates Almond, Verba, and Pye's original ideas about the shape of a civic culture that supports democracy. Marshaling a massive amount of cross-national, longitudinal public opinion data from the World Values Survey Association, the authors demonstrate multiple manifestations of a deep shift in the mass attitudes and behaviors that undergird democracy. The chapters in this book show that in dozens of countries around the world, citizens have turned away from allegiance toward a decidedly 'assertive' posture to politics: they have become more distrustful of electoral politics, institutions, and representatives and are more ready to confront elites with demands from below. Most importantly, societies that have advanced the most in the transition from an allegiant to an assertive model of citizenship are better-performing democracies - in terms of both accountable and effective governance.

    Abstract: This book argues that political and economic inequalities following group lines generate grievances that in turn can motivate civil war. Lars-Erik Cederman, Kristian Skrede Gleditsch, and Halvard Buhaug offer a theoretical approach that highlights ethnonationalism and how the relationship between group identities and inequalities are fundamental for successful mobilization to resort to violence. Although previous research highlighted grievances as a key motivation for political violence, contemporary research on civil war has largely dismissed grievances as irrelevant, emphasizing instead the role of opportunities. This book shows that the alleged non-results for grievances in previous research stemmed primarily from atheoretical measures, typically based on individual data. The authors develop new indicators of political and economic exclusion at the group level, and show that these exert strong effects on the risk of civil war. They provide new analyses of the effects of transnational ethnic links and the duration of civil wars, and extended case discussions illustrating causal mechanisms.

    Abstract: Through richly detailed anthropological case studies of the rural economics and administrative policies in Burkina Faso, and reassessment of current models of conflict, resource management and modern administration, this book explores the current political, economic and social transformation of Western Africa. Ethnic tensions, the case studies suggest, are a strategic part of social and economic local relations - a pattern that is repeated when ethnic stereotyping finds its way into the higher echelons of national administration and of international development cooperation. Conflicts are shown to be ethnicized by local and administrative elites, creating screens impenetrable to those involved in the states' formal administration, and behind which informal local economies thrive. In these 'concealed economies' individuals exploit the ethnic divide by hiding friendly and profitable inter-ethnic relations behind a rhetoric of ethnic tensions and staged conflict. Cultivating ties across ethnic divides is not limited, however, to rural relations but becomes common practice at almost all levels of national and civil administration. Andreas Dafinger is Associate Professor of Social Anthropology at the Central European University, Budapest. He has worked on Burkina Faso for almost twenty years.

Such diffusion, however, is a complex and multidimensional process that involves different actors, networks, and mechanisms. This complexity has spawned a large body of literature on different aspects of the diffusion process, yet a comprehensive framework remains an elusive target. This book is a response to that need, and its framework focuses on three basic analytical questions. First, what is being diffused? Second, how does diffusion occur? Finally, what is the impact of diffusion on organizational development and shifts in the scale of contentious politics?     Abstract: Inspired by the events leading up to the overthrow of Doctor Hastings Kamuzu Banda's Life Presidency, this book explores the deep logic of Malawi's political culture as it emerged in the colonial and early post-colonial periods. It draws on archival sources from three continents and oral testimonies gathered over a ten-year period provided by those who lived these events. Power narrates how anti-colonial protest was made relevant to the African majority through the painstaking engagement of politicians in local grievances and struggles, which they then linked to the fight against white settler domination in the guise of the Central African Federation. She also explores how Doctor Banda (leader of independent Malawi for thirty years), the Nyasaland African Congress, and its successor, the Malawi Congress Party, functioned within this political culture, and how the MCP became a formidable political machine. Central to this process was the deployment of women and youth to cut across parochial politics and consolidate a broad base of support. No less important was the deliberate manipulation of history and the use of rumor and innuendo, symbol and pageantry, persecution and reward. It was this mix that made people both accept and reject the MCP regime, sometimes simultaneously. Joey Power is professor of history at Ryerson University, Toronto, Ontario.

    Abstract: Japan is currently the only advanced industrial democracy with a fourth-generation immigrant problem. As other industrialized countries face the challenges of incorporating post-war immigrants, Japan continues to struggle with the incorporation of pre-war immigrants and their descendants. Whereas others have focused on international norms, domestic institutions, and recent immigration, this book argues that contemporary immigration and citizenship politics in Japan reflect the strategic interaction between state efforts to control immigration and grassroots movements by multi-generational Korean resident activists to gain rights and recognition specifically as permanently settled foreign residents of Japan. Based on in-depth interviews and fieldwork conducted in Tokyo, Kawasaki, and Osaka, this book aims to further our understanding of democratic inclusion in Japan by analyzing how those who are formally excluded from the political process voice their interests and what factors contribute to the effective representation of those interests in public debate and policy.

    Abstract: Why do politicians and civil servants commission research and what use do they make of it in policymaking? The received wisdom is that research contributes to improving government policy. Christina Boswell challenges this view, arguing that policymakers are just as likely to value expert knowledge for two alternative reasons: as a way of lending authority to their preferences; or to signal their capacity to make sound decisions. Boswell develops a compelling new theory of the role of knowledge in policy, showing how policymakers use research to establish authority in contentious and risky areas of policy. She illustrates her argument with an analysis of European immigration policies, charting the ways in which expertise becomes a resource for lending credibility to controversial claims, underpinning high-risk decisions or bolstering the credibility of government agencies.

    Abstract: The advance of economic globalization has led many academics, policy-makers, and activists to warn that it leads to a 'race to the bottom'. In a world increasingly free of restrictions on trade and capital flows, developing nations that cut public services are risking detrimental effects to the populace. Conventional wisdom suggests that it is the poorer members of these societies who stand to lose the most from these pressures on welfare protections, but this new study argues for a more complex conceptualization of the subject. Nita Rudra demonstrates how and why domestic institutions in developing nations have historically ignored the social needs of the poor; globalization neither takes away nor advances what never existed in the first place. It has been the lower- and upper-middle classes who have benefited the most from welfare systems and, consequently, it is they who are most vulnerable to globalization's race to the bottom

    Abstract: People decide about political parties by taking into account the preferences, values, expectations, and perceptions of their family, friends, colleagues, and neighbours. As most people live with others, members of their households influence each other's political decisions. How and what they think about politics and what they do are the outcomes of social processes. Applying varied statistical models to data from extensive German and British household surveys, this book shows that wives and husbands influence each other; young adults influence their parents, especially their mothers. Wives and mothers sit at the centre of households: their partisanship influences the partisanship of everyone else, and the others affect them. Politics in households interacts with competition among the political parties to sustain bounded partisanship. People ignore one of the major parties and vary their preference of its major rival over time. Election campaigns reinforce these choices.

    Abstract: Language policies in Southeast Asia have been shaped by the process of nation-building on the one hand and by political and economic considerations on the other. The early years of nation-building in Southeast Asia generated intensive language conflicts precisely because state policies privileged the idea of a monolingual nation and thus endeavoured to co-opt or even do away with troublesome ethnic identities. But only recently have scholars begun empirical investigations of where and with what consequences people interact with those whose political views differ from their own. Hearing the Other Side examines this theme in the context of the contemporary United States. It is unique in its effort to link political theory with empirical research. Drawing on her empirical work, Mutz suggests that it is doubtful that an extremely activist political culture can also be a heavily deliberative one.

    Abstract: The profound transformations that preceded the downfall of Communism originated in Poland and Hungary, but played out in strikingly different ways. Hungary led through economic reform, Poland through open political struggle. Analysis of these transformational variants yields important insights into systemic change, marketization, and democratization. This book shows how these changes were possible in authoritarian regimes as, over time, state and society became mutually vulnerable, neither fully able to dictate the terms of engagement. For Poland this meant principled confrontation; for Hungary, innovative accommodation. This book argues that different conceptual frameworks and strategies of persuasion account for these divergences in virtually identical institutional settings. Seleny traces the different political-institutional residues which, in both Hungary and Poland, now function as constraining or enabling legacies. In particular, she demonstrates that state socialist legacies account for salient differences between these two new capitalist democracies, and now condition their prospects in the European Union.

    Abstract: More than a quarter of century after the end of the war in 1975, the Lao leadership is still in search for a compelling nationalist narration. Its politics of culture and representation appear to be caught between the rhetoric of preservation and the desire for modernity. Meanwhile, originating from the periphery where ethnic minorities had hitherto been symbolically, politically and administratively confined, the participation of some of their members in the Indochina Wars (1945-75) exposed these individuals to socialization and politicization processes. This rigorously researched and cogently argued book is a fine-grained analysis of substantial ethnographic material, showing the politics of identity, the geographies of memory and the power of narratives of some members of ethnic minority groups who fought during the Vietnam War in the Lao People's Liberation Army and/or were educated within the revolutionary administration. No study has ever been conducted on the latter's views on the national(ist) project of the late socialist era. Their own perceptions of their membership of the nation have been overlooked. Post-War Laos is a set to be a landmark study, and an original contribution which refines established theories of nationalism, such as Anderson's 'imagined community', by addressing a common weakness: namely, their tendency to deny agency to individuals, who in fact interpret their relationship to, and place within, the nation in a variety of ways that may change according to time and circumstance.

    Abstract: The Killing Trap, first published in 2005, offers a comparative analysis of the genocides, politicides and ethnic cleansings of the twentieth century, which are estimated to have cost upwards of forty million lives. The book seeks to understand both the occurrence and magnitude of genocide, based on the conviction that such comparative analysis may contribute towards prevention of genocide in the future. Manus Midlarsky compares socio-economic circumstances and international contexts and includes in his analysis the Jews of Europe, Armenians in the Ottoman Empire, Tutsi in Rwanda, black Africans in Darfur, Cambodians, Bosnians, and the victims of conflict in Ireland. The occurrence of genocide is explained by means of a framework that gives equal emphasis to the non-occurrence of genocide, a critical element not found in other comparisons, and victims are given a prominence equal to that of perpetrators in understanding the magnitude of genocide.

    Abstract: A new theory of ethnic cleansing based on the most terrible cases (colonial genocides, Armenia, the Nazi Holocaust, Cambodia, Yugoslavia, Rwanda) and cases of lesser violence (early modern Europe, contemporary India, and Indonesia). Murderous cleansing is modern, 'the dark side of democracy'. It results where the demos (democracy) is confused with the ethnos (the ethnic group). Danger arises where two rival ethno-national movements each claims 'its own' state over the same territory. Conflict escalates where either the weaker side fights because of aid from outside, or the stronger side believes it can deploy sudden, overwhelming force. Escalation is not simply the work of 'evil elites' or 'primitive peoples'. It results from complex interactions between leaders, militants, and 'core constituencies' of ethno-nationalism. Understanding this complex process helps us devise policies to avoid ethnic cleansing in the future.

    Abstract: This book analyzes the triumphs and failures of the Castro regime in the area of race relations. It places the Cuban revolution in a comparative and international framework and challenges arguments that the regime eliminated racial inequality or that it was profoundly racist. Through interviews, historical materials, and survey research, it provides a balanced view. The book maintains that Cuba has not been a racial democracy as some have argued. However, it also argues that Cuba has done more than any other society to eliminate racial inequality. The contemporary outlook of the book demonstrates how much of Cuban racial ideology was unchanged by the revolution. Thus, the current implementation of market reforms and in particular tourism has exacerbated racial inequalities. Finally, it holds that despite these shortcomings, the regime remains popular among blacks because they perceive their alternatives of the US and the Miami Exile community to be far worse.

    Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity.

As the three countries transitioned from democratic to authoritarian forms of government (and back), they confronted challenges posed by the rise of the feminist movement, social changes, and the power of the Catholic Church. The results were often surprising: women's rights were expanded under military dictatorships, divorce was legalized in authoritarian Brazil but not in democratic Chile, and no Latin American country changed its laws on abortion.     Abstract: Since so few people appear knowledgeable about public affairs, one might question whether collective policy preferences revealed in opinion surveys accurately convey the distribution of voices and interests in a society. This study, the first comprehensive treatment of the relationship between knowledge, representation, and political equality in opinion surveys, suggests some surprising answers. Knowledge does matter, and the way it is distributed in society can cause collective preferences to reflect disproportionately the opinions of some groups more than others. Sometimes collective preferences seem to represent something like the will of the people, but frequently they do not. Sometimes they rigidly enforce political equality in the expression of political viewpoints, but often they do not. The primary culprit is not any inherent shortcoming in the methods of survey research. Rather, it is the limited degree of knowledge held by ordinary citizens about public affairs. Accounting for these factors can help better appreciate thepossibilities for using opinion polls to represent the people's voice.

    Abstract: This 2002 book seeks to identify the motivations of individual perpetrators of ethnic violence. The work develops four models, labeled Fear, Hatred, Resentment, and Rage, gleaned from existing social science literatures. The empirical chapters apply these four models to important events of ethnic conflict in Eastern Europe, from the 1905 Russian Revolution to the collapse of Yugoslavia in the 1990s. Each historical chapter generates questions about the timing and target of ethnic violence. The four models are then applied to the case, to learn which does the best job in explaining the observed patterns of ethnic conflict. The findings challenge conventional wisdom, in that the Resentment narrative, centered on a sense of unjust group status, provides the best fit for a variety of cases. While Fear, Hatred, and Rage do motivate hostile actions, Resentment pervasively appears to inflame ethnic animosity and drive outcomes in the timing and pattern of action.

    Abstract: This 2001 book charts the evolution of clientelist practices in several western European countries. Through the historical and comparative analysis of countries as diverse as Sweden and Greece, England and Spain, France and Italy, Iceland and the Netherlands, the authors study both the 'supply-side' - the institutional context in which party leaders devise and implement their political strategies - and the 'demand-side' - the degree of 'empowerment' of civil society - of clientelism. This approach contends that clientelism is a particular mix of particularism and universalism, in which interests are aggregated at the level of the individual and his family 'particularism', but in which all interests can potentially find expression and accommodation 'universalism'. In contrast, 'consociationalism' and 'corporatism' are systems of interest representation in which interests are aggregated at the level of 'social pillar' or the functional association 'universalism', but in which not all interests can find representation and accommodation 'particularism'.

    Abstract: Societies work best where citizens trust their fellow citizens, work cooperatively for common goals, and thus share a civic culture. The accumulation of reciprocal trust, as demonstrated by voluntary efforts for the creation of common goods, builds social capital and contributes to effective government. This volume advances the study of social capital across chronological and geographical space. It examines voluntary associations, comparatively and cross-culturally, as important indicators of citizen readiness for civic engagement. An important conclusion, along the way, is that social capital may not be continuous, or endure. Several of the authors wonder if the accumulation and diminution of social capital will prove cyclical. Or has there been a societal deterioration as we enter a more anonymous age? This book is ultimately about the pattern of social and civic interactions in past times, and how these patterns may no longer exist.

    Abstract: Feminist analysis shows that the prevailing concepts of citizenship often assume a male citizen. How, then, does this affect the agency and participation of women in modern democracies? This insightful book, first published in 2000, presents a systematic comparison of the links between women's social rights and democratic citizenship in three different citizenship models: republican citizenship in France, liberal citizenship in Britain, and social citizenship in Denmark. Birte Siim argues that France still suffers from the contradictions of pro-natalist policy, and that Britain is only just starting to re-conceptualise the male-breadwinner model that is still a dominant feature. In her examination of the dual-breadwinner model in Denmark, Siim presents research about Scandinavian social policy and makes an important and timely contribution to debates in political sociology, social policy and gender studies.

    Abstract: Eliz Sanasarian's book explores the political and ideological relationship between non-Muslim religious minorities in Iran and the state during the formative years of the Islamic Republic to the present day. Her analysis is based on a detailed examination of the history and experiences of the Armenians, Assyrians, Chaldeans, Jews, Zoroastrians, Bahais and Iranian Christians, and describes how these communities have responded to state policies regarding minorities. Many of her findings are constructed out of personal interviews with members of these communities. While the book is essentially an empirical study, it also highlights more general questions associated with exclusion and marginalization and the role of the state in defining these boundaries. This is an important and original book which will make a significant contribution to the literature on minorities and to the workings of the Islamic Republic.

    Abstract: This book, first published in 2000, is a full-length study of the representation of deceit and lies in classical Athens. Dr Hesk traces the ways in which Athenian drama, democratic oratory and elite prose-writing construct and theorize a relationship between dishonesty and civic identity. He focuses on the ideology of military trickery, notions of the 'noble lie' and the developing associations of rhetorical language with deceptive communication. Deception and Democracy in Classical Athens combines close analysis of Athenian texts with lively critiques of modern theorists and classical scholars. Athenian democratic culture was crucially informed by a nuanced, anxious and dynamic discourse on the problems and opportunities which deception presented for its citizenry. Mobilizing comparisons with twentieth-century democracies, the author argues that Athenian literature made deception a fundamental concern for democratic citizenship. This ancient discourse on lying highlights the dangers of modern resignation and postmodern complacency concerning the politics and morality of deception.

The ten anthropological case studies collected here describe specific international borders in Europe, Asia, Africa and North America, and bring out the importance of boundary politics, and the diverse forms that it may take. The frontier itself may be of great symbolic importance; in other cases the symbolism lies rather in the disappearance of the traditional border. A frontier may be above all a barrier against immigration, or the front line between hostile armies. It may reinforce distinctive identities on each side of it, or the frontier may be disputed because it cuts across national identities. Drawing on anthropological perspectives, the book explores how cultural landscapes intersect with political boundaries, and ways in which state power informs cultural identity.

    Abstract: In a world of increasingly heterogeneous societies, matters of identity politics and the links between collective identities and national, racial, or ethnic intolerance have assumed dramatic significance - and have stimulated an enormous body of research and literature which rarely transcends the limitations of a national perspective, however, and thus reproduces the limitations of its own topic. Comparative attempts are rare, if not altogether absent. Identity and Intolerance attempts to shift the focus toward comparison in order to show how German and American societies have historically confronted matters of national, racial, and ethnic inclusion and exclusion. This perspective sheds light on the specific links between the cultural construction of nationhood and otherness, the political modes of integration and exclusion, and the social conditions of tolerance and intolerance. The contributors also attempt to integrate the approaches offered by the history of ideas and ideologies, social history, and discourse theory.

    Abstract: This book examines how national and ethnic identities are being reforged in the post-Soviet borderland states. The first chapter provides a conceptual and theoretical context for examining national identities, drawing in particular upon post-colonial theory. The rest of the book is divided into three parts. In Part I, the authors examine how national histories of the borderland states are being rewritten especially in relation to new nationalising historiographies, around myths of origin, homeland, and descent. Part II explores the ethnopolitics of group boundary construction and how such a politics has led to nationalising policies of both exclusion and inclusion. Part III examines the relationship between nation-building and language, especially with regard to how competing conceptions of national identity have informed the thinking of both political decision-takers and nationalising intellectuals, and the consequences for ethnic minorities. Such perspectives on nation-building are illustrated with substantive studies drawn from the Baltic states, Ukraine, and Belarus, Transcaucasia, and Central Asia.

    Abstract: Why and how has race become a central aspect of politics during this century? This book addresses this pressing question by comparing South African apartheid and resistance to it, the United States Jim Crow law and protests against it, and the myth of racial democracy in Brazil. Anthony Marx argues that these divergent experiences had roots in the history of slavery, colonialism, miscegenation and culture, but were fundamentally shaped by impediments and efforts to build national unity. In South Africa and the United States, ethnic or regional conflicts among whites were resolved by unifying whites and excluding blacks, while Brazil's longer established national unity required no such legal racial crutch. Race was thus central to projects of nation-building, and nationalism shaped uses of race. Professor Marx extends this argument to explain popular protest and the current salience of issues of race.

In Impersonal Influence, Mutz goes beyond simply providing examples of how impersonal influence matters in the political process to provide a micro-level understanding of why information about distant and impersonal others often influence people's political attitudes and behaviors. Impersonal Influence is worthy of attention both from the standpoint of its impact on contemporary politics, and because of its potential to expand the boundaries of our understanding of social influence processes, and media's relation to them. The book's conclusions do not exonerate media from the effects of inaccurate portrayals of collective experience or opinion, but they suggest that the ways in which people are influenced by these perceptions are in themselves, not so much deleterious to democracy as absolutely necessary to promoting accountability in a large scale society.

    Abstract: In his study Modernity and the Holocaust, Zygmunt Bauman contrasts the hopes and expectations of the modernising world of the nineteenth century with the real outcomes of the twentieth century, where the very conditions of modernity have led to the mass destruction of humanity and of those early hopes for the betterment of humankind. This volume explores the possibilities left to those once modernising societies, not only in terms of the worlds they have constructed but also in discerning the novel conditions which the closure of modernity entails. That closure, in part the completion of industrialisation and the social order that went with it, and in part the dislocation of the kinds of social knowledge used to understand it, has raised profound and disturbing questions about the character of this brave new world and the ways in which its governance and the goal of the good society can be understood. This volume explores some of the current vicissitudes of modernity, especially in relation to the crises of the political, and the political consequences of new technologies.

    Abstract: This wide-ranging study focuses upon the controversies surrounding the meaning and significance of Social Darwinism. It clarifies the nature of Social Darwinism and its relationship to the ideas of Darwin, Lamarck and Herbert Spencer. After examining the development of Social Darwinist theories by a number of European and American thinkers, Mike Hawkins explores the use of these theories in a number of ideological debates and movements of the period 1860–1945. These include socio-political reform, national and racial conflict, eugenics, the position of women and Nazism/Fascism. The aim is to illuminate, through detailed comparative analyses, both the flexibility and the limits of Social Darwinism - limits which derive from the view of nature which lies at the very heart of Social Darwinism. The study concludes with a discussion of modern sociobiology in order to assess the continuing vitality of Social Darwinism.

    Abstract: In the last twenty years, immigration has become one of the most contested issues in Western Europe. The arrival of Africans, Asians, Eastern Europeans and others in Italy has reversed earlier trends of emigration.     Abstract: Problems of institutional design and redesign, structuring and restructuring, acquired particular poignancy through recent developments from eastern Europe to southern Africa. At the same time, scholars in each of several disciplines - political science, economics, sociology, history and philosophy - have increasingly come to appreciate the important independent role that is, and should be, played by institutional factors in social life. In this volume, disparate theories of institutional design given by each of those several disciplines are synthesized and their peculiar power illustrated.
