    Abstract: This chapter extends some of the observations that Goffman made on a class of vocalisations he called 'response cries' (1978) to the domain of the multi-modal by examining an embodied practice in English interaction: a particular facial expression that 1) has particular compositional features and 2) occurs in a particular sequential position. Compositionally, this expression consists of raised eyebrows and pursed lips; sequentially, it is produced in response to a claim made by a co-participant. Instances from both institutional and mundane interaction are examined here. These show participants may or may not be gazing at their co-participant; the expression is not necessarily designed to get uptake. In this respect, this facial expression resembles Goffman's 'response cries' in being produced in the presence of others, but not necessarily designed to get responses from those others. Response relevance is seen to be shaped as much by sequential position as features of composition. This facial expression is shown, when analysed in its sequential environment, to constitute an embodied display of scepticism.

    Abstract: Elaborating on Goffman's ideas of self and face, the chapter examines the ways in which patients with personality disorders manage the stigma of impulsive behaviours (such as verbal or physical violence) in psychiatric assessment interviews. Patients display three different types of stance when they describe their impulsive behaviours. They can (1) show self-reproach through evaluations, verbal marking of the exceptionality of their behaviour, or through bodily displays. They can also (2) lessen the reproach by conveying that there are also moments or aspects of their behaviour when they do not deviate from the norm. Sometimes, however, the patients (3) defy the reproach by showing joy or satisfaction with their impulsive behaviours. The three stance displays correspond to the three strategies of self-management of stigmatised persons discussed by Goffman. While Goffman discussed such strategies at the level of autobiographical time, conversation analysis demonstrates them in micro-interactional time.

    Abstract: This paper provides evidence on the impact of international migrants on regional innovation. The study combines administrative individual-level data covering all Australian residents with data on intellectual property rights applications such as patents, trademarks, and design rights. The analysis uses a standard shift-share instrument based on past migrant settlements to identify the causal effects of migration on innovation. Its four main findings are the following: First, on average, a one percentage point increase in the regional employment share of higher-educated migrants relative to total employment leads to a 4.8% rise in regional patent applications in the medium run (five years). Second, while migrants of all skill and education levels have a positive impact on patenting, those in scientific occupations have the largest effect. Third, regions with lower levels of patenting benefit relatively more from increases in migration compared to those with higher patenting levels. Fourth, there is no effect of migration on trademarks or design rights applications.

The power sector in the Philippines accounts for 58% of the country’s overall carbon emissions and will be an important driver of domestic emission reduction efforts to meet national climate and energy targets. Renewables, such as offshore wind, are expected to play a key role in the transition toward a low-carbon energy mix. With more than 17 thousand kilometres of coastline, the Philippines is estimated to have an offshore wind potential of 178 GW. However, this potential has yet to be leveraged. Alongside a changing power sector, progress on energy efficiency is needed to achieve the country’s emission reduction goals, with energy savings estimated at approximately 2% annually for the residential and commercial sectors. To deliver a clean energy transition, the Philippines requires estimated cumulative investments of over USD 300 billion between now and 2040. This report outlines key actions needed to unlock finance and investment in offshore wind power and energy efficiency in public buildings. It also provides a comprehensive overview of the progress to date and the challenges to mobilise near-term finance in those sectors, assist the Philippines transition towards a low-carbon economy, and achieve broader development goals.

    Abstract: The OECD Territorial Review of the Brussels-Capital Region, Belgium, provides an in-depth assessment of the trends, challenges and opportunities for sustainable and inclusive urban development in the region. It aims to help tackle the so-called ‘Brussels paradox’ between a highly performing region in terms of economic wealth creation and competitiveness but relatively poor social conditions. The region is also grappling with a shortage of affordable and quality housing, as well as several mobility challenges, including a high reliance on individual cars and traffic congestion, resulting in high commuting times and pollution levels, despite good accessibility to public transport. Although a comprehensive urban and land-use planning system exists, there is a lack of co-ordination with the surrounding regions and municipalities to drive more effective policies on housing, mobility, and other infrastructure investments. This review also examines the governance and institutional framework and suggests policy actions to strengthen co-ordination and co-operation mechanisms, and promote incremental collaboration at the metropolitan level. Finally, the review provides recommendations to enhance public finances in the region, focusing on better compensating for its additional charges, co-ordinating public investment among levels of government more efficiently, and establishing a metropolitan fund.

    Abstract: Early childhood education and care (ECEC) staff are central to promoting young children’s development, learning and well-being. Novice staff, defined as staff with up to three years of experience, account for 27% of staff in TALIS Starting Strong 2018. Novice staff are generally less educated than experienced staff in terms of the level of educational attainment and education or training with a focus specifically on working with children. More novice staff than experienced staff report a strong need for additional professional development in several areas, including “classroom/playgroup/group management” and “working with parents or families”. Policy approaches to support novice staff in ECEC can include ensuring that initial education prepares novice staff for their jobs by providing relevant knowledge specifically on working with children, supporting novice staff to engage in ongoing professional development, and clarifying how novice staff can progress professionally.

    Abstract: The paper assesses the impact of the global minimum tax (GMT) on the taxation of multinational enterprises (MNEs), based on a comprehensive dataset capturing the global activities of large MNEs. It has four key findings. First, the GMT substantially reduces the incentives to shift profits. Second, the GMT is estimated to very substantially reduce low-taxed profit worldwide through lower profit shifting and top-up taxation. Third, the GMT is estimated to increase CIT revenues. Finally, the GMT is estimated to reduce tax rate differentials across jurisdictions with potential impacts on the allocation of investment and MNE activity.

    Abstract: Parental emotional support, alongside material and temporal support, is an important determinant of children's subjective well-being and academic success. However, not all children benefit from the same level of parental support, and there are major differences depending on families' socio-economic status and child gender. Using the PISA 2018 surveys, this paper examines differences in parental support reported by 15-year-olds both within countries according to social status and between girls and boys, and between countries. We show that differences in parental emotional support by parents' education level and child gender are substantial. Some of these differences are (largely) explained by other characteristics such as family wealth, country of origin, and school urbanicity and private/public status. Greater parental emotional support is also found to be associated with higher PISA test scores and greater subjective wellbeing, with little variation by parental education. On the whole, our findings suggest that a significant enhancement in parental support and related child outcomes, especially in countries with lower average levels of parental emotional support, can be attained through a combined effort on several fronts: by addressing monetary and material poverty within families, by facilitating parents in balancing work and taking care of their children, by promoting greater parental involvement in their children's school life, and by offering appropriate services to assist families with special needs and facing greater challenges.

In the quest for human perfectionism, vulnerabilities are exposed and intensified by technological disruption. The transhumanist promise of human enhancement is presented in the series as hindering basic affect, self-awareness, and emotional response that in turn makes for human relational interdependence. Accordingly, it focuses on how the invulnerable transhuman figure is posed as a threat to subjectivity and autonomy. Vulnerability studies, ethics of care, neuroscientific theories on emotional sensations (interoception and exteroception awareness), and posthumanism give support to the chapter’s main thesis that this series posits characters’ fundamentally relational essence for wellbeing as based on rather different ethical grounds from those seen in the transhumanist paradigm, which is based on individualism, independence, autonomy and/or self-sufficiency via technology. For this study, theories on transhumanism, vulnerability, emotional, and ethical studies are introduced to give way to the analysis of the series. Firstly, the chapter explores Maniac’s representation of technology and mental health in a setting where characters seem to be in search of connections to move on to a discussion of the implications of relational and emotional engagement for characters’ wellbeing and autonomy

The first is to show that a performative approach can form the foundation for all research. Throughout this chapter, readers will recognize forms of data collection and data analysis that have been classified as postpositivist (questionnaires) or constructivist (interviews). A performative approach recognizes these different types of research yet views them all as acts that bring research worlds into being. The second objective is to show how a performative approach can form the foundation for mixed methods research. In contrast to a common view that integration in mixed methods research is about combining different realities into one coherent one, developing mixed methods theory in a performative approach is about integrating statements resulting from different worlds.     Abstract: Earthquake early warning (EEW) for Aotearoa New Zealand is in its infancy. Establishing a public EEW system in New Zealand that can warn the general population comes with several reservations as there are many technological, societal, and cultural challenges to overcome. Even with recent technological advances, a successful EEW system will rely on people to react appropriately to the alerts and follow protective action recommendations, such as Drop, Cover, and Hold. Designing an EEW system requires a multidisciplinary approach that involves multiple stakeholders, including the public. This chapter introduces an overarching design science approach in investigating the feasibility of an EEW solution for New Zealand. It includes a participatory design method used for eight community workshops to understand people’s views on EEW. The workshop participants envisaged an EEW system for New Zealand that considers the intersections between services and technology, communication, and human behavior. They expected a holistic EEW system to incorporate public engagement, transparency, and inclusion. The design-led approach described in this chapter puts people at the center, encouraging a close engagement with communities to inform the development of relevant and trusted technological solutions. The robust engagement processes provide insights relevant to designing an EEW system for New Zealand

    Abstract: Around 100 central banks currently research or develop their own central bank digital currency (further CBDC). Two projects recently moved into the production phase. The introduction of CBDC by at least one major central bank in the coming years seems unavoidable, which would form a tipping point. CBDC would then enter the mainstream of the banking sector. This trend requires assessing CBDC projects broader than the central banks do. This chapter considers concerns regarding the introduction of CBDC and its design criteria. Addressing those issues at an early stage allows us to mitigate them. The most obvious concern concerns the central bank money's public security in the era of growing cyber threats. The other evident concern concerns privacy. However, one particular angle of discussions on CBDC does not get enough attention – sustainability. This chapter assesses whether and how current CBDC projects include sustainability, public security, and privacy. It then addresses areas worth further development to increase the implementation of sustainability by the central banks. Finally, this chapter reconstructs a design of CBDC that would be most desired from the perspective of sustainability, public security, and privacy, showing how taking those perspectives into consideration influences social acceptance of CBDC

    Abstract: When viewing a circular coin rotated in depth, it fills an elliptical region of the distal scene. For some, this appears to generate a two-fold experience, in which one sees the coin as simultaneously circular (in light of its 3D shape) and elliptical (in light of its 2D ‘perspectival shape’ or ‘p-shape’). An energetic philosophical debate asks whether the latter p-shapes are genuinely presented in perceptual experience (as ‘perspectivalists’ argue) or if, instead, this appearance is somehow derived or inferred from experience (as ‘anti-perspectivalists’ argue). This debate, however, has largely turned on introspection. In a recent study, Morales et al. (2020) aim to provide the first empirical test of this question. They asked subjects to find an elliptical coin seen face-on from a search array that also included a circular coin seen either face-on or at an angle. They found that subjects reacted more slowly when the distracting circle was seen at an angle, such that its p-shape matched that of the target ellipse. From this, they concluded that the similar p-shape between the ellipse and circle constituted a phenomenal similarity between the two, and thus that perspectivalism is true. We show that these results can also be explained by pre-attentive guidance by unconscious representations (in what follows, just “unconscious pre-attentive guidance”) and that this explanation is at least as plausible as one from phenomenal similarity. Thus, we conclude that the experiment does not support perspectivalism over anti-perspectivalism

No wonder many people do indeed feel the need to improve but have a hard time finding out how. This book is an attempt to remedy this shortcoming of our educational systems and possibly also of our common, partly intuition-based, decision culture. Intuition is not at all bad, quite the contrary, but it has to co-exist with rationality. We will show you how. Methods for decision-making should be of prime concern to any individual or organisation, even if the decision processes are not always explicitly or even consciously formulated. All kinds of organisations, as well as individuals, must continuously make decisions of the most varied nature in order to prosper and attain their objectives. A large part of the time spent in any organisation, not least at management levels, is spent gathering, processing, and compiling information for the purpose of making decisions supported by that information. The same interest has hitherto not been shown for individual decision-making, even though large gains would also be obtained at a personal level if important personal decisions were better deliberated. This book aims at changing that and thus attends to both categories of decision-makers. This book will take you through a journey starting with some history of decision-making and analysis and then go through easy-to-learn ways of structuring decision information and methods for analysing the decision situations, beginning with simple decision situations and then moving on to progressively harder ones, but never losing sight of the overarching goal that the reader should be able to follow the progression and being able to carry out similar decision analyses in real-life situations. The starting point for the considerations was to explain the concept of free time and to specify its characteristics, functions, and ways of using it. The structure of the seniors' time budget and leisure activities undertaken by this group were analyzed (based on Eurostat data). Subsequently, one of the important forms of free time management, that is, tourism, was studied. First, the essence of tourist activity was discussed and the reasons for undertaking it in the autumn of life. Second, the functions of senior tourism were distinguished and data on the participation of seniors from EU countries in it were presented. Third, taking into account that the concept of active aging is increasingly the participation in various types of courses, trainings, workshops, etc., the chapter defines the place of seniors in the process of lifelong learning. The tasks of the University of the Third Age (U3A) were systematized and the available data on the participation of European seniors in educational programs were analyzed. The conclusion emphasizes the heterogeneity of the silver head segment.

    Abstract: "Attention" is a primordial topic throughout Goffman's work. Already his dissertation thesis (1953) includes a separate chapter on "the organization of attention". In his later studies he developed various concepts related to attention, such as focused/unfocused interaction or "civil inattention". Although attention is evidently a crucial dimension of the interactional order, Goffman did not elaborate this topic systematically. The study of attention was later refined and enriched by conversation analysts who underlined the role of visual displays of attentiveness in social interaction. Against the backdrop of the notion of "focused interaction", this paper examines how the psychological approach to "joint attention" differs from or amplifies Goffman's studies. Based on some of Cartier-Bresson's photos, it is shown that the contrasting set of focused/unfocused interaction needs to be supplemented by a third type of attention order, in which members are collectively oriented to an outward event. After a discussion of some of the practices of sustaining and re-establishing a focus of attention, empirical evidence is provided that certain interactional purposes can be achieved by displaying inattention. In the final discussion of Goffman's concept of "civil inattention", some historical and sociological dimensions are pointed out along which this concept can be further studied.

    Abstract: The Economic Community of Western African States (ECOWAS) offers a large and diverse market of over 400 million people and natural resource wealth, and yet it is not currently living up to its potential as a destination for international investment. Inflows of foreign direct investment (FDI) in the region have been declining over time, and have not always delivered on promoting sustainable development. This report serves as a baseline diagnostic to explore ways to reinvigorate the reform of the ECOWAS investment climate while also improving sustainable outcomes from investment. It also highlights areas where further collaboration between ECOWAS and the OECD could contribute to improved investment climates throughout the region. Building upon the OECD Policy Framework for Investment and the FDI Qualities Policy Toolkit, the report covers the national regulatory framework encapsulated in national investment laws and how this compares with initiatives at a regional level, investment promotion and facilitation, investment incentives, investment for green growth and responsible business conduct.

Ses auteurs ont fait appel à des techniques innovantes pour identifier les catégories de population en situation d’insécurité économique dans les pays européens de l’OCDE – autrement dit celles qui sont les plus exposées et les plus vulnérables à l’instabilité des revenus – et pour déterminer comment l’évolution des revenus et l’insécurité économique influencent les conditions de vie des individus, la mobilité sociale et les inégalités. Il passe également en revue une série de mesures propres à rendre la protection sociale plus réactive afin d’améliorer le soutien apporté à ceux dont les revenus sont instables et étudient des solutions qui permettraient d’aider ceux que l’insécurité économique guette plus particulièrement à constituer des réserves financières.

    Abstract: Acest profil oferă o imagine de ansamblu concisă și axată pe politici a stării de sănătate și a sistemului de sănătate din România, ca parte a seriei mai ample de profiluri de sănătate de țară din cadrul inițiativei "Starea de sănătate în UE". Acesta prezintă o analiză succintă care cuprinde următoarele aspecte-cheie: starea actuală a sănătății în România; factorii determinanți ai sănătății, cu accent pe factorii de risc comportamentali; organizarea sistemului de sănătate din România; și o evaluare a eficacității, accesibilității și rezilienței sistemului de sănătate. În plus, ediția 2023 prezintă o secțiune tematică privind starea sănătății mintale și a serviciilor asociate în România. Acest profil reprezintă efortul de colaborare al OCDE și al Observatorului European pentru Sisteme și Politici de Sănătate, realizat în cooperare cu Comisia Europeană.

    Abstract: Käesolev profiil annab lühida ja poliitikakeskse ülevaate Eesti rahvastiku tervisest ja Eesti tervishoiusüsteemist, osana laiemast "Tervise olukord ELis" riikide terviseprofiilide sarjast. Selles esitatakse kokkuvõtlik analüüs, mis hõlmab järgmisi põhiaspekte: rahvastiku tervise olukord Eestis; tervisemõjurid, keskendudes käitumuslikele riskiteguritele; Eesti tervishoiusüsteemi korraldus; ning hinnang tervishoiusüsteemi tõhususele, kättesaadavusele ja säilenõtkusele. Lisaks esitatakse 2023. aasta väljaandes temaatiline osa vaimse tervise ja sellega seotud teenuste olukorra kohta Eestis. See profiil on OECD ja Euroopa tervishoiusüsteemide ja -poliitika vaatluskeskuse koostööprojekt, valminud koostööna Euroopa Komisjoniga.
