    Abstract: "The legacy of the student movements in Egypt in the 20th century makes some forms of political activity among Egyptian students, namely protests for national or regional causes, familiar and even expected. However, the significant neo-liberal turn in the Egyptian economy in the late 1990s changed the structure of higher education and with it the status and behaviour of students. The usual analytical lens used to examine Egyptian students' political activity by looking at protests, does not capture the realities of contemporary higher education nor the complexities of the impact of the major critical events of 2011 and 2013. This book uncovers politics and politicization processes in diverse locations where students act and organize such as student unions, partisan student organizations, student clubs and associations including simulation models, in addition to activist groups, by drawing on interviews conducted in Egypt between 2013 and 2015 with members of these groups and ethnographic observation of their activities. Proposing a dynamic theoretical framework to make sense of student politicization in authoritarian neo-liberal contexts marked by socio-political change, this book argues that students collectively and individually negotiated the scope of their political activities as well as the meanings they attributed to these activities. The resulting student politics were, not only diverse and unexpected, but reflected the intertwinement of the historical representation of students as leaders of the nation, the neoliberal imperative to prepare for a competitive job market, and the impact of the revolution of 2011 and of the post-2013 context"--

    Abstract: As climate change increases exposure to natural disasters, countries need new solutions to mitigate risks of natural hazards. For many in Asia and the Pacific, mobilising existing resources is not enough: they need to consider a grand design of disaster risk financing strategies. Catastrophe bonds (CAT bonds) can be an effective, market-based financing tool for the region. While the global CAT bond market has grown steadily since the 1990s, it remains weakly developed in Asia and the Pacific. Its successful development there requires robust purpose-built legal frameworks; developed general bond markets, especially in local currency; appropriate capacity building; and data-driven pricing models. This report explores each of these conditions along with policy suggestions for fostering them, and discusses the development of multi-country CAT bonds in Asia and the Pacific.

    Abstract: "Elaborating on arguments from Kant's legal philosophy, the chapter argues that the concept of private rights leads to the idea of necessary unity in choice of law. Unity is achieved if legislators and courts of all states subject the articulation of conflict-of-law rules to the same idea of justice. The relevant idea of justice is neither the idea of comparatively more impairment of governmental interests nor an idea of "conflicts justice". Rather, justice in choice of law is about reasonably assigning jurisdiction to prescribe private-law rules. It is argued, that the principle for the assignment is the principle of territoriality: Private-law claims are subject to that state's jurisdiction in whose territory the object of the infringed right (thing or another's deed) is located. Contrary to widespread belief, it is this principle which actually governs the European Union's choice-of-law rules. However, in contrast to the current law in the EU (and elsewhere), the idea of choice of law as assigning jurisdiction blocks the idea that private parties could have the power to choose the applicable law at will. This understanding of the basic rules in choice of law leaves room for "politics", in a wide sense that includes the public interests of a particular state on the one hand and imperatives from good morals on the other"--

    Abstract: While means-tested benefits such as minimum income benefits (MIB) and unemployment assistance (UA) are an essential safety net for low-income people and the unemployed, incomplete take-up is the rule rather than the exception. Building on desk research, open-ended surveys and semi-structured interviews, this paper investigates the opportunities and risks of using artificial intelligence (AI) for managing these means-tested benefits. This ranges from providing information to individuals, through determining eligibility based on pre-determined statutory criteria and identifying undue payments, to notifying individuals about their eligibility status. One of the key opportunities of using AI for these purposes is that this may improve the timeliness and take-up of MIB and UA. However, it may also lead to systematically biased eligibility assessments or increase inequalities, amongst others. Finally, the paper explores potential policy directions to help countries seize AI’s opportunities while addressing its risks, when using it for MIB or UA management.

    Abstract: The paper presents novel indicators to measure financial sector digitalisation that cover 21 OECD countries over the 1995-2018 period, showing a significant increase in digital penetration though at different speeds and intensities across countries. The indicators are used to study the impact of financial sector digitalisation on economic activity, highlighting significant positive effects on the productivity of downstream industries. A 10% increase in financial sector digitalisation is associated with a 0.1 percentage point increase in productivity growth for the average industry, with a stronger impact in intangible-intensive industries. Digitalisation in finance is also associated with an easing of credit constraints, particularly benefiting intangible-intensive industries and SMEs, via an improvement in credit allocation and market conditions. Results suggest that policy actions aimed at supporting digital infrastructure, promoting competition in communications, fostering finance innovation, and encouraging high-level skill formation (especially in STEM fields) could sustain and enhance productivity growth through financial sector digitalisation.

    Abstract: Measuring the various aspects of cybersecurity across countries is challenging, in part because the actors in the cybersecurity ecosystem often do not have the incentives to share key data. At the same time, people, firms and governments need to feel secure to communicate online and use Internet-based services. This statistical report provides an overview of how cybersecurity is being measured across a variety of data sources and using different methodological approaches. Beginning with a checklist of measurement considerations, the report then discusses existing data from official and non-official sources, identifying when each data source is most useful. The report then provides two proofs of concepts for measuring uncertainty related to cyber risks, or “cybersecurity uncertainty”. Measuring such uncertainty can complement existing statistics and help anticipate emerging cybersecurity trends, develop more targeted cybersecurity awareness programmes, and promote a more secure and resilient digital ecosystem.

    Abstract: The contribution of services in the United Kingdom (UK) to exports, value added, and employment is one of the highest amongst OECD countries. UK employment also depends strongly on exports of digital services: in 2019 the jobs of around 3.2 million domestic workers in digital services sectors were embodied in UK exports. Median wages in these services are considerable higher than wages in other sectors of the UK economy. Econometric analysis shows that strong growth of employment in digital services generates multiplier effects benefitting local economies in the United Kingdom, with each additional digital services job creating around 0.3 jobs in the local non-tradable sector. Continued support for plurilateral and multilateral initiatives to dismantle barriers to services trade, including via the WTO Joint Initiative on Services Domestic Regulation, can help to enable more UK firms to take advantage of the potential for further growth in digital services trade. Improving the availability of training programmes and aligning curricula with the rapidly evolving needs of exporters of digital services is crucial to enable for workers to shift into sectors with growing labour demand.

    Abstract: Under BEPS Action 14, members of the OECD/G20 Inclusive Framework on BEPS have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The BEPS Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The initial peer review process was conducted in two stages. Stage 1 assessed countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focused on monitoring the follow-up of any recommendations resulting from jurisdictions' Stage 1 peer review report. Following the conclusion of the initial peer review process in 2022, a continued monitoring process has started whereby all Inclusive Framework member jurisdictions will be subject to continued monitoring: jurisdictions that have "meaningful MAP experience" would undergo a full peer review process once every four years and those that do not would undergo a two-stage simplified peer review process. This report reflects the outcome of Stage 1 of the simplified peer review of the implementation of the BEPS Action 14 Minimum Standard by Jamaica.

    Abstract: Under BEPS Action 14, members of the OECD/G20 Inclusive Framework on BEPS have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The BEPS Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The initial peer review process was conducted in two stages. Stage 1 assessed countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focused on monitoring the follow-up of any recommendations resulting from jurisdictions' Stage 1 peer review report. Following the conclusion of the initial peer review process in 2022, a continued monitoring process has started whereby all Inclusive Framework member jurisdictions will be subject to continued monitoring: jurisdictions that have "meaningful MAP experience" would undergo a full peer review process once every four years and those that do not would undergo a two-stage simplified peer review process. This report reflects the outcome of Stage 1 of the simplified peer review of the implementation of the BEPS Action 14 Minimum Standard by North Macedonia.

    Abstract: Relative to its population, Iceland experienced the largest inflow of immigrants over the past decade of any OECD country. Four out of five immigrants in Iceland have come from EU and EFTA countries, although there has been a recent increase in humanitarian arrivals. Employment rates are the highest in the OECD, for both men and women, reflecting the recent and labour market oriented nature of most immigration to Iceland. However, immigrants’ skills are often not well used, as witnessed by the high rate of formal overqualification. What is more, immigrants’ language skills are poor in international comparison and there is evidence of growing settlement of immigrants. Against this backdrop, Iceland is at a turning point in its integration framework, and seeks to develop a comprehensive integration policy for the first time. This review, the fifth in the series Working Together for Integration, provides an in depth analysis of the Icelandic integration system, highlighting its strengths, weaknesses, and potential areas for improvement. Earlier reviews in this series looked at integration in Sweden (2016), Finland (2018), Norway (2022) and Flanders (2023).

    Abstract: Distributional semantics embodies the idea that the context in which a word occurs reveals the meaning of that word. In contemporary corpus linguistics, that idea takes shape in various types of quantitative context analysis. This monograph explores how count-based token-level semantic vector spaces, as an advanced form of such a quantitative methodology, can be applied to the study of polysemy, lexical variation, and lectometry. What can distributional models reveal about meaning? How can they be used to analyse the semantic relationship between near-synonyms? And how can they contribute to the study of lexical variation as a sociolinguistic variable? The book details the conceptual background of lexical semantic and lexical variation research, explains the mechanism of distributional modelling, and introduces distributional workflows and corpus linguistic tools to answer the questions. Combining a cognitive linguistic interest in meaning with a sociolinguistic interest in variation, it illustrates that distributional methodology with case studies on Dutch and Spanish lexical data, focusing on the value of distributional models for semantic analysis, the interaction of semasiological and onomasiological change, and sociolinguistic issues of lexical standardization and pluricentricity

    Abstract: The Inter-American Human Rights System (IAHRS) fosters structural transformations throughout the Americas. This collection of analyses builds upon the studies on Ius Constitutionale Commune en América Latina and Latin American transformative constitutionalism to map out both the ground-level human rights impact of the IAHRS and the institutional characteristics that have enabled such fundamental changes in social reality. The volume starts with essays framing the concept and context of IAHRS impact. Then it navigates thematic analyses on specific rights and types of violations that are front and center to the protection of human rights in Latin America. The concluding essays explore whether and how it is possible to optimize the actions of the Inter-American System, indicating possible paths to increase positive human rights impact. The editors contend that the IAHRS victim-centric approach, community of practice, and openness to institutional reinvention have enabled it to create a virtuous cycle that catalyzes human rights in the Americas, furthering democracy and the Rule of Law throughout the continent
