    Abstract: The Autonomous Province of Bolzano-Bozen, Italy, has embraced the 2030 Agenda through a sustainability pact including its sustainable development strategy "Everyday for Future". The strategy defines seven fields of action that were derived from the SDGs framework to promote sustainability across policy areas such as the conservation of the natural environment, the reduction of greenhouse gas emissions, competitiveness and social justice. The SDGs offer a clear framework to tackle the province’s main territorial development challenges, such as climate change, the transition to sustainable agriculture, mobility, tourism, and affordable housing. This report provides guidance on how to harness the implementation of the SDGs to address these challenges through concrete measures across the seven fields of action, identify and manage synergies and trade-offs between sectoral policies and, in turn, help the province implement Everyday for Future.

    Abstract: Given the direct impacts of climate change are felt first and foremost at the local level, many have called for climate adaptation to be a local responsibility. Indeed, local authorities have a major influence on climate change adaptation - such as through their land use and permitting decisions. Yet, their actions are strongly determined by the national fiscal, regulatory and policy contexts in which they are embedded in. This policy paper provides an overview and a discussion of the roles and responsibilities for climate adaptation across levels of government. It argues that co-operation across levels of government is needed to strengthen adaptation at the local level. This policy paper was prepared as part of the OECD Territorial Approach to Climate Action and Resilience programme, which supports subnational authorities in their efforts to accelerate the net zero transition and build systemic resilience.

    Abstract: This publication examines the role of border regions in shaping patterns of violence since the end of the 1990s in North and West Africa. Using the innovative OECD Spatial Conflict Dynamics indicator (SCDi), the report looks at the growing relationship between political violence and borderlands at the regional level, by analysing more than 170 000 violent events between January 1997 and June 2021 and through the exploration of case studies in the Central and Eastern Sahel. Violence in border regions is both more intense in terms of the number of victims and more diffuse geographically than ever before. This report combines quantitative data on the location of violent events and victims, their mapping over time and space, and an analysis of the actors in conflict to answer three crucial questions i) Are borderlands more violent than other spaces? ii) Has the intensity of violence in border regions increased over time? iii) Are some borderlands more violent than others? The growing importance and complexity of transnational conflicts and transnational violent groups in North and West Africa calls for a more place-based analysis in order to create better tailored and more flexible policy options.

    Abstract: The policy paper presents the results of an OECD-European Committee of the Regions joint survey on how local and regional governments are leveraging the SDGs to shape their recovery strategies from the COVID-19 pandemic. Findings underline a solid engagement of local and regional governments in the implementation of the SDGs through actions ranging from measurement systems to track progress, awareness raising and dedicated strategies to multi-level co-operation, and a promising uptake of the SDGs as a guiding framework for place-based recovery. Yet, the survey reveals that more efforts are needed to engage local and regional governments in Voluntary National Reviews, address funding gaps caused by the pandemic and strengthen human and technical capacities. The results of the survey also show that local and regional governments could further harness the SDGs to develop holistic recovery strategies that address pressing local sustainability priorities such as decarbonising electricity production, mitigating and adapting to climate change, accelerating digitalisation and building trust.

It also includes an analysis of the data collected, which is available in the new OECD Subnational Government Climate Finance database, and a stocktake of existing climate finance tracking initiatives. On the revenue side, the paper presents an analysis of climate-related public revenue sources available to subnational governments in OECD and EU countries, the results of which are available in the new online Compendium of Financial Instruments that Support Subnational Climate Action.

The report consists of three chapters. The first chapter depicts and benchmarks demographic trends in Korea regions against other regions from OECD countries. The second chapter examines a range of policies that can address socio-economic challenges related to demographic trends across the OECD and describes Korea’s current policy approach to manage demographic decline and ageing in regions and rural places. The third chapter identifies recommendations for Korea that can help respond to current economic and demographic trends, and ensure social cohesion. It suggests Korea should aim to develop a clear national rural development strategy, tailor labour policies to rural areas, support rural entrepreneurship, rural SME and the social economy, promote rural innovation and foster local governments’ and communities’ capacity to respond to demographic challenges.

    Abstract: Gotland is Sweden’s largest island and the largest island in the Baltic Sea. While Sweden has numerous Islands, Gotland’s development trajectory is unique in Sweden. It is the smallest region in the country in population size and economic base, and it is located the furthest from the mainland (90 km). As an island economy, it must overcome a number of development challenges including its small critical mass, remoteness to larger markets, vulnerability to climate change and limited administrative capacity. Nonetheless, it has a number of important assets, such as being an attractive destination, having a high potential for bio- and circular economy, a university providing research and education, very good broadband connectivity, and a strong local identity and vibrant civil society. This Territorial Review benchmark’s Gotland’s economic performance against comparable OECD regions to identify areas of untapped potential and develops recommendations in three main areas to help improve the quality of life for residents and support more efficient use of public resources. The first focuses on improving infrastructure planning, investments and delivery. The second on supporting the business environment and innovation eco-system and the third, on improving administrative and financing capacity to deliver quality services throughout the territory.

    Abstract: The OECD report Urban-Rural Linkages in Poland analyses the potential of urban and rural territories for development and improved well-being. Urban and rural areas have different yet often complementary assets, and their better integration is important for socio-economic and environmental performance. The report argues that local governments need to engage in partnerships where all parties are equal, as a higher form of urban-rural co-operation. Building urban-rural partnerships in Poland would help territories enhance the production of public goods; achieve economies of scale in public service provision; co-ordinate decisions where cross-boundary effects are important and increase the capacity of the partners. Yet a lack of trust and of policy integration hinder the effectiveness of partnerships. The report found that the main incentive for Polish local governments to enter into a partnership is access to EU funds. However, while Poland has developed solid experience in the management of EU funds, it would benefit from deepening the integration and complementarity among funding streams. Moreover, the report argues that strengthening metropolitan governance will underpin efforts to facilitate the formation and management of urban-rural partnerships.

    Abstract: The economic importance and level of employment in agriculture are declining in many rural regions. There are many reasons for this, including demographic changes, deeper urban-rural linkages, technological advances, growing urbanisation, and land use change. To successfully accompany this structural change, agricultural and rural development policies must be coherent. This requires an improved understanding of areas of complementarity and trade-offs between these policies to ensure better integration and to avoid overlaps. Areas of complementarity include rural policies with transferable benefits for agriculture, such as investments in rural infrastructure, digital connectivity, health care, and other public services. With respect to agricultural policies, these complementarities exist with policies that have wider rural benefits, such as investments in agricultural innovation systems, improvements in extension services, and land and water management policies. As the transition towards a diversified low carbon rural economy continues, additional synergies could be developed between agriculture and rural policies.

It provides reliable and comparable information on multi-level governance frameworks, decentralisation and territorial reforms, subnational government responsibilities, fiscal decentralisation, and covers dozens of indicators on subnational expenditure, investment, revenue and debt. The 2022 synthesis report presents internationally comparable data and analysis for 135 countries and provides insights into ways to strengthen the resilience of subnational public finance. It also offers a specific focus on the impact of the pandemic on subnational governments, the territorial dimension of recovery plans, property taxation systems, innovative subnational budgeting practices, subnational public-private partnerships, and a special chapter dedicated to 31 Least Developed Countries.

    Abstract: The consequences of climate change in developing countries are worsening fast: many ecosystems will shortly reach points of irreversible damage, and socio-economic costs will continue to rise. To alleviate the future impacts on populations and economies, policy makers are looking for the spaces where they can make the greatest difference. This report argues that intermediary cities in developing countries are such spaces. Indeed, in the context of fast population growth and urbanisation, these small and medium-sized cities silently play an essential role in the rapid transformation of human settlements, not least by supporting the massive flows of population, goods and services between rural and metropolitan areas. Most of those intermediary cities are still growing: now is therefore the time to influence their dynamics, and thereby the entire design of urbanisation in those regions, in ways that limit the exposure of urban dwellers to climate shocks and avoid carbon lock-in. To that end, based on fresh evidence and policy analysis on the challenges faced by these agglomerations in the context of climate change, the report makes the case for new development approaches to avoid the unsustainable paths followed by too many cities in the recent past.

    Abstract: Over time, cities expand their physical footprint on land and new cities emerge. The shape of the built environment can affect several domains which are policy relevant, such as carbon emissions, housing affordability, infrastructure costs, and access to services. This study lays a methodological basis for the monitoring and consistent comparison of land use across OECD cities. An advanced form of deep learning, namely the U-Net model, is used to classify land cover and land use in EC-ESA satellite imagery for 2021. This complements conventional statistical data by monitoring large surfaces of land efficiently and in near real-time. In specific, following the availability of detailed data for model training, built-up areas in residential or business-related use are mapped and analysed for 687 European metropolitan areas, as a case application. Recent urban expansion’s speed and shape are explored, as well as the potential for assessing land use in cities beyond Europe.

    Abstract: With tightening public finances, land value capture (LVC) can be an attractive fiscal tool to finance ever-increasing demands for transport infrastructure. This paper begins by discussing the principles of LVC and individual LVC instruments in the context of infrastructure provision, with a focus on the opportunities and challenges for LVC implementation. It then presents unique case studies of LVC use in France, Japan, Korea and the United Kingdom, highlighting how it was used to fund the construction of major subways and railways. Based on these case studies, the paper discusses some key insights, including how to use LVC together with expropriation, enacting enabling legal frameworks, and diversifying revenue streams. It also highlights some common considerations for successful implementation, most notably for eliciting public support, promoting transit-oriented development, and establishing fair and transparent rules for LVC.

    Abstract: Russia’s large-scale aggression against Ukraine has sown catastrophe in the country; destroying lives, homes, and infrastructure. The war has also created profound and asymmetric economic and social impacts across the world, including many that are likely to be long lasting. Managing the humanitarian crisis, and the flow of refugees, is an immediate priority. Yet, governments at all levels are also grappling with the implications of further disruptions to supply chains and travel, and rising prices, which are jeopardising efforts to rebuild their economies after COVID-19. Because these impacts will not be felt equally within OECD countries, they have important implications for regional development policies – not least in the wake of the spatial challenges caused by the COVID-19 pandemic. This paper presents an early assessment of the impact of the war in Ukraine across OECD regions looking at several dimensions including refugee flows, energy price increase, disruption of trade flows and GVCs, and tourism.

In vielen OECD-Ländern ist es zunehmend schwierig geworden, für alle Menschen ausreichend Wohnraum zur Verfügung zu stellen. Grund dafür sind vor allem die steigenden Wohnungspreise, die wiederum eine Folge des unzureichenden Angebots sind, das – gerade in städtischen Räumen mit zahlreichen Arbeitsplätzen – nicht mit der wachsenden Nachfrage Schritt halten konnte. Dies erklärt sich zwar z. T. aus geografischen Gegebenheiten, in vielen Städten beschränken aber auch Flächennutzungs- und Bebauungsvorschriften das Angebot. Zugleich behindern manche mietrechtlichen Bestimmungen die Entwicklung des Mietwohnungsmarkts, was die Mieten steigen lässt. Hinzu kommt, dass die Klimawende für den Wohngebäudesektor eine besondere Herausforderung darstellt, schließlich entfallen auf ihn 17 % der CO2-Emissionen und 37 % der Feinstaubemissionen weltweit. In fast zwei Dritteln der Länder weltweit fehlt es immer noch an energietechnischen Bauvorschriften. Angesichts der langen Lebensdauer von Wohngebäuden müssen die Klimaanstrengungen hier möglichst frühzeitig greifen. Gestützt auf solide Daten beschreibt dieser Bericht Optionen für konzertierte Maßnahmen, um diese Herausforderungen anzugehen und dabei Komplementäreffekten und Konflikten zwischen verschiedenen Zielen der Wohnungspolitik Rechnung zu tragen. Le rapport dresse un état des lieux des pratiques existantes en matière de budgétisation verte aux niveaux régional et local dans les pays de l’OCDE et de l’Union européenne et propose un ensemble de lignes directrices destinées à aider les collectivités territoriales à mettre en place un exercice de budgétisation verte. L’étude de cas présente les récentes expérimentations de la Région Bretagne en matière de budgétisation verte et les enseignements qu’il est possible d’en tirer à ce jour.

L’Italia non fa eccezione: i settori produttivi a elevato consumo di gas naturale sono per lo più concentrati nelle regioni settentrionali, mentre le aziende agricole e della produzione alimentare a base di grano sono relativamente più diffuse nelle regioni meridionali e insulari. Sebbene nel complesso la Russia rappresenti una quota minoritaria delle esportazioni italiane, alcuni territori e settori sono più esposti di altri a una diminuzione degli scambi bilaterali, come nel caso delle destinazioni più popolari tra i turisti russi ad elevata spesa pro capite.

Depuis lors, les perspectives de croissance mondiale ont encore été affectées par le conflit en Ukraine. Pour autant, les recommandations politiques visant à renforcer la résilience à long terme des pays de la région MENA n'ont pas changé. Au contraire, elles sont d'autant plus pertinentes que la plupart des défis à venir proviennent de facteurs structurels, sachant toutefois que la mise en place de stratégies réalistes dépend des marges de manœuvres budgétaires.

The report provides an overview of Portuguese public institutions responsible for investment, SMEs, innovation and regional development policies, taking a close look at arrangements to ensure multi-level policy coordination, stakeholder consultation and evaluation of policy impacts. It then reviews the mix of government policies that are currently in place to support FDI-SME linkages and spillovers, noting areas for further policy reforms. The last chapter introduces a regional lens, focusing in particular on the regions of Norte and Alentejo. This report is part of a broader European Commission-OECD programme on strengthening FDI-SME linkages and serves as a pilot for future country assessments.

Ces dernières années, la violence dans les espaces frontaliers est plus intense en termes de nombre de victimes et plus diffuse géographiquement. Ce rapport combine des données quantitatives sur la localisation des événements violents et des victimes, leur cartographie dans le temps et l'espace et une analyse des acteurs en conflit pour répondre à trois questions : i) Les zones frontalières sont-elles plus violentes que les autres espaces? ii) L'intensité de la violence dans les régions frontalières a-t-elle augmenté dans le temps ? iii) Certaines zones frontalières sont-elles plus violentes que d'autres ? La proéminence et la complexité croissantes des conflits et des groupes violents transnationaux en Afrique du Nord et de l'Ouest appellent à une analyse plus territorialisée pour des options politiques plus adaptées et flexibles.

Plagued with high unemployment in the late 90s, unemployment started to drop until 2008. However, such promising trends were unable to shield the city from the 2008 global financial and later COVID-19 crisis. This study assesses inequality in Bilbao and how the COVID-19 pandemic and the city’s response and recovery measures have affected its inclusive growth agenda. It also examines how Bilbao’s approach to deploying a smart city strategy and localising the SDGs contributes to the city’s overall resilience and inclusive growth objectives.

The Dialogue covers two main topics selected by the Government of Thailand (ONWR). The first one is water demand management, with a focus on the Eastern Economic Corridor. The second one is financing water supply and sanitation. Both combine to support a sustainable and resilient development pathway for Thailand's fast-growing economy. The analyses and policy recommendations cover issues such as the design of economic policy instruments, water allocation regimes, increasing demand for reclaimed water, or benchmarking the performance of water utilities, and blended finance for water supply and sanitation services. They are informed by the expertise of Thai stakeholders, the OECD and the Asia Water Council. They can be a source of inspiration in other contexts in South East Asia and globally.

Moreover, little systematic information is available about the LVC instruments that countries use and enabling frameworks at national and regional levels to guide local governments toward greater use. The report features an overview of the political contexts, legal frameworks, and LVC approaches used in 60 countries. Special attention is given to the differences and similarities between countries that have a mature LVC practice, versus countries that have nascent policies and allowances. This will help countries developing the capacity and competences for LVC to understand the opportunities, trade-offs, and pitfalls to avoid when configuring legal, governance, and planning frameworks and institutions to support the implementation of LVC policies.

    Abstract: The review examines how higher education institutions are supporting innovation and entrepreneurship in their surrounding communities. The study focuses on eleven universities located in six countries in Latin America: Chile, Colombia, Mexico, Brazil, Argentina and Uruguay. The study finds that selected institutions are actively supporting entrepreneurs (university students, but also local entrepreneurs) through courses, incubation and acceleration activities. It also shows that universities are actively engaging with external stakeholders in their surrounding communities, to spur innovation through joint-research, organisation of events (such as festivals, competition). It finds that that while COVID-19 pandemic brought about some challenges, universities managed to stay afloat and keep a steady stream of support to entrepreneurs and partners. The review also illustrates the challenges that universities face when developing these activities (lack of funding, unclear regulation for intellectual property development, etc.) and highlights some opportunities that universities should leverage, particularly in the current context.

Besides, it throws lights on subnational governments’ role in integrating migrants and enabling them to participate to local development for the benefits of all. The geographic differences that exist in migrant presence and outcomes mean countries should build on local authorities' knowledge of local realities, aptitudes to coordinate different policy fields at the relevant scale and cooperate with non-governmental organisations.

The report builds on a decade of policy dialogue between the OECD and the National Water and Sanitation Agency (ANA) of Brazil. It provides an action plan to support the country to: (1) shift from a risk-based approach to a resilience approach to understand vulnerabilities and minimise the duration and magnitude of failures; (2) make river basin organisations deliver and use economic instruments to tackle water risks; and (3) accompany infrastructure development with regulatory oversight and monitoring.

    Abstract: Many lower density regions in the OECD face shrinkage, with projections suggesting that half of Europe will need to manage decline in remote regions by 2050. Half of Estonia’s counties experienced population decline greater than 25% since 1991. Shrinkage leads to problems including lower municipal revenues, ageing, and greater per capita costs of service and infrastructure provision. Estonia is also the most carbon-intensive economy in the OECD, and heavily utilises its forests and land. To tackle these challenges, the report provides analyses in a number of policy areas to respond to demographic change in a smart and sustainable manner. A policy framework that emphasises a spatially oriented, coordinated approach for responding to shrinkage is developed. The report provides policy recommendations to make land use more efficient and spatial planning more coherent. It suggests ways to improve the transfer system and strengthen the municipal revenue base while encouraging inter-municipal cooperation. It also discusses education, the municipalities’ largest spending responsibility, providing recommendations that adapt the school network to shrinkage while ensuring access to high-quality education for all students.

    Abstract: This report provides a new perspective on Africa’s urban economies that is unique in its breadth and level of detail. Based on data from more than 4 million individuals and firms in 2 600 cities across 34 countries, it presents compelling evidence that urbanisation contributes to better economic outcomes and higher living standards. It shows that across most socio-economic dimensions, cities significantly outperform the countries in which they are located. In Africa, urbanisation accounts for approximately 30% of the growth in per capita gross domestic product (GDP) over the past 20 years. Importantly, the gains from urbanisation on economic performance and quality of life extend beyond city boundaries, also benefiting rural areas. The report also shows that transnational clusters of cities are emerging along coasts as well as inland, offering new opportunities for economic development. Based on these findings, the report sets forth policy priorities at national and local levels that are essential to realise the potential of urbanisation. Among these, it argues that the role of cities should be fully anchored in national development planning. Moreover, local governments need greater fiscal and administrative capacity to become key actors in economic development.

    Abstract: The COVID-19 pandemic has critically tested OECD economies, with major differences in economic repercussions at the subnational level. The pandemic can be characterised as a combination of shocks to local economies: (i) a recession, (ii) a supply-side shock mirroring a natural disaster, and (iii) the economic and workplace adjustments accelerated by pre-existing megatrends (e.g. automation, green transition). This paper reviews the empirical evidence for effective policies from across the OECD to strengthen local economic resilience through support for people, firms and places. There is a strong need for effective policies in times of recessions, natural disasters and long-term structural change. Policies that strengthen economic resilience strongly overlap with policies for local productivity growth and vice-versa. Moreover, some policies aiming to increase resilience through adding redundancy in production or infrastructure can serve productivity in the long-term.

    Abstract: Ce rapport apporte un éclairage nouveau sur les économies urbaines africaines, d’une portée et d’une précision unique. Sur la base de données recueillies auprès de plus de 4 millions d'individus et d'entreprises, issus de 2 600 villes de 34 pays africains, le rapport montre que l'urbanisation contribue à l’amélioration des résultats économiques et du niveau de vie. Dans la plupart des dimensions socio-économiques, les villes obtiennent des résultats nettement supérieurs aux pays au sein desquels elles sont situées. En Afrique, l’urbanisation est responsable d’environ 30% de la croissance du produit intérieur brut (PIB) par habitant au cours des 20 dernières années. Les bénéfices de l'urbanisation sur les performances économiques et la qualité de vie s'étendent au-delà des limites de la ville et profitent également aux zones rurales. Les pôles urbains transnationaux émergent le long des côtes ainsi qu'à l'intérieur du continent, offrant de nouvelles opportunités de développement économique. Sur la base de ces résultats, le rapport définit des priorités politiques, aux niveaux national et local, essentielles pour réaliser le potentiel de l'urbanisation. Parmi celles-ci, le rôle économique des villes devrait être pleinement intégré dans la planification du développement national. Par ailleurs, les gouvernements locaux ont besoin d’une plus grande capacité fiscale et administrative pour devenir des acteurs clés du développement économique.

    Abstract: Prior to Russia’s invasion of Ukraine on 24 February 2022, Ukraine had made significant progress in implementing ambitious regional development and decentralisation reforms. These reforms resulted in the creation of 1 469 amalgamated municipalities, the establishment of an elaborate multi-level regional development planning framework, as well as a significant increase in local public service delivery, and public funding for regional and local development. However, the reforms faced a number of challenges, many of which have been significantly exacerbated by Russia’s war against Ukraine. These challenges include increasing regional economic, demographic and well-being disparities, a fragmented regional development funding framework, as well as marked discrepancies in municipal administrative, human resource and fiscal capacity. This report presents an in-depth analysis of Ukraine’s progress in implementing its multi-level governance reforms and explores the role of subnational governments in disaster management. From there, it recommends how Ukraine, together with international partners, can use multi-level governance, regional development and decentralisation to support subnational reconstruction and recovery to address urgent humanitarian needs, rebuild local economies and communities, and strengthen their resilience.

    Abstract: This report assesses the linkages between foreign direct investment (FDI) and domestic small and medium-sized enterprises (SMEs) in the Slovak Republic. It provides policy recommendations to national and subnational governments on how to foster productivity and innovation spillovers from FDI to the local economy. The report looks at the quality of investment the country attracts, the absorptive capacity of Slovak SMEs, and a broad range of economic, business and policy conditions that can strengthen knowledge and technology diffusion from FDI to domestic SMEs. It also provides a diagnostic assessment of the core FDI-SME spillover diffusion channels, namely value chain linkages, strategic partnerships, labour mobility, and competition and imitation effects. The report provides an overview of the Slovak policy arrangements for promoting international investment, SME performance and innovation, and regional development. It does so by taking a close look at multi-level coordination, stakeholder consultation and impact evaluation. It then reviews the policy mix in support FDI-SME linkages and spillovers and proposes concrete areas for further policy reforms. The last chapter introduces a regional lens, focusing on the regions of Banská Bystrica and Košice. This report is part of a multi-year European Commission-OECD project on strengthening FDI-SME ecosystems and is the second pilot review for future country assessments.

The situation has been further exacerbated by the COVID-19 pandemic: SMEs found themselves fighting for survival amidst reduced demand, lockdowns and travel restrictions, and supply chain disruptions. This report provides an overview of the implementation of the Small Business Act for Europe during the period 2019-22. It is designed to help policy makers design, implement and monitor policies to support the recovery of SMEs from the pandemic, boost their competitiveness based on OECD and EU good practices, and further enhance the region’s economic growth and resilience.

    Abstract: This paper advances our understanding of the spatial dimension of productivity by investigating the link between subnational governance arrangements and urban labour productivity. It presents a detailed study of the direct and indirect effects of decentralisation (local autonomy), government quality and fragmentation and empirically demonstrates the need for a comprehensive approach when considering the effects of governance-related characteristics on regional economic outcomes. Multi-level analysis of data for Functional Urban Areas (FUAs) in Europe during 2003-2014 suggests that labour productivity tends to be higher in regions with higher quality of government. Productivity, on average, is lower in more decentralised countries. However, under “the right” conditions (high quality of government and low fragmentation), decentralisation is positively linked to productivity. Overall, cities with high levels of government quality and local autonomy but low horizontal fragmentation tend to be the most productive.

    Abstract: The Asia-Pacific region has been hit hard by the COVID-19 pandemic, with over 250 000 deaths as of March 2021 and a decrease in GDP by 4.3% in ASEAN and by 2.0% in Emerging Asia in 2020. The pandemic acted as a magnifying glass on pressing water and sanitation challenges in Asia-Pacific countries, stressing and widening inequalities for 30 to 40% of households that do not have a dedicated place for washing hands with soap and water on premises. This report uses the OECD Principles on Water Governance as an assessment framework to provide a regional analysis of the state of play of water governance in 48 countries of the Asia – Pacific region. It maps the existence and level of implementation of key governance frameworks, institutions and mechanisms, and dives into select governance gaps before drawing preliminary observations on the extent to which effective water governance correlates with tangible water security outcomes in surveyed countries.

Le cooperative assolvono a un’importante funzione anticiclica nella creazione di occupazione durante le crisi. Dopo la pandemia, potrebbero contribuire in misura significativa a un riorientamento dell’economia verso modelli maggiormente improntati all’inclusività e allo sviluppo sostenibile. In futuro, un rafforzamento dei livelli di produttività potrebbe favorire le cooperative nel perseguimento delle loro finalità di natura economica e sociale. Nell’analizzare la produttività nelle cooperative italiane, questo rapporto adotta un approccio incentrato sulla dimensione territoriale, date le loro numerose interdipendenze con le comunità locali. Le evidenze emerse mettono in luce i fattori locali maggiormente correlati alla prevalenza e alla produttività delle cooperative tra le regioni, i settori economici e nelle diverse classi dimensionali d’impresa. Un confronto con le imprese italiane non cooperative, così come con le imprese spagnole, cooperative e non, consente di osservare come i livelli di produttività varino a livello territoriale e tra diversi tipi di imprese osservati. Questo rapporto utilizza l’approccio analitico sviluppato dallo Spatial Productivity Lab dell’OCSE.

    Abstract: At a time when many cities and countries are including a smart recovery component in their strategies to rebound from the COVID-19 crisis, the simple presence of digital technologies does not mean that benefits automatically reach everyone. Measuring smart city performance is therefore critical in order to deliver policies with greater efficiency and effectiveness, identify cost-effective solutions to deliver public services, improve government accountability vis-à-vis citizens and track progress and impact. The proposed OECD Smart City Measurement Framework encompasses not only the uptake of digitalisation in cities but also how digital innovation can improve well-being outcomes, inclusion, sustainability and resilience. Furthermore, it focuses on urban residents both as recipients or users and as designers of smart cities. Building on the 2nd OECD Roundtable on Smart Cities and Inclusive Growth, the OECD will now begin to operationalise and further develop the OECD Smart City Measurement Framework.

    Abstract: STRING is a political cross-border organisation spanning five cities (the Free and Hanseatic City of Hamburg, Copenhagen, Malmö, Gothenburg and Oslo) and eight regions (Schleswig-Holstein, Region of Southern Denmark, Region Zealand, Capital Region of Denmark, Region Skåne, Region Halland, Västra Götalandsregionen and Viken County) across Germany, Denmark, Sweden and Norway. Home to around 14 million inhabitants, STRING has good potential to become a leading European megaregion and an internationally acknowledged Green Hub if governments “think big” and work together beyond their own boundaries. Building on its green expertise and high levels of innovation and quality of life, STRING could take advantage of current opportunities such as the construction of the Fehmarn Belt Fixed Link to reap the benefits of agglomeration economies and establish itself as a sustainable megaregion. However, time is of the essence. Seizing the political momentum of the coming decade, including the momentum to support a green recovery from COVID-19, will be critical to advance STRING’s green vision and shape a future-proof economic model.

    Abstract: Over the past decades, the city Kitakyushu, located in the southwest of Japan, has transformed from a manufacturing hub into a city putting strong emphasis on sustainability. The city has developed an SDG-based vision, which outlines the city’s main sustainable development targets and actions and sets up a governance framework with a strong focus on citizen participation and private sector engagement. Several local development challenges remain, including population decline, an ageing society and the lack of attractive job opportunities. The SDGs provide a framework to address those challenges in an integrated way. As reflected in Kitakyushu’s Voluntary Local Review and participation in the SDGs Future City initiative, 17 actions shape the local vision to foster sustainable development through, in particular, the transition to low-carbon energy production and a circular economy, female empowerment, inclusion of vulnerable groups and international cooperation.

    Abstract: The world is increasingly facing a technologically changing employment landscape and such changes are directly affecting the future demand for skills. For regional economies built on labour migration, the impending changes will affect migrants and their families, their countries of origin and the recruitment systems they are attached to – and ultimately disrupt the development benefits of migration. This paper investigates how the future of the employment landscape will affect migration within the Abu Dhabi Dialogue, a regional consultative process for migration in Asia. It investigates the impending changes in the demand for skills in countries of destination, how such changes will affect migration processes and whether countries of origin are ready for the changes. It provides recommendations on how regional consultative processes can foster dialogue between key actors from both countries of origin and destination to better navigate future changes and ensure a smooth transition.
