    Abstract: Seit der letzten Prüfung der deutschen Energiepolitik durch die IEA im Jahr 2007 hat die Bundesrepublik zwei Grundsatzentscheidungen getroffen, die ihre Energiepolitik in den kommenden Jahrzehnten leiten werden. Im September 2010 hat die Bundesregierung das Energiekonzept verabschiedet, eine umfassende neue, langfristige und integrierte Strategie für die Entwicklung der Energieversorgung bis 2050. Nach dem Reaktorunfall von Fukushima Daiichi im März 2011 wurde dann der beschleunigte Ausstieg aus der Kernenergie bis 2022 beschlossen, wobei mit der sofortigen Stilllegung der acht ältesten Kraftwerke begonnen wurde. Diese Entscheidung führte zur Verabschiedung einer Reihe neuer Politikmaßnahmen zur Umsetzung der sog. Energiewende, mit der die erneuerbaren Energien zur tragenden Säule der künftigen Energieversorgung werden. Für diesen ehrgeizigen Umbau der Energieversorgung muss bis 2030 die Hälfte der Stromerzeugung aus erneuerbaren Energien stammen. Deutschland muss daher mit der Entwicklung kosteneffizienter marktorientierter Konzepte fortfahren, um die erwartete Expansion der dargebotsabhängigen erneuerbaren Energien zu begleiten. Außerdem müssen Kosten und Nutzen gerecht und transparent, unter besonderer Beachtung der privaten Haushalte, auf alle Markteilnehmer verteilt werden. Die Expansion der erneuerbaren Energien muss in Zukunft parallel zum zeitnahen Ausbau der Übertragungs- und Verteilungsnetze erfolgen. Zudem bedarf es eines stabilen Regulierungsrahmens, um langfristige Finanzierungsmöglichkeiten für die Netzbetreiber zu gewährleisten. Darüber hinaus gilt es, Deutschlands Kapazität zur Deckung des Spitzenlastbedarfs auf mittlere Sicht weiter genau zu beobachten. Deutschlands energiepolitische Entscheidungen haben zwangsläufig Auswirkungen über die Landesgrenzen hinaus und müssen im Kontext eines umfassenderen europäischen energiepolitischen Rahmens und in enger Fühlungnahme mit den Nachbarländern getroffen werden. Dieser Bericht analysiert die energiepolitischen Herausforderungen, vor denen die Bundesrepublik steht, und liefert Empfehlungen dazu, wie ihre Energiepolitik weiter verbessert werden kann. Er soll Deutschland Orientierungen auf dem Weg hin zu einer sichereren und nachhaltigeren Energieversorgung der Zukunft geben.

    Abstract: Die jüngsten Reformen haben Deutschland zu einem der OECD-Länder mit den geringsten Beschränkungen für die Zuwanderung von hochqualifizierten Fachkräften gemacht, die Zahl der Zuzüge ist jedoch nach wie vor relativ gering. Da die Arbeitsmigration als eine der Möglichkeiten zur Bewältigung des Arbeits- und Fachkräftemangels gilt, zu dem es infolge des Rückgangs der Bevölkerung im Erwerbsalter kommt, befasst sich diese Publikation mit der Frage, wie gewährleistet werden kann, dass dringendem Arbeitsmarktbedarf, der nicht mit inländischen Arbeitskräften zu decken ist, durch internationale Arbeitsmigration begegnet werden kann. Der Bericht untersucht wichtige Fragen in Bezug auf die Gestaltung des deutschen Systems der Arbeitsmigration, sowohl von der Nachfrage- als auch von der Angebotsseite her. Deutsche Arbeitgeber können alle Arbeitsplätze, für die ein Hochschulabschluss erforderlich ist, mit Arbeitskräften aus dem Ausland besetzen. Doch selbst Arbeitgeber, die über Fachkräftemangel klagen, haben dies bislang häufig nicht getan, z.T. weil sie auf gute deutsche Sprachkenntnisse und besondere Qualifikationen bestehen, z.T. aber auch weil sie die Verfahren der internationalen Personalanwerbung für komplex und unzuverlässig halten. Diese Verfahren könnten zwar transparenter gestaltet werden, ihr schlechter Ruf ist aber dennoch ungerechtfertigt. Internationale Studierende scheinen gut geeignet, den Anforderungen der Arbeitgeber gerecht zu werden, Deutschland könnte jedoch mehr unternehmen, um diesen Weg der Arbeitsmigration zu fördern. Mit einer starken Nachfrage ist auch in Berufen zu rechnen, die eine abgeschlossene nicht universitäre Berufsausbildung voraussetzen; für diese Berufe gelten jedoch nach wie vor strengere Beschränkungen. Zur Behebung absehbarer Personalengpässe in diesen Berufen sollte mehr getan werden, um ausländische Arbeitskräfte für das duale System zu gewinnen, wobei Deutschlands neuer Rahmen für die Anerkennung von Berufsqualifikationen beitragen könnte, um neue Zuwanderungsmöglichkeiten zu schaffen.

    Abstract: Recent reforms have put Germany among the OECD countries with the fewest restrictions on labour migration for highly-skilled occupations, yet inflows continue to be relatively low. As labour migration is supposed to be one means to help meet future labour and skill shortages caused by a shrinking working-age population, this book addresses the question of how to ensure that international recruitment can help meet urgent needs in the labour market which cannot be met locally. The review examines key issues in the design of the German labour migration system, on the demand side and on the supply side. German employers can recruit from abroad for any job requiring university-level qualifications. Yet even employers declaring shortages have not done so, in part, due to their insistence on German-language skills and specific qualifications, and in part to a perception that international recruitment is complex and unreliable. While the process could be made more transparent, its negative reputation is unjustified. International students appear well positioned to meet employer concerns, but Germany could do more to promote this channel for labour migration. A large part of the demand is also expected in skilled occupations requiring non-tertiary vocational training, but here, channels remain more restrictive. To address anticipated shortages in these occupations, more should be done to recruit into the dual system, and Germany’s new recognition framework could contribute to open new channels.

    Abstract: The installation of final repositories for nuclear waste has been a most controversial topic on the German political agenda for decades. The beginning of efforts to solve this problem can be traced back to the 1970s when plans for the establishment of an Integrated Nuclear Waste Disposal Centre (Integriertes Entsorgungszentrum) in the State of Lower Saxony were developed. It was in this context that in 1976,1 the Atomic Energy Act (AEA) of 19592 (the 2002 consolidated text is reproduced in Supplement to Nuclear Law Bulletin No. 70) was amended by inserting Section 9a, paragraph 3, sentence 1, which reads very succinctly: “The Federation shall establish installations for the safekeeping and final disposal of radioactive waste.” Despite the subsequent AEA amendments of Section 9a, paragraph 3 and the addition of a paragraph 4 (1998)3 that were to allow the Federation to transfer the exercise of its functions to third parties, these administrative provisions were never used. Accordingly, full responsibility of the Federation for the fulfilment of its obligation under Section 9a, paragraph 3 of the AEA remains intact today.

    Abstract: The Bologna Process put in motion a series of reforms for higher education. In Germany, the “Bologna reform” focused national standards and guidelines which served as criteria for obligatory programme accreditation by external bodies. This article reports on the results of an empirical study that examined the effects and limitations of accreditation as a means of monitoring the reform of study programmes. An analysis of 1 380 accreditation decisions taken in the Federal State of Lower Saxony between July 2004 and December 2009 and a series of interviews of key actors in the state’s 36 higher education institutions gave rise to a better understanding of whether accreditation does in fact support HEIs’ quality assurance goals.

    Abstract: One important element of the response to the crisis in Germany was the establishment of a new institution, the Bundesanstalt für Finanzmarktstabilisierung (Federal Agency for Financial Market Stabilisation, henceforth FMSA). The aim was to supplement the range of tasks performed by the Deutsche Bundesbank and the Bundesanstalt für Finanzdienstleistungsaufsicht (the Federal Financial Supervisory Authority). Neither one of these two institutions nor the legal framework, including especially the insolvency laws, were adequate for rescuing and restructuring stressed banks. While the FMSA was initially conceived as a temporary undertaking, the new German Restructuring Act implies that the FMSA is now a permanent part of the German banking landscape.

    Abstract: Learning for Jobs is an OECD study of vocational education and training (VET) designed to help countries make their VET systems more responsive to labour market needs. Germany has a very well developed and widely respected VET system with a strong dual component integrating learning in schools and workplace training. VET policy, design and delivery are strongly supported by social partner engagement and institutionalised VET research capacity. At the same time the German system confronts several challenges: the transition system is costly and suffers from undue fragmentation; more attention could be placed on adequate career guidance and basic skills provision; assessment is dominated by the Chamber exam; and only very few VET graduates take up university studies despite reforms to open access considerably. The OECD review assesses the main challenges faced by the VET system and presents an interconnected package of policy recommendations. For each recommendation, the report describes the challenge, the recommendation itself, supporting arguments, and issues of implementation.

    Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 90 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

    Abstract: This publication presents the Development Assistance Committee peer review of the aid programmes and policies of Germany for 2010. The policies and programmes of each DAC member are critically examined approximately once every four or five years. Five members are examined annually. The OECD’s Development Co-operation Directorate provides analytical support and is responsible for developing and maintaining the conceptual framework within which the Peer Reviews are undertaken. The Peer Review is prepared by a team, consisting of representatives of the Secretariat working with officials from two DAC members who are designated as “examiners”. The country under review provides a memorandum setting out the main developments in its policies and programmes. Then the Secretariat and the examiners visit the capital to interview officials, parliamentarians, as well as civil society and NGO representatives of the donor country to obtain a first-hand insight into current issues surrounding the development co-operation efforts of the member concerned. Field visits assess how members are implementing the major DAC policies, principles and concerns, and review operations in recipient countries, particularly with regard to poverty reduction, sustainability, gender equality and other aspects of participatory development, and local aid co-ordination. The Secretariat then prepares a draft report on the member’s development co-operation which is the basis for the DAC review meeting at the OECD. At this meeting senior officials from the member under review respond to questions formulated by the Secretariat in association with the examiners.     Abstract: The future of Greece’s well-being will depend on improving educational performance to boost productivity and improve social outcomes. In the current economic context, with the need to get best value for spending, Greece must and can address inefficiencies in its education system. The challenges are significant. For example, Greece lags behind many OECD countries in performance on PISA, including countries with the same or lower levels of expenditure per student as well as countries with the same and lower levels of economic development. Salary costs per student are above the OECD average, mostly because Greek teachers have less teaching time and Greece has smaller classes. A smaller percentage of students who enter tertiary education complete a first degree within the statutory study time than in any other country in Europe. To address the challenges, the Greek government has established a bold agenda and sought advice from a task force on the development and implementation of reform proposals that reflect best practices in OECD countries. This report provides the outcomes of the work of the task force. It presents a roadmap for how the reforms can be successfully implemented, with pointers to relevant experience in other countries. As a contribution to the on-going policy discussions in Greece, it recommends specific short-, medium- and long-term actions that can improve efficiency in the country’s education system.

    Abstract: US President Obama has launched one of the world’s most ambitious education reform agendas. Under the heading “Race to the Top”, this agenda encourages US states to adopt internationally benchmarked standards and assessments that prepare students for success in college and the workplace: recruit, develop, reward, and retain effective teachers and principals; build data systems that measure student success; and inform teachers and principals how they can improve their practices and turn around their lowest-performing schools. But what does the “top” look like internationally? How have the countries at the top managed to achieve sustained high performance or to significantly improve their performance? The OECD Programme for International Student Assessment (PISA) provides the world’s most extensive and rigorous set of international surveys assessing the knowledge and skills of secondary school students. This volume combines an analysis of PISA with a description of the policies and practices of those education systems that are close to the top or advancing rapidly, in order to offer insights for policy from their reform trajectories.

    Abstract: The potential growth rate of the economy has been low for a long time and the crisis has had a further adverse impact. The meagre growth performance mainly reflects low growth in a number of services sectors; most manufacturing sectors, by contrast, expanded at a rapid pace in the years preceding the recent crisis, on the back of robust foreign demand. The challenge is to consolidate the past success of the export sector and to broaden it to the whole economy by making the policy framework more conducive to innovation and structural change. Specifically, product market regulation needs to be eased to prevent it from sheltering uncompetitive industries; the framework conditions for innovation need to be improved; the education system needs to be reformed further to supply a sufficiently large pool of highly qualified labour; and immigration policy needs to become more favourable to the immigration of high-skilled. Strengthening Germany’s attractiveness as a location for investment would contribute to a higher trend growth rate through lifting barriers to higher growth, which are particular binding in the non-traded goods sector. This would reduce Germany’s current account surplus and make a contribution to reduce global imbalances.     Abstract: The German banking system came under pressure during the financial crisis, not least due to its significant exposure to toxic assets which originated in the US. In the short run, the stability of the system has been achieved, in large part through substantial government support measures. However, ensuring adequate capitalization of the banking system remains a major challenge going forward and may require more active government involvement. The underlying causes of the banking sector problems are related to: i) the activities of the Landesbanken which benefitted from government guarantees without a proper business model; ii) weak capitalization and high fragmentation of the whole banking system, possibly related to the particularly rigid three-pillar structure; and iii) deficiencies in banking regulation and supervision. The challenge is to address these three causes in order to raise the long-run stability of the banking system.     Abstract: Past consolidation has allowed the automatic stabilisers to operate fully during the crisis. Further fiscal easing in late 2008 and early 2009 contributed to a markedly widening fiscal deficit in 2010. A newly enacted fiscal rule, which limits the structural budget deficit of the federal government to a maximum of 0.35% of GDP and requires balanced structural budgets for the Länder, will help bring public finances back to a sustainable path. However, some elements of the new rule may need to be fine tuned in order for it to be more effective. To comply with the transition requirements of the new rule, consolidation beyond a mere phasing-out of the stimulus packages will be needed between 2011 and 2016. Priority should be given to reducing public expenditure, notably by improving public sector efficiency and by cutting back on grants and government consumption, and to phasing out distorting tax concessions. To improve the structure of the tax system, the government should consider raising the share of taxes on property and consumption in total tax revenues.     Abstract: The balanced growth and stochastic growth theory implies stable consumption-to-output and investment-to-output ratios. It is tested by cointegration techniques for three different German data vintages. Systems cointegration tests are helpful in revealing inconsistencies across vintages. Differencing and rebasing, often used to adjust for benchmark revisions, are generally not sufficient to ensure consistent real-time macroeconomic data. Vintage transformation functions estimated by cointegrating regressions are more flexible. Empirically, the cointegrating property between consumption and output, as well as between investment and output, is often found, whereas the one-to-one relationship is mostly rejected. Moreover, the linear transformation function is helpful in describing the relation between two older final vintages. This function seems to be insufficient if the most recent data collection framework is involved.

    Abstract: “System accreditation” is a new approach developed for German universities to conduct the mandatory accreditation of all their study programmes. A pilot project at Johannes Gutenberg University in Mainz is playing an important role in paving the way for this alternative to prevailing programme accreditation. This article describes how system accreditation, an innovative approach towards organisational adaption to national regulations, was conceived and how it functions. Based on the experience of Johannes Gutenberg University, the article explores the potential of system accreditation to improve quality assurance and the development of study programmes. System accreditation faces three global challenges: that of creating an integrated approach, establishing a solid evidence base and fostering the effectiveness of evaluation efforts.

    Abstract: Based on annual data for growth and inflation forecasts for Germany covering the 1970-2007 period and up to 17 different forecasts per year, we test for a possible asymmetry of the forecasters’ loss function and estimate the degree of asymmetry for each forecasting institution using the approach of Elliot et al. (2005). Furthermore, we test for the rationality of the forecasts under the assumption of a possibly asymmetric loss function and for the features of an optimal forecast under the assumption of a generalised loss function. We find evidence of the existence of an asymmetric loss function of German forecasters only in the case of pooled data and a quad-quad loss function. We can reject the hypothesis of rationality of the growth forecasts based on a pooled dataset, but not on data for single institutions. The rationality of inflation forecasts is frequently rejected in the case of single institutions, and also for pooled data.

    Abstract: This paper explores a range of perceived similarities and differences between male and female academics in the context of contemporary European Union “gender mainstreaming” policy. It concentrates upon the higher education systems of Germany and the United Kingdom, and is based upon questionnaire responses. A large majority of respondents believe that more needs to be done to remedy inequalities arising from maternity leave and child rearing, and that their universities are still gendered organisations with too few women at the top. Many females regard themselves as less strategic than males in managing their careers, and believe that they need to behave the same as men to succeed. They think that men have historically dominated in their subject area and still do so. Relatively small percentages of men endorse these opinions in relation to women, and their responses are often positive in their perception of female academics. It is almost universally agreed that women are doing a good professional job, and very few employees (either male or female) experience gross forms of bullying and harassment at work. A certain convergence between the genders in some respects may indicate the erosion of binary gender hierarchies in the current policy environment.

Cependant, il est très rare qu’ils agissent de manière indépendante. Cet ouvrage fournit un cadre analytique unique permettant d’évaluer les accords pluriniveaux, qui est ensuite appliqué à cinq cas nationaux de politique de développement régional : l’Allemagne, le Canada, l’Espagne, la France et l’Italie. Cette étude souligne l’importance des arrangements contractuels pour adapter localement les interdépendances entre acteurs publics, pour clarifier leurs responsabilités, établir un dialogue entre les parties et permettre l’apprentissage.

    Abstract: Asse II, une mine de sel dans la formation de sel du permien supérieur située près de Wolfenbüttel, a fait l’objet de débats passionnés en matière de droit et de politique environnementale en République fédérale d’Allemagne. Jusqu’en 1995, Asse II était utilisée comme installation de recherche pour le développement de techniques liées au stockage définitif des déchets de faible et moyenne activité. De la potasse et du sel gemme ont été produits dans cette installation entre 1909 et 1964, et après l’arrêt de la production de sel, elle a servi, entre 1967 et 1978, au stockage des déchets radioactifs.

    Abstract: Germany has recently gone through a fundamental process of reform of its higher education system. The last 15 years have been characterised by significant changes in virtually all aspects of the system. The impacts of the Bologna Process have been far reaching. The reform of the governance and funding systems in higher education has also been highly influential. This article reflects upon the increasing relevance of the concept of competition in higher education and how the realisation of more competitive elements was accomplished in a highly decentralised system of governance. The article also demonstrates the complex interplay between the public discourse regarding the need for more competitive approaches in higher education, legal reforms, changes in funding provisions for higher education and the transformation of rules for attracting human resources. Concurrence, autonomie et nouveau courant de pensée : transformation de l’enseignement supérieur en Allemagne fédérale Le système de l’enseignement supérieur allemand a récemment connu un processus de réformes fondamental. Ces 15 dernières années ont été marquées par des changements importants affectant quasiment tous les aspects du système. Les impacts du processus de Bologne ont été considérables. De la même manière, la réforme des systèmes de gouvernance et de financement dans l’enseignement supérieur a exercé une grande influence. Cet article analyse l’intérêt croissant accordé à la notion de concurrence dans l’enseignement supérieur et la façon dont des éléments plus compétitifs ont été mis en place dans un système de gouvernance fortement décentralisé. L’article démontre l’existence d’interactions complexes entre le discours public sur les besoins d’une approche plus concurrentielle dans l’enseignement supérieur, les réformes légales, les changements apportés à l’attribution de financement et la transformation des règles visant à attirer les ressources humaines.

    Abstract: Cette étude met en évidence les facteurs clés affectant le calendrier du stockage définitif des déchets radioactifs de haute activité. Elle analyse comment l'acceptation sociale, la robustesse technique, la prise en compte des aspects environnementaux et la faisabilité économique influencent les stratégies nationales concernant la gestion et le stockage définitif de tels déchets. À la lumière d’études de cas, elle présente aussi les approches stratégiques adoptées par différents pays pour répondre aux préoccupations du public et aux attentes de la société civile en matière de gestion à long terme des déchets radioactifs de haute activité. Les enseignements et conclusions de l'étude confirment l'importance d'informer toutes les parties prenantes et de les faire participer au processus de décision si l'on veut réussir la mise en œuvre des politiques de stockage définitif des déchets radioactifs.

    Abstract: This study identifies key factors influencing the timing of high-level waste (HLW) disposal and examines how social acceptability, technical soundness, environmental responsibility and economic feasibility impact on national strategies for HLW management and disposal. Based on case study analyses, it also presents the strategic approaches adopted in a number of national policies to address public concerns and civil society requirements regarding long-term stewardship of high-level radioactive waste. The findings and conclusions of the study confirm the importance of informing all stakeholders and involving them in the decision-making process in order to implement HLW disposal strategies successfully.

    Abstract: Structural materials research is a field of growing relevance in the nuclear sector, especially for the different innovative reactor systems being developed within the Generation IV International Forum (GIF), for critical and subcritical transmutation systems, and of interest to the Global Nuclear Energy Partnership (GNEP). Under the auspices of the NEA Nuclear Science Committee (NSC) the Workshop on Structural Materials for Innovative Nuclear Systems (SMINS) was organised in collaboration with the Forschungszentrum Karlsruhe in Germany. The objectives of the workshop were to exchange information on structural materials research issues and to discuss ongoing programmes, both experimental and in the field of advanced modelling. These proceedings include the papers and the poster session materials presented at the workshop, representing the international state of the art in this domain.

    Abstract: Improving education outcomes is important for Germany’s long-term economic performance and social cohesion. While student achievement is above the OECD average in science and at the OECD average in reading and mathematics according to the 2006 OECD PISA study, weaker students tend to do badly by international comparison and socio-economic and/or immigrant backgrounds have a large impact. Another problem is that the proportion of younger people that completes tertiary education is relatively low. The authorities are undertaking wide ranging reforms touching all levels of education to tackle these problems. Nevertheless, there is scope to go further by: increasing participation in early childhood education and care of children from less advantaged socio-economic backgrounds and improving the quality of such education; improving teaching quality; reducing stratification in the school system; and making tertiary education more attractive and responsive to labour-market requirements. With the reforms underway or suggested, Germany would be able to look forward to higher education achievement and attainment and, especially, greater equality of education opportunity.

    Abstract: The aim of the recent healthcare reform was to increase the sustainability of healthcare finances, by reducing its negative impact on employment and increasing cost-effectiveness via enhanced competition. Higher budget contributions will help decouple healthcare finances from labour income a bit, if and once they materialise. An improved risk adjustment between insurers could reduce incentives for risk selection, raising chances for competition to lead to more cost-effectiveness instead. However, the segmentation of the healthcare system in a private and a social insurance market will continue to pose equity and efficiency problems. Owing to its design, the price signal in the new financing system for social health insurance will be both weak and distorted and this will need to be corrected for competition to produce desired results. More freedom for contractual relations between insurers, healthcare providers and pharmaceutical companies could help to better reap the benefits of competition, but the government will need to watch the results closely and adjust framework conditions if needed.

This pilot study measures and compares administrative burdens in the transport sector across eleven member countries: Belgium, Canada, Denmark, France, Germany, Italy, Netherlands, New Zealand, Norway, Sweden and Turkey. The aim of the exercise is twofold: to identify good practices and provide input for national simplification strategies, and to develop and test a method for cross-country comparison.     Abstract: Ce rapport présente la première analyse internationale systématique des effets du changement climatique sur la fiabilité de l’enneigement dans les Alpes. Ces dernières années ont été parmi les plus chaudes des cinq siècles écoulés, et les projections des modèles climatiques annoncent des changements encore plus nets dans la région au cours des décennies à venir. Conjuguée au recul des glaciers et à la fonte du permafrost en altitude, la diminution de la quantité de neige, plus bas, aura un impact non négligeable sur les activités touristiques tributaires de la neige et sur la gestion des risques naturels. Au-delà des Alpes, les implications de cette évaluation peuvent être extrapolées à d’autres chaînes de montagnes susceptibles d’être confrontées à des problèmes climatiques et contextuels similaires, par exemple en Amérique du Nord, en Australie et en Nouvelle-Zélande.

Sie untersucht die Auswirkungen des Klimawandels im Hinblick auf eine Reihe in den Alpen bereits existierender Naturgefahren, wobei der Schwerpunkt insbesondere auf den Rahmenbedingungen und Finanzierungsmechanismen für das Naturgefahrenmanagement in drei Ländern liegt: Frankreich, Schweiz und Österreich. Auch die technologischen und verhaltensbezogenen Anpassungsmaßnahmen sind, gemeinsam mit den institutionellen Strukturen und Risikotransfermechanismen, Gegenstand der Untersuchung. Die Implikationen dieser Beurteilung betreffen nicht nur die Alpen, sondern auch andere Gebirgssysteme, in denen sich ähnliche klimatische und kontextuelle Herausforderungen stellen, wie z.B. in Nordamerika, Australien und Neuseeland.     Abstract: This review discusses the challenges and opportunities of German rural areas. Significant differences between East and West persist and many of these have clear rural dimensions. Factors such as CAP reforms, ageing of the German population and migration trends will also have important rural implications. Many of these issues involve more than rural policy, but rural policy has a place in resolving all of the key issues. However, for rural policy to be an effective part of the policy process it will have to evolve beyond the existing limits in Germany. This review states that Germany's current approach to rural development and rural policy is mainly sectoral and thus does not fully capture the diversity of rural regions.

Diesbezüglich macht die Bundesrepublik weiterhin bemerkenswerte Fortschritte. Sie hat die Reform ihrer Strom- und Erdgasmärkte fortgesetzt, einen Zeitplan für die Beendigung der Kohlesubventionen aufgestellt, ist im Begriff, wichtige Klima- und Umweltziele zu erfüllen und hat die Themenkreise Energie, Effizienz und Umwelt im Rahmen ihres EU-Ratsvorsitzes und ihrer G8-Präsidentschaft ganz oben auf die weltpolitische Agenda gestellt. Die Internationale Energie-Agentur (IEA) begrüßt diese Anstrengungen. Gleichwohl bleibt noch einiges zu tun, um Deutschlands Energiepolitiken und -märkte weiter zu verbessern. Der geplante Ausstieg aus der Kernenergie in den kommenden Jahren hätte erhebliche Auswirkungen auf den Energiemix des Landes und gibt daher Anlass zu Besorgnis in Bezug auf Versorgungssicherheit, Wirtschaftlichkeit und Umweltverträglichkeit, für Deutschland ebenso wie für Europa insgesamt. Und auch wenn bereits Fortschritte erzielt wurden, muss doch mehr getan werden, um wirklich gleiche Bedingungen für alle Marktteilnehmer und damit die Voraussetzung für die Entwicklung von Wettbewerb auf den Strom- und Gasmärkten zu schaffen. Dazu bedarf es einer effektiven Trennung der Netzaktivitäten und starker Befugnisse für die Regulierungsbehörden. Die Umweltpolitik des Landes schließlich fördert zwar die Erfüllung ehrgeiziger Zielvorgaben, ist jedoch mit hohen Kosten verbunden – und gelegentlich geraten Maßnahmen in verschiedenen Politikbereichen miteinander in Konflikt. Diese Veröffentlichung befasst sich eingehend mit den energiepolitischen Herausforderungen, vor denen Deutschland steht, was durch eine kritische Analyse anhand von Vergleichen mit nachahmenswerten Beispielen aus anderen IEA-Ländern und Empfehlungen zur Verbesserung der Politik ergänzt wird. Damit soll Deutschland der Weg in eine nachhaltige Energiezukunft aufgezeigt werden.

    Abstract: The current situation of the labour market integration of migrants in Germany has to be viewed in the light of its immigration history. During the post-war economic boom, until 1973, Germany focused on the recruitment of low-skilled foreign labour. Many of these “guestworker” immigrants settled and were joined by their foreign spouses, which has given rise to a second generation of persons with an immigrant background. In the late 1980s and early 1990s, Germany received massive immigration flows of ethnic Germans from Eastern Europe. Shortly after the peak immigration of ethnic Germans, Germany received large numbers of humanitarian migrants. German statistics only distinguish along nationality lines. This hampers assessment of the situation as this does not take account of ethnic Germans – who have German nationality and are now the most important immigrant group, although they face difficulties similar to those of other migrant groups. Assessment based on nationality is also problematic since immigrants with a foreign nationality have increasingly and selectively taken up German citizenship.     Abstract: When immigrants arrive in a new country, they are confronted with new labour market requirements such as language proficiency, familiarity with job search procedures and work practices which they are not always able to satisfy. These obstacles affect not only new immigrants, but, surprisingly, their children too, even if the children are born and educated in the receiving country. This publication presents reviews of the labour market integration of immigrants and their children in four OECD countries (Australia, Denmark, Germany and Sweden), and provides country-specific recommendations. Governments have a role to play in promoting language and vocational training, and encouraging diversity in the workplace. Immigrants themselves must accept the requirements of the host country employers. The viability of future migration policies, in particular greater recourse to immigration, will depend to a large extent on how successful OECD countries and immigrants are in achieving these objectives.

Given its generalist orientation, the paper could also be useful for other countries carrying out specific reforms in the area of conflict of interest and general reforms related to anti-corruption policies and instruments.This paper provides descriptive data and an analytical overview of approaches to managing conflicts of interest in the public sector of nine European countries - six "old" EU members (France, Germany, Italy, Portugal, Spain and the United Kingdom) and three "new" EU members (Hungary, Latvia and Poland). The paper also provides some conclusions that are worth taking into account when reforming policies and instruments to improve regulations and practices on conflict of interest.

    Abstract: The paper employs a structural vector auto-regression (SVAR) along the lines of Blanchard and Quah (1989) and Clarida and Gali (1994) to identify the sources of changes in German international price competitiveness over the past 30 years. This leads to a separation of the driving forces of the real exchange rate into real demand, supply, and nominal shocks. Based on this decomposition, it is analysed whether real exchange rate changes have helped to stabilise output in the post re-unification period and whether such changes have facilitated the ongoing structural adjustment process of the German economy. The results indicate that real demand and nominal shocks have been the main drivers of the real exchange rate in the past, whereas output fluctuations have been almost entirely due to supply shocks. In particular, it turns out that improvements of Germany’s price competitiveness in the second half of the 1990s have been primarily the result of a relative domestic demand restraint and hardly that of supply side expansions.

    Abstract: Much scope remains to make regulation of product markets more conducive to competition ? notwithstanding progress in recent years ? with substantial benefits for consumer welfare, productivity and employment. While the general competition legislation and enforcement framework is mostly effective, measures need to be taken to reduce administrative burdens on entrepreneurship and reduce the involvement of the government in business sector activities, notably through accelerated privatisation. Policies favouring small enterprises need to be revised, with a view to fully exposing them to competition and avoiding disincentives for small firms to grow. Substantial regulatory challenges exist in specific sectors, notably in the energy and railway industries where non-discriminatory access of market entrants to networks needs to be improved. Environmental objectives in energy market regulation could be achieved at lower cost. In the telecommunications industry, competition in the local loop can be strengthened. Regulation of the liberal professions is among the most restrictive in the OECD. Entry barriers need to be eliminated in crafts. and restrictions on large-scale retailing development could be eased.     Abstract: High levels of unemployment and rising social charges have lead to considerable pressure on labour markets to adjust. Major steps in labour market reform have been implemented over the last three years. These need to be followed up in several respects in order to raise the economy’s capacity to generate employment. The present tax and transfer system still implies significant disincentives for labour supply of older people and spouses, which should be eliminated. Unemployment related benefits and active labour market policies can be better geared toward activating the unemployed, while institutional reform of the Public Employment Service should continue. On the labour demand side, there remains scope to raise the efficiency of Germany's employment protection system. Also, provisions should be made to allow for a higher degree of wage flexibility across qualifications and regions to fight unemployment. Regulatory conditions in other parts of the economy interact in important ways with labour market performance, underlining the need for a broad based reform approach.     Abstract: The essential actors in co-ordinating fiscal discipline in Germany are the Federation and the 16 Länder. This article presents an overview of the legal basis of the budgetary process and how it is designed with respect to Federation-Länder relations. Developments since 1945 are also described, including the budget reform of 1969, German adherence to the European Economic and Monetary Union, and the work of the Federalism Commission (2003-04). Particular instruments for fiscal discipline in the German context include the Financial Planning Council and the national stability pact, and their roles are described as well as the procedures for submission of budget accounts and accounting control.

Regierungen ebenso wie Unternehmen werden aktive Maßnahmen ergreifen müssen, um die Lohnfindungsmechanismen auf eine alternde Erwerbsbevölkerung abzustimmen, um zu verhindern, dass andere Sozialtransfersysteme als alternative Wege in die Frührente genutzt werden, um Altersdiskriminierung zu bekämpfen und um die Arbeitsplatzkompetenzen und Arbeitsbedingungen der älteren Arbeitskräfte zu verbessern.

    Abstract: This paper examines the consequences of using so-called "real-time" data for business cycle analysis in Germany. Based on a novel data set covering quarterly real output data from 1980 to 2002 real-time output gaps using some popular filter methods are calculated. They differ considerably from their counterparts based on the most recent data and are, thus, not very reliable. While real-time output gaps are generally not unbiased forecasts of the final output gap series, they provide at least some information regarding the sign of the final output gap. The information content of output gaps calculated in real-time for future inflation is tested by means of an out-of-sample forecast exercise and found to be very limited. Generally, the results for simple growth rates appear to be more promising that the results for simple filters to estimate the output gap. This points to the possibility that the problematic nature of the real-time output gaps is not due to revisions of the underlying data but due to the end-of-sample problem that occurs in filtering recent data. All in all, the results support previous findings regarding other countries that revisions of data and output gap estimates can seriously distort business cycle analysis and, thus, research and policy decisions.

    Abstract: In this paper the forecasting performance of popular leading indicators for the German business cycle is investigated. Survey based indicators (ifo business climate, ZEW index of economic sentiment) and composite leading indicators (Handelsblatt, Frankfurter Allgemeine Zeitung, Commerzbank) are considered. The analysis points to a significant relationship of the indicators to the business cycle within the sample period, as measured by the direction of causality. But, their out-of-sample forecasts do not improve the autoregressive benchmark. This result may be caused by structural breaks in the out-of-sample period. As combinations of forecasts tend to be more robust against such shifts, pooled forecasts are constructed using different methods of aggregation, including linear combinations of forecasts and common factor models. In contrast to the single indicator approach, the combined indicator forecasts are able to beat the benchmark at each forecasting horizon. Therefore, the analysis points to the usefulness of pooling information in order to get more reliable forecasts.

    Abstract: Since January 2003 the Eurosystem conducts a regular quarterly bank lending survey for the euro area. It is the first regular survey that gathers information on the distinct supply-side determinants and demand-side determinants of the development in lending business for the euro area. The paper delineates the background and the institutional framework of the survey for the euro area as well as for Germany and provides aggregate survey results of the first eight survey rounds for Germany. Main tendencies as well as the contributing factors put forward by the banks surveyed are assessed on an aggregate level. In a detailed analysis, which additionally uses the information of the micro data level, we assess the factors impacting on changes in credit standards and in the demand for loans more closely and test for their significance. Apart from the relationship between different parts of the data obtained by the survey, the explanatory power of the survey data for actual loan growth and changes in credit margins is of special interest. Using the information from the bank balance sheets statistics and the new interest rate statistics of the monetary financial institutions (MFI) on the micro data level, we test whether the survey data contain significant information on banks' individual loan growth and margin changes.
