    Abstract: Over the two decades since the adoption of United Nations Security Council Resolution 1325 on Women, Peace and Security, peacebuilding interventions around the globe have increasingly incorporated gender perspectives. Yet, the results have been uneven. In Building Peace, Rebuilding Patriarchy, Melissa Johnston explains why gender interventions often fail to help those who most need them, using the case of Timor-Leste, a country subjected to high levels of peacebuilding and gender interventions between 1999 and 2017. Looking at three types of gender interventions, Johnston makes the case that as peacebuilders seek to rebuild war-torn societies, understanding the intersection of social and gender order is more important than ever.

    Abstract: This book provides a pre-history of Russia's war on Ukraine and Europe’s relations to it, illuminating the deep roots of the EU’s neighbourhood crisis as well as the migration crises it created in the last decade. To do so, the book employs a new and innovative framework that allows for a comprehensive, yet nuanced analysis of borders and a more cogent interpretation of their socio-political consequences. Drawing on interdisciplinary scholarship the book analytically examines the key common elements of borderscapes and links them in related arrays to allow for nuanced evaluation of both their particular and cumulative effects, as well as interpretation of their overall consequences, particularly for issues of identities and orders. The book offers a significant conceptual and theoretical advance, providing a transferable conceptualization of borderscape to guide research, analysis, and interpretation. Drawing on the author’s experience in policy, practice and academia, it also makes a methodological contribution by pushing the boundaries of reflexivity in interpretive International Relations (IR) research. Analyzing three main sites in Central and Eastern Europe (CEE), the book challenges conventional critical wisdom on EU bordering in the Schengen zone, at its external frontiers, and in its Eastern neighborhood. In so doing, it sheds new light on the post-communist transitions as well as the contemporary politics of CEE. It also shows how European Union bordering and its relations to identities and orders created great benefits for many Europeans, but also hindered the lives of many others and became self-defeating. This book is a must-read for scholars, students, and policy-makers, interested in a better understanding of Critical Border Studies (CBS) in particular, and International Relations in general. It will also appeal to anyone interested in CEE or wishing to get a deeper understanding of Russia’s war and the fight for Europe’s future.

    Abstract: The European border regions perform a specific horizontal integration function. From the perspective of public administration theory, this publication lays the foundations for conceptualising the policy area of cross-border cooperation in Europe as a horizontal level of integration. To this end, the volume analyses the integration theory specifics of its genesis, the functional particularities of its governance with regard to the decentralised integration of different political–administrative, legal and cultural systems, as well as the patterns of emergent, transnational territorial institutionalism. Finally, administrative perspectives on the study of cross-border cooperation as a horizontal level of the European Administrative Area are also presented.

    Abstract: As multilateral development banks increasingly gained influence in shaping global development, transnational social movements pushed to hold them accountable for their human rights impact towards communities. Leon Valentin Schettler presents a novel causal mechanism of movement advocacy towards MDBs, combining disruptive and conventional tactics. Systematically comparing the evolution of human rights standards and complaint mechanisms over the last three decades, he reveals how the combination of 1) declining US hegemony, 2) counter-mobilization by China and 3) movement cooptation by the World Bank bureaucracy led to a dilution of human rights accountability in the 2010s.

    Abstract: The very concept of human rights implies governmental accountability. To ensure that governments are indeed held accountable for their treatment of citizens and others the United Nations has established a wide range of mechanisms to monitor compliance, and to seek to prevent as well as respond to violations. The panoply of implementation measures that the UN has taken since 1945 has resulted in a diverse and complex set of institutional arrangements, the effectiveness of which varies widely. Indeed, there is much doubt as to the effectiveness of much of the UN's human rights efforts but also about what direction it should take. Inevitable instances of politicization and the hostile, or at best ambivalent, attitude of most governments, has at times endangered the fragile progress made on the more technical fronts. At the same time, technical efforts cannot dispense with the complex politics of actualizing the promise of human rights at and through the UN. In addition to significant actual and potential problems of duplication, overlapping and inconsistent approaches, there are major problems of under-funding and insufficient expertise. The complexity of these arrangements and the difficulty in evaluating their impact makes a comprehensive guide of the type provided here all the more indispensable. These essays critically examine the functions, procedures, and performance of each of the major UN organs dealing with human rights, including the Security Council and the International Court of Justice as well as the more specialized bodies monitoring the implementation of human rights treaties. Significant attention is devoted to the considerable efforts at reforming the UN's human rights machinery, as illustrated most notably by the creation of the Human Rights Council to replace the Commission on Human Rights. The book also looks at the relationship between the various bodies and the potential for major reforms and restructuring.

    Abstract: Since its establishment in 1951, the International Organization for Migration (IOM) has expanded from a small, regionally specific, logistically focused outfit into a major international organization involved in an almost dizzying array of activities related to human mobility. In 2016, IOM joined the UN system and has rebranded itself as the "UN migration agency." Despite its dramatic expansion and increasing influence, IOM remains understudied. This book provides an accessible, incisive introduction to IOM, focusing on its humanitarian activities and responses to forced migration – work that now makes up the majority of the organization’s budget, staff, and field presence. IOM’s humanitarian work is often overlooked or dismissed as a veil for its involvement in other activities that serve states’ interests in restricting migration. In contrast, Bradley argues that understanding IOM’s involvement in humanitarian action and work with displaced persons is pivotal to comprehending its evolution and contemporary significance. Examining tensions and controversies surrounding the agency’s activities, including in the complex cases of Haiti and Libya, the book considers how IOM’s structure, culture, and internal and external power struggles have shaped its behaviour. It demonstrates how IOM has grown by acting as an entrepreneur, cultivating autonomy and influence well beyond its limited formal mandate.

    Abstract: Combining international political theory and EU studies, Richard Bellamy provides an original account of the democratic legitimacy of international organisations. He proposes a new interpretation of the EU's democratic failings and how they might be addressed. Drawing on the republican theory of freedom as non-domination, Bellamy proposes a way to combine national popular sovereignty with the pursuit of fair and equitable relations of non-domination among states and their citizens. Applying this approach to the EU, Bellamy shows that its democratic failings lie not with the democratic deficit at the EU level but with a democratic disconnect at the member state level. Rather than shifting democratic authority to the European Parliament, this book argues that the EU needs to reconnect with the different 'demoi' of the member states by empowering national parliaments in the EU policy-making process.

    Abstract: Global policy making is unfurling in distinctive ways above traditional nation-state policy processes. New practices of transnational administration are emerging inside international organizations but also alongside the trans-governmental networks of regulators and inside global public-private partnerships. Mainstream policy and public administration studies have tended to analyse the capacity of public sector hierarchies to globalize national policies. By contrast, this Handbook investigates new public spaces of transnational policy making, the design and delivery of global public goods and services, and the interdependent roles of transnational administrators who move between business bodies, government agencies, international organizations, and professional associations. This Handbook is novel in taking the concepts and theories of public administration and policy studies to get inside the black box of global governance. Transnational administration is a multi-actor and multi-scalar endeavour having manifestations at the local, urban, sub-regional, subnational, regional, national, supranational, supra-regional, transnational, international, and global scales. These scales of ‘local’ and ‘global’ are not neatly bounded and nested spaces but are articulated together in complex patterns of policy activity. These transnational patterns represent an opportunity and a challenge for the study of both public administration and policy studies. The contributors to this Handbook advance their analysis beyond the methodological nationalism of mainstream approaches to re-invigorate policy studies and public administration by considering policy processes that are transnational and the many new global spaces of administrative practice.

    Abstract: Sergio Fabbrini proposes a way out of the EU's crises, which have triggered an unprecedented cleavage between 'sovereignist' and 'Europeanist' forces. The intergovernmental governance of the multiple crises of the past decade has led to a division on the very rationale of Europe's integration project. Sovereignism (the expression of nationalistic and populist forces) has demanded more decision-making autonomy for the EU member states, although Europeanism has struggled to make an effective case against this challenge. Fabbrini proposes a new perspective to release the EU from this predicament, involving the decoupling and reforming of the EU: on the one hand, the economic community of the single market (consisting of the current member states of the EU and of others interested in joining or re-joining it); and on the other, the political union (largely based on the eurozone reformed according to an original model of the federal union).

    Abstract: Durch die Analyse der Beziehungen zwischen NGOs, dem UN-Sicherheitsrat und den Menschenrechten wird in diesem Buch argumentiert, dass sowohl NGOs als auch der UN-Sicherheitsrat die Menschenrechtssemantik selektiv in Bezug auf die Orte und Akteure, die sie betreffen, anwenden. Es beobachtet Wissen und Macht als Kräfte, die sich gegenseitig beeinflussen, was eine Erklärung dafür sein kann, wie Global Governance funktioniert. Darüber hinaus untersucht das Buch die Idee, dass Recht, abgesehen von der Durchdringung traditioneller Strukturen, von der Basis der Gesellschaft in Richtung institutioneller Bereiche aufsteigen kann. In diesem Zusammenhang schlägt der Autor vor, dass das Zusammenspiel zwischen nichtstaatlichen Akteuren und politischen Institutionen die Bottom-up-Prozesse im Zusammenhang mit der Gesetzgebung und der Gestaltung politischer Entscheidungen fördert. In Anbetracht der kritischen Probleme, die sowohl die NRO als auch der UN-Sicherheitsrat in Bezug auf Repräsentation und Reaktionsfähigkeit haben, stellt die Arbeit fest, dass die Beziehung zwischen ihnen auf eine ausschließende, technokratische und arkane Weise stattfindet.

Mittlerweile liegt die Europäische Union in Scherben, weil die politischen Eliten marktradikalen Ideen nachgelaufen sind und die liberale Demokratie verraten haben. Zielonka unterzieht die Entwicklungen einer unerbittlichen Analyse und formuliert ein starkes Plädoyer für eine offene Gesellschaft und eine Neuerfindung Europas

    Abstract: Katharina Sophia Burlafinger geht der Frage nach, was europäische Stiftungen erreichen können, um den Einfluss der Europäischen Union auf ihre Nachbarschaft zu erhöhen. Dazu analysiert die Autorin die Lebens- und Gedankenwelt zivilgesellschaftlicher Aktivisten in der Mittelost-Nordafrika-Region. Dieser Perspektivwechsel auf die Graswurzelebene ermöglicht besonders authentische Daten und Einblicke in ein bisher unterbelichtetes Themenfeld. Die Analyse zeigt deutlich Probleme, aber auch Fortschritte in der europäischen Demokratieförderung auf und kommt zu dem Ergebnis, dass konventionelle Instrumente zum Regel- und Normentransfer in der Zukunft stärker durch weiche Instrumente wie die der Stiftungen ergänzt werden sollten. Common approaches such as mediation, intervention, and peacekeeping have produced some results in managing ongoing civil wars, but they fall short in preventing civil wars in the first place. This text argues for considering civil wars from a developmental perspective to identify steps to assure that nascent, low-level armed conflicts do not escalate to full-scale civil wars.

    Abstract: For the last three decades, Uganda has been one of the fastest growing economies in Africa. Globally praised as an 'African success story' and heavily backed by international financial institutions, development agencies and bilateral donors, the country has become an exemplar of economic and political reform for those who espouse a neoliberal model of development. The neoliberal policies and the resulting restructuring of the country have been accompanied by narratives of progress, prosperity, and modernisation and justified in the name of development. But this self-celebratory narrative, which is critiqued by many in Uganda, masks the disruptive social impact of these reforms and silences the complex and persistent crises resulting from neoliberal transformations. Bringing together a range of leading scholars on the country, this collection represents a timely contribution to the debate around the 'New Uganda', one which confronts the often sanitized and largely depoliticized accounts of the Museveni government and its proponents. Harnessing a wealth of empirical materials, the contributors offer a critical, multi-disciplinary analysis of the unprecedented political, socio-economic, cultural and ecological transformations brought about by neoliberal capitalist restructuring since the 1980s. The result is the most comprehensive collective study to date of a neoliberal market society in contemporary Africa, offering crucial insights for other countries in the global South

    Abstract: Since the end of the Second World War, not only the number of international regimes and organisations, but also the number of regional organisations and groups increased considerably. Today, states are often members of regional and international organisations at the same time and cover similar policies in both. This contributes to a regionalisation of international relations since not only states, but also regional actors are active in international negotiations. This book provides a comprehensive analysis of how active and influential regional actors are in today’s international negotiations. Based on a quantitative analysis of more than 500 international negotiations and three in-depth case studies, the book explains why some regional actors are more vocal than others in international organisations, and why they differ concerning their prospects for success.

    Abstract: "This book is the first to exclusively consider the foreign policy tendencies of African states in international institutions. As an edited volume offering empirically based perspectives from a variety of scholars, this project disabuses the notion that Africa should be considered a 'niche' interest in the field of foreign policy analysis.     Abstract: International organizations (IOs) matter. This book uncovers the regular working world of IOs, examining whether, to what extent, and how these 'global governing bodies' can act independently of the will of states. This book explores this issue by asking who or what shapes their decisions; how and when decisions are made; how players interact within an IO; and how the interactions vary across IOs. The Working World of International Organizations examines three working groups in the higher echelons of IOs - state representatives, as proxy of states, serving in the Executive Boards or General Councils, chief officers of IOs, and the staff of the permanent secretariat. The book demonstrates that none of them are unified; in each there are contested ideas about strategy and appropriate projects, and analyses their interactions to explain who is able to shape or influence decisions. Six representative IOs are studied to identify the relevant critical determinants that shape the behaviour of players. The volume explores how these players have an impact over three dilemmas that are common to all IOs: priority and agenda setting, financing, and the centralization or decentralization of operations.

    Abstract: This book offers a major new theory of global governance, explaining both its rise and what many see as its current crisis. The author suggests that world politics is now embedded in a normative and institutional structure dominated by hierarchies and power inequalities and therefore inherently creates contestation, resistance, and distributional struggles. Within an ambitious and systematic new conceptual framework, the theory makes four key contributions. Firstly, it reconstructs global governance as a political system which builds on normative principles and reflexive authorities. Second, it identifies the central legitimation problems of the global governance system with a constitutionalist setting in mind. Third, it explains the rise of state and societal contestation by identifying key endogenous dynamics and probing the causal mechanisms that produced them. Finally, it identifies the conditions under which struggles in the global governance system lead to decline or deepening. Rich with propositions, insights, and evidence, the book promises to be the most important and comprehensive theoretical argument about world politics of the 21st century.

    Abstract: The book explores how international organizations (IOs) have expanded their powers over time without formally amending their founding treaties. IOs intervene in military, financial, economic, political, social, and cultural affairs, and increasingly take on roles not explicitly assigned to them by law. The proposed book will contend that this 'mission creep' has allowed IOs to intervene internationally, most often in the Global South, in a way that has allowed them to recast institutions within and interactions among states, societies, and peoples on a broadly Western, liberal model. Adopting a historical and interdisciplinary, socio-legal approach, it supports this claim through detailed investigations of historical episodes involving three very different organizations: the International Labour Organization in the interwar period; the United Nations in the two decades following the Second World War; and the World Bank from the 1950s through to the 1990s. The book draws on a wide range of original institutional and archival materials, bringing to light little-known aspects of each organization's activities, identifying continuities in the ideas and practices of international governance across the twentieth century, and speaking to a range of pressing theoretical questions in present-day international law and international relations --Front flap of the book

It emphasizes both the practical aspects of their organization and operation, and the conceptual issues that arise at the junctures between nation-states and international authority, and between law and politics. While the focus is on inter-governmental organizations, the book also encompasses non-governmental organizations and public policy networks. With essays by the leading scholars and practitioners, the book first considers the main international organizations and the kinds of problems they address. This includes chapters on the organizations that relate to trade, humanitarian aid, peace operations, and more, as well as chapters on the history of international organizations. The book then looks at the constituent parts and internal functioning of international organizations. This addresses the internal management of the organization, and includes chapters on the distribution of decision-making power within the organizations, the structure of their assemblies, the role of Secretaries-General and other heads, budgets and finance, and other elements of complex bureaucracies at the international level.

    Abstract: Jörn Ege untersucht die Autonomie der Sekretariate von internationalen Regierungsorganisationen (IOs) aus einer vergleichenden Perspektive. Mit Fokus auf die internen Strukturen, Kompetenzen und Ressourcen dieser „internationalen Bürokratien“ unterzieht er die Verwaltungsautonomie in 16 IOs einer vergleichenden Untersuchung. Der Autor macht die wesentlichen Unterschiede in der Verwaltungsautonomie sichtbar und kommt zu dem Ergebnis, dass autonome Verwaltungen einer stärkeren politischen Kontrolle unterliegen als Verwaltungen mit geringer Autonomie. Die Identifikation bürokratischer Einflusspotenziale zeigt schließlich wichtige Anknüpfungspunkte für Fragen der Legitimität und Effektivität von Verwalten und Regieren jenseits des Nationalstaates auf.
