    Abstract: Over the two decades since the adoption of United Nations Security Council Resolution 1325 on Women, Peace and Security, peacebuilding interventions around the globe have increasingly incorporated gender perspectives. Yet, the results have been uneven. In Building Peace, Rebuilding Patriarchy, Melissa Johnston explains why gender interventions often fail to help those who most need them, using the case of Timor-Leste, a country subjected to high levels of peacebuilding and gender interventions between 1999 and 2017. Looking at three types of gender interventions, Johnston makes the case that as peacebuilders seek to rebuild war-torn societies, understanding the intersection of social and gender order is more important than ever.

    Abstract: It is time for International Relations (IR) to join the relational revolution afoot in the natural and social sciences. To do so, more careful reflection is needed on cosmological assumptions in the sciences and also in the study and practice of international relations. In particular it is argued here that we need to pay careful attention to whether and how we think 'relationally'. Building a conversation between relational cosmology, developed in natural sciences, and critical social theory, this book seeks to develop a new perspective on how to think relationally in and around the study of IR. International Relations in a Relational Universe asks: What kind of cosmological background assumptions do we make as we tackle international relations today and where do our assumptions (about states, individuals, or the international) come from? And can we reorient our cosmological imaginations towards more relational understanding of the universe and what would this mean for the study and practice of international politics?The book argues that we live in a world without 'things', a world of processes and relations. It also suggests that we live in relations which exceed the boundaries of the human and the social, in planetary relations with plants and animals. Rethinking conceptual premises of IR, Kurki points towards a 'planetary politics' perspective within which we can reimagine IR as a field of study and also political practices, including the future of democracy.

    Abstract: With the rapid rise of China and the relative decline of the United States, the topic of power transition conflicts is back in popular and scholarly attention. The discipline of International Relations offers much on why violent power transition conflicts occur, yet very few substantive treatments exist on why and how peaceful changes happen in world politics. This Handbook is the first comprehensive treatment of the subject of peaceful change in International Relations. It contains some 41 chapters, all written by scholars from different theoretical and conceptual backgrounds examining the multi-faceted dimensions of this subject. In the first part, key conceptual and definitional clarifications are offered and in the second part, papers address the historical origins of peaceful change as an International Relations subject matter during the Inter-War, Cold War, and Post-Cold War eras. In the third part, each of the IR theoretical traditions and paradigms in particular Realism, liberalism, constructivism and critical perspectives and their distinct views on peaceful change are analyzed. In the fourth part papers tackle the key material, ideational and social sources of change. In the fifth part, the papers explore selected great and middle powers and their foreign policy contributions to peaceful change, realizing that many of these states have violent past or tend not to pursue peaceful policies consistently. In part six, the contributors evaluate the peaceful change that occurred in the world’s key regions. In the final part, the editors address prospective research agenda and trajectories on this important subject matter.

    Abstract: The very concept of human rights implies governmental accountability. To ensure that governments are indeed held accountable for their treatment of citizens and others the United Nations has established a wide range of mechanisms to monitor compliance, and to seek to prevent as well as respond to violations. The panoply of implementation measures that the UN has taken since 1945 has resulted in a diverse and complex set of institutional arrangements, the effectiveness of which varies widely. Indeed, there is much doubt as to the effectiveness of much of the UN's human rights efforts but also about what direction it should take. Inevitable instances of politicization and the hostile, or at best ambivalent, attitude of most governments, has at times endangered the fragile progress made on the more technical fronts. At the same time, technical efforts cannot dispense with the complex politics of actualizing the promise of human rights at and through the UN. In addition to significant actual and potential problems of duplication, overlapping and inconsistent approaches, there are major problems of under-funding and insufficient expertise. The complexity of these arrangements and the difficulty in evaluating their impact makes a comprehensive guide of the type provided here all the more indispensable. These essays critically examine the functions, procedures, and performance of each of the major UN organs dealing with human rights, including the Security Council and the International Court of Justice as well as the more specialized bodies monitoring the implementation of human rights treaties. Significant attention is devoted to the considerable efforts at reforming the UN's human rights machinery, as illustrated most notably by the creation of the Human Rights Council to replace the Commission on Human Rights. The book also looks at the relationship between the various bodies and the potential for major reforms and restructuring.

    Abstract: Global policy making is unfurling in distinctive ways above traditional nation-state policy processes. New practices of transnational administration are emerging inside international organizations but also alongside the trans-governmental networks of regulators and inside global public-private partnerships. Mainstream policy and public administration studies have tended to analyse the capacity of public sector hierarchies to globalize national policies. By contrast, this Handbook investigates new public spaces of transnational policy making, the design and delivery of global public goods and services, and the interdependent roles of transnational administrators who move between business bodies, government agencies, international organizations, and professional associations. This Handbook is novel in taking the concepts and theories of public administration and policy studies to get inside the black box of global governance. Transnational administration is a multi-actor and multi-scalar endeavour having manifestations at the local, urban, sub-regional, subnational, regional, national, supranational, supra-regional, transnational, international, and global scales. These scales of ‘local’ and ‘global’ are not neatly bounded and nested spaces but are articulated together in complex patterns of policy activity. These transnational patterns represent an opportunity and a challenge for the study of both public administration and policy studies. The contributors to this Handbook advance their analysis beyond the methodological nationalism of mainstream approaches to re-invigorate policy studies and public administration by considering policy processes that are transnational and the many new global spaces of administrative practice.

    Abstract: 'The Future of the World' is devoted to the intriguing field of study which emerged after World War Two, futurism or futurology. Jenny Andersson explains how futurist scholars and researchers imagined the Cold War and post Cold War world and the tools and methods they would use to influence and change that world. Futurists were a motley crew of Cold War warriors, nuclear scientists, journalists, and peace activists. Some argued it should be a closed sphere of science defined by delimited probabilities. They were challenged by alternative notions of the future as a potentially open realm. Futurism also drew on an eclectic range of repertoires, some of which were deduced from positivist social science, mathematics, and nuclear physics, and some of which sprung from alternative forms of knowledge in science fiction, journalism, or religion.

    Abstract: This Handbook—one of a new series—sets out to describe the current state of the art in International Political Theory, and to advance this discourse into new areas. A key feature of the Handbook is the way in which its contributors engage with “real politics”: although the importance of developing so-called ideal theory is acknowledged in several chapters, the main emphasis of the book is on an engagement with empirical data and real-world politics. Conventional distinctions such as that between “critical theory” and “problem-solving theory” are challenged—the underlying contention is that, ultimately, all theory is problem-solving, and an emphasis on norms and normative theory cannot be understood as separate from so-called positive International Relations Theory. The contributors have approached the themes of the Handbook from different angles in relation to a wide range of different topics in ways that showcase the diversity of perspectives and traditions that make up the field of International Political Theory. The Handbook consists of fifty chapters organized into nine sections, covering History, Traditions and Perspectives, International Justice, Violence and Conflict, Humanitarianism and Human Rights, Democracy, Accountability and Global Governance, Ethics and International Public Policy, New Directions in International Political Theory, and, finally, a section which puts in question the relationship between International Political Theory and Real Politics.

    Abstract: International organizations (IOs) matter. This book uncovers the regular working world of IOs, examining whether, to what extent, and how these 'global governing bodies' can act independently of the will of states. This book explores this issue by asking who or what shapes their decisions; how and when decisions are made; how players interact within an IO; and how the interactions vary across IOs. The Working World of International Organizations examines three working groups in the higher echelons of IOs - state representatives, as proxy of states, serving in the Executive Boards or General Councils, chief officers of IOs, and the staff of the permanent secretariat. The book demonstrates that none of them are unified; in each there are contested ideas about strategy and appropriate projects, and analyses their interactions to explain who is able to shape or influence decisions. Six representative IOs are studied to identify the relevant critical determinants that shape the behaviour of players. The volume explores how these players have an impact over three dilemmas that are common to all IOs: priority and agenda setting, financing, and the centralization or decentralization of operations.

    Abstract: This book offers a major new theory of global governance, explaining both its rise and what many see as its current crisis. The author suggests that world politics is now embedded in a normative and institutional structure dominated by hierarchies and power inequalities and therefore inherently creates contestation, resistance, and distributional struggles. Within an ambitious and systematic new conceptual framework, the theory makes four key contributions. Firstly, it reconstructs global governance as a political system which builds on normative principles and reflexive authorities. Second, it identifies the central legitimation problems of the global governance system with a constitutionalist setting in mind. Third, it explains the rise of state and societal contestation by identifying key endogenous dynamics and probing the causal mechanisms that produced them. Finally, it identifies the conditions under which struggles in the global governance system lead to decline or deepening. Rich with propositions, insights, and evidence, the book promises to be the most important and comprehensive theoretical argument about world politics of the 21st century.

    Abstract: Whether inspired by the Frankfurt School or Antonio Gramsci, the impact of critical theory on the study of international relations has grown considerably since its advent in the early 1980s. This book offers the first intellectual history of critical international theory. Richard Devetak approaches this history by locating its emergence in the rising prestige of theory and the theoretical persona. As theory's prestige rose in the discipline of international relations it opened the way for normative and metatheoretical reconsiderations of the discipline and the world. The book traces the lines of intellectual inheritance through the Frankfurt School to the Enlightenment, German idealism, and historical materialism, to reveal the construction of a particular kind of intellectual persona: the critical international theorist who has mastered reflexive, dialectical forms of social philosophy. . In addition to the extensive treatment of critical theory's reception and development in international relations, the book recovers a rival form of theory that originates outside the usual inheritance of critical international theory in Renaissance humanism and the civil Enlightenment. This historical mode of theorising was intended to combat metaphysical encroachments on politics and international relations and to prioritise the mundane demands of civil government over the self-reflective demands of dialectical social philosophies. By proposing contextualist intellectual history as a form of critical theory, Critical International Theory defends a mode of historical critique that refuses the normative temptations to project present conceptions onto an alien past, and to abstract from the offices of civil government.

    Abstract: The book explores how international organizations (IOs) have expanded their powers over time without formally amending their founding treaties. IOs intervene in military, financial, economic, political, social, and cultural affairs, and increasingly take on roles not explicitly assigned to them by law. The proposed book will contend that this 'mission creep' has allowed IOs to intervene internationally, most often in the Global South, in a way that has allowed them to recast institutions within and interactions among states, societies, and peoples on a broadly Western, liberal model. Adopting a historical and interdisciplinary, socio-legal approach, it supports this claim through detailed investigations of historical episodes involving three very different organizations: the International Labour Organization in the interwar period; the United Nations in the two decades following the Second World War; and the World Bank from the 1950s through to the 1990s.
