    Abstract: The service sector, in aggregate, now dominates total employment and value-added in OECD countries, accounting for more than 70% of these two measures, and continues to increase in importance. While services may play a slightly smaller role in rural regions than in urban areas, they are the dominant component of the rural economy.     Abstract: Agriculture is no longer the dominant sector in rural economies in OECD countries. But it is still the key sector in managing the land, and many ancillary industries are dependant on agriculture. Both agricultural and rural policy are changing to respond to society's concerns regarding food safety, food security, animal welfare, environmental protection and the viability of rural areas. These proceedings of the OECD Workshop on Coherence of Agricultural and Rural Development Policies examined these issues through thematic studies and country experiences. They find that rural is not synonymous with agriculture and agriculture is not always rural as much agricultural production occurs in peri-urban areas. The goals of agricultural and rural policies are different, but policy coherence is essential.

    Abstract: This book presents the proceedings of a conference held near Washington, DC (Airlie, Virginia) to discuss the need for innovative new approaches to rural policy. US Federal Reserve Chairman Alan Greenspan opened the conference by stressing the crucial importance of flexibility in enhancing economic welfare and economic growth, cautioning policy makers to "be careful when utilisng subsidies as they have exceptionally negative long-term implications".     Abstract: Beyond its primary function of supplying food and fibre, agricultural activity can produce environmental services, or have negative effects such as creating pollution. Market forces alone are not able to ensure that the level of these positive and negative externalities of agriculture is acceptable to society. But government interventions can also be problematic, leading to costly and inefficient policies. This report sheds light on the potential of non-government solutions such as the development of market mechanisms, and the promotion of private transactions and voluntary approaches to provide the best alternative in some situations. A typology has been developed and fourteen specific cases are examined, illustrating a wide diversity of situations in a range of OECD countries. The examples analysed range from the use of market price premiums to environmental trusts, easements, and tradable credits or quotas, and cover both positive and negative externalities. Some of the examples identified relate to new and innovative approaches never tried before, while others have a relatively long history of operation. This report synthesises the findings of the case studies, focusing on the implications for government’s role, and assessing the relative efficiency, equity and stability of the approaches described compared to direct government intervention.
