    Abstract: Many governments face similar pressures surrounding the hotly debated topic of immigration. Yet, the disparate ways in which policy makers respond is striking. The Comparative Politics of Immigration explains why democratic governments adopt the immigration policies they do. Through an in-depth study of immigration politics in Germany, Canada, Switzerland, and the United States, Antje Ellermann examines the development of immigration policy from the postwar era to the present. The book presents a new theory of immigration policymaking grounded in the political insulation of policy makers. Three types of insulation shape the translation of immigration preference into policy: popular insulation from demands of the unorganized public, interest group insulation from the claims of organized lobbies, and diplomatic insulation from the lobbying of immigrant-sending states. Addressing the nuances in immigration reforms, Ellermann analyzes both institutional factors and policy actors' strategic decisions to account for cross-national and temporal variation.

    Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Abstract: Resilience refers to the ability of individuals, groups and societies to withstand and recover from external shocks. This pioneering book-length comparative study examines resilience as it is experienced across different countries, such as the UK, US, France, Germany and EU. Furthermore it considers cases from policy sectors including national security, counterterrorism, civil protection, disaster risk reduction, critical infrastructure protection and overseas interventions.     Abstract: Why are unions weaker in the US than in Canada, two otherwise similar countries? This difference has shaped politics, policy, and levels of inequality. Conventional wisdom points to differences in political cultures, party systems, and labor laws. But Barry Eidlin's systematic analysis of archival and statistical data shows the limits of conventional wisdom, and presents a novel explanation for the cross-border difference. He shows that it resulted from different ruling party responses to worker upsurge during the Great Depression and World War II. Paradoxically, US labor's long-term decline resulted from what was initially a more pro-labor ruling party response, while Canadian labor's relative long-term strength resulted from a more hostile ruling party response. These struggles embedded 'the class idea' more deeply in policies, institutions, and practices than in the US. In an age of growing economic inequality and broken systems of political representation, Eidlin's analysis offers insight for those seeking to understand these trends, as well as those seeking to change them

On the one hand, many Americans support the creation of a powerful bureaucracy of coercion made up of police and military forces in order to provide public security. At the same time, many of those citizens also demand the private right to protect their own families, home, and property. This book diagnoses this schizophrenia as a product of a distinctive institutional history, in which private forms of violence - vigilantes, private detectives, mercenary gunfighters - emerged in concert with the creation of new public and state forms of violence such as police departments or the National Guard. This dual public and private face of American violence resulted from the upending of a tradition of republican governance, in which public security had been indistinguishable from private effort, by the nineteenth-century social transformations of the Civil War and the Market Revolution

Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

    Abstract: Resilience refers to the ability of individuals, groups and societies to withstand and recover from external shocks. This pioneering book-length comparative study examines resilience as it is experienced across different countries, such as the UK, US, France, Germany and EU. Furthermore it considers cases from policy sectors including national security, counterterrorism, civil protection, disaster risk reduction, critical infrastructure protection and overseas interventions. In doing so, Joseph provides an account of why it is that resilience has become such a popular policy topic, looking at its focus on complexity, the human and the role of resilient individuals and communities. Arguing that resilience has risen to prominence because it fits with a particularly Anglo-Saxon and neoliberal form of governance, Joseph discovers differing results across policy domains and national contexts, fomenting variations and tensions in the international discourse of resilience in policy-making.

    Abstract: This book offers the first comprehensive account and re-appraisal of the formative phase of what is often termed the 'Grotian tradition' in international relations theory: the view that sovereign states are not free to act at will, but are akin to members of a society, bound by its norms. It examines the period from the later fifteenth to the mid-seventeenth centuries, focusing on four thinkers: Erasmus, Vitoria, Gentili and Grotius himself, and is structured by the author's concept of international society. Erasmus' views on international relations have been entirely neglected, but underlying his work is a consistent image of international society. The theologian Francisco de Vitoria concerns himself with its normative principles, the lawyer Alberico Gentili - unexpectedly, the central figure in the narrative - with its extensive practical applications. Grotius, however, does not re-affirm the concept, but wavers at crucial points. This book suggests that the Grotian tradition is a misnomer

    Abstract: How does political party control determine changes to social policy, and by extension, influence inequality in America? Conventional theories show that Democratic control of the federal government produces more social expenditures and less inequality. Welfare for the Wealthy re-examines this relationship by evaluating how political party power results in changes to both public social spending and subsidies for private welfare - and how a trade-off between the two, in turn, affects income inequality. Christopher Faricy finds that both Democrats and Republicans have increased social spending over the last forty-two years. And while both political parties increase federal social spending, Democrats and Republicans differ in how they spend federal money, which socioeconomic groups benefit, and the resulting consequences for income inequality.

Christian Davenport offers an alternative explanation where both factors interact. Drawing on organizational, as well as individual-level, explanations, Davenport argues that social movement death is the outgrowth of a coevolutionary dynamic whereby challengers, influenced by their understanding of what states will do to oppose them, attempt to recruit, motivate, calm, and prepare constituents while governments attempt to hinder all of these processes at the same time.     Abstract: "This book explores an issue central to the study of age and ageing: Do we wish to preserve old age as a discrete stage of life, to be protected by welfare policies specifically targeting 'the old'? Should old age be accorded a privileged status? This may recognise the needs of a particular age group with regard to health, income and social care. But by doing so, we support the inaccurate and possibly offensive definition of 'old age' as the stage of life beyond age 65 - a demarcation line which has no biological or cognitive significance, since human beings age at very different rates. Defining old age in this way may ghettoise and marginalise one group of people in society, encouraging prejudice against them via policies that 'single out, stigmatise and isolate the aged from the rest of society', in a way that can be seen as subtly ageist. On the other hand, should we dispense with age as a categorisation and work towards an 'age-irrelevant', 'age-neutral' or 'ageless' society - one in which individuals will be judged by the content of their character, rather than their chronological age?     Abstract: For a century and a half, Abraham Lincoln's signing of the Emancipation Proclamation has been the dominant narrative of African American freedom in the Civil War era. However, David Williams suggests that this portrayal marginalizes the role that African American slaves played in freeing themselves. At the Civil War's outset, Lincoln made clear his intent was to save the Union rather than free slaves - despite his personal distaste for slavery, he claimed no authority to interfere with the institution. By the second year of the war, though, when the Union army was in desperate need of black support, former slaves who escaped to Union lines struck a bargain: they would fight for the Union only if they were granted their freedom. Williams importantly demonstrates that freedom was not simply the absence of slavery but rather a dynamic process enacted by self-emancipated African American refugees, which compelled Lincoln to modify his war aims and place black freedom at the center of his wartime policies.

    Abstract: Beginning with Latin America in the fifteenth century, this book, first published in 2005, is a social history of the experiences of African Muslims and their descendants throughout the Americas, including the Caribbean. The record under slavery is examined, as is the post-slavery period into the twentieth century. The experiences vary, arguably due to some extent to the Old World context. Muslim revolts in Brazil are also discussed, especially in 1835, by way of a nuanced analysis. The second part of the book looks at the emergence of Islam among the African-descended in the United States in the twentieth century, with successive chapters on Noble Drew Ali, Elijah Muhammad, and Malcolm X, with a view to explaining how orthodoxy arose from varied unorthodox roots

    Abstract: A new theory of ethnic cleansing based on the most terrible cases (colonial genocides, Armenia, the Nazi Holocaust, Cambodia, Yugoslavia, Rwanda) and cases of lesser violence (early modern Europe, contemporary India, and Indonesia). Murderous cleansing is modern, 'the dark side of democracy'. It results where the demos (democracy) is confused with the ethnos (the ethnic group). Danger arises where two rival ethno-national movements each claims 'its own' state over the same territory. Conflict escalates where either the weaker side fights because of aid from outside, or the stronger side believes it can deploy sudden, overwhelming force. Escalation is not simply the work of 'evil elites' or 'primitive peoples'. It results from complex interactions between leaders, militants, and 'core constituencies' of ethno-nationalism. Understanding this complex process helps us devise policies to avoid ethnic cleansing in the future

    Abstract: This book presents ten alarmingly candid interviews by some of the most prominent members of what co-editors Carol M. Swain and Russ Nieli warn is a growing White Nationalist movement. The ten people interviewed in this volume make statements that are sure to shock, amuse, challenge, and provoke the typical reader. Their remarks are of particular interest, Swain and Nieli believe, for understanding how the many race-conscious whites who lie outside the integrationist consensus on racial issues in America view developments that have taken place in the United States since the Civil Rights movement. If current trends continue, the authors predict, these ideas will become more common, especially as whites become a diminishing portion of the US population. They claim that the claims of white nationalists need to be aired in open, public forums, where they can be vigorously challenged and subjected to refutation

    Abstract: Studies of social movements and of political parties have usually treated them as separate and distinct. In fact they are deeply intertwined. Social movements often shape electoral competition and party policies; they can even give rise to new parties. At the same time, political parties and campaigns shape the opportunities, personnel, and outcomes of social movements. In many countries, electoral democracy itself is the outcome of social movement actions. This book, first published in 2003, examines the interaction of social movements and party politics since the 1950s, both in the United States and around the world. In studies of the US Civil Rights movement, the New Left, the Czechoslovak dissident movements, the Mexican struggle for democracy, and other episodes, this volume shows how party politics and social movements cannot be understood without appreciating their intimate relationship

    Abstract: Since so few people appear knowledgeable about public affairs, one might question whether collective policy preferences revealed in opinion surveys accurately convey the distribution of voices and interests in a society. This study, the first comprehensive treatment of the relationship between knowledge, representation, and political equality in opinion surveys, suggests some surprising answers. Knowledge does matter, and the way it is distributed in society can cause collective preferences to reflect disproportionately the opinions of some groups more than others. Sometimes collective preferences seem to represent something like the will of the people, but frequently they do not. Sometimes they rigidly enforce political equality in the expression of political viewpoints, but often they do not. The primary culprit is not any inherent shortcoming in the methods of survey research. Rather, it is the limited degree of knowledge held by ordinary citizens about public affairs. Accounting for these factors can help better appreciate thepossibilities for using opinion polls to represent the people's voice

    Abstract: African-American Children at Church explores African-American socialization beliefs and practices, based on findings of a unique, four-year long study in a Baptist church in Salt Lake City, Utah. By combining the ethnographic approaches of anthropology with the detailed naturalistic observations of developmental psychology, Dr Haight provides a rich description of actual socialization practices along with an interpretation of what those patterns mean to the participants themselves. Based on extensive interviews with successful African-American adults involved with children, this book begins with the exploration of adults' beliefs about socialization issues focusing on the role of religion in the development of resilience. Drawing from naturalistic observations of adult-child interaction, the book then describes actual socialization contexts and practices that help to nurture competencies in African-American children. The text focuses on Sunday School and includes narrative practices and patterns of adult-child conflict and play

    Abstract: Eliz Sanasarian's book explores the political and ideological relationship between non-Muslim religious minorities in Iran and the state during the formative years of the Islamic Republic to the present day. Her analysis is based on a detailed examination of the history and experiences of the Armenians, Assyrians, Chaldeans, Jews, Zoroastrians, Bahais and Iranian Christians, and describes how these communities have responded to state policies regarding minorities. Many of her findings are constructed out of personal interviews with members of these communities. While the book is essentially an empirical study, it also highlights more general questions associated with exclusion and marginalization and the role of the state in defining these boundaries. This is an important and original book which will make a significant contribution to the literature on minorities and to the workings of the Islamic Republic

    Abstract: In a world of increasingly heterogeneous societies, matters of identity politics and the links between collective identities and national, racial, or ethnic intolerance have assumed dramatic significance - and have stimulated an enormous body of research and literature which rarely transcends the limitations of a national perspective, however, and thus reproduces the limitations of its own topic. Comparative attempts are rare, if not altogether absent. Identity and Intolerance attempts to shift the focus toward comparison in order to show how German and American societies have historically confronted matters of national, racial, and ethnic inclusion and exclusion. This perspective sheds light on the specific links between the cultural construction of nationhood and otherness, the political modes of integration and exclusion, and the social conditions of tolerance and intolerance. The contributors also attempt to integrate the approaches offered by the history of ideas and ideologies, social history, and discourse theory

    Abstract: Why and how has race become a central aspect of politics during this century? This book addresses this pressing question by comparing South African apartheid and resistance to it, the United States Jim Crow law and protests against it, and the myth of racial democracy in Brazil. Anthony Marx argues that these divergent experiences had roots in the history of slavery, colonialism, miscegenation and culture, but were fundamentally shaped by impediments and efforts to build national unity. In South Africa and the United States, ethnic or regional conflicts among whites were resolved by unifying whites and excluding blacks, while Brazil's longer established national unity required no such legal racial crutch. Race was thus central to projects of nation-building, and nationalism shaped uses of race. Professor Marx extends this argument to explain popular protest and the current salience of issues of race

    Abstract: When Ladislav Holy precipitately left Czechoslovakia for the UK in 1968 he was already one of the leading anthropologists in Central Europe. In the following decades he made important field studies in Africa. Since 1986 he has been engaged in research in the Czech Republic, and he brings to this timely study of national identity the skills of a seasoned researcher, a cosmopolitan perspective, and the insights of an insider. Drawing on historical and literary sources as well as ethnography, he analyses Czech discourses on national identity. He argues that there were specifically 'Czech' aspects to the communist regime and to the 'velvet revolution', and paying particular attention to symbolic representations of what it means to be Czech, he explores how notions of Czech identity were involved in the debates surrounding the fall of communism, and the emergence of a new social system

    Abstract: The importance of public opinion in the determination of public policy is the subject of considerable debate. Whether discussion centres on local, state or national affairs, the influence of the opinions of ordinary citizens is often assumed yet rarely demonstrated. Other factors such as interest group lobbying, party politics and developmental, or environmental, constraints have been thought to have the greater influence over policy decisions. Professors Erikson, Wright and McIver make the argument that state policies are highly responsive to public opinion, and they show how the institutions of state politics work to achieve this high level of responsiveness. They analyse state policies from the 1930s to the present, drawing from, and contributing to, major lines of research on American politics. Their conclusions are applied to central questions of democratic theory and affirm the robust character of the state institution

    Abstract: Most African countries have a population composed of a multitude of language groups and most African citizens have a varied repertoire allowing them to rely on different languages for use in the home, at school, in the market, at work and in communicating with political authorities. Language Repertoires and State Construction in Africa analyses the complex language scene in Africa today and asks whether this distinctive web of language use is symptomatic of the early stage of state construction. If so, one would expect that as each of these states develops there will be a rationalisation of language use and agreement on a common language within the country's borders. Alternately, Africa's language scene may be the result of a particular historical context of state construction, with the implication that political development will not lead to the one-state, one-language outcome typical of the idealised nation-state

    Abstract: This fascinating study in the sociology of knowledge documents the refutation of scientific foundations for racism in Britain and the United States between the two World Wars, when racial differences were no longer attributed to cultural factors. Professor Barkan considers the social significance of this transformation, particularly its effect on race relations in the modern world.     Abstract: Drawing on a multitude of data sets and building on analyses carried out over more than a decade, this book offers a major new theoretical explanation of how ordinary citizens figure out what they favour and oppose politically. Reacting against the conventional wisdom, which stresses how little attention the general public pays to political issues and the lack of consistency in their opinions, the studies presented in this book redirect attention to the processes of reasoning that can be discerned when people are confronted with choices about political issues. These studies demonstrate that ordinary people are in fact capable of reasoning dependably about political issues by the use of judgmental heuristics, even if they have only a limited knowledge of politics and of specific issues

    Abstract: It has become something of an orthodoxy of contemporary sociology that modern democratic industrial societies are essentially alike, and that they are confronted by uniform challenges, whether industrial (strikes and demonstrations), social (the 'crisis of the welfare state'), or political. In this important collection of studies Professor Birnbaum asserts, however, that the very existence of differentiation, challenge such a hypothesis. Linking historical and sociological investigation, Birnbaum argues that it is only through divergent state-formation that regional and national state variations in, for example, industrial conflict, policing or ideological configuration can be explained. His analysis of the influence of each type of state upon the development of various collective action and mobilisation processes establishes the crucial importance of the state as a quasi-independent variable

    Abstract: Until recently, dominant theoretical paradigms in the comparative social sciences did not highlight states as organizational structures or as potentially autonomous actors. Indeed, the term 'state' was rarely used. Current work, however, increasingly views the state as an agent which, although influenced by the society that surrounds it, also shapes social and political processes. The contributors to this volume, which includes some of the best recent interdisciplinary scholarship on states in relation to social structures, make use of theoretically engaged comparative and historical investigations to provide improved conceptualizations of states and how they operate. Each of the book's major parts presents a related set of analytical issues about modern states, which are explored in the context of a wide range of times and places, both contemporary and historical, and in developing and advanced-industrial nations. The first part examines state strategies in newly developing countries. The second part analyzes war making and state making in early modern Europe, and discusses states in relation to the post-World War II international economy. The third part pursues new insights into how states influence political cleavages and collective action. In the final chapter, the editors bring together the questions raised by the contributors and suggest tentative conclusions that emerge from an overview of all the articles. As a programmatic work that proposes new directions for the analysis of modern states, the volume will appeal to a wide range of teachers and students of political science, political economy, sociology, history, and anthropology

    Abstract: Existing theories of the nature of the state in Western capitalist democracies have been mostly propounded from one of three major theoretical perspectives, each emphasising a particular aspect of the state: the 'pluralist', which emphasises its democratic aspect: the 'managerial', which emphasises its bureaucratic elements: and the 'class', which focuses on its capitalistic aspect. Each of these theoretical perspectives has contributed something to our understanding of the state, but each also has its limitations. In this book, Alford and Friedland evaluate the strengths and weaknesses of each perspective and present a new, synthetic framework for a more comprehensive theory of the state. Impartially reviewing the major historical and empirical works within each theoretical tradition, they reveal how empirical study has been shaped by theoretical assumptions. They agree that each perspective has a distinctive 'power' to understand part of the reality of the modern state, although it is powerless to explain other parts. In each case, the part that can be explained is the perspective's 'home domain', or the aspect of the state that it emphasises, while other aspects are either rejected or reinterpreted. The authors argue that the state cannot be adequately understood unless full account is taken of each of these home domains, and they suggest how the contributions of each perspective to the explanation of its own domain can be integrated into a new, and more powerful, theory
