    Abstract: When and why do people obey political authority when it runs against their own interests to do so? This book is about the channels beyond direct repression through which China's authoritarian state controls protest and implements ambitious policies from sweeping urbanization schemes that have displaced millions to family planning initiatives like the one-child policy. Daniel C. Mattingly argues that China's remarkable state capacity is not simply a product of coercive institutions such as the secret police or the military. Instead, the state uses local civil society groups as hidden but effective tools of informal control to suppress dissent and implement far-reaching policies. Drawing on evidence from qualitative case studies, experiments, and national surveys, the book challenges the conventional wisdom that a robust civil society strengthens political responsiveness. Surprisingly, it is communities that lack strong civil society groups that find it easiest to act collectively and spontaneously resist the state.

    Abstract: This is a study of Vietnam's socialist transition and state transformation, generally known as đổi mới. It examines the drivers of socialist-regime change, the nature of the đổi mới state, and the basis of regime legitimacy in Vietnam. The Element argues that despite its 'one-party rule' label, the party-state apparatus that channels said rule has become fragmented. State-building during the đổi mới period involved negotiations and bargaining that redefine authority and power relations within the state apparatus. The party-state's accountability projects are designed to target the specific self-aggrandizing tendencies of the state apparatus, its policies, and abuse of state power. At the leadership level, patterns of resource allocation underlying the đổi mới growth model as well as the VCP's cadre rotation approach have accommodated central and sub-national state elites across sectors and levels, helping shore up the legitimacy of the đổi mới state in the eyes of the state elite. The combination of sustained economic growth, expansion of political space, accountability, and tolerance of small-scale public protests have been factors in strengthening regime-society legitimization.

    Abstract: "The postcolonial state in Burundi emerged through talk of truth and acts of violence. Beginning with the first democratic contest in late 1959, this book examines decolonisation as a search for certainty over the nature of postcolonial community and authority, seen from the vantage point of two communes on the border with Rwanda. While ethnicity was largely absent from early political struggles, by 1972 the postcolony was realised in a genocidal repression. Yet from democracy to genocide people and state spoke about politics in the language of truth: declarations of official truths, discussions of rumour, and riddles of political persuasion. Through these idioms of truth-speaking, the book examines differing conceptions over the nature of authority and its relationship to its subjects, the possibilities and closures of postcolonial citizenship, the deep hostility and suspicion of successive regimes towards a borderland population, and their performances of loyalty, petition and vigilance in response.     Abstract: Why do Americans have such animosity for people who identify with the opposing political party? Jaime E. Settle argues that in the context of increasing partisan polarization among American political elites, the way we communicate on Facebook uniquely facilitates psychological polarization among the American public. Frenemies introduces the END Framework of social media interaction. END refers to a subset of content that circulates in a social media ecosystem: a personalized, quantified blend of politically informative 'expression', 'news', and 'discussion' seamlessly interwoven into a wider variety of socially informative content. Scrolling through the News Feed triggers a cascade of processes that result in negative attitudes about those who disagree with us politically.     Abstract: The Syrian crisis has confounded political leaders and experts who forecast a rapid fall of the regime. This monumental error of interpretation has had tragic consequences for the unfolding of the crisis and its slide into a frightful civil war with regional and international ramifications. This book looks at Syrian reality in a new light. By analysing twenty-five constitutions and constitutional texts and proposing an innovative classification of the different political regimes that have shaped Syria over the last one hundred years, the author retraces the country's intense history and the persistence of a Syrian model defined by the Founding Fathers. If, on emerging from this war, Syria maintains its unity and gives itself a democratic regime reflecting its society, then the concept of Syria may find a new lease of life and Syria will once again be perceived as an idea full of promises.

    Abstract: Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

    Abstract: Successive authoritarian regimes have maintained tight control over organized labor in Egypt since the 1950s. And yet in 2009, a group of civil servants decided to exit the state-controlled Egyptian Trade Union Federation (ETUF), thereby setting a precedent for other groups and threatening the ETUF's monopoly. Dina Bishara examines this relationship between labour organizations and the state to shed light on how political change occurs within an authoritarian government, and to show how ordinary Egyptians perceive the government's rule. In particular, Bishara highlights the agency of dissident unionists in challenging the state even when trade union leaders remain loyal. She reveals that militant sectors are more vulnerable to greater scrutiny and repression and that financial benefits tied to membership in state-backed unions can provide significant disincentives against the exit option. Moving beyond conventional accounts of top-down control, this book explores when and how institutions designed for political control become contested from below.

This book lays bare the political roots of this transformation, outlining a new way to understand judicial design and the very purpose of constitutional justice. Authors Daniel M. Brinks and Abby Blass use case studies drawn from nineteen Latin American countries over forty years to reveal the ideas behind the new systems of constitutional justice. They show how constitutional designers entrust their hopes and fears to dynamic governance systems, in hopes of directing the development of constitutional meaning over time"--
    Abstract: "This project started many years ago, as an article-length project on the apparent diffusion of new models of courts throughout Latin America. A paper Dan Brinks was writing for APSA dovetailed with a paper Abby Blass was writing for a graduate seminar, and the project evolved through conversations between the two authors after that. Both Abby and Dan had other projects to attend to, so the collaboration moved slowly, but we both felt it was intellectually productive. In its early stages in particular, each of the authors contributed important elements and carried out a mutual back and forth that makes it difficult to separate each author's contributions to the initial conceptualization and measurement exercises. Similarly, the basic argument evolved out of conversations between the authors, with each pushing the other to clarify and specify the argument further. Through conceiving and writing the pieces we have called "Conceptualization" (now an article in the International Journal of Constitutional Law, and largely contained in chapter 2 and the Appendix) and "Determinants" (the theory and quantitative analysis that underpins chapters 3 and 4), we collaborated fully. This is the core of the intellectual contribution of the book, and our joint work on these pieces is the principal, though not the only, reason Abby is credited as a co-author"--

Fighting the U.S. Youth Sex Trade: Race, Gender, and Politics examines how politically and ideologically diverse activists joined together to change perceptions and public policies on youth involvement in the sex trade over time, reframing "juvenile prostitution" of the 1970s as "commercial sexual exploitation of children" in the 1990s, and then as "domestic minor sex trafficking" in the 2000s. Based on organizational archives and interviews with activists, Baker shows that these campaigns were fundamentally shaped by the politics of gender, race and class, and global anti-trafficking campaigns. The book ranges across a series of key moments in the nineteenth and twentieth centuries, in which British and Asian actors wrought quiet battles in the realm of language: in textbooks and language classrooms; in dictionaries, grammars and orthographies; in propaganda and psychological warfare; and in the very planning of language itself. Every attempt to tame Chinese and Malay languages resulted in failures of translation, competence, and governance, exposing both the deep fragility of a monoglot state in polyglot milieux, and the essential untameable nature of languages in motion"...

    Abstract: Emotions underpin how political communities are formed and function. Nowhere is this more pronounced than in times of trauma. The emotions associated with suffering caused by war, terrorism, natural disasters, famine and poverty can play a pivotal role in shaping communities and orientating their politics. This book investigates how 'affective communities' emerge after trauma. Drawing on several case studies and an unusually broad set of interdisciplinary sources, it examines the role played by representations, from media images to historical narratives and political speeches. Representations of traumatic events are crucial because they generate socially embedded emotional meanings which, in turn, enable direct victims and distant witnesses to share the injury, as well as the associated loss, in a manner that affirms a particular notion of collective identity. While ensuing political orders often re-establish old patterns, traumatic events can also generate new 'emotional cultures' that genuinely transform national and transnational communities.

    Abstract: Why do ethnic politics emerge in some ethnically diverse societies but not others? Focusing on sub-Saharan Africa, Dominika Koter argues that the prevailing social structures of a country play a central role in how politicians attempt to mobilize voters. In particular, politicians consider the strength of local leaders, such as chiefs or religious dignitaries, who have historically played a crucial role in many parts of rural Africa. Local leaders can change the electoral dynamics by helping politicians secure votes among people of different ethnicities. Ethnic politics thus can be avoided where there are local leaders who can serve as credible electoral intermediaries between voters and politicians. Koter shows that there is widespread variation in the standing of local leaders across Africa, as a result of long-term historical trends, which has meant that politicians have mobilized voters in qualitatively different ways, resulting in different levels of ethnic politics across the continent.

    Abstract: Political Thought and the Public Sphere in Tanzania is a study of the interplay of vernacular and global languages of politics in the era of decolonization in Africa. Decolonization is often understood as a moment when Western forms of political order were imposed on non-Western societies, but this book draws attention instead to debates over universal questions about the nature of politics, concept of freedom and the meaning of citizenship. These debates generated political narratives that were formed in dialogue with both global discourses and local political arguments. The United Nations Trusteeship Territory of Tanganyika, now mainland Tanzania, serves as a compelling example of these processes. Starting in 1945 and culminating with the Arusha Declaration of 1967, Emma Hunter explores political argument in Tanzania's public sphere to show how political narratives succeeded when they managed to combine promises of freedom with new forms of belonging at local and national level

    Abstract: Biometric identification and registration systems are being proposed by governments and businesses across the world. Surprisingly they are under most rapid, and systematic, development in countries in Africa and Asia. In this groundbreaking book Keith Breckenridge traces how the origins of the systems being developed in places like India, Mexico, Nigeria and Ghana can be found in a century-long history of biometric government in South Africa, with the South African experience of centralized fingerprint identification unparalleled in its chronological depth and demographic scope. He shows how empire, and particularly the triangular relationship between India, the Witwatersrand and Britain, established the special South African obsession with biometric government, and shaped the international politics that developed around it for the length of the twentieth century. He also examines the political effects of biometric registration systems, revealing their consequences for the basic workings of the institutions of democracy and authoritarianism

    Abstract: This book discusses the forms and dynamics of political processes in rural India with a special emphasis on West Bengal, the nation's fourth-most populous state. West Bengal's political distinction stems from its long legacy of a Left-led coalition government for more than thirty years and its land reform initiatives. The book closely looks at how people from different castes, religions, and genders represent themselves in local governments, political parties, and in the social movements in West Bengal. At the same time it addresses some important questions: Is there any new pattern of politics emerging at the margins? How does this pattern of politics correspond with the current discourse of governance? Using ethnographic techniques, it claims to chart new territories by not only examining how rural people see the state, but also conceiving the context by comparing the available theoretical frameworks put forward to explain the political dynamics of rural India.

    Abstract: This book is about the creation and development of ethnic identity among the Kamba. Comprising approximately one-eighth of Kenya's population, the British considered the Kamba East Africa's premier 'martial race' by the mid-twentieth century: a people with an apparent aptitude for soldiering. The reputation, indeed, was one that Kamba leaders used to leverage financial rewards from the colonial state. However, beneath this simplistic exterior was a maelstrom of argument and debate. Men and women, young and old, Christians and non-Christians, and the elite and poor fought over the virtues they considered worthy of honor in their communities, and which of their visions should constitute 'Kamba' identity. Based on extensive archival research and more than 150 interviews, Ethnicity and Empire is one of the first books to analyze the complex process of building and shaping 'tribe' over more than two centuries. It reveals new ways to think about themes crucial to the history of colonialism: soldiering, 'loyalty', martial race, and indeed the nature of empire itself

    Abstract: This book responds to the often loud debates about the place of Muslims in Western Europe by proposing an analysis based in institutions, including schools, courts, hospitals, the military, electoral politics, the labor market, and civic education courses. The contributors consider the way people draw on practical schemas regarding others in their midst who are often categorized as Muslims. Chapters based on fieldwork and policy analysis across several countries examine how people interact in their everyday work lives, where they construct moral boundaries, and how they formulate policies concerning tolerable diversity, immigration, discrimination, and political representation. Rather than assuming that each country has its own national ideology that explains such interactions, contributors trace diverse pathways along which institutions complicate or disrupt allegedly consistent national ideologies. These studies shed light on how Muslims encounter particular faces and facets of the state as they go about their lives, seeking help and legitimacy as new citizens of a fast-changing Europe.

    Abstract: This study is a reinterpretation of nineteenth-century Mexican American history, examining Mexico's struggle to secure its northern border with repatriates from the United States, following a war that resulted in the loss of half Mexico's territory. Responding to past interpretations, Jose Angel Hernández suggests that these resettlement schemes centred on developments within the frontier region, the modernisation of the country with loyal Mexican American settlers, and blocking the tide of migrations to the United States to prevent the depopulation of its fractured northern border. Through an examination of Mexico's immigration and colonisation policies as they developed in the nineteenth century, this book focuses primarily on the population of Mexican citizens who were 'lost' after the end of the Mexican American War of 1846–8 until the end of the century

    Abstract: Why are hopes fading for a single European identity? Economic integration has advanced faster and further than predicted, yet the European sense of 'who we are' is fragmenting. Exploiting decades of permissive consensus, Europe's elites designed and completed the single market, the euro, the Schengen passport-free zone, and, most recently, crafted an extraordinarily successful policy of enlargement. At the same time, these attempts to de-politicize politics, to create Europe by stealth, have produced a political backlash.     Abstract: Over the last two decades soccer has become a major institution within the popular culture of the Arab-Palestinian citizens of Israel. They have attained disproportionate success in this field. Given their marginalisation from many areas of Israeli society as well as the ongoing Israeli-Palestinian conflict, such a prominent Arab presence highlights the tension between their Israeli citizenship and their belonging to the Palestinian people. Bringing together sociological, anthropological and historical approaches, Sorek examines how soccer can potentially be utilised by ethnic and national minorities as a field of social protest, a stage for demonstrating distinctive identity, or as a channel for social and political integration. Relying on a rich combination of quantitative and qualitative methods, he argues that equality in the soccer sphere legitimises contemporary inequality between Jews and Arabs in Israel and pursues wider arguments about the role of sport in ethno-national conflicts.     Abstract: A new theory of ethnic cleansing based on the most terrible cases (colonial genocides, Armenia, the Nazi Holocaust, Cambodia, Yugoslavia, Rwanda) and cases of lesser violence (early modern Europe, contemporary India, and Indonesia). Murderous cleansing is modern, 'the dark side of democracy'. It results where the demos (democracy) is confused with the ethnos (the ethnic group). Danger arises where two rival ethno-national movements each claims 'its own' state over the same territory. Conflict escalates where either the weaker side fights because of aid from outside, or the stronger side believes it can deploy sudden, overwhelming force. Escalation is not simply the work of 'evil elites' or 'primitive peoples'. It results from complex interactions between leaders, militants, and 'core constituencies' of ethno-nationalism. Understanding this complex process helps us devise policies to avoid ethnic cleansing in the future

    Abstract: This book is intended to fill in a gap in the study of modern ethno-national diasporas. Thus, against the background of current trends - globalization, democratization, the weakening of the nation-state and massive transstate migration, it examines the politics of historical, modern and incipient ethno-national diasporas. It argues that unlike the widely accepted view, ethno-national diasporism and diasporas do not constitute a recent phenomenon. Rather, this is a perennial phenomenon whose roots were in antiquity. Some of the existing diasporas were created in antiquity, some during the Middle Ages and some are modern. An essential aspect of this phenomenon is the endless cultural-social-economic and especially political struggle of these dispersed ethnic groups that permanently reside in host countries away from their homelands to maintain their distinctive identities and connections with their homelands and other dispersed groups of the same nation.     Abstract: Throughout human history, the fate of languages has been closely linked to political power relationships. Political shifts in the international system continue to affect linguistic patterns, which today are still in a state of flux following the end of the Cold War. This book considers the effects of present-day trends in global politics on the relative status of languages, and the directions in which the linguistic hierarchy might develop in the future. What are the prospects for the continuing spread of English? Will other traditionally prominent languages such as French and German gain or lose influence? Will languages such as Arabic and Japanese increase in international status? Will minority languages continue to lose ground and disappear?     Abstract: This 2001 book is an attempt by a social scientist to explain the predicament of Gypsies (or Roma), Eastern Europe's largest ethnic minority, and their relationship to the region's states and societies. Barany examines the Gypsies' socioeconomic and political marginality and policies toward them through seven centuries and in seven East European states. He illuminates the reasons why the Roma have consistently occupied the bottom of social, economic, and political hierarchies regardless of historical period or geographic location. Barany argues that the current nostalgia of many Gypsies for the socialist period is easy to understand, given the disastrous effect of the post-communist socioeconomic transformation on the Roma's conditions over the last decade. He explains the impact of Gypsy political mobilization, and the activities of international organizations and NGOs, on government policies. This pioneering multidisciplinary work will engage political scientists, sociologists and historians, as well as students of ethnic and racial studies

    Abstract: Eliz Sanasarian's book explores the political and ideological relationship between non-Muslim religious minorities in Iran and the state during the formative years of the Islamic Republic to the present day. Her analysis is based on a detailed examination of the history and experiences of the Armenians, Assyrians, Chaldeans, Jews, Zoroastrians, Bahais and Iranian Christians, and describes how these communities have responded to state policies regarding minorities. Many of her findings are constructed out of personal interviews with members of these communities. While the book is essentially an empirical study, it also highlights more general questions associated with exclusion and marginalization and the role of the state in defining these boundaries. This is an important and original book which will make a significant contribution to the literature on minorities and to the workings of the Islamic Republic

    Abstract: A sophisticated and engaging ethnographic account of the Palestinian citizens of Israel, and the first since the 1970s, Overlooking Nazareth examines specific situations of friction, conflict and co-operation in Natzerat Illit. This Israeli new town is built on formerly Palestinian land, just outside the biblical town of Nazareth, and has a population of 25,000 Jewish Israelis and 3,500 Palestinians. Dr Rabinowitz has written widely on the current political situation in Israel and has conducted extensive fieldwork in Galilee, and he describes his study as a guided walk along a border, a sketch of interfaces 'where the complex, often paradoxical aspects of the border situation are negotiated and acted out most vividly'. He highlights the extent to which anti-Palestinian sentiments for which the town is known actually reflect widespread views of most Israelis. This is a major contribution to our understanding of the confrontation between Israelis and Palestinians. It offers powerful critique of reflexive anthropology and offers fresh insights into notions of ethnicity and identity, nationalism and liberalism

    Abstract: Between 1934 and 1941 Stalin unleashed what came to be known as the 'Great Terror' against millions of Soviet citizens. The same period also saw the 'Great Retreat', the repudiation of many of the aspirations of the Russian Revolution. The response of ordinary Russians to the extraordinary events of this time has been obscure. Sarah Davies's study uses NKVD and party reports, letters and other evidence to show that, despite propaganda and repression, dissonant public opinion was not extinguished. The people continued to criticise Stalin and the Soviet regime, and complain about particular policies. The book examines many themes, including attitudes towards social and economic policy, the terror, and the leader cult, shedding light on a hugely important part of Russia's social, political, and cultural history

    Abstract: In this book, Julia Ching offers a magisterial survey of over four thousand years of Chinese civilisation through an examination of the relationship between kingship and mysticism. She investigates the sage-king myth and ideal, arguing that institutions of kingship were bound up with cultivation of trance states and communication with spirits. Over time, these associations were retained, though sidelined, as the sage-king myth became a model for the actual ruler, with a messianic appeal for the ruled. As a paradigm, it also became appropriated by private individuals who strove for wisdom without becoming kings. As the Confucian tradition interacted with the Taoist and the Buddhist, the religious character of spiritual and mystical cultivation became more pronounced. But the sage-king idea continued, promoting expectations of benevolent despotism rather than democratisation in Chinese civilisation

    Abstract: The birthplace of the nation-state and modern nationalism at the end of the eighteenth century, Europe was supposed to be their graveyard at the end of the twentieth. Yet, far from moving beyond the nation-state, fin-de-siècle Europe has been moving back to the nation-state, most spectacularly with the disintegration of the Soviet Union, Yugoslavia, and Czechoslovakia into a score of nationally defined successor states. This massive reorganisation of political space along national lines has engendered distinctive, dynamically interlocking, and in some cases explosive forms of nationalism. Drawing on Pierre Bourdieu and the 'new institutionalist' sociology, and comparing contemporary nationalisms with those of interwar Europe, Rogers Brubaker provides a theoretically sophisticated and historically rich account of one of the most important problems facing the 'New Europe'

    Abstract: When Ladislav Holy precipitately left Czechoslovakia for the UK in 1968 he was already one of the leading anthropologists in Central Europe. In the following decades he made important field studies in Africa. Since 1986 he has been engaged in research in the Czech Republic, and he brings to this timely study of national identity the skills of a seasoned researcher, a cosmopolitan perspective, and the insights of an insider. Drawing on historical and literary sources as well as ethnography, he analyses Czech discourses on national identity. He argues that there were specifically 'Czech' aspects to the communist regime and to the 'velvet revolution', and paying particular attention to symbolic representations of what it means to be Czech, he explores how notions of Czech identity were involved in the debates surrounding the fall of communism, and the emergence of a new social system

    Abstract: Much literature on non-Western traditions celebrates the renaissance of indigenous cultures. Others have been more critical of this renaissance, especially with respect to its political implications. This study analyses the assertion of 'tradition' by indigenous elites, looking especially at the way it is used to differentiate 'the West' from the 'non-West'. This is important to contemporary discussion about the validity of democracy outside the West and problems concerning universalism and relativism. The discussion of Fiji focuses on constitutional development and the traditionalist emphasis on chiefly legitimacy. The rise of the Pro-Democracy Movement in Tonga is considered against the background of a conservative political order that has so far resisted pressure for reform. The move to universal suffrage in Western Samoa is seen not as a rejection of traditional ways in favour of democratic norms, but as a means of preserving important aspects of traditional culture

    Abstract: African oral literature, like other forms of popular culture, is not merely folksy, domestic entertainment but a domain in which individuals in a variety of social roles are free to comment on power relations in society. It can also be a significant agent of change capable of directing, provoking, preventing, overturning and recasting social reality. This collection examines the way in which oral texts both reflect and affect contemporary social and political life in Africa. It addresses questions of power, gender, the dynamics of language use, the representation of social structures and the relation between culture and the state. The contributors are linguists, anthropologists, folklorists, ethnomusicologists and historians, who present fresh material and ideas to paint a lively picture of current real-life situations. The book is an important contribution to the study of African culture and literature, and to the anthropological study of oral literature in particular

    Abstract: The historical impact of national movements in Europe has been dramatic and continues to be an issue of major importance. Leading historians discuss authoritatively European nationalism in its historical context. Nationalism is not of course a specifically European phenomenon, but for reasons of space and intelligibility coverage has been limited geographically. The aim is that the essays should attract readers interested in a historical problem which has been difficult to encompass theoretically and to deal with practically.     Abstract: The highlanders of New Guinea are renowned for their elaborate systems of ceremonial exchange. Although much has been written about them, previous accounts have concentrated far less on the conduct of exchange events than on the structure of exchange systems. This 1991 book deals centrally with the conduct of particular exchange events, and shows through examination of them how larger social structures are reproduced and transformed. As part of the emphasis on exchange as social action, the book closely examines the oratory that plays a crucial part in the events. Basing their study on original fieldwork carried out in the Nebilyer Valley, Francesca Merlan and Alan Rumsey focus on an inter related set of large-scale compensation payments which arose out of an episode of warfare. This book furthers our understanding of the interaction between social structures and historical events; and particularly of the crucial role of talk. It will be of special interest to anthropologists and linguists

    Abstract: This is the first English translation of the first work of Otto von Gierke, arguably the greatest historian of ideas of the nineteenth century. Community in Historical Perspective includes much of the first volume of Das Deutsche Genossenschaftsrecht, originally published in 1868, and the texts translated here have become essential reading for anyone interested not only in the history of ideas and alternatives to conventional socialism and liberalism, but also, as recent experience has shown, contemporary European affairs. Von Gierke's represented an unparalleled attempt to justify a political programme of structural pluralism, and to interpret the entire course of European history from the Dark Ages onwards as a progressive interaction between 'fellowship' (or 'comradeship') and 'lordship' (or 'sovereignty'). This interaction was to generate a polity of autonomous associations within a constitutional state based upon consent and federal unity, and von Gierke here laid the basis for a distinctively Germanic programme of federalism and quasi-pluralism, with a strongly nationalist emphasis upon the unique capacity of Germans, despite long periods of absolute rule, for corporate self-management

    Abstract: Gift exchange plays a crucial role in the social and political organization of Mendi in Papua New Guinea. This book reveals how considerable light can be shed on Mendi society, particularly on its political economy, by examining both the well-known ceremonial exchange festivals and the hitherto relatively little-studied everyday gift-giving practices. The author shows that the latter are crucial for understanding inter-group politics, the process of leadership, male-female relationships and the status of women, and the production, distribution and circulation of wealth. Currently the only book available on this society, the work offers an unusual combination of a social structural analysis with a study of local history and change. It is also of interest for its integration of the study of gift exchange and politics with the study of gender roles and relationships

    Abstract: The years 1965–8 were the 'liberal hour' for race relations policy in Britain. Laws were then enacted, enforcement agencies created, and community relations councils established. These bodies, and their personnel, have been called 'the race relations industry'. To many people, the output of this 'industry' appears disappointing relative to the input into it. This book examines a variety of optimistic assumptions about the speed with which immigrants adjust to a new environment; inadequate minority bargaining power; insufficiently speedy and decisive action by the central government; unwillingness on the part of the white majority to accept the desirability of such action; and the difficulty of fitting a race relations policy into an administrative system created to serve an ethnically homogeneous population. The policies initiated in 1965 reflected the ascendancy of liberal over conservative assumptions about race relations. Now these are under sharp attack from a radical standpoint. Promoting Racial Harmony shows how the debate has changed, drawing upon recent economic theory to formulate the issues in an original but non-technical manner

    Abstract: This book, first published in 1983, examines why people prefer to talk about immigrants or ethnic minorities when they are referring to differences marked not by the migratory process of ethnicity, but by skin colour. How, without mentioning racial criteria, have politicians managed to introduce immigration controls deliberately aimed at reducing the number of black migrants? This book identifies a central feature of British political life: the ability to justify racially discriminatory behaviour without recourse to explicit racist language. It gives an account of British racial ideology as it is practically experienced in the form of political discourse and helps to provide a theoretical understanding of its relationship to the social structure as a whole and in particular its relationship to inter- and intra-class divisions. The author argues that traditional class-based ideologies are perfectly capable of supporting racially oppressive institutions and have far better 'protective' properties than expressions of overt racism. As a result, the objective structures of British race relations are obscured by a facade of 'deracialised ideology'

    Abstract: As a result of the strength and dominance of the centralized state, ritual action in China often takes its logic from political action. In this book Emily Ahern explores the implications of this. She argues that forms of control attempted ritually on non-human persons (gods and other spirits) in China parallel those forms of control which people regard as effective in ordinary life, namely political control, and draws important conclusions from this. She shows that in China it is possible to discard terms such as 'magic', which imply that acts directed to spirits operate on a different basis from acts in ordinary life. She also challenges claims in anthropology that, since they seem arbitrary and the actions of participants in them highly predictable, rituals support established authority. Her book will be of interest not only to specialists in Chinese studies, but to social anthropologists and others interested in the link between ritual and political processes

Within the constraints of alien control or influence, it is argued, cultural and organisational barriers have consistently allowed a wide range of initiative to African leaders and communities in a creative and flexible adjustment to new and unfamiliar demands. Exploration of this African initiative in various contexts suggests a complex, fascinating pattern of cultural and structural interaction. The multidisciplinary approach to politics in these essays will interest historians and social anthropologists as well as political scientists. These studies are indeed relevant to any student of the problems of 'underdeveloped' societies involved in the modern state. Parts of the essays have been published elsewhere, but all have been extensively revised, updated and integrated to a coherent pattern of analysis
