    Abstract: In this book, Lori Latrice Martin demonstrates how racial realism is a key concept for understanding why and how black people continue to live between a cycle of optimism and disappointment in the United States. Central to her argument is Derrick Bell’s work on racial realism, who argued that the subordination of black people in America is permanent. Racial Realism includes historical topics, such as Reconstruction, race in the 20th century, and recent events like #BlackLivesMatter, the COVID-19 pandemic, and the killing of George Floyd. As the author lays out, at various times in American history, black people felt a sense of hopefulness and optimism that America would finally extend treasured American values to them only to find themselves marginalized.     Abstract: Many governments face similar pressures surrounding the hotly debated topic of immigration. Yet, the disparate ways in which policy makers respond is striking. The Comparative Politics of Immigration explains why democratic governments adopt the immigration policies they do. Through an in-depth study of immigration politics in Germany, Canada, Switzerland, and the United States, Antje Ellermann examines the development of immigration policy from the postwar era to the present. The book presents a new theory of immigration policymaking grounded in the political insulation of policy makers. Three types of insulation shape the translation of immigration preference into policy: popular insulation from demands of the unorganized public, interest group insulation from the claims of organized lobbies, and diplomatic insulation from the lobbying of immigrant-sending states. Addressing the nuances in immigration reforms, Ellermann analyzes both institutional factors and policy actors' strategic decisions to account for cross-national and temporal variation.

    Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Abstract: Over the last decades of the 20th century, and into the 21st, humor on late-night TV became a more influential part of the United States' political conversations. Not only did viewers talk about what the shows were saying, but serious journalists in newspapers and television news did as well. This book explores how Jon Stewart and Stephen Colbert became popular pundits, with their commentaries often being shown on the news or quoted in the papers, and how Tina Fey's parody of Sarah Palin eclipsed the real life candidate herself. This transformation occurred after the attacks on 9/11 and the beginning of the War in Iraq, when comedy figures were often more critical and informative than traditional news sources. At the same time, they became more substantive in their critiques than political humor often had been in the past, which relied heavily on mocking political candidates' personality quirks. Using transcripts from Saturday Night Live, The Daily Show, and The Colbert Report during the presidential elections from 1980-2008, this book takes a comprehensive look at how the comedy itself transformed. In addition, the analysis includes how journalists in the Washington Post and the New York Times discussed the shows at the time, revealing how they once denigrated the programs, but came to regard them as valuable narrative resources.

    Abstract: Authoritarian populist parties have advanced in many countries, and entered government in states as diverse as Austria, Italy, the Netherlands, Poland, and Switzerland. Even small parties can still shift the policy agenda, as demonstrated by UKIP's role in catalyzing Brexit.     Abstract: Why are unions weaker in the US than in Canada, two otherwise similar countries? This difference has shaped politics, policy, and levels of inequality. Conventional wisdom points to differences in political cultures, party systems, and labor laws. But Barry Eidlin's systematic analysis of archival and statistical data shows the limits of conventional wisdom, and presents a novel explanation for the cross-border difference. He shows that it resulted from different ruling party responses to worker upsurge during the Great Depression and World War II. Paradoxically, US labor's long-term decline resulted from what was initially a more pro-labor ruling party response, while Canadian labor's relative long-term strength resulted from a more hostile ruling party response. These struggles embedded 'the class idea' more deeply in policies, institutions, and practices than in the US. In an age of growing economic inequality and broken systems of political representation, Eidlin's analysis offers insight for those seeking to understand these trends, as well as those seeking to change them

Settle argues that in the context of increasing partisan polarization among American political elites, the way we communicate on Facebook uniquely facilitates psychological polarization among the American public. Frenemies introduces the END Framework of social media interaction. END refers to a subset of content that circulates in a social media ecosystem: a personalized, quantified blend of politically informative 'expression', 'news', and 'discussion' seamlessly interwoven into a wider variety of socially informative content. Politics with the People develops the principles and practice of 'directly representative democracy' - a new way of connecting citizens and elected officials to improve representative government. Sitting members of Congress agreed to meet with groups of their constituents via online, deliberative town hall meetings to discuss some of the most important and controversial issues of the day. The results from these experiments reveal a model of how our democracy could work, where politicians consult with and inform citizens in substantive discussions, and where otherwise marginalized citizens participate and are empowered. Moving beyond our broken system of interest group politics and partisan bloodsport, directly representative reforms will help restore citizens' faith in the institutions of democratic self-government, precisely at a time when those institutions themselves feel dysfunctional and endangered

    Abstract: Resilience refers to the ability of individuals, groups and societies to withstand and recover from external shocks. This pioneering book-length comparative study examines resilience as it is experienced across different countries, such as the UK, US, France, Germany and EU. Furthermore it considers cases from policy sectors including national security, counterterrorism, civil protection, disaster risk reduction, critical infrastructure protection and overseas interventions. In doing so, Joseph provides an account of why it is that resilience has become such a popular policy topic, looking at its focus on complexity, the human and the role of resilient individuals and communities. Arguing that resilience has risen to prominence because it fits with a particularly Anglo-Saxon and neoliberal form of governance, Joseph discovers differing results across policy domains and national contexts, fomenting variations and tensions in the international discourse of resilience in policy-making.

Adopting an interdisciplinary and multimethodological approach, Monika Bednarek brings together linguistic analysis of the Sydney Corpus of Television Dialogue with analysis of scriptwriting manuals, interviews with Hollywood scriptwriters, and a survey undertaken with university students about their consumption of TV series.     Abstract: This Companion provides a broad, historically informed introduction to the study of the US constitutional system. In place of the usual laundry lists of cases, doctrines, and theories, it presents a picture of the constitutional system in action, with separate sections devoted to constitutional principles, organizational structures, and the various legal and extra-legal 'actions' through which litigators and average citizens have attempted to bring about constitutional change. Finally, the volume covers a number of subjects that are rarely discussed in works aimed at a general audience, but which are critical to ensuring that constitutional rights are honored in the day-to-day lives of citizens. These include standing and causes of action, suits against officeholders, and the inner workings of the Foreign Intelligence Surveillance Court (FISC). This Companion places present-day constitutional controversies in historical context, and offers insights from a range of disciplines, including history, political science, and law.

    Abstract: American violence is schizophrenic. On the one hand, many Americans support the creation of a powerful bureaucracy of coercion made up of police and military forces in order to provide public security. At the same time, many of those citizens also demand the private right to protect their own families, home, and property. This book diagnoses this schizophrenia as a product of a distinctive institutional history, in which private forms of violence - vigilantes, private detectives, mercenary gunfighters - emerged in concert with the creation of new public and state forms of violence such as police departments or the National Guard. This dual public and private face of American violence resulted from the upending of a tradition of republican governance, in which public security had been indistinguishable from private effort, by the nineteenth-century social transformations of the Civil War and the Market Revolution

    Abstract: How do social movements die? Some explanations highlight internal factors like factionalization, whereas others stress external factors like repression. Christian Davenport offers an alternative explanation where both factors interact. Drawing on organizational, as well as individual-level, explanations, Davenport argues that social movement death is the outgrowth of a coevolutionary dynamic whereby challengers, influenced by their understanding of what states will do to oppose them, attempt to recruit, motivate, calm, and prepare constituents while governments attempt to hinder all of these processes at the same time. Davenport employs a previously unavailable database that contains information on a black nationalist/secessionist organization, the Republic of New Africa, and the activities of authorities in the US city of Detroit and state and federal authorities.

    Abstract: How does political party control determine changes to social policy, and by extension, influence inequality in America? Conventional theories show that Democratic control of the federal government produces more social expenditures and less inequality. Welfare for the Wealthy re-examines this relationship by evaluating how political party power results in changes to both public social spending and subsidies for private welfare - and how a trade-off between the two, in turn, affects income inequality. Christopher Faricy finds that both Democrats and Republicans have increased social spending over the last forty-two years. And while both political parties increase federal social spending, Democrats and Republicans differ in how they spend federal money, which socioeconomic groups benefit, and the resulting consequences for income inequality.

Should old age be accorded a privileged status? This may recognise the needs of a particular age group with regard to health, income and social care. But by doing so, we support the inaccurate and possibly offensive definition of 'old age' as the stage of life beyond age 65 - a demarcation line which has no biological or cognitive significance, since human beings age at very different rates. Defining old age in this way may ghettoise and marginalise one group of people in society, encouraging prejudice against them via policies that 'single out, stigmatise and isolate the aged from the rest of society', in a way that can be seen as subtly ageist. On the other hand, should we dispense with age as a categorisation and work towards an 'age-irrelevant', 'age-neutral' or 'ageless' society - one in which individuals will be judged by the content of their character, rather than their chronological age?     Abstract: For a century and a half, Abraham Lincoln's signing of the Emancipation Proclamation has been the dominant narrative of African American freedom in the Civil War era. However, David Williams suggests that this portrayal marginalizes the role that African American slaves played in freeing themselves. At the Civil War's outset, Lincoln made clear his intent was to save the Union rather than free slaves - despite his personal distaste for slavery, he claimed no authority to interfere with the institution. By the second year of the war, though, when the Union army was in desperate need of black support, former slaves who escaped to Union lines struck a bargain: they would fight for the Union only if they were granted their freedom. Williams importantly demonstrates that freedom was not simply the absence of slavery but rather a dynamic process enacted by self-emancipated African American refugees, which compelled Lincoln to modify his war aims and place black freedom at the center of his wartime policies.

    Abstract: This book re-evaluates Almond, Verba, and Pye's original ideas about the shape of a civic culture that supports democracy. Marshaling a massive amount of cross-national, longitudinal public opinion data from the World Values Survey Association, the authors demonstrate multiple manifestations of a deep shift in the mass attitudes and behaviors that undergird democracy. The chapters in this book show that in dozens of countries around the world, citizens have turned away from allegiance toward a decidedly 'assertive' posture to politics: they have become more distrustful of electoral politics, institutions, and representatives and are more ready to confront elites with demands from below. Most importantly, societies that have advanced the most in the transition from an allegiant to an assertive model of citizenship are better-performing democracies - in terms of both accountable and effective governance

    Abstract: The new media environment has challenged the role of professional journalists as the primary source of politically relevant information. After Broadcast News puts this challenge into historical context, arguing that it is the latest of several critical moments, driven by economic, political, cultural and technological changes, in which the relationship among citizens, political elites and the media has been contested. Out of these past moments, distinct 'media regimes' eventually emerged, each with its own seemingly natural rules and norms, and each the result of political struggle with clear winners and losers. The media regime in place for the latter half of the twentieth century has been dismantled, but a new regime has yet to emerge. Assuring this regime is a democratic one requires serious consideration of what was most beneficial and most problematic about past regimes and what is potentially most beneficial and most problematic about today's new information environment.

The Virginia Colony largely equated immigration with the arrival of laborers, who had few rights.     Abstract: Since so few people appear knowledgeable about public affairs, one might question whether collective policy preferences revealed in opinion surveys accurately convey the distribution of voices and interests in a society. This study, the first comprehensive treatment of the relationship between knowledge, representation, and political equality in opinion surveys, suggests some surprising answers. Knowledge does matter, and the way it is distributed in society can cause collective preferences to reflect disproportionately the opinions of some groups more than others. Sometimes collective preferences seem to represent something like the will of the people, but frequently they do not. Sometimes they rigidly enforce political equality in the expression of political viewpoints, but often they do not. The primary culprit is not any inherent shortcoming in the methods of survey research. Rather, it is the limited degree of knowledge held by ordinary citizens about public affairs. Accounting for these factors can help better appreciate thepossibilities for using opinion polls to represent the people's voice

    Abstract: Why and how has race become a central aspect of politics during this century? This book addresses this pressing question by comparing South African apartheid and resistance to it, the United States Jim Crow law and protests against it, and the myth of racial democracy in Brazil. Anthony Marx argues that these divergent experiences had roots in the history of slavery, colonialism, miscegenation and culture, but were fundamentally shaped by impediments and efforts to build national unity. In South Africa and the United States, ethnic or regional conflicts among whites were resolved by unifying whites and excluding blacks, while Brazil's longer established national unity required no such legal racial crutch. Race was thus central to projects of nation-building, and nationalism shaped uses of race. Professor Marx extends this argument to explain popular protest and the current salience of issues of race

    Abstract: In a world of increasingly heterogeneous societies, matters of identity politics and the links between collective identities and national, racial, or ethnic intolerance have assumed dramatic significance - and have stimulated an enormous body of research and literature which rarely transcends the limitations of a national perspective, however, and thus reproduces the limitations of its own topic. Comparative attempts are rare, if not altogether absent. Identity and Intolerance attempts to shift the focus toward comparison in order to show how German and American societies have historically confronted matters of national, racial, and ethnic inclusion and exclusion. This perspective sheds light on the specific links between the cultural construction of nationhood and otherness, the political modes of integration and exclusion, and the social conditions of tolerance and intolerance. The contributors also attempt to integrate the approaches offered by the history of ideas and ideologies, social history, and discourse theory

    Abstract: The dismissal of civil servants on racist or political grounds in April 1933 marked the beginning of a massive, forced exodus of mainly Jewish scholars and scientists from Nazi Germany - a phenomenon unprecedented in the modern history of academic life. The essays in this volume examine whether that 'exodus of reason' lead to significant scientific change, and if so, how that change should be characterised. The volume challenges the focus of earlier work on the 'intellectual migration' on losses (for German science) and gains (for British and American science). Instead, the authors proceed from the assumption that the sciences are open, dynamic, and historically contingent systems, and explore the multiple, complex interactions of biographical, social, and cultural circumstances with changes - or lack of change - in the émigrés' scientific thinking and research

    Abstract: The importance of public opinion in the determination of public policy is the subject of considerable debate. Whether discussion centres on local, state or national affairs, the influence of the opinions of ordinary citizens is often assumed yet rarely demonstrated. Other factors such as interest group lobbying, party politics and developmental, or environmental, constraints have been thought to have the greater influence over policy decisions. Professors Erikson, Wright and McIver make the argument that state policies are highly responsive to public opinion, and they show how the institutions of state politics work to achieve this high level of responsiveness. They analyse state policies from the 1930s to the present, drawing from, and contributing to, major lines of research on American politics. Their conclusions are applied to central questions of democratic theory and affirm the robust character of the state institution

    Abstract: This fascinating study in the sociology of knowledge documents the refutation of scientific foundations for racism in Britain and the United States between the two World Wars, when racial differences were no longer attributed to cultural factors. Professor Barkan considers the social significance of this transformation, particularly its effect on race relations in the modern world. Discussing the work of the leading biologists and anthropologists who wrote between the wars, he argues that the impetus for the shift in ideologies came from the inclusion of outsiders (women, Jews, and leftists) who infused greater egalitarianism into scientific discourse. But even though the emerging view of race was constrained by a scientific language, he shows that modern theorists were as much influenced by social and political events as were their predecessors

    Abstract: Drawing on a multitude of data sets and building on analyses carried out over more than a decade, this book offers a major new theoretical explanation of how ordinary citizens figure out what they favour and oppose politically. Reacting against the conventional wisdom, which stresses how little attention the general public pays to political issues and the lack of consistency in their opinions, the studies presented in this book redirect attention to the processes of reasoning that can be discerned when people are confronted with choices about political issues. These studies demonstrate that ordinary people are in fact capable of reasoning dependably about political issues by the use of judgmental heuristics, even if they have only a limited knowledge of politics and of specific issues

    Abstract: It has become something of an orthodoxy of contemporary sociology that modern democratic industrial societies are essentially alike, and that they are confronted by uniform challenges, whether industrial (strikes and demonstrations), social (the 'crisis of the welfare state'), or political. In this important collection of studies Professor Birnbaum asserts, however, that the very existence of differentiation, challenge such a hypothesis. Linking historical and sociological investigation, Birnbaum argues that it is only through divergent state-formation that regional and national state variations in, for example, industrial conflict, policing or ideological configuration can be explained. His analysis of the influence of each type of state upon the development of various collective action and mobilisation processes establishes the crucial importance of the state as a quasi-independent variable

    Abstract: Drawing on a variety of disciplines and documents, Professor Agnew illuminates one of the most fascinating chapters in the formations of Anglo-American market culture. Worlds Apart traces the history of our concepts of the marketplace and the theatre and the ways in which these concepts are bound together. Focusing on Britain and America in the years 1550 to 1750, the book discusses the forms and conventions that structured both commerce and theatre. As marketing practice broke free of its traditional boundaries and restraints, it challenged longstanding popular assumptions about the constituents of value, the nature of identity, the signs of authenticity, and the limits of liability. New exchange relations bred new legal and commercial fictions to authorise them, but they also bred new doubts about the precise grounds upon which the self and its 'interests' were to be represented. Those same doubts, Professor Agnew shows, animated the theatre as well. As actors and playwrights shifted from ecclesiastical and civic drama to professional entertainments, they too devised authenticating fictions, fictions that effectively replicated the bewildering representational confusions of the new 'placeless market'

    Abstract: Work and Politics develops a historical and comparative sociology of workplace relations in industrial capitalist societies. Professor Sabel argues that the system of mass production using specialized machines and mostly unskilled workers was the result of the distribution of power and wealth in eighteenth- and nineteenth-century Great Britain and the United States, not of an inexorable logic of technological advance. Once in place, this system created the need for workers with systematically different ideas about the acquisition of skill and the desirability of long-term employment. Professor Sabel shows how capitalists have played on naturally existing division in the workforce in order to match workers with diverse ambitions to jobs in different parts of the labor market. But he also demonstrates the limits, different from work group to work group, of these forms of collaboration
