    Abstract: China's mistreatment of its Uyghur minority has drawn international condemnation and sanctions. The repression gripping Xinjiang is also hugely costly to China in Renminbi, personnel, and stifled economic productivity. Despite this, the Chinese Communist Party persists in its policies. Why? Drawing on extensive original data, Potter and Wang demonstrate insecurities about the stability of the regime and its claim to legitimacy motivate Chinese policies. These perceived threats to core interests drive the ferocity of the official response to Uyghur nationalism. The result is harsh repression, sophisticated media control, and selective international military cooperation. China's growing economic and military power means that the country's policies in Xinjiang and Central Asia have global implications. Zero Tolerance sheds light on this problem, informing policymakers, scholars, and students about an emerging global hotspot destined to play a central role in international politics in years to come.

He narrates the story of humankind as a whole across three eras, using its material conditions and social structures to show how global society has evolved. Deploying the English School's idea ofprimary institutions and setting their story across three domains - interpolity, transnational and interhuman - this book conveys a living historical sense of the human story whilst avoiding the overabstraction of many social science grand theories. Buzan sharpens the familiar story of three main eras in human history with the novel idea that these eras are separated by turbulent periods of transition. This device enables a radical retelling of how modernity emerged from the late 18thcentury. He shows how the concept of 'global society' can build bridges connecting International Relations, Global Historical Sociology and Global/World History

    Abstract: Why do communities form militias to defend themselves against violence during civil war? Using original interviews with former combatants and civilians and archival material from extensive fieldwork in Mozambique, Corinna Jentzsch's Violent Resistance explains the timing, location and process through which communities form militias. Jentzsch shows that local military stalemates characterized by ongoing violence allow civilians to form militias that fight alongside the government against rebels. Militias spread only to communities in which elites are relatively unified, preventing elites from coopting militias for private gains. Crucially, militias that build on preexisting social conventions are able to resonate with the people and empower them to regain agency over their lives. Jentzsch's innovative study brings conceptual clarity to the militia phenomenon and helps us understand how wartime civilian agency, violent resistance, and the rise of third actors beyond governments and rebels affect the dynamics of civil war, on the African continent and beyond.

    Abstract: Populismus der Mitte? Was zunächst als Widerspruch erscheint, entpuppt sich im Falle Argentiniens als fruchtbare Perspektive auf die gesellschaftlichen Entwicklungen während der Kirchner-Regierungen (2003-2015). Tobias Boos zeigt, dass Populismus weit entfernt davon ist, ein Phänomen der randständigen Massen zu sein. Vielmehr offenbaren sich Teile der argentinischen Mittelklasse als gewichtige Säule des politischen Projekts der Kirchners. Die Studie geht den Verflechtungen von politischer Ökonomie und politischen Identitäten nach und wirft ein neues Licht auf die lateinamerikanischen Populismen des 21. Jahrhunderts

    Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Abstract: Städtische Proteste haben Hochkonjunktur. Mieter_innen, Kunst- und Kulturschaffende, Studierende, Wohnungslose und Geflüchtete melden sich zu Wort und fordern jenseits ihrer partikularen Bedürfnisse direkte Teilhabe an politischen Entscheidungen ein. Am Beispiel der Metropolen Berlin und New York zeigt David Scheller, wie sich städtische soziale Bewegungen zwischen 2011 und 2015 konstituieren und damit dringliche Themenfelder politisieren und verbinden. Ausgehend von einer hegemonietheoretischen Diskursanalyse der vielstimmigen Protestartikulationen schlägt er eine Interpretation von Möglichkeitsräumen zur Demokratisierung in der Postdemokratie vor, die für diese neue Phase städtischen Protests ausschlaggebend sind

    Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Abstract: From the French Revolution onwards, constituent power has been a key concept for thinking about the principle of popular power, and how it should be realised through the state and its institutions. Tracing the history of constituent power across five key moments - the French Revolution, nineteenth-century French politics, the Weimar Republic, post-WWII constitutionalism, and political philosophy in the 1960s - Lucia Rubinelli reconstructs and examines the history of the principle. She argues that, at any given time, constituent power offered an alternative understanding of the power of the people to those offered by ideas of sovereignty. Constituent Power: A History also examines how, in turn, these competing understandings of popular power resulted in different institutional structures and reflects on why contemporary political thought is so prone to conflating constituent power with sovereignty.

    Abstract: This is a study of Vietnam's socialist transition and state transformation, generally known as đổi mới. It examines the drivers of socialist-regime change, the nature of the đổi mới state, and the basis of regime legitimacy in Vietnam. The Element argues that despite its 'one-party rule' label, the party-state apparatus that channels said rule has become fragmented. State-building during the đổi mới period involved negotiations and bargaining that redefine authority and power relations within the state apparatus. The party-state's accountability projects are designed to target the specific self-aggrandizing tendencies of the state apparatus, its policies, and abuse of state power. At the leadership level, patterns of resource allocation underlying the đổi mới growth model as well as the VCP's cadre rotation approach have accommodated central and sub-national state elites across sectors and levels, helping shore up the legitimacy of the đổi mới state in the eyes of the state elite. The combination of sustained economic growth, expansion of political space, accountability, and tolerance of small-scale public protests have been factors in strengthening regime-society legitimization.

    Abstract: Das Erstarken rechtspopulistischer Bewegungen führt zu einer Normverschiebung in europäischen Gesellschaften und erzeugt Spannungen, die sich in Polarisierung widerspiegeln. Es geht dabei weniger um Migration selbst als um die Prozesse, die stattfinden, wenn Migrant*innen und ihre Nachkommen ihre Rechte einfordern. Die Frage des Umgangs mit Migration wird so zur Chiffre für Anerkennung von Gleichheit in demokratischen Gesellschaften. Naika Foroutan zeigt, dass die Migrationsfrage zur neuen sozialen Frage geworden ist – an ihr werden Verteilungsgerechtigkeit und kulturelle Selbstbeschreibung ebenso wie die demokratische Verfasstheit verhandelt. »Wie hältst Du es mit der Migration?« steht für die Frage danach, was ausgehandelt werden muss, damit die plurale Demokratie zusammenhält. Die postmigrantische Gesellschaft ist also eine, die sich im Kontext der Debatten um den Stellenwert von Migration neu ordnet. // Quelle: Klappentext.

    Abstract: The rise of non-Western Great Powers, the spread of transnational religiously-justified insurgencies, and the resurgence of ethno-nationalism raise fundamental questions about the effects of cultural diversity on international order. Yet current debate - among academics, popular commentators, and policy-makers alike - rests on flawed understandings of culture and inaccurate assumptions about how historically cultural diversity has shaped the evolution of international orders. In this path-breaking book, Christian Reus-Smit details how the major theories of international relations have consistently misunderstood the nature and effects of culture, returning time and again to a conception long abandoned in specialist fields: the idea of cultures as coherent, bounded, and constitutive. Drawing on theoretical insights from anthropology, cultural studies, and sociology, and informed by new histories of diverse historical orders, this book presents a new theoretical account of the relationship between cultural diversity and international order: an account with far-reaching implications for how we understand contemporary transformations

    Abstract: American violence is schizophrenic. On the one hand, many Americans support the creation of a powerful bureaucracy of coercion made up of police and military forces in order to provide public security. At the same time, many of those citizens also demand the private right to protect their own families, home, and property. This book diagnoses this schizophrenia as a product of a distinctive institutional history, in which private forms of violence - vigilantes, private detectives, mercenary gunfighters - emerged in concert with the creation of new public and state forms of violence such as police departments or the National Guard. This dual public and private face of American violence resulted from the upending of a tradition of republican governance, in which public security had been indistinguishable from private effort, by the nineteenth-century social transformations of the Civil War and the Market Revolution

    Abstract: Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

    Abstract: "Time is widely recognized as one of the most precious and finite resources required for the accomplishment of human purposes. Within the domain of the political, time is required for almost any exercise of liberty that people seek to protect through the enforcement of social contracts, constitutions, and laws. Time is therefore inextricable from the realization of any vision of political justice. All political subjects encounter myriad ways in which their time is structured, valued, appropriated, or freed by the state. In the United States, we wait to turn 18 to acquire political voice and full representation. Then we wait again, to turn 62 or 66, when we can retire from work and receive retirement benefits, if we wish. People file taxes on April 15; redistricting hinges on decennial censuses; and prosecutors specify when crimes were committed to determine whether statutes of limitation have expired. Around us convicted criminals are punished with prison sentences of varying durations, legal permanent residents refrain from traveling for long periods of time as they seek to naturalize, and election cycles run their course only to begin anew. Despite the significance of time for the satisfaction of people's ends, the legitimate power of the state to command the time of its subjects and set a political schedule is not generally contested"--

    Abstract: The regulation of civil society provides the framework under which those organisations can most effectively provide services in education, health, social services, housing, development aid and so on. Civil Society in Europe identifies common principles of civil society law in two ways. First, the approaches of the Council of Europe and the European Union are explored. Next civil society regulation in twelve domestic legal systems are investigated on a broad range of substantive areas of law including internal organisation, registration, external supervision, public benefit organisations and international activities. From these, the authors distill a set of minimum norms and optimal conditions under which civil society can deliver its aims most effectively.     Abstract: Following the ICC intervention in 2005, northern Uganda has been at the heart of international justice debates. The emergent controversy, however, missed crucial aspects of Acholi realities: that the primary moral imperative in the wake of wrongdoing was not punishment but, instead, the restoration of social harmony. Drawing upon abundant fieldwork and in-depth interviews with almost 200 women, Holly Porter examines issues surrounding wrongdoing and justice, and sexual violence and rape, among the Acholi people in northern Uganda. This intricate exploration offers evidence of a more complicated and nuanced explanation of rape and its aftermath, suggesting a re-imagining of the meanings of post-atrocity justice, whilst acknowledging the role of sex, power and politics in all sexual experiences between coercion and consent. With its wide investigation of social life in northern Uganda, this provocative study offers vital analysis for those interested in sexual and gender violence, post-conflict reconstruction and human rights

Phillip M. Ayoub zeichnet die jüngere Geschichte dieser transnationalen Bewegung in Europa nach. Er zeigt, wie das »Coming-out« die marginalisierte Gesellschaftsgruppe ins Zentrum der politischen Debatte rückte und ihr zu längst fälligen Rechten verhalf. Neben der Analyse der von der Bewegung vertretenen Normen steht vor allem die Frage im Zentrum, warum die gesellschaftsrechtliche Anerkennung der LGBT-Minderheiten in den jeweiligen Staaten so unterschiedlich verläuft.     Abstract: This book explains why conflicts in Africa are sometimes ethnic and sometimes religious, and why a conflict might change from ethnic to religious even as the opponents remain fixed. Conflicts in the region are often viewed as either 'tribal' or 'Muslim-Christian', seemingly rooted in deep-seated ethnic or religious hatreds. Yet, as this book explains, those labels emerge as a function of political mobilization. It argues that ethnicity and religion inspire distinct passions among individuals, and that political leaders exploit those passions to achieve their own strategic goals when the institutions of the state break down. To support this argument, the book relies on a novel experiment conducted in Côte d'Ivoire and Ghana to demonstrate that individual preferences change in ethnic and religious contexts. It then uses case illustrations from Côte d'Ivoire, Nigeria, and Sudan to highlight the strategic choices of leaders that ultimately shape the frames of conflict

    Abstract: Over half the world lives under authoritarian regimes. For these people, the opportunity to engage in politics moves outside the state's territory. Mobilising across borders, diasporas emerge to challenge such governments. This book offers an in-depth examination of the internal politics of transnational mobilisation. Studying Rwandan and Zimbabwean exiles, it exposes the power, interests, and unexpected agendas behind mobilisation, revealing the surprising and ambivalent role played by outsiders. Far from being passive victims waiting for humanitarian assistance, refugees engage actively in political struggle. From Rwandans resisting their repatriation, to Zimbabweans preventing arms shipments, political exiles have diverse aims and tactics. Conversely, the governments they face also deploy a range of transnational strategies, and those that purport to help them often do so with hidden agendas. This shifting political landscape reveals the centrality of transnationalism within global politics, the historical and political contingency of diasporas, and the precarious agency of refugees

    Abstract: Political revolutions, economic meltdowns, mass ideological conversions and collective innovation adoptions occur often, but when they do happen, they tend to be the least expected. Based on the paradigm of 'leading from the periphery', this groundbreaking analysis offers an explanation for such spontaneity and apparent lack of leadership in contentious collective action. Contrary to existing theories, the author argues that network effects in collective action originating from marginal leaders can benefit from a total lack of communication. Such network effects persist in isolated islands of contention instead of overarching action cascades, and are shown to escalate in globally dispersed, but locally concentrated networks of contention. This is a trait that can empower marginal leaders and set forth social dynamics distinct from those originating in the limelight. Lothar Böhnisch und Wolfgang Schröer zeigen: Wenn es um die Diskussion der Zukunft des Sozialen geht, führt eine nur auf den Sozialstaat fixierte Kritik der Sozialpolitik in die Sackgasse. Vielmehr ist es das Sozialpolitische Prinzip, von dem die eigentliche Wirkung und Kraft des Sozialen auch in der Gesellschaft der Zweiten Moderne ausgeht.     Abstract: "Politicising Europe presents the most comprehensive contribution to empirical research on politicisation to date. The study is innovative in both conceptual and empirical terms. Conceptually, the contributors develop and apply a new index and typology of politicisation. Empirically, the volume presents a huge amount of original data, tracing politicisation in a comparative perspective over more than forty years. Focusing on six European countries (Austria, France, Germany, Sweden, Switzerland and the UK) from the 1970s to the current euro crisis, the book examines conflicts over Europe in election campaigns, street protests, and public debates on every major step in the integration process. It shows that European integration has indeed become politicised. However, the patterns and developments differ markedly across countries and arenas, and many of the key hypotheses on the driving forces of change need to be revisited in view of new findings"--
