    Abstract: In Civil Society's Democratic Potential, Nicole Bolleyer explores which civil society organizations (CSOs) contribute to democracy, how, and why. Organized civil society, including interest groups, political parties, and service-oriented associations, is traditionally considered a cornerstone of democracy. Constituting the organizational fabric between government and society, these organizations encompass a wide diversity of entities thought to fundamentally contribute to both democratic participation and representation. However, CSOs' readiness and ability to serve as venues for participation, vehicles of democratic representation, or indeed both at the same time, are increasingly questioned in political science, sociology, and voluntary sector research alike. Bringing those fields together, the author argues that two contrasting organizational templates - the 'voluntary association' and the 'professionalized voluntary organization' - allow theorizing fundamental trade-offs shaping CSOs' 'performance' on three dimensions accounting for their varying democratic contributions: participation, representation, and societal responsiveness. The study's innovative theoretical framework is examined using a mixed-methods design. The latter combines the analysis of survey data covering over 3000 CSOs across four European democracies with qualitative case studies of the evolution of three CSOs - a political party, an interest group, and a service-orientated organization - over several decades.

    Abstract: The coronavirus pandemic has hit Latin America particularly hard. In no other region of the world have so many people been infected with the virus as here. Influenced by the pandemic, poverty and inequality have increased, the economic crisis has worsened and, in some countries, authoritarian and repressive tendencies have grown, all of which poses enormous challenges for the region. This anthology is dedicated to the consequences of the coronavirus pandemic and pandemic policies in Latin America and the Caribbean. The articles it contains examine the consequences of the pandemic in terms of social inequalities, gender relations, violence against women, democracy, human rights, labour, the mobilisation of protest and environmental policy. They discuss what social and political lessons can be drawn from the pandemic experience in Latin America at the end of 2021, when the region is far from a post-pandemic era.     Abstract: In a democracy, a constitutional separation of powers between the executive and the assembly may be desirable, but the constitutional concentration of executive power in a single human being is not. The book defends this thesis and explores ‘semi-parliamentary government’ as an alternative to presidential government. Semi-parliamentarism avoids power concentration in one person by shifting the separation of powers into the democratic assembly. The executive becomes fused with only one part of the assembly, even though the other part has at least equal democratic legitimacy and robust veto power on ordinary legislation. The book identifies the Australian Commonwealth and Japan, as well as the Australian states of New South Wales, South Australia, Tasmania, Victoria, and Western Australia, as semi-parliamentary systems. Using data from 23 countries and 6 Australian states, it maps how parliamentary and semi-parliamentary systems balance competing visions of democracy; it analyzes patterns of electoral and party systems, cabinet formation, legislative coalition-building, and constitutional reforms; it systematically compares the semi-parliamentary and presidential separation of powers; and it develops new and innovative semi-parliamentary designs, some of which do not require two separate chambers.

    Abstract: Deliberative democracy has challenged two widely-accepted nostrums about democratic politics: that people lack the capacities for effective self-government; and that democratic procedures are arbitrary and do not reflect popular will; indeed, that the idea of popular will is itself illusory. On the contrary, deliberative democrats have shown that people are capable of being sophisticated, creative problem solvers, given the right opportunities in the right kinds of democratic institutions. But deliberative empirical research has its own problems. In this book two leading deliberative scholars review decades of that research and reveal three important issues. First, the concept 'deliberation' has been inflated so much as to lose empirical bite; second, deliberation has been equated with entire processes of which it is just one feature; and third, such processes are confused with democracy in a deliberative mode more generally. In other words, studies frequently apply micro-level tools and concepts to make macro- and meso-level judgements, and vice versa. Instead, Bächtiger and Parkinson argue that deliberation must be understood as contingent, performative, and distributed. They argue that deliberation needs to be disentangled from other communicative modes; that appropriate tools need to be deployed at the right level of analysis; and that scholars need to be clear about whether they are making additive judgements or summative ones. They then apply that understanding to set out a new agenda and new empirical tools for deliberative empirical scholarship at the micro, meso, and macro levels.

    Abstract: In the Shadows of Naga Insurgency is a fine-grained critique of the Naga struggle for political redemption, the state's response to it, and the social corollaries and carry-overs of protracted political conflict on everyday life. Offering an ethnographic underview, Jelle Wouters illustrates an 'insurgency complex' that reveals how embodied experiences of resistance and state aggression, violence and volatility, and struggle and suffering link together to shape social norms, animate local agitations, and complicate inter-personal and inter-tribal relations in expected and unexpected ways. The book locates the historical experiences and agency of the Naga people and relates these to ordinary villagers' perceptions, actions, and moral reasoning vis-a-vis both the Naga Movement and the state and its lucrative resources. It thus presses us to rethink our views on tribalism, conflict and ceasefire, development, corruption, and democratic politics.

However, like most political buzzwords, the term often floats from one meaning to another, and both social scientists and journalists use it to denote diverse phenomena. What is populism really? Who are the populist leaders? And what is the relationship between populism and democracy? This book answers these questions in a simple and persuasive way, offering a swift guide to populism in theory and practice. Cas Mudde and Cristóbal Rovera Kaltwasser present populism as an ideology that divides society into two antagonistic camps, the "pure people" versus the "corrupt elite," and that privileges the general will of the people above all else. They illustrate the practical power of this ideology through a survey of representative populist movements of the modern era: European right-wing parties, left-wing presidents in Latin America, and the Tea Party movement in the United States. The authors delve into the ambivalent personalities of charismatic populist leaders such as Juan Domingo Péron, H. Ross Perot, Jean-Marie le Pen, Silvio Berlusconi, and Hugo Chávez. If the strong male leader embodies the mainstream form of populism, many resolute women, such as Eva Péron, Pauline Hanson, and Sarah Palin, have also succeeded in building a populist status, often by exploiting gendered notions of society.     Abstract: Karppinen argues that media pluralism needs to be rescued from its depoliticised uses and re-imagined more broadly as a normative value that refers to the distribution of communicative power in the public sphere. He notes that access to a broad range of different political views and cultural expressions is often regarded as a self-evident value in both theoretical and political debates on media and democracy. While this pluralism is commonly accepted as a guiding principle of media policy, the book argues that opinions on the meaning and nature of media pluralism vary widely.

    Abstract: Lateinamerikanische Gesellschaften sind seit Langem durch extreme soziale Ungleichheiten gekennzeichnet. Unterschiedliche Wirtschaftsmodelle haben die Beharrungskraft dieser Disparitäten ebenso wenig berührt wie verschiedene politische Regime. Auch die seit mittlerweile drei Dekaden regierenden Demokratien konnten hier bisher keine nennenswerten Erfolge erzielen. Der Band spürt unter Verwendung neuester Daten und Kenntnisse sowie dem Einsatz neuer methodischer Konzepte der bemerkenswerten Beharrungskraft dieser Ungleichheiten nach. Er betrachtet die Partikularitäten der Region aus verschiedener Perspektive und diskutiert die Frage, ob die Ungleichheiten primär als Ausdruck von politischen und ökonomischen Defiziten verstanden werden sollten, oder stattdessen sogar Ausdruck sehr erfolgreicher Politiken sind. Dazu werden von versierten Kennern verschiedene Analysen aus den Feldern vorgestellt, die die Zukunft Lateinamerikas am stärksten prägen werden

Die These des Buches, die sich mit Rückgriff auf Theorien von Marx, Adorno, Hardt und Negri bis hin zu Habermas entfaltet, stellt die Frage in den Raum, ob es möglich ist, den Begriff der Weltgesellschaft und ihres Rechts zu korrigieren, ohne dabei die durch die Systemtheorie entwickelte begriffliche Trennschärfe zu verwischen. Hier öffnet der Autor die Perspektive, die Entwicklung der Weltgesellschaft im Lichte der Ideen der Französischen Revolution neu zu betrachten und emanzipatorische Potentiale jenseits von Staat und bekannten Politikmustern als Möglichkeit einer fragmentierten Volkssouveränität zu erkennen

    Abstract: Das Verhalten Israels im Konflikt mit den Palästinensern gibt der Forschung zum demokratischen Frieden Rätsel auf: Es ist eine Demokratie, die an der Besatzung fremden Territoriums festhält und auch vor dem Einsatz militärischer Gewalt nicht zurückschreckt. Die Studie geht der These nach, dass die jüdische Siedlerbewegung und ihr Milieu, der religiöse Zionismus, mitverantwortlich sind für das Scheitern des Osloer Friedensprozesses. Weil die Theorien des demokratischen Friedens jedoch fest im Säkularisierungsparadigma der liberalen Moderne verankert sind, ist die politisierte Religion als mögliche Gefährdung der demokratischen Friedensneigung bislang nicht in den Blick geraten. Die Untersuchung setzt sich kritisch mit dieser historisch bedingten, säkularistischen Hintergrundüberzeugung auseinander. Religionssoziologische Theorien und die neueren Erkenntnisse zur ambivalenten Rolle von Religion in Konflikten werden herangezogen, um die Forschung zu demokratischer Außenpolitik um die Dimension politisierter Religion zu erweitern. Die Analyse des Friedensprozesses zeigt, wie die Siedlerbewegung die Strukturen der israelischen Demokratie nutzte, um den Friedensprozess nachhaltig zu stören

    Abstract: In The March of Unreason, Dick Taverne argues cogently that pessimism and distrust of science and technology has become rife in society, combined with the growth of irrationality and practices unsupported by evidence, such as alternative medicine. The growth of eco-fundamentalism, arising from a misguided belief that Nature is best has resulted in an enthusiasm for organic farming, a campaign against the MMR vaccine, and above all a concertedeffort to block the development and growing of genetically modified crops - a technology that may greatly alleviate world hunger. Taverne argues that this dangerous trend leads to intolerance and a threat to democracy. Only reason and science can form a sound basis on which to build a just and open society.
