Note: "Over the last thirty years, two social developments have occurred that have led to a need for change in language policy in Japan. One is the increase in the number of migrants needing opportunities to learn Japanese as a second language, the other is the influence of electronic technologies on the way Japanese is written. This book looks at the impact of these developments on linguistic behaviour and language management and policy, and at the role of language ideology in the way they have been addressed. Immigration-induced demographic changes confront long cherished notions of national monolingualism and technological advances in electronic text production have led to textual practices with ramifications for script use and for literacy in general. The book will be welcomed by researchers and professionals in language policy and management and by those working in Japanese Studies"-- Provided by publisher. -- "This book examines two important issues in language policy in Japan today: first, and most prominently, increasing migration-induced multilingualism which has ramifications both for providing Japanese-language learning opportunities for migrants and for the use and teaching of languages other than Japanese and English; and second, the influence of electronic technologies such as computers and cell phones on the way in which Japanese is written. These two developments, of course, have occurred in many other countries beside Japan. What makes the Japanese case particularly interesting is that Japan does not yet consider itself to be a country of immigration and hence has only recently shown signs of an awareness of the importance of providing both language teaching and multilingual services for non-Japanese workers, so that what policy development does exist in this area is ad hoc and fragmented rather than centrally planned and coordinated at national level. , Includes bibliographical references and index

Abstract: "This book offers a radical reinterpretation of postwar Japan's policies towards immigrants and foreign residents. Drawing on a wealth of historical material, Tessa Morris-Suzuki shows how the Cold War played a decisive role in shaping Japan's migration controls. She explores the little-known world of the thousands of Korean 'boat people' who entered Japan in the immediate postwar period, focuses attention on the US military service people and their families and employees, and also takes readers behind the walls of Japan's notorious Omura migrant detention centre, and into the lives of Koreans who opted to leave Japan in search of a better future in communist North Korea. This book offers a fascinating contrast to traditional images of postwar Japan and sheds new light on the origins and the dilemmas of migration policy in twenty-first century Japan"--Provided by publisher.

Abstract: Japan's first professionally produced, commercially marketed and nationally distributed gay lifestyle magazine, Barazoku ('The Rose Tribes'), was launched in 1971. Publicly declaring the beauty and normality of homosexual desire, Barazoku electrified the male homosexual world whilst scandalising mainstream society, and sparked a vibrant period of activity that saw the establishment of an enduring Japanese media form, the homo magazine. Using a detailed account of the formative years of the homo magazine genre in the 1970s as the basis for a wider history of men, this book examines the relationship between male homosexuality and conceptions of manliness in postwar Japan. The book charts the development of notions of masculinity and homosexual identity across the postwar period, analysing key issues including public/private homosexualities, inter-racial desire, male-male sex, love and friendship; the masculine body; and manly identity. The book investigates the phenomenon of 'manly homosexuality', little treated in both masculinity and gay studies on Japan, arguing that desires and individual narratives were constructed within (and not necessarily outside of) the dominant narratives of the nation, manliness and Japanese culture. Overall, this book offers a wide-ranging appraisal of homosexuality and manliness in postwar Japan, that provokes insights into conceptions of Japanese masculinity in general.

Abstract: Due to falling fertility rates, the aging of the baby-boom cohort, and increases in life expectancy, the percentage of the population that is elderly is expected to increase rapidly in the United States and Japan over the next two decades. These fourteen essays show that, despite differences in culture and social and government structure, population aging will have many similar macro and micro effects on the economic status and behavior of the elderly in both countries. The most obvious effects will be on social programs such as public pension systems and the provision for medical needs of the elderly. But, the contributors demonstrate, aging will also affect markets for labor, capital, housing, and health care services. It will affect firms through their participation in the demand side of the labor market and through their provisions for pensions. And aging will influence saving rates, the rate of return on assets, the balance of payments, and, most likely, economic growth. This volume will interest scholars and policy makers concerned with the economics of aging.

Abstract: In 1995, an Okinawan schoolgirl was brutally raped by several U.S. servicemen. The incident triggered a chain of protests by women's groups, teachers' associations, labor unions, reformist political parties, and various grassroots organizations across Okinawa prefecture. Reaction to the crime culminated in a rally attended by some 85,000 people, including business leaders and conservative politicians who had seldom raised their voices against the U.S. military presence. Using this event as a point of reference, Inoue explores how Okinawans began to regard themselves less as a group of uniformly poor and oppressed people and more as a confident, diverse, middle-class citizenry embracing the ideals of democracy, human rights, and women's equality. As this identity of resistance has grown, however, the Japanese government has simultaneously worked to subvert it, pressuring Okinawans to support a continued U.S. presence. Inoue traces these developments as well, revealing the ways in which Tokyo has assisted the United States in implementing a system of governance that continues to expand through the full participation and cooperation of residents. Inoue deftly connects local social concerns with the larger political processes of the Japanese nation and the global strategies of the United States. He critically engages social-movement literature along with postmodern/structural/colonial discourses and popular currents and themes in Okinawan and Japanese studies. Rich in historical and ethnographical detail, this volume is a nuanced portrait of the impact of Japanese colonialism, World War II, and U.S. military bases on the formation of contemporary Okinawan identity.

Abstract: This history of Japanese mass culture during the decades preceding Pearl Harbor argues that the new gestures, relationship, and humor of ero-guro-nansensu (erotic grotesque nonsense) expressed a self-consciously modern ethos that challenged state ideology and expansionism. Miriam Silverberg uses sources such as movie magazines, ethnographies of the homeless, and the most famous photographs from this era to capture the spirit, textures, and language of a time when the media reached all classes, connecting the rural social order to urban mores. Employing the concept of montage as a metaphor that informed the organization of Japanese mass culture during the 1920s and 1930s, Silverberg challenges the erasure of Japanese colonialism and its legacies. She evokes vivid images from daily life during the 1920s and 1930s, including details about food, housing, fashion, modes of popular entertainment, and attitudes toward sexuality. Her innovative study demonstrates how new public spaces, new relationships within the family, and an ironic sensibility expressed the attitude of Japanese consumers who identified with the modern as providing a cosmopolitan break from tradition at the same time that they mobilized for war.

Abstract: This book is the first full-length study in English to examine the use of discriminatory language in Japan. As in other countries, there has been much debate about the public use of language deemed demeaning to certain groups within society especially in relation to the issue of minority rights versus freedom of speech. Adding a new dimension to the discussion of language and society in Japan, the book focuses on an aspect of language and power which highlights some of the dissent underlying Japan's officially promoted ideology of a harmonious society. The text presents a revealing examination of the discriminatory language, known as sabetsu yogo, as identified by five minority groups, the Burakumin, the Ainu, people with physical or mental disabilities, women and ethnic groups within Japan.

Abstract: In this pioneering study, David L. Howell looks beneath the surface structures of the Japanese state to reveal the mechanism by which markers of polity, status, and civilization came together over the divide of the Meiji Restoration of 1868. Howell illustrates how a short roster of malleable, explicitly superficial customs-hairstyle, clothing, and personal names- served to distinguish the "civilized" realm of the Japanese from the "barbarian" realm of the Ainu in the Tokugawa era. Within the core polity, moreover, these same customs distinguished members of different social status groups from one another, such as samurai warriors from commoners, and commoners from outcasts.

Abstract: Disillusioned by long hours at home alone and by demands from the older generation, Japanese women are marrying later, resulting in a sharp decline in the Japanese birth rate. Muriel Jolivet considers the reasons why Japanese women are finding it increasingly difficult to accept the terms and conditions of motherhood. Japan: The Childless Society explores the major factors contributing to maternal malaise in Japan including: * the 'Ten Commandments of the Good Mother' * the changing role of the father * education and careers * nostalgia from older generations Drawing on extensive interviews with Japanese women and translated into English for the first time, this innovative study examines the implications behind the declining birth rate and looks towards the future of a country that is in danger of becoming a 'childless society'.

Abstract: This book is the first to look at the wide range of contrasting images of the gay male body in Japanese popular culture, both mainstream and gay, and relate these images to the experience of an interview sample of Japanese gay men. In so doing, it touches on a number of important issues, including whether there can be a universal 'gay identity' and whether or not strategies developed for increasing gay and lesbian visibility in western countries are appropriate to the social situation in Japan.

Abstract: This book analyzes the political economy of reproduction and its role in the process of Japanese modernization. Hiroko analyzes state attempts and policies to intervene into women's bodies and everyday lives to integrate them into the Japanese political economy. Based on Foucault's concept of governmentality the author develops a model to assess reproduction in three forms - economic, biological and socio-political - from 1868 until the present day.

Abstract: Why, from the eighteenth century onwards, did some countries embark on a path of sustained economic growth, while others stagnated? This text looks at the kind of institutions that are required in order for change to take place, and Ringmar concludes that for sustained development to be possible, change must be institutionalized. Taking a global view, Ringmar investigates the implications of his conclusion on issues facing the developing world today.

Abstract: This ethnographic study examines the lives of Japanese workers in small firms and analysis their experiences of working life, leisure and education. This unique case study of the Shintani Metals Company illustrates the ways in which employees lives extend beyond their work. Japanese Working Class Lives provides a valuable alternative view of working life outside the large corporations. Roberson demonstrates that the Japanese working class is more diverse than Western stereotypes of be-suited salary-men would suggest.

Abstract: Comparing Japanese and American interaction, Language, Social Structure, and Culture argues that language use is instrumental in the construction of social structure and culture. In order to ground the work in empirical evidence, verbal interaction in similar situations - Japanese and American cooking classes - is compared. Unlike other studies of verbal interaction, a genre analysis approach is used to examine regular patterns at three levels of language use: interaction, discourse, and grammar. Collectively, these patterns exhibit both similarities and differences across the classes in the two cultures, creating the unique event that has been institutionalized as a cooking class in each culture. In concluding, the author suggests that genre analysis is a useful approach for cross-cultural research in that it provides information about situation-specific language use, but also information about what aspects of linguistic structure are likely to become conventionalized across languages and cultures, across situations, and across time.

Abstract: The issue of how Japanese society operates, and in particular why it has `succeeded', has generated a wide variety of explanatory models, including the Confucian ethic, classlessness, group consciousness, and `uniqueness' in areas as diverse as body images and language patterns. In Ideology and Practice in Modern Japan the contributors examine these models and the ways in which they have sometimes been used to create a sense of `Japaneseness', that obscures the fact that Japan is actually an extremely complex and heterogenous society. In particular, `practice' at the micro-level of society is explored to illuminate or express a broader ideology. The contributors investigate a wide variety of subjects - from attitudes to death to the role of education, from film making to gender segregation - to see what can be said about the phenomenon in particular, what it tells us about Japan in general, and what conclusions can be drawn for our understanding of society in the broadest sense.

Abstract: The Gift of Generations is an inquiry into the different cultural meanings of giving and deserving help in two aging societies. Post-industrial societies today contend with population dynamics that have never before existed. As the number of older people grows, countries must determine how best to provide for the needs of this population. The constraints are real: Fiscal and material resources are finite and must be shared in a way that is perceived as just. As such, societies confront the fundamental question of who gets what, how, and why, and ultimately must reappraise the principles determining why some people are considered more worthy of help than others. This study systematically explores the Japanese and American answers to this fundamental question.
