    Abstract: Madagascar is an island nation located in the Indian Ocean off the south-eastern coast of Africa, and the fourth-largest island in the world. Despite the country's extensive economic opportunities and expansive natural resources, real GDP per capita is one of the lowest in the world. This situation can largely be imparted to decades of political instability and recurring crises, which have severely thwarted development efforts. The time is opportune to leverage the potential of digital technology to support a responsive government and promote a vibrant digital economy. Digital transformation has been described as the fourth industrial revolution, and if harnessed strategically, it can help reduce inequalities, and promote economic growth and high value job creation. It can also improve access to public services and to information, thereby strengthening government accountability and trust in the State. Much remains to be done in Madagascar. Madagascar has already made remarkable progress in the digital economy. Preparation of this diagnostic involved desk research on the areas comprising the five digital economy pillars, as well as several in-country missions during which members of a core research team conducted broad consultations with counterparts, government, the private sector, and user representatives

    Abstract: The planet is becoming increasingly urban. In many ways, the urbanization wave and the unprecedented urban growth of the past 20 years have created a sense of urgency and an impetus for change. Some 54 percent of the world population-3.9 billion people-lives in urban areas today; thus, it has become clear that "business as usual- is no longer possible. This new configuration places great expectations on local governments. While central governments are subject to instability and political changes, local governments are seen as more inclined to stay the course. Because they are closer to the people, the voice of the people is more clearly heard for a truly democratic debate over the choice of neighborhood investments and city-wide policies and programs, as well as the decision process on the use of public funds and taxpayers' money. In a context of skewed financial resources and complex urban challenges-which range from the provision of basic traditional municipal services to the "newer- agenda of social inclusion, economic development, city branding, emergency response, smart technologies, and green investment-more cities are searching for more effective and innovative ways to deal with new and old problems. Better Cities, Better World: A Handbook on Local Governments Self-Assessments is at the heart of this debate.     Abstract: The international development community acknowledges that the SDGs will not be achieved without greater participation from the private sector. Estimates for investment needs in developing countries alone range from USD 3.3 trillion to USD 4.5 trillion per year. Up to 70 percent of the investment gap could come from the private sector, according to international estimates. Engaging the private sector as a financier, operator, service provider, or innovator in the pursuit of the SDGs requires efficiently functioning and competitive markets and effective governments. Such markets only emerge when there is a sufficiently conducive enabling environment that not only addresses market failures through policy reform but also improving underperforming markets through demonstration effects, enhancing competition, innovation, integration and enhancing skills through investments and advisory services.     Abstract: The evaluation examines the development effectiveness of the World Bank Group's support for trade facilitation and identifies lessons for future engagement. The World Bank Group has played a leading role in trade facilitation reform over the past 12 years, having identified lowering trade costs as a crucial means to promote its development agenda. Among its contributions, the Bank Group has been a leading technical partner to the WTO during the Trade Facilitation Agreement (TFA) process throughout the evaluation period. Main findings of the report include: (i) Over the evaluation period, the World Bank Group has demonstrated leadership in facilitating trade through its broad scope of work: (893 interventions of all types) in addition to Advisory and Analytic work, generally targeting countries with the greatest bottlenecks, results, in its contribution to a substantial reduction of international trade costs, and its creation of global public goods through thought leadership, convening power, and its trade facilitation indicators - which contributed to a positive dynamic in reforms. (ii) Most World Bank Group projects supporting trade facilitation reforms achieved their development objective, and all three institutions exceeded their corporate scorecard targets. The World Bank's investment lending appears to be substantially more effective than its policy operations. At the trade facilitation intervention level, the overall success rate averaged 79 percent

    Abstract: Tunisia's has made significant investments in infrastructure, which has contributed to economic growth. The investments have enabled reasonably good access to basic infrastructure services. While access rates are high, the relative quality of Tunisia's infrastructure has deteriorated significantly over the last ten years. State-owned enterprises (SOEs), which dominate the infrastructure sector, receive considerable subsidies and incur notable financial losses. Overall, there is a heavy reliance on external borrowing to fund infrastructure investment, which creates contingent liabilities, and enhances foreign exchange and macro-economic risk.     Abstract: Argentina is characterized by low levels of private credit and persistent labor market rigidities. Furthermore, financial development remained stagnant in Argentina even during episodes of fast economic growth, in stark contrast with the experience of sustained growth accelerations around the world. The goals of the paper are twofold. Firstly, it is concerned with quantifying the productivity losses associated with such low levels of private credit penetration and characterizing its implications for different subsets of firms in the economy. The latter is important in light of various policy interventions aimed at mitigating the impact of low access to credit based on firm-size thresholds. Secondly, it studies the dynamics of hypothetical reforms to credit markets in a context of rigid labor markets, which seems to be the adequate scenario in which structural reforms will have to be implemented, given the stickiness that labor market regulations have shown to reform efforts in the past. It finds sizable productivity losses from financial frictions, in the order of thirteen percent. At the micro level it finds that it is the youngest firms, whose average marginal return to capital is far above the riskfree rate in the economy, that are more prone to become financially constrained. Turning to reform scenarios, we investigate sudden reforms that are implemented abruptly and more plausible reform paths that gradually dismantle financial frictions. In the former, productivity and the investment rate rise sharply on impact, while it also does the rate of unemployment, going from five to almost twelve percent. In the latter, the rise of unemployment is more gradual and less sharp, peaking at seven percent. On the flipside, the investment rate declines on impact, although the contraction is short-lived

    Abstract: The objective of the report is to inform the preparation of a Government Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity in case of electricity tariff increases. The report analyzes patterns of electricity consumption, affordability, poverty and distributional impacts of hypothetical scenarios of tariff increases. It also reviews the current protection mechanism with an electricity subsidy, models the impact of short- and medium-term reform options, and recommends concrete mitigation measures. In accordance with Law No. 05/L-085 on Electricity of 2016, the Government of Kosovo should develop a detailed Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity. Electricity accounts for almost 90 percent of the total energy expenditures of households in Kosovo, and over 97 percent of the energy expenditures of poor households.1 According to the Law on Electricity2, the Ministry of Labor and Social Welfare (MLSW) in cooperation with the Ministry of Energy, Ministry of Finance and in consultation with the Energy Regulatory Office (ERO) and other stakeholders of the electricity sector should develop a social protection program (Program), providing social benefits to ensure the necessary electricity supply to customers in need, or providing for support for energy efficiency improvements, to address energy poverty. Such measures shall not impede the effective opening of the electricity market and its functioning. Customers in need are household consumers, who, due to social status, enjoy some special rights regarding the supply with electricity, to be provided in exceptional cases. Commitment to the development of this Program is taken also with Kosovo's Energy Strategy, and with the requirements of the Treaty of Energy Community as defined by the Third Energy Package3. The Program should propose an approach to identifying the electricity poor who are vulnerable and outline short- and medium-term measures for their protection

    Abstract: This note presents the results of a survey undertaken in Fiji from May to June 2019 with the intention to identify the specific challenges men and women cross-border traders are facing related to trade facilitation at the firm level. Generally, efforts to improve trade conditions, especially relating to women cross-border traders, have been progressing over the years. Yet, there is limited work focusing on trade facilitation initiatives and trade competitiveness interventions aimed at women firms who face trading barriers that are not strictly linked to tariffs or policies. There is a global data gap on the nature of barriers that women traders face related to trade facilitation at the firm level. In fact, the problem is even deeper rooted; there is a global vacuum of knowledge about the exact proportion of cross-border traders that are women. No country, not even the gender equality champions in Northern Europe, can easily confirm the number of women that undertake cross-border trade in their respective countries. A survey designed to collect data on these challenges is being rolled out in the Pacific. Countries in the Pacific Islands region face unique development challenges: they are physically detached from major markets, have small populations spread across many islands and time zones, confront the worst impacts of climate change, and are some of the most vulnerable countries to natural disasters in the world

    Abstract: The Philippine payment, clearing, and settlement infrastructure consists of systemically important financial market infrastructures and retail payment systems. The Philippine payment and settlement system (PhilPaSS) was implemented in 2002 and is operated by the payments and settlements office (PSO) of Bangko Sentral ng Pilipinas (BSP) and the oversight function is with the payment system oversight department (PSOD) of BSP. The rules and regulations for implementation of the national payment systems act (NPSA) have to be notified by the BSP on an immediate basis to provide a high degree of certainty for payment systems in Philippines, including each material aspect of PhilPaSS' activities. The BSP should obtain the approval of the Monetary Board (MB) for the operations of PhilPaSS as laid down under section 8 of the NPSA. It is recommended that BSP issue necessary secondary legislation under the NPSA covering the registration of payment systems. In order to ensure that the current governance framework adequately represents the interests of the relevant stakeholders in PhilPaSS, BSP may take suitable measures such as considering stakeholder representation in the Board Risk Oversight Committee (BROC) or in the digital payments transformation steering committee (DPTSC) for direct participants or alternately constitute user committees and undertake a public consultation process. The MB should establish a clear, documented risk-management framework that includes the PhilPaSS' risk policy, assigns responsibilities and accountability for risk decisions, and addresses decision-making in crises and emergencies. It is accordingly recommended that: (i) the enterprise risk management (ERM) framework to include legal risk, credit risk, liquidity risk, settlement risk, custody risk, and reputational risk for PhilPaSS, apart from operational risk; and (ii) consider strengthening the BROC to enable it to also function as a risk committee for PhilPaSS in addition to its existing role

    Abstract: The Philippines' financial sector is highly vulnerable to climate risks. The country has high exposure to natural hazards (typhoons, landslides, floods, droughts, volcanic eruptions), strong dependence on a climate-sensitive agricultural sector, and vast coastlines where all major cities and the majority of the population reside. Significant systemic vulnerabilities can materialize if large natural disasters affect the capital region. In addition to physical risks, Philippine banks can also be exposed to transition impacts, that is, risks that emerge during the transition towards a more sustainable and carbon-neutral economy. Philippine supervisory authorities should build capacity to better understand and manage climate risks and foster transparency. At the same time, there is opportunity for deepening financial markets for green growth, by addressing several market and institutional barriers. With limits in public spending, there is great need, but also a significant opportunity for the private sector to contribute to green inclusive growth, including finance for climate resilience and mitigation efforts

    Abstract: The securities and exchange commission (SEC) is the main regulator of the capital market in the Philippines, but its resources are insufficient to adequately address its core functions, especially the supervision of capital market participants, and yet it has to address other legal responsibilities unrelated to capital markets. Other agencies also have capital market regulatory responsibilities, creating a fragmented regulatory framework that causes inconsistencies detrimental to the market and to investors' protection. The existence of regulatory arbitrage, supervisory overlaps, and enforcement gaps evidences the need for an active periodic procedure with other financial system regulators to coordinate supervision activities and review unregulated products, markets, market participants and activities. It should include information sharing and analysis of areas where there may be arbitrage, overlap, gaps, and risks to investor protection and market fairness, efficiency and transparency or other risks to the financial system. A clear and consistent risk-based approach for the SEC supervision of capital market intermediaries is needed.     Abstract: Using the most recent household survey data, this paper examines the characteristics of Sudan's labor market as it relates to poverty outcomes. Several important aspects of the labor market are analyzed, including the relationship between labor market indicators and the demographic structure of the population, geographic location, education, and gender. It highlights the significant differences in labor market outcomes depending on the structure and distribution of the population and Sudan's labor market's many challenges across different dimensions, including demography, gender, and geography. The four key messages can be summarized as follows: first, Sudan is at the verge of entering the earl-dividend stage of the demographic transition. Sudan's population, while still very young, is on track to enter into the early-dividend stage of the demographic transition within just a few years, raising the stakes for job creation and investment in human capita. Second, while we find evidence for an increase in employment and labor force participation at the national level, this increase seems to be driven by seasonal labor in agriculture and increasing economic hardship, respectively. In urban areas, however, unemployment increased sharply, especially among youth. And despite the overall increase in employment and labor force participation, Sudan's labor market still underperforms in comparison to its peers. Third, Sudan's labor market is characterized by large gender disparities, including in terms of employment opportunities and pay. Finally, we find no signs of the beginnings of a structural transformation over the time-period author study; agriculture remains the mainstay of a large majority of employed Sudanese. Rather, labor productivity and real wages outside of agriculture declined markedly between 2009 and 2014, especially in sectors with links to the oil economy. The paper offers policy insights to enhance the role of the labor market in reducing poverty and boosting shared prosperity in Sudan, key among which are 1) encouraging private sector growth, 2) overcoming gender discrimination in the labor market, 3) investing in agriculture and re-storing price incentives, and 4) further expanding access to quality education

    Abstract: This is the first comprehensive study in the context of EMDEs that covers, in one consistent framework, the evolution and global and domestic drivers of inflation, the role of expectations, exchange rate pass-through and policy implications. In addition, the report analyzes inflation and monetary policy related challenges in LICs. The report documents three major findings: In First, EMDE disinflation over the past four decades was to a significant degree a result of favorable external developments, pointing to the risk of rising EMDE inflation if global inflation were to increase. In particular, the decline in EMDE inflation has been supported by broad-based global disinflation amid rapid international trade and financial integration and the disruption caused by the global financial crisis. While domestic factors continue to be the main drivers of short-term movements in EMDE inflation, the role of global factors has risen by one-half between the 1970s and the 2000s. On average, global shocks, especially oil price swings and global demand shocks have accounted for more than one-quarter of domestic inflation variatio--and more in countries with stronger global linkages and greater reliance on commodity imports. In LICs, global food and energy price shocks accounted for another 12 percent of core inflation variatio--half more than in advanced economies and one-fifth more than in non-LIC EMDEs. Second, inflation expectations continue to be less well-anchored in EMDEs than in advanced economies, although a move to inflation targeting and better fiscal frameworks has helped strengthen monetary policy credibility. Lower monetary policy credibility and exchange rate flexibility have also been associated with higher pass-through of exchange rate shocks into domestic inflation in the event of global shocks, which have accounted for half of EMDE exchange rate variation. Third, in part because of poorly anchored inflation expectations, the transmission of global commodity price shocks to domestic LIC inflation (combined with unintended consequences of other government policies) can have material implications for poverty: the global food price spikes in 2010-11 tipped roughly 8 million people into poverty

    Abstract: Because malnutrition in early life significantly affects the physical and mental development of children, addressing malnutrition is fundamental to the development of Vietnam's human capital. Economic development of the nation depends on the strength, resilience, and intelligence of its workforce. Governments dedicate millions of dollars annually to health and education, recognizing that individual losses in productivity may run as high as 10 percent of lifetime earnings and that as much as 11 percent of GDP could be lost each year in Asia and Africa due to undernutrition.The ethnic minority groups living mainly in the northern midlands and in the mountainous and central highlands regions are consistently more undernourished than the Kinh majority. Despite decreases in stunting, the prevalence of stunting among ethnic minority children is still twice that in the Kinh ethnic group. There has been an overall decline in wasting of 1.7 percent between 2000 and 2011, although only the richest quintile showed a significant reduction (3.4 percent). These data, along with an overall decrease in the prevalence of wasting and stunting, indicate an increase in nutrition inequality between 2000 and 2011. Moreover, it is noteworthy that the ethnic minority groups constitute the majority of the undernourished populations in most of the 10 provinces with the highest rates of stunting among children under 5 years old.This analytical report describes the very high rates of malnutrition among ethnic minority populations in Vietnam. It assesses the determinants and causes, using a causal framework and systems analysis; reviews current commitments and policies directed at reducing disparities in malnutrition; examines implementation of nutrition-specific and nutrition-sensitive interventions, particularly those that require multisectoral coordination and collaboration; draws conclusions based on the analysis; and recommends how policies and programs can be strengthened to reduce inequities and fulfill the economic potential of all ethnic groups

    Abstract: Approximately 4.1 million people live in the three states of the Yucatan Peninsula: Quintana Roo, Yucatan, and Campeche. Some 30 municipalities are in a coastal territory of almost 2,000 linear kilometers, from the oil fields of the Gulf of Mexico to the world-renowned beaches of Cancun, just north of the second-largest barrier reef in the world. The peninsula's natural assets also include notable Mayan temples. With poverty far from eliminated, and with economic development opportunities beckoning in agriculture, manufacturing, and hydrocarbon development, the region is under growing risks from environmental hazards. Oil spills, hurricanes, coral bleaching, extreme flooding, and erosion have all been experienced in this region over the past decade. Based on preliminary identification of environmental priorities, Opportunities for Environmentally Healthy, Inclusive, and Resilient Growth in Mexico's Yucatan Peninsula explores selected topics that aim to inform decision making in the region. A general context of integrated coastal zone management is used to explore issues, constraints, and potential solutions, and the role of geomorphology is examined with a view to identifying how shore management plans can contribute to improved coastal management. Economic studies find that the main environmental health risks in the peninsula result in more than 1,000 premature deaths every year and in more than 9.36 million days lost to illnesses. These risks generate substantial economic losses, representing 2.2-3.3 percent of gross regional income. Scenarios relating to the economic cost of extreme weather events generate similar levels of damages: 1.4-1.5 percent of GDP in 2020 and 1.6-2.3 percent of GDP in 2050. A social accounting matrix examines the social and environmental interconnectedness to the various parts of the economy, and an institutional analysis considers the mandates of existing institutions in the states, and of the contribution that regulatory measures may make to environmentally sustainable development without undermining economic growth prospects

    Abstract: In 2016, the Government of Bulgaria (GoB) decided to initiate spending reviews (RS) to improve the efficiency and effectiveness of its spending in the context of a moderate fiscal consolidation process. Although Bulgaria has one of the lowest overall spending in the European Union (EU), spending outcomes lag those of other EU member states. In the case of waste management, Bulgaria spends the most among comparable EU countries, but outcomes could be significantly improved. Still a large part (48 percent in 2016 ) of municipal solid waste generated is landfilled even though waste management infrastructure is under development. To help address these challenges the Ministry of Finance (MoF) requested analytical and advisory support from the World Bank. Such support was intended to identify spending pressures and potential efficiency and effectiveness gains in waste management. In contrast to most spending reviews, where saving targets are identified upfront and the primary objective is to find ways of reducing the budget, the primary objective of this review is to increase performance and use any savings derived from efficiency gains for additional priority spending on waste management. A secondary objective is for this SR to help increase the transparency of spending on waste management, as information on spending categories by activity and municipality has not been analyzed until now

    Abstract: The Debt Sustainability Analysis (DSA) using the revised joint IMF/WB Debt Sustainability Framework for Low Income Countries (LIC-DSF) shows that Cambodia remains at low risk of external debt distress. All debt burden indicators are projected to remain under their indicative thresholds under the baseline and the shock scenarios. While the overall risk of debt distress is low, the analysis indicates that debt sustainability is vulnerable to export and growth shocks, and the materialization of contingent liabilities. Furthermore, the public and publicly guaranteed (PPG) debt-to-GDP ratio is projected to rise by more than 10 percentage points during the next decade due to projected large fiscal deficits in the medium term. These findings reinforce the importance of implementing reforms to increase the economy's resilience to external shocks and encourage export and economic diversification. Efforts to mobilize fiscal revenue, to strengthen the Public Investment Management framework (including for PPPs) and further enhance monitoring of PPP and financial sector risks, as well as introduction of a debtbased fiscal anchor, are necessary to ensure debt sustainability in the medium term

    Abstract: After experiencing exceptional economic growth in the 2000s, Kazakhstan's economy has slowed sharply since the global financial crisis, putting development achievements at risk. The economic slowdown has been caused by sharply lower commodity prices, and structural degradation of the economy. Kazakhstan's productivity growth has steadily fallen over the past two decades. Falling within-sector productivity improvements are the driving force behind Kazakhstan's productivity slowdown. The private sector is significantly constrained and does not exhibit many important features of healthy private sectors worldwide. Empirical evidence suggests that business entry rates are relatively low in Kazakhstan, even controlling for the structure of economy. The evidence shows that new (and small) firms are more productive than older (and larger) firms. The corrosive patterns must be corrected to revive productivity, which is essential for higher economic growth - since higher investment cannot substitute for productivity growth in the long run. The first policy imperative is to level the playing field for all firms - well-connected or otherwise. The second policy is to strengthen the rule of law and to deal more aggressively and comprehensively with corruption. Third, the governments will need to introduce structural changes in the economy to boost private investment and reduce a disproportionately large role of the state in the economy

At the same time, land use, land-use change and forestry (LULUCF), and agriculture sector account for approximately 93 percent of the country's carbon footprint. The Government of the Republic of Zambia (GoZ) is integrating climate change concerns into its agriculture policy agenda. Under its Zambia climate-smart agriculture (CSA) strategy framework, the GoZ is promoting the rollout of CSA practices that will sustainably increase productivity, enhance resilience, and reduce or remove greenhouse gas (GHG) emissions. The CSA investment plan (CSAIP) aims to identify and fill knowledge gaps about CSA's local- and national-level benefits, specifically under climate change, inform policy development, and prioritize investment opportunities. The World Bank collaborated with the GoZ to develop a CSAIP intended to support the operationalization of the country's climate commitments toward development of a productive, resilient, and low-emission agriculture sector. The CSAIP development began with a participatory process that identified the agriculture sector's policy goals. This report takes the next step by assessing the impacts of a suite of CSA practices on achieving the sector goals and on household welfare. The report concludes with recommendations and proposals for future CSA investments

    Abstract: Cambodia's openness to trade and financial flows has fueled one of the fastest credit growth episodes in Asia.A remarkable expansion in formal microfinance lenders contributed to increased access to credit. Since the promulgation of the National Strategy for Microfinance in 2007, Cambodia's microfinance sector has expanded rapidly, with both assets and credit growing at annualized rates of over 40 percent. While access to credit has helped ease financial constraints for households, one key concern is how the cost of credit and increased exposure to risk might affect household welfare. At the household level, low financial literacy could result in poor borrowing decisions and heighten risks. There are concerns that households may be over-borrowing and increasing their exposure to risks, as there are signs that the market is already highly saturated, given estimated absorption capacity at this level of development. This policy note assesses the impact of access to credit on household welfare in Cambodia and providesevidence on the drivers of the cost of credit in the microfinances sector. To fill the existing knowledge gaps, this policy note uses the latest available data from official sources to provide evidence on (i) the impact of microcredit on household welfare, (ii) profitability and cost of credit in the microfinance sector, and (iii) the effects of the interest rate cap in the sector. This note ultimately presents a series of policy options aimed at facilitating affordability and reducing the cost of credit, while maintaining sector profitability and minimizing risks (both for households and the financial system).     Abstract: Ethiopia has experienced remarkable economic success in recent years. In the past decade, its average annual growth rate far exceeded the regional average, at slightly over 10 percent relative to a regional 5 percent. Despite significant economic growth, however, women continue to face significant barriers in the workforce. The unmet potential of women in the workforce is intrinsically linked to a lack of opportunities for women in education, health, and human rights. This report presents evidence on the mechanisms underlying gender gaps in the Ethiopian workforce. Using data from the 2011-2016 Ethiopia socioeconomic surveys, this report provides a detailed understanding of the constraints faced by female farmers, entrepreneurs, and employees. To that end, the diagnostic makes four key contributions: first, this report provides an overview of the labor force in Ethiopia and identifies the factors that predict whether, how much, and in what sector an individual works. Second, this report uses Oaxaca-blinder decompositions to measure and account for gender gaps in economic outcomes in agriculture, self-employment, and wage labor. Third, this report identifies the links between labor market skills, social norms, and gender gaps in the Ethiopian workforce.     Abstract: This policy note is an attempt to systematically analyze and document emerging trends in the evolution of students' learning outcomes in Tanzania's primary schools. The note is based on two rounds of the Service Delivery Indicators Survey in Tanzania, 2014 and 2016, and provides guidance to the Government on: (1) regional, district and school-level variations in gains in pupil achievement scores; (2) student, teacher and school level factors associated with learning outcomes; and (3) key observable factors associated with highest gains in test scores. The good news is that the Government's concerted reform efforts are showing positive results in quality of schooling: test scores in English, Math, and Kiswahili for Standard four pupils have improved significantly over time. They have improved all across Tanzania, with largest gains registered in disadvantaged targeted districts (EQUIP-T3), followed by rural areas. Low-performing regions are catching up as the impacts of several large-scale investment programs are taking root. These improvements in test scores appear to be associated with improvements in teacher effort and subject knowledge. Rising pupil-teacher-ratios pose risks to continued learning improvements, particularly as the Government is preparing for rapid expansion in enrolments in the wake of the Fee-Free Basic Education Policy. Students tested for 2016 will be entering Form 1 secondary in 2018-19. For the improvements in learning at the primary level to have maximum impact, particularly in disadvantaged regions supported by EQUIP-T, they will require immediate attention to and investments in secondary schools to take these students through the full cycle of quality basic education promised by FFBEP. Female students, overage students, and non-native Kiswahili speakers continue to lag behind in learning, posing threats to the long-term equity of the system. Careful measurement of teacher practices at secondary level can provide ways to supportteaching behavior conducive to the well-being of these children

The nexus maybe seen through synergies via common frameworks, platforms and systems utilized. The Philippines continues to tackle the problems of poverty and vulnerability among its 100 million population. It lies in the "Pacific Ring of Fire" and is visited regularly by typhoons, ravaged by flooding, and occasionally hit by destructive earthquakes. It also has two long running conflicts with rebel groups that have displaced thousands of its citizens in hot areas. Despite being a middle income country and owing to the recurrent nature of crises, the country has a permanent presence of humanitarian actors (UN agencies, international, and national NGOs) ready to complement government efforts during emergencies. This specific case study showcases the linking of humanitarian assistance and social protection in two instances where cash transfer for relief and recovery by humanitarian agencies, the World Food Programme (WFP) and United Nations Children's Fund (UNICEF), successfully "piggybacked" on the Pantawid Pamilya Pilipino Program (4Ps), a lead social protection programme of the Department of Social Welfare and Development (DSWD), during the aftermath of typhoon Haiyan (2013)

    Abstract: Following a couple of decades of offshoring, the fear today is of reshoring. Using administrative data on Mexican exports by municipality, sector and destination from 2004 to 2014, this paper investigates how local labor markets in Mexico that are more exposed to automation in the U.S. through trade fared in exports and employment outcomes. The results show that an increase of one robot per thousand workers in the U.S. - about twice the increase observed between 2004-2014 - lowers growth in exports per worker from Mexico to the U.S. by 6.7 percent. Higher exposure to U.S. automation did not affect wage employment, nor manufacturing wage employment overall. Yet, the latter is the result of two counteracting forces. Exposure to U.S. automation reduced manufacturing wage employment in areas where occupations were initially more susceptible to being automated; but exposure increased manufacturing wage employment in other areas. Finally, the analysis also finds negative impacts of exposure to local automation on local labor market outcomes

Today, over 20,000 desalination plants in more than 150 countries supply about 300 million people with freshwater every day.     Abstract: Nigeria's emergence from recession remains slow: real GDP grew by 1.9 percent in 2018. While this was above the 0.8 percent growth of 2017, it was below the population growth rate, government projections and pre-recession levels. The oil and gas sector reverted to contraction from the second quarter of the year and the non-oil economy was thus the main driver of growth in 2018. While agriculture slowed down significantly due to conflict and weather events, whose effects were not counteracted by direct interventions by the Central Bank of Nigeria (CBN), non-oil, non-agricultural growth, which remained negative up to the third quarter of 2017 strengthened through 2018 - but remained weak - with services (primarily ICT) resuming as the key driver. As the oil sector is not labor-intensive, and the non-oil economy was still relatively weak, nearly a quarter of the work force was unemployed in 2018; and another 20 percent under-employed. With 3.9 million net entrants into the labor force (now 90.5 million people) during 2018 (up to September) (4.5 percent growth), but virtually no growth in the stock of jobs, unemployment rose by 2.7 percentage points since end-2017, and more than doubled compared to the pre-recession levels (9.9 percent in Q3 of 2015)

    Abstract: Land administration in Sierra Leone is a complex issue. The current process of registration in Freetown is ineffective and disorganized, leading to a widening gap in the credibility of both the cadaster and registry. Surveying quality is inadequate due to lack of trained surveyors in modern electronic surveying and mapping techniques, and a shortage of equipment. Most of the confusion and contradictions dominating the typology of land issues in the provinces emanates from the general absence of well-established cadastral boundaries. The new national lands policy of Sierra Leone aspires to gradually formalize land transactions while respecting the customary systems. Mandatory land transaction recording and registration can be an effective step towards the implementation of land related policy. In parallel, communication and sensitization campaigns will be carried out to avoid situations where ignorance of the requirement to register land on a first served basis may violate the rights of genuine land owners because their land can be registered to somebody more familiar with the system. Government decentralization and empowerment of municipalities should improve the process efficiency. A Crucial requirement in order to build an effective and modern land administration and management system is to abandon the manual recording system and move towards a digital and computerized one

    Abstract: On average, Vietnam has achieved remarkable improvements in nutritional status in recent decades, but improvements in national aggregates mask wide disparities and a persistent 'very high' burden among disadvantaged ethnic minority groups. Between 2000 and 2010, national stunting rates dropped from 36.5 percent to 24.2 percent. The decrease from 2010 to 2015 was not as great, but when the 2015 data are disaggregated according to ethnic group, the Kinh majority has a prevalence of 17.7 percent, whereas the prevalence in other ethnic groups is 32.0 percent. This pattern repeats itself for the prevalence of underweight (a significant drop nationally from 33.8 percent in 2000 to 14.1 percent in 2015 but a 9.7 percent prevalence in the Kinh ethnic group in 2015 versus 21.9 percent in other ethnic groups) and wasting (a decrease from 8.6 percent to 5.6 percent in national prevalence from 2000 to 2015 but a 9.1 percent prevalence for Kinh versus 5.5 percent for other ethnic groups (WB Assessment 2012). The gap between the ethnic majority and minority has persisted despite the multiple government programs aimed at reducing it. As the economy has evolved from predominantly agriculture to a mix of agriculture and technology, the requirements of the workforce have changed as well. Manual labor is still necessary but no longer enough. The need is for intelligent, highly educated and skilled workers. All of these attributes are the product of a healthy, well-nourished population. Deficiencies in nutrition and health, lower levels of education, lack of language skills in the national language, and inability to migrate to jobs in urban centers of ethnic minorities have further hindered their ability to narrow the gap in nutrition and economic well-being

Guatemala is located in one of the most hazard prone regions, threatened by earthquakes, volcanic eruptions, landslides, fires, hurricanes, and floods. Additionally, other hazards such as fires usually affect ancient structures, becoming one of the main hazards to specific cultural heritage assets. However, natural hazards only lead to disasters when its effects negatively affect human life, and the consequences depend on the vulnerability of the assets and population exposed to these hazards. The concept and practice of Disaster Risk Management (DRM), understood as a safe development strategy, has evolved during the last decades from an approach focused almost exclusively on disaster response, towards a broader approach focused on risk understanding, prevention, and reduction, without demeriting the importance of having strong preparation and response systems. However, other priorities generally relegate cultural heritage in the agenda of local and national governments, and disaster risk plans do not include heritage, leaving at risk areas, buildings or other assets of high historical value. In this regard, conducting risk assessments and establishing risk mitigation and emergency preparedness measures is fundamental. In case of emergency the priority is always to save lives, but in a second moment, acting quickly on cultural heritage is essential to preserve legacies that could otherwise be lost forever

    Abstract: Montenegro became a Party to the WHO Framework Convention on Tobacco Control in 2006 and ratified the Protocol to Eliminate Illicit Trade in Tobacco Products in 2017. Tobacco excise hikes, undertaken in Montenegro in 2009-2011, were successful both in fiscal and public health terms. Revenues from tobacco excises rose from about 4 million in 2007 to 44 million euro in 2011. Annual cigarette sales declined from more than 1.5 billion cigarettes in 2008-2011 to less than 1 billion cigarettes in 2014 and further years. However, in 2013-2016, tobacco excise increases were too small to reduce tobacco affordability and tobacco sales, and tobacco revenues did not change much. In August 2017, Montenegro adopted an ambitious plan of excise tax increases; however, the tobacco industry responded with series of hidden actions (forestalling and price over-shifting) which temporarily reduced tobacco excise revenue in early 2018. As the next high increase of excise rate was scheduled for January 2018, and at the same time, VAT rate increased from 19 to 21, the industry substantially increased cigarette supply in the second half of 2017 and sharply reduced it in early 2018 as it already had in stocks large numbers of cigarettes for which excise was paid in 2017. The excise revenue substantially increased in late 2017, but declined in early 2018 despite the excise rate increase. The industry organized the media campaign to persuade the government that this revenue decline was allegedly caused by tax-driven growth in cigarette smuggling (while no rigorous evidence of such growth was presented), and the only way to fight smuggling is the reduction of cigarette excise. From September 2018, the excise rates were reduced, while they are still higher than those planned before 2017. The plan of annual tobacco excise changes until 2025 was already adopted by authorities, but the proposed changes have rather low potential to reduce the tobacco consumption and to increase government revenue. The expected total excise rate in 2025 will be below 90 euro (minimum EU level). Montenegro is able to conduct a more aggressive and successful tobacco taxation policy which can both reduce tobacco consumption and increase tobacco revenue

A framework for analysis of preconditions and capital markets development has been developed to guide reforms in small economies. A pilot of the methodology in Serbia helped further advance the framework and adapt it to the realities that small economies face. The framework for analysis of the preconditions and capital markets is outlined in Annex two. The practical guide focuses on both necessary preconditions and on relevant specific issues in capital markets development.     Abstract: In 2018, Indonesia's coordinated and prudent macroeconomic policy framework underpinned steadyeconomic growth, amid global volatility and several natural disasters. Real GDP growth strengthened to 5.2 percent yoy in 2018 from 5.1 percent in 2017. Growth decelerated only slightly in Q1 2019, to 5.1 percent yoy. Quarterly GDP growth has been broadly stable, remaining within a narrow range of 4.9-5.3 percent yoy for 14 consecutive quarters. The drivers of growth shifted in Q4 2018 and Q1 2019, as investment growth decelerated from multi-year highs, and both private and government consumption picked up. Investment slowed because of inventory destocking and easing fixed investment growth due to delays in new public projects in response to current account concerns, political uncertainty ahead of the general elections, and deteriorating prices of thecountry's key commodity exports and a maturing investment cycle in the mining sector. On the other hand, growth of private and government consumption gained on stronger spending by political parties and civil servant bonuses. Private consumption was also supported by low inflation and abuoyant labor market. Indonesia's oceans can be leveraged to make a larger contribution to the economy, both through higher revenues from tourism and fisheries and by enhancing resilience to natural disasters and climate change. This edition therefore discusses the importance of the maritime economy to Indonesia's economic development and presents the challenges and opportunities the country faces in leveraging the maritime economy for greater prosperity

    Abstract: The purpose of this analysis is to provide a snapshot of exclusion based on SOGI in Sao Tome and Principe (STP) and the opportunities for SOGI inclusion especially in the tourism sector. The main questions for the reader to consider are: Why is the World Bank involved in SOGI? How can STP benefit from SOGI inclusion? What can be done to ensure SOGI inclusion in STP?     Abstract: Oceans are an important source of wealth, at least 3 to 5 percent of global GDP is derived from the oceans, but their overall health is reaching a tipping point. Close to a third of fish stocks are fully fished or overfished, climate change is impacting coastal and marine ecosystems through a variety of vectors, unbridled development in the coastal zone is causing erosion, widespread desalination in semi enclosed seas is threatening fauna and flora alike, and marine pollution, particularly from land-based sources is reaching such a proportion that its impacts cannot even be accurately measured. The role of healthy oceans in stabilizing climate and keeping the planet cool is now better understood, and increasingly given the prominence and visibility it deserves in the global action arena. It is also known that business as usual in the different economic sectors associated with coastal and marine ecosystems will have great environmental and social impacts, which are expected to disproportionally affect vulnerable groups of the population, particularly women and girls. This is reflected in Sustainable Development Goal (SDG) 14 - Life Below Water, which calls to conserve and sustainably use the oceans, seas, and marine resources for sustainable development. In this context, the concept of the Blue Economy is particularly relevant and applicable to STP. Different institutions have different definitions of the Blue Economy, which is understood by the Bank as the sustainable and integrated development of oceanic sectors in healthy oceans. There is growing recognition that overfishing, marine pollution, and coastal erosion, among other issues, are pushing oceans to a tipping point to the detriment of the millions who depend on healthy oceans for jobs, nutrition, economic growth, and climate regulation.     Abstract: The purpose of this background note is to give an overview of the literature on output volatility and economic growth, assess output volatility and its impact in Sao Tome and Principe (STP). This note is organized in four sections, besides this introductory part. The second section reviews the literature on the impact of output volatility on economic growth. The third section discusses different measures of volatility, calculating volatility for STP across different periods, and compares them to peer countries. The last section offers some policy recommendations. Output volatility and its relationship with growth have been a hot topic in economic research literature for a long time. There is significant controversy about how economic volatility1 affects economic growth. Although the link between economic growth and volatility is theoretically ambiguous, a negative impact of economic volatility on output growth dominates the empirical literature. This negative relationship also holds with newer and better datasets, advanced econometrics methodologies, and for specific country groups. There are three mains messages in this note. The first one is that volatility affects growth as supported by the literature review and the econometric estimations carried out in this note. The second one is that STP is a volatile country, although volatility of GDP growth and inflation has declined over time and are in line with peers. On the other hand, STP still faces higher volatility on current account balances and net lending and borrowing than its peers. The third message is that, on average, a fifty percent increase in volatility translates into a 25 percent decrease in GDP per capita growth rates. Finally, policy measures aimed at diversifying exports in terms of goods and markets, reduce the reliance on external finance and fiscal rules can help cushion the volatility and reduce its impact

    Abstract: Is it sustainable for Sao Tome and Principe to have a large current account deficit and a fixed exchange rate peg? Sao Tome and Principe (STP) pegs its currency, the dobra, to the euro and has both persistent current account deficits and a persistent inflation differential with the Euro Area. In other countries, these characteristics have proved to be unsustainable over time, as rising debt and a worsening trade imbalance leads to the abandonment of the peg. This note examines whether this might be the case in STP, and finds that, despite some vulnerabilities, there does not appear to be an immediate threat to the peg, as the country's current account deficits seem to be determined not by its trade balance but by its capital balance, which is largely sustained by inflows of aid and remittances. This background note has four sections: the first examines the general theoretical conditions for the sustainability of exchange rate pegs, the second assesses whether these conditions exist or are relevant for STP, a small, open economy with a small financial sector, and the third provides analysis of the drivers of the country's current account deficit.     Abstract: The Kenyan government remains committed to a planned fiscal consolidation pathway, which should help contain public debt stock at a sustainable level. Nonetheless, there are significant challenges stemming from a slowdown in revenue collection, a growing demand for transfers to county governments, and the need to fund the big four agenda. These issues raise the probability for fiscal slippages, requiring adequate mitigation to safeguard macroeconomic stability. This report provides an overview of the challenges in revenue mobilization, the size and composition of the national government expenditures, and the efficiency of this spending over the last five years. The analysis identifies options for supporting ongoing fiscal consolidation and creating fiscal space for the big four and broad public services delivery. There are three key messages: first, Kenya's tax revenue as a share of gross domestic product (GDP) has decreased and decoupled from the growth in the economy, suggesting some important constraints to enhancing revenue collection.     Abstract: This report updates the assessment of the performance of the social protection (SP) system in Russia, using the 2014-2017 rounds of the Survey on Incomes and the Participation in Social Programs (VNDN in Russian) by the State Statistic Service of the Russian Federation (Rosstat), the largest household annual monitoring survey in Russia, and the main source of official data on poverty. The 2017 VNDN Survey round has a sample (about 150,000 households) that is 3 times larger than its standard sample size and it allows for a comprehensive assessment of the SP system performance both at the national and the regional levels. The context for the update is the 2018 May Decree by the President of Russia5, which defined the new strategic goals for socio-economic development and poverty alleviation in Russia. The Decree put human development and poverty reduction at the center of the Russia's development strategy over the medium term. to achieve the May decree goals by 2024, the Government developed 12 National Projects, particularly in health, support to families and education, and allocated significant resources for their implementation. The national goals include halving poverty, increasing the quality of education and improving health status to extend longevity and economically active life. For social protection, the objectives pertain to higher efficiency and effectiveness, greater share of resources directed to families in need of assistance, better performance results and stronger alignment with human development goals. More recently, the Ministry of Labor and Social Protection launched a series of regional pilots to inform decisionmakers on good practice examples in implementing the reform in the regions.     Abstract: This country brief presents an overview of current tobacco control legislation, use, and taxation policy in Vietnam. Data and information were collected from different sources. The brief is intended to serve as the context for complementary assessments on different aspects of tobacco taxation in the country to be shared with government teams and other national and international stakeholders. Vietnam is a party of Framework Convention on Tobacco Control, and its legislation contains several effective measures aimed to curb the tobacco epidemic. There is a growing consensus in the country about the need for the government to strengthen tobacco control to protect the population from health risks associated with tobacco use. However, the state-ownership of tobacco industry poses a major paradox within the government that benefits from the manufacturing of tobacco products and is also responsible for controlling tobacco consumption.The prevalence of smoking is high, especially among men. Although it was the highest in the world in the 1990, it has substantially declined since that period. However, over 35 percent of men are still regular cigarette smokers. While fewer than 2 percent of women smoke, women and children are exposed to high levels of second-hand smoke at home and in public places, and this exposure also harms and kills. It is estimated that 40,000 people are dying prematurely each year in Vietnam from tobacco-related diseases. In Vietnam, as in other countries across the world, smoking-related illnesses cost millions of dollars each year, both in terms of direct medical costs and productivity losses, imposing a heavy economic toll on households and governments

    Abstract: This Country Partnership Framework (CPF) provides the main elements of the cooperation between the Republic of Tajikistan and the World Bank Group during the five years spanning FY19-23. The CPF builds on the Country Partnership Strategy (CPS) of FY15-18, and incorporates the Implementation Note (IN) for the IDA18 Risk Mitigation Regime (RMR). The overarching goal of the CPF is to support Tajikistan in adopting policies geared towards reducing poverty and promoting shared prosperity in a sustainable manner. to this end, the CPF is aligned with the National Development Strategy (NDS) and the Medium-Term Development Program (2016-20) of the Government of the Republic of Tajikistan. CPF priorities have been informed by consultations with key stakeholders.This CPF has been developed at a critical time for Tajikistan, with several external changes having opened a window of opportunity; taking advantage of these would substantially enhance the country's growth trajectory and increase resilience. Changes include the recent opening of borders with China and Uzbekistan during 2016-17 and increased trade with Afghanistan, reversing more than a century of adverse historic developments. These developments have reopened nearby export markets and reduced the costs of trading with new markets. to succeed in this potentially transformative move towards an economy integrated with neighbors and wider markets, Tajikistan will need to address principal structural, macroeconomic, and environmental legacy issues. Going forward, fiscal constraints, persisting inequalities, and a deceleration in poverty reduction call for an urgent upgrade of policies. Adopting policies that ensure opportunity for all, allow for more openness and accountability, protect the poor, and address inequalities will reduce fragility, increase resilience, and improve citizens' standard of living

    Abstract: Cocoa is essential to Cote d'Ivoire. This sector mobilizes close to one million producers who provide income to five million persons (one-fifth of the country's population) in order to meet 40 percent of global supply. Cocoa is also the country's leading foreign exchange earner and is among the sectors making the biggest contribution to government revenue. In short, cocoa plays a central role in Ivorian society and in the lives of many families. However, despite its importance to the Ivorian economy and society, the cocoa sector is not fully playing its role as the engine of economic development. Some even go so far as to cite the curse of 'brown gold,' for at least three reasons. First, more than half of producers live below the poverty line-on less than CFAF 757 (roughly 1.2 US Dollar) a day. Second, the price paid for the expansion of cultivated areas in recent decades has been the destruction of virtually all the country's forests. Third, Cote d'Ivoire has not yet managed to increase its share (between 5 and 7 percent) of the profit made along the cocoa-chocolate global chain. Given this situation, it is not surprising that cocoa is at the center of a host of economic policy discussions in Cote d'Ivoire and that the Government has sped up its deliberations aimed at improving the performance of the sector, in particular through the Abidjan Declaration signed jointly in 2018 by the Presidents of Cote d'Ivoire and Ghana, which seeks to harmonize their policies and thus maximize their profit (these two countries account for approximately 65 percent of global production). After analyzing the most recent trends in the Ivorian economy, this ninth economic update for Cote d'Ivoire therefore focuses on how the cocoa sector could support the structural transformation of the country and, in so doing, promote greater economic and social inclusion

    Abstract: Today about 676 million urban residents, many of them poor, do not have access to the Joint Monitoring Programme (JMP) definition of "safely managed" water supplies. They receive an off-grid water supply service that is not safely managed, accessible, or affordable, and thus not compliant with Sustainable Development Goal (SDG) 6.1. If the rate of providing piped supplies over the last 15 years continues for another 15 years, and the urban population increases as projected by 1.2 billion, then the current 676 million will be joined by a further 300 million by 2030. Therefore, by 2030, nearly 1 billion individuals, primarily in South Asia and Sub-Saharan Africa, will be forced to rely on off-grid supplies that are not safely managed. These troubling numbers exclude the significant population classified as rural but live on the periphery of urban areas and have urban characteristics and aspirations. Not only are off-grid customers increasing but they are also concentrated in the poorer segments of society. An analysis of 75 low-income countries (LICs) in Asia, Africa, and Latin America shows that more than 68 percent of these customers come from the bottom two wealth quintiles (the poor and the poorest). Within these regions, many countries (24 of these 75 countries) have more than 80 percent such off-grid users from poor and poorest categories. The sector's single-minded focus on piped service delivery is insufficient to meet the challenges of providing safe water supplies due to endemic governance, efficiency, and financing challenges. These problems, coupled with policy, land tenure, and related issues in the broader urban environment, all conspire to leave poor households without access to piped water supplies-a problem that will continue. A laissez-faire attitude prevails in the sector, leaving off-grid customer to fend for themselves. Traditional (piped) solutions alone will not achieve SDG 6.1 by 2030 in providing safely managed water that is accessible at the household level and is affordable to customers. It is critical to re-examine the traditional focus on adding piped connections. Policy makers and others in the sector should explore how off-grid solutions could be "reimagined" as a complementary solution

    Abstract: Mozambique has a low average yield of raw cashew nut (RCN) of 3 kg/tree. The latest census of agriculture in 2015 estimated that 1.33 million households owned cashew trees. Another 30,000 households were involved post-harvest. One-half of RCN production sold was processed in 2015, up from 1/3 in 2008. A large share of cashew exports are raw nuts, mostly 'informal' (no tax). In 2017, national production was only two-thirds of 1972, when Mozambique was the world leader in cashew exports. An export tax was imposed on RCN exports in 2001, currently 18 percent of the F.O.B. price, to promote domestic processing. Key challenges for production include replacing aging trees with improved root-stock and stepped-up anti-fungal spraying. Industrial processing now comprises 15 factories employing 17,000 workers, 57 percent of whom are women. Main recommendations are: a multi-stakeholder Platform to periodically review cashew developments; smallholder participation in producer organizations; privatization of seedlings distribution and tree-spraying without subsidies; public and private commercial infrastructure (warehouses, transportation, access roads); accessible international market and technical information; using cashew shells to generate energy; using cashew apple to produce packaged fermented beverages; and a cross-Ministry push on food safety protocols for cashew

    Abstract: A thriving region until the early 1990s, Slavonia, the eastern region of Croatia, has been confronted with stagnation and decline, ageing and outmigration as well as impoverishment ever since. This followed Croatia's homeland war of 1991-1995, with Slavonia one of the frontlines, economic restructuring of its state-led economy during the 1990s and 2000s and the global economic crisis of the late 2000s. More recently, after Croatia's EU accession in 2013 and coinciding with the economic upswing since 2014 in Croatia and the EU, Slavonia's labor market has started to tighten, with registered vacancies now exceeding the number of job seekers for highly educated as well as some unskilled and semi-skilled occupations. However, inactivity and unemployment remain high. In 2017, the share of the working-age population in work was only 51 percent, 10 percentage points below the rest of Croatia (61 percent) and 17 percentage points below the 2017 EU28 average. A legacy of war, limited availability of care services, and especially lower education levels explain an important part of Slavonia's much higher inactivity and unemployment. On the demand side, labor productivity in Slavonia's firms is systematically lower than in the rest of the country (except in agriculture and forestry), also consistent with Slavonia's sizeablewage gap. This, together with general disenchantment of the Slavonian population with the economicand business environment, has prompted outmigration. At the same time, a small number of firms alsooutperform their sectoral competitors elsewhere in Croatia, signaling Slavonia's potential.Looking ahead, private sector job creation remains a top priority, especially focusing on Slavonia's lower educated, who make up the bulk of the unemployed and inactive. This especially requires a reduction in the regulatory burden and an increase in Slavonian firms' competitiveness, which will also help to close the substantial wage gap with the rest of Croatia. Given the large share of its population in agriculture and forestry-related activities (close to 30 percent), Program Slavonia's current focus on agriculture and forestry is clearly warranted. With Slavonia's longstanding history and labor force experience in manufacturing and the rising number of vacancies in this sector, so is attention to manufacturing

    Abstract: Somalia is on the path to political and security stabilization after more than two decades of civil war and conflict. Opportunities to ensure a development trajectory face many challenges since the country remains a fragile state subject to multiple shocks. Widespread poverty and food insecurity is a recurring developmental issue. Displacement is a key feature of modern Somali history linked to multiple drivers, including recurrent exposure to internal conflict and environmental hazards. Somalia is urbanizing rapidly due to large-scale forced displacement and economic migration that have driven large numbers of Somalis toward the urban areas. Remittances are central to the Somali economy and provide a lifeline to some segments of the population but not the most vulnerable. The World Bank implemented the second wave of the Somali high frequency survey (SHFS) in 2017-2018. This report is based on the most recent and first extensive household survey, wave 2 of the SHFS. The report is organized into six chapters. The first chapter presents an updated profile of monetary and nonmonetary dimensions of poverty for the Somali population, including the nomadic population. The second chapter explores in more detail spatial variation, with a focus on urbanization. The third chapter examines the impact of the 2016-2017 drought on livelihoods to identify the populations at risk and the factors that protected households against its negative effects. The fourth chapter provides an in-depth analysis of the internally displaced populations to identify displacement-related needs and to inform durable solutions. As a reaction to the analysis of poverty and vulnerabilities, the fifth chapter focuses on social protection as a means of promoting equity and building resilience against the effect of shocks on livelihoods.     Abstract: As a key pillar of the Ugandan economy, the agriculture sector is a critical driver of economic growth and poverty alleviation. Uganda's agricultural sector is dominated by smallholders with low levels of productivity. The agriculture sector is highly exposed to co-variant risks, which include weather, biological, infrastructure (post-harvest loss), price, and market risks. This plethora of risks suppresses appetite for investment in the sector. Despite the sector's contribution to the economy, farmers' access to finance remains a major constraint. Recognizing agriculture finance's critical role in the agricultural transformation agenda, the government of Uganda (GoU) is supporting several initiatives to unlock agricultural finance. To manage the financial impacts of production shocks, the GoU seeks to use agricultural insurance to derisk rural lending and expand access to rural credit for smallholders. In partnership with private insurance companies, the GoU launched the Uganda Agriculture Insurance Scheme (UAIS) as a five-year pilot in July 2016. The objectives of the scheme are to ensure that Ugandan farmers are protected against the effects of agriculture risks, especially production risks; to increase farmers' access to credit; and to make crops, livestock, and aquaculture insurance affordable to smallholder producers. The UAIS offers a range of crop, livestock, poultry, and aquaculture insurance coverage to Ugandan farmers, and is promoted by the GoU through the provision of premium subsidies.     Abstract: Hypertension is a major driver of pre-mature death and disability in Tajikistan, a low-income country in Central Asia. The high burden of disease also results in significant health care expenditure and lost labour productivity. Therefore, there is an urgent need to strengthen service delivery systems through early detection of high blood pressure, prompt diagnosis, sustained treatment maintenance, and the attainment of blood pressure control. The Ministry of Health and Social Protection and the World Bank undertook implementation research to identify effective and context-appropriate solutions for improving hypertension services. The assessment used the cascade framework to describe drop-offs along the continuum of care, collected patient and health care provider perspectives on the causes of discontinuities, used routine data from participating facilities in a Bank-supported operation, and drew on the international literature on chronic care interventions. The report presents feasible and cost-effective recommendations that, if adopted, can strengthen current programs and policies to address the growing burden of hypertension in Tajikistan

    Series Statement: Speeches of World Bank Presidents
    Abstract: These remarks were delivered by David Malpass, President of the World Bank Group, at the G20 Leaders Summit held in Osaka, Japan. He spoke about how giving women better access to economic opportunities is critical to eliminate differences in living standards between men and women. He highlighted We-Fi which is so important and how the Bank was proud to celebrate its two-year anniversary in Osaka. He spoke about the developing countries and the Bank's role in actively identifying changes in the private sector environment that will attract investment and enable higher living standards and better lives. He explained the Bank's work in fragile states, such as the Sahel and the Horn of Africa, to help countries build stronger foundations so that young people are more able to stay rather than seeking to immigrate. He discussed reducing inequality and realizing inclusive and sustainable growth around the world, and how addressing these requires jobs, education, healthcare, attention to the environment, and robust commerce and trade among neighbors and nations. He concluded by saying that the Bank would continue to work with all the nations on these challenges

    Abstract: Safely managed sanitation is a focus of the SDGs and central to stunting reduction and early childhood survival, both identified by the World Bank's Human Capital Index as critical for humans to develop their full potential. In 2015, 4.5 billion people lacked access to safely managed sanitation. This paper finds that hundreds of millions more people are exposed to significant health risks due to unsafely managed sanitation. This report explores the challenges of fecal sludge management (FSM) in densely populated rural areas and it presents some typical current practices, examples of financially sustainable FSM services, and global innovations in waste management with potential replicability for FSM. Its aim is to promote dialogue on how to move from the Millennium Development Goals' approach to rural sanitation-effectively, building toilets-to the Sustainable Development Goals' approach: safely managed sanitation systems. The paper concludes that the sanitation service chain spans both private and public goods, and market mechanisms are not always adequate to mitigate the safety risks. Public funding will be needed to cover the affordability gap and address safely managed sanitation, requiring a clear and long-term commitment and support from government. The case is similar to that for networked sanitation: without public support, improving the safety of existing FSM services is likely to decrease profit margins and potentially render businesses unviable
