    Kurzfassung: Factionalism is an important force of social transformation, and this volume examines how factional competition in the kinship and political structures in ancient New World societies led to the development of chiefdoms, states and empires. The case studies, from a range of New World societies, represent all levels of non-egalitarian societies and a wide variety of ecological settings in the New World. They document the effects of factionalism on the structure of particular polities: for example, how it might have led to the growth of social inequality, or to changing patterns of chiefly authority, or to state formation and expansion, or institutional specialisation. The work is a creative and substantial contribution to our understanding of the political dynamics in early state society, and will interest archaeologists, anthropologists, political scientists and historians.

    Kurzfassung: This eminently readable 1994 collection of high-quality, country-specific essays on Third World politics provides, through a variety of well-integrated themes and approaches, an examination of 'state theory' as it has been practised in the past, and how it must be refined for the future. The contributors go beyond the previously articulated 'bringing the state back in' model to offer their own 'state-in-society' approach. They argue that states, which should be disaggregated for meaningful comparative study, are best analysed as parts of societies. States may help mould, but are also continually moulded by, the societies within which they are embedded. States' capacities, further, will vary depending on their ties to other social forces. And other social forces will be capable of being mobilised into political contention only under certain conditions. Political contention pitting states against other social forces may sometimes be mutually enfeebling, but at other times, mutually empowering.

    Kurzfassung: The historical impact of national movements in Europe has been dramatic and continues to be an issue of major importance. Leading historians discuss authoritatively European nationalism in its historical context. Nationalism is not of course a specifically European phenomenon, but for reasons of space and intelligibility coverage has been limited geographically. The aim is that the essays should attract readers interested in a historical problem which has been difficult to encompass theoretically and to deal with practically.     Kurzfassung: Justice, equity, and fairness are central concerns of everyday life, whether we are assessing the fairness of individual acts, social programmes, or institutional policies. This book explores how the distribution of costs and benefits determine our intuition about fairness and why individual behaviour sometimes deviates from normative theories of justice. To make any comparison, one must first state how fair distributions of resources or burdens should be made. Here, competing theories, such as utilitarianism and economic efficiency, are discussed. The chapters cover many topics including an investigation of various rules and heuristics that people use to make fair distributions; the motivation for people to conform to rules of fairness even when they conflict with self-interest; differences between the views of liberals and conservatives; societal rules for the distribution or allocation of critical or scarce resources; and implications for public policy. This mixture of theoretical and applied perspectives provides a balanced look at the psychology of justice.

    Kurzfassung: The importance of public opinion in the determination of public policy is the subject of considerable debate. Whether discussion centres on local, state or national affairs, the influence of the opinions of ordinary citizens is often assumed yet rarely demonstrated. Other factors such as interest group lobbying, party politics and developmental, or environmental, constraints have been thought to have the greater influence over policy decisions. Professors Erikson, Wright and McIver make the argument that state policies are highly responsive to public opinion, and they show how the institutions of state politics work to achieve this high level of responsiveness. They analyse state policies from the 1930s to the present, drawing from, and contributing to, major lines of research on American politics. Their conclusions are applied to central questions of democratic theory and affirm the robust character of the state institution.

    Kurzfassung: Moishe Postone undertakes a fundamental reinterpretation of Karl Marx's mature critical theory. He calls into question many of the presuppositions of traditional Marxist analyses and offers new interpretations of Marx's central arguments. He does so by developing concepts aimed at grasping the essential character and historical development of modern society, and also at overcoming the familiar dichotomies of structure and action, meaning and material life. These concepts lead him to an original analysis of the nature and problems of capitalism and provide the basis for a critique of 'actually existing socialism'. According to this new interpretation, Marx identifies the core of the capitalist system with an impersonal form of social domination generated by labor and the industrial production process are characterized as expressions of domination generated by labor itself and not simply with market mechanisms and private property. Proletarian labor and the industrial production process are characterized as expressions of domination rather than as means of human emancipation. This reinterpretation entails the form of economic growth and the structure of social labor in modern society to the alienation and domination at the heart of capitalism. This reformulation, Postone argues, provides the foundation for a critical social theory that is more adequate to late twentieth-century capitalism.

    Kurzfassung: Belonging in the two Berlins is an ethnographic investigation into the meaning of German selfhood during the Cold War. Taking the practices of everyday life in the divided Berlin as his point of departure, Borneman shows how ideas of kin, state, and nation were constructed through processes of mirror-imaging and misrecognition. Using linguistics and narrative analysis, he compares the autobiographies of two generations of Berlins residents with the official version of the lifecourse prescribed by the two German states. He examines the relation of the dual political structure to everyday life, the way in which the two states legally regulated the lifecourse in order to define the particular categories of self which signify Germanness, and how citizens experientially appropriated the frameworks provided by these states. Living in the two Berlins constantly compelled residents to define themselves in opposition to their other half. Borneman argues that this resulted in a de facto divided Germany with two distinct nations and peoples. The formation of German subjectivity since World War II is unique in that the distinctive features for belonging - for being at home - to one side exclude the other. Indeed, these divisions inscribed by the Cold War account for many of the problems in forging a new cultural unity.

    Kurzfassung: Most African countries have a population composed of a multitude of language groups and most African citizens have a varied repertoire allowing them to rely on different languages for use in the home, at school, in the market, at work and in communicating with political authorities. Language Repertoires and State Construction in Africa analyses the complex language scene in Africa today and asks whether this distinctive web of language use is symptomatic of the early stage of state construction. If so, one would expect that as each of these states develops there will be a rationalisation of language use and agreement on a common language within the country's borders. Alternately, Africa's language scene may be the result of a particular historical context of state construction, with the implication that political development will not lead to the one-state, one-language outcome typical of the idealised nation-state.

    Kurzfassung: Francisco Vitoria was the earliest and arguably the most important of the Thomist political philosophers of the Counter-Reformation. Not only did he write important essays on civil and ecclesiastical power, but he became celebrated for his defence of the new world Indians against the imperialism of his own master, the King of Spain. Vitoria's political works are thus of great importance for an understanding both of the rise of modern absolutism, and the debate about the emergent imperialism of the European powers. His works are also unusually accessible, since they survive mainly in the form of 'relectiones', or summaries delivered at the end of his lecture courses on law and theology at the University of Salamanca.     Kurzfassung: Harry Goulbourne's theme is how post-imperial Britain has come to define the national community in terms of ethnic affinity, instead of a traditional multi-ethnic/multi-racial understanding of the nation. He argues that the continuing 'reception-experience' of non-white groups in post-war Britain not only arose out of an ethnic perception of the British nation by the indigenous population, as expressed through state action, but has also, in turn, encouraged an equally ethnic awakening or mobilisation among non-white minorities. The result is a failure to construct a common national ground or sense of community by all those claiming a formal British identity. Goulbourne draws upon a diverse literature, including race relations, politics and history. His two case studies of the Khalistan question in the Punjab and democracy in Guyana are examples of how exilic politics may affect Britain's ethnic minorities, partly as a result of the experience of exclusion from British society.

    Kurzfassung: A distinguished group of scholars examine recent transitions to democracy and the prospects for democratic stability in Argentina, Brazil, Chile, the Dominican Republic, Peru, Portugal, Spain and Uruguay. They also assess the role of elites in the longer-established democratic regimes in Columbia, Costa Rica, Italy, Mexico and Venezuela. The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation.

    Kurzfassung: Drawing on a multitude of data sets and building on analyses carried out over more than a decade, this book offers a major new theoretical explanation of how ordinary citizens figure out what they favour and oppose politically. Reacting against the conventional wisdom, which stresses how little attention the general public pays to political issues and the lack of consistency in their opinions, the studies presented in this book redirect attention to the processes of reasoning that can be discerned when people are confronted with choices about political issues. These studies demonstrate that ordinary people are in fact capable of reasoning dependably about political issues by the use of judgmental heuristics, even if they have only a limited knowledge of politics and of specific issues.

    Kurzfassung: This book is a 1990 account of the ways in which young Aborigines were at a disadvantage before laws and legislation had been introduced, intended to improve their position. Aboriginal Youth and the Criminal Justice System focuses on South Australia, where detailed statistics are available, in a sophisticated analysis of the exact nature of the discrimination experienced by young Aborigines. Fay Gale, Rebecca Bailey-Harris and Joy Wundersitz examine the criminal justice system in operation; from the initial intervention by a police officer, through the process of screening and assessment to the final outcome - which all too often is a criminal record. The research clearly shows that at every point where discretion was exercised within this system, Aboriginal youths received the harsher option. Thus disadvantage is heaped on disadvantage until young Aboriginals were imprisoned at 23 times the rate of other young Australians. Even for those who escaped detention, participation in the criminal justice system was often such an ordeal that it became a form of punishment in itself. Discretion, though preferable to inflexible rules could operate against a group whose lifestyle and values differed from mainstream society.

    Kurzfassung: This case study of the structure of power and ruling-class domination in the heart of the sertão of Northeast Brazil is based upon six field trips over a period of fifteen years. Analysis of the political economy of Juazeiro, Bahia, and Petrolina, Pernambuco - two contiguous towns along the São Francisco River - focuses on the history of patriarchal families, ruling class, and patrimonial governments. Family dominance is related to the rise of the Coelhos in Petrolina and the decline of the Vianas in Juazeiro. Agressive tactics and links to Recife allowed the Coelhos to expand and assume control over most commerce in Petrolina and neighbouring municipalities to Juazeiro. In both situations the intervention of the state in the region, usually bolstered by international credits, affected traditional standards of living. The construction of the Sobradinho Dam, for example, brought problems for small farmers along the banks of the São Francisco who could no longer count on the natural flow of river water. State policy also favored corporations to the detriment of small producers on cooperative farms.

    Kurzfassung: The central problem of modern government and political action is how to choose and implement effective economic policies. For this reason, the economic considerations of public policy have assumed a more prominent place in contemporary political thought. Despite efforts among political scientists, economists, and sociologists to fathom the complexities of this added dimension, none of these solid sciences offers a satisfying approach to the problem. This volume attempts to display the historical novelty and intellectual importance of this dilemma, to uncover its origins, and to procure a remedy through a clearer and steadier focus. The book's contributors range from historians of ideas to economic theorists, who bring the approach of their own intellectual discipline to bear upon the issue.
