Abstract: This report opens with an overview of bilateral agreements and other forms of labour recruitment of foreigners in several OECD countries (Czech Republic, France, Germany, Ireland, Italy, Poland, Switzerland, United Kingdom and United States) as well as in the Philippines and Romania.  It then has a series of chapters describing the management and implementation of these practices and analysing the impact of these agreements on labour markets, economic development and migration policies of both sending and receiving countries.  It also examines the prospects for this type of migration. The Annex lists the principal agreements signed by OECD countries, by type of recruitment scheme (e.g. seasonal, contract workers, trainees and guest workers).

Abstract: This book presents a 'toolbox' of instruments for entrepreneurship development in what often appear to be the most hostile environments for economic development in our cities, showing how entrepreneurship can indeed prosper given the right stimulus. It is based on the proceedings of the conference on Entrepreneurship and Economic Development in Distressed Urban Areas held 7-8 October 2003 in Rome, and organised by the OECD LEED Programme, in collaboration with the EU, the municipality of Rome, and Risorse per Roma.

Abstract: Despite progressive ratification of international conventions on that issue, 23% of the world’s children aged 10-14 are at work. This important book seeks to answer fundamental questions about the phenomenon’s economic causes, the working conditions children endure, and implications of their labour for the economic outlook of the countries concerned. It moreover examines the effectiveness of various policies implemented to combat child labour and the beneficial effects such policies can have on economic development.

Abstract: Proponents of an active labour market policy are now claiming part of the credit for large falls in structural unemployment rates that have occurred in some OECD countries. Advances in information technology which facilitate matching job-seekers to jobs, modern management methods, and a favourable economic climate in recent years have encouraged innovative approaches and created new opportunities for the Public Employment Service to help the unemployed return to work. This book presents the proceedings of a conference on Labour Market Policies and the Public Employment Service organised jointly by the OECD and the Czech Ministry of Labour and Social Affairs. Among the themes addressed are: front-line employment service operations, one-stop offices and decentralised management; customer service and employer service; the advanced use of information technology; eligibility conditions for unemployment benefits; job guarantees for the long-term unemployed and other strategies of intervention in the unemployment spell; and improving the accountability of the Public Employment Service through external audits, the use of performance indicators, appropriate financing mechanisms, and contestability in the provision of services. The papers reflect the views of key actors -- politicians, senior officials from national labour ministries and employment services, front-line managers, and prominent academic experts -- on these important issues.

Abstract: Learning is an essential basis for progress in the 'knowledge society'; it is critical for economic growth and social welfare. OECD Member countries have committed themselves to making lifelong learning a reality for all. But the resources required to meet that goal are potentially large and countries differ in their capacity to generate them. Can OECD Member countries rise to this challenge? This report seeks to provide some answers by identifying and examining the economic and financial issues that arise in implementing the goal, and the strategies that the public and private sectors are pursuing to achieve it. It deals with issues such as individual learning accounts, recognition of non-formal learning, and measures to raise rates of return to lifelong learning. The report is intended to provide a basis for continued in-depth discussion by public authorities and the social partners. It aims to inspire future actions that ensure that lifelong learning serves as a sustainable and equitable strategy for human development.

Abstract: To better respond to a new set of concerns of the population and promote sustainable development, governments today actively seek a broad partnership with civil society and the private sector. Yet, it is at local and regional levels, closer to the problems and the individuals, that partnerships are most often formed. Partnerships are being established throughout OECD countries to tackle issues of economic development, employment, social cohesion and the quality of life. What all partnerships share is a common desire to improve governance -- how society collectively solves its problems and meets its needs. Through partnerships, civil society and its NGOs, enterprises and government at different levels work together to design area-based strategies, adapt policies to local conditions and take initiatives consistent with shared priorities. An ambitious mission, which raises the challenge of harmonising public accountability and participatory democracy. Local Partnerships for Better Governance presents the lessons learnt from the most recent experiences in seven countries: Austria, Belgium, Denmark, Finland, Ireland, Italy and the United States. This book proposes a strategy that governments can implement to improve governance through partnerships. Applying this strategy will enforce local capacities in a globalising economy, and contribute to reconcile economic competitiveness, social cohesion and environmental progress.

Abstract: What are the major developments with respect to trade and labour standards since the OECD’s 1996 study on Trade, Employment and Labour Standards? What is being done to promote these standards? What evidence is there of progress? What are the possible links between core labour standards, trade, foreign direct investment, economic development and employment? International Trade and Core Labour Standards addresses these and related questions. It also provides a current overview of key issues with respect to core labour standards and their relation to trade and employment, aiming to provide a common basis for constructive policy dialogue among the concerned parties in the future.

Abstract: Romania, one of the poorest nations in Europe, faces critical challenges in its efforts to implement labour market and social programmes similar to those found in more developed countries. Poverty is widespread and the economy requires major restructuring while a substantial number of households still depend on subsistence farming and other informal economic activities for survival. Increasing expenditures on social insurance is not a viable option as Romania already charges some of the highest payroll contribution rates in the world. What role can and should labour market and social policies play in the current economic climate? In response to this question, this Review presents a rich and thorough analysis of Romania's under-employment problem and its resulting social hardships. The Review demonstrates that the present social challenges are closely intertwined with a highly distorted economy. Clearly, the top priority must be the modernisation of the economy with the provision of a comprehensive social safety net in the face of potentially higher unemployment. This book analyses the issues of labour market and social policy through an economic perspective, while providing diverse international comparisons.

Abstract: The fight against the illegal entry, residence and employment of foreigners is one of the key priorities of the immigration policies of the OECD countries. This irregular migration continues to persist, albeit at different levels for different receiving countries, both in countries that have expressed a political will to manage migration flows more effectively and to fight against the trafficking of labour, and in those that continue to receive a large number of immigrants every year as part of an active policy to recruit permanent migrant workers. In the light of the growing role of trafficking networks and their increasingly active involvement in moving labour across international boundaries, enhanced co-operation at both national and international levels is required to develop policies for preventing and combating the employment of foreigners in an irregular situation. In particular, whatever is done to combat the hiring of illegal immigrants must address the problem of undeclared work in general, and not just the employment of illegal immigrants per se. Better information on the risks and penalties involved in the use of illegal labour should also be directed at both employers and workers in industries where these illegal practices are prevalent, but also at employers that resort to the use of undeclared labour only on an occasional basis and at sending countries. Various specific measures adopted by a number of Member countries, such as the requirement to notify relevant government agencies prior to hiring, fiscal incentives for the employment of legal workers or the streamlining of hiring formalities, might be applied in a larger number of countries. The forging of partnerships between the relevant government agencies and employers’ and employees’ associations in each country should also be encouraged, together with the extension of international co-operation to control and manage immigration flows more effectively.

Abstract: As we embark on a new century, some 33 million people are out of work in the OECD area. Policies to increase employment have topped most countries' domestic political agendas in the past decade. And employment and unemployment are likely to remain major economic and social challenges for many countries in the years to come. This book presents the proceedings of a conference on labour markets which was organised by the Ministries of Labour and Finance of Finland, with the support of the OECD and the European Commission. It advances thinking on new policy measures, such as active labour market policies and measures to "make work pay" and focuses on specific experiences in a few individual countries, namely the United States, Japan, Finland and Denmark. It includes papers from politicians, high level officials from the European Commission and the OECD Secretariat, social partners and prominent representatives from the academic community. Proceedings of the Helsinki Conference, January 2000.

Abstract: Tourism plays an increasingly important role in many OECD economies. How can its impact on the economy and its potential for job creation be measured? The Tourism Satellite Account and the Employment Module - two new economic instruments designed by the OECD’s Tourism Committee - provide insights into the socio-economic impact, structure and development of activities related to tourism. For the first time, Measuring the Role of Tourism in OECD Economies: The OECD Manual on Tourism Satellite Accounts and Employment reports on the most recent national experiences in implementing Tourism Satellite Accounts and presents the results of efforts made over the past decade to develop new methods to analyse tourism and tourism-related employment. Through its descriptions of the application of Tourism Satellite Accounts in 16 OECD countries, this new book aims to create awareness of the growing economic importance of tourism, and provides a methodology for the implementation of tools to measure the impact of tourism and for the interpretation of the results.

Abstract: At the end of 1997, Korea was hit by a major financial and economic crisis, which resulted, among other things, in a huge rise in unemployment. The event caught the country’s labour and social institutions unprepared, so that many workers and their families were hit hard. The economy has now turned the corner. This book shows that government labour and social policies, together with improved basic workers’ rights, have helped minimise the costs of the crisis while also contributing to overcome it. However, this book also highlights the need for further actions in these areas in order to pave the way for a healthy, socially-sustainable economic performance and argues the case that the momentum of reform should not be slowed.

Abstract: Over the last decade, labour market policy in the United States has been undergoing a period of significant restructuring. In the face of welfare reform initiatives, persistent unemployment and declines in real income among some groups (particularly the less skilled), and continued economic expansion, there is pressure on the public employment service (PES) to improve effectiveness. But, it must also come to terms with resource limitations. How have reforms fared so far -- what seems to be working well or not so well? Which of the new approaches may require revision in the event of an economic downturn? Where might adjustments lead to improved effectiveness? While considering such questions, this publication provides an in-depth look at the PES and recent policy initiatives in the United States. Areas of concern about recent reforms are outlined and options for making policies more effective are presented.

Abstract: This book reviews recent trends, reforms and lessons learned in the 29 OECD countries as they relate to ageing. Recent reforms have been driven mainly by fiscal factors - to adjust systems such as pensions and long-term care to the ageing of the baby boom generation. This remains a main concern in many countries. A new reform agenda is emerging, however, that marries fiscal objectives with broader social and economic policy goals. It focuses on active ageing, providing opportunities and incentives for people to contribute more actively in the labour market and society as they grow older. This involves slowing, or reversing, trends towards ever-longer periods of time spent in retirement. This agenda is associated with likely trends towards a more diversified system of retirement income in most OECD countries - with more reliance on private pensions and a likely increase of earnings as a source of income among older people. Familiar policy debates -- such as the balance between public and private pensions -- may need to be recast to take account of the likely future growth in the role of earnings in the retirement income system. Interesting new questions arise. In the longer-term future, what should be the role of government policy in influencing the balance between work and leisure in older years? What priority should be attached to policies that support very long periods of passivity in the last third of life?

Abstract: Accompanying a sustained period of economic growth, the flows of labour migrants between the economies of East and South-east Asia grew considerably prior to the recent crisis. These flows have become more diverse and complex rendering necessary the improved monitoring of migration trends and policies in each country as well as bringing forth the need to extend the exchange of expertise and experience between the region's experts and policy makers. What has been the impact of the crisis on national labour markets? How have the different countries modified their approach to the employment of foreign workers? To what extent have foreign workers been affected? These questions are examined in this publication, which identifies the impact of the Asian financial crisis on labour migration and the conditions of migrant workers in the region. In addition to keynote reports on the origins of the crisis and its policy implications, individual case studies on China, Hong Kong (China), Indonesia, Japan, Korea, Malaysia, the Philippines, Singapore and Thailand present detailed analyses of labour migration, the employment of foreign workers and the recent changes in migration policies.

Abstract: How did the transition from compulsory education to work change during the 1990s and which types of transition policies worked best? The experiences of 14 OECD countries are examined in this volume to address these two key questions, for as requirements for knowledge and qualifications and skills rise and populations age, few countries can afford to have their young people enter the labour force unequipped for longer term participation in changing career patterns. Taking a broader view of transition outcomes than many previous comparative studies, this study reveals the complex and many-faceted national institutional arrangements that can result in successful transitions to working life. It argues not for single solutions or models, such as the adoption of apprenticeship, but for coherent national policy packages that draw from a limited number of key success ingredients: a healthy economy and labour market, well organised pathways from initial education to work and further study, opportunities to combine study and workplace experience, safety nets for those at risk, effective information and guidance systems, and policy processes involving both governments and other stakeholders. It also looks at the ways that countries are trying to lay solid foundations for lifelong learning during the transition phase through changes to educational pathways and institutions and through adopting more learner-centred approaches to teaching and learning.
