    Abstract: Globalization defines our era. While it has created a great deal of debate in economic, policy, and grassroots circles, many aspects of the phenomenon remain virtual terra incognita. Education is at the heart of this continent of the unknown. This pathbreaking book examines how globalization and large-scale immigration are affecting children and youth, both in and out of schools. Taking into consideration broad historical, cultural, technological, and demographic changes, the contributors-all leading social scientists in their fields-suggest that these global transformations will require youth to develop new skills, sensibilities, and habits of mind that are far ahead of what most educational systems can now deliver.     Abstract: This book highlights policy lessons in using ICTs to provide information, opportunities for consultation and public participation in policy-making. It includes numerous examples of current practice from 12 OECD member countries (Australia, Canada, Czech Republic, Finland, Germany, Italy, Mexico, Netherlands, New Zealand, Slovak Republic, Sweden, UK) as well as the European Commission. It does not deal with online service delivery nor with ICT applications to elections (e.g. e-voting) although some of the issues discussed here, such as providing information online, may be relevant for both. Finally, the book suggests 10 guiding principles for successful online consultation and identifies five key challenges for online citizen engagement in policy-making.

Auf der Basis einer kritischen funktionalen Analyse von System- und Zeichentheorie wird ein Zeichensystem neu konstruiert, dessen Auflöse- und Rekombinationsvermögen höher ist als das der genannten Einzeldisziplinen. Die theoretisch erzielten Ergebnisse lassen sich als Grundlage für konkrete sprach- und literaturwissenschaftliche oder auch soziologische Problemstellungen verwenden. Zudem kann das Buch als Einführung in das Denken Luhmanns und Peirces gelesen werden.
    Abstract: Main description: This study is the first to make a systematic attempt to relate the universal theories of Niklas Luhmann (1927-1998) and Charles S. Peirce (1839-1914) to one another. On the basis of a critical functional analysis of systems theory and semiotic theory, a newly designed semiotic system is proposed that displays a higher resolution and recombination potential than the individual disciplines involved. The theoretical results can be used as a foundation for dealing with concrete linguistic, literary, or sociological problems. In addition, the book can be read as an introduction to the thinking of Luhmann and Peirce.

    Abstract: Partnership Forums are the means by which the OECD Development Assistance Committee provides a venue for non-governmental actors to express their points of view and to offer their own contributions to development policy and strategy. In December 2000, the DAC and the Development Centre held a Forum on ways of integrating civil society into policy formation in developing countries, and to identify obstacles to such involvement. Participants agreed that civil society's role in poverty-reduction strategies had been an important element in succesful implementation. This book contains 8 papers presented at the Forum, covering experience in a variety of countries with a variety of stakeholders. The wide-ranging discussion concluded that civil-society participation in policy making not only enhances efficiency in implementation, but also contributes to the creation of more pluralistic and democratic political systems.

    Abstract: Untersuchungsgegenstand des vorliegenden Bandes ist die für das Jahr 1771 von der Berliner Akademie der Wissenschaften gestellte Preisfrage, ob Menschen, wenn sie nur ihren natürlichen Fähigkeiten überlassen sind, Sprache erfinden können. Die berühmte Preisfrage ist Philologen und Historikern wohlbekannt, doch reduziert sich ihre Bekanntheit zumeist auf die schließlich ausgezeichnete Abhandlung Johann Gottfried Herders. Die nie veröffentlichten französischen, deutschen und lateinischen Abhandlungen der 30 Mitbewerber hingegen, von denen 24 im Archiv der Berlin-Brandenburgischen Akademie der Wissenschaften aufbewahrt werden, sind weithin unbekannt. Sie werden hier zum ersten Mal erschlossen und im Zusammenhang sprachtheoretischer und anthropologischer Diskurse der europäischen Aufklärung (u. a. Rousseau, Condillac, Locke, Buffon) analysiert. Ein wichtiges Anliegen der Arbeit besteht u. a. darin, die ausschließliche Perspektive der Forschung auf Herders Abhandlung zu relativieren und seine Leistung im Kontext der konkurrierenden Einsendungen neu zu bewerten. Die Autorin hat dazu ca. 1000 unedierte Handschriftenseiten ausgewertet, von denen einige hier exemplarisch abgedruckt sind.

    Abstract: Good governance in modern times requires attention not only to shifting relations between governments, citizens and parliaments, but to the effective functioning of government itself. One important issue is 'Distributed Governance' - a term coined in this publication to capture the notion of proliferating public organisations operating with some degree of separateness from core government ministries. Despite the fact that in many countries more than half of public employment and central public expenditure is carried out through such bodies, they have not been comprehensively studied from a governance perspective. Some important questions concerning these organisations that need to be addressed are: Does government have adequate oversight of them? How accountable are they? and To whom should they be accountable? Gumperz' approach to intercultural communication and Brown/Levinson's theory of politeness supply the theoretical framework for the study. The two-sided concept of 'face' - distancing (negative face) and rapprochement (positive face) - points up cultural differences. Germans attach great importance to privacy and individuality, while Arabs prefer in-group relations.

    Abstract: Can one explain the power of global capitalism without attributing to capital a logic and coherence it does not have? Can one account for the powers of techno-science in terms that do not merely reproduce its own understanding of the world?Rule of Experts examines these questions through a series of interrelated essays focused on Egypt in the twentieth century. In ihnen wird versucht, neben dem Text auch eine Bildsprache einzusetzen, die als visual esperanto oder als Anhäufung von "Visiotypen" Allgemeinverständlichkeit zu garantieren scheint. Gefragt ist deshalb ein Zugang zu den Bildern, Texten und Text-Bild-Kombinationen, zu den gängigen Theorien dazu, zu den üblichen Umsetzungen der Theorien in die Praxis der genannten Medien. Schließlich wird das Verhältnis von Sprache und Kunst im 20. Jahrhundert beleuchtet.
    Abstract: Main description: Today, in a 'Visual Age' 'inundated' by images, media communication is dominated by the text-picture media (newspapers, magazines, books, posters, comics, etc.) and the picture-text media (films, TV, video clips, Internet). In these media, the attempt is made to establish a typical visual idiom alongside the text, a visual Esperanto or accumulation of 'visiotypes' designed as a guarantee of universal comprehensibility. Hence there is a need for an approach providing access to the images, texts and text-picture combinations, the theories about them in currency, and the central realizations of these theories in the praxis of the said media. The book sets out to provide such access, casting light in its later chapters on the relationship between language and art in the 20th century.

    Abstract: High standards of public governance are the essential foundation for achieving sustainable economic growth and social cohesion. Overall, insufficient progress has been made so far towards achieving environmental sustainability for the transport sector. A new target-oriented approach is needed that places environment and health at the top of the policy agenda for transport and related sectors, at international, national and local levels. The OECD’s Working Group on Transport recently concluded a five-year work programme with the development of Guidelines for Environmentally Sustainable Transport (EST) and supporting analytical reports, endorsed by OECD Environment Ministers at their meeting in Paris on 16 May 2001.

    Abstract: Main description: The study shows that, contrary to received thinking on the point, intercultural communication is not necessarily problematic. Micro-analyses of authentic dissent sequences show that, despite their national, cultural, and linguistic differences, participants in German-Danish negotiations are capable of mastering even potentially problematic sequences. This points the necessity for a more differentiated approach to the field of intercultural communication if justice is to be done to the complexity of the subject.

Growing integration of markets, radical new technologies, the increasing knowledge intensity of human activity, all point to the emergence of an immensely complex world. But how will it be managed? And by whom? What forms of organisation and decision-making will be required at local, national and global levels to meet the challenges of the next decades? One thing seems certain: old forms of governance -- in the public sector, corporations and civil society -- are becoming increasingly ineffective. New forms of governance will be needed over the next few decades which will involve a much broader range of active players. Traditional hierarchical organisations and top-down control will give way more and more to a wider diffusion of responsibility and decision-making that builds on the talents for innovation and creativity of individuals and groups. This book explores some of the opportunities and risks -- economic, social and technological -- that decision-makers will have to address in the coming years, and outlines what needs to be done to foster society 's capacity to manage its future more flexibly and with broader participation of its citizens.

    Abstract: This thought-provoking book, the first of its kind in the English language, reexamines the fifty-year-old nation of Israel in terms of its origins as a haven for a persecuted people and its evolution into a multi- cultural society. Arguing that the mono-cultural regime built during the 1950s is over, Baruch Kimmerling suggests that the Israeli state has divided into seven major cultures. These seven groups, he contends, have been challenging one other for control over resource distribution and the identity of the polity. Kimmerling, one of the most prominent social scientists and political analysts of Israel today, relies on a large body of sociological work on the state, civil society, and ethnicity to present an overview of the construction and deconstruction of the secular-Zionist national identity. He shows how Israeliness is becoming a prefix for other identities as well as a legal and political concept of citizen rights granted by the state, though not necessarily equally to different segments of society.

    Abstract: Main description: Der Siegeszug der Osmanen bis vor die Tore Wiens schlug sich in einem weitverzweigten, bis heute kaum überschaubaren Schrifttum nieder, das alle materiellen Mittel der Kommunikation umfaßt und als transnationales Paradigma frühneuzeitlicher Öffentlichkeit angesehen werden muß. Die in diesem Band vereinigten Studien, Ergebnisse eines Kolloquiums, das der Wolfenbütteler Arbeitskreis für Renaissanceforschung zusammen mit der Ungarischen Akademie der Wissenschaften veranstaltete, wenden sich im interdisziplinären Ausgriff und in internationaler Perspektive sowohl den Akteuren der osmanisch-europäischen Konfrontation wie auch den Autoren, Schreibweisen, Problemlagen, Traditionslinien und Rezeptionsmodalitäten der einschlägigen Literatur zu.
    Abstract: Main description: The triumphant arrival of the Ottoman Turks before the gates of Vienna generated a spate of widely variegated writings almost too manifold to be surveyed from a present-day viewpoint and encompassing all the material resources of communication available at the time. As such this body of writing may be legitimately regarded as a transnational paradigm of early modern public communication. The studies in this volume present the results of a colloquium organized by the Wolfenbüttel Research Group on the Renaissance and the Hungarian Academy of Sciences. They are interdisciplinary in nature and international in their perspective and examine both the actors involved in the confrontation between Turks and Europeans and the authors, styles, problems, lines of tradition and reception modalities identifiable in the literature it generated.

    Abstract: Belfast is at a turning point in its history. If it is to succeed as the peace process advances, the achievements of past urban regeneration efforts need to be evaluated in order to set in place effective policies and strategies for the future. Beginning with environmental priorities, Laganside Corporation, a limited life public body responsible for the regeneration of derelict and abandonned land adjacent to the River Lagan, has facilitated enormous physical, economic and social change right in the centre of Belfast. This book identifies strategies that can help local agencies and actors better meet the challenges they face, including that of involving the private sector more effectively in regeneration. Although the problems of Belfast are in many ways unique, they also have elements that are fairly typical of cities facing major economic change, environmental problems and social fragmentation.

Jahrhundert« revidiert, von einem konstruktivistischen Verständnis von Nation ausgehend, die komparatistische Frage nach dem "Bild", das die Literatur von dem Fremden vermittelt. Aus sozial-, literatur- und geschichtswissenschaftlicher Perspektive untersuchen die Beiträge am Beispiel von deutschen und französischen Texten zwischen Aufklärung und Vormärz das Verhältnis von Nationalstereotypen, Wahrnehmung bzw. Darstellung des Fremden und Identitätsbildung.
    Abstract: Main description: Proceeding from a constructivist understanding of the term 'nation', this volume containing the papers delivered at the Stuttgart colloquium on »German-French Perception Patterns and the Concept of National Identity in the 18th and 19th Centuries« re-views the question of the 'image' of otherness and the foreign conveyed by literature. From a sociological, literary and historical perspective the articles examine German and French texts from the period between the Enlightenment and the Vormärz to elucidate the relations between national stereotypes, awareness and representation of otherness, and identity formation.

    Abstract: Main description: Anhand der Untersuchung von Vorwurfsaktivitäten ("in situ Vorwürfe", "Frotzeleien" und Rekonstruktionen vergangener Vorwurfsinteraktionen in "Beschwerdegeschichten") werden prosodische, grammatische, rhetorisch-stilistische Verfahren und deren Funktionen in ihrer alltäglichen Verwendung erforscht. Nach einer Analyse der Konstitution dieser Vorwurfsgattungen werden Konsequenzen für eine Theorie kommunikativer Praxis gezogen und Aspekte, wie die gattungsspezifische Funktion grammatischer Strukturen, die Interaktion prosodischer und syntaktischer Verfahren bei der Herstellung kommunikativer Bedeutung und die Rolle indexikalischer Zeichen bei der Bedeutungsaushandlung diskutiert.
    Abstract: Main description: On the basis of a study of reproach activities ('in situ reproaches', 'mock reproaches' and reconstructions of previous reproach interactions in 'complaint stories') the monograph examines prosodic, grammatical, rhetorical/stylistic processes and their functions in everyday usage. Following an analysis of the constitution of these reproach genres the study charts the consequences for a theory of communicative practice and discusses aspects such as the genre-specific function of grammatical structures, the interaction between prosodic and syntactic procedures in the production of communicative meaning, and the role of indexical signs in the negotiation of meaning.
