    Abstract: This volume represents the first attempt to systematically compare organised crime concepts, as well as historical and contemporary patterns and control policies in thirteen European countries. These include seven ‘old’ EU Member States (Denmark, France, Germany, Italy, The Netherlands, Spain and the United Kingdom), two ‘new’ members (the Czech Republic and Poland), a candidate country (Turkey), and three non-EU countries (Albania, Russia and Switzerland). Based on a standardised research protocol, thirty-three experts from different legal and social disciplines provide insight through detailed country reports. On this basis, the editors compare organised crime patterns and policies in Europe and assess EU initiatives against organised crime. Its informed analyses and unprejudiced assessments will make Organised Crime in Europe an indispensable resource for scholars, students, practitioners, and policy-makers interested in understanding the complex phenomenon of organised crime and its related control policies in Europe.

    Abstract: This book deals with the essential philosophical/ethical dimension that concerns the ends and goods entrusted to medicine. It shows that medicine cannot be reduced to its scientific and technical aspects and that the constitutive philosophical aspects of medicine presently are in a state of crisis. Medicine, besides being a scientifically based art of diagnosing and curing infirmities of many kinds, also possesses an essential philosophical and ethical dimension. It turns into anti-medicine if it no longer stands in the service of those goods and ends that are entrusted to it. Their nature is in no way known by natural science but can be clarified by philosophy. Consequently, medicine suffers from philosophical diseases of different degrees of gravity if its theory and practice are based on errors about its proper ends. The cure from the life-threatening philosophical diseases of medicine lies in a critique of philosophical mistakes that influence the theory and practice of medicine and in an understanding and practical implementation of those ethically relevant goods that constitute its true ends. At a time when these goods are by no means universally recognized or embodied in laws of medicine, some basic philosophical understanding of them and of the foundations of medical ethics is urgently required.     Abstract: The purpose of this study is to question whether liberal political theories ought to inform the way policymakers and administrators analyze risk in proposed courses of environmental practice. In order to explore the relationship of liberal theory to rational practice in environmental policy, this project examines the risk analysis used to approve the genetically engineered bovine growth hormone in American agricultural policy. The Political Theories of Risk Analysis suggests that American environmental public policy is attempting to assess danger with an incomplete notion of utility, to eliminate the hazards of society with an inadequate contractual justification of political authority, and to publicly debate accepted levels of risk with an unfulfilled critical social theory. Because environmental risk analyses are incorrectly perceived as technically rational and socially apolitical, they result in practices that are muddled and misdirected. Making theoretical foundations explicit, however, could lead to improved practice. Public policy and administrative decisions regarding agricultural biotechnologies should and can function with more concern for democratic values.     Abstract: Based on large research material collected in Hungary, Macedonia, Serbia and Bulgaria Social change, Gender and Violence is the book which explores the impact of transition from communism and war on everyday life of women and men, as well as the way how everyday life and gender related changes affect women's vulnerability to domestic violence and trafficking in women. The book also explores the impact of micro level changes on development of civil society, women's movement, and legal and policy changes regarding violence against women. This is a unique book, which tries to look at violence against women as connected to oppression of both women and men. It argues that violence against women in post-communist and war affected societies is significantly connected to the increase of social stratification, economic hardship, unemployment, instability, uncertainty and related social stresses, changes in gender identity and structural inequalities brought by new world order. Using largely accounts of more than hundred interviewed people, the author shows vividly how, in post-communist societies, the contradictions of capitalism are interlaced with the mostly negative relics of communism. Moreover, the book shows how contradictory processes in post-communist societies have led to a rather paradoxical result: political pluralism and a capitalist economic system generated both violence against women and a women's movement, albeit not the conditions for a reduction of violence

    Abstract: In a ground-breaking series of articles, one of them written by a Nobel Laureate, this volume demonstrates the evolutionary dynamic and the transformation of today's democratic societies into scientific-democratic societies. It highlights the progress of modeling individual and societal evaluation by neo-Bayesian utility theory. It shows how social learning and collective opinion formation work, and how democracies cope with randomness caused by randomizers. Nonlinear `evolution equations' and serial stochastic matrices of evolutionary game theory allow us to optimally compute possible serial evolutionary solutions of societal conflicts. But in democracies progress can be defined as any positive, gradual, innovative and creative change of culturally used, transmitted and stored mentifacts (models, theories), sociofacts (customs, opinions), artifacts and technifacts, within and across generations. The most important changes are caused, besides randomness, by conflict solutions and their realizations by citizens who follow democratic laws. These laws correspond to the extended Pareto principle, a supreme, socioethical democratic rule. According to this principle, progress is any increase in the individual and collective welfare which is achieved during any evolutionary progress. Central to evolutionary modeling is the criterion of the empirical realization of computed solutions. Applied to serial conflict solutions (decisions), evolutionary trajectories are formed; they become the most influential causal attractors of the channeling of societal evolution. Democratic constitutions, legal systems etc., store all advantageous, present and past, adaptive, competitive, cooperative and collective solutions and their rules; they have been accepted by majority votes. Societal laws are codes of statutes (default or statistical rules), and they serve to optimally solve societal conflicts, in analogy to game theoretical models or to statistical decision theory. Such solutions become necessary when we face harmful or advantageous random events always lurking at the edge of societal and external chaos.     Abstract: Scare Tactics, the first book on the subject, provides a theory of the structure of reasoning used in fear and threat appeal argumentation. Such arguments come under the heading of the argumentum ad baculum, the `argument to the stick/club', traditionally treated as a fallacy in the logic textbooks. The new dialectical theory is based on case studies of many interesting examples of the use of these arguments in advertising, public relations, politics, international negotiations, and everyday argumentation on all kinds of subjects. Many of these arguments are amusing, once you see the clever tactic used; others are scary. Some of the arguments appear to be quite reasonable, while others are highly suspicious, or even outrageously fraudulent. In addition to the examples taken from logic textbooks, other cases treated come from a variety of sources, including political debates, legal arguments, and arguments from media sources, like magazine articles and television ads. The purpose of this book is to explain how such arguments work as devices of persuasion, and to develop a method for analyzing and evaluating their reasonable and fallacious uses in particular cases. The book shows how such arguments share a common structure, revealing several distinctive forms of argument nested within each other.     Abstract: This work analyzes the implementation of controversial public policy. A single, overarching model provides the framework for testing competing theories, ranging from Max Weber's bureaucracy theory and Woodrow Wilson's theory of administration to more recent ideas on how the legislature controls the bureaucracy. The model combines ideas about policy implementation drawn from different disciplines: political science, public administration, sociology and economics. The author uses a novel empirical test design to measure agency performance and deviations from political decisions taken in three Dutch local authorities.     Abstract: The aim of Diversity in Family Formation is to examine changes in the start of the family formation process. Rather than giving a rough overview of demographic changes in many countries, a comparison of differences in changes in family formation and fertility behaviour between Belgium and The Netherlands is interesting for various reasons. First, even though the economic and cultural differences between these countries are relatively small there is one important difference: Belgium is predominantly Catholic, whereas The Netherlands has about equal proportions of Catholics and Protestants. Second, if the Second Demographic Transition implies that there is one common pattern of change in different European countries and that differences across countries are due to the fact that countries are in a different stage of the transition process, and if it is assumed that the transition process started earlier in Protestant countries than in Catholic countries, one would expect The Netherlands to be in a further stage of the transition process than Belgium. Thus an in-depth comparison of changes in family formation and fertility behaviour between both countries may give us more insight in the question of whether there is one common transition process. The comparison of fertility and family survey-data in both countries brings us to the core question of whether there is one common explanation for differences between countries in various types of fertility and family behaviour under consideration, namely fertility regulation, the choice of living arrangement after leaving the parental home, and the labour force participation of mothers

    Abstract: Several individuals noted the potentially important civilian uses of atomic energy shortly after the bombings of Hiroshima and Nagasaki in 1945. That year J. Robert Oppenheimer told a national radio audience that "in the near future" it would be possible to generate profitable electric power from "controlled nuclear chain reaction units" (reactors). It was suggested that, after fIfteen to twenty-five years of development, mature nuclear technology could provide virtually inexhaustible, cheap energy given the abundance of nuclear fuel. Admiral Lewis Strauss, the Chairman of the Atomic Energy Commission, stated that atomic power would generate electricity "too cheap to meter" (A statement that, according to Brookhaven National Laboratories' physicist Herbert Kouts, immediately "caused consternation among his technical advisors" [Kouts, 1983: 3)). For a brief period it was thought that airplanes would fly using atomic power, and homes would install small nuclear reactors for heat and hot water. 1950s and early 1960s a small number of prototype nuclear In the reactors came on line in the United States. The first power plant protoype reactor began operation in Shippingport, Pennsylvania in 1957. It was followed by the Dresden 1 unit near Chicago in 1959, the Yankee plant in Rowe, Massachusetts (1960), and the Indian Point (New York) and Big Rock Point (Michigan) plants in 1%2. These five plants had a combined 800 megawatts (800 MW), or less than one generating capacity ofless than percent of the total American electricity generating capacity in 1962.

    Abstract: With the ever increasing number of opportunities, in every aspect of modem life, making choices becomes part of our daily routine. It is thus only natural that social scientists have started to study human choice behavior. Early efforts focused on modeling aggregate choice patterns of home buyers, shoppers, travelers, and others. Later studies, aiming to achieve more realistic results, have concentrated on simula­ ting disaggregate behavior. The most recent approach in choice research is the so-called Discrete Choice Modeling. It is a front-line area mainly in contemporary transportation, geography, and behavioral research. It focuses on individuals' decision-making processes regarding the choice of destinations, modes, departure times, and routes. Considerable research has been done on identifying and quantify­ ing the general rules governing the individuals' choice behavior, but to the best of our knowledge there is no single book that solely deals with route choice. The study of travelers' route choice in networks is primarily oriented towards gaining insight into their spatial choice behavior. How do people choose routes in a network, what do they know, what do they look for, which road characteristics playa role? On the basis of this information it is possible to design quantitative models aimed at predicting the use of routes dependent on the characteristics of the routes, those of the surrounding environment, and those of the travelers. In this way, traffic flows in the network can be calculated and the network performance can be evaluated.

    Abstract: The general treatment of problems connected with the causal conditioning of phenomena has traditionally been the domain of philosophy, but when one examines the relationships taking place in the various fields, the study of such conditionings belongs to the empirical sciences. Sociology is no exception in that respect. In that discipline we note a certain paradox. Many problems connected with the causal conditioning of phenomena have been raised in sociology in relatively recent times, and that process marked its empirical or even so-called empiricist trend. That trend, labelled positivist, seems in this case to be in contradiction with a certain type of positivism. Those authors who describe positivism usually include the Humean tradition in its genealogy and, remembering Hume's criticism of the concept of cause, speak about positivism as about a trend which is inclined to treat lightly the study of causes and confines itself to the statements on co-occurrence of phenomena.

    Abstract: Uncertainty and quality are crucial aspects of knowledge for science related to policy. Hitherto the skills of managing them have been neglected, partly because of the metaphysical prejudices that mathematical language is inherently precise and scientific assertions necessarily correct. In this age of global environmental problems, there is an urgent need for a method of expressing judgements of uncertainty and quality that is convenient, robust and nuanced. The notational system NUSAP (Numeral, Unit, Spread, Assessment, Pedigree) has been created to fill this need. In this book NUSAP is explained and applied to several examples from the environmental sciences. The authors are now making further extensions of NUSAP, including an algorithm for the propagation of quality-grades through models used in risk and safety studies. They are also developing the concept of `Post-normal Science', in which quality assurance of information requires the participation of `extended peer-communities' lying outside the traditional expertise

    Abstract: South America's Andean highlands have seen the rise and decline of several impressive, indigenous civilizations. Separated somewhat in time and place, each developed its distinctive socio-cultural accouterments but all shared a need to adjust to the individual, societal and environmental limitations imposed by life at high altitude. Partial oxygen pressure, temperature and humidity fall systematically as altitude rises, but there are other changes as well. Darwin, Forbes, von Humboldt, von Tschudi and other naturalists of the eighteenth and nineteenth centuries who weaved their way through South America commented repeatedly on the tolerance or apparent indifference of the indigenes to the rigors of life at altitudes above 3000 meters but its impact upon lowlanders. Von Tschudi (1847), for example, observed 'in the cordillera the effect of the diminished atmospheric pressure on the human frame shows itself in intolerable symptoms of weariness and an extreme difficulty of breathing . . . . The first symptoms are usually felt at the elevation of 12,600 feet (3800 m) above the sea. These symptoms are vertigo, dimness of sight and hearing, pains in the head and nausea . . . . Inhabitants of the coast and Europeans, who for the first time visit the lofty regions of the cordillera, are usually attacked with this disorder. ' But von Tschudi's description of acute mountain sickness was hardly the first; his Spanish predecessors had known and commented upon it too.

    Abstract: may be complex without being able to be replaced by something »still more simple«. This became evident with the help of computer models of deterministic-recursive systems in which simple mathematical equation systems provide an extremely complex behavior. (2) Irregularity of nature is not treated as an anomaly but becomes the focus of research and thus is declared to be normal. One looks for regularity within irregularity. Non-equilibrium processes are recognized as the source of order and the search for equilibrium is replaced by the search for the dynamics of processes. (3) The classical system-environment model, according to which the adaptation of a system to its environment is controlled externally and according to which the adaptation of the system occurs in the course of a learning process, is replaced by a model of systemic closure. This closure is operational in so far as the effects produced by the system are the causes for the maintenance of systemic organization. If there is sufficient complexity, the systems perform internal self-observation and exert self-control (»Cognition« as understood by Maturana as self-perception and self-limitation, e. g. , that of a cell vis-a. -vis its environment). 22 But any information a system provides on its environment is a system-internal construct. The »reference to the other« is merely a special case of »self-reference«. The social sciences frequently have suffered from the careless way in which scientific ideas and models have been transferred.

    Abstract: In August 1989, a Summer Institute was held at the Academie van Bouwkunst, the seventeenth century home of Amsterdam's School of Architecture, Town Planning and Landscape. The meeting brought together experts in Geographical Information Systems from throughout the world to address an international audience of planners. The contents of this book reflect many of the themes that were presented and discussed at the conference. The Summer Institute, let alone this volume, would not have been possible without the support of the International Association for the Development and Management of Existing and New Towns (INTNAIVN), the International Society of City and Regional Planners (ISoCaRP), The National Physical Planning Agency of the Netherlands (RPD) and the Berlage Studio.
