    Abstract: Until recently, economists studying economic development have tended to consider it a universal process, or focussed their attention on common aspects. This book originates from the growing recognition of significant sectoral differences in economic development and examines the catching-up process in five different economic sectors: pharmaceuticals, telecommunications equipment, semiconductors, software, and agro-food industries. Each of these sector studies explore the learning and catch-up processes in various developing countries, in order to identify both the common features, and those which differ significantly across sectors and nations. The authors pay particular attention to China, India, Brazil, Korea and Taiwan.

    Abstract: Zum 4. Mal wird der "Atlas der Globalisierung" (vgl. BA 6/03, BA 12/06, BA 1/10), herausgegeben von der renommierten internationalen Monatszeitschrift "Le Monde diplomatique", fortgeschrieben, um die Knackpunkte unserer heutigen Welt zu analysieren und die politischen, wirtschaftlichen, sozialen und kulturellen Tendenzen in "die Welt von morgen" aufzuzeigen. Den aussagekräftigen Karten, die - mit Daten und Fakten untermauert - die Entwicklungen abbilden, stehen Texte von Wissenschaftlern und Journalisten zur Seite, die die komplexen globalen Verflechtungen, Krisen und Konflikte der neoliberal-kapitalistischen Welt und die machtpolitischen Schwerpunktverschiebungen kritisch beleuchten. Bei aller Kritik sehen die Autoren dennoch in den Aufbruchsbewegungen wie der Arabellion oder den kleinen Revolten der Occupy-Bewegung in vielen Weltgegenden einen Anstoss zum Wandel hin zu einer gerechteren Welt.     Abstract: Sir Edwin Chadwick (1800 - 1890) is hardly a household name among economists, although he is a well-known hero to sanitation engineers and utilitarian social reformers. His brilliant and cunning ideas relating to contemporary economic policy are illuminated for the first time in this pioneering study. The authors detail Chadwick's sophisticated conceptions of moral hazard, common pool problems, asymmetric information, and theory of competition, all of which differ starkly from those promulgated by Adam Smith and other classical economists. Also examined are Chadwick's views on government versus market role in dealing with problems created by natural monopoly, and whether some or all market problems justify government regulation or alterations of property rights. The authors investigate Chadwick's utilitarian approach to labor, business cycles, and economic growth, contrasting his modern view with those of his classical economic contemporaries. Chadwick's enormous output and cutting-edge methods undoubtedly establish him as an original and trenchant thinker in economic matters as well as a prophetic voice on contemporary issues in economics. The application of European experiences to Asia is also considered, as are perspectives from the US. The book concludes that the key to resolving the current global economic crisis lies in how quickly a new global governance and monitoring system can be constructed, and that there are multiple roles for Asian countries to play in its development.

    Abstract: How did the industrialized nations of North America and Europe come to be seen as the appropriate models for post-World War II societies in Asia, Africa, and Latin America? How did the postwar discourse on development actually create the so-called Third World? And what will happen when development ideology collapses? To answer these questions, Arturo Escobar shows how development policies became mechanisms of control that were just as pervasive and effective as their colonial counterparts. The development apparatus generated categories powerful enough to shape the thinking even of its occasional critics while poverty and hunger became widespread. "Development" was not even partially "deconstructed" until the 1980s, when new tools for analyzing the representation of social reality were applied to specific "Third World" cases. Here Escobar deploys these new techniques in a provocative analysis of development discourse and practice in general, concluding with a discussion of alternative visions for a postdevelopment era. Escobar emphasizes the role of economists in development discourse - his case study of Colombia demonstrates that the economization of food resulted in ambitious plans, and more hunger. To depict the production of knowledge and power in other development fields, the author shows how peasants, women, and nature became objects of knowledge and targets of power under the "gaze of experts".

    Abstract: Het Nederlandse beleid en beleidsdenken van de afgelopen drie decennia op het terrein van privatisering, verzelfstandiging en marktwerking vormde een antwoord op ingrijpende veranderingen in de economie, de samenleving en de overheid. Het volgde daarnaast ontwikkelingen in de economische en bestuurskundige wetenschappen, die een herwaardering van de markt en een afwaardering van de overheid behelsden. Hoewel veelal pragmatisch en stapsgewijs doorgevoerd, was er sprake van een groot vertrouwen in de verwachte positieve effecten van het ingezette beleid en de eenvoud waarmee het beleid tot deze resultaten zou leiden. Als de praktijk anders uitpakte dan de beloftes van de theorie, werd dit doorgaans geweten aan onvolkomenheden bij het in de praktijk brengen van de theorie, niet aan de theorie zelf. En al werd het beleid in de loop der tijd zeker aangescherpt, er werd nooit sterk afgeweken van het ingeslagen pad. Mede door dit nieuwe beleid heeft zich een 'stille revolutie' voltrokken, gekenmerkt door een ingrijpende wijziging in de verhouding markt, overheid en samenleving en een significante transformatie van deze drie domeinen: meer (en andere) markt, andere overheid, andere samenleving

    Abstract: This timely book presents a critical examination of the developmental premises of Japan's high-growth success and its subsequent drift into recession, stagnation and piecemeal reform. The country, which within a few decades of wartime defeat mounted a serious challenge to American hegemony, appeared incapable of fully adjusting to shifting economic circumstance once the impulses of catch-up growth and the good fortune of an accommodating international environment faded. The banking crises, spiralling government debt, and stagnant growth experienced by major industrialized nations in recent years have evoked renewed interest in Japan’s economic denouement since the 1990s. To many, Japan’s drift into recession and financial crisis during the early 1990s, and later into stagnation and prolonged deflation, demonstrated precisely what not to do when fashioning remedial policy. This book details the legacies of Japan’s high-growth success and how they affected Japan’s capacity to cope with shifting national and international circumstance from the 1980s. It reviews the contentious debates over the causes and consequences of the ‘bubble economy’ and the ‘lost decade’, and assesses the extent to which reforms since 1997 have been compromised by lingering attachments to Japan’s distinctive post-war political economy. Providing an analytical overview of both the high growth and recessionary periods and of subsequent reform agendas, this timely book will appeal to students, academics and researchers of economic history, development and politics, particularly those with an interest in Japan and Asian studies more generally.

    Abstract: How China Became Capitalist details the extraordinary, and often accidental, journey that China has taken over the past thirty years in transforming itself from a closed agrarian socialist economy to an indomitable force in the international arena. The authors revitalize the debate around the development of the Chinese system through the use of primary sources. They persuasively argue that the reforms implemented by the Chinese leaders did not represent a concerted attempt to create a capitalist economy, but that the ideas from the West eventually culminated in a fundamental change to their socialist model, forming an accidental path to capitalism. Coase and Wang argue that the pragmatic approach of "seeking truth from fact" is in fact much more in line with Chinese culture. How China Became Capitalist challenges the received wisdom about the future of the Chinese economy, arguing that while China has enormous potential for growth, this could be hampered by the leaders' propensity for control, both in terms of economics and their monopoly of ideas and power.

This volume sets out a strategy for raising rural incomes which emphasises the creation of diversified rural economies with opportunities within and outside agriculture. Agricultural policies need to be integrated within an overall mix of policies and institutional reforms that facilitate, rather than impede, structural change. By investing in public goods, such as infrastructure and agricultural research, and by building effective social safety nets, governments can limit the role of less efficient policies such as price controls and input subsidies.

    Abstract: Aid plays an important role in reducing poverty and inequality, stimulating growth, building capacity, promoting human development and accelerating the achievement of the Millennium Development Goals. Effective aid is critical both to maximise the impact of aid and to achieve long-term, sustainable development. Aid to the health sector has increased substantially over the last 20 years from USD 5 billion in 1990 to USD 21.8 billion in 2007. Consisting of a growing and diverse range of actors, aid to the health sector faces complex governance and management challenges: for example, donors inadvertedly invest in duplicate and fragmented efforts, while partners are unable to take full responsibility and leadership. By reviewing these challenges against the aid effectiveness principles outlined in the landmark 2005 Paris Declaration and 2008 Accra Agenda for Action, this report provides insight and expounds lessons from the health sector to the broader challenges of aid effectiveness. Health, then, is used as a “tracer” sector to help assess the risks and benefits of the diverse range of actors, and promote co-ordination and coherence among development programmes. This work is the result of a collaboration between the Working Party on Aid Effectiveness – an inclusive, international forum with the aim of improving aid delivery – through its Task Team on Health as a Tracer Sector and the World Trade Organization.

Er hebt u.a. das Verbot komplexer Finanzprodukte, die strenge Kontrolle des Bankensystems sowie die gezielte Industriepolitik und die Entwicklungsplanung lobend hervor. Rezension (ekz): Felix Lee, Wirtschafts- und Politikredakteur der "taz", untersucht in diesem Buch die Wirtschafts- und Finanzpolitik der Volksrepublik China in den letzten Jahren, besonders während und nach der jüngsten internationalen Finanzkrise (siehe auch M. Leonard: "Was denkt China", BA 12/09; F. Sieren: "Der China-Schock", BA 6/08). Er ist der Meinung, dass der Westen von China einiges lernen kann: So sind dort sehr komplexe Finanzprodukte verboten und das Bankensystem ist streng kontrolliert. Das sind 2 der Hauptgründe dafür, dass die Finanzkrise sich bei Weitem nicht so gravierend auswirkte wie etwa in Europa und den USA. Ausserdem hebt Lee die gezielte Industriepolitik, die hohe Staatsquote sowie die langfristige Entwicklungsplanung lobend hervor. Er beleuchtet die enormen Anstrengungen Chinas in der Sozialpolitik und die Fortschritte etwa im Aufbau rechtsstaatlicher Strukturen, setzt sich aber auch kritisch mit dem ausgeprägten Autoritarismus auseinander. Der Westen kann bei der Demokratievermittlung eine wichtige Rolle spielen. Gut lesbare und faktenreiche Beschäftigung mit einer komplizierten Thematik. (2)

Die Untersuchung rückt deshalb die „subjektive Seite“ ungleicher Entwicklung in Chile in den Mittelpunkt: die Grundbesitzer, Händler, Spekulanten, Industriellen und Banker. Von der Republikgründung bis in die Gegenwart rekonstruiert die Autorin ihre unbeständigen Allianzen und internen Auseinandersetzungen, ihre ideologischen Projekte und politischen Strategien.Die historische Perspektive veranschaulicht die Wechselfälle ihrer Vereinigungen: Die Kämpfe zwischen Liberalen und Konservativen um die Macht im Staat, die unterschiedlichen Strategien der rechten Parteien und Unternehmerverbände und schließlich die Herausbildung eines gemeinsamen marktradikalen Projekts und dessen Durchsetzung im Rahmen des Militärregimes.So selbstbewusst sich die chilenische Wirtschaftselite heute auch präsentiert, verdeutlichen doch 200 Jahre Globalisierungsgeschichte, dass Klassenbildung ein veränderlicher, immer umkämpfter Teil und nicht unumstößliches Ergebnis der Geschichte ist

    Abstract: Economic governance institutions (rules, norms and enforcement practices) define the cost and incentive structures that influence the decisions of economic actors.
