    Abstract: The Korean innovation system is in many ways highly developed and has helped to underpin Korea’s rapid industrialisation. However, long-standing policy emphases on manufacturing and large firms are today in question. Structural problems - such as the relatively weak innovation performance of SMEs, a lagging services sector and limited domestic job creation among the industrial conglomerates - have led to a shift in policy priorities. This shift is crystallised in the current government’s Creative Economy Strategy, which entails a far-reaching set of measures aimed at fostering cutting-edge innovation and consolidating a knowledge-based economy increasingly driven by high-value services. This review addresses Korea’s industry and technology policies and institutions, and provides policy recommendations.

    Abstract: A modern light water reactor (LWR) of 1 GWe capacity will typically discharge about 20-25 tonnes of irradiated fuel (spent fuel) per year of operation. Despite the low content of about 0.1-0.2% of minor actinides in spent fuel, these actinides can nonetheless contribute significantly to decay heat loading and neutron output, as well as to the overall radiotoxic hazard of spent fuel. For this reason, there has long been an interest in transmuting minor actinides to reduce their impact on the back end of the fuel cycle. Fast reactors are needed to effectively transmute transuranics (TRUs), including minor actinides. However, recent studies have demonstrated that TRU transmutation rates can also be achieved in thermal reactors, although with certain limitations due to the accumulation of transuranics through recycling and their impact on the safety of power plants. The transmutation of TRUs could potentially be implemented in a substantial number of thermal reactors operating today, while waiting for a similar programme in fast reactors to allow for commercial-scale operations in 20 to 30 years or more. This publication provides an introduction to minor actinide nuclear properties and discusses some of the arguments in favour of minor actinide recycling, as well as the potential role of thermal reactors in this regard. Various technical issues and challenges are examined from the fuel cycle, operations, fuel designs, core management and safety/dynamics responses to safety and economics. The focus of this report is on the general conclusions of recent research that could be applied to thermal reactors. Further research and development needs are also considered, with summaries of findings and recommendations for the direction of future R&D efforts.

    Abstract: National research systems face an increasingly competitive environment for ideas, talent and funds, and governments have shifted funds from institutional core funding to project funding, often on a competitive basis, or reward success in raising third-party funds in performance-based funding schemes. It is in this context that “research excellence initiatives” (REIs) have emerged. This is an instrument designed to encourage outstanding research by providing large-scale, long-term funding to designated research units. They provide funds for research and research-related measures, such as the improvement or extension of physical infrastructure, the recruitment of outstanding researchers from abroad and researcher training. This report presents new evidence on how governments steer and fund public research in higher education and public research institutions through REIs. The report can help inform discussions on future government policy directions by providing information on how REIs work and on the functioning and characteristics of institutions that host centres of excellence. The findings show some of the benefits to be gained through REIs and note some pitfalls to be avoided.

    Abstract: Synthetic biology is at such an early stage of development that there is no uniform agreement as yet about what it actually is. To some, it represents a natural extension of genetic engineering, and therefore is “business as usual”. For others, it is a way to bring mass manufacturing out from the decades of biotechnology research. Currently the discipline is limited by the ability to synthesise DNA cost-effectively but this is a technical barrier that it is anticipated will be overcome. Synthetic biology raises a number of policy issues around R&D funding, company investment, PPP arrangements and innovative financing, infrastructure requirements, education and training, intellectual property (IP), regulation, and public engagement. In preparation for the continuing development and greater use of synthetic biology, some countries have started to prepare synthetic biology technical roadmaps and a global roadmap for the medium term would be an extremely useful policy tool. Technical roadmaps could both identify likely future policy requirements, and be a useful vehicle in public engagement.

    Abstract: Uranium mining and milling has evolved significantly over the years. By comparing currently leading approaches with outdated practices, this report demonstrates how uranium mining can be conducted in a way that protects workers, the public and the environment. Innovative, modern mining practices combined with strictly enforced regulatory standards are geared towards avoiding past mistakes committed primarily during the early history of the industry when maximising uranium production was the principal operating consideration. Today’s leading practices in uranium mining aim at producing uranium in an efficient and safe manner that limits environmental impacts to acceptable standards. As indicated in this report, the collection of baseline environmental data, environmental monitoring and public consultation throughout the life cycle of the mine enables verification that the facility is operating as planned, provides early warning of any potentially adverse impacts on the environment and keeps stakeholders informed of developments. Leading practice also supports planning for mine closure before mine production is licensed to ensure that the mining lease area is returned to an environmentally acceptable condition. The report highlights the importance of mine workers being properly trained and well equipped, as well as that of ensuring that their work environment is well ventilated so as to curtail exposure to radiation and hazardous materials and thereby minimise health impacts.

    Abstract: Policy interest in demand-side initiatives has grown in recent years. This may reflect an expectation that demand-side policy could be particularly effective in steering innovation to meet societal needs. In addition, owing to constrained public finances in most OECD countries, the possibility that demand-side policies might be less expensive than direct support measures is attractive. This paper reviews demand-side innovation policies, their rationales and importance across countries, different approaches to their design, the challenges entailed in their implementation and evaluation, and good practices. Three main forms of demand-side policy are considered: innovation-oriented public procurement, innovation-oriented regulations, and standards. Emphasis is placed on innovation-oriented public procurement.

    Abstract: As OECD countries emerge from the global financial crisis, several countries have published their plans for the development of a future bioeconomy, an economy in which bio-based materials and production techniques will contribute significantly to economic and environmental sustainability. Such plans typically involve building a bio-based production industry in which fuels, energy and materials such as chemicals and plastics, almost always generated from fossil resources such as oil and natural gas, are incrementally replaced by equivalent or novel products generated from renewable resources. The realisation of this vision will require sustainably harnessing the vast biomass resource. The highest policy priorities at present are on several levels: allowing bio-based materials to compete for biomass on price with bioelectricity and biofuels; rectifying the highly distorting fossil fuel subsidies, heading off future competition for crude oil demand; and correcting for any excessive regulatory impacts. If governments wish to realise a successful bioeconomy in the future, the case for support for bio-based chemicals and plastics warrants serious attention.

    Abstract: The feasibility and costs of spent nuclear fuel management and the consequent disposal of ultimate waste continue to be the subject of public debate in many countries, with particular concern often expressed over the lack of progress in implementing final disposal. Uncertainties about back-end costs and the financial risks associated with management of the back end have also been singled out as possible deterrents to investment in new nuclear power plants. This report offers an appraisal of economic issues and methodologies for the management of spent nuclear fuel and high-level waste from commercial power reactors. It includes a review of different backend options and current policies and practices, with a focus on the cost estimates for these options and the funding mechanisms in place or under consideration in OECD/NEA countries. A generic economic assessment of high-level estimates of back-end cost impacts on fuel cycle costs is undertaken for selected idealised scenarios, by means of a simple static model. Sensitivity analyses are conducted for the evaluation of uncertainties in major components and the identification of cost drivers. Since factors other than economics are an important part of the decision-making process, an analysis of the influence of key qualitative parameters in the selection of back-end strategies is also presented in this report.

    Abstract: The increase in the human life span is a testament to the economic, social and medical progress made over the course of the last century. However, an ageing population brings some new challenges both to healthcare systems and to medicine in terms of the increased manifestation of specific diseases primarily seen in the elderly. Biomedical innovation, and in particular research into “omics technologies”, offers the promise of new means of detection, prevention and treatment of age-related disabilities and diseases. But the development of these new technologies will not be without challenges, in particular with respect to the difficulty of translating technological advances into innovation in the clinical setting. This report provides a synthesis of a March 2013 workshop organised by the OECD and the Human Genome Organisation (HGO) which focused on latest advances in omics technologies for healthy ageing and the policies and practices needed to facilitate their responsible development and integration in medical research, innovation and health policy.

    Abstract: Motivated by the ongoing interest of policy makers in the sources of job creation, this paper presents results from a new OECD project on the dynamics of employment (DynEmp) based on an innovative methodology using firm-level data (i.e. national business registers or similar sources). It demonstrates that among small and medium sized enterprises (SMEs), young firms play a central role in creating jobs, whereas old SMEs tend to destroy jobs. This pattern holds robustly across 17 OECD countries and Brazil, extending recent evidence found in the United States. The paper also shows that young firms are always net job creators throughout the business cycle, even during the financial crisis. During the crisis, entry and post-entry growth by young firms were affected most heavily, although downsizing by old firms was responsible for most job losses. The results also highlight large cross-country differences in the growth potential of young firms, pointing to the role played by national policies in enabling successful firms to create jobs.

    Abstract: Industrial policy, broadly defined, covers a multitude of policy instruments and approaches. While there has been a recent revival of interest in industrial policy around the world, systematic evidence of efficacy is relatively scarce. This report brings together the work of an OECD expert group that has considered recent evidence from the evaluation of industrial policy. The report focuses on three specific policy areas, namely: support for R&D; capital market interventions (with a focus on risk capital); and public procurement for innovation. The report also examines three areas where packages of industrial policy measures are generally applied: sector approaches including public-private partnerships; policies towards clusters and business networks; and national industrial strategies. In many areas of industrial policy, evaluation faces particular methodological challenges. These challenges are outlined in the report, which concludes by drawing together the main policy lessons from the available evaluation evidence.

Premièrement, à l’état naturel c’est une ressource énergétique stratégique puisqu’essentielle à la production d’électricité nucléaire et qui peut, par conséquent, influer sur la sécurité énergétique d’un État. Deuxièmement, c’est aussi une matière première assez abondante sur la surface de la planète qui, par diverses opérations, peut être transformée en un engin nucléaire explosif. C’est pourquoi il est à la fois intéressant d’en faire le commerce et nécessaire de réglementer son extraction et son traitement – ce que l’on appelle l’« amont du cycle » du combustible nucléaire. Or si l’extraction de tout métal « ordinaire » est réglementée à l’échelle nationale, dans le cas de l’uranium, la réglementation et le contrôle s’inscrivent également dans un régime international de droit nucléaire qui s’applique d’ailleurs à l’intégralité du cycle du combustible nucléaire.

    Abstract: Nuclear energy plays a major role in the provision of baseload1 power in countries throughout the world. It provides a clean, safe, economical and reliable source of power that is essential to the development of any economy, and particularly the economies of developing countries that have traditionally relied on whatever sources of power are at their disposal, irrespective of the disadvantages that some of these sources may carry. Whilst the worldwide debate on climate change continues, it is clear that nuclear energy has a distinct advantage due to its lack of carbon dioxide and other greenhouse gas emissions that are inherent in fossil-fired power plants.

    Abstract: During its April 2014 meeting, the Steering Committee for Nuclear Energy held a policy debate on “Progress towards a Global Nuclear Liability Regime”. The Steering Committee heard presentations from several experts on nuclear liability issues. To prepare the delegates to the Steering Committee for the policy debate, the NEA Secretariat prepared a background note on the status of the nuclear liability regimes, as well as on current issues and challenges in implementing the regimes. This article is based on the background note and is intended to provide basic information on the relevant international conventions and an overview of recent developments to enhance the understanding of the legal framework in which policymakers and practitioners are engaging to respond to the call for broader adherence to the international liability instruments.

    Abstract: The importance of uranium can be examined from several perspectives. First, natural uranium is a strategic energy resource because it is a key ingredient for the generation of nuclear power and, therefore, it can affect the energy security of a state. Second, natural uranium is also a raw material in relative abundance throughout the world, which can, through certain steps, be transformed into nuclear explosive devices. Thus, there is both an interest in the trade of uranium resources and a need for their regulatory control. The importance of uranium to the worldwide civilian nuclear industry means that its extraction and processing – the so-called “front end” of the nuclear fuel cycle – is of regulatory interest. Like “ordinary” metal mining, which is generally regulated within a country, uranium mining must also be considered from the more particular perspective of regulation and control, as part of the international nuclear law regime that is applied to the entire nuclear fuel cycle.

    Abstract: The European Commission organised on 29 October 2013 a meeting in Luxembourg with participation of EU neighbouring countries that had not been fully involved in the European stress tests (Armenia, Belarus and Turkey), as well as from the European Nuclear Safety Regulators Group. The Russian Federation was also invited but declined participation. The meeting provided a good opportunity to present and discuss the status of the stress tests already performed or planned in these countries with existing nuclear power plants such as Armenia or for those like Belarus and Turkey that are planning new nuclear projects.

    Abstract: The International Nuclear Emergency Exercise (INEX) series, organised under the OECD Nuclear Energy Agency (NEA) Working Party on Nuclear Emergency Matters (WPNEM), has proven successful in testing, investigating and improving national and international response arrangements for nuclear accidents and radiological emergencies. Early INEX exercises focused on the national and international aspects of early phase management of nuclear power plant emergencies. Starting with INEX-3 (2005-2006), the international community began looking at issues concerning longer-term consequence management. In 2008, the WPNEM started preparing the INEX-4 series, which was conducted in 2010-2011 and addressed consequence management and transition to recovery in response to malicious acts involving the release of radioactive materials in an urban setting. The goal of INEX-4 was to provide a basis for enhancing emergency management through the exchange of exercise experiences from participating countries and the identification of good practices and common issues. This summary report provides general outcomes based on country responses to the INEX-4 evaluation questionnaire and suggests areas of focus for future consideration.

    Abstract: Knowledge-based capital (KBC) results from business investment in non-physical assets such as R&D, data, software, patents, new business models, organizational processes, firm-specific skills and designs. This publication brings together the results of a two-year programme of work at the OECD on New Sources of Growth and the role of Knowledge-based Capital (NSG-KBC). This work shows that business investment in KBC is a key to future productivity growth and living standards. In many countries, business investment in KBC has increased faster than - and in some countries significantly exceeds - investment in physical capital (like machinery). To promote long-term growth and the jobs of tomorrow, governments must ensure that framework conditions, institutions and policies facilitate business investment in KBC. Emerging economies are also making concerted efforts to help their businesses accumulate KBC. This book sets out policy analyses and recommendations in the fields of: innovation; taxation; entrepreneurship and business development; corporate reporting; big data; competition and measurement.

    Abstract: This report considers the potential of marine biotechnology to contribute to economic and social prosperity by making use of recent advances in science and technology. It discusses scientific and technological tools at the centre of a renewed interest in marine biotechnology, contributing to a new bioeconomy sector in many countries, and offering potential new solutions to global challenges. It also examines how these advances are improving our understanding of marine life and facilitating access to, and study of, marine organisms and ecosystems, and it considers the largely untapped potential of these bioresources. This promise is considered alongside the challenges associated with the development of these resources which exist with complex ecosystems and fluidly distributed in a vast, largely shared environment. The report makes the case for a new global framework for the sustainable development of marine biotechnology and identifies some areas that will benefit from focused attention as governments develop policies to support it. In addition to this prospective view, this report identifies some early policy lessons learned by the governments which are leading attempts to benefit from bioresources.

The role that nuclear power will play in the future depends on the answers to these questions, several of which are provided in this up-to-date review of the status of nuclear energy, as well as on the outcome of research and development on the nuclear fuel cycle and reactor technologies.

Looking at a typology according to the policy domain, the paper proposes a framework based on growth accounting, which parallels the evolution of thinking about the rationale for industrial policy interventions, which has moved from a traditional approach based largely on product market interventions (production subsidies, state ownership, tariff protection), through market failure-correcting taxes and subsidies operating mainly on factor markets (R&D incentives, training subsidies, investment allowances, help with access to finance) to a focus on interventions that help build systems, create networks, develop institutions and align strategic priorities.

    Abstract: This report presents the findings of a research project to investigate the drivers and criteria shaping the application of genomic biotechnology to health in different national settings, and the barriers to implementation nationally and internationally. A case study approach was adopted for the project. The findings are based on the active participation in the survey of seven self-selected countries, including both OECD member and non-member countries (Finland, Israel, Luxembourg, Mexico, the United Kingdom, China and South Africa). The report outlines a number of potentially important patterns that are seen to emerge when the country case studies are set alongside one another and viewed in transnational perspective. The data, albeit based on limited evidence from a small sample of countries, suggest a significant divergence in the way that different countries are tending to adopt genomics for public health, which may have important implications for thinking about how genomic science and technology might best be employed in the interests of global public health.

    Abstract: There are at least two policy regimes to be considered, one for environmental biotechnology, and another for industrial biotech. Environmental biotechnology is focused on biotechnologies for environmental clean-up, and much of the policy in this area is around compliance. Industrial biotechnology has quite different policy objectives and only started to grow as a field with the worldwide interest in biofuels. Much of the world now has targets for bioenergy and favourable policy regimes to stimulate production and use of biofuels, but sustainability is now a real issue for biofuels production. This should become an international theme as more countries start to adapt biofuels as part of their energy supply.

    Abstract: This report aims to shed light on the role of markets and networks for knowledge-based assets. Knowledge Networks and Markets (KNMs) comprise the wide array of mechanisms and institutions facilitating the creation, exchange, dissemination and utilisation of knowledge in its multiple forms. This document provides new evidence on the knowledge-sourcing strategies of firms and their role in shaping innovation activities, according to different characteristics, and their impact on performance. It proposes a conceptual framework for understanding how KNMs support knowledge flows and the transfer of intellectual property (IP) rights, supported by a number of novel examples. It considers more specifically some developments in the market for IP rights, looking in the first instance at the evidence on the size of the market and the role of intermediaries. The role of public policies in the IP marketplace is also considered, with particular emphasis on some new forms of policy interventions such as government-sponsored patent funds. This document briefly reviews some key features of the markets and networks for knowledge originating in public research organisations, as well as the role of intermediaries such as technology transfer offices, whose role has been changing rapidly in recent years. Finally, the analysis of knowledge markets is extended to the market for knowledge embodied in highly skilled employees. The mixed impact of mobility on innovation is noted, considering in particular the use of agreements to restrict the movement of human capital and the potential implications of their enforcement. Some proposals for inclusion in a future measurement agenda are outlined.

    Abstract: As manifested by an increasingly globalised media, a nuclear accident anywhere quickly becomes a potential concern for people everywhere. It is therefore of prime importance that nuclear regulators’ communication strategies take into consideration the expectations and concerns of the public and provide sound information not only for the people of the affected country, but also for citizens worldwide. Public trust is a key element in being able to do so effectively and of particular importance when there are consequences for people or the environment. International co-operation can play a fundamental role in helping to improve crisis communication on national and global scales in the event of a nuclear accident or radiological emergency. These proceedings contain the papers, recommendations and conclusions of the workshop, which was attended by over 180 experts from 27 countries and 6 international organisations.

    Abstract: As all safety systems in the majority of existing nuclear power plants use the preferred power supply, any voltage surges in these systems could lead to common-cause failures. In the event of an unusual electrical system transient, it is essential that safety-related equipment be isolated or protected from the fault in order to ensure its ability to safely shut down the reactor and remove decay heat. Based on the analysis of the voltage surges observed at Forsmark-1 in 2006 and Olkiluoto-1 in 2008, this technical opinion paper summarises the current state of knowledge of in-plant and external grid-related challenges to nuclear power plant safety-related electrical equipment. It will be of particular interest to nuclear safety regulators, nuclear power plant operators and grid system regulators and operators.

    Abstract: Differences in the dynamisms of economies are persistent. Notwithstanding the growing body of evidence documenting these large cross-country differences, our understanding of what drives them is still rather limited. This paper seeks to help close this gap. Using unique data for ten countries the analysis sheds light on the factors that shape the distribution of firm growth and on what role policies play in driving cross-country differences. The paper provides new evidence on the link of labour market regulation, bankruptcy legislation, financial market development and R&D support policies with growth dynamics. The study goes beyond looking at differences in average growth rates as it analyses changes in the whole distribution of firms.

    Abstract: Future fuel cycle characteristics, feasibility and acceptability will be crucial for the continued development of nuclear energy, especially in the post-Fukushima context. Fuel cycle choices have both long- and short-term impacts, and a holistic assessment of their characteristics, cost and associated safety issues is of paramount importance. This report associates quantified impacts with foreseeable nuclear energy development in different world regions. It gives initial results in terms of uranium resource availability, fuel cycle facility deployment and reactor types. In particular, the need to achieve short doubling times with future fast reactors is investigated and quantified. The report also provides guidelines for performing future studies to account for a wider range of hypotheses on energy demand growth, different hypotheses regarding uranium resource availability and different types of reactors to be deployed.

    Abstract: Growth and diversity have characterised higher education in OECD countries for fifty years. Chile is no exception and has experienced dramatic increases in the number of students, the range of institutions and the programmes that they offer. But wider participation and diversification are only part of the story. Chilean society remains highly unequal in economic and social terms, and the quality of the academic, technical and professional programmes on offer is uneven. The establishment of a culture of quality in higher education which goes beyond accreditation, and the provision of accurate and reliable information, have become issues of concern not only to institutions, students and employers but to a wider public. This report analyses the performance of the relatively young higher education quality assurance system (SINAC-ES). It provides a set of key principles that the OECD review team believes both reflect international practice and are relevant for Chile. The report makes a set of recommendations about the place of the SINAC ES in Chilean higher education and society; the focus of its work; its structure and leadership; and the functions of licensing; accreditation and information that it carries out.

    Abstract: Le 23 décembre 2010, un cargo transportant 350 000 kilogrammes (kg) de concentré de minerai d’uranium (U3O8) appartenant à l’entreprise canadienne d’exploitation des ressources Cameco Corporation, quittait le port de Vancouver, en Colombie-Britannique (Canada) et se trouvait confronté à des conditions météorologiques violentes dans les eaux internationales entre Hawaii et les îles Midway alors qu’il était en route pour Zhanjiang, en Chine. Le navire, le MCP Altona, bien qu’ayant subi des dommages à la coque, put continuer à naviguer dans la tempête. Une fois la mer calmée, l’équipage constata que certains conteneurs avaient été renversés et endommagés. Le capitaine ne put cependant pas obtenir les autorisations nécessaires pour s’abriter dans un port de refuge à proximité étant donné qu’il n’y avait aucun risque immédiat pour la santé et la sécurité de l’équipage. Sur recommandation de Cameco, le cargo est retourné en Colombie- Britannique.

    Abstract: On 11 March 2011, the Fukushima Daiichi nuclear accident occurred.1 In responding to this accident, the Director General of the International Atomic Energy Agency (IAEA) on 30 March 2011, with broad support by the IAEA Member States, called for a Ministerial Conference on Nuclear Safety which took place in Vienna from 20–24 June 2011.2 On 20 June 2011, the Conference adopted a Declaration on Nuclear Safety, which, inter alia, expresses sympathy and solidarity with Japan and emphasises “the importance of implementing enhanced national and international measures to ensure that the highest and most robust levels of nuclear safety are in place, based on the IAEA safety standards, which should be continuously reviewed, strengthened and implemented as broadly and effectively as possible and commit to increase bilateral, regional and international cooperation to that effect.”3 The declaration furthermore requested the Director General of the IAEA to prepare a report and to draft an action plan building on the declaration and on the outcome of the ministerial conference.

    Abstract: L’accident tragique survenu à la centrale nucléaire de Fukushima Daiichi restera longtemps l’un des événements marquants de l’histoire de l’exploitation commerciale de l’énergie nucléaire. Aux États-Unis, la Nuclear Regulatory Commission (NRC) n’avait pas été confrontée à tant de questions importantes, touchant au coeur même de sa mission, depuis l’accident de Three Mile Island en 1979. Comme sa priorité a été, à juste titre, d’évaluer les mérites techniques des recommandations énoncées dans le rapport de sa Near-Term Task Force (NTTF)1, elle n’a pas accordé autant d’attention aux répercussions réglementaires à long terme de ses actions post-Fukushima. Maintenant qu’il s’est écoulé suffisamment de temps, il me semble utile de prendre le maximum de recul possible pour évaluer l’incidence que la mise en oeuvre de toutes ces actions aura sur notre cadre réglementaire et sur notre approche de la « protection suffisante ».
