    Abstract: This report examines land-use trends, policies and practices in Korea, in particular in the city of Busan, through the lens of urban regeneration and citizen participation. Korea has benefitted from comprehensive and well-structured, hierarchical land-use planning and urban regeneration frameworks. However, faced with a series of demographic and economic challenges, together with geographic factors and historical developments, Korea needs to re-evaluate land-use management and urban regeneration to leverage inclusive growth and boost competitiveness in Korean cities. This report argues that involving citizens in land-use planning and urban regeneration is essential to collect better quality information as a basis for plans, decisions and outcomes. This report is of relevant to urban planners, land use especialists, and city managers who work on urban regeneration projects and citizens’ participation.

    Abstract: Most developed countries now pursue policies that implicitly or explicitly aim at promoting compact urban form. This report analyses more than 300 academic papers that study the effects of compact urban form, and finds that 69% of the papers reviewed find positive effects associated with compact urban form. Over 70% of studies find positive effects of economic density (the number of people living or working in an area). A smaller majority of studies attribute positive effects to mixed land use (58%) and the density of the built environment (56%). These averages hide significant variation across specific dimensions of urban development. In order to understand the effects of compact urban form, the report estimates the monetary per capita value of the change in 15 outcomes in response to a 10% change in economic density. The major benefits of economic density arise from improved productivity and better access to jobs and services. Further benefits are generated through the preservation of urban green space, greater energy efficiency, pollution reduction and safer urban environments. The major costs of higher economic density are related to congestion, health and well-being. Increasing compactness can also contribute to higher land values and housing costs, which are borne disproportionately by renters and first-time buyers. Increasing economic density therefore requires accompanying policy interventions to maximise the benefits and minimise the costs associated with compactness. In particular, policymakers need to facilitate large-scale investment in housing supply and public transport networks to ensure efficient and equitable access to housing, services and jobs in compact cities.

The study then takes a closer look at two major policy efforts by the Seoul Metropolitan Government to advance inclusive growth. The study analyses the city’s efforts to ensure that strategies to address climate change also protect and benefit the most vulnerable populations, notably through the Promise of Seoul, which puts citizen welfare and social inclusion at the heart of the city’s efforts to tackle climate change. The study also assesses the efforts of city authorities to level the playing field for small firms and entrepreneurs through its Economic Democratisation Agenda.

    Abstract: Asian cities are particularly vulnerable to risks associated with natural disasters. While they are exposed to various types of natural hazards, flooding and other water-related disasters pose particularly significant risks and undermine long-term economic growth, especially in coastal cities. Managing such natural disaster risks is an essential component of urban policies in fast-growing Southeast Asian cities, especially as the impacts of climate change worsen. In addition to providing a framework for assessing disaster risk management policies in cities, this report also presents the results of assessment and locally tailored policy recommendations in five cities of different institutional, geographic, socio-economic and environmental contexts in Southeast Asia. They include Bandung (Indonesia), Bangkok (Thailand), Cebu (Philippines), Hai Phong (Viet Nam) and Iskandar (Malaysia). The study highlights that Southeast Asian cities are largely underprepared for natural disaster risks. Through an assessment of disaster risk management (DRM) policies at national and subnational levels, the study aims to enhance urban resilience by: i) identifying policy challenges related to DRM ; ii) assessing the impacts of current DRM policy practices; and iii) proposing more efficient and effective policy options to enhance urban resilience.

    Abstract: This report examines the Netherland’s new Metropolitan Region of Rotterdam-The Hague (MRDH), drawing on lessons from governance reforms in other OECD countries and identifying how the MRDH experience could benefit policy makers beyond Dutch borders. Long in search of ways to strengthen urban areas, the Dutch government has recently undertaken the development of a National Urban Agenda known as Agenda Stad, in parallel to a series of broad institutional reforms. This included abolishing the country’s traditional eight city-regions, which led Rotterdam, The Hague and 21 smaller neighbouring cities to form the Metropolitan Region of Rotterdam-The Hague (Metropoolregio Rotterdam Den Haag, or MRDH). This report analyses the emergence of the MRDH both as a geographical area that spans 23 municipalities in the southern Randstad region and as a new metropolitan authority with transport and economic development responsibilities. One of the challenges the MRDH faces is how to bring the economies of Rotterdam and The Hague closer together while generating growth and well-being.

    Abstract: This study provides an empirical analysis of the effects of environmental zoning on urban development. It focuses on the case of Natural Regional Parks (NRPs) in France. Of the environmental zoning instruments used in France, NRPs extend over the widest physical area. The analysis uses a quasi-experimental empirical approach (difference-in-differences) to evaluate the effects of NRPs on urban development at the municipality level. Three potential side-effects of NRPs on urban development in the regulated area are investigated. First, the long-term effects of environmental zoning on housing and population flows are analysed using French National Census data in the period from 1968-2011. Second, annual data on building permits granted in the period from 2003-2012 are used to estimate the short-term effects of NRPs on housing supply. Finally, the effects of NRPs on land-use in the regulated area using high-resolution geospatial data are evaluated. The results of the empirical analysis reveal that NRPs have had heterogeneous effects on urban development in regulated areas. Compared to development in neighbouring areas, some NRPs have discouraged urban development in the regulated area, in line with their intended objectives. However, in other cases NRPs have actually favoured urban development. In most cases, however, the policy had no significant effect on urban development within the regulated area.

    Abstract: Regions and cities are where the effects of policies to promote economic growth and social inclusion are felt in day-to-day life. The OECD Regional Outlook 2016 examines the widening productivity gap across regions within countries, and the implications of these trends for the well-being of people living in different places. It discusses how structural policies, public investment and multi-level governance reforms can help boost productivity and address inclusion. Drawing on a survey of OECD countries, the Outlook highlights country practices in regional, urban, and rural development policy that guide public investment. The Special Focus Part II on rural areas looks at different types of rural area and their productivity performance trends, and suggests that countries move towards a “Rural Policy 3.0”. The Policy Forum on Regions and Cities: Implementing Global Agendas includes chapters by many leading global organisations on how regions and cities can be instrumental in achieving the targets of agreements such as the Paris Accord and the Sustainable Development Goals. Individual country profiles provide an overview of regional, urban and rural development policies as well as performance in terms of productivity and well-being among different regions.

    Abstract: "This book concludes a trilogy that began with Intelligent Cities: Innovation, Knowledge Systems and digital spaces (Routledge 2002) and Intelligent Cities and Globalisation of Innovation Networks (Routledge 2008). Together these books examine intelligent cities as environments of innovation and collaborative problem-solving. In this final book, the focus is on planning, strategy and governance of intelligent cities. Divided into three parts, each section elaborates upon complementary aspects of intelligent city strategy and planning. Part I is about the drivers and architectures of the spatial intelligence of cities, while Part II turns to planning processes and discusses top-down and bottom-up planning for intelligent cities. Cities such as Amsterdam, Manchester, Stockholm and Helsinki are examples of cities that have used bottom-up planning through the gradual implementation of successive initiatives for regeneration. On the other hand, Living PlanIT, Neapolis in Cyprus, and Saudi Arabia intelligent cities have started with the top-down approach, setting up urban operating systems and common central platforms. Part III focuses on intelligent city strategies; how cities should manage the drivers of spatial intelligence, create smart environments, mobilise communities, and offer new solutions to address city problems. Main findings of the book are related to a series of models which capture fundamental aspects of intelligent cities making and operation.     Abstract: China needs a new model of urbanisation to match the shift to a new model of growth. For decades, both urbanisation and growth have been based on robust export demand, cheap labour, cheap land and artificially low pricing of environmental externalities. None of these can support growth or urban development in the future. This review examines the major challenges associated with the shift to a new model of urbanisation, looking at a range such issues as social and labour-market policies, land use and transport planning, urban planning, urban governance and public finance. The review presents a new assessment of China’s major cities, which defines functional urban areas based on settlement patterns and commuting zones rather than cities defined as administrative units. The results show, among other things, that China has many more mega-cities, with populations above 10 million, than the official data suggest. The good news for China is that the reforms needed to foster what the authorities call “people-centred urbanisation”, while complex, are coherent with one another and supportive of the broader shift to a growth model that relies more on domestic demand and productivity growth.

    Abstract: This review finds that while Mexico has taken important steps in addressing the urban challenges in the Valle de México, Mexico’s largest metropolitan area, there is a need for major metropolitan governance reform. Serious urban governance failings are inhibiting adequate responses to critical urban development priorities - regeneration, access to adequate housing, reliable and safe public transport, and environmental protection. Several measures are currently being implemented. However, these tools and reforms will not produce the desired solutions to urban problems in the absence of metropolitan thinking, strategic regional planning, and improved co-ordination and collaboration across levels of government.

    Abstract: "Across Europe there is a rapidly changing context for undertaking regional development. In the 20th century, development of the former planned economies (Bulgaria, Czech Republic, Hungary, Poland, Romania and Slovakia), was defined by these countries differences, rather than their common ideological roots. These disparities altered over time and were marked by changing social structures. However, the ranking of regions has remained the same as core areas have strengthened their positions while the structural obstacles to the modernisation of peripheral areas have remained due to a lack of coherent regional policy. This book examines the specific regional development paths of Central and Eastern European countries and evaluates the effects of the determining factors of this process. Through analysis of the system of objectives, instruments and institutions used in different eras, and case studies of Hungary, East Germany and Germany, development models are established and compared with Western European patterns. The book summarises the experiences of Central and Eastern European regional cooperation and examines the basic nature of the cohesion problems of the Carpathian Basin trans-national macro region. It confirms by comparative historical analyses that the transformation was indeed unique. This book will make a welcome addition to the literature for students and academics interested in the broader picture of Central and Eastern European politics, future integration within the European Union and the history of regional development processes"--
