Abstract: This Handbook aims to challenge ‘gender blindness’ in the historical study of high politics, power, authority and government, by bringing together a group of scholars at the forefront of current historical research into the relationship between masculinity and political power.  Until very recently in historical terms, formal political authority in Europe was normally and ideally held by adult males, with female power being perceived as a recurrent aberration. Yet paradoxically the study of the interactions between masculinity and political culture is still very much in its infancy. This volume seeks to remedy this lacuna by considering the different consequences of the masculinity of power over two millennia of European history. It examines how masculinity and political culture have interacted from ancient Rome and the early medieval Byzantine empire, to twentieth-century Germany and Italy. It considers a broad variety of case studies from early medieval Iceland and late medieval France, to Naples at the time of the French revolution and Strasbourg after the Franco-Prussian war, with a particular focus on the development of political masculinities in Great Britain between the sixteenth century and the present day

Abstract: This book explores the roles of religion in the current refugee crisis of Europe. Combining sociological, philosophical, and theological accounts of this crisis, renowned scholars from across Europe examine how religion has been employed to call either for eliminating or for enforcing the walls around “Fortress Europe.” Religion, they argue, is radically ambiguous, simultaneously causing social conflict and social cohesion in times of turmoil. Charting the constellations, the conflicts, and the consequences of the current refugee crisis, this book thus answers the need for succinct but sustained accounts of the intersections of religion and migration.

Abstract: This book provides an insightful analysis of the looming refugee and mixed migration crisis in the context of four major, contemporary flows: two in west and east Europe, and one each in the Americas and Asia. The analysis, in each case, is followed by a judicious identification of the key issues involved and the presentation of a set of proposed policy responses to them. The discussion is then placed in a global setting and dovetailed with the recently launched United Nations initiative to adopt global compacts on refugees and migrants. The author brings to this book, the first of its kind, his vast experience of advising, and actively engaging with, many of the principal international organisations concerned with refugee and migration issues. This book will be of interest to researchers, students, NGOs, professional bodies, national ministries, international organisations and rights groups in the fields of economics, public finance, political economy, human rights and refugee law, and international relations and demography

Abstract: This edited collection considers how transformations in contemporary societies have raised questions surrounding our sense of community and belonging, alongside our management of increased diversity. Diversity and Contestations over Nationalism in Europe and Canada includes contributions that consider the rise in regional nationalism and a greater willingness to recognise that many states are multinational. It critically explores the effects of altered patterns of immigration and emigration, including whether they give rise to (or re-invigorate) transnational or border-crossing forms of nationalism. The book also identifies the patterns of national transformation, especially in Europe, which we see coupled with significant nationalist reactions by populists as well as extreme right-wing movements and parties. This multidisciplinary collection of works will be a useful resource forresearchers and students of political sociology in Europe and Canada, particularly within the contexts of immigration, multiculturalism and globalization

Abstract: This book focuses on linguistic practices of identity construction in a popular culture media context, the Eurovision Song Contest. Subscribing to a normativity-based approach to critical discourse analysis, it studies Europeanisation as it surfaces at the discursive interface of European, national and sexual identities in Eurovision lyrics and performances. Research in critical discourse analysis that deals with Europeanisation, or the discursive work involved in European identity formation, has so far mainly studied data from EU political contexts that illustrate a top-down approach to what Europeanness means. The present book complements this earlier research in several ways, focusing on the linguistic construction of identities, and its interrelation with non-linguistic modes of signification in the Eurovision Song Contest. Discursive mechanisms that prove to be central for the normative shifts of Europeanisation in the given context are de-essentialisation, inclusion, camp, crossing and languaging. Abstract: This book is open access under a CC-BY license. Policy-making to address grand challenges faces greater complexity than any previous project of modernization. Future scenarios are haunted by uncertainty and there is real ambivalence as to the values that policy should strive for. In this situation decision-makers look to research and innovation to provide answers and solutions. But neither can the great transitions ahead be planned by science, nor will conventional methods of innovation bring such transitions about. A turn to interactive governance is therefore underway with policy-makers and citizens becoming increasingly involved in processes of deliberating futures. Technology Assessment (TA) is the art of structuring such processes. TA goes beyond traditional expert policy analysis by systematically combining a multi-disciplinary evidence base with participatory approaches to policy deliberation. TA thus seeks to act as a hub for serious and transparent dialogue between policy, industry, science, and society about the challenges ahead and the available options for overcoming them responsibly. This volume offers an up-to-date account of the expansion of technology assessment capacities across new European member states. The contributions of this volume are written by leading European researchers and practitioners in technology assessment (TA) and are based on the PACITA (Parliaments and Civil Society in Technology Assessment) project. Lars Klüver is Director of the Danish Board of Technology, Copenhagen, Denmark. Rasmus Øjvind Nielsen is Researcher at the Danish Board of Technology, Copenhagen, Denmark. Abstract: This book examines the use of image and text juxtapositions in conceptual art as a strategy for challenging several ideological and institutional demands placed on art. While conceptual art is generally identified by its use of language, this book makes clear exactly how language was used. In particular, it asks: How has the presence of language in a visual art context changed the ways art is talked about, theorised and produced? Image and Text in Conceptual Art demonstrates how artworks communicate in context and evaluates their critical potential. It discusses international case studies and draws resources from art history and theory, philosophy, discourse analysis, literary criticism and social semiotics. Engaging the critical and social dimensions of art, it proposes three methods of analysis that consider the work's performative gesture, its logico-semantic relations and the rhetorical operations in the discursive creation of meaning. This book offers a comprehensive method of analysis that can be applied beyond conceptual art.

Abstract: This book analyses the waves of protests, from spontaneous uprisings to well-organized forms of collective action, which have shaken European cities over the last decade. It shows how analysing these protests in connection with the structural context of neoliberal urbanism and its crises is more productive than standard explanations. Processes of neoliberalisation have caused deeply segregated urban landscapes defined by deepening social inequality, rising unemployment, racism, securitization of urban spaces and welfare state withdrawal, particularly from poor peripheral areas, where tensions between marginalized youth and police often manifest in public spaces. Challenging a conventional distinction made in research on protest, the book integrates a structural analysis of processes of large scale urban transformation with analyses of the relationship between 'riots' and social movement action in nine countries: France, Greece, England, Germany, Spain, Poland, Denmark, Sweden and Turkey

Abstract: The fields of gender and religious studies have often been criticized for neglecting to engage with one another, and this volume responds to this dearth of interaction by placing the fields in an intimate dialogue. Taking a multi-disciplinary approach and drawing on feminist scholarship, the book undertakes theoretical and empirical explorations of relational and co-constitutive encounters of gender and religion. Through varied perspectives, the chapters address three interrelated themes: religion as practice, the relationship between religious practice and religion as prescribed by formal religious institutions, and the feminization of religion in Europe

Abstract: The European payment market has undergone rapid transformation in recent years due to changes in payment habits, new business rules and new legal frameworks and regulation. There has also been an advent of new technologies and payment solutions which has altered the European payments landscape drastically. This book provides an overview of the key issues involved in this new payments landscape. The authors discuss fundamental problems such as substitution between cash and non-cash payment instruments, payment costs, the economics of fees, and the demand for cash and deposit money. They also analyse issues such as two-sided markets, business platforms and the problem of critical mass. Other chapters focus on new phenomena in payments such as mobile payments, multi-sided platforms, electronic wallets, virtual currencies, decentralised ledgers, private digital currencies, blockchain and instant payments. The authors also review existing regulation for the topic including the revised Payment Services Directive (PSD2), Interchange Fee Regulation (IF/MIF Reg), and the Single Euro Payments Area (SEPA) project. Transforming Payment Systems in Europe offers insight into changing payment culture and the ways in which new payment systems can create a single digital market to foster further integration in Europe

Abstract: This volume brings together a fascinating selection of studies exploring the soft power tools used by heirs to the throne in order to enhance the communication of monarchies with their audiences during the nineteenth-century. How we perceive royals and their dynasties today - as families, as celebrities, as charitable figureheads of society or as superfluous relics of a bygone age - has deep roots in the monarchical cultures of nineteenth-century Europe. By focusing on the role played by heirs to the throne, this volume offers an original perspective on the ability of monarchies to persuade sceptical audiences, nourish positive emotions and thereby strengthen the position of each dynasty within its respective nation. Using examples from Britain, Italy, Spain, the Netherlands, Austria, Greece, Sweden, Norway and Prussia, an international team of experts analyzes and explains the development of the very soft power tools which are still being used by Ruling Houses today

Abstract: ‘This impressive volume is an outstanding contribution to comparative research into local service provision from an international and over time perspective. It brings together scholars of the first rank and includes country analyses from almost all European regions. The book is a must-read for all who are interested in local government studies, public management and public sector reforms in Europe.’ Prof. Sabine Kuhlmann, University of Potsdam, Germany ‘Public and Social Services in Europe is an essential guide to the rapidly changing worlds of public service delivery across Europe. It highlights not just the debates over privatisation but intriguingly those over the renaissance of cooperatives and citizens movements in providing services outside established statutory frameworks.’ Prof. Martin Laffin, Queen Mary University of London, UK This book presents comparative analyses and accounts of the institutional changes that have occurred to the local level delivery of public utilities and personal social services in countries across Europe. Guided by a common conceptual frame and written by leading country experts, the book pursues a “developmental” approach to consider how the public/municipal sector-centred institutionalization of service delivery (climaxing in the 1970s) developed through its New Public Management-inspired and European Union market liberalization-driven restructuring of the 1980s and early 1990s. The book also discusses the most recent phase since the late 1990s, which has been marked by further marketization and privatization of service delivery on the one hand, and some return to public sector provision (“remunicipalization”) on the other. By comprising some 20 European countries, including Central East European “transformation” countries as well as the “sovereign debt”-stricken countries of Southern Europe, the chapters of this volume cover a much broader cross section of countries than other recent publications on the same subject. Hellmut Wollmann is Emeritus Professor of Public Policy and Public Administration at Humboldt University Berlin, Germany. His recent publications include Evaluation in Public Sector Reform (2003), Provision of Public Services in Europe (edited with G. Marcou, 2010), and Introduction to Comparative Public Administration (with S. Kuhlmann, 2014). Abstract: This anthology provides an in-depth analysis and discusses the issues surrounding nudging and its use in legislation, regulation, and policy making more generally. The 17 essays in this anthology provide startling insights into the multifaceted debate surrounding the use of nudges in European Law and Economics. Nudging is a tool aimed at altering people’s behaviour in a predictable way without forbidding any option or significantly changing economic incentives. It can be used to help people make better decisions to influence human behaviour without forcing them because they can opt out. Its use has sparked lively debates in academia as well as in the public sphere. This book explores who decides which behaviour is desired. It looks at whether or not the state has sufficient information for debiasing, and if there are clear-cut boundaries between paternalism, manipulation and indoctrination. The first part of this anthology discusses the foundations of nudging theory and the problems associated, as well as outlining possible solutions to the problems raised. The second part is devoted to the wide scope of applications of nudges from contract law, tax law and health claim regulations, among others. This volume is a result of the flourishing annual Law and Economics Conference held at the law faculty of the University of Lucerne. The conferences have been instrumental in establishing a strong and ever-growing Law and Economics movement in Europe, providing unique insights in the challenges faced by Law and Economics when applied in European legal traditions.

Abstract: This book takes stock of the lessons to be learned from the experiences of different countries on their way to a transition into a unified Europe. It demonstrates how the project of a unified Europe is a social pilot project that is unique in human history, both with respect to the sheer number of people involved and with respect to the cultural diversity it aims to turn into a progressive advantage. With no historical experience at hand, the transition into a unified Europe is an exploratory process, often risky but sometimes also surprisingly successful. To improve the chances of establishing a successful unification it is particularly important that we learn from the mistakes made so far; and that we learn rapidly, since the forces working against the pilot project of Europe will gain power very fast if the unification success slows down. And as the recent developments in Greece show, the vision of the final goal itself can well change during this exciting quest. Apart from providing the pieces of a mosaic on which a more general theory can be built, this book can be read as a collection of experiences – mistakes as well as triumphs – which should help the European learning process. The structure of the book mirrors Europe’s diversity: specific country studies are combined with more general chapters, and quantitatively oriented econometric work is combined with qualitatively oriented sociological studies.

Abstract: This book discusses the role of the prison in Europe across a divide of over 200 years. Inspired by the travels of the prison reformer John Howard (1726-1790), who visited prisons across Europe in the eighteenth century, it fundamentally reflects on centuries of the practice of locking people up as punishment. Howard travelled across Europe to visit prisons, with a simple method: he travelled and knocked on prison doors on his journey and entered the premises. He then observed the situation in the prison, took notes and left to visit other locations. Howard's influential book The State of the Prisons resulted from his experiences, provoking debate among prison reformers and academics worldwide. Adopting the contemporary methods of prison tourism research, the author follows in Howard's footsteps. He draws on extensive research conducted in prisons across six countries: England, Norway, the Netherlands, France, Italy and Azerbaijan. Howard's reflections are used as a frame to assess contemporary prisons, particularly revolving around the questions of what prisons are for today, and what they should (or should not) be. It will be of great interest to criminologists researching prisons and penology, as well as historians interested in the histories of punishment.

Abstract: This book analyses how humour in political activism contributes to facilitating outreach, mobilisation and the sustaining of cultures of resistance. Drawing on examples of attention-grabbing stunts from around the world, Humour in Political Activism demonstrates how they succeed in turning relations of power upside down. The ambiguity and unpredictability of humour, Sørensen argues, makes it difficult to respond to this form of political activism when it is performed in public. Humorous political stunts can therefore challenge state power, help influence changes in law and make significant contributions to the conversations about how societies should be organised. The book also investigates the potential risks and limitations of using humour in nonviolent action and what makes humour unique compared with other forms of non-humorous political activism.

Abstract: This is the first monograph providing a comprehensive legal analysis of the criminalisation of migration in Europe. The book puts forward a definition of the criminalisation of migration as the three-fold process whereby migration management takes place via the adoption of substantive criminal law, via recourse to traditional criminal law enforcement mechanisms including surveillance and detention, and via the development of mechanisms of prevention and pre-emption. The book provides a typology of criminalisation of migration, structured on the basis of the three stages of the migrant experience: criminalisation before entry (examining criminalisation in the context of extraterritorial immigration control, delegation and privatisation in immigration control and the securitisation of migration); criminalisation during stay (examining how substantive criminal law is used to regulate migration in the territory); and criminalisation after entry and towards removal (examining efforts to exclude and remove migrants from the territory and jurisdiction of EU Member States and criminalisation through detention). The analysis focuses on the impact of the criminalisation of migration on human rights and the rule of law, and it highlights how European Union law (through the application of both the EU Charter of Fundamental Rights and general principles of EU law) and ECHR law may contribute towards achieving decriminalisation of migration in Europe
