    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Hungary.

    Abstract: Many countries are struggling to reconcile greater flexibility in school choice with the need to ensure quality, equity and coherence in their school systems. This report provides an international perspective on issues related to school choice, especially how certain aspects of school-choice policies may be associated with sorting students into different schools. A key question fuelling the school-choice debate is whether greater competition among schools results in more sorting of students by ability or socio-economic status. At the macro level, school segregation can deprive children of opportunities to learn, play and communicate with other children from different social, cultural and ethnic backgrounds, which can, in turn, threaten social cohesion. The report draws a comprehensive picture of school segregation, using a variety of indicators in order to account for the diversity of the processes by which students are allocated to schools.

Действующая отраслевая политика требует значительной модернизации, оптимизации и развития ВСиВО, повышений эффективности эксплуатации (сокращения доли воды, которая не приносит дохода, и численности персонала на тысячу абонентов и т.д.) – в соответствии с международными и отечественными обязательствами страны (включая Соглашение об ассоциации с ЕС, Цели устойчивого развития, Парижское соглашение по климату и национальную стратегию по водоснабжению и водоотведению). В отчете предложены пути и средства усиления способности правительства Молдовы обеспечить надлежащее регулирование сектора и способности операторов достичь более высоких стандартов предоставления услуг ВСиВО при обеспечении их ценовой доступности. Такие изменения не могут произойти за ночь, они потребуют системы экономического регулирования, способствующей ценовой доступности ВСиВО, полному покрытию затрат операторов и обслуживанию долга, а также движению по реалистичному пути улучшения показателей деятельности организаций водоснабжения и водоотведения.

    Abstract: This review analyses regulatory barriers to competition in the gas sector in Mexico, with the goal of helping Mexican authorities make regulation more pro-competitive while fostering long-lasting growth. This report is based on a competition assessment of laws and regulations conducted by the OECD developing recommendations to promote the competitive and efficient functioning of markets under review. It also includes estimates of how the implementation of certain recommendations could impact the economy.

Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Romania.

    Abstract: В Казахстане, с тех пор, как он стал независимым, зафиксированы впечатляющие темпы экономического роста, в основном в результате экспорта биржевых товаров и высокого уровня использования энергии. Эти темпы неустойчивы и создают значительное загрязнение воздуха, особенно из стационарных промышленных источников. Это ставит под угрозу устремления страны в области развития к 2050 году стать одной из ведущих экономик мира и приблизиться по уровню жизни к государствам — членам ОЭСР. В данной публикации, которая опирается на более ранние исследования ОЭСР, показано, что в Казахстане экологические платежи (экологические налоги, взыскания за несоблюдение требований и компенсация экологического ущерба) за промышленные загрязнители воздуха, применяемые в настоящее время, препятствуют энергоэффективности и борьбе с загрязнением жесткими мерами реагирования на несоблюдение требований и сосредоточенностью на привлечении доходов. Кроме того, они увеличивают издержки, связанные с ведением бизнеса в стране, и приносят мало пользы окружающей среде. Необходимо провести дальнейшие серьезные реформы регулирования экологических платежей в духе принципа «загрязнитель платит». В данном отчете представлены руководящие принципы реформ, основанные на положениях о загрязнении воздуха государств — членов ОЭСР и результатах анализа системы Казахстана, который ОЭСР проводила в тесном сотрудничестве с Правительством Казахстана.

The third chapter by Dariusz Sala and Bogus?aw Bieda from AGH University of Science and Technology, Management Department, Poland, describes the development of the life cycle inventory to rare earth elements (REEs) based on secondary sources, conducted according to ISO 14040 (2006) guidelines. Chapter 4 concentrates on lanthanide soil chemistry and shows how the soil chemistry of REEs may support soil science investigations. Dmitry V. Ladonin in Chapter 5 studies the content of forms of lanthanides in soddy-calcareous soils at different distances from the Cherepovets steel mill (Vologda region, Russia). The author concludes that the individual properties of lanthanides are clearly manifested in their interaction with soil components. The largest part of the fraction, bound to organic matter, contains medium lanthanides, while the heavy lanthanides are bound to Fe and Mn (hydr)oxides. The last chapter discusses ecological and physiological impacts of lanthanides on algae as primary producers in aquatic environments. To achieve these goals, a multitude of specific, targeted tests can be performed to detect free nucleic acids, exosomes, microRNAs, tumor-educated platelets, and whole cells of tumor or fetal origin in different biological fluids, including blood, urine, cerebrospinal fluid, and others. Although tissue biopsy has long been considered the gold standard of diagnostics, especially regarding malignant tumors, liquid biopsy has the advantages of a non-invasive approach and thus low risk of complications. It is technically feasible even in serious general status or if tumors or metastases are not easily accessible using conventional tissue biopsy. The testing is fast, exact, and can be repeated to ensure real-time follow-up. In contrast to classic tumor markers, liquid biopsy is distinguished by high specificity at genomic, proteomic, and cellular levels. It is expected to equal and exceed the diagnostic value of tissue biopsy. The field of liquid biopsies is developing rapidly regarding the selection of targets, technological improvements, and quality assessment. This book, written by a global team of recognized scientists, comprises state-of-the-art reviews on the current knowledge and advances in the technologies and software for liquid biopsy.
