    Abstract: The recent massive arrival of war refugees has challenged Europe’s political unity and fanned the flames of anti-Muslim populism. Both discourses have been framed in terms of ‘shifting solidarity’ between the European Union member states, their citizens and the refugees. At stake, the article argues, is the delineation of the collectivity linked by the obligation of solidarity. Drawing on insights from research conducted among Polish-born migrants in Germany about their practices and attitudes towards helping the refugees, and critically engaging with social theory, this article offers a new understanding of transnational solidarity. Transnational solidarity, it argues, needs to embrace the tension between cosmopolitan and particularistic ideas around belonging. The article suggests defining transnational solidarity as an outcome of socio-culturally and spatio-temporally specific interpretations of the norm of solidarity. As a heuristic device, transnational solidarity helps us to understand the shifting alliances for and against refugees in Europe.

    Abstract: "How the Zionist movement and the Yishuv actively sought to help Polish and other European Jews in the 1930s In European and Holocaust historiography, it is generally believed that neither the Zionist movement nor the Yishuv, acting primarily out of self-interest, energetically attempted to help European Jews escape the Nazi threat. Drawing on the memoirs, letters, and institutional reports of Chaim Weizmann, Zeev Jabotinsky, David Ben-Gurion, and many others, this volume sheds new light on a troubled period in Jewish history. Reinharz and Shavit trace Jewish responses to developments in Eastern and Central Europe to show that--contrary to recent scholarship and popular belief--Zionists in the Yishuv worked tirelessly on the international stage on behalf of their coreligionists in Europe. Focusing particularly on Poland, while explicating conditions in Germany and Czechoslovakia as well, the authors examine the complicated political issues that arose not just among Jews themselves, but also within national governments in Britain, Europe, and America. Charlotte Jirousek examines the history of dress and fashion in the broader context of western relationships with the Mediterranean world from the dawn of Islam through the end of the twentieth century. The significance of dress is made apparent by the author's careful attention to its political, economic, and cultural context. The reader comes to understand that dress reflects not simply the self and one's relation to community but also that community's relation to a wider world through trade, colonization, religion, and technology. The chapters provide broad historical background on Ottoman influence and European exoticization of that influence, while the captions and illustrations provide detailed studies of illuminations, paintings, and sculptures to show how these influences were absorbed into everyday living.     Abstract: "In this rich study, Roxana Barbulescu examines the transformation of state-led immigrant integration in two relatively new immigration countries in Western Europe: Italy and Spain. The book is comparative in approach and seeks to explain states' immigrant integration strategies across national, regional, and city-level decision and policy making. Barbulescu argues that states pursue no one-size-fits-all strategy for the integration of migrants, but rather simultaneously pursue multiple strategies that vary greatly for different groups. Two main integration strategies stand out. The first one targets non-European citizens and is assimilationist in character and based on interventionist principles according to which the government actively pursues the inclusion of migrants. The second strategy targets EU citizens and is a laissez-faire scenario where foreigners enjoy rights and live their entire lives in the host country without the state or the local authorities seeking their integration"--

    Abstract: This book addresses the legal feasibility of ethnic data collection and positive action for equality and anti-discrimination purposes, and considers how they could be used to promote the Roma minoritys inclusion in Europe. The books central aim is to research how a societal problem can be improved upon from a legal perspective. The controversy surrounding ethnic data collection and positive action severely limits their use at the national level. Accordingly, legal and political concerns are analysed and addressed in order to demonstrate that it is possible to collect such data and to implement such measures while fully respecting international and European human rights norms, provided that certain conditions are met. Part I focuses on ethnic data collection and explores the key rules and principles that govern it, the ways in which this equality tool could be used, and how potential obstacles might be overcome. It also identifies and addresses the specific challenges that arise when collecting ethnic data on the Roma minority in Europe. In turn, Part II explores positive action and the broad range of measures covered by the concept, before analysing the applicable international and European framework. It reviews the benefits and challenges of implementing positive action for Roma, identifies best practices, and gives special consideration to inter-cultural mediation in the advancement of Roma inclusion. The book concludes with an overview of the main findings on both topics and by identifying three essential elements that must be in place, in addition to full respect for the applicable legal rules, in order to combat discrimination and achieve the inclusion of Roma in Europe by complementing existing anti-discrimination frameworks with the collection of ethnic data and the implementation of positive action schemes

The universities had an annual intensive programme in which students and teachers of all universities came together to have try-outs of parts of the modules. These programmes contributed strongly to the network building of researchers, teachers and students. The activities have given a strong stimulus to the implementation of Education for Democratic Intercultural Citizenship in the participating universities and in educational organisations worldwide.     Abstract: This paper uses innovative democratic forums carried out in Germany, Norway, and the United Kingdom to examine people’s ideas about welfare-state priorities and future prospects. We use a moral economy framework in the context of regime differences and the move towards neo-liberalism across Europe. Broadly speaking, attitudes reflect regime differences, with distinctive emphasis on reciprocity and the value of work in Germany, inclusion and equality in Norway, and individual responsibility and the work-ethic in the UK. Neo-liberal market-centred ideas appear to have made little headway in regard to popular attitudes, except in the already liberal-leaning UK. There is also a striking assumption by UK participants that welfare is threatened externally by immigrants who take jobs from established workers and internally by the work-shy who undermine the work-ethic. A key role of the welfare state is repressive rather than enabling: to protect against threats to well-being rather than provide benefits for citizens. UK participants also anticipate major decline in state provision. In all three countries there is strong support for continuing and expanding social investment policies, but for different reasons: to enable contribution in Germany, to promote equality and mobility in Norway, and to facilitate self-responsibility in the UK.

    Abstract: Rezension: Als das Deutsche Reich am 28. Juni 1919 den Vertrag von Versailles unterzeichnete, gingen die überseeischen Kolonien an die Siegermächte des Ersten Weltkriegs über. Lange vergessen, kehrt die Kolonialperiode in Ländern wie Namibia, Kamerun oder Ruanda in den letzten Jahren in die Erinnerung zurück. Was bedeutet dieses Wiederauftauchen für die Bundesrepublik? Müsste in der "postkolonialen" Sichtweise nicht auch das deutsche Eroberungsstreben in Richtung Osten eine Rolle spielen? Die neue Erinnerungskultur hat gravierende Auswirkungen für das Selbstverständnis eines Landes, dessen Bevölkerung immer diverser wird. Der lange Schatten der deutschen "Kulturmission" findet sich heute etwa im Umgang mit der "Schuldenkrise", mit Migration und Flucht und im alltäglichen Rassismus. „Die deutsche Kolonialpolitik ging über Südwestafrika hinaus. Der Journalist und Migrationsforscher Mark Terkessidis erinnert zudem an die frühe Expansion in Richtung Osten.     Abstract: From 2015 to 2017, thousands of migrants fleeing war and poverty arrived on the shores of the Greek island of Lesbos. Now known as the 'refugee crisis', this historic event had a huge impact on the everyday lives of the local residents. The people of Lesbos were left to deal with the newcomers, without support or adequate information from either local or EU authorities with regard to the scale and 'urgency' of the situation. Based on ethnographic research on Lesbos, including participant observation and interviews with a wide range of actors and stakeholders, this book provides an in-depth analysis of the role of NGOs, EU law enforcement, local authorities, businessmen, migrants and local residents in creating and perpetuating the 'migration problem'. This study analyzes the dynamics of solidarity on the island. The early days of the crisis were characterized by euphoria and a warm-hearted welcome that led to the islanders being nominated for the Nobel Peace Prize. Somewhere along the line, this initial enthusiasm turned into disappointment and indifference. What happened to solidarity on Lesbos? Is there anything left of it?
