    Abstract: 'Other People's Struggles' is the first attempt in over 40 years to explain the place of 'conscience constituents' in social movements. Conscience constituents are people who participate in a movement but do not stand to benefit if it succeeds. Why do such people participate when they do not stand to benefit? Why are they sometimes present and sometimes absent in social movements? Why and when is their participation welcome to those who do stand to benefit, and why and when is it not? The work proposes an original theory to answer these questions, crossing discipline boundaries to draw on the findings of social psychology, philosophy, and normative political theory, in search of explanations of why people act altruistically and what it means to others when they do so.

    Abstract: 'Devotional Sovereignty' investigates the shifting conceptualization of sovereignty in the South Indian kingdom of Mysore during the reigns of Tipu Sultan (r. 1782-1799) and Krishnaraja Wodeyar III (r. 1799-1868). Tipu Sultan was a Muslim king famous for resisting British dominance until his death; Krishnaraja III was a Hindu king who succumbed to British political and administrative control. Despite their differences, the courts of both kings dealt with the changing political landscape by turning to the religious and mythical past to construct a royal identity for their kings. Caleb Simmons explores the ways in which these two kings and their courts modified and adapted pre-modern Indian notions of sovereignty and kingship in reaction to British intervention.

    Abstract: "As the power and sophistication of of 'big data' and predictive analytics has continued to expand, so too has policy and public concern about the use of algorithms in contemporary life. This is hardly surprising given our increasing reliance on algorithms in daily life, touching policy sectors from healthcare, transport, finance, consumer retail, manufacturing education, and employment through to public service provision and the operation of the criminal justice system. This has prompted concerns about the need and importance of holding algorithmic power to account, yet it is far from clear that existing legal and other oversight mechanisms are up to the task. This collection of essays, edited by two leading regulatory governance scholars, offers a critical exploration of 'algorithmic regulation', understood both as a means for co-ordinating and regulating social action and decision-making, as well as the need for institutional mechanisms through which the power of algorithms and algorithmic systems might themselves be regulated. It offers a unique perspective that is likely to become a significant reference point for the ever-growing debates about the power of algorithms in daily life in the worlds of research, policy and practice.     Abstract: 'The Persian Mirror' explores France's preoccupation with Persia in the seventeenth century. Long before Montesquieu's 'Persian Letters', French intellectuals, diplomats, and even ordinary Parisians were fascinated by Persia and eagerly consumed travel accounts, fairy tales, and the spectacle of the Persian ambassador's visit to Paris and Versailles in 1715. Using diplomatic sources, fiction, and printed and painted images, the text describes how the French came to see themselves in Safavid Persia. In doing so, it revises our notions of Orientalism and the exotic and suggests that early modern Europeans had more nuanced responses to Asia than previously imagined.

    Abstract: Much of the recent surge in writing about the practice of nonviolent forms of resistance has focused on movements that occurred after the end of the Second World War, many of which have been extremely successful. Although the fact that such a method of civil resistance was developed in its modern form by Indians is acknowledged in this writing, there has not until now been an authoritative history of the role of Indians in the evolution of the phenomenon. The text argues that while nonviolence is associated above all with the towering figure of Mahatma Gandhi, 'passive resistance' was already being practiced as a form of civil protest by nationalists in British-ruled India, though there was no principled commitment to nonviolence as such.

    Abstract: Organ donation and transplantation is a largely successful treatment used to replace failing organs. However, donation rates have never met the demand for transplantable organs. Biomedical researchers are exploring alternative sources from nonhuman animal donors such as pigs; improved biotechnological solutions such as total artificial hearts; and 3D printed organs developed from the recipient’s own cells. These These solutions are in various stages of development, and they may or may not prove viable in terms of cost, functionality, and/or compatibility with the recipient’s body. In this chapter, I ask not about the viability of these proposed solutions, but rather, about the acceptability of the various technologies to potential recipients. Simply put: were these organ transplant alternatives to become available, would patients agree to them? Analyzing answers from focus group interviews and surveys, I use the responses to show that individuals imagine these various technologies as familiar or foreign, self or other, clean or dirty, and so on. People envisage that using different different different materials will certainly affect their bodies but also their subjectivities. New biotechnologies are raising questions about altering subjectivity through body modification and the answers to these questions demonstrate ambiguity

    Abstract: Resurgent Asia analyses the phenomenal transformation of Asia, which would have been difficult to imagine, let alone predict, fifty years ago, when Gunnar Myrdal published Asian Drama. In doing so, it provides an analytical narrative of this remarkable story of economic development, situated in its wider context of historical, political, and social factors, and an economic analysis of the underlying factors, with a focus on critical issues in the process of, and outcomes in, development. In 1970, Asia was the poorest continent in the world, marginal except for its large population. By 2016, it accounted for three-tenths of world income, two-fifths of world manufacturing, and one-third of world trade, while its income per capita converged towards the world average. However, this transformation was associated with unequal outcomes across countries and between people. The analysis disaggregates Asia into its four constituent sub-regions—East, Southeast, South, and West—and further into fourteen economies—China, India, South Korea, Indonesia, Turkey, Taiwan, Thailand, Philippines, Malaysia, Singapore, Pakistan, Bangladesh, Vietnam, and Sri Lanka—which account for more than four-fifths of its population and income. This book enhances our understanding of development processes and outcomes in Asia over the past fifty years, draws out the analytical conclusions that contribute to contemporary debates on development, and highlights some lessons from the Asian experience for countries elsewhere. The volume explores technological learning at the firm level, policy learning by the state, and the cumulative and multifaceted nature of the learning process, which encompasses learning by doing, by experiment, emulation, innovation, and leapfrogging. Why is catch-up rare? And why have some nations succeeded while others failed? What are the prospects for successful learning and catch-up in the twenty-first century? These are pertinent questions that require further research and in-depth analysis. The World Bank estimates that out of the 101 middle-income economies in 1960, only thirteen became high income by 2008. This volume examines how nations learn by reviewing key structural and contingent factors that contribute to dynamic learning and catch-up. Rejecting both the one-size-fits-all approach and the agnosticism that all nations are unique and different, the volume uses historical as well as firm-level, industry-level, and country-level evidence and experiences to identify the sources and drivers of successful learning and catch-up and the lessons for late-latecomer countries.     Abstract: The notion that social protection should be a key strategy for reducing poverty in developing countries has now been mainstreamed within international development policy and practice. Promoted as an integral dimension of the post-Washington Consensus that emerged around the turn of the new millennium, all major international development agencies and bilateral donors now include a strong focus on social protection in their advocacy and programmatic interventions, and a commitment to providing social protection was recently enshrined within the Sustainable Development Goals. The rhetoric around social protection, particularly when delivered in the form of cash transfers, has sometimes reached hyperbolic proportions, with advocates seeing it as a silver bullet that can tackle multi-dimensional problems of poverty, vulnerability, and inequality and a southern-led success story that challenges the unequal power relations inherent within international aid. This book examines how the operation of power and politics at multiple levels of governance shapes the extent to which political elites are committed to social protection, the form this commitment takes, and the implications this has not only for the future shape of welfare regimes but also for state–citizen relations on the continent. With a particular focus on cash transfers, the chapters set out how the politics of promoting social protection has played out in countries from all regions of sub-Saharan Africa.     Abstract: There are two broad schools of ethical theory: consequentialism and non-consequentialism. According to consequentialism, the right act is that act which has the best consequences. According to non-consequentialism, the rightness of an action is not solely determined by its consequences. (Though, most versions of non-consequentialism allow some ethical relevance of consequences). The most famous version of non-consequentialism is deontology, which holds that one has an absolute duty to obey certain rules. “Never kill an innocent person” or “never lie” are examples of such rules. Christianity is one form of deontology and the Ten Commandments represent one set of rules. Medical law exists at the intersection between consequentialism and deontology. Much of medical law is consequentialist in nature. However, having evolved from a set of Christian values and principles, it retains certain deontological characteristics. In particular, it retains a commitment in many jurisdictions to the Sanctity of Life Doctrine, though this is being shed or modified as assisted dying becomes legalised. In this chapter, we will begin by defining consequentialism, and contrasting it with deontology. We will describe some examples of the influence of consequentialism over current medical law. We will close by outlining the areas where consequentialism is at odds with current medical law and how medical law should evolve according to consequentialism

    Abstract: This book examines the politics of the learning crisis in the global South, where learning outcomes have stagnated or worsened, despite progress towards Universal Primary Education since the 1990s. Comparative analysis of education reform in Bangladesh, Cambodia, Ghana, Rwanda, South Africa, and Uganda highlights systemic failure on the frontline of education service delivery, driven by deeper crises of policymaking and implementation: few governments try to raise educational standards with any conviction, and education bureaucracies are unable to deliver even those learning reforms that get through the policy process. Introductory chapters develop a theoretical framework within which to examine the critical features of the politics of education. Case study chapters demonstrate that political settlements, or the balance of power between contending social groups, shape the extent to which elites commit to adopting and implementing reforms aimed at improving learning outcomes, and the nature this influence takes. Informal politics and power relations can generate incentives that undermine rather than support elite commitment to development, politicizing the provision of education. Tracing reform processes from their policy origins down to the frontline, it seems that successful schools emerged as localized solutions to specific solutions, often against the grain of dysfunctional sectoral arrangements and the national-level political settlement, but with local political backing.     Abstract: Theories underlying the relationship between urbanization and transformation are being challenged by trends in Sub-Saharan African countries, since many have yet to observe their own “green” or industrial revolutions, despite moderate urbanization. Africa’s trajectory is very different than those of other developing regions, a main reason for which is the region’s significant “youth bulge” and the lack of a labor market outlet for this growing subpopulation. In many countries, the youth are driving the (albeit slow) movement out of agriculture, yet rather than migrating to urban areas, many are finding (usually informal) work in secondary cities, their peri-urban spaces, and the rural nonfarm economy. This book examines the overall trends in youth migration, policies, and political activism, then looks specifically at five African case studies to identify key trends and provide recommendations on encouraging youth to spur structural change. Conclusions reached in this book include that the rate of structural transformation varies among countries in Sub-Saharan Africa, but in most cases, it is the youth who are driving these changes. Education, access to financial services, and agricultural productivity contribute to this structural transformation and can act as pushes or pulls out of agriculture for the youth. However, when structural transformation policies are not pro-poor or inclusive, it can result in higher levels of youth under- and unemployment. Thus, the conclusions point to recommendations focusing on agricultural productivity, the rural nonfarm economy and informal sectors especially along agriculture value chains, access to finance and savings, infrastructure, and education

By working with international organizations and transnational networks across Europe, Africa, and Latin America, they sought to sell the idea of Franco’s Spain as a respectable, modern, and socially just state. In doing so the book also seeks to disrupt our understanding of the modern history of internationalism. Exploring what it meant for Francoist experts to think and act internationally, it challenges dominant accounts of internationalism as a liberal, progressive movement by foregrounding the history of fascist, nationalist, imperialist, and religious forms of international cooperation. The case of Spain reveals the contested and heterogenous nature of mid-twentieth-century internationalism, characterized by the tumultuous interplay of overlapping global, regional, and imperial projects.     Abstract: We all know that speech can be harmful. But what are the harms and how exactly does the speech in question brings those harms about? Mary Kate McGowan identifies a previously overlooked mechanism by which speech constitutes, rather than merely causes, harm. She argues that speech constitutes harm when it enacts a norm that prescribes that harm. McGowan illustrates this theory by considering many categories of speech including sexist remarks, racist hate speech, pornography, verbal triggers for stereotype threat, micro-aggressions, political dog whistles, slam poetry, and even the hanging of posters.     Abstract: 'Police Unlimited' is centred on the controversial idea that police forces are a focal point for conflict in modern society. Instead of emphasising the socially integrative function of police forces, the book links to a conflict model concerned with its socially divisive effects. Throughout the work, the consequences of this social division are discussed, using a detailed ethnographic study of the Dutch police as a starting point, and extending the analysis out to look at the global situation. They argue that UP is experiencing a post-Ayodhya phase of communalism markedly different from the late 1980s/early 1990s. The text employs a model of institutionalized everyday communalism whose defining feature is that rather than initiating major, state-wide riots, the strategy of the BJP-RSS currently is to create and sustain constant, low-key communal tension together with frequent, small, low-intensity incidents out of petty everyday issues that institutionalize communalism at the grassroots.
