    Abstract: La situation économique des jeunes n'est pas satisfaisante. Les inégalités scolaires se sont accrues depuis plus d'une décennie, en raison d'une forte baisse des résultats des élèves les plus défavorisés. Le taux de chômage des 20-24 ans n'est pas passé en dessous de 16 % depuis près de 30 ans. Les jeunes français sont très pessimistes quant à l'avenir et expriment une grande méfiance vis-à-vis des institutions. Le filet social hésite entre autonomie et solidarité familiale, et est inéquitable car les jeunes qui sont au chômage et ne disposent pas d’un soutien familial solide financièrement se trouvent dans une situation précaire. La politique d’éducation prioritaire devrait réellement devenir une priorité et les dépenses d'éducation devraient être rationalisées de façon à drainer davantage de ressources vers l'enseignement primaire. Il est souhaitable d’amplifier l'autonomie des universités, de même que l'indépendance financière des jeunes. Le fonctionnement du marché du travail dont certaines caractéristiques pénalisent les nouveaux entrants doit être réformé et les services d’accompagnement des jeunes vers l'emploi améliorés. Keeping up with technology developments in industry can be a costly endeavour, although partnering with employers can help to spread the cost of VET programmes. While vocational qualifications offer young people a good chance of finding employment, they are sometimes seen as a second-class choice and limit their value in the labour market overall. Countries need to ensure their vocational programmes offer all students the basic skills they need in the labour market and in life, as well as the opportunity to progress on to tertiary education if they wish.

The largest numbers of international students are from China, India and Korea. Asian students account for 53% of all students studying abroad worldwide. New players have emerged on the international education market in the past decades, such as Australia, New Zealand, Spain, the Russian Federation and, more recently, Korea. By contrast, the share of international students in some of the most attractive countries – Germany and the United States, for instance – has declined. As countries increasingly benefit from student mobility, the competition to attract and retain students has diversified the map of destinations over the past decade.

    Abstract: This paper explores the nature of complexity theory and its applications for educational reform. It briefly explains the history of complexity theory and identifies the key concepts of complex adaptive systems, and then moves on to define the differences between simple, complicated, and complex approaches to educational reform. Special attention is given to work currently underway in the fields of healthcare, emergency management and ecology that draws on complexity theory to build more resilient and robust response systems capable of adapting to changing needs and of identifying key pressure points in the system. Finally, this paper presents several examples of educational reform programmes undertaken worldwide that have implemented complexity theory principles to achieve positive results. It also recommends involving multiple stakeholders across the different levels of governance structure, increasing lateral knowledge-sharing between schools and districts, and transforming policy interventions to bring greater flexibility to the reform process. This move toward feedback-driven adaptive reform allows for better targeting of programmes to specific contexts and may prove a key way forward for educational policymakers.

    Abstract: The Italian Ministry of Education launched in 2007 a National Plan for Digital Schools (Piano Nazionale Scuola Digitale) to mainstream Information Communication Technology (ICT) in Italian classrooms and use technology as a catalyser of innovation in Italian education, hopefully conducing to new teaching practices, new models of school organisation, new products and tools to support quality teaching. The Italian Ministry of Education, Universities and Research asked the OECD to review its Plan from an international perspective and to suggest improvements. The small budget of the Plan has limited the effectiveness of its diverse initiatives. In its current design, a significant rise of the budget of the plan through public or private sources is a necessary condition for its success. Given current budgetary constraints, a significant budget increase may be difficult, and the report proposes to revise some features of the Plan in order to achieve two objectives: 1) speed up the uptake of ICT in Italian schools and classrooms; 2) create an Innovation Laboratory Network of test bed schools piloting and inventing new pedagogic and organisational practices to improve Italian education, by refocusing the innovation projects on the school 2.0 (scuol2.0) initiative.

    Abstract: Brazil has developed an encompassing system for quality assessment of higher education, the National System of Higher Education Evaluation (SINAES), which includes a test for assessing learning outcomes at the undergraduate level, the National Exam of Student Performance (ENADE). The present system has been running since 2004, and also serves as criteria for accreditation of programmes and institutions, and has been used to regulate the growing private (for-profit) sector of Brazilian HE. We will present an analysis of SINAES and the many challenges it faces to be recognised as a valid tool for quality assurance and regulation for the Brazilian HE system, using data developed within the system for the engineering and medicine programmes in Brazil. The learning outcomes test is similar to the one that the AHELO project has proposed, including both general education and subject area components, thus providing some preview of issues that may arise as that project moves forward.

    Abstract: The last decades have witnessed an increased concern in higher education over accountability, quality and productivity, and a struggle to meet increasingly complex challenges. This is more so in Middle East and North African (MENA) economies that witnessed a large expansion as a result of a high social demand and massification policies adopted by governments in public institutions. These policies also allowed the private sector to expand to meet the increasing demand. As a consequence, higher education institutions were faced with serious challenges related to quality because the quantitative expansions took place at the expense of quality (UNESCO, 2010). Although 14 out of 20 MENA economies established national bodies for quality assurance and accreditation, quality issues are still challenging higher education institutions in the region. The author presents the achievements, challenges and issues in quality in higher education in the region. She also briefly presents several international organisations’ initiatives and perspectives on quality in higher education in the region, and attempts to propose a set of suggestions and recommendations to move the systems to higher standards that are compatible with international ones. This paper covers the following 20 economies in the MENA region: Algeria, Bahrain, Djibouti, Egypt, Jordan, Kuwait, Lebanon, Libya, Mauritania, Morocco, Oman, the Palestinian Authority, Qatar, Saudi Arabia, Somalia, Sudan*, Syria, Tunisia, United Arab Emirates, Yemen.     Abstract: This paper presents an overview of gender differences in education outcomes in OECD countries. A rich set of indicators describes the improvement of educational attainment among women over the past decades, and various dimensions of male under-performance in education. Possible explanatory factors include incentives provided by changing employment opportunities for women, demographic trends, as well as the higher sensitivity of boys to disadvantaged socio-economic backgrounds. Gender differences in field of study and in performance by subject are found to be related to attitudes and self-perceptions towards academic subjects, which are in turn influenced by social norms. A number of policy options to address gender gaps are presented in the final section of the paper.

    Abstract: Existing estimates of the labor-market returns to human capital give a distorted picture of the role of skills across different economies. International comparisons of earnings analyses rely almost exclusively on school attainment measures of human capital, and evidence incorporating direct measures of cognitive skills is mostly restricted to early-career workers in the United States. Analysis of the new PIAAC survey of adult skills over the full lifecycle in 22 countries shows that the focus on early-career earnings leads to underestimating the lifetime returns to skills by about one quarter. On average, a one-standard-deviation increase in numeracy skills is associated with an 18 percent wage increase among prime-age workers. But this masks considerable heterogeneity across countries. Eight countries, including all Nordic countries, have returns between 12 and 15 percent, while six are above 21 percent with the largest return being 28 percent in the United States. Estimates are remarkably robust to different earnings and skill measures, additional controls, and various subgroups. Intriguingly, returns to skills are systematically lower in countries with higher union density, stricter employment protection, and larger public-sector shares.

    Abstract: The predictive power of the PISA test items for future student success is examined based on data from the Longitudinal Surveys of Australian Youth (LSAY) for the PISA 2003 cohort. This working paper analyses how students’ responses to mathematics and problem-solving items in PISA 2003 are related to the students’ qualifications in education in 2007 and 2010. The results show that items do differ in their predictive power, depending on some of their deep qualities. PISA mathematics and problem-solving items are grouped into various classifications according to their qualities. This paper proposes 16 new classifications of items. Among mathematics-specific item classifications, two are found to be significantly related to future student success: those that assess knowledge, understanding, and application of statistics; and those related to rates, ratios, proportions, and/or percent. These items frequently require students to apply common mathematical concepts to solve multi-step, non-routine problems, think flexibly, and understand and interpret information presented in an unfamiliar format or context. Among classifications that are not specific to mathematics, items that were classified as using reverse or flexible thinking are found to be related to student qualifications in both mathematics and problem solving. These items require students to be able to think through a solution at various points during the problem-solving process, not just at the start.

La différence de taux de participation électorale en fonction du niveau de formation est bien moins importante dans les groupes d’âges supérieurs. L’éducation peut apporter d’importants bienfaits à la société, non seulement en améliorant les perspectives d’emploi et les revenus, mais également en renforçant les compétences et en améliorant le statut social et l’accès aux réseaux. S’ils prenaient la pleine mesure de l’impact de l’éducation, les décideurs seraient mieux à même de faire face à tout un ensemble d’enjeux sociaux.

    Abstract: In an economically uncertain world, countries must balance the need for austerity with the need to invest in building a high-quality workforce. There is only a weak relationship between spending per student and tertiary attainment rates – the same level of spending can produce very different outcomes in different countries. The amount of time students spend getting their qualification varies widely across OECD countries but more time spent in education does not produce a better-qualified workforce. The risk of an over-educated population seems small: higher participation rates do not lead to higher graduate unemployment. Rather, the widening employment gap between the most and the least educated suggests countries should continue to aim for a highly-qualified young workforce.

    Abstract: China has made huge strides in expanding access to higher education since the 1980s. The main approach to achieve mass higher education was cost-sharing reforms of tertiary education. This article examines the policy reforms that affected tuition, fees and subsidies for tertiary students since the end of the 1980s and looks at the effects in terms of equity and access. It also examines institutional responses to the various policy changes as they competed for state funds. Using relevant literature, officially published statistical data and results from the related surveys, it identifies the patterns of inequality among four disadvantaged groups. Finally, it analyses the major determinants/contributors to inequality of access to higher education including state and institutional policies and practices, and tuition-related and student-support related factors.

    Abstract: Southern Cross University (SCU) has established a pathways college to increase access to and widen participation in higher education for people in regional areas of Australia. While many Australian universities have preparatory colleges associated with them, SCU College has been designed to make it unique in the sector. SCU College will operate under close contractual collaboration with the two vocational education institutes of Technical and Further Education (TAFE) in its footprint, North Coast TAFE and the Gold Coast Institute of TAFE. The core offerings of SCU College will be generic associate degrees in arts, business, allied health and science, offered on SCU campuses, at learning centres on the campuses of the three partners and by distance. Graduates from the College will be able to articulate into SCU degree courses. Survey data reveal that there are thousands of people in this region who are not qualified for direct entry into university, who do not wish to study at TAFE institutes and who are unable or unwilling to travel to study. The associate degrees are designed to provide generic skills for these people within a discipline context with enhanced study support from local College staff. The author demonstrates the process involved in creating the SCU pathways College noting that its creation fills an educational gap that responds to removing barriers and enhancing access, as well as successful outcomes noting that in detailing the main steps, strategies and design necessities involved may be of value for duplicating similar institutions, in Australia and elsewhere.

    Abstract: This paper explores the participation of low- and middle-income countries in OECD’s Programme for International Student Assessment (PISA). It provides a detailed description of partner countries’ participation across PISA rounds and the challenges faced by low- and middle-income partner countries in effectively implementing and deriving policy value from PISA. Specific challenges are illustrated with examples from Tunisia and Kyrgyzstan. Many partner countries lag considerably behind OECD countries on various dimensions of social and economic development. Three OECD countries – Chile, Mexico, Turkey – also differ from higher-income OECD countries in regards to educational achievement and other indicators of social and economic development. After grouping countries based on income (GNI per capita), this paper shows that the cognitive performance of students in countries participating in PISA varies considerably not only between different country income groups but also within them. Analysis of PISA performance in relation to national wealth provides strong arguments for grouping countries according to their social and economic development when reflecting on challenges of participation and effective use of PISA. Lack of funding and governments’ fear of bad performance have been stated as potential deterrents to participation. Lack of institutional capacity and less relevant results due to a non-representative sample of 15 year-olds and clustering of students at low proficiency levels are discussed as main challenges for the effective use of PISA. The paper concludes with some considerations on how to improve the effective use of PISA results in these countries that may be particularly relevant in the context of the OECD’s recently launched initiative called PISA for Development.

    Abstract: This report explores the development of implementation strategies used to enhance the programme “Assessment for Learning – 2010-2014” in Norwegian schools. Norway’s educational governance is highly decentralised, with 428 municipalities and 19 counties responsible for implementing education activities, organising and operating school services, allocating resources and ensuring quality improvement and development of their schools. This case study is based on56 interviews with 98 key actors and stakeholders in the Norwegian education system, as well as analysis of key policy and legal documents and a range of media articles. Key findings include the importance of clear communication between governance levels and a high degree of trust between stakeholders; the need for a clear understanding of programme goals, the role of learning networks between schools to aid the exchange of knowledge and provide peer support during the implementation process. Innovative forms of capacity building were of particular importance for the smaller municipalities, who reported being overextended by the continual stream of policy changes and struggling with prioritising activities. The case study also provides a series of recommendations for improvement.

Teachers’ salaries were either frozen or cut between 2009 and 2011 in 12 out of the 25 OECD countries with data available. This may discourage the highest-performing students from joining the teaching profession. Demand for education and training is increasing even as austerity continues to put pressure on the resources allocated to education. Educational institutions will have to do more with less in the coming years.

Ces dernières décennies, le marché international de l’éducation a vu l’émergence de nouveaux acteurs, tels que l’Australie, l’Espagne, la Fédération de Russie, la Nouvelle-Zélande et, plus récemment, la Corée. À l’inverse, le pourcentage d’étudiants en mobilité internationale a reculé dans certains des pays d’accueil traditionnellement les plus attractifs – en Allemagne et aux Etats Unis, par exemple.     Abstract: On average across 15 OECD countries, a 30-year-old male tertiary graduate can expect to live another 51 years, while a 30 year-old man who has not completed upper secondary education can expect to live an additional 43 years. A similar comparison between women in the two educational groups reveals less of a difference than that among men. In 27 OECD countries, on average, 80% of young tertiary graduates say they vote, while only 54% of young adults who have not completed upper secondary education do so. The difference in voting rates by level of education is much smaller among older age groups. Education can bring significant benefits to society, not only through higher employment opportunities and income but also via enhanced skills, improved social status and access to networks. By fully recognising the power of education, policy makers could better address diverse societal challenges.

    Abstract: Theories of fiscal competition between jurisdictions suggest that investment in productive relative to consumptive spending is higher in a decentralised setting, and that efficiency of the public sector is also higher. This paper empirically analyses the link between decentralisation and the composition of public spending as well as the relation between decentralisation and educational performance. The results suggest that fiscal decentralisation increases the share of public funds directed to capital spending and that the bulk of this shift is due to higher education spending. Using an education production function approach and PISA results (Programme of International Student Assessment) as an indicator of educational output, the results suggest that educational performance is significantly higher in decentralised countries, even when controlling for spending and other variables affecting education. A 10% point increase in decentralisation increases educational performance by four PISA points, thereby improving the PISA ranking by around four country positions on average. Decentralisation to lower government levels and decentralisation to the school level (school autonomy) have a similar impact on educational performance.

    Abstract: Creativity is widely accepted as being an important outcome of schooling. Yet there are many different views about what it is, how best it can be cultivated in young people and whether or how it should be assessed. And in many national curricula creativity is only implicitly acknowledged and seldom precisely defined. This paper offers a five dimensional definition of creativity which has been trialled by teachers in two field trials in schools in England. The paper suggests a theoretical underpinning for defining and assessing creativity along with a number of practical suggestions as to how creativity can be developed and tracked in schools. Two clear benefits of assessing progress in the development of creativity are identified: 1) teachers are able to be more precise and confident in developing young people’s creativity, and 2) learners are better able to understand what it is to be creative (and to use this understanding to record evidence of their progress). The result would seem to be a greater likelihood that learners can display the full range of their creative dispositions in a wide variety of contexts.

    Abstract: This case study looks at the effectiveness of policy instruments aimed at reducing the number of underperforming primary schools in a system with a long tradition of school autonomy. It reviews relevant Dutch policy developments in education since 1998 and provides an in-depth analysis of five selected schools and their responsiveness to the policy instruments under study. Interviews with relevant stakeholders explore a key issue: what happens after a reform is introduced, and what are the elements that make it successful (or not)? The study suggests that there is not a linear cause and effect driving changes in educational performance of schools. For example, even the assignment of the label ‘very weak’ can elicit a positive response from one school and a negative response from another, depending on the local context, history and staffing situation at the school. The same intervention can thus create a vicious cycle that triggers increasing deterioration of schools or a virtuous cycle that improves conditions to an extent that surpasses the original goal of the reform. This goes some way to explaining why some reform measures unintentionally backfire while others quickly (‘virally’) spread over the system and set a virtuous cycle in motion that engages all parts of the system.

    Abstract: In this paper, the authors discuss the rationale behind making talent development at the PhD, post-doctoral and early career levels an equal fourth pillar of the university’s mission, alongside the more traditional pillars of the triple helix. Using Denmark and Aarhus University as a case study, the paper describes how increased institutional autonomy, and the critical mass that resulted from mergers, permitted organisational restructuring that supports the development of this talent strategy and its implementation. The “quadruple helix” model at Aarhus University is intended to support strategies that involve multiple disciplines and cut across the four key missions of the university: research, education, knowledge exchange and talent development. Most importantly, the organisational model increases the university’s ability to address the challenges and opportunities of the global knowledge society while maintaining quality and expanding supply.

    Abstract: The main task of the Working Group on Adult Learning of the INES Labour Market, Economic and Social Outcomes network is the development of indicators on Adult Learning for publication in the annual volume “Education at a Glance” of the OECD. As part of this task, a list of 18 policy goals/issues in the domain of adult learning have been identified through broad consultations. After identifying the policy goals a theoretical framework was developed in order to be able to systematically select indicators for monitoring them. The theoretical framework is based on a systemic approach, identifying context, input, processes, output and outcome of the system of Adult Learning. The policy goals to be monitored and the theoretical framework constitute the basis for the definition and selection of a list of indicators which might be published in EAG. The third element in the development of international indicators is the existence of comparable data of good quality. The paper includes a list of 44 indicators which are practical to publish with existing data sources or with data sources likely to become available in the near future. The coverage of the policy areas is uneven, reflecting both the focus of existing data sources and the difficulties of some data gathering exercises.

Within the context of this framework, eight policy challenges relating to the provision of school buildings in Flanders are presented, providing lessons for all national or regional authorities with an interest in governance thinking about school construction issues.

    Abstract: This paper describes teacher strategies and experiences with interactive whiteboards (IWBs) and draws on the published research in this area to understand how a systemic approach to technology-based innovations in schools can contribute to quality education for all. It explores ways to support the cultural shift in teacher and learner roles that helps to integrate the technology effectively into classroom teaching. It begins by considering how the features of IWB technology might potentially be exploited in the primary or secondary school classroom to support subject teaching and learning. International experiences of implementing IWB programs are then described, mostly from the United Kingdom where integration efforts are the most prominent, and implications for future intervention efforts are examined. The review concludes by defining the organisational conditions for enhancing teacher commitment and thus the likelihood for successful change. In particular, the role of teacher professional development is foregrounded and characteristics of effective programmes are outlined. Some comments about the relative costs and benefits, and recommendations for policymakers, are made.

    Abstract: Organisational culture and external quality assurance have both been presented as significant drivers of effectiveness, efficiency and excellence in higher education institutions. However, these assumptions have not been critically examined given the philosophical, conceptual and methodological contestations surrounding both constructs. A meta-theoretical analysis of organisational culture and external quality assurance was conducted followed by an empirical study into their interrelationship. The study found that organisational culture was ephemeral, multidimensional and characterised simultaneously by conflict, consensus and indifference and was in a constant state of flux. In addition, external quality assurance appears to have purposes that go beyond its stated morally just and public good motives. The research revealed that organisational culture demonstrated managerial, collegial, transformative and political characteristics, which closely resonated with the role of external quality assurance as an agent of control, empowerment, transformation and of the state, respectively. The study concluded that authentic and enduring academic quality would most likely result within the university when the empowerment and transformation roles strengthen the collegial and transformative cultures.

    Abstract: The authors present a case study discussing student-oriented initiatives to enhance academic achievement. They focus on the academic, psychosocial and motivational weaknesses of students showing how these can be overcome with strategic projects to aid students in their first year of higher education. The case study, a multi-million US dollar project at a regional, state-owned university, the University of Bío-Bío, occurred over a three-year span – 2007-10. The various initiatives created under the auspices of the project take into account the reality that 78.9% of the students are from the lower socio-economic quintiles of the population and have gaps in their linguistic and scientific knowledge, and lack the skills, learning attitudes, learning strategies and motivation necessary for success. By means of descriptive analysis and gap analysis, it is shown that the implementation of additional academic, psychosocial and motivational support initiatives reduce student dropout rates to 8.7% and 33.7% (in first and third year, respectively); reduce course completion times to 5.1, 5.6 and 7.7 years (in 4-, 5- and 6-year courses, respectively); improve employment, with satisfaction levels of 85% and 95% among graduates and employers; and increase accredited programmes by 82%. This article contributes to the body of knowledge focusing on methods to enhance national and international education systems, providing strategies to reduce the gap between students’ skills upon admission and those needed to attain academic success in higher education.

El equipo de expertos de la OCDE proporciona una serie de principios básicos que cree que reflejan prácticas a nivel internacional que son de relevancia y utilidad para el caso de Chile. A lo largo del informe se encuentran una serie de recomendaciones de mejora en referencia a: el encaje del SINAC-ES en el sistema de educación superior y la sociedad chilena, el enfoque de su trabajo, su estructura y liderazgo, así como las funciones de licenciamiento, acreditación e información que desarrolla el sistema.

    Abstract: Growth and diversity have characterised higher education in OECD countries for fifty years. Chile is no exception and has experienced dramatic increases in the number of students, the range of institutions and the programmes that they offer. But wider participation and diversification are only part of the story. Chilean society remains highly unequal in economic and social terms, and the quality of the academic, technical and professional programmes on offer is uneven. The establishment of a culture of quality in higher education which goes beyond accreditation, and the provision of accurate and reliable information, have become issues of concern not only to institutions, students and employers but to a wider public. This report analyses the performance of the relatively young higher education quality assurance system (SINAC-ES). It provides a set of key principles that the OECD review team believes both reflect international practice and are relevant for Chile. The report makes a set of recommendations about the place of the SINAC ES in Chilean higher education and society; the focus of its work; its structure and leadership; and the functions of licensing; accreditation and information that it carries out.

    Abstract: Geschlechtsspezifische Ungleichheiten machen sich in allen Bereichen des Wirtschaftslebens bemerkbar und bedeuten sowohl für die betroffenen Personen als auch für die Volkswirtschaft insgesamt hohe Verluste in Form von entgangener Produktivität und niedrigeren Lebensstandards. Dieser neue OECD-Bericht befasst sich mit Lösungsansätzen zur Beseitigung dieser geschlechtsspezifischen Ungleichheiten unter folgenden thematischen Gesichtspunkten: Geschlechtergleichstellung, soziale Normen und öffentliche Politik sowie Geschlechtergleichstellung in Bildung, Berufsleben und Unternehmertum. Die Kernaussagen lauten: ? Die Verbesserung der Geschlechtergleichheit beim Bildungsniveau hat einen stark positiven Effekt auf das Wirtschaftswachstum. ? Geschlechterstereotypen muss schon im jungen Alter bei den Bildungsentscheidungen in der Schule entgegengewirkt werden. So sollten beispielsweise Unterrichtsmethoden und -materialien angepasst werden, um Jungen stärker für das Lesen und Mädchen stärker für Mathematik und Naturwissenschaften zu begeistern; Mädchen sollten ermutigt werden, verstärkt naturwissenschaftliche, ingenieurwissenschaftliche und mathematische Studienfächer zu wählen und eine Berufstätigkeit in diesen Bereichen anzustreben. ? Gute und bezahlbare Kinderbetreuung ist ein ausschlaggebender Faktor für die Verbesserung der Geschlechtergleichstellung im Berufsleben. Veränderungen sind jedoch auch im familiären Kontext notwendig, da der überwiegende Teil der Hausarbeit und Kindererziehung in vielen Ländern immer noch von den Frauen geleistet wird. Diese Veränderungen können von der Politik unterstützt werden, beispielsweise durch Elternurlaubsregelungen, die Väter explizit einschließen. ? Fördermaßnahmen für Unternehmen in Frauenbesitz müssen auf alle Unternehmen, nicht nur auf Neugründungen und Kleinbetriebe, ausgerichtet werden. Es muss ein gleichberechtigter Zugang zu Finanzierungsmitteln für männliche und weibliche Unternehmer gewährleistet werden.
