    Kurzfassung: Utilising a wide array of data and rich empirical evidence drawn from a large sample of industrial districts (IDs), Ivana Paniccia presents a realistic, state-of-the-art analysis of their socio-economic structure and performance. This extensive yet detailed study adopts a wide perspective, integrating historical evidence and different streams of literature - from industrial to regional economics - into testable hypotheses. The multidisciplinary, quantitative approach adopted by the author, enables her to 'de-structure' the 'canonical' idea of the ID and evaluate the normative value. Supported by multivariate and econometric analyses, she identifies four general types of ID each with different development paths, performances, inter-organizational relations, and regulatory rules and institutions. The results demonstrate that IDs on average achieve better static or dynamic economic performance than non-ID areas. The analysis also highlights critical points of rupture in the socio-economic equilibrium of IDs which may impair their future competitiveness and social sustainability. The author offers a critical appraisal of the organizational literature on IDs, claiming for caution in their depiction as 'cooperative systems' and goes on to present the first steps towards a 'microfoundation' of a theory on IDs. Providing the methodology to monitor the performance and evolution of IDs, together with precise policy suggestions, this book will appeal to a broad range of scholars and researchers in a variety of disciplines including regional, industrial and institutional economics, organizational studies and industrial sociology

    Kurzfassung: During the past decade the issue of a general welfare double dividend (an improvement in environmental quality combined with a positive welfare effect) triggered by a tax shift from labour to energy resources has been extensively debated. In this book, Kurt Kratena studies the employment effects of revenue neutral tax shifts from labour to energy, and measures the impact on theoretical and empirical models of the European labour market. A common theoretical framework is devised to analyse the impact of environmental tax reform. Various 'labour market regimes' (competitive labour markets, union wage bargaining and efficiency wages) are derived and taken as the starting point for different specifications of the labour market. The theoretical outcomes of tax shifts in these different labour market regimes are then analysed and compared. The results reveal that whereas an econometric based multi-sectoral model yields significant double dividend effects, a general equilibrium model only finds employment double dividend effects. The book also highlights the potentially positive economic consequences of environmental tax reform such as a shift in demand from energy to non-energy goods. This book provides a concise appraisal of the general double dividend question combined with an innovative analysis of the employment double dividend effect. It utilises extensive empirical evidence and reveals the sensitivity of the various theoretical concepts surrounding the debate. This book will be of interest and relevance to academics in the fields of environmental economics, labour theory and fiscal studies

    Kurzfassung: Pollution, alternative fuels, congestion, intelligent transportation systems, and the shift from construction to maintenance all call for a reconsideration of the existing highway revenue mechanisms, especially the gas tax. David Levinson explores the fundamental theoretical basis of highway finance, in particular the use of tolls, and supports that theory with empirical evidence. The author examines highway finance from the perspective of individual jurisdictions and travellers, and considers their interactions rather than specifying a single optimal solution. Congestion pricing has long been a goal of transportation economists, who believe it will result in a more efficient use of resources. Levinson argues that if the governance were to become more decentralized, and collection costs continue to drop, tolls could return to prominence as the preferred means of financing roads for both local and intercity travel. An approach that creates the local winners necessary to implement road pricing is required before it can be expected to become widespread

    Kurzfassung: There is a long-standing difference amongst public economists between those who think that collective choice must be formally acknowledged, and those who derive their policy recommendations from a social planning framework in which politics plays no role. Some of the specific questions addressed in the book include: does public finance need political economy?     Kurzfassung: As the world entered the twenty-first century, global skill shortages in many occupations were evident throughout the world. While these were mitigated by a global recession, there is no generally agreed upon method for measuring these shortages. This book discusses various theories for measurement. Using data collected from 19 developed countries in North and Latin America, Europe, and the Pacific region, the authors explore various aspects of skilled labor shortages, develop a methodology of measuring shortages by occupation, and provide estimates of the likelihood of the occurrence of such shortages. They develop labor market indicators which measure the degree of shortage or surplus in different occupations

    Kurzfassung: Because it is technically flawed and morally bankrupt, the author argues, the economist's consequence-based, procedurally detached theory of the state has contributed to the growth of government. As part of the Kantian-Rawlsian contractarian project, this book seeks to return economics to its foundations in moral philosophy. Given the moral equivalence of persons, the greatest possible equal participation must be promoted, persons must be impartially treated and, because it is grounded in consequentialist social welfare theory (SWT), the economist's theory of the state must be rejected. Ad hoc deployment of SWT has facilitated discriminatory rent seeking and contributed to larger government. In contrast, this book argues that equal political participation and a constitutional impartiality constraint minimize rent seeking, respect individual perceptions of the "public good" and underwrite the legitimacy of government. Economists, moral philosophers and political scientists will find this book a unique contribution to the literature

Verner Petersen asserts that attempts to solve ethical problems by creating explicit guidelines, codes and rules discourage individual reflection and responsibility. Likewise, attempts to put important aspects of human life into tabular form, by devising schemes for counting everything that matters, have serious flaws, leading to further erosion of individual responsibility and insight. This book stresses the importance of tacit knowledge, ineffable values and a shared social grammar, as the foundation for individual responsibility and ethical awareness. It shows how the moral fabric of societies may be inculcated, changed and kept alive through individual decisions and actions. Based upon these ideas he argues that the open-endedness of self-regulation is the only viable alternative to modern bureaucratic attempts to regulate and control behavior. Instead of explicit regulation from the outside, putting a leash on a straining economic logic, it argues that this logic can be contained by the self-regulation of business and the responsible entrepreneurship of individual decision-makers. To make this possible Petersen presents a new view of leadership. He shows how spirited leadership can give direction, sense and latitude to employees, and asserts the importance of tacit knowledge and ineffable values for achieving coherence and unity of purpose. Scholars and students interested in management, leadership and ethics will find this well-argued volume intriguing and convincing as will business practitioners, HR professionals and those concerned with public regulation

    Kurzfassung: In their pursuit of policies to combat global warming, countries will find that they may also receive additional benefits which are not directly associated with the primary aim. These ancillary benefits are likely to include, for example, a reduction in pollution as a result of carbon containment policies. International Climate Policy to Combat Global Warming is one of the first books which analyses climate policy, taking account of ancillary as well as primary benefits. The author integrates ancillary benefits into the theory and explores the implications for international policy measures. Because of the private character of ancillary benefits, the author is able to treat climate policy as an impure public good which in turn has an impact on the efficient climate protection level. He highlights the general failures of the standard approach to climate policy design and goes on to propose a new approach to international negotiations on climate change. He suggests a flexible matching scheme which would help overcome free-rider incentives and which would have considerable advantages over traditional co-operative designs. By proposing a novel framework for the analysis of, and solution to, the problem of global warming, this book will be welcomed by environmental and ecological economists, policymakers and researchers of political science
