Abstract: It has long been argued that Islam liberated Muslim women by granting them full rights as citizens. Yet in reality we see that in much of the Muslim world women have long been subjected to both cultural and political oppression. Instances such as forced marriages, arbitrary divorces, female mutilations and other abuses are sadly common in the Muslim World, as are restrictions on women's education and on their role in the labour force. This book explores these problems and highlights the contrast with what Islam - through the Qur'an and the Sunna - in fact prescribes. The cause of such contradictions are shown to lie in other socio-cultural and political dynamics, quite outside the realm of the revealed religion.
Abstract: Cover -- The Rights of Women in Islam -- Content -- Introduction -- 1 The Legal Status of Women in Islam -- 2 Islam and Women's Education -- 3 Women and Marriage in Islam -- 4 Women and the Question of Polygamy in Islam -- 5 Female Circumcision: Religious Obligation or Cultural Deviation? -- 6 Islam and Women's Inheritance -- 7 The Dissolution of Marriage in Islam -- 8 Women and Political Action -- 9 Conclusion -- Notes -- Bibliography -- Index.

Abstract: This book reviews the lessons from the Swedish 1991 tax reform, the most far-reaching tax reform in any Western industrialized country in the post-war period. The authors discuss a range of behavioural responses (including tax planning, savings, labour supply, investment, etc.), and assess the overall effects on efficiency and equity. They also draw lessons for tax reform more generally. The book should be of interest to anyone with an interest in tax policy and tax reform evaluation.

Abstract: This non-technical volume analyses topical problems of public finance in a changing world characterized by growing mobility of production factors, liberalized economic policy regimes, and the formation of new nations. It discusses alternative views of government and the way we measure its activities; the modern welfare state and its impact on entrepreneurship and employment; issues of fiscal coordination and income redistribution in a world with many jurisdictions; and the problems of raising government revenue and of allocating property rights in transition economies.

Abstract: This book critically reviews the British experience in Hong Kong with special emphasis on the tenure of the last governor, Chris Patten, and the discourse he used in guiding the transfer of sovereignty to China. While the People's Republic of China proclaimed the recovery of Hong Kong to be just retribution for a century and a half of national shame under British rule, Patten, as the spokesperson for the British, was concerned that Britain's exit from its last significant colony should be an honourable one

Abstract: Kozhemiakin examines the impact of democratization on the foreign policy of transitional regimes. On the basis of the case studies of four currently democratizing nations (Russia, Ukraine, Serbia and Hungary) and a quantitative analysis of several dozen contemporary and historical cases of democratization, the book challenges the frequently made assumption that international peace is invariably strengthened by the process of democratization

Abstract: The author seeks to explain the creation of a modern American Army in a country hostile to centralised military power. The effect of various European nations on the US military are examined. The central theme, however, is how a small number of influential figures impressed with US business borrowed management techniques from national corporations to modernise the army. It is argued these military reforms represented a wider influence in the progressive era which sought to utilise management techniques developed by US business to improve government

Abstract: The book traces the end of hostilities and the often acrimonious, sometimes naive, but always laboured negotiations towards peace and elections in Mozambique. There is careful examination of the many international factors involved from the covert intervention of South Africa, the reaction of one African state, the role of the United Nations and that of humanitarian and religious groups. The lessons for conflict resolution and peacekeeping for Africa and beyond are discussed

Abstract: The fall of the Communist regime in the USSR and Russia's search for a democratic and prosperous market-based future is one of the most compelling episodes of the end of the twentieth century. A central part in this drama is being played by political elites. These essays, written by some of the leading scholars in the field, analyse various aspects of the role being played by elites and leaders in Russian politics. Among the issues dealt with are: the origins of the Russian elites, including the issue of continuity with the Soviet past; the relationship between political and economic elites; the means taken by elites to structure politics and their relations; the dynamic of elite politics, and the nature of post-communism. These essays deal with many of the crucial questions facing Russia today

Abstract: A fascinating account of the Intifada (struggle) by Palestinians in the Occupied Territories against Israeli governments, the first part of which was a mass civil disobedience movement of 'stone against bullets', which Israeli security forces contained only with great difficulty, resorting to doubtful methods that included detention without trial, kidnapping and assassinations. Criticized by human rights organisations and the United Nations, Palestinians and the Iranian-supported Hezbollah operated suicide-bombers, and some Palestinians resumed terrorist activity. America intervened sponsoring a comprehensive Middle East peace process in which Israelis dragged their feet, at the same time expanding Jewish settlements on illegal territory. Eventually Arafat became President of the self-ruled Palestine National Authority

Abstract: The 1990s have witnessed several major external initiatives to reshape the domestic political arrangements of countries. Because these have been collective foreign ventures, usually with the active collaboration of the target countries, the term intervention is ill-suited. Instead, Deon Geldenhuys introduces the notion of foreign political engagement to describe international attempts at remaking countries in the image of the West. South Africa, Kenya, Somalia, Russia, Cambodia, El Salvador and Haiti serve as case-studies to demonstrate this important theoretical rethinking of international relations today

Abstract: For nearly four centuries, Americans have debated the government's proper role in developing the economy. Some argue that the economy develops the best when government intervenes the least. Others counter that the economy best develops when government and business work together to that end. A Short History of American Industrial Policies analyzes the ideological, political, and industrial policy struggle from the colonial era to the 1990s. To give a complete understanding, both the chronology and process of America's industrial policymaking and policies are explored in depth throughout

Abstract: The proliferation of nuclear weapons has been defined as the gravest potential threat to international peace and security. The concept of nuclear deterrence has to be revisited in this regard. The longer the Nuclear Weapon States hold on to their nuclear weapons, the bigger the chance that nuclear weapons will be spread and will be used (once again) by accident, in an authorized or unauthorized way, or that nuclear terrorism becomes reality. The marginalizing of nuclear weapons resulting in a Nuclear Weapon Free World should be considered as a viable alternative

Abstract: In the 1984 Tanker War, Iraq used its superiority in airpower as an instrument in naval warfare, in a strategy designed to end combat. Iraq hoped to weaken Iran's economy and internationalize the war to force it to cease fighting, or remove the government; negotiations would follow, with Baghdad in a position of strength. Although the Iran-Iraq War was first and foremost a ground war, an argument can be made that the Tanker War contributed to the 1988 ceasefire

Abstract: In recent years, the saliency of conflicts pitting different ethnic, racial and religious groups against one another has increased dramatically. The world of nation-states is much more diverse than previously realized; only a small number of the 185 independent countries are truly homogeneous. With the end of the cold war, the relative importance of ethnic conflicts as a threat to international peace and stability is far greater. An international set of scholars collaborate in this volume to explore policy alternatives which can contribute towards the accommodation of cultural diversity

Abstract: This cohesive and challenging collection of academic essays represents a radical analysis, indeed re-interpretation, of the political, social and economic events which have occurred within the new South Africa since the momentous 1994 general election. Chapters by three of the leading authorities in the field of South African history and politics, Professors Marks, Spence and Gutheridge, concisely examine the prospects for stability and progress as the key fields of regional and international security, armed forces integration and social and economic policy. Three other authors examine, sometimes in controversial fashion, the progress of and prospects for the three main political parties: the ANC; the NP; and the IFP. A further three studies address the ramifications of recent elections, developments in the arms industry and changes in the political economy of the new South Africa. The book as a whole will be seen as the first comprehensive study of the security prospects of the New South Africa under the inspired leadership of Nelson Mandela

Abstract: Written in the context of contemporary theoretical debate in international political economy, this book overturns a number of myths about the political economy of trade in one of the oldest areas of industry. In this way the author systematically links the changing characteristics of the trade regime to structural change and adjustment in global industry. He argues that state policy processes, international regimes and the industrial adjustment strategies of firms must be conceptualised as integrated processes of governance cutting across levels of analysis in the global political economy

Abstract: This book explores the nature and problems of global governance as we enter the next millennium. It focuses on the United Nations, the most ambitious experiment to date in multilateral management of world society. Leading scholars, policy-makers, and representatives of non-governmental organizations examine the economic, security, and civil political dimensions of governance, exploring the impact of changing global conditions on national, regional, and international institutions and processes of governance. They use the experience of the United Nations system to illuminate the nature and viability of sovereign and non-sovereign forms of governance in an era of rapid political, economic, cultural, strategic, and ecological change

Abstract: Ethical Marxism and its Radical Critics argues that Marx's conception of human essence is the foundation for an ethic of liberation which permeates his social theory. It testifies to his significant debt to Greek philosophy and culture. Wilde examines how his humanistic ethic was developed by Marcuse and Fromm, and how it has been rejected by Habermas and Gorz. He also explores reservations expressed from feminist and ecological standpoints. The book has been revised in the light of these criticisms, and offers insights into how progress may be made towards a socialist ethical community

Abstract: An unequivocal endorsement of an assertive and resolute approach to foreign policy by democracies in their dealings with dictatorships. Drawing on the political writings of Kant, the rationale of Churchill's anti-appeasement policy, and the most up-to-date empirical research in international relations, the author forges a rigorous decision-theoretic model to account for the international interactions between despotic and democratic regimes. The model's validity is illustrated across a broad range of historical examples, while its policy-oriented implications, are shown to have far-reaching consequences for conventional perceptions of democratic deterrence posture and the security dilemma

Abstract: Distinguished historians and political scientists on both sides of the Atlantic, as well as former German foreign minister Hans-Dietrich Genscher, are the contributors to No End to Alliance . The book focuses on some crucial issues in transatlantic relations in the past, present, and future, with emphasis on America's relations with West Germany, Britain, France, and Scandinavia. While the contributors hold somewhat different views, the emphasis is on the remarkable strength and duration of the Atlantic alliance

Abstract: An electoral earthquake hit the American political landscape in 1994. As the Republican Party won control of the House of Representatives for the first time since 1954 and control of the Senate for the first time since 1986, the longest uninterrupted period of single party rule in the entire history of the United States Congress came to an end. The new congressional majorities were the most conservative in 50 years and immediately proceeded to dominate the political agenda in Washington. Scholars from Britain and the United States document these momentous developments, evaluating their impact on America's political institutions and political culture and their significance for the future development of American politics and government

Abstract: Almost a decade after the opening of the Berlin Wall, the collapse of the GDR and the end of the Cold War, Germany has begun to cope with the political, economic, social and nationalistic challenges unification has posed to its institutions and way of life in both the western and eastern part of the once divided country. The books' nine authors, all experts in their field, analyse the way united Germany has tackled the many unforeseen problems and highlight Germany's slow adjustment to the new realities. The emergence of a new economic, political and perhaps military superstate as feared by many in 1990 has not materialised. Instead, Germany today is only just coping with the domestic and external challenges of unification. The economic and social integration of the former East Germany may yet take another 10 to 15 years. This timely and well-researched book outlines the many challenges facing Germany and its European neighbours in the post-Cold War world

Abstract: A considered look at the Mitterrand presidency as a whole, its place in French history, and the trends for the twenty-first century emerging under Chirac. The fourteen years during which Mitterrand was at the helm ushered in fundamental change in many different domains, as France faced up to new challenges in an increasingly uncertain world. This study evaluates the impact and legacy of the Mitterrand years in the following key areas: the Republic; socialism; Europe and foreign affairs; business and the economy; society; and culture

Abstract: Loxley examines the impact of globalization on different countries and regions. Changing patterns of trade, industrialization, debt, aid and other financial flows are analysed as is the debate about structural adjustment programs. Four recent developments likely to have major implications for North-South relations are identified; efforts to reduce the US deficit; the emergence of regional trading blocs; the implementation of the Uruguay Round of GATT; and the collapse of the Soviet Union. Finally, the likely impact on North-South relations of pursuing alternative paradigms to economic growth is examined

Abstract: This detailed and scholarly history, based on contemporary and original sources, explains the fall of Soviet Communism by bringing into focus the process of revolution from above. It finds as its cause Gorbachev's relentless political struggle to raise himself above the collective leadership which brought him to power. Gorbachev's Revolution, 1985-91 examines: · the impact of the SDI and other US arms programmes of the early 1980s which provided a stimulus for both Gorbachev's domestic reforms and his arms control initiatives · Perestroika, originally intended to show the world that a new Soviet foreign policy was based on real changes in Soviet society, however, Gorbachev launched its most radical measures in order to get an edge on his Politburo critics · Glasnost, originally meant to be a strictly controlled process furnishing an argument for piecemeal economic reforms This multi-faceted volume provides a wide-ranging and revisionist analysis of this fascinating and influential period in Soviet and international history

Abstract: This is a book about shifting national identities in Belgium. It is an attempt to show how these identities emerged and evolved. It aims at explaining why the Belgian identity, which in 1830 was so strong that it could create a new nation-state, has become so weak that today it has to accept a mere overarching role above and in competition with the new national loyalties. More and more people wonder whether this country will survive

Abstract: The fiftieth anniversary of the foundation of the United Nations was commemorated in 1995 with a number of conferences and publications which assessed the history and contemporary role of this paramount international organisation. This book is the result of a meeting of scholars and specialists who wished to further understanding of the challenges faced by the United Nations in its efforts to intervene in post-cold war conflict. In particular the experiences in Bosnia, Somalia and in Rwanda, where UN peacekeepers seemed powerless to act in the face of acts of genocide, gross violations of human rights and the widespread suffering caused by war, makes such an analysis timely and important

Abstract: An innovative and entertaining examination of the theory of nationalism. Derek Heater brings together the seven most influential - for good or evil - European thinkers on nationalism from the late eighteenth to the early twentieth century. Herder, Fichte, Mazzini, Mill, Renan, Hitler and Stalin together debate their ideas in a platonic symposium, using the words from their own works in the central part of the book. The first part of the book introduces each thinker in the appropriate historical context, while the third part considers judgements on their thought

Abstract: Under socialism, Poland suffered massive environmental destruction. After socialism, Poland's environmental performance has improved remarkably. This book explains that system-specific institutions of socialism undermined environmental protection by creating regulatory conflicts of interest that led the Party/state to soften budget and law constraints on polluters. Those problems have diminished in post-Communist Poland as socialist legal, political and economic institutions have been replaced by liberal-democratic institutions and competitive markets. The analysis includes important implications for an institutional theory of environmental protection

The diplomatic and military requirements for operating principles of collective security in post-Cold War Europe are illuminated by contrasting the policies of major NATO governments. Candid assessments of the differing national attitudes that lie behind them are offered by an international team of scholars. Their analyses are set against the backdrop of the experience in Yugoslavia, and the momentous decisions on NATO's structural reform and enlargement

Abstract: This study challenges the easy assumption that peacekeeping as we've known it in the past will be the 'pill for every ill' in the future. A 'new world order' means new types of conflict breaking out almost anywhere in a world that is more volatile and less predictable than before. Contributors to this volume argue that we need to get back to basics; that there are sobering lessons to be learnt from Somalia, the Lebanon and Cambodia; that we need to ask some fundamental questions. Can peacekeeping be 'reformed' or must it be totally 'reinvented'? Are soldiers the best peacekeepers and, if not, who should replace them?

Abstract: This book develops a conceptual model of legitimacy as a value-judgement in international relations in contrast to Weberian and legal approaches. The model is based on the interaction of the states-systemic value of order with a liberal ideal of the state and a free-market, liberal international economy. Whilst formulated as a principally Western model, the analysis of the rise and fall of Yugoslavia and the international response points towards a wider applicability as well as confirming the value of the concept as an analytical tool

In this book, foreign ministers, generals, ambassadors, and scholars provide sober assessments of how the United Nations can meet the challenge of a balance between the desirable and the possible

These cases illustrate how multilateral conduct through the United nations provides a barometer indicating the intensity with which policy initiatives and values are sustained by relevant governmental interests alike. In the regional settings considered, conduct towards and within the UN has amplified unresolved value differences regarding relations with major powers, sustainability, and national identity

Abstract: Leading international security scholars and policy advisors from universities, think-tanks, and nuclear weapons laboratories in the United States analyze the future of nuclear weapons proliferation. In April 1995, the earlier 1970 Nuclear Non-Proliferation Treaty was renewed indefinitely and without change to the original clauses of the treaty. The authors examine the continuing relevance or irrelevance of the old treaty, the role of coercive sanctions in enforcing restraint, and the impact of biological, chemical and missile proliferation on the nuclear motives and ambitions of various states. Attention is given to proliferation conditions in the former Soviet republics, East and South Asia and the Middle East

Abstract: Socialism, Social Ownership and Social Justice is concerned with the emergence in Europe over the centuries of dreams and aspirations amongst the poor and weak for new societies of justice and equality based on common ownership and common sharing. It ranges from the Greek legendary ideal of a simple communal golden age of equals and the dark reality of Spartan perverted communalism, to the collapse of Soviet communism and the abandonment by West European socialist parties of their commitment to transform ruling-class dominated capitalist societies into democratic, egalitarian socialist societies

Abstract: Almost the entire southern hemisphere is now covered by nuclear-weapon-free zones. The ones in Latin America and the South Pacific were established during the Cold War, those in Southeast Asia and Africa after its ending. Zones have also been proposed, so far without success, for the Middle East, South Asia and Northeast Asia. In this book, analysts from within the respective regions explore the reasons for success and failure in the establishment of the zone, and their utility and limitations as stepping stones to a nuclear-weapon-free world

The cases are designed to explore patterns of interaction and to provide lessons for the future

Abstract: Set against the backdrop of the collapsing Cold War world, this monograph draws on entirely new documentary evidence to chronicle almost two years worth of UN-led peace talks to end the civil war in El Salvador. Presented in 'moment-to-moment' fashion, hitherto private notes and interviews with the chief UN, American and Salvadoran negotiators demonstrate that the key to enduring peace was to restructure relations between the country's powerful entrepreneurs and the armed forces

Abstract: Coastal defence navies constitute a distinct type of naval force in the world today. They possess a unique set of force structure and support infrastructure characteristics. And, more than any other type of navy, they are directly influenced by the geographical conditions of their operational environments. This book examines and classifies both coastal defence navies and their operational environments. Special attention is paid to the influence that geography has upon the force structure as well as the strategy and tactics of these navies

Abstract: When is a war not a war? Under what circumstances is humanitarian intervention by the international community justified? In what circumstances can a state legitimately put at risk the lives of members of its armed forces? These are some of the questions raised through the essays contained in Some Corner of a Foreign Field . The authors consider the main ethical and political arguments surrounding the subject of intervention, and, between them, cover a wide range of areas, coming to focus on international institutions and international law, domestic and political viewpoints, humanitarian considerations, the applicability of the just war theory, and the role of public opinion and the media. The result is a book that throws open new doors and extends the range of discussion within the ongoing debate on defence and disarmament

Abstract: In some Latin American countries, traffickers equipped with vast resources have corrupted individuals in every aspect of public life, compromising the integrity of entire national institutions - the political system and the judiciary, the military, the police, and banking and financial systems. Moreover, Latin America, like Europe and the USA, has a drug consumption problem. Yet, drug control in Latin America is beset with contradictions. For some Latin Americans, illicit drug production in the form of coca cultivation is a traditional way of life, and has often been an economic bulwark against destitution. Attempts to control the drug trade, while absorbing vast resources, have been largely ineffectual and have had dramatic and unintended consequences. This book analyses the profound consequences that the illicit drug trade has for millions of Latin Americans, and what they imply for domestic policy and for international cooperation. Latin America and the Multinational Drug Trade is essential reading for students of Latin America, politics, international relations, security studies, foreign policy, economic development, criminology and law, and for anyone interested in the politics and economics of the global illicit drug trade

Abstract: In this thorough, yet accessible, book, Robert Garner explores the character of animal protection policy making in Britain and the United States and the opportunities open to animal protection movements. In showing how the political system in both countries has been responsive to the growing demands for reforms in the way animals are treated, he argues that there is a viable reformist strategy for the animal protection movement short of the adoption of animal rights objectives. Much less protection is afforded to animals in the United States, however, largely as a consequence of the particular policy networks within which animal welfare decisions are made

Abstract: The author examines the extent to which the European Union and its policies influence Europe's defence industry. He suggests that the end of the Cold War and economic globalization are major factors pushing defence industrial issues to the regional level. The book describes institutional struggles between the European Commission, Council and Parliament in this policy area. The interdisciplinary approach addresses political economy, institution building, European security and defence, transatlantic relations, industrial restructuring, and the influence of defence sector interest groups

Abstract: Roberg examines the relationship between the political leadership of the Soviet Union and Soviet science. Previously, this relationship was typically characterized as one of Communist Party dominance over the sciences. He argues that the relationship between scientists and the leadership is better viewed as bi-directional. The author concludes that scientists had an influence on policy-makers in the areas of nuclear policy and human rights although not to the same degree as the Party had on science and scientists
