    Note: Dieses Buch soll ein Bericht über den Prozess Einstein sein. Es enthält das Material über die Diskussion um die Relativitätstheorie in der UdSSR seit 1950. Von 1951 bis 1955 wurde Einstein durch die offizielle Parteiphilosophie der UdSSR in den Anklagezustand versetzt. Der Prozess gipfelte in der Aufforderung, die Relativitätstheorie zu verwerfen und durch eine materialistische 'Theorie schneller Bewegungen' zu ersetzen. Selbst der Name 'Relativitätstheorie' sollte aus den physikalischen Lehrbüchern verschwinden. Die Anklage wurde vertreten von der ideologischen Führungsschicht der gewaltigsten irdischen Macht unseres Zeitalters. Der Angeklagte, in der Reife seines Lebens vor die vehementesten Angriffe gestellt, kam nur durch sein Werk zu Wort. Dies genügte jedoch, dass sich unter den sowjetischen Physikern und Philosophen noch zur Zeit Stalins mannhafte Stimmen der Verteidigung fanden. 1955 wurde der Prozess mit der offiziellen Anerkennung der Relativitäts­ theorie durch die Parteiphilosophie abgeschlossen. Es war ein Sieg der Wahrheit über die Gewalt. Die Folgen mussten das Ansehen der kommunistischen Ideologie erschüttern. Es hatte sich herausgestellt, dass zwischen der angeblich einzig wissenschaftlichen Philosophie und der exaktesten Naturwissen­ schaft, der Physik, ein Abgrund klafft, den zu überbrücken die Sowjet­ philosophie bis heute bemüht ist. Andererseits begannen die sowjetischen Physiker, wachgerufen durch die Appelle der Philosophen, ihr eigenes Weltbild mit adäquaten Methoden zu durchdenken. Diese ganze Ent­ wicklung ist von hohem Wert für eine Diagnose der geistigen Struktur der Sowjetgesellschaft

    Abstract: This essay has grown out of an attempt to find the answers to problems basically inherent in the making of historical re­ search. Widespread among humanists is a vagueness of con­ cepts which many times makes it difficult or impossible to translate our way of thinking into the terms of natural science or vice versa. It sounds, sometimes, as if humanistic studies were a world of its own, rather than a part of the natural world we all1ive in. How long can we go on believing that there are different kinds of knowledge ~ To this conflict of theory, another is added: a feeling of urgency about cultural problems that are too often left to the future to solve. History is not, as some natural scientists tend to believe, a matter of no practical consequence. It is a virulent factor in political and social conflicts and a basic substance in the structure of our personalities. The present dynamic epoch raises with particular stress the problem of understanding the conditioning influence which the past exercises upon the present in each particular community. Such a substance is neither a toy for pastime hobbies nor an innocent weapon in the hands of dictators. Which is, then, the responsibility of the historian, both for what he does and for what he abstains from doing ~ The necessity to stay independent in order to approach objectivity makes for no easy answer.

    Abstract: The Conference on "Ethical values in international decision­ making" was held by the Grotius Seminarium in the period June 16-20, 1958 at the Institute of Social Studies in the Hague. At that time, a number of papers were distributed to the par­ ticipants while -after the Conference -two brief reports appeared in "De Internationale Spectator" (1958, I, p. 426-435) and in "Research and Education in the Netherlands" (September 1958, Vol. II, no. 3, p. 18-21). As considerable time has elapsed since, this Booklet does not give a "report" on the Conference, but rather it attempts to recapture its spirit and to elaborate some of the problems which were discussed. The introductory "Remarks" do this in an indi­ vidualistic manner for which the author alone is responsible, but it is hoped that this way of presenting the topic of the Conference anew will rekindle the interest of the original participants while it may attract others and give them an impression of what the Grotius Seminarium is trying to do.     Abstract: According to democratic theory the state is for man not man for the state. This theory has been implemented by bills of rights in many national constitutions giving the individual a legal opportunity to redress abuses by his state. In Federal Consti­ tutions, however, difficulties have been faced when central au­ thority seeks to enforce the standards of the constitution against the legislation and customs of the constituent states. The latter habitually resist, proclaiming the virtues of horne rule and local self-govemment, also supported by democratic theory. Thus the opposition of man versus the state develops into a double op­ position of man versus the state and the state versus the super­ state. To what extent should the super-state take the part of man demanding respect for human rights, or of the state demand­ ing self-govemment, when the two conflict? The failure to solve this problem precipitated the American Civil War and continues to agitate American politics. Should the human right of equal educational opportunities prevail over the "State's Right" of autonomy in the organization of its schools? The same problem appears in more virulent form in the efforts of the United Nations to "promote respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language or religion" without "intervening in matters which are essentially within the domestic jurisdiction of any state.

    Abstract: This is a study in the reestablishment of de­ mocratic party politics in divided and occupied Germany after the downfall of the National Socialist tyranny. Its subject is the growth of the Christian Democratic Union and the rise to power of its leader, Konrad Adenauer. Closely associated with the success of the German Federal Republic in achieving prosperity, political and military power and the status of an ally of the Western powers, the CDU has yet been the subject of widely varying evaluations. Like the regime with which it is associated, it suffers from the fact that for many observers admiration for some German post-war achievements is mixed with residual distrust and skepticism. In addition, understanding of the CDU has been handicapped by confused images of the forces it represents, lack of knowledge about its internal organization, and the overwhelming position which its leader has achieved in recent years. To observers both in Germany and abroad the dominant Chancellor and party leader appears to overshadow both party and government with the result that the 1950'S, the vital period of German reconstruction, has already been labelled the Adenauer Decade.

    Abstract: This third volume on Dutch Silver does not need a lengthy introduction, since it is a continuation of the second volume, describing and reproducing the wrought plate of the other provinces of the Netherlands, i. e. Zeeland, Utrecht, North-Brabant, Limburg, Gelderland, Overijsel, Friesland and Groningen. The province of Drenthe, until recent years a district with a poor population, has never produced important pieces of silver, but only rather insig­ nificant "folk art" which need not be included in this book. The general observations contained in the introduction to Volume II apply also to this volume. Here we shall add only certain particular observations regarding the most important and characteristic productions of the various provincial masters. Many of their works are well above the standard normally reached by local celebrities, and some mention of their particular skills and versatility is, therefore, called for. The silver of ZEELAND is, in general, of fine quality and neatly executed. Though this island­ province, lying between Holland and Belgium, had much easier communications with the Southern Netherlands than with Holland, it is evident that the influence of the latter on the Zeeland silversmiths was predominant.     Abstract: BERMUDO alone of the many Spanish theorists and composers of the 16th century seems to have written anything specifically for New World use. All the more fitting is it, then, to have completed this monograph in a part of the Spanish Indies that was stirring every Andalusian's imagination during the days when he was first sending his books across the Atlantic. In every way his was a remarkable personality. He was the first to compose and publish any organ music in Spain. As if the publication of such music in staff-notation were not enough he also published the first Spanish keyboard piece in tablature. He was the first in Spain to print any music in score. He is cited by Pincherle as the first to publish a harp method anywhere. He pioneered with the first treatise specifically designed for female use. He also "enjoys" the distinction of having become in Tapia's Verge! de Musica (1570) the most ruthlessly plagiarized writer in Spanish musical history. If bulk determines preeminence he stands above even Tomas de Santa Maria - who published only one volume, and that containing considerably less text. If range of interests determines rank no one else writing in Spanish during his century even approaches him. Nor does anyone else in Spanish have so many authorities at his fingertips.

    Abstract: In these essays toward a political philosophy we shall be con­ cerned with fundamentals. And because it is a question of fundamentals, they will, we imagine, be of interest to many readers. We should like to contribute to a clarification, histor­ ically and systematically, of some concepts with which every philosophy of society and the state has to deal. We shall admit historical considerations for the sake of insights into the sys­ tematic ones, and we trust that our inquiry into the systematic will help us to understand the historical. For we are moving in that circle exemplarily described by Johann Gustav Droysen in his Vorlesungen fiber Enzyklopadie und Methodologie der Ge­ schichte (§ 37) when he writes: 'Undoubtedly we only under­ stand completely that which is, when we recognize and make clear to ourselves how it came to be. But how it came to be, we recognize only if we investigate and understand, as exactly as possible, how it is. Our grasping that which came to be and comprehending its becoming is only one form and expression of our understanding of the present and existing. And this becoming and having come to be can be derived only by temporally conceiving and analysing the existing in order to understand it. ' We must, therefore, center our attention on what may be called the structure and logic of social order.

    Abstract: The present second volume of the Nägara-Kertägama edition contains those notes on the tex.t and the translation of the major poem and the appended minor writings and charters that may be of interest to students of the J avanese language. Perusal of these notes on idiom and linguistics will be found the more fruitful if the glossary ( volume V of the present edition) is consulted continuously. No lengthy discussions of linguistic subjects are to be found in the present volume. They would be out of place in this new Nägara­ Kertägama edition, for its tenor is primarily sociological. Exceptions have been made only for some places where short grammatical discus­ sions seemed in place in order to elucidate points of the translation. In the notes on the contemporaneous minor writings and charters differences between the scholarly idiom of Court Iiterature (Nägara­ Kertägama and Royal charters) on the one side and the popular ver­ nacular idiom of daily life on the other have been pointed out repeatedly. The close relationship of the 14th century Majapahit vemacular with modern J avanese is apparent. Occasional remarks on words betonging to regional idioms, either Eastem Javanese Majapahit or Ka.

    Abstract: "Let them come forward, they are thirsty for the sight of a King," said Henri IV to his followers who were trying to push back the curious crowds as he entered Paris in February, I594. It is perhaps to be regretted that seven kings (to say nothing of two emperors) have since more than quenched the French's taste for royalty, because they have long been in need of - and periodically have sought - a symbol of national unity. Modern-day France has had far more than her share of revolutions, counterrevolutions, uprisings, days, coups, affairs, crises, scandals - and constitution drafting. While it would be an over­ simplification to interpret this endemie strife as a seesaw conflict between two well-integrated blocs with the ideology of the Great Revolution as the dividing issue, the fact remains that since I789 political divisions and quarrels among Frenchmen have been deep, bitter, and fundamental. may have been the one solution which After I870, a Republic divided Frenchmen the least (to borrow an expression from Monsieur Thiers); but like any and all of the preceding alternatives it was to incur the relentless, irreconcilable opposition of important segments of the population. This study deals with those individuals and organ­ izations which continued to advocate, and sought to bring about a return to the monarchy under the Third and Fourth Republies.

    Abstract: David Hume is the most influential precursor of modern empiri­ cism. By modern empiricism, I intend a belief that all cognitive conflicts can be resolved, in principle, by either appeal to matters offact, via scientific procedure, or by appeal to some sets of natural or conventional standards, whether linguistic, mathematical, aes­ thetic or political. This belief itself is a consequent of an old appre­ hension that all synthetic knowledge is based on experience, and that the rest can be reduced to a set of self-evident truths. In this broad sense, Modern Empiricism encompasses classes, such as Logi­ cal Empiricism, Logical Atomism and Philosophical Analysis, and unique individuals such as Russell and Moore. It excludes, thereby, the present day continental philosophies, such as Thomism, Exist­ entialism, and Dialectical Materialism. Modern empiricists, to be sure, are influenced by many other phi­ losophers. Locke, Berkeley, and Mill, among the classical empiri­ cists, and Leibniz and Kant, among the rationalists (the former especially on the logico-mathematical side) in one way or other are responsible for the appearance of empiricism in its new form. But none of them were as influential as Hume. This, by itself is not news. Weinberg, in his well-known book, An Examination of Logical Positivism, observes that: Many, if not all, of the principal doctrines of contemporary positivism derive from Hume.

    Abstract: At the turn of the century, a definitive history of the Suez Canal by Charles-Roux, L'Isthme et le Canal de Suez, listed in its bibliogra­ phy 1499 items on this major interoceanic waterway. A conservative estimate would probably set at double, treble, or quadruple this number the notes and studies on the Suez Canal which have been published since 1901. A word of explanation about a further work on the Canal may therefore be called for. Throughout its history the Suez Canal has been the focus of con­ troversy and conflict, arising out of attempts to control this crucial point on the sea passage linking Europe with the east coast of Africa, India, the Far East and Australasia. Much of this troubled history yields more readily to political than to legal analysis. The most important single legal question about the Canal concerns the dimen­ sions of the right of free passage. That question has become of grave concern to the entire world community only with the war between the Arab States and Israel and the short-lived conflict of 1956-57 between France, Great Britain, and Israel on the one hand and Egypt on the other.
