    Abstract: Following five years of economic growth, employment in Finland increased to 72.6% of the working-age population in 2019. The effects of the strong recovery, however, were not felt by all, and long-term unemployment remains stubbornly high. This report uses a statistical clustering model to map individuals with similar support needs into 8 “faces” of joblessness: (1) the rural inactive; (2) unstable workers; (3) skilled retirees; (4) urban active; (5) female carers; (6) low-skilled youth; (7) prime-aged low skilled; and finally (8) those with limited financial incentives. These results shed light on the effectiveness of existing employment support strategies, and lay the foundation for the development of holistic policy packages: that are tailored to the barriers people face; that recognise most people with weak labour-market attachment face multiple barriers, and that coordinate policy interventions across policy domains and institutions accordingly.

La pandemia, así como las medidas de contención y mitigación para detener su propagación, tuvieron un gran pero heterogéneo impacto en la demanda de competencias. Para inicios de mayo, el volumen total de ofertas de empleo en línea había caído más de 50% en todos los países analizados con respecto a principios del año, con descensos aún mayores en algunos sectores. Sin embargo, la demanda de competencias específicas en el sector salud y logística aumentó. También hay evidencia de un aumento de las vacantes que implican acuerdos de trabajo remoto. En todos los países, la salud mental de las personas desempleadas y de aquellos que experimentaban inseguridad financiera era más desfavorable que la de la población en general, una tendencia que precede a la pandemia, pero que parece haberse acelerado en algunos casos. Los países de la OCDE han respondido con esfuerzos decisivos para aumentar los servicios de salud mental, y poner en práctica medidas para proteger los empleos e ingresos y, por consiguiente, reducir la angustia mental para algunos. Sin embargo, la escala de angustia mental, desde el inicio de la pandemia, requiere de un apoyo integrado a la salud mental de toda la sociedad para evitar cicatrices permanentes.

These households lack the necessary resources to cope with income shocks. In the run-up to the COVID-19 crisis, many households were over-indebted, and almost half of lower-income individuals lacked emergency savings. To address these challenges, governments must focus on policies that support wealth building for poorer households, while also limiting the concentration of wealth among the richest 10% of households.     Abstract: Despite years of growth in the number of women in paid work, gender roles in unpaid housework have remained remarkably rigid. Unpaid housework can be outsourced to non-care household service providers, such as cleaners or housekeepers, however, high prices, a substantial tax burden and a lack of easy access impose barriers to greater formalisation of the household service sector. With the aim of increasing work-life balance for households, in particular for women in employment, and reducing the wide-ranging practice of undeclared employment, a number of OECD countries have implemented policies to formalise and boost the provision of non-care household services. This report illustrates the importance of the non-care household service sector and reviews international approaches in formalising the non-care household service market, ranging from providing tax incentives or granting social vouchers, to identify good practice. To highlight the potential economic gains that could follow from easing the housework burden, the report also estimates the economic value of unpaid housework provided by men and women.

    Abstract: A series of reviews of mental health and work policies in selected OECD countries revealed the challenge of mental health for social and labour market outcomes and policies and the high costs of the continued stigmatisation of mental health for individuals, employers and societies. To better respond to this challenge, in early 2016 health and employment ministers from the 38 OECD countries endorsed a Recommendation of the Council on Integrated Mental Health, Skills, and Work Policy. The Recommendation asked for a holistic mental-health-in-all-policies approach, with particular attention to a timely and integrated delivery of services and the involvement of frontline actors. Five years later, it is time to assess progress achieved in the policy areas covered by the Recommendation (health policy, youth policy, workplace policy, and welfare policy). This report complements a legal document prepared by the OECD on the implementation of the Recommendation five years after its adoption, and adds quantitative evidence to it as well as considerations about the implications of the experiences during the COVID-19 pandemic on future versions of the Recommendation. Policy is in flux in most countries but much more will have to be done to implement the principles and fulfil the promises of the Recommendation.

    Abstract: Recent years have seen impressive advances in artificial intelligence (AI) and this has stoked renewed concern about the impact of technological progress on the labour market, including on worker displacement. This paper looks at the possible links between AI and employment in a cross-country context. It adapts the AI occupational impact measure developed by Felten, Raj and Seamans (2018[1]; 2019[2]) – an indicator measuring the degree to which occupations rely on abilities in which AI has made the most progress – and extends it to 23 OECD countries. The indicator, which allows for variations in AI exposure across occupations, as well as within occupations and across countries, is then matched to Labour Force Surveys, to analyse the relationship with employment. Over the period 2012-2019, employment grew in nearly all occupations analysed. Overall, there appears to be no clear relationship between AI exposure and employment growth. However, in occupations where computer use is high, greater exposure to AI is linked to higher employment growth. The paper also finds suggestive evidence of a negative relationship between AI exposure and growth in average hours worked among occupations where computer use is low. While further research is needed to identify the exact mechanisms driving these results, one possible explanation is that partial automation by AI increases productivity directly as well as by shifting the task composition of occupations towards higher value-added tasks. This increase in labour productivity and output counteracts the direct displacement effect of automation through AI for workers with good digital skills, who may find it easier to use AI effectively and shift to non-automatable, higher-value added tasks within their occupations. The opposite could be true for workers with poor digital skills, who may not be able to interact efficiently with AI and thus reap all potential benefits of the technology.

It starts by defining transboundary impacts and reviewing different measurement approaches used so far. It then proposes a typology of transboundary impacts, classified depending on the type of international flows involved: financial flows, trade flows, movements of people, environmental flows and knowledge transfers. For each of these flows, transboundary impacts can be either positive or negative, depending on the aspect considered and on the conditions in origin and destination countries. Based on this framework, the paper presents evidence from a qualitative survey of experts about the potential impact of these five flows on each of the 17 Goals and 169 targets of the 2030 Agenda. Transboundary impacts are deemed by experts to be quite pervasive across SDGs, but also limited in scope to a small number of well-identified targets. Finally, the framework is operationalised for some specific areas within each of the five types of flows mentioned above, with the help of some proxy indicators. At the global level, the five types of transboundary relationships are dominated by three macro-regions, namely China, the United States-Canada and Europe, mainly reflecting the large size of these regions in most cases. When the assessment is conducted in relative terms (i.e. when impacts are normalised by population size or GDP), the picture becomes more nuanced, as 7 out of the 11 world regions considered record at least two large transboundary impacts. While this operationalisation is only meant to show how the proposed framework could be applied to concrete cases, the paper recommends its applications to other areas within each of the five flows, based on a richer set of indicators.

    Abstract: Redistributive analyses typically use household income as the main reference variable to rank households and to assess their tax liabilities and benefit entitlements. However, the importance of wealth, and the potential redistributive effects of wealth-related taxation, are increasingly recognised. By using data from the Household Finance and Consumption Survey (HFCS) as input data for the tax-benefit microsimulation model EUROMOD, we assess the redistributive effects of taxes and benefits against the joint income-wealth distribution for 16 European OECD countries. This is a new approach that extends indicators developed in the asset-based poverty literature. We study wealth-related taxes alongside other tax-benefit instruments. The analysis allows us to gain insight into which types of policies are redistributive in which institutional settings taking account of the distribution of both income and wealth. This paper extends our pilot study of six countries (Kuypers, Figari, & Verbist, 2019), and updates it to 2017 policies.

C’est aussi en freinant la transmission et en réduisant la probabilité d’apparition de variants préoccupants du virus par la vaccination que l’on parviendra plus vite à maîtriser la pandémie. Les pays doivent donc agir sans attendre pour accélérer l’effort vaccinal à l’échelle mondiale, sans considération de frontières. Ceci inclut : réorienter les vaccins vers les zones qui en ont le plus besoin ; continuer d’élargir la production ; veiller à ce que la logistique et les infrastructures sanitaires nécessaires soient en place ; fournir des aides supplémentaires, financières et en nature, au dispositif COVAX ; élaborer des stratégies à long terme qui engagent les États à assurer la disponibilité de vaccins là où le besoin s’en fait le plus sentir, y compris par le partage de la propriété intellectuelle et le transfert de technologie.

    Abstract: The COVID-19 crisis has amplified the urgency of addressing together the dual challenges of inequality and environmental degradation. This paper contributes to the debate on the inequalities-environment nexus by analysing the consequences of the environmental degradation and of environmental policies on four well-being dimensions: health, income and wealth, work and job quality, and safety. The analysis shows that the impacts of environmental degradation tends to be concentrated among vulnerable groups and households. At the same, the benefits and costs of environmental policies are also likely to be unevenly distributed across households. In this context, policy packages for an inclusive green transition should aim at: (i) mitigating the possible regressive impact of pricing environmental externalities, (ii) investing in human capital and upgrading skills to facilitate labour reallocation, (iii) addressing systemic inequalities with sectoral and place-based policies, (iv) ensuring efficient and responsive governance. The paper concludes by highlighting the need for an effective framework to measure progress towards a people-centred green recovery, and possible areas of future work.

    Abstract: This paper presents the most recent data on the number of migrant doctors in the health workforce in the OECD countries, as well as the impact these regular migration flows have on the countries of origin, including an analysis of the developments since 2000. The objective of this paper is to inform policy dialogue at the national and international levels. The share of migrant doctors has continued to rise over the last two decades across the OECD countries, with around two-thirds of all foreign-born or foreign-trained doctors originating from within the OECD area and upper-middle-income countries. The lower-middle-income countries account for around 30% and low-income countries for 3-4% of the foreign-born and 4% of the foreign-trained doctors. In countries of origin that are large, migration to (other) OECD countries has a moderate impact, but some of the relatively smaller countries or those with weak health systems experience significant losses of (needed) health professionals.

    Abstract: Questo documento esplora e classifica alcune delle politiche più comuni tra i responsabili politici nazionali, regionali e locali durante o prima della pandemia di COVID-19 per rendere praticabile, promuovere e sfruttare al meglio il telelavoro. Vengono inoltre analizzate alcune misure miranti ad attrarre e trattenere in determinati territori i lavoratori e gli imprenditori che operano a distanza. L’attuale crisi ha comportato, tra gli altri aspetti, una sperimentazione di massa del telelavoro, senza precedenti per dimensioni e portata. La transizione verso un modello di telelavoro diffuso su vasta scala e su base permanente avrebbe profonde implicazioni per la geografia del lavoro a livello locale. Le PMI potrebbero essere meno attrezzate delle grandi imprese per affrontare tale cambiamento. Le politiche pubbliche possono assumere un ruolo cruciale nel trasformare il telelavoro in un'opportunità per tutti, e ridurre il rischio di un potenziale ampliamento delle disparità preesistenti tra persone, territori e aziende.

This policy brief highlights how OECD countries and a number of other countries have responded to the crisis in adapting and expanding the suite of ALMPs that they offer to prepare for an inclusive recovery.

    Abstract: Informal employment, defined through the lack of employment-based social protection, constitutes the bulk of employment in developing countries, and entails a level of vulnerability to poverty and other risks that are borne by all who are dependent on informal work income. Results from the Key Indicators of Informality based on Individuals and their Households database (KIIbIH) show that a disproportionately large number of middle‑class informal economy workers receive remittances. Such results confirm that risk management strategies, such as migration, play a part in minimising the potential risks of informal work for middle‑class informal households who may not be eligible to social assistance. They further suggest that middle‑class informal workers may have a solvent demand for social insurance so that, if informality-robust social insurance schemes were made available to them, remittances could potentially be channelled to finance the extension of social insurance to the informal economy.

    Abstract: Artificial intelligence (AI) has the potential to make health care more effective, efficient and equitable. AI applications are on the rise, from clinical decision-making and public health, to biomedical research and drug development, to health system administration and service redesign. The COVID-19 pandemic is serving as a catalyst, yet it is also a reality check, highlighting the limits of existing AI systems. Most AI in health is actually artificial narrow intelligence, designed to accomplish very specific tasks on previously curated data from single settings. In the real world, health data are not always available, standardised, or easily shared. Limited data hinders the ability of AI tools to generate accurate information for diverse populations with potentially very complex conditions. Having appropriate patient data is critical for AI tools because decisions based on models with skewed or incomplete data can put patients at risk. Policy makers should beware of the hype surrounding AI and identify and focus on real problems and opportunities that AI can help address. In setting the foundations for AI to help achieve health policy objectives, one key priority is to improve data quality, interoperability and access in a secure way through better data governance. More broadly, policy makers should work towards implementing and operationalising the OECD AI Principles, as well as investing in technology and human capital. Strong policy frameworks based on inclusive and extensive dialogue among all stakeholders are also key to ensure AI adds value to patients and to societies. AI that influences clinical and public health decisions should be introduced with care. Ultimately, high expectations must be managed, but real opportunities should be pursued.

The paper documents how SMEs were at the centre of the disruptions at the start of the pandemic and that one year later they stand in an even more precarious position, in particular young firms and start-ups, the self-employed, as well as women-led or minority-owned businesses. Governments acted swiftly to put in place ambitious support for SMEs and entrepreneurs, but one year into the pandemic, they are facing a complex dilemma that emergency liquidity support remains essential but at the same time it is not sustainable over the longer term and may have potential negative effects that need to be addressed to support the recovery. This paper formulates 15 lessons learned to help governments address three challenges: First, to continue support measures to avoid a liquidity crisis among SMEs while minimising the negative side effects; Second, to ensure that the gradual phase out of this emergency support does not create an SME solvency crisis; And third, to introduce effective policies that foster SME recovery.

The region’s location, its deep relationships with Europe and its academic tradition present many opportunities for future development, especially at a time when distances are shrinking further with digitalisation. Making the most of this potential will require collaboration in tackling challenges, which have been further exposed during the COVID-19 pandemic. Boosting competences and education, strengthening social cohesion and ensuring a green transformation towards clean energy and the valuation of the region’s natural wealth, emerge as strategic priorities. Beyond practical and financial constraints, future solutions must address considerable institutional and governance challenges that remain across the region.

En outre, la transition vers une économie bas carbone représente un défi majeur pour un secteur qui, au niveau mondial, représente 17 % des émissions de CO2 et 37 % des émissions de particules fines. Or, près de deux tiers des pays de la planète n’ont pas encore adopté de codes d’efficacité énergétique obligatoires pour les bâtiments. Il est essentiel d’anticiper, car les logements ont une durée de vie très longue. On trouvera dans le présent rapport des options étayées sur des données probantes permettant d’envisager une action publique concertée pour relever ces défis, en tenant compte des complémentarités existantes et arbitrages nécessaires entre les différents objectifs des politiques du logement.     Abstract: Intégration régionale dans l’Union pour la Méditerranée : Rapport d’étape analyse les grandes tendances et l’évolution de l’intégration dans la région euro-méditerranéenne. Le rapport examine cinq domaines d’intégration régionale, à savoir l’intégration commerciale, l’intégration financière, l’intégration des infrastructures, la mobilité des personnes, ainsi que la recherche et l’enseignement supérieur. Le rapport présente une analyse originale des modèles et des défis de l’intégration dans la région euro-méditerranéenne, qui met en évidence l’interdépendance des domaines examinés – par exemple, comment accroître le commerce régional sans une connectivité des transports abordable ? Le rapport apporte un nouvel éclairage basé sur l’analyse temporelle d’indicateurs de performances quantitatifs et qualitatifs spécifiques. Près de 100 graphiques et tableaux présentent les données de 42 pays membres de l’Union pour la Méditerranée et, le cas échéant, des pays partenaires de la région. Le rapport fournit des points clés à retenir et des recommandations stratégiques visant à favoriser l’intégration régionale dans chacun des cinq domaines.

    Abstract: The report brings together evidence, international experience and policy insights for the design of housing policies. Emphasis is placed on three broad aspects: inclusiveness, efficiency and sustainability. Inclusive access to housing has become increasingly challenging in many OECD countries due to a large extent to rising housing costs, which reflects the failure of housing supply to meet demand, particularly in jobs-rich urban areas. Geographical constraints play a role, but in many cities regulations, including on land-use and zoning provisions, also constrain supply. At the same time, some regulations on tenant-landlord relations can discourage the development of rental markets, pushing up rents. Moreover, the transition to a low-carbon economy poses challenges for a sector that accounts for 17% of CO2 emissions and 37% of fine particulate matter emissions globally. Almost two-thirds of countries worldwide still lack mandatory building energy codes. Frontloading efforts is critical as dwellings have a very long lifespan. The report lays out evidence-based options for concerted policy action to address these challenges, while recognising complementarities and trade-offs amond the different objectives of housing policies. The report is part of the OECD Housing Tookit, which includes an interactive online dashboard of housing indicators and country snapshots.

Diese Entwicklung dürfte sich in Anbetracht der zunehmenden Bevölkerungsalterung im OECD-Raum fortsetzen. Die Kosten vermeidbarer Krankenhauseinweisungen aus Langzeitpflegeeinrichtungen beliefen sich 2016 auf knapp 18 Mrd. USD. Dies entspricht 2,5 % der Ausgaben für die stationäre Krankenhausversorgung bzw. 4,4 % der Ausgaben für die Langzeitpflege. Forschungsarbeiten zeigen, dass mehr als die Hälfte der unerwünschten Ereignisse in der Pflege und 40 % der Krankenhauseinweisungen aus Pflegeeinrichtungen vermeidbar sind. Den Grundursachen dieser Ereignisse kann durch bessere Prävention, Sicherheitsmaßnahmen und Personalentwicklung – insbesondere im Hinblick auf den Kompetenzmix und die Ausbildung – begegnet werden. Durch gezielte Investitionen in Schlüsselbereichen können signifikante Effekte erzielt und die wichtigsten Kostentreiber unerwünschter Ereignisse in der Langzeitpflege reduziert werden.

    Abstract: The present AOP describes the inhibition of calcineurin activity resulting in impaired T-Cell Dependent Antibody Response (TDAR). Calcineurin (CN), a protein phosphatase, is known to impair immune function when its phosphatase activation is inhibited. CN inhibitors (CNIs) inhibit CN phosphatase activity to suppress many kinds of immune functions and have been used in the medical domain to prevent hyper immune reactions. However, CNIs are reported to also induce immunosuppression-derived adverse effects such as increased frequency and/or severity of infections and increased tumor incidences. CNIs might affect several T-cell derived immune functions to induce compromised host. Among the affected immune functions, T-cell dependent antibody response (TDAR) is an important factor to resist infections and thought to be the useful endpoint on evaluating immunotoxicity of chemicals; therefore, this AOP describes the linkage between the inhibition of CN activity and impairment of TDAR.

    Abstract: This report offers an initial overview of the available information regarding the circumstances, nature and outcomes of the education of schoolchildren during the first wave of COVID-19 lockdowns of March-April 2020. Its purpose is primarily descriptive: it presents information from high quality quantitative studies on the experience of learning during this period in order to ground the examination and discussion of these issues in empirical examples. Information is presented on three interrelated topics: the nature of the educational experience during the period of lockdowns and school closures; the home environment in which education took place for the vast majority of schoolchildren; the effects on the mental health and learning outcomes for children during this period. The data come primarily from 5 countries (France, Germany, Ireland, the United Kingdom and the United States) with additional information on some aspects for 6 additional countries (Australia, Belgium (Flanders), Canada, Finland, Italy and the Netherlands). This report will be of interest to policy makers, academics, education stakeholders and anyone interested in a first international empirical analysis of the effects of the pandemic on the lives and education of schoolchildren.

Dans les mois à venir, alors que les pays se préparent à mettre en œuvre leurs plans de relance, il est essentiel de continuer à soutenir les familles et les entreprises encore durement touchées par la crise, tout en mettant en place des incitations propices à la création d’emplois et à la reprise du travail. Sans de telles mesures, la reprise économique et sociale partirait d’encore plus bas. Le coût à brève échéance est élevé, mais il est bien inférieur à ce que pourraient coûter des faillites en série, des licenciements en masse, une économie atone et un marché du travail déprimé. En outre, il est possible de réduire les coûts à court terme en ciblant davantage les aides sur les secteurs, entreprises et ménages les plus vulnérables, tout en favorisant les entreprises qui démarrent et la création d’emplois.

Lobbying in the 21st century has also become increasingly complex, including new tools for influencing government, such as social media, and a wide range of actors, such as NGOs, think tanks and foreign governments. This report takes stock of the progress that countries have made in implementing the OECD Principles for Transparency and Integrity in Lobbying. It reflects on new challenges and risks related to the many ways special interest groups attempt to influence public policies, and reviews tools adopted by governments to effectively safeguard impartiality and fairness in the public decision-making process.

    Abstract: This policy brief uses online job vacancy postings as a partial indicator of the impact of COVID-19 on skills demand in five OECD countries (Australia, Canada, New Zealand, the United Kingdom and the United States) between January and November 2020. The pandemic, as well as containment and mitigation measures designed to halt its spread, had a large but heterogeneous impact on the demand for skills. By early May, the total volume of online job vacancies had fallen by over 50% in all the countries analysed with respect to the beginning of the year, with even larger declines in some sectors. However, the demand for specific skills in the healthcare sector and in logistics increased. There is also evidence of an increase in vacancies involving remote-working arrangements. The brief also shows that the crisis affected differently individuals with different levels of educational qualifications and that such effect differed across the countries analysed.

    Abstract: Following the extraordinarily rapid development of COVID‑19 vaccines, immunisation is underway in many OECD countries. However, demand will continue to outstrip supply for some time and currently, distribution is strongly skewed in favour of high-income countries. This both inequitable and inefficient. Directing vaccine to where need is greatest would maximise the number of lives saved and speed bringing the pandemic under control, by slowing transmission and reducing the likelihood of the emergence of viral variants of concern. Governments should therefore act now to accelerate vaccination globally, regardless of international borders, by reallocating supplies to areas of greatest need; continuing the scaling-up of production; ensuring that necessary logistics and health care infrastructure are in place; providing further financial and in-kind support to COVAX; and developing long-term strategies that include commitments to making vaccines available where they are needed most, including through sharing intellectual property and facilitating technology transfer.

    Abstract: Domestic outsourcing has grown substantially in developed countries over the past two decades. This paper addresses the question of the technological drivers of this phenomenon by studying the impact of the staggered diffusion of broadband internet in France during the 2000s. Our results confirm that broadband technology increases firm productivity and the relative demand for high-skill workers. Further, we show that broadband internet led firms to outsource some non-core occupations to service contractors, both in the low and high-skill segments. In both cases, we find that employment related to these occupations became increasingly concentrated in firms specializing in these activities, and was less likely to be performed in-house within firms specialized in other activities. As a result, after the arrival of broadband internet, establishments become increasingly homogeneous in their occupational composition. Finally, we provide suggestive evidence that high-skill workers experience salary gains from being outsourced, while low-skill workers lose out.

    Abstract: A growing body of literature studies the effect of providing information about inequality to respondents of surveys on their preferences for redistribution. We provide a meta-analysis combining the results from 84 information treatments coming from 36 studies in Economics, Political Science, Psychology and Sociology. This meta-analysis complements and informs a broader project on perceptions of inequality and preferences for redistribution ( Does Inequality Matter? How People Perceive Economic Disparities and Social Mobility , OECD publishing, Paris, 2021). In the meta-analysis, we focus on in-survey experiments where a randomly selected group of respondents receive either information about the overall extent of inequalities, or about their position in the income distribution. The results show that providing information on inequality has a sizeable impact on people’s perceptions and concerns about inequality, but a rather small effect on their demand for redistribution. Inspecting the heterogeneity across treatments and outcomes helps explaining the small average effect on demand for redistribution, but the evidence is not yet conclusive about the potential explanations. We further show that correcting respondents’ misperceptions about their own position in the income distribution increases the preferences for redistribution for those who previously overestimated their position and decreases it for those who underestimated, although the effects are, on average, small.
