    Abstract: "The Political Economy of Populism explores the interplay between identity, the economy and inequality to explain the dynamics of populist votes since the beginning of the 20th century. The book discusses the political and economic implications of populist governance using data on populist incumbencies and linking it to historical data on the macro economy and democracy. Chapters draw from the most recent political science, economics and other social science literature, as well as historical data, to explain the long-term causes and consequences of populism. Populism emerges and gains traction when political entrepreneurs exploit underlying identity conflicts for political gains. As the distributional consequences of both economic distress and economic growth typically favor the elite over the poor and the lower middle class, economic shocks usually sharpen the underlying identity conflicts between the groups. The book provides evidence of significant differences in the ways fiscal and monetary policies are conducted by incumbent populists in Latin America, Europe and the OECD. The work concludes by suggesting avenues through which a 21st century social consensus can be built, so that our society can avoid repeating the mistakes that led to wars and failed economic experiments in the 20th century.     Abstract: This chapter provides a brief introduction to mortality patterns over the last two centuries, from a global perspective. The period witnessed enormous and ubiquitous rises in life expectancy at birth, from a global average of perhaps 30 years in 1800 to an estimated average of 72.6 years in 2019. Remarkably, these changes took place despite a perhaps seven- to eight-fold increase of the world’s population, and in the context of unprecedented increases in the speed and frequency of transmission of infectious diseases as a consequence of urbanization, colonization, technological change, and the globalization of trade. This chapter describes the gradual recession of famine and infectious diseases in now-developed countries before c.1870, the acceleration of improvements in life expectancy 1870-1940. and the much more rapid and global gains since the mid twentieth century, together with a brief account of some of the major reversals to these trends, including the HIV and smoking pandemics. It outlines the broad geography and chronology of changes in patterns of mortality, and introduces debates regarding the roles of economic growth and the roles of medicine and states. It concludes with a brief discussion of recent and future trends

    Abstract: Regional and local governments have long recognised the potential for films, television shows, novels and other media texts that are set in their city or country to attract tourists. Although there is a wealth of scholarship on how real-world locales are represented in digital games, to date scholars have largely overlooked the potential for videogames to likewise attract fans and ‘pilgrims’ to the locations in which they are set. This chapter addresses this gap through the case study of Yokosuka City in Japan, which has recognised the cult classic videogame Shenmue (Sega AM2, 1999) as a drawcard for tourists and fans outside the city. Through its ‘Sacred Spot Guide Map’, Yokosuka City officials provide a guide for tourists seeking to visit locations depicted in the game that contrasts their fictional and real-world counterparts and invites visitors to explore its spaces through affiliated promotion campaigns. Drawing on an analysis of the Guide Map, an interview with its creators and field observation in Yokosuka itself, we examine the potential for the Guide Map and other forms of city-funded videogame tourism to put cities overwise overlooked in travel guides and reviews ‘on the map’ and boost their local economy

    Abstract: The political system of early socialist-era Mongolia, established by the first Constitution in 1924, can be interpreted as a vernacular version of the Soviet system, in which the formally supreme representative body, the State Great Khural (“assembly”), was sidelined by the standing Presidium of the Small Khural and the Cabinet, and eclipsed by the non-constitutional party authorities. The establishment of this sham and nominal parliamentary system was a consequence of the Bolshevik new imperialism, the inclusion of the Mongolian People’s Republic into the informal Soviet empire, which occurred through both military control and structural adjustments under the supervision of the Communist International. The 1924 Mongolian Constitution, however, was not a mere copy of its Soviet 1918 and 1924 counterparts but a transimperial document. In its text and especially in the history of its making, it reflected the entangled imperial transformations of the Russian and Qing empires and featured both indigenous (Khalkha and Buryad-Mongol) agency and vernacular political discourses. Khural existed as a non-representative yet deliberative consultative assembly in 1914–1919, while Tsebeen Jamtsarano attempted to make a Mongolian khural one of the many world parliaments, even though his draft constitution was affected by the practices of revolutionary Russia

    Abstract: This volume re-examines traditional interpretations of the rise of modern aesthetics in eighteenth-century Britain and Germany. It provides a new account that connects aesthetic experience with morality, science, and political society. In doing so, it challenges long-standing teleological narratives that emphasize disinterestedness and the separation of aesthetics from moral, cognitive, and political interests. The chapters are divided into three thematic parts. The chapters in Part I demonstrate the heteronomy of eighteenth-century British aesthetics. They chart the evolution of aesthetic concepts and discuss the ethical and political significance of the aesthetic theories of several key figures: namely, the third Earl of Shaftesbury, David Hume, and Adam Smith. Part II explores the ways in which eighteenth-century German, and German-oriented, thinkers examine aesthetic experience and moral concerns, and relate to the work of their British counterparts. The chapters here cover the work of Kant, Moses Mendelssohn, Alexander Gottlieb Baumgarten, and Madame de Staël. Finally, Part III explores the interrelation of science, aesthetics, and a new model of society in the work of Goethe, Johann Wilhelm Ritter, Friedrich Hölderlin, and William Hazlitt, among others. This volume develops unique discussions of the rise of aesthetic autonomy in the eighteenth century. In bringing together well-known scholars working on British and German eighteenth-century aesthetics, philosophy, and literature, it will appeal to scholars and advanced students in a range of disciplines who are interested in this topic

The spirit, if not the text, of the Belgian Constitution allows for more popular participation than present-day jurisprudence admits. Combining new insights from law, history, and political science, this book is a showcase for continental constitutional theory. The questions it asks reverberate far beyond Belgium.     Abstract: Hitler’s seizure of power on 30 January 1933 provided an urgent impetus to stage transnational anti-fascist conferences and rallies on a global scale. One of the first, but almost completely overlooked major conferences was organised in Copenhagen in April 1933 in the form of a Scandinavian Anti-Fascist Conference. The chapter will use the event as a prism to look backwards at anti-fascist activism in the Nordic countries during the preceding years and follow its transformation process in its immediate aftermath. What form did these largely overlooked anti-fascist articulations and manifestations take, and how were they connected to the rising transnational and global anti-fascist mobilisation coordinated in Paris and London? The chapter shows that the establishment of the Third Reich, on the one hand, vitalised anti-fascism in Scandinavia but that it paradoxically, on the other, further sharpened the communist critique of reformist social democracy and empowered social democratic anti-communism. Moreover, small neutral states, especially with social democratic governments, were confronted with an acute dilemma as the German foreign office made it clear that sharp critique of Nazi Germany and Hitler in the Nordic press and social movements had to be limited in order to maintain good bilateral relations

    Abstract: In 1927, upon his arrival in Berlin, D. Natsagdorj, one of approximately 45 young Mongolian students who participated in an educational program in Germany and France, composed a long travel poem, “Notes on the Trip to Berlin.” Not only does this poem serve as an early example of Natsagdorj’s writing, it emphasizes Natsagdorj’s role as a didactic writer for the early Mongolian People’s Republic, in particular in conveying the values of the cosmopolitan socialist, a modern subjectivity that quite consciously separated itself from the previous aristocratic, Buddhist, and pastoral identities of pre-revolutionary Mongolia. “Notes on the Trip to Berlin” provides a geographical orientation of the new economic and cultural flows from Mongolia to Western Europe through the Soviet Union. Natsagdorj’s poem is also significant because it is one of the few examples of Mongolian travel literature and enables Natsagdorj to actively resist the image of Mongolians perpetuated by Western travel writers. From the perspective of Natsagdorj’s Mongolian readers, “Notes on the Trip to Berlin” teaches them the process of navigating socialist and pre-revolutionary identities as Natsagdorj grapples with socialist and pre-revolutionary literary forms and language

    Abstract: Focused on the emergence of US President Donald Trump, the United Kingdom’s departure from the European Union, and the recruitment of Islamic State foreign fighters from Western Muslim communities, this book explores the ways in which the decay and corruption of key social institutions has created a vacuum of intellectual and moral guidance for working people and deprived them of hope and an upward social mobility long considered central to the social contract of Western liberal democracy. Examining the exploitation of this vacuum of leadership and opportunity by new demagogues, the author considers two important yet overlooked dimensions of this new populism: the mobilization of both religion and masculinity. By understanding religion as a dynamic social force that can be mobilized for purposes of social solidarity and by appreciating the sociological arguments that hyper-masculinity is caused by social injury, Roose considers how these key social factors have been particularly important in contributing to the emergence of the new demagogues and their followers. Roose identifies the challenges that this poses for Western liberal democracy and argues that states must look beyond identity politics and exclusively rights-based claims and, instead, consider classical conceptions of citizenship

    Abstract: Terminological consistency and accuracy are key indicators of institutional translation quality and a condition for semantic univocity and certainty with regard to legal terms translated at international organizations. They are accordingly important guiding principles in institutional terminology management. This chapter examines variations of consistency and accuracy levels in the translations of three selected terms that are representative of different degrees of legal asymmetry in English-Spanish translation, as well as the congruity of these translations with the recommendations found in the corresponding institutional terminological resources in three settings: the European Union, the United Nations and the World Trade Organization. The corpora compiled for diachronic comparison include all occurrences of the selected terms (“prima facie evidence,” “tort” and “magistrates’ court”) in two periods: 2005–2015 and 2016–2019. The findings suggest significant correlations between legal asymmetry and translation accuracy levels, and between intertextual consistency and accuracy fluctuations. They also reveal low adherence to the (limited) guidance of institutional terminological resources on legal system-specific terms. Additional qualitative insights are offered regarding the most significant cases of terminological harmonization and on the determining role of translation precedents

    Abstract: In recent years, media studies and internet studies have paid increasing attention to the concept of infrastructure, and to the related concept of distribution. In this chapter I discuss some of the benefits for media and internet research brought about by the turns to infrastructure and distribution, notably a welcome concern with the mundanity and ordinariness of existing systems rather than optimistic speculation about future impacts, and an invigorating interest in questions of representation and meaning in relation to often taken-for-granted technologies. But I also discuss some of the problems surrounding the infrastructural turn in media and internet research: a tendency to use the term “infrastructure” in such a variety of ways that it risks losing its analytical value; an uncertain engagement with ideas of materiality and “relationality”; and a tendency towards banality and vagueness (including dubious defenses of vagueness itself). I close by reflecting on how the problems identified seem to have led to a neglect of other traditions of research, such as political economy of media, that might provide insights into the workings of media infrastructures as traditionally understood, but in a call for synthesis, I also point to those other traditions have also failed to pay due attention to the best contributions of recent media infrastructural studies.

    Abstract: Anti-fascism became one of the main causes of the American left-liberal milieu during the mid-1930s. The chapter offers a new analysis of two communist-led, international organisations called the World Committee against War and Fascism and the World Relief Committee for the Victims of German Fascism. The chapter aims to show how anti-Nazi activities were initially mobilised in the USA from 1933 to 1935. It reveals the transnational connections present in American anti-fascist movements and shows the importance of the connections established between American anti-fascists and German, British and French anti-fascists before the beginning of the popular front period. It provides new insights to the ways anti-fascist ideas and practices were effectively circulated across the Atlantic and within North America. The time period was filled with contradictions and ambiguities especially due to the Communist International’s sectarianism that initially hampered co-operation within the broader American left. Still, transatlantic anti-fascist solidarity networks had already managed by mid-1933 to inspire local anti-Nazi activism across the USA

    Abstract: Terminological consistency and accuracy are key indicators of institutional translation quality and a condition for semantic univocity and certainty with regard to legal terms translated at international organizations. They are accordingly important guiding principles in institutional terminology management. This chapter examines variations of consistency and accuracy levels in the translations of three selected terms that are representative of different degrees of legal asymmetry in English-Spanish translation, as well as the congruity of these translations with the recommendations found in the corresponding institutional terminological resources in three settings: the European Union, the United Nations and the World Trade Organization. The corpora compiled for diachronic comparison include all occurrences of the selected terms (“prima facie evidence,” “tort” and “magistrates’ court”) in two periods: 2005–2015 and 2016–2019. The findings suggest significant correlations between legal asymmetry and translation accuracy levels, and between intertextual consistency and accuracy fluctuations. They also reveal low adherence to the (limited) guidance of institutional terminological resources on legal system-specific terms. Additional qualitative insights are offered regarding the most significant cases of terminological harmonization and on the determining role of translation precedents

In this chapter, I use interviews with 24 Finnish and Singaporean teachers to explore the differences between these distinct approaches to teacher accountability—and to account for their disparate but apparently successful pathways. I argue that these disparate approaches share an underlying principle: each model of teacher accountability is compatible with the macrosystem in which it is embedded. Thus, teachers regard the accountability instruments as legitimate, enabling the instruments to favourably influence teacher motivation and practice. Specifically, public trust in Finland’s education system is distributed throughout each level of the system, with teachers enjoying high generalised trust. This is compatible with an accountability approach that gives teachers considerable autonomy over their daily work. In contrast, public trust in Singapore’s education system is concentrated on the Ministry of Education. This institutionally focused trust supports—and is supported by—a teacher accountability system that gives the managers considerable influence over teacher practice

Referendums, citizen councils, and other forms of direct democracy are considered necessary antidotes to a growing hostility towards traditional party politics. This book focuses on the Belgian debate, where the introduction of participatory politics has stalled because of an ambiguity in the Constitution. Scholars and judges generally claim that the Belgian Constitution gives ultimate power to the Nation, which can only speak through representation in parliament. In light of this, direct democracy would be an unconstitutional power grab by the current generation of citizens. This book critically investigates this received interpretation of the Constitution and, by reaching back to the debates among Belgium's 1831 founding fathers, concludes that it is untenable. The spirit, if not the text, of the Belgian Constitution allows for more popular participation than present-day jurisprudence admits. Combining new insights from law, history, and political science, this book is a showcase for continental constitutional theory. The questions it asks reverberate far beyond Belgium. The book provides a rare source of information on Belgium's 1831 Constitution, which was in its time seen as modern constitutionalism’s greatest triumph which became a model for countless other constitutions. This listing of names, along with their graves, funeral programs, and death certificates constitute “the work of the dead” in redressing some of the failures of their government and their society. The lack of food and health care, the minimum requirements needed for a decent life, suggest the need for new ways of thinking about the growing disparity in wealth—with ever greater inequality—in Nigeria. While this situation may be lessened through the reduction of corruption and through government programs for widespread food, health care, and education may be implemented, many Nigerians are considering the creation of alternative paths to well-being. Through the numerous programs proposed for increasing youth employment —training and support for small and medium enterprises, agricultural programs, and more efficient and environmentally sound smaller-scale industries, the possibilities for a new deindustrialized era are being imagined and may be pursued. "

    Abstract: While the opening of Kaduna Textiles Limited in 1957 represented the encouraging beginning of the industrialization of Kaduna, its closure in 2002 had significant consequences for workers and their families. Without payment of their termination entitlements, former KTL workers, wives, and widows met to establish the Coalition of Closed Unpaid Textiles Workers of Nigeria. Compiling a list of the names of deceased KTL workers, they hoped that “the work of the dead” would put pressure on government to pay their entitlements. For former KTL employees, their new ways of thinking about work, labor organization, time, money, and health were challenged by deindustrialization, while the lives of their widows and children were shattered by the loss of their husbands and fathers. Widows buried their husbands and subsequently worked to provide their children with education, housing, and food, while their children had various responses to their families’ declining economic situation. As such, deindustrialization in Kaduna, as elsewhere in the world, has contributed to unemployment, poverty, hunger, illness, and death. While remittances for dismissed KTL workers remain unpaid and the mill has not reopened, the Coalition’s listing of the names of the dead continues as a constant reminder of their society’s injustice

    Abstract: The production of manufactured textiles at the Kaduna Textile Limited mill was an important development which led to the employment of many men from the small ethnic groups in southern Kaduna and Middle Belt states. The KTL Handbook, which workers received, laid out work rules which emphasized the importance of being on time. This aspect of industrial labor—the importance of keeping to time with clocks and watches—differed from many workers’ earlier experience of agricultural work. Yet despite KTL workers’ acceptance of the new work and time regime, the closure of the mill due to irregular electricity, antiquated equipment, and lack of government support led many to return to agricultural labor or to service employment in the city. For those preferring to remain in Kaduna, the difficulties of living without regular income and access to food and health care has contributed to the many health problems experienced by former KTL workers and their subsequent deaths

    Abstract: Terminological consistency and accuracy are key indicators of institutional translation quality and a condition for semantic univocity and certainty with regard to legal terms translated at international organizations. They are accordingly important guiding principles in institutional terminology management. This chapter examines variations of consistency and accuracy levels in the translations of three selected terms that are representative of different degrees of legal asymmetry in English-Spanish translation, as well as the congruity of these translations with the recommendations found in the corresponding institutional terminological resources in three settings: the European Union, the United Nations and the World Trade Organization. The corpora compiled for diachronic comparison include all occurrences of the selected terms (“prima facie evidence,” “tort” and “magistrates’ court”) in two periods: 2005–2015 and 2016–2019. The findings suggest significant correlations between legal asymmetry and translation accuracy levels, and between intertextual consistency and accuracy fluctuations. They also reveal low adherence to the (limited) guidance of institutional terminological resources on legal system-specific terms. Additional qualitative insights are offered regarding the most significant cases of terminological harmonization and on the determining role of translation precedents

This book focuses on the Belgian debate, where the introduction of participatory politics has stalled because of an ambiguity in the Constitution. Scholars and judges generally claim that the Belgian Constitution gives ultimate power to the Nation, which can only speak through representation in parliament. In light of this, direct democracy would be an unconstitutional power grab by the current generation of citizens. This book critically investigates this received interpretation of the Constitution and, by reaching back to the debates among Belgium's 1831 founding fathers, concludes that it is untenable. The spirit, if not the text, of the Belgian Constitution allows for more popular participation than present-day jurisprudence admits. Combining new insights from law, history, and political science, this book is a showcase for continental constitutional theory. The questions it asks reverberate far beyond Belgium. The book provides a rare source of information on Belgium's 1831 Constitution, which was in its time seen as modern constitutionalism’s greatest triumph which became a model for countless other constitutions.     Abstract: "Biofictions introduces three novel concepts: ‘biofiction,’ ‘bioimagination,’ and ‘biodiscourse’ to talk about intersections of literary and visual texts and biotechnology. The book proposes a new interdisciplinary area of research that correlates processes of genetics and literature, based on two critical approaches. One, drawing parallels between the genetic codes, human language, formal (binary) language, and posthuman communication and the role of meaning and imagination in these forms of communication. Two, by defining ‘biofictions’ as a critical scientific-artistic concept and as a corpus of texts that engage ideas and developments in molecular biology. Syncretic connection between biotechnology and literature is especially evident in an open science movement and the literary artistic genre of biopunk, discussed across chapters. The study includes well-known contemporary texts, such as David Foster Wallace’s Infinite Jest, that are recontextualized as biofiction; it offers a rereading of important but neglected novels such as Thomas Disch’s Camp Concentration (1967); and it analyzes new visual texts such as the TV series Altered Carbon and Ghost in the Shell films. Based on these wide-ranging examples and new critical concepts, the book argues that coming up with possible alterations for the genetic code or intended traits for the organism is a discursive practice that brings into being bionarratives that are both organic and literary."

    Abstract: Interest in autonomous ships has grown exponentially over the past few years. Whereas a few years ago, the prospect of unmanned and autonomous vessels sailing on the seas was considered unrealistic, the debate now centers on when and in what format and pace the development will take place. Law has a key role to play in this development and legal obstacles are often singled out as principal barriers to the rapid introduction of new technologies in shipping. Within a few years, autonomous ships have turned from a non-issue to one of the main regulatory topics being addressed by the International Maritime Organization. However, the regulatory discussion is still in its infancy, and while many new questions have been raised, few answers have been provided to them to date.     Abstract: Since 1980, when neoliberal and neoconservative forces began their hostile takeover of western culture, a new type of political satire has emerged that works to unmask and deter those toxic doctrines. Literary and cultural critic Kirk Combe calls this new form of satire the Rant. The Rant is grim, highly imaginative, and complex in its blending of genres. It mixes facets of satire, science fiction, and monster tale to produce widely consumed spectacles—major studio movies, popular television/streaming series, bestselling novels—designed to disturb and to provoke. The Rant targets what Combe calls the Regime. Simply put, the Regime is the sum of the dangerous social, economic, and political orthodoxies spurred on by neoliberal and neoconservative polity. Such practices include free-market capitalism, corporatism, militarism, religiosity, imperialism, racism, patriarchy, and so on. In the Rant, then, we have a unique and wholly contemporary genre of political expression and protest: speculative satire

    Abstract: Regional and local governments have long recognised the potential for films, television shows, novels and other media texts that are set in their city or country to attract tourists. Although there is a wealth of scholarship on how real-world locales are represented in digital games, to date scholars have largely overlooked the potential for videogames to likewise attract fans and ‘pilgrims’ to the locations in which they are set. This chapter addresses this gap through the case study of Yokosuka City in Japan, which has recognised the cult classic videogame Shenmue (Sega AM2, 1999) as a drawcard for tourists and fans outside the city. Through its ‘Sacred Spot Guide Map’, Yokosuka City officials provide a guide for tourists seeking to visit locations depicted in the game that contrasts their fictional and real-world counterparts and invites visitors to explore its spaces through affiliated promotion campaigns. Drawing on an analysis of the Guide Map, an interview with its creators and field observation in Yokosuka itself, we examine the potential for the Guide Map and other forms of city-funded videogame tourism to put cities overwise overlooked in travel guides and reviews ‘on the map’ and boost their local economy
