    Kurzfassung: The purpose of this paper is to explore the gendered impacts of climate change in the Sahel. In particular, it explores the ways in which gender inequality is a critical factor in understanding vulnerability and resilience efforts concerning climate change. It shows that the current climate crisis is affecting livelihoods throughout the Sahel in pronounced ways. In a region highly dependent upon subsistence agriculture and pastoralist livelihoods, climate variability and environmental degradation have made such livelihoods difficult to sustain, the effects of which have broad ranging impacts on social and economic systems. Consequently, migration, livelihood adaptation, social unrest, and political instability emerge from the ecological challenges the Sahel is facing. Those with the resources to respond to and prepare for future climate events will be better equipped to navigate the climate crisis. Unfortunately, those resources are rarely equally distributed at the household, community, and state levels. In particular, gender inequalities within the Sahel pose a very real challenge for adaptation and resilience strategies as states and global institutions make interventions to support at risk populations. The paper then explores what development and state institutions are doing to resolve gender inequity through climate resilience policy, and where these efforts are falling short. The paper concludes with some strategies to improve opportunities for gender equity and climate resilience based on field research within the Sahel.

It has the potential to improve health system efficiency and health outcomes for people across socio-economic levels, and make health systems people-centred. This report examines primary health care across OECD countries before the COVID-19 pandemic, and draws attention to how primary health care is not living up to its full potential. Doing things differently – through new models of organising services, better co-ordination among providers, better use of digital technology, and better use of resources and incentives – helps to improve care, reduce the need for hospitalisations, and mitigate health inequalities. This report identifies key policy challenges that OECD countries need to address to realise the full potential of primary health care, and reviews progress and innovations towards transforming primary health care.

    Kurzfassung: This paper uses network analysis to map and characterise live animal trade in West Africa. Building on a database of 42 251 animal movements collected by the Permanent Inter-State Committee for Drought Control in the Sahel (CILSS) from 2013-17, it describes the structure of regional livestock trade at the network, trade community and market levels. Despite yearly fluctuations in the volumes and spatial patterns of trade, the paper shows that regional livestock trade operates on well-established trade corridors as animals flow in specific directions. The study also confirms that livestock trade is structured around several national and cross-border groups of markets that exchange more animals than expected by chance. Close to two-thirds of all animals are shipped internationally, indicating that regional animal trade in the Economic Community of West African States (ECOWAS) is remarkably cross-border. Finally, the paper finds that the hub markets that concentrate the most shipments also handle more animals and trade with more markets. Additionally, peripheral markets have more defined roles as primarily origins or destinations of animal shipments than markets in the core of the network. Of the nine key markets identified, three are close to borders, highlighting the importance of Nigeria as a livestock consumption destination for regional livestock production.

It also considers efforts to foster the attraction and retention of remote workers and entrepreneurs in particular places. The current crisis represents, among other things, a mass experiment in teleworking, unprecedented in size and scope. A shift towards large-scale, long-lasting teleworking would have profound implications for the geography of local employment. However, SMEs may be less equipped than larger firms to face this change. Public policy can play an important role in turning teleworking into an opportunity for all, to minimise the potential of widening pre-existing disparities between people, places and firms.

    Kurzfassung: L’objectif de cette note est d’analyser l’évolution temporelle et spatiale des violences impliquant les femmes en Afrique de l’Ouest au cours des 20 dernières années. Une première partie montre que le nombre de victimes civiles des conflits ouest-africains dépasse désormais celui attribué aux batailles entre le gouvernement et les groupes armés. Le contrôle de la population civile est désormais devenu l’un des enjeux majeurs des insurrections de la région. Cette évolution conduit à une augmentation des violences faites aux femmes, qui sont souvent les premières victimes des luttes identitaires. Une seconde partie montre que les femmes participent également aux actes de violence, notamment par le biais des attentats-suicides dans le bassin du lac Tchad. Ce phénomène est cependant en forte diminution du fait de la perte de contrôle territorial de Boko Haram depuis le milieu des années 2010. En conclusion, la note souligne la nécessité de mettre en œuvre des stratégies contre-insurrectionnelles qui visent primordialement à protéger les populations, notamment les femmes.

    Kurzfassung: Assessing the direct and indirect health impact of the COVID 19 pandemic is central in managing public health and other policy measures while learning to co-exist with the virus. Many countries are publishing statistics on COVID 19 related mortality. While the frequent and timely publication of such figures provides insights into the ongoing trends in a given country, differences in coding and reporting practices pose challenges for international comparisons. Looking at the number of total deaths can help to overcome some of these differences in national practices whilst also providing a better view of the overall impact of COVID 19, by taking into account not just the possible underreporting of COVID 19 deaths but also indirect mortality caused, for example, by health systems not being able to cope with other conditions – acute and chronic.

    Kurzfassung: The COVID-19 crisis has upended the global consumer landscape. Confinement measures have moved consumers further online, changed their demands and exacerbated behavioural biases. Many mainstream consumers are now financially and psychologically vulnerable and the existing vulnerability of, for instance, the elderly or low-income consumers, has intensified. There are increasing reports of unfair, misleading and fraudulent commercial practices online. These include financial scams, false claims of coronavirus treatment or prevention, price gouging of essential goods and the promotion of unsafe or counterfeit products. Many governments must strike a balance between protecting consumers’ health and safety, strengthening consumer trust, and addressing challenges to business and workers. This has led some governments to fast-track procedures and grant exemptions from consumer laws. Increased international and cross-sector co-operation among government agencies, businesses, and civil society are key to protecting consumers. Information sharing has become more valuable than ever, particularly for agencies with limited resources.

    Kurzfassung: Latvia sees high rates of obesity, smoking and alcohol consumption. In turn, this results in a high incidence of preventable diseases, such as heart disease, diabetes and many cancers. This puts a burden on a health system which is already operating on a very tight budget as compared to other OECD countries. This OECD report shows that Latvia has many of the policies it needs to address these problems in place. However, Latvia needs to go further to ensure the health system can effectively prevent diseases, not just cure them. This will require redesigning policies to reach a larger population and efforts to educate the population to understand how to protect their health. Better screening programmes are needed, as is a stronger primary care sector, and access to essential medicines for all Latvians.

This report reflects the outcome of the second peer review of the implementation of the Action 6 minimum standard on treaty shopping as approved by the Inclusive Framework. It includes the aggregate results of the review and data on tax treaties concluded by each of the 129 members of the Inclusive Framework on 30 June 2019 and it contains the jurisdictional section for each member (see Annex 2). The data compiled for this peer review demonstrate that the MLI has been the tool used by the vast majority of jurisdictions that have begun to implement the minimum standard and that the MLI’s impact is expected to increase quickly as jurisdictions ratify it.

Ce guide clarifie et illustre l’application pratique du principe de pleine concurrence tel qu’il est énoncé dans les Principes de l’OCDE applicables en matière de prix de transfert aux défis uniques et spécifiques de la pandémie de COVID-19. Ce guide se concentre sur quatre questions prioritaires : (i) l’analyse de la comparabilité; (ii) les pertes et la répartition des coûts spécifiques à la crise du COVID-19; iii) les programmes d’aide publique; et iv) les accords préalables en matière de prix de transfert (APP).     Kurzfassung: The COVID-19 pandemic is harming health, social and material well-being of children worldwide, with the poorest children, including homeless children and children in detention, hit hardest. School closures, social distancing and confinement increase the risk of poor nutrition among children, their exposure to domestic violence, increase their anxiety and stress, and reduce access to vital family and care services. Widespread digitalisation mitigates the education loss caused by school-closures, but the poorest children are least likely to live in good home-learning environments with internet connection. Furthermore, increased unsupervised on-line internet use has magnified issues around sexual exploitation and cyber-bullying. Immediate government measures need to ensure that children have access to good food, receive protection against child abuse and neglect, have continued access to child physical and mental health services, and can navigate safely on the internet. Policies also need to support parental employment since it is key to fighting child poverty.

    Kurzfassung: This brief discusses policies needed to ensure equitable and universal access by all those in need globally to future vaccines for SARS-Cov-2, the virus that causes COVID-19, and treatments for the disease. It provides a snapshot of the vaccine and drug candidates in the current R&D pipeline. It then discusses the need for international co-operation to focus on three critical issues which are beyond the initial phases of clinical research. First, there is a need for pull mechanisms to incentivise the swift completion of the most promising R&D projects, and avoid that they are abandoned mid-way should the pandemic subside. Second, large-scale manufacturing capacity has to be built even before we know which candidates will be successful. This is particularly important for vaccines to ensure timely production of a large number of doses needed,and could also be achieved through designing appropriate pull mechanisms. Third, rules need to be set now to manage intellectual property rights and procurement to ensure equitable access, affordability and supply in sufficient quantities.

    Kurzfassung: This report highlights a complex situation in which some forms of data localisation are seen as useful and largely uncontroversial, while others as a significant barrier to the digital economy. Contributing to the review of the implementation of the OECD Privacy Guidelines, the report emphasises the need to recognise the effect that data localisation can have on transborder data flows, but suggests that the conditions that data privacy laws traditionally impose do not necessarily amount to data localisation measures. Focusing on data localisation in the context of data privacy and the governance of globalised data flows, the report proposes a definition for data localisation, outlines a roadmap to ensure that data localisation does not impede transborder data flows, and makes recommendations to support such work. In particular, it emphasises the relevance of the accountability principle and the proportionality test articulated in the OECD Privacy Guidelines in evaluating data localisation measures.

    Kurzfassung: In response to the COVID-19 crisis, a number of tax administrations have already published domestic guidance on some of the transfer pricing implications of COVID-19. While this is an important first step in setting taxpayer expectations, facilitating co-operative compliance and delivering greater tax certainty, the two-sided nature of transfer pricing means that it is only by agreeing a common approach that tax administrations can enhance tax certainty. This Guidance clarifies and illustrates the practical application of the arm’s length principle as articulated in the OECD Transfer Pricing Guidelines to the unique fact patterns and specific challenges implied by the COVID-19 pandemic. Four priority issues were identified and are covered in the Guidance: (i) comparability analysis; (ii) losses and the allocation of COVID-19 specific costs; (iii) government assistance programmes; and (iv) advance pricing agreements (“APAs”). This Guidance was developed and approved by the 137 members of the OECD/G20 Inclusive Framework on BEPS. While it is recognised that some Inclusive Framework members may also follow the United Nations Practical Manual on Transfer Pricing for Developing Countries (2017), this Guidance should be helpful in such circumstances where the UN Manual follows a similar analytical framework and allows for similar conclusions as the OECD Transfer Pricing Guidelines.

    Kurzfassung: Le COVID-19 amène tous les niveaux de gouvernement à travailler dans un contexte d’incertitude totale. Cette crise a des incidences locales et régionales très hétérogènes, ce qui a des conséquences importantes au regard de la gestion de crise et de l’action des pouvoirs publics. Le présent document examine l’impact territorial de la crise du COVID-19 dans ses différentes dimensions : sanitaire, économique, social et budgétaire. Il présente des exemples de mesures prises par les gouvernements aux niveaux national et infranational pour atténuer cet impact territorial, et propose dix axes d'action. Enfin, il examine les perspectives d’avenir en étudiant les répercussions de la crise au regard de la gouvernance pluri-niveaux, ainsi que les éléments devant être pris en compte par les responsables de l’action publique pour renforcer la résilience des régions.

Sin embargo, cada parte de la población se ha enfrentado a los efectos de esta de manera diferente dependiendo del grupo de edad al cual pertenece. Para los jóvenes, y en particular aquellos más vulnerables, la crisis provocada por el COVID-19 presenta riesgos considerables en las áreas de educación, empleo, salud mental e ingresos disponibles. Además, mientras que los jóvenes y generaciones venideras asumirán la mayoría de las consecuencias económicas y sociales de la crisis a largo plazo, su bienestar podría verse afectado por consideraciones de orden económico o de equidad a corto plazo. A fin de evitar exacerbar las desigualdades entre generaciones, y para involucrar a los jóvenes en generar más resiliencia social, los gobiernos deberán anticipar el impacto que las medidas de mitigación y recuperación de la crisis tendrán sobre los diferentes grupos de edad, a través de la aplicación de mecanismos de gobernanza eficaces. Basado en los hallazgos de una encuesta realizada a 90 organizaciones juveniles en 48 países, este documento describe un número de iniciativas concretas que los gobiernos puedan emplear para conceptualizar políticas de recuperación inclusivas y equitativas que sean justas para todos..

Mis en œuvre en janvier 2015, il est actuellement le seul exemple existant au niveau international de compte individuel de formation sur lequel les individus accumulent des droits à la formation au cours du temps. D’abord le fruit d’un compromis entre les acteurs sociaux, le CPF a généré d’importantes avancées en matière de qualité de la formation. La loi du 5 septembre 2018 “Pour la liberté de choisir son avenir professionnel” modifie significativement le compte dans l’objectif de renforcer la place de l’individu dans le système, de réduire le rôle des acteurs collectifs – notamment des branches -, et d’augmenter celui du libre jeu de la concurrence et du marché. Après une revue des caractéristiques du CPF avant et après la réforme, ce document fournit des éléments sur l’utilisation du CPF en pratique, discute la mesure dans laquelle le dispositif atteint les publics généralement sous-représentés et les questions liées à la qualité de la formation. Il conclue par une discussion des forces et faiblesses du CPF.

    Kurzfassung: This report provides examples and recommendations to help overcome obstacles to engage low-skilled workers and their employers in skills development. England has implemented impressive measures aimed at helping workers and employers to upskill. Nonetheless, there remains room for improvement. More can be done to identify workers with low basic skills, raise awareness of why improving those skills is important, increase the accessibility to relevant courses, ensure these courses are flexible enough to accommodate adult learners who are already employed, and finally make the provision relevant to career aspirations. This report urges England to establish and promote a vision for raising the skills of low-skilled workers, identify their needs more systematically, and provide targeted guidance and information to them and their employers. It highlights that accessible and flexible adult learning opportunities in the workplace, home, community and by other means such as online and distance learning can better meet the varied needs of low-skilled workers. It also makes the case for the use of contextualised learning approaches, which create connections between basic skills and vocational context, and a more effective use of basic skills in workplaces to maintain, develop and realise the benefits of prior skills investments.

    Kurzfassung: Als Antwort auf die COVID-19-Krise haben einige Steuerverwaltungen bereits innerstaatliche Leitlinien zu bestimmten Verrechnungspreisfolgen von COVID-19 veröffentlicht. Dies ist zwar ein wichtiger erster Schritt, um Erwartungen zu formulieren, Zusammenarbeit zu ermöglichen und für mehr Steuersicherheit zu sorgen; aufgrund der zweiseitigen Natur der Verrechnungspreise kann die Steuersicherheit in diesem Bereich jedoch nur mit einem gemeinsamen Ansatz erhöht werden. Dieses Dokument soll nun erläutern, wie der in den OECD-Verrechnungspreisleitlinien verankerte Fremdvergleichsgrundsatz auf die besonderen Sachverhalte und Herausforderungen anzuwenden ist, die sich aus der COVID-19-Pandemie ergeben. Dabei stehen vier Themen im Vordergrund: i) Vergleichbarkeitsanalyse, ii) Verluste und Aufteilung der COVID-19-spezifischen Kosten, iii) staatliche Hilfsprogramme und iv) Vorabverständigungen über die Verrechnungspreise (APA). Diese Leitlinien wurden von den 137 Mitgliedern des Inclusive Framework on BEPS von OECD und G20 erarbeitet und gebilligt. Einige Mitglieder des Inclusive Framework orientieren sich zwar am United Nations Practical Manual on Transfer Pricing for Developing Countries (2017), in Fällen, in denen das VN-Handbuch ähnliche Analyse- und Lösungsansätze vorsieht wie die OECD-Verrechnungspreisleitlinien, dürften sie jedoch auch für sie hilfreich sein.

These challenges have led to a number of quick fixes and agile responses, which will need to be assessed when the worst of the crisis is over.

    Kurzfassung: BEPS Action 5 is one of the four minimum standards which all members of the OECD/G20 Inclusive Framework on BEPS have committed to implement. One part of the Action 5 minimum standard is the transparency framework for compulsory spontaneous exchange of information on certain tax rulings which, in the absence of transparency, could give rise to BEPS concerns. Over 130 jurisdictions have joined the Inclusive Framework and take part in the peer review to assess their compliance with the transparency framework. Specific terms of reference and a methodology have been agreed for the peer reviews to assess a jurisdiction’s implementation of the minimum standard. The review of the transparency framework assesses jurisdictions against the terms of reference which focus on five key elements: i) information gathering process, ii) exchange of information, iii) confidentiality of the information received; iv) statistics on the exchanges on rulings; and v) transparency on certain aspects of intellectual property regimes. The reviews of confidentiality of the information received defer to the work of the Global Forum on Transparency and Exchange of Information for Tax Purposes and the outcomes of that work are not published. Recommendations are issued where improvements are needed to meet the minimum standard. This report reflects the outcome of the annual peer review of the implementation of the Action 5 minimum standard and covers 124 jurisdictions. It assesses implementation for the 1 January - 31 December 2019 period.

Urban accessibility requires coherent allocation of responsibilities across levels of government to support strategic planning. The report proposes concrete actions that cities can take to adapt their institutional framework, to improve transport planning and ensure they have access to sustainable sources of funding to implement their plans.

The COVID-19 crisis has further highlighted the vulnerability of several of our basic systems, including healthcare, social protection, education, value chains, production networks, financial markets, mass transit systems and ecosystems. This makes the Sustainable Development Goals (SDGs) even more relevant today as they aim to transform the systemic conditions that perpetuate the vulnerabilities of our societies and economies. Yet, the human, social and economic effects of the COVID-19 pandemic may reverse the progress made in achieving the SDGs. As such, sustainable recovery, aligned with the SDGs, requires cross-sectoral actions and mechanisms to manage unavoidable trade-offs between short and long-term priorities, and between economic, social and environmental policy goals. This brief presents a policy coherence roadmap to support governments in ensuring a sustainable recovery from the COVID-19 crisis that does not come at the expense of progress towards the SDGs.

This policy brief examines the role of students’ attitudes towards learning in maximising the potential of online schooling when regular face-to-face instruction cannot take place. Since parents and teachers play a fundamental role in supporting students to develop these crucial attitudes, particularly in the current situation, targeted policy interventions should be designed with the aim of reducing the burden on parents and help teachers and schools make the most of digital learning.
